emergency coronavirus laws in england until the end of september, ahead of a vote due to take place shortly. some conservative backbenchers argue that the easing of lockdown measures should go faster than planned, because of falling numbers of deaths and infections. but the health secretary has said that coronavirus *cases are likely to rise* as lockdown eases but that he hopes we will be able to manage coronavirus "like flu". matt hancock said we will have to live with the risk — and that he sees continued efforts — like mask—wearing — as a personal responsibility: our political correspondent is standing by in westminster. we not expecting the government to lose this vote, but we are looking at the size of the rebellion.— size of the rebellion. yes, this has been the case _ rebellion. yes, this has been the case the last few times l size of the rebellion. yes, this has l been the case the last few times the government has brought restrictions to the house of commons for approval. we have heard from the conservative benches and some on the labour benches who are concerned but restrictions being extended. it is worth flagging a couple of bits to this. mps are looking at the road map for the government's plans to ease restrictions on the next few weeks and months, but also looking at extending emergency powers which were put in place and order to pave public bodies and authorities the power to make sure that restrictions are managed properly and to deal with the emergency measures that coronavirus has required. it is looking at extending that the six months. that is a bit of it that some mps concerned about. as you said, the health secretary, matt hancock did acknowledge there were concerns about this when he opened the debate. he said the government only wants to keep them in place as long as is necessary. he hoped at one point that this virus would become manageable. this is what matt hancock had to say. we become manageable. this is what matt still a need for caution. while we have seen cases flattened, there are some places but cases are starting to creep up. there was an expectation that as places are starting to unlock, cases might rise a bit. and the government trying to unlock is about looking at the data and deciding on the next step. that was his argument as to why these restrictions had to be extended. as i mentioned, there were concerns from conservative mps for the extent of these restrictions. some describe them as draconian and oppressive. there there were too much of a restraint on simple liberties and freedoms. they were urging the government to speed up. but some mps will rebel and said they the government, labour have said they will support the restrictions being continued, because of the public—health aspect of this. this was the shadow health secretaryjonathan ashworth. saying secretary jonathan ashworth. saying that secretaryjonathan ashworth. saying that we have to work hard to break transmission when they didn't know what they were facing, but we are in a different position now. do you think there are things in this act, which, for instance, clear up confusion for the police?- act, which, for this, as you know. wei big part of this, as you know. we have seen the question marks over the right to protest and police handling of some protests have taken place recently. i think that's the point of concern comes from from some of the mps who object to this. that point was made to by ed davey and some other conservatives who said that you can't criticise the police, only to effectively enforce the powers that are given to them on this act when it comes to managing coronavirus. debating point of tension is among those mps who to believe this too much of an infringement on civil liberties, that saddam is too much power to public bodies and authorities. the government argues that these are necessary for now. matt hancock was keen to stress that they would only keep them in place as long as they deem them to be necessary. the concern for certain is that we are currently expecting restrictions to be eased injune, and these go beyond that. these powers are sat through till autumn. these will raise too. but what the government is doing is that it is really covering itself the next six months or so. covering itself the next six months orso. interestingly, matt hancock was asked if he could without a further extension six months* time. he said he couldn*t rule out. but we know how unpredictable this pandemic can be. but like the house of commons are voting at the moment on the first notion. i think it*s always worth reminding our viewers, how does the voting process work for a pandemic. some of it computerised? are some of it through normal lobby? parliament are operating what they call a hybrid fashion, which is like a lot of us. a little bit on home, a little bit online, some mansion where you can. there are some on parliament. you can see them on your screen. there are socially distanced rules in place so that mps are kept apart from each other. you*ll probably see them all wearing their masks. there are also mps voting from home as well. some mps have got what they call proxies, which people they can vote on their behalf, who they can vote on their behalf, who they have nominated to cast their vote for them. it*s a bit of a mixed bag. parliament has been praised for coming up with ways to keep top rating. but there were some today who said they wanted to get parliament fully functioning, their view. we will see whether or not that happens. plenty of whips you have to cancel. maths was never my strong point! of course, when it won*t be when i finish this will be in the pub. pub operators and landlords have said they are concerned about the possibility of customers in england having to prove they*ve been vaccinated against coronavirus in order to enter hospitality venues. a review is looking into the measure as the lockdown is eased — yesterday the prime minister said the decision could be left to individual landlords — but industry