North korea fires two Ballistic Missiles in to the sea ofjapan. The japanese Prime Minister calls it a threat to peace and security. Retail giant h m faces a backlash and a potential boycott in china because it wont source its cotton from Xinjiang Province over concerns about the alleged use of forced labourfrom uighur muslims. And an unusual victory for the environment after nearly 60 acres of trees are cut down in order to save an ancient uk peat bog. Hello, and welcome if youre watching in the uk or around the world. Eu leaders are holding a summit today at which theyll discuss tougher controls on vaccine exports, as they try to boost their Covid Vaccine supplies and improve the roll out ofjabs. The European Commission has blamed Pharmaceutical Companies primarily astrazeneca for not delivering promised doses to the eu. It will ask eu leaders to support plans for new controls on vaccine exports, which could affect supplies to the uk. The Virtual Summit comes as a third wave of Coronavirus Infections sweeps across much of mainland europe. If approved by eu leaders, tougher Export Controls are most likely to affect countries that have higher Vaccination Rates than the eu, such as the uk and us. Under the plans, Member States and the commission would consider the state of the pandemic in a destination country, its Vaccination Rate and Vaccine Supplies, before deciding whether to allow exports. Vaccine manufacturers would also be assessed to see if they were fulfilling their contract with the eu. Earlier, uk Prime Minister, borisjohnson, warned against imposing what he called blockades. And in a joint statement on wednesday, the uk and the eu said they wanted to create a win Win Situation and expand Vaccine Supply for all. The statement continued, we are all facing the same pandemic and the third wave makes co operation between the eu and uk even more important. This morning, ahead of the meeting, german chancellor Angela Merkel told legislators that the eu needs to do more to ramp up Vaccine Production inside the eu. She said, british Production Sites are manufacturing for britain and the us is not exporting, so we are reliant on what we can make in europe. It comes as the National Medical directorfor the nhs, steven powis, urges the over 50s, and those at greater risk, to book their covid 19 vaccines quickly. The nhs is expecting a slowdown in uk Vaccine Supply during april. Jon donnison reports. The vaccine row between the uk and the eu has been rumbling on for months. But its intensified, with many countries on the continent now facing a third wave amid concerns over Vaccine Supply and a slow roll out of the jab. In a joint Statement Last night, the eu and the uk said they were working on ways to better cooperate over vaccines. So, could an end to the acrimony be in sight . This is very positive news. What we want to see is we want to see vaccines flowing freely around the world. We want to work to build capacity so that we can make sure everybody gets vaccinated, including in the uk, the eu, and of course many developing countries, because we can only tackle coronavirus by making sure everybody gets vaccinated. So this is a very positive step forward. Eu leaders will meet Via Video Conference today to discuss ways of boosting Vaccine Supplies and possible new restrictions on vaccine exports, including doses of the astrazeneca jab which could impact the uk. The point is that astrazeneca is fulfilling its contracts in the uk, and is not fulfilling its contracts in the European Union, and they are exporting Vaccination Material from the eu to the uk, and not fulfilling the duties that they have within the European Union. And i think it isjust natural that the European Union has to react to this. But some Health Officials have accused european leaders of sending out confusing messages over astrazeneca by questioning the vaccine s efficiency and safety, which has led to poor uptake of the jab on the continent. With many eu voters angry at their governments over ongoing lockdowns, and frustrated with Vaccine Roll Outs that lag far behind the uk, there is a political blame game under way. You cannot wrap a flag around a vaccine in this modern world. It just doesnt work that way. These are integrated supply chains, and any attempt to impose any barriers whatsoever will disadvantage everybody involved. In other words, so called Vaccine Nationalism might be understandable, but not helpful with a pandemic that is global. Jon donnison, bbc news. In the German Parliament this morning, Angela Merkel said that the eu needs to do more to ramp up Vaccine Production within the eu itself. With more on what the chancellor has been saying this morning, heres our correspondent in berlin, damien mcguinness. Angler merkel but like personal response. The German Government will say that they have all had all the doses ordered from astrazeneca where is the eu has had less than half. She believes that actually looking at bans and restrictions, it is better to look at how you can. She said the us will use everything it has manufactured itself. Everything that is manufactured in the uk appears to stay in the uk for some reason. And that is why everything manufactured in the eu need to stay in the eu. She sees that as the way forward, but there are so many other issues involved. The roll out of supply right to how it is being administered, including the hesitancy when it comes to using the hesitancy when it comes to using the vaccine, people not getting their appointments. Our Political Correspondent alex forsyth is in westminster 0s the statement that emerged yesterday definitely had a more positive tone, they tried to create a win Win Situation for everyone. Limit or control on what can be exported from the eu, and they are saying part of what they will look at is the rate of vaccinations and other countries and of course whether those countries are doing what the eu would see as their bet in terms of Exporting Vaccines the other way as well. It did seem to take the sting out of the statement that was put forward last night by the eu in the uk talking about this win Win Situation enters solution for everyone. There is a real sense among most World Leaders that while of course they are under a lot of domestic pressure to get their own population is vaccinated as quickly as possible, particularly on the continent where we are seeing those researching cases, there is also an awareness that there is this is a Global Pandemic, and until the vaccinations are shared across the world and it can be brought down right across the globe, it poses a risk to everybody. There is a consensus that there has to be some sort of mechanism by which every country and every current person can be vaccinated ultimately. The real problem we are seeing is these quite sticky conversations as to how you get to that. Pub landlords in england could be allowed to refuse entry to customers who cant prove theyve had a Coronavirus Vaccine. A review is looking into the measure as the lockdown is eased, and the Prime Minister said the decision could be left to individual landlords. The senior conservative mp, mark harper, who chairs the Covid Recovery group of mps, told me he had concerns about the ethical implications of the measure and its potential impact on younger adults. The problem with talking about it being something initially is of course it will exclude everybody that has not been vaccinated, so the irony is a huge number of people that go to pubs are younger people. We have asked younger people, who dont really suffer from covid i9 particularly, to have huge Economic Impacts on their social lives over the last year to protect older people. If you were to open up the Hospitality Sector with these Vaccination Passports, you would be excluding young people from them. I think that would be unconscionable. We have asked young people to do a lot over the past year, and i think the least we can do is to get the economy open so that their futures are not damaged any further. What might all this mean for the Hospitality Industry . We can speak now to kate nicholls, chief executive of uk hospitality. Good to have you with us. Thank you very much for your time. Do you think that ultimately this decision, if the idea of a Vaccine Passport progresses, should be left to individual landlords . We progresses, should be left to individual landlords . Individual landlords . We are reassured individual landlords . We are reassured that individual landlords . We are reassured that the individual landlords . We are reassured that the prime individual landlords . We are reassured that the Prime Minister yesterday said there would be no mandate of passports for covid i9 certification in Hospitality Settings. It would need to be left to landlords and voluntary. We understand that the discussions are ongoing and it is being looked at actively in terms of Global Travel and reopening massive dahlias in wembley and the 02. We can understand why it might be necessary in those settings, but we dont understand where it might be appropriate in the local Hospitality Setting where you might be popping out of the pub for a drink. We dont see thats appropriate to be able to show