leaders say the plan is *fraught with difficulty*. speaking this morning mrjohnson said it may only be possible been offered a jab,as sarah campbell reports. pubs have had a long time to get ready to welcome back customers. they*ve had to change their layouts, reduce tables, and ensure they*re as covid—safe as possible. so soon to lockdown easing, the thought that they*ll also have to ask customers to prove they*ve been jabbed hasn*t gone down well. what we do not want is the risk of additional costs being put onto our business having to hire people on the door to monitor this, to exercisejudgements. we want the ability to trade in the normal way. a further issue is around pub staff and clientele who are generally younger and therefore not yet eligible for vaccinations. you've also got potential discrimination issues that arise in the workplace and in a customer setting where you might be discriminating against those people if you are demanding that they have covid status certification before they can pop out for a coffee or pop into the pub. under the current lockdown easing timetable in england, outside socialising in limited groups will be allowed from april the 12th. and from the 17th of may, groups of six or any number from two households will be allowed to drink and eat indoors. the question is whether pubs will require customers to have a vaccine certificate which the prime minister said this morning was being considered. what we said is that we*ll be reporting on the certification group in early april, either on april the 5th or april the 12th. desperate to get their doors back open again, the owner of this chain of nightclubs says having to show proof of vaccine could be workable. our demographic would probably accept it, it's a young customer base for us. they already walk around with id such as driving licence and passports to get into a lot of our venues, and i don't think they'd have a problem with it. but i think it's a market forces thing to be honest. the night before the last lockdown — publicans and many customers are counting down the days until the drinks can start flowing again, but the road to reopening just coming out of that a little early. let*s look at the pictures in the house of commons. the speaker as you saw that on your screens. that was deputy giving us the result. 484 to 76. let*s quickly speak to alex forsyth, who still with us. what do you that? can you pick out of that what the size of the rebellion wasmuch we don*t have a breakdown of how many conservative mps voted against the government on that one, but i expect is what we were broadly expecting. that was a comfortable majority for the government with some rebellion from conservative mps. a took but a few tens, perhaps dozens of conservative mps who are considering rebelling before this vote. but there were some labour mps who said they wouldn*t support and liberal democrats as well. we don*t yet have the full breakdown of who voted which way. i will come shortly. that is in line with what we thought would happen, particularly because labour said they would support the regulations. what that means now is those powers have been extended for the next six months and that means the next six months and that means the government*s plans and the map it set out to ease restrictions over the coming weeks and months, in line with coronavirus figures, the pace of the virus, that can go ahead as the government planned. the ban is extended, but we should be clear that that doesn*t mean all the restrictions will necessarily be capped until october. it is the legal framework, capped until october. it is the legalframework, as capped until october. it is the legal framework, as you say. thank you. in the next few minutes, president biden will be holding his first news conference since becoming us president. it is 64 days since he was inaugurated injanuary. he has taken questions from reporters, that he is not yet had a full press conference. let*s speak to our washington correspondent gary 0*donaghue. when we followed him on the campaign trail, i got the feeling he was very happy to talk around reporters. but for some reason they*ve kept them out of the way. why do you think that is? i out of the way. why do you think that is? ~ , out of the way. why do you think that is? ~' , ., ., ,, , that is? i think they want to keep the focus on _ that is? i think they want to keep the focus priorities, that he set himself for the first weeks of the administration. getting the vaccine rolled out, accelerated, and getting the coronavirus relief bill through. of course, he has achieved both of those things. hundred million doses in the past hundred days. i saw it been surpassed. and there was trillions of dollars in covert release which was passed. i think they wanted that to be the narrative. they have largely succeeded in doing that. having said that, there is concern in some circles aboutjoe biden being out there too often of organised, detailed, long—winded press conferences, because she herself admitted, that he is a bit of gath monger, isn*t he? is a bit prone to that sort of thing, and they don*t want to expose them is too much of that. difficulty with this is they have set up nine days ago, hoping they will talk about those two things, vaccines and coronavirus. but a whole bunch of things has happened in that last week, which means there will be more difficult questions about things like gun control, following the two mass shootings in colorado and atlanta last week. and, of course, this growing problem of the border and other unaccompanied children arriving in camps not having space to contain them. these are really tricky problems he will face questions on in a few minutes* time. are very difficult time when he wants to promote his rescue plan. i am interested, particularly after the ballistic missiles were fired from north korea, on foreign policy. there*s the issue in iran, the issue in china as well. we don*t know an awful lot and in some ways, i particularly when it comes to north korea, there is a sense that it could be a provocative act designed to elicit some kind of response, to see what would be the way forward. defence secretary and the secretary of state were both in korea and japan recently. the north koreans didn*t like that very much, hence a couple of ballistic missiles fired into the sea of japan. but it*s not the only problem, as you rightly say. a very costly and difficult meeting with the chinese, also in alaska, last week. more problems, of course, with getting the iran talks back on track, despite the fact that europeans are delighted that america is coming back into the fold. everyone is waiting for someone else to move first on that one. and, really, the only kind of concrete foreign policy moves we have seen, apart from the rhetoric around rebuilding relationships, and all that kind of thing, is promised to do something about the civil war in yemen. i think the focus has been, and you wouldn*t expect anything other, the focus is very much been domestic over these first 64 days. but as he, like other american presidents will discover, the world intrudes on america, and there is nothing they can do to stop that. we will come back to you. let me just show you the picture from the white house. there is the podium. expect present come through that door very shortly, and we will take you through that as and when he appears. before that, let me take you to issues in brussels. eu leaders are discussing plans to make for extra controls and vaccine exports to improve the roll—out. borisjohnson warns today exports to improve the roll—out. boris johnson warns today against these blockades, which could affect the number ofjab number of jab sent to number ofjab sent to brussels, but that wasn*t to be. on the eve of this virtual meeting, they were visited by a ghost of eu summits past. jean—claudejuncker, summits past. jean—claude juncker, the man summits past. jean—claudejuncker, the man who used to run this commission, he had a warning that all should try and avoid what he described as a stupid vaccine war. interestingly, look at some of the proposals that his successor came up with yesterday, the idea of tightening the exports of vaccines, and their component parts, anything leaving the eu bloc, going to other countries, including the united kingdom, he said that could damage the reputation of the eu in the eyes of the world. a pretty stern message from him, just as these leaders are getting down to their video call. to think that puts pressure on of the past few weeks that, certainly, she is someone who is under pressure. we know that the commission, right at the start of the pandemic, the start of the crisis, stuck took the responsibility for procurement of vaccines at the hands of the individual member states. we have seen one after another, some of the leaders can see that that wasn*t the best plan at the time the talk of solidarity. they make sure that no country is left behind. you could argue that all of them have now been left behind, when the vaccination rate on average about 10% or so here in the eu, compared to around 40% in united kingdom. ithink in the eu, compared to around 40% in united kingdom. i think is added pressure on ursula von der leyen as she tries to justify why these latest proposals would be thing to get the vaccination rates up and up. will be at home to you, we are focusing on events in washington on the podium in the white house. i understand that after you*ve given this press conference this bejoining them. i think the message we*re getting is that this is to underline that post trump there is a new relationship, a new trans— atlantic relationship, much more cordial and constructive. that will be the message, i think, that everyone will be trying to get out. interestingly, angela merkel was talking today and she was defending the approach the eu has taken over the approach the eu has taken over the past year on the procurement of vaccines. but she did make the point that their situation has been worsened because the uk, she said, is simply not exporting finished vaccines. she also said the united states is in the same category. i*m just wondering if that could be an awkward interaction if the two leaders, or more, bring up the particular dynamic later when president it? that there is a lot of criticism from a lot of people here. we*ve seen it ourselves. if you go to vaccination centres here, we went to vaccination centres here, we went to the biggest one in belgium, and it was shut by noon because they didn*t have the sublime. there is increasing scepticism, particularly towards the astrazeneca vaccine. we know the european medicines regulator last week sad, you know, if you look at this particular product, the benefits of taking it far outweigh any sort of negative aspects. it should be going into the arms of people all across europe. but we are seeing one country after another where people are hesitant to take it. they*re saying they want the pfizerjab. it*s almost a perfect storm, isn*t it? you*ve got a lack of supply, hesitancy, and, sadly, the rates of infection are going up in many of eu countries. and that has implications for all of us. it washes up on our shores as well, so we need the eu to get quips to this. for the moment, thank you very much. you can but he was the meeting is in full play to you as the meetings unfold later this evening. a year later than expected, the olympic torch has begun its four—month journey around japan, as it heads to the delayed opening ceremony of the 2020 summer games. the olympic flame was lit in fukushima, and will arrive in tokyo injuly. rupert wingfield hayes has been watching its progress. it*s a moment many had predicted would never happen, but this morning in fukushima, a year later than planned, the runners got under way. the olympic torch relay has begun. this is really the point of no return. this is japan saying to the world, this games is going to go ahead this summer — regardless of the pandemic. for