papers to access those services. Show papers to access those Services Show papers to access those Services Show papers to access those services. ~ ,. , ~ show papers to access those services. , ~ , services. Why dont you think its appmpriate services. Why dont you think its appmpriate in services. Why dont you think its appropriate in those services. I think you have got settings youve mentioned . I think you have got a settings youve mentioned . I think you have got a large settings youve mentioned . I think you have got a large proportion settings youve mentioned . I think you have got a large proportion of| you have got a large proportion of our staff and Customer Base who are younger and therefore wont be vaccinated until much later in the year. 60 of Hospitality Staff are aged 18 to 2a and you have a large Customer Base that is family orientated and also under 30. We are looking at certain time before those people are vaccinated. You have potential discrimination issues that arise in the workplace and a Customer Setting where you might be discriminating against those people if you are demanding that they have covid 19 Status Certification before they can pop out for a coffee or go into the pub. There are ethical issues to work through. Thats why we are pleased the government has set up a review to work through this in the round. While you have most of the Adult Population vaccinated, and certainly all of the vulnerable population vaccinated, there seems to be no need to have papers to go in and revisit high Street Hospitality when it reopens from the 17th of may. Can you see a situation where, as we have talked about before, how do you restore Customer Confidence in terms of going out after a year of locking ourselves away almost and not engaging in these kinds of social activities. How do you restore peoples confidence in that idea . And if there is a demand for it, some people are saying i have been vaccinated and would like to go to a pub but only with people who have been vaccinated, some landlords will say if this is going to make you money, lets go down this route . Irate money, lets go down this route . We do money, lets go down this route . Do need to work to reassure customers they are safe. The Vaccination Programme does that for the most vulnerable in our society. By the most vulnerable in our society. By the time you have vaccinated over all the over 50s, you have accounted for over 99 of deaths and hospitalisations. Those younger workers, people and customers will be vaccinated. There is an issue there. When we reopen on the 17th of may, we will be opening with covid 19 secure protocols which will mean opening with space, distance between ventilation, all of those things which we know make hospitality say. We had less than 3 of all infections attributable to hospitality last time there was a reopening with all those measures in place. Clearly people who are more vulnerable and more concerned, they are going to take that decision themselves as to whether they want to return to pubs and bars and restaurants and will make a decision based on the processes people have in place. But this is primarily a walk and spontaneous activity for people to socialise with family and friends. I dont think any mandating of covid 19 certification is appropriate in those settings. If we do have this system setup to allow access to mass events and Global Travel, it has to be limited to venues that might want to do it. To be actively encouraging the members of your organisation to not go down the mandatory route . That will be a matter go down the mandatory route . That will be a matter for go down the mandatory route . Twat will be a matter for them to choose because there will be a significant Cost Implication for them in doing this. You will have to have extra staff checking on the door. You will have to have the cost of Workplace Testing to be born. 70 of our businesses are smes and would not be able to afford it. We need to win sure that it it remains voluntary. Showing their covid 19 status on an app showing their covid 19 status on an app on their phone that would be relatively simple wouldnt it . You would still need relatively simple wouldnt it . Gm. Would still need stuff on the door is a requirement to not let anybody in. If that is what you wanted to do, you would have to put in those systems to make sure you had checked everybody. Fora systems to make sure you had checked everybody. For a lot of the time, it is going to be some time before everybody whos taken up the app and vaccines and Workplace Testing is not going to be common straightaway. Until we can get those systems in place, it will be quite challenging. If you are doing that, you would need to be make sure you are all of your staff. Need to be make sure you are all of yourstaff. It need to be make sure you are all of your staff. It costs £4 per test for a workplace test. It will be quite challenging for those businesses to do that. Why you might have a young, tech savvy Consumer Base who are quite happy to have a doubt based solution, theyre quite a lot of older people who might not have smart shown smartphones and be able to have the app to demonstrate to it. There these places are safe and they should not be an extra barrier to entry in an extra marriage yet i have a pint pulse. More if you have been sending in your thoughts on this issue. 0ne says, sure there is an element of discrimination, but looking at the bigger picture, the hospitality could be opened at full capacity sooner which would bring economic benefits to the uk. You only have to look to israel. They have these now which allows many places to open to full capacity. Grey 63 says regarding the Vaccine Passport for entering pubs, the vaccine will not stop you catching or spreading covid 19. In this case, isnt it a moot point. 0bviously, covid 19. In this case, isnt it a moot point. Obviously, the consideration of this is in its early stages but certainly a very interesting Discussion Point because if you extrapolate from pubs to other venues whether it is gyms etc, could you be looking at a potential roll of faxing passports and a much wider basis or not . The Scottish Government confirmed that nurses, paramedics and domestic staff are among those who could receive the boost to their salaries. North korea has fired two Ballistic Missiles into the sea of japan, according to japanese and us officials. The missiles are said to have flown around 260 miles before landing in the sea, but japan says no debris entered its territorial waters. It was north koreas first Ballistic Missile test, which is outlawed by the un, Sincejoe Biden became us president. Professor robert kelly is a north korea expert at boo San National University in south korea. He gave us this assessment of the threat posed by the missiles. North koreans have had a pretty significant Missile Capacity for at least a decade, and the ability to strike the united states, to send them very, very far for at least four years. So, im not really sure that this actually adds anything dramatic we havent seen. I dont think it indicates, for example, the north koreans are more willing to use them for example. My own read of this is that it is probably sort of a test, or an effort to kind of provoke the Biden Administration in its early days to tell them we are here, you cannot push us around, Pay Attention to us, that sort of thing. I think the biden people will actually be quite wise not to say a whole lot. This is how they responded to the shorter range tests just a few days ago. The reason i suggested it is not because north korea is not a threat. It obviously is. The japanese are right in their response. Its just that the biden people and the south koreans and the japanese, too, we just dont have a lot of good options. We cant write the sites obviously. Were not going to risk a conflict with north korea within the nuclear weapons. North korea is already under sanctions. I suppose we could slap more on them, but thats. Weve already gone down that route pretty far. So the Biden Administration Placement Options are pretty limited, and i think this is why the biden people have been fairly quiet about it, right . I dont want this to be ginned up or read into a test of its resolve or willingness to be tough because the options are just so poor. The Retail Giant H M is facing a backlash in china after the company expressed concern about the alleged use of forced Uighur Labour in the production of cotton in xinjiang. In a Statement Last year, h m said that it was deeply concerned by reports of Forced Labour And Discrimination against Xinjiangs Muslim minorities. Yesterday, the Chinese Communist youth league posted this message on social media, saying, spreading rumours to boycott xinjiang cotton, while wanting to make money in china . Wishful thinking. Shortly after, h m disappeared from two of chinas major shopping platforms. Chinese state tv released photos mocking the h m logo, calling it ridiculous, and chinese celebrities ended their ties with the retailer. Western countries imposed sanctions on china this week, over their treatment of the uighur minority in xinjiang. 