months, opinion polls have shown an overwhelming majority of japanese are against holding these games this year, but as the torch relay entered the city of iwaki today, a lot of people turned out, ignoring government advice not to gather in crowds, although they did heed the advice to clap rather than to cheer. "when i watched the torch go by today it became more real for me," this lady says. "but i am glad they*re not going to allow spectators from abroad." "i*m going to be an olympic volunteer," this student says, "so i really want them to go ahead. "when the whole world is down because of the pandemic i think "the olympics will cheer people up." so the torch relay has now arrived in the little town of futaba, and this town is one of them that was evacuated after the nuclear disaster at fukushima daiichi ten years ago. in fact, the nuclear plant is just a few kilometres away from here and despite all of the razzmatazz surrounding the torch relay here today, if you go just 100 metres in either direction you*ll find that this town is still completely deserted and some of the people who come from this area are not hugely amused about the amount of money that*s being spent on the olympics when they still can*t come home. japan has now decided it will not allow foreign spectators to come to the games this summer, but as the olympic flame makes its way towards tokyo the authorities here know they now have no hope of vaccinating japan*s population before the opening ceremony onjuly the 23rd. rupert wingfield—hayes, bbc news, in vaccinations and few other priorities to the american people. first, vaccinations. 0n people. first, vaccinations. on december the 8th, i indicated that i hoped to get 100 million shots into people*s arms in my first 100 days. they met that goal last week by day 58. 42 days ahead of schedule. now, today, i am setting a second goal, and that is that we will buy my 100th day in office have administrated 200 million sharks and people*s arms. that*s right, 200 million shots and 100 days. i know it*s ambitious, original goal, but no other country in the world has even come close, not even close, to what we are doing. i believe we can do it. today, we made historic investment in reaching the hardest hit in the most vulnerable communities, the highest risk communities, the highest risk communities as a consequence of the virus, by investing an additional $10 billion in trying to reach them. i also set a goal before i took office of trying to get a majority office of trying to get a majority of schools in k through eight, fully openin of schools in k through eight, fully open in the first 100 days. now thanks to the enormous amount of work done by our administration, educators, parents, local state education officials and leaders, recent department for education surveys, show that nearly half of the k through eight schools are now open full—time, five days a week for in—person learning. the majority, that we are really close, and i believe that with 35 days left to 90, believe that with 35 days left to go, we will meet that goal as well. as of yesterday, more than 100 million payments of $1400 have gone into people*s bank accounts. that is real money in people*s pulse kits bringing relief instantly, almost. and millions more will be getting their money very soon. 0ne and millions more will be getting their money very soon. one final note. since we passed the american rescue plan, we are starting to see new signs of hope in our economy. since it was passed, a majority of economic forecasters have significantly increased their projections on the economic growth thatis projections on the economic growth that is going to take place this year. they are now projecting it will exceed 6%. that*s 6% growth in gdp. just this morning, we learnt that the number of people filing for weekly unemployment insurance fell by nearly 100,000 persons. the first time in a year the numbers have fallen below the pre—pandemic prize. so, there are still too many americans out of work, too many families hurting, and they still have a lot of work to do. i can it was fairly basic proposition, and that is, i was elected to problems the most serious problem estates from the outset as dislocation for millions of americans. that*s why put all my focus in the beginning on a lot of problems and all my focus on dealing with those particular problems. on the other problems which are combined from immigration to cairns and other things we mentioned, where long—term problems that have been around a long time and what will be able to do, god willing, is now beginning one at a time to focus on those as well. whether it is immigration, or guns, orany other problems to face the country. the fundamental problem is getting people some peace of mind so they can go to bed at night and not stare at the ceiling wondering whether they have lost their health insurance, whether they are going to lose a family member, whether they will be in a position where they might lose their home where they can*t pay the mortgage, all the millions of people that are going to get thrown out of their homes because of the inability to pay the rent. we are going to move on these one at a time, try to do as many of these simultaneously as we can comfort that is the reason why a focus as we have. here*s the deal. i think my republic republican colleagues will have to determine whether or not we want to work together, or they will decide the way in which they want to discuss proceed is to just decide to divide the country, continue the politics of division. but i*m not going to do that. i*mjust of division. but i*m not going to do that. i*m just going division. thank you mr president. you said over and over again that immigrants should not come to this country right now. that message is not being received. instead the perception that got you elected as a morrow, decent man is the reason why a lot of immigrants are coming to this country and trusting you with unaccompanied minors, how do you resolve that tension and how are you choosing which families can stay and reach tempo given the fact that even though with title 42 there are some families staying at is there a timeline for when we won*t be seeing these overcrowded facilities run by cpb when it comes to unaccompanied minors? i cpb when it comes to unaccompanied minors? , , , ., , minors? i guess i should be flattered — minors? i guess i should be flattered people _ minors? i guess i should be flattered people are - minors? i guess i should be flattered people are coming minors? i guess i should be - flattered people are coming because i*m the nice guy, that*s the reason why it*s happening. i a decent man or however it*s phrased, that*s why they*re coming because they knowjoe biden is a good guy. the truth of the matter is nothing has changed. as many people came, 28% increase in children over the border in my administration. 