0ur correspondent in shanghai, robin brant, is following developments. H m is big here in shanghai, its big across china. This is one of its multitude of locations in this country, but what is striking about what we have seen in the last 2a hours is how quickly and how All Of A Sudden, this campaign led by Celebrity Endorsers and led by some arms of the Ruling Communist Party has come out come out of nowhere. And also, what is so striking is how it has gathered pace in a matter of hours. This is all about h ms proclamation, going back last year, which you just referred to, saying it wanted to purge its supply chain of cotton that was used and harvested in xinjiang. Thats the Western Province where China Risibly accused of abuse against the Muslim Minority there. China is accused of abuse. Genocide is actually how now president biden S Administration has classified the abuses going on. So what is most intriguing is that All Of A Sudden, just a few days after coordinated sanctions were imposed by the uk, the us and the European Union, we have arms of the communist party, the Celebrity Endorsers happy to take h ms money up until now All Of A Sudden coming out of nowhere, bailing on the company and encouraging others to do the same. At the other end of the scale, you have the japanese retailer. We just bought this shirt there this morning. 0n the label, this actually refers to xinjiang cotton, so they are at the other end of the scale in terms of what is going on. But look, it is very serious. This effort to use its economic clout, this very time nationalism is a very familiar tactic employed by china, employed by the party, employed by its government, and it is serious. Just ask the south koreans. Their chain store suffered very seriously in years gone by with a diplomatic spat. Just ask the philippines as well with the government there. Its Fruit Exports of it seriously here. That was all about a dip in spat between its governments. Johnny depp has lost a bid to overturn a damning High Court Ruling in london which concluded he assaulted his ex wife amber heard and left her in fear for her life. 0ur correspondent Sarah Campbell is outside court. Tell us what happened there. As you said this relates to the court case that was heard here injuly of last year over three weeks, involving one of the worlds most famous actors, johnny depp and the Sun Newspaper. It related to the column that was written in 2018 that said johnny depp was a wife beater. That was in relation to his ex wife, amber heard. Johnny depp sued the newspaper for libel and lost the case. In november of last year, mr justice nichol, having heard three weeks of evidence involving drug abuse and alcohol abuse, the most intimate details between these two stars, agreed it was indeed the case that depp had abused his then wife and ben herd on 12 occasions leaving herfearing for her life and ben herd on 12 occasions leaving her fearing for her life in 12 of those occasions. This was the next stage in that case. Johny depp as the Court Of Appeal to give him permission to appeal against that decision. There was a hearing here last week where his lawyers submitted what they said was new evidence. They wanted to have an appeal. Ultimately they wanted a retrial, but the two lord justices have hunted down their decision and have hunted down their decision and have decided there are no grounds for appeal. There is no realistic prospect for success therefore permission to appeal is refused. Thank you very much for that, sarah. Lets go back to out main story. Eu leaders are holding a summit today at which theyll discuss tougher controls on Covid Vaccine exports, which could affect supplies to the uk. Veronique Trillet Lenoir is a french mep, who sits on the european parliaments committee on the environment, Public Health and food safety. In parliament she is part of the renew europe group. Thank you very much for your time today. When it comes to furlough controls, how far should those controls, how far should those controls go in your opinion . Controls go in your opinion . Further controls go in your opinion . further controls. They are controls raised by which the European Union wants to make sure that the doses of vaccines produced in the European Union are clearly shipped to their adequate destination, as written in the contracts with the firms. Ts the contracts with the firms. Is your row primarily, do you feel, with Pharmaceutical Companies, or in this case with astrazeneca in particular, ratherthan this case with astrazeneca in particular, rather than the uk . Sure. We have a problem with astrazeneca that does not follow its commitments and has unFair Distribution between some countries like the uk and the European Union. It has probably signed many contracts at the same time, promising the same doses to everybody, so we are in favour of a Fair Distribution from astrazeneca, as well as reciprocity with the uk. Let me break that down. First of all, astrazeneca says the contract with the eu says it will make its best efforts to supply vaccines to the block. It maintains that is what it is doing. It is making its best efforts to get vaccines to you. What do you say in response to that . And do you say in response to that . And do you say there is a bit of frustration in the eu because contracts were signed later than other countries and there has been Vaccine Hesitancy which has been stoked, it is fair to say, by some leaders in the eu . The stoked, it is fair to say, by some leaders in the eu . Leaders in the eu . The contracts with the eu leaders in the eu . The contracts with the eu were leaders in the eu . The contracts with the eu were signed leaders in the eu . The contracts with the eu were signed 24 leaders in the eu . The contracts| with the eu were signed 24 hours with the eu were signed 2a hours before the uk. But this is not the main thing. The main thing is that the contracts clearly says that there doses of vaccines for the European Union will come from all full sites of production of astrazeneca including those in the uk. Apparently, the Year Contract with the uk does not say the same and we probably mentioned that uk sites will provide the uk. So we are in a situation where the eu is in this role to intend this resolution against astrazeneca while discussing reciprocity, transparency and a win Win Agreement with the uk because we really have to put pressure on the firms who do not follow the rules. B5 t pressure on the firms who do not follow the rules. Follow the rules. As i say, astrazeneca follow the rules. As i say, astrazeneca says follow the rules. As i say, astrazeneca says it follow the rules. As i say, astrazeneca says it is follow the rules. As i say, astrazeneca says it is making its best efforts to fulfil the contract with the eu. Do you think that an export ban, if you want to call it that, it has been called very yes things, on doses coming to the uk is on the cards if the eu is simply not getting enough vaccinations to roll out the programme the way it wants to . ,. ,. ,. , to . The threat from the eu is again not an exuort to . The threat from the eu is again not an export ban, to . The threat from the eu is again not an export ban, it to . I am optimistic that the joint we want to use it. I am optimistic that thejoint agreement we want to use it. I am optimistic that the joint agreement between the eu and the uk, as well as the sub it today will help to solve the problem without entering our vaccine war, but there eu has been the biggest exporter. It has sent more than a0 million doses all around the world, including the uk. So, what we are waiting from the uk is reciprocity, discussions, keeping in mind that we are facing a pandemic where we are all in the same boat. A large study found that for every ten study found that for every ten people discharged from hospital after covid, within six months three will be readmitted and one will die. Finding treatments to put those numbers could change thousands of lives. Richard wescott, bbc news, clacton in essex. Researchers say middle aged women tend to experience the most severe, long lasting symptoms after being treated in hospital for covid 19. Two studies found that five months on, more than two thirds of patients were still affected by problems such as anxiety, breathlessness and fatigue. Earlier i spoke to dr rachael evans, a respiratory consultant who worked on the study. As well as sue lawson, who is still suffering the effect of coronavirus, 11 months on from her positive test. She begins here by describing how long covid has impacted her life. I have to spread my day into small projects, if i can manage one thing that day, it is an achievement. I find i cant manage 80 of the stuff i used to manage. My life has had to adapt to this because you cannot fight it. If you try and fight it you end up having a relapse, after relapse. You have to learn to live with it and adapt to it. And you mention things in the last few weeks getting a bit better. I believe you havejust returned to work on a phased return, how is that going . It is going really well, i do a few hours on thursday and it is going really well, it will increase. I was referred to a Long Covid Clinic in february. I have some referrals coming up this week, i have been put on a fatigue management Therapy Programme and i am seeing a neurologist for nerve pain that is still with me. Rachel, the combination of people being referred to Long Covic Being referred to Long Covid Clinics and your study, what do you hope your study can add to the mix to help people with their recovery . Because as we have heard from both sue and other people with long covid over the past year, the range of ongoing symptoms is usually diverse, isnt it . Is hugely diverse, isnt it . It is, absolutely. The average number of symptoms that people still have over five months and beyond, as sue has highlighted, was nine. So part of the problem is its just not one symptom and one syndrome here. So what do you think your study, i know it is early days and it is continuing, but in terms of developing therapies, treatments, advice, where do you think you are headed with that . As i was alluding to you, we have at least got that first step what the underlying mechanisms might be and further work will be investigating that further. As far as Clinical Care, as sue was just discussing there is problems with fatigue, physically slowing down, slowing down in thought are very common symptoms in our cohort as well as breathlessness and pain. Those four groups we have identified do help us and are involved in Clinical Care to start thinking more about the long Covid Services that sue has also discussed and we will be feeding some of our results back to there. Really, they are highlighting what sue has said, in our cohort, there are going Mental Health, physical health and problems with thinking, brain fog. The brain fog does seem to be in a different group, so that helps us think about how we might stratify Clinical Care to target those different problems. Just because of the variety, we really need clinicians in different specialities to Work Together so that people have a very fluid and combined programme. You might not expect an environmental campaigner to celebrate nearly 60 acres of trees being cut down. But thats whats happening in northumberland in england. The Forest Clearance is going to save an ancient peat bog, which traps far more carbon than trees ever could. 0ur Chief Environment Correspondent Justin Rowlatt has the story. This machine can take down a 20 metre tree in seconds. Four of them have been working for days in this forest. It is one of the final stages in a 50 year project to restore one of the rarest ecosystems in the country, a vast network of bogs known as the border mires. Now these bog Land Ecosystems may not look like much but they are incredible, some of them are 15 metres deep, so seven times my height. And they are an Amazing Store of carbon, some of them contain plants that grew 12,000 years ago when the glaciers retreated from Northern England at the end of the last ice age. Restoring them has been the lifework of 87 year old angus lunn. My interest in the border mires began when i was doing research as part of a phd project in the late 1950s. As i walked over a huge area of moorland in western northumberland, istarted mapping sphagnum bog, which no one had known about before. So in that sense, i discovered them, yes. After the Second World War, the uk began a huge forestry programme. Many ancient mires or bogs were drained to make way for trees. In 1971, angus and other members of the local wildlife trust, decided this important habitat needed protection. The Forestry Commission said they could block some of the drains and call a few nature reserves, but. Youve got to pay us a rent. Imagine that . We had to pay rent to stop them doing something they should never have done in the first place. By the 1980s, angus efforts were beginning to pay off. We can only look forward now. Helped by this man. Bill is 75 now, back then he was an ecologist with the Forestry Commission. The run off in this natural vitch, will deepen the ditch. He encouraged the commission to restore more bogs on its land and persuaded other landowners to become involved, including including the raf, whose base in northumberland includes the once secret silos of an Experimental British rocket launched nuclear missile. And, some now restored bog land. The Building Blocks of the peatland, the sphagnum masses, which themselves like this one, are absolutely full of water, they are about 90 water. And that water is why bogs are better for the environment than trees. When plants die in a bog, they dont release all their carbon into the atmosphere because they dont rot completely. So unlike a tree, which only Stores Carbon while its alive, a bog can store carbon for thousands of years. Which explains why this. Is good for the environment. The work angus and bill started half a century ago has become the largest bog Reclamation Project ever to have been completed in the uk. So how does it feel now, you know, 50 years later to see whats been achieved with the border mires . Satisfactory. Thats quite low key response . Very satisfactory. Is that better . It certainly is. Restoring this unique habitat is an incredible achievement. Justin rowlatt, bbc breakfast, the border mires. This month marks 10 years since the uprising began in syria. The weather for the next couple of days is essentially one of sunshine and showers but what you will find is that the showers will be wintry tomorrow, as the temperatures are going to fall away. Mostly on the hills but in some of the heavier bursts we could see a little bit of sleet, for example, at lower levels. Today though what we have is a weak weatherfront which is moving southwards taking a little bit of cloud with it, the odd spot of rain but not a lot. And out towards the north and the west weve got a fair few showers, some of them coming in across the English Channel as well just affecting southern counties of england and the Channel Islands at times. But many of us will stay dry in between the showers there will be bright spells of sunshine with top temperatures between seven and 1a degrees. Through this evening and overnight well start off with clear skies, still a few showers in the west and the south but in the second half of the night a new Weather Front comes in introducing some heavy and persistent rain. Its a cold front and behind that well see a return to colder conditions so some of the showers in the hills, for example in Northern Ireland by morning could be wintry. And an unusual victory for the environment after nearly 60 acres of trees are cut down in order to save an ancient peat bog. Good morning. Earlier, uk Prime Minister, borisjohnson, warned against imposing what he called blockades and in a Joint Inajoint statement on wednesday, the uk and the eu said they wanted to create a win Win Situation and expand Vaccine Supply for all. This morning, ahead of the meeting, german chancellor Angela Merkel told legislators that the eu needs to do more to ramp up Vaccine Production inside the eu. She said, british Production Sites are manufacturing for britain and the us is not exporting, so we are reliant on what we can make in europe. It comes as the National Medical directorfor the nhs in the uk, steven powis, urges the over 50s, and those at greater risk, to book their covid 19 vaccines quickly. The nhs is expecting a slowdown in uk Vaccine Supply during april. Jon donnison reports. In uk Vaccine Supply during april. But some Health Officials have accused european leaders of sending out confusing messages over astrazeneca by questioning the vaccines efficiency and safety, which has led to poor uptake of the jab on the continent. I think there is a sense among all World Leaders that this is a Global Pandemic and therefore, while there is domestic pressure on leaders of individual countries to get their populations vaccinated as quickly as they can, there is also an awareness that no country is protected from this virus until right across the globe, this pandemic has been quashed. He has been asked about this because there were some pushback from his im back benches and the pub industry had said would this be practical . He did say in his interview that it was premature. One of the really important things about these two particular drugs is that they are relatively cheap, they are easy to take because they are tablets and they are readily available. The National Audit office has warned that the lack of social care funding in england has left the system weaked when the pandemic struck leaving many unable to access help. The report says that Adult Social Care is being hampered by the governments failure to set out a Long Term Plan. Im nowjoined by our social Affairs Correspondent alison holt. Alison, tell us more about the findings of this report and a shortfall that they have identified. Well, they have had a look at the arrangements for oversight and accountability by the department of health and social care in the care sector and it basically said that those arrangements are ineffective. It gives the background which is that in the last decade, funding, local Authority Funding for local Care Services has fallen and that the number of people receiving council Care Services has also fallen. The governments own projections that show in 2038 there will be a steep increase in younger adults with disabilities who need support, under 65 and older adults, who need support. Now, they are critical on a whole range of levels. They say short term funding, a lack of a Long Term Plan and no workforce strategy are all having a negative impact on the ability of the care sector to innovate and invest in the future and the need to meet that huge demand that is coming down the road. ,. , , , huge demand that is coming down the road. ,. , , road. Obviously, this is about the treatment of road. Obviously, this is about the treatment of people road. Obviously, this is about the treatment of people who road. Obviously, this is about the treatment of people who are treatment of people who are vulnerable. What does that say about the impact of those who are unable to get care and support . Melt. They are not able to get caring support from the local authorities when they need it. Their needs arent seen as great enough, or perhaps they do not qualify or financially, they do not qualify. 