31% in the last year in 2019 before the pandemic. in the trump administration. it happens every single year. there is a significant increase with the number of people coming to the border in the winter months of january, february, march. it happens every year and in addition to that there is nobody. is anybody suggested with a 31% increase under trump because he was a nice guy? and he was doing clippings at the border? that is not the reason they are coming. the reason they are coming is that if the time he can travel with the least likelihood of dying on the way because in the desert and number two, they are coming because of the circumstances in country, and country. the way to deal with this problem and i started at the year with it back when i reached the united states senator, vice president for putting together a bipartisan plan of over $700 million to do the root causes of lay people are leaving. what did trump do? even an effect that funding. he did not use it and he did not do it. and in addition to that what he did he dismantled all the elements that exist to deal with what has been a problem and has been continuing to be a problem for a long time. he shut down the number of beds available. he did not find hhs to get people to get the children out of those border patrol facility is ready should not be and there not supposed to be more than a few days, a little while. but he dismantled all of that so what we*re doing now is attempting to rebuild the system that can accommodate what is happening today and i would like to think it*s because i*m a nice guy but it*s not, it*s because of what happened every year. let me say one other thing on this. if you take a look at the number of people who are coming, the vast majority, the overwhelming majority of people coming to the border are being sent back for. tens of thousands of people who are over 18 years of age and single people, have been sent back. and sent home. we are sending back. and sent home. we are sending back the vast majority of families that are coming. they*re trying to break out now with mexico the willingness to take more of those families back but that*s what*s happening. they are not getting across the border and those who are coming across the border who are unaccompanied children were moving rapidly to try to put in place what was dismantled as i said. for example of all the children coming across the border, over 70% are either 16 or 17 years old. we*re not talking about ripping babies from a mothers arms. i think it*s one and a half percent fall in the category of the very young. so, what we*re doing is we providing for the space again to be able to get these kids out of the border patrol facilities which no child, no one should be in any longer than 72 hours and today, i went to the list all the resources available to me and went to the defence department and the secretary of defence has made available 5000 beds being made available. 5000 that at the texas border. we are building back up the capacity that should have been maintained and built upon that trump dismantled. it*s going to take time and the other thing we are doing i might add, only giving you too long an answer? because if you don*t want the detail. i don*t know how much detail you want about immigration. maybe i*ll stop there. my immigration. maybe i*ll stop there. my follow—up question is if you could talk about which families and why they are being allowed to stay, why they are being allowed to stay, why they are being allowed to stay, why they are being allowed to stay and in addition to that when it comes to the filibuster which is what zeke was asking about, immigration is a big issue with what it relates the filibuster but also republicans are passing better after bail trying to restrict voting rights, chuck schumer is calling it an existential threat to democracy. why not back a filibuster rule that gets around issues including voting rights or immigration, someone who you know very well has backed the idea of a filibuster rule when it comes to civil rights and voting rights. comes to civil rights and voting ri . hts. * comes to civil rights and voting riahts. * ., ., ., ., rights. i'm going to deal with all of those problems. _ rights. i'm going to deal with all of those problems. the - rights. i'm going to deal with all| of those problems. the question rights. i'm going to deal with all. of those problems. the question is the priorities as they come onto my plate. let*s go to the first question you asked, the first of the second question and that is what about dealing with families, where as i*m not going back? because mexico is refusing to take them back. they are saying they want to come back, not all of them. we are in negotiations with the president of mexico. i think we will see that change. they should all be going back, i*ll be coming back. the only people we are not going to let sit there on the other side of the rio grande by themselves with no help our children. what we are doing it an important point to understand. i don*t mean to say it that way. the important point to focus on. the vast majority of