0ne qualify or financially, they do not qualify. One of the gaps in information which the department has is, according to the report, it doesnt the instance no enough about the number of unpaid carers or self funders. 0r the number of unpaid carers or self funders. Or what Services People are getting. 0ne funders. Or what Services People are getting. One of the other interesting points is that there is a lack of information on the one hand, on the other hand, it has information which it doesnt always use, so, the report says that the government knows that most councils dont pay care providers. A sustainable rate for their services but it then does not challenge councils on that. So, it says in the end that the government has to come up end that the government has to come up with that Long Term Plan, that vision. But the government says it will bring those plans forward, the long promised reforms for social care by the end of the year. It says it also put in an additional monthly 5 million into the pandemic. 5 billion. Yesterday, the Chinese Communist youth league posted this message on social media, saying spreading rumours to boycott xinjiang cotton, while wanting to make money in china . Wishful thinking shortly after, h m disappeared from two of chinas wishful thinking. Shortly after, h m disappeared from two of chinas major shopping platforms. Chinese state tv released photos mocking the h m logo, calling it ridiculous and chinese celebrities have ended their ties with the retailer. Western countries imposed sanctions on china this week, over their treatment of the uighur minority in xinjiang. 0ur correspondent in shanghai, robin brant, is following developments. H m is big here in shanghai, its big across china. Its big across china. This is one of its multitude of locations in this country, but what is striking about what we have seen in the last 2a hours is how quickly and how All Of A Sudden, apparently, this campaign led by Celebrity Endorsers and led by some arms of the Ruling Communist Party has come out of nowhere. And also, what is so striking is how it has gathered pace in a matter of hours. This is all about h ms proclamation, going back last year, which you just referred to, saying it wanted to purge its supply chain of cotton that was used and harvested in xinjiang. Thats the Western Province where china is accused of abuse against the Muslim Minority there. Genocide is actually how now president bidenS Administration has classified the abuses going on. So what is most intriguing is that All Of A Sudden, just a few days after coordinated sanctions were imposed by the uk, the us and the European Union, we have arms of the communist party, the Celebrity Endorsers, happy to take h ms money up until now, All Of A Sudden coming out of nowhere, bailing on the company and encouraging others to do the same. It features a portrait of the computer pioneer and codebreaker alan turing. No date has been set for the withdrawal of the current 50 pound note, but the turing version will enter circulation injune. Nina warhurst reports. tx alan turing showed that by asking one question you can change the world. His crypto analysis at Bletchley Park had already helped bring the Second World War to an end when his insatiable curiosity fixated on one thing. By asking the question, can machines think . Alan turing was combining mathematics with philosophy. What does it mean to be human . How far can computers imitate us . Indeed, go beyond us . And he said about his work, this is only a foretaste of what is to come, the shadow of what is going to be. And he wasnt wrong, was he . The smartphone you use, the tablet im using to zoom turings nephew and the green screen hes trying to set up. You are quite blue. There we go, i will just have to be blue. All exist because alan turing began the process of programming machines. Some, better than others. You are not doing much for the turing name in terms of scientific prowess. It is great, isnt it. Hold on. Hold on. Ive got a conflagration here what is going on . The thing i put on the light to change the light colour has caught fire. The fire is out. How much will having his face on a banknote help . How much will that raise conversation around him . I think alan turing would have wanted us to think about things like underrepresentation of women in science subjects, the underrepresentation of black minority in stem subjects at school and why they are not given the opportunities they should have and why that is bad for all of us. These were things he was quite keen on during his lifetime and im delighted the bank of england in their choice of imagery on the banks have decided not to make it up on code breaking to major up on code breaking and to focus on alan turing as a figure in computer science. What do you think he would make of his nephews efforts of setting up the zoom and setting the living room on fire . I think he would find some of that hilarious. Alan turing was a1 when he died after eating an apple with traces of cyanide. He had been convicted for simply having a relationship with another man. But his legacy is everywhere. Every day, in every country. As mark carney, the former bank of england governor said, turing is a giant and on whose shoulders so many now stand. Shoulders so many now stand. Hello again. Today is essentially a day of sunshine and showers and the most prolific showers will be across the north and also the west but in between them therell be bright skies or indeed some sunshine. As we come further south, a lot of dry weather but east anglia, southern coastal counties, the Channel Islands, parts of wales could still see the odd shower at times. Temperatures seven in the north to 1a in hull and also london. As we go through this evening and overnight we start off with clear skies, still some showers in the west and the south. The second half of the night, though, a Weather Front comes in introducing heavier and also more persistent rain. And behind that Weather Front we see a return to cooler conditions. In fact, some of the showers on the hills of Northern Ireland by tomorrow morning could well be wintry. So heres our Weather Front bringing the rain, moving from the west to the east eradicating the brighter start with showers in the south east. Behind it a return to sunshine and showers but above about 200 metres or so, the showers will be wintry. Its also going to be windy, so it will feel cold. Hello this is bbc news. Speaking a few moments ago, borisjohnson has clarified the remarks made during a private meeting of tory mps in which he said that the success of the uks Covid Vaccine programme was because of capitalism and greed. That is obviously not what i said but what is true is that the vaccine roll out and the creation of these vaccines was unimagined a year ago. Could you have imagined that we would now have six seven usable vaccines coming down the track for the uk . And actually, the uk astrazeneca vaccine would be one of the most, already one of the most versatile and useful, notjust for this country, but for the world. How is that happened . Yes, it was partly because of the role of government and a lot of very, very dynamic people, kate bringing in all of those people who made it happen. But it was thanks, and this is the thing that i must insist upon, but also thanks to free enterprise. And Big Companies are deciding to take a risk, to put their investments into bets that they didnt know would pay off, which is what capitalism is basically all about. And producing a life changing result. Boris basically all about. And producing a life changing result. Sport and for a full round up, from the bbc sport centre. England are home to the lowest ranked european nation, san marino, so perhaps the easiest of starts there. But for wales, they had the most difficult of openers away to the number one ranked belgium. Despite their daunting task, wales, did cause an early scare in brussels. Harry wilsons fantastic strike suggesting wales might repeat their win over belguim at euro 2016, but the belgians, are top of the fifa rankings for good reason so much quality, and players we know all about like manchester