people under the age of 18 coming to the united states, with a telephone number on every stand or come with a telephone number in their pocket in the united states. her mother, a father. a close relative, a grandmother or grandfather. what*s happening is it*s taking literally weeks and weeks and maybe even months before anybody picks up the phone and calls to see if there really was someone there. well, we have set up a system now where within 24 hour race is a phone call made as that child crosses the border. and a verification system being put in place as of today to determine quickly whether or not that it is a trafficker being called why that is actually a mother, father, or a close relative. they are establishing that right off the back, if it in fact is mum or dad, dad says to take the extreme case. guess what, we are getting that kid directly to that parent immediately. that*s going to reduce significantly, there two ways to reduce child population and circumstances that are not acceptable like being held at a border patrol station. 0ne acceptable like being held at a border patrol station. one is to get them to the place where they have a relative and set a date as to when hearing can be held. the second way to do it is preventing health and human services facility that were occupying now both licensed debt around the country that exists as well as, for example, federal resources like fourth place to get them safely into place where they can be taken care of while they —— theirfaith is can be taken care of while they —— their faith is determined. can be taken care of while they —— theirfaith is determined. with regard to the filibuster i believe we should go back to a position where filibusters exist just when i came to the united states and that is that he used to be required for the filibuster and i had a card on days i was going to give you the statistics that you know them back to used to be that between 1917 and 1971 that filibuster existed and there are a total of 58 motions to break a filibuster. that whole time. last year alone there are five times that many. so it*s been abused in a gigantic way and for example it used to be you had to stand there and talk and talk until you*re collapsed. people got tired of talking and tired of collapsing. filibusters broke down and were able to get the votes so i strongly support moving in that direction in addition to having an open mind about dealing with certain things that are best at until to the function of our democracy make the right to vote. like the basic right to vote. we amended the filibuster in the past. here is the deal, and —— as you observe them a practical guide. i want to get things done. i want to get them done consistent with what —— with what we promised the american people and in order to do that in a 50—50 senate we have got to get to the place where i get 50 votes so that the vice president can break the tie for 51 votes without her. i*m so i*m going to say something outrageous. i have never been particularly poor in calculating how to get things done in the united states senate. so the best way to get something done if you hold it near and dear to you and you hold it near and dear to you and you like to be able to, anyway. we*re going to get a lot done and if we have to, if there is complete lockdown and chaos as a consequence of the filibuster then we would have to go beyond what i*m talking about. 0k, hang on. sorry. thank you mr president. to follow up on the filibuster, do you believe it should take 50 bucks to end a filibuster on legislation or 51? ii filibuster on legislation or 51? if we could 51 we would have no problem. you are going to have the existing rule and it*s going to be hard to get a parliamentary rule that allows 50 votes to empty filibuster. the existence of a filibuster. the existence of a filibuster. but it*s not my expertise and want to parliamentary rules and how to get there are but our preoccupation with the filibuster is totally legitimate but in the meantime we have a lot to me do while we are talking about what we will do about the filibuster. cecelia. i we will do about the filibuster. cecelia. ., ~' we will do about the filibuster. cecelia. ., ,, ., . . cecelia. i would going to do it. i*m not going to do it. that*s why i have asked the vice president of the united states yesterday to be the lead person on dealing with focusing on the fundamental reasons why people leave honduras, guatemala, el salvador in the first place. it*s because of earthquakes, floods, it*s because of lack of food, it*s because of gang violence, it*s because of a whole range of things that when i was vice president had the same obligation to deal with unaccompanied children and i was able to get it slowed up significantly by working with the heads of state and those communities to do things making one of the major city for a reason people are leaving if they could not walk the street because the kids are getting beat up or shut gang violence. what i was able to do is not give money to the head of state because so many are corrupt. i was able to say it ok, you need lighting in the streets to change things? i will put in writing in. we have got a contract there, we got the type of writing, we paid directly to the contractor and violent crime is significantly less reduced in that city. few people sought to leave. when this hurricane occurred, instead of us going down and helping in a major way so that people would not have reason to want to leave in the first place because they did not have housing or water or sustenance we did nothing. we are going to do a lot in our administration. we are going to be spending that 700 plus million dollars a year to change their life and circumstances of white people leaving the first place. that did not sit around on the kitchen table and say i have got a great idea, i*m going to make sure my son gets taken care of and i*m going to put, how old was he? his care of and i'm going to put, how old was he?— care of and i'm going