citys Kevin De Bruyne and anotherfamiliarface, romelu lukaku, formerly of everton and manchester united, made sure of the result, making it 3 1 from the penalty spot. But still, plenty to be upbeat about for wales. We were good, we didnt create much, but in general play we defended well and we didnt really give them that many chances. I think they had a handful of chances and they scored three of them, unfortunately, but yeah, there are positives to be taken. Elsewhere, the republic of ireland finally scored their first goal in seven matches. Two men who were jailed ten years ago for trying to smuggle cocaine into the uk, have lost their bid to overturn their convictions. Jonathan beere and daniel payne were part of a group known as the freshwater five who were convicted of conspiracy to import 250kg of cocaine through Freshwater Bay off the isle of wight. They were jailed for 2a and 18 years respectively. Jim reed is at the Court Of Appeal. Tell us more. As you say, this goes back ten years, a whole decade. It centres on this group of five people, a group of five men, mainly from the isle of wight on the south coast of england. Four of those five men were fishermen, the fifth was a friend of the group. They were convicted back in 2011 of conspiracy to import £53 million of cocaine. Back then, thejury to import £53 million of cocaine. Back then, the jury heard that they took their commercial sailing boat into the centre of the English Channel in the dead of the night to collect the drugs, that were dropped overboard from a container ship coming from brazil. It was then heard that they draw there, sailed their back to the south coast of the island where they hid the drugs wrapped around a boy in the bay, presumably to correct later. The men have always protested their innocence. They have been supported innocence. They have been supported in this case by a charity which specialises in suspected miscarriage ofjustice cases. But after a further hearing here at the Court Of Appeals, thejudge said further hearing here at the Court Of Appeals, the judge said that standing back and looking at all the evidence available, while this is a circumstantial, it was, as he pushes, a compelling case of conspiracy to import cocaine that appeal has been refused. This affects all five men but in particular the two men you mentioned earlier. Daniel has been released and jonathan, who was instant to 2a years in prison and will now have to serve the remainder of the sentence. Thank you very much, jim. Santander has announced plans to close 111 branches across the country due to the shift to mobile and Online Banking. The bank said it had taken the decision because fewer customers were choosing to bank in branch. Habits are changing, alice. But still, it is a large number of branches closing and a big impact on jobs. Branches closing and a big impact on obs. ,. , branches closing and a big impact on obs. ~ , i jobs. Absolutely right. Over 100 santander branches jobs. Absolutely right. Over 100 santander branches are jobs. Absolutely right. Over 100 santander branches are going i jobs. Absolutely right. Over 100j santander branches are going to jobs. Absolutely right. Over 100 i santander branches are going to be shot and around 8a0 jobs will be affected by that. The bank said that those people will be found other jobs elsewhere in the organisation. And of course this will come as a huge blow to those customers who really enjoy that face to face contact inside the branch, who perhaps have a rather dodgy internet connection, are uncomfortable with Online Banking or dont even have an internet connection. But the numbers put forward by santander are compelling. They say last year that two thirds of all transactions were done online without a customer even having to set foot inside a branch. They said that last year footfall in branches fell by 50 . They also say, as so many dozens are saying, that this trend of moving customers online is a trend that had started before the pandemic and has just usually been exacerbated during the lockdown is. They say they are simply reacting to our changing shopping habits. 0ther simply reacting to our changing shopping habits. Other big announcements coming out are that santander is moving their london headquarters and they are moving into milton keynes, thereby saving a whole bunch of money on high rents. They are also closing another of their big offices in london, in bootle, in newcastle and in manchester and they are going to do that before the end of the year and 5000 Office Workers who work in those sites, they are being told to work in the other remaining santander sites, work in the other remaining santandersites, orto work in the other remaining santander sites, or to continue to work from home. {in santander sites, or to continue to work from home. Work from home. On the issue of workin work from home. On the issue of working from work from home. On the issue of working from home, work from home. On the issue of working from home, nationwide | work from home. On the issue of. Working from home, nationwide has also been speaking about that saying that all of its staff can work from home as much as i forward. Absolutely right again. This is another huge trend that businesses are grappling with and i think are going to continue to grapple with over the next few months. So today, nationwide, in the plasma biggest Building Society announced that all 30,000 of its 13,000 of its Office Workers can choose to work where they want. Its the new ultimate Flexible Working scheme. The work anywhere scheme is what theyre calling it. Their boss says that the major takeaway lesson for the business from last year is that how people work is much more important than where they work. They are also going to be following santander in saving money on bricks and mortar rent and theyre going to close a number of their offices and what they are going to say to all of their Office Workers is, look, you can continue to work from home, because actually our research has shown that many of you are more productive from home, but you will also then have the choice to go into an office site if it is still open, or go into a nationwide branch and do a sort of hybrid working pattern, as and when it suits you, as the work that you are doing that day dictates. So i think we are going to see many more businesses following suit in this really flexible approach to working, trying to suit peoples everyday lives and to continue the trend is in the lessons and a Silver Linings that have come out of this lockdown situation that we have all endured over the last year and huge amounts of money has been invested in allowing people to work from home. So i think that is something that nationwide is obviously announced, and santander has in part, and i think this is a trend that many more businesses are going to follow in the months ahead. I do hope the european leaders and our politicians to sort this issue out, because we are so all interdependent on each other throughout the world for fighting this pandemic and certainly within europe, we want our european colleagues to be immunising many more other people and address issues around the astrazeneca vaccine. I think we are all interdependent on each other. The third wave could affect us and so lets hope they could get sorted out. fin affect us and so lets hope they could get sorted out. I think we need to make sure that we do any measures in the uk which are necessary to protect our citizens. What i would say is that astrazeneca have made a huge contribution to the world by not only developing this vaccine but offering it at cost and the astrazeneca vaccine is going to be so important given that they are going to produce millions of doses to actually fighting coronavirus in low and middle Income Countries and ice so i think astrazeneca should be applauded for what they have done, rather than having to firefight each single hurdle that is put up by various countries. I do think they have done a greatjob and i think this vaccine will contribute to vaccinating the worlds population and certainly in poorer countries, who are going to be desperately affected by this pandemic. Eu leaders are set to discuss tougher controls on Coronavirus Vaccine exports as they try to boost supplies and improve distribution amongst Member States which could affect supply to the uk. Pub landlords in england may be able refuse entry to customers who cant prove theyve had a Coronavirus Vaccine a Government Review is looking at the issue. Retail giant h m faces a backlash and a potential boycott in china because it wont source its cotton from Xinjiang Province over concerns about the alleged use of forced labour from uighur muslims. Bbc research has found that hundreds of black, asian and minority ethnic doctors, working for the nhs, still havent had coronavirus Risk Assessments, or that their risk reviews havent been acted upon to keep them safe at work. The British Medical Association, which represents doctors in the uk, is calling on the government to renew its commitment to protect ethnic minority doctors. In a moment, well be speaking to dr chaand nagpaulfrom the British Medical Association, but first our reporter, Amara Sophia Elahi who has been looking into this. Whats the background to all of this . It is widely acknowledged that coronavirus has had a disproportionate impact on the black, asian and minority ethnic groups and studies have shown that they are more likely to get the virus and become seriously unwell or die from it. And there are a variety of reasons why that might be, for example, Certain Health conditions are far more prevalent with particular communities that raise peoples risks and certain occupations that increase people cosmic exposure, even according to a Public Health england report from last year, racism or social inequality may heighten peoples risks. If we look at the figures for doctors who have died from coronavirus, the British Medical Association has recorded aa deaths of doctors, but 90 of those were from ethnic minority backgrounds. And in response to this, nhs england, as well as the Health Care Systems in scotland, wales and Northern Ireland issued guidance last year recommending that hospitals and clinical conditioning groups carry out Risk Assessments, particularly for non staff. In these risk reviews were a way of trying to protect Health Care Workers by looking at certain factors such as age, ethnicity, underlying Health Conditions and calculating an individual s risk and all of that. And. An unusual victory for the environment after nearly 60 acres of trees are cut down in order to save an ancient peat bog. Good afternoon. Eu leaders are holding a summit today at which theyll discuss tougher controls on vaccine exports, as they try to boost their Covid Vaccine supplies and improve the rollout ofjabs. The European Commission has blamed Pharmaceutical Companies, primarily astrazeneca, for not delivering promised doses to the eu. Underthe plans, Member States and the commission would consider the state of the pandemic in a destination country, its Vaccination Rate and Vaccine Supplies, before deciding whether to allow exports. Vaccine manufacturers would also be assessed to see if they were fulfilling their contract with the eu. Earlier, uk Prime Minister, borisjohnson, warned against imposing what he called blockades and in a joint statement on wednesday, the uk and the eu said they wanted to create a win Win Situation and expand Vaccine Supply for all. This morning, ahead of the meeting, german chancellor Angela Merkel told legislators that the eu needs to do more to ramp up Vaccine Production inside the eu. She said british Production Sites are manufacturing for britain and the us is not exporting, so we are reliant on what we can make in europe. It comes as the National Medical director for the nhs in the uk, steven powis, urges the over 50s, and those at greater risk, to book their covid 19 vaccines quickly. But some Health Officials have accused european leaders of sending out confusing messages over astrazeneca by questioning the vaccines efficiency and safety, which has led to poor uptake of the jab on the continent. European politicians have criticised astrazeneca for not delivering more vaccine doses. Jutta paulus is a german mep, who sits on the european pa rliament s Public Health committee. I dont think that the uk is behaving badly towards the eu, its the company thus behaving badly, right . Its the company thats behaving badly, right . The uk is not blocking components that are needed for Vaccine Production. And i think what we should take into account is the safety of all citizens. For later because we want to protect people as quickly as possible, which is perfectly fine and i think its also our responsibility to think of that. Because if we would, just ward, i dont think it will happen, if we would apply an export ban then maybe it people in the uk would not be getting their second jab in time, which is not really good for the vaccination efficacy. But, i think what we should all do is step back, step back and look at the whole picture. This is a pandemic, we have a global need of production and therefore, i would like to see all countries, especially the industrialised countries, coming together and saying 0k, what can be done . Should we not call for the trips waiver so that Vaccine Production can be ramped up all over the globe . And that we can try to broaden these bottlenecks, so to speak. Look at brazil, where there is virtually no vaccine left and the Health System is just falling to pieces as we speak. Veronique Trillet Lenoir is a french mep, who sits on the european parliaments committee onenvironment, Public Health and food safety. She says the eu expects co operation from the uk on vaccines. The threat from the eu is again not an export ban. Its verification of the way the doses are distributed. I dont think that we want to use it. Im optimistic that the joint agreement between the eu and the uk, as well as the summit today, will help to solve the problem without entering a vaccine war. But then again, the eu has been the biggest exporter. It has sent more than a0 million doses all around the world, including the uk, for 10 million doses of pfizer. So, what we are waiting from the uk is reciprocation, discussions, is reciprocation, discussions, keeping in mind that we are facing a pandemic where we are all in the same boat and, at the end of the day, we will only be protected if as many populations in the world as possible are protected. Speaking during a visit to a nursery in west london, borisjohnson said britain did not want to see restrictions on the exchange of vaccines with the eu. This is an international venture. The creation of vaccines is international. We are going to get on with our programme. Everybody, i hope, will have done everybody in groups one to nine, as i say, all the over 50s will have been given a slot by the 15th of april. Everybody will have been offered a slot by the end ofjuly. We will bash on with our programme, but, of course, we are going to keep on working with our eu partners and ourfriends are going to keep on working with our eu partners and our friends and, one thing i would say is that we are one thing i would say is that we are on the side of openness. Thats where we are. One thing im firmly libertarian about his free trade and i do not want to see blockades of vaccines or of medicines. I dont think that is the way forward, either for us think that is the way forward, eitherfor us orfor any of think that is the way forward, either for us or for any of our friends. I asked our Political Correspondent alex forsyth what was the mood music coming from Downing Street on this. Its been rumbling for some time but we did have that shift last night when the eu and the uk talked about a win win solution to get vaccines where they needed to be. I think that did take the sting out of it and say that we would see something that would really up the anti from the eu. I think theres a sense amongst all World Leaders that this is a Global Pandemic and therefore, while there is domestic pressure from leaders of individuals country, theres an idea that no country is protected until every country has quashed a virus. This is about how you achieve this and this is what the eu will be discussing today. Borisjohnson has been speaking. We are hoping to get a clip of him speaking but one of the things he has said is that hes going to be saying more International Travel and covid certification. Theres been a shift in the governments views in people having to prove theyve had a vaccine in order to do certain things. Vaccine in order to do certain thins. Vaccine in order to do certain thins. ,. , ,. , things. Yes, this in a sense of havin things. Yes, this in a sense of having to things. Yes, this in a sense of having to prove things. Yes, this in a sense of having to prove that things. Yes, this in a sense of having to prove that you things. Yes, this in a sense of having to prove that you have | things. Yes, this in a sense of having to prove that you have had a vaccine so you can go to Public Places. The government has suggested that this could be rolled out within the United Kingdom but then when borisjohnson had been asked about it and had said that if Pub Landlords wanted to somehow check that people coming into their establishments had been checked or had a negative covid test then he was asked about this, and they were a push from backbenchers and some people in the pub industry about this but he said it was premature, that there had been no decisions on something that would be needed to look at. We know there is a review ongoing looking at the possibility of this. The government is keen to stress that this is notjust about those who have vaccinated but also those who have vaccinated but also those who have been tested. There are some problems where some people cant access or take vaccines for medical reasons so it would be a sort of dual approach. But what we are really seeing now is an early insight about what life might become when we get past the worst of this pandemic can learn to live with covid. And this is one aspect that is at least being looked at, the idea of people somehow proving that they are in a position to pass on they are in a position to pass on the infection. Alex forsyth reporting. North korea has fired two Ballistic Missiles into the sea of japan, according to japanese and us officials. The missiles are said to have flown around 260 miles before landing in the sea but japan says no debris entered its territorial waters. It was north koreas first Ballistic Missile test which is outlawed by the un Sincejoe Biden became us president. Professor robert kelly is a north korea expert at buSan National University in south korea; he gave us this assessment of the threat posed by the missiles. sot of the threat posed by the missiles. North koreans have had a pretty significant Missile Capacity for at least a decade, and the ability to strike the united states, to send them very, very far, for at least four years. We cant strike the sites obviously. Were not going to risk a conflict with north korea with the nuclear weapons. North korea is already under sanctions. I suppose we could slap more on them, but thats. Weve already gone down that route pretty far. So, the Biden Administrations options are pretty limited, and i think this is why the biden people have been fairly quiet about it, right . I dont want this to be ginned up or read into as a test of its resolve or willingness to be tough because the options are just so poor. Youre watching bbc news. Pub landlords in england may be allowed to refuse entry to customers who cant prove theyve had a Coronavirus Vaccine. A review is looking into the measure as the lockdown is eased and the Prime Minister said the decision could be left to individual landlords. Asked byjournalists to clarify the governments position, the Prime Minister said a Firm Decision had not been taken. I think it is far too early to draw any conclusion like that. What we are doing is rolling out a very fast Vaccine Programme and concentrating first on the elderly and the most vulnerable, so, we are getting the jabs into the arms of those groups. We are willing to give them their second doses now. We will be focusing a lot on that to protect them because thats the way to build them because thats the way to build the wall of resistance around the country, to protect us against hospitalisation and death. And, in the meantime, obviously, when looking at the issues that ra is by vaccination certificates, what can you do . Now, in aviation, clearly, lots of countries are thinking of using some sort of Vaccine Passport and i think that there are three basic components. There is the vaccine, there is the immunity you might have after youve had covid and then there is testing. So there are three things that could Work Together. No decisions have been taken at all. Conservative mp mark harper, who chairs the Covid Recovery group of mps, told us he had concerns about the ethical implications of the measure and its potential impact on younger adults. Weve asked of the people who dont really suffer from covid greatly to have a huge economic impact, and impact over the social lives of the posterior subject older people so if you were to open up the Hospitality Sector with these Vaccination Passports you would be excluding young people from them and i think that would be unconscionable. You might not expect an environmental campaigner to celebrate nearly 60 acres of trees being cut down. But thats whats happening in northumberland right now because the Forest Clearance is going to save an ancient peat bog, which traps far more carbon than trees ever could. Our chief environment correspondent Justin Rowlatt has the story. The run off in this natural ditch, will deepen the ditch. He encouraged the commission to restore more bogs on its land and persuaded other landowners to become involved, including the raf, whose base in northumberland includes the once secret silos of an Experimental British rocket launched nuclear missile. Thats quite a low key response . Very satisfactory. Is that better . It certainly is. Restoring this unique habitat is an incredible achievement. Justin rowlatt, bbc breakfast, the border mires. The bank of england has unveiled the design of its newest £50 note. The National Audit office has warned that the lack of social care funding in england has left the system weaked when the pandemic struck leaving many unable to access help. The report says that Adult Social Care is being hampered by the governments failure to set out a Long Term Plan. Earlier our social Affairs Correspondent alison holt told me more about the findings. I would look at the arrangements for oversight and accountability by the department of health and social care when it comes to the care sector and basically, it says that those arrangements are ineffective. It gives the background which that in the last decade, funding, local Authority Funding for Care Services has fallen and the number of people receiving cancer Care Services has also fallen. Council Care Services. But a governments own projections show that by 2038, there will be a steep increase in the number of younger adults, people 65 and under, with disabilities who need support and the number of older adults who need support. They are critical on a whole range of levels, they cite short term funding, a lack of a Long Term Plan and no workforce strategy are all having an impact on the ability of the care sector to innovate and invest in the future and a need to meet that huge demand that is coming down the road. Obviously this is about the treatment of people who are vulnerable. What does it say about the impact on those who are unable to get care and support . The impact is quite simply that. They arent able to get care and support from local authorities when they needed and it might be that they dont qualify for that support, their needs are not seen is great enough, or financially, they dont qualify. And one of the gaps in information which the department has, according to the report, is that it does not, for instance, know enough about the amount of unpaid carers, the number of self funders. And generally what Services People are getting. One of the other interesting point is its made is that it says that this lack of information on the one hand, one of the other hand, it has information which doesnt always use. The report says that the government knows that most councils dont pay care providers as sustainable rate for their services, but it doesnt then challenge councils on that. It says, in the end, that the government has to come without Long Term Plan, that vision. Come with that Long Term Plan. The government says it will bring those plans forward, long promised reforms for social care, by the end of the year, but it also says it has put in an additional £1. 5 billion into the system the pandemic. There are many millions of young people who havent had the vaccine yet. There are pregnant women who wouldnt be able to go into a restaurant. There are people who because of the medical conditions are excluded from having the vaccine. There are many questions about this. As i say, its notjust about this. As i say, its notjust a straightforward yes you supported or no you dont. Its not really for the government to abdicate its responsibility and leave it to the private sector to decide the rules and then take the flak for what may be a very unpopular decisions in some circumstances. The National Stalking Helpline has seen a 10 increase in calls since the pandemic began with almost 20,000 people contacting the charity since the first lockdown. Victims have explained to us how they feel like sitting ducks, waiting for an incident to occur because they are not able to do the normal things that they might do every day like varying their routines. And particularly that cyberstalking component, this invasion of every facet of their lives and that something, that trauma that theyve experienced during the lockdown that we are going to be supporting them, unfortunately for some time to come. Beckys stalker pleaded guilty in january and was jailed for two and a half years. But its an ordeal that has left a Lasting Impact on her business, her friendships and her sense of feeling safe and secure. Emma glasbey, bbc news. In a moment, the bbc news at one with simon mccoy, but first its time for a look at the weather with good afternoon. An unsettled period of weather over the coming few days with showers. The shower is always more numerous in northern and western parts of england and wales. The rest of Northern Ireland, the west of northern scotland and we could see some decent spells of sunshine east of the higher ground, 12 or 13 in the north and very springlike in southern areas. And they will continue into the evening as all the showers and they will merge into a longer spell of rain overnight. There is a winnerfront coming in. Forthe most overnight. There is a winnerfront coming in. For the most part, because we have the breeze picking up because we have the breeze picking up with the cloud that will alleviate, this is a cold Weather Front, so behind that, we are ushering in somewhat chillier air notably so as we head into friday. This Weather Front of crossing mouth parts and introducing that colder air. A distinctly different feel and especially for scotland and Northern Ireland were the showers will turn wintry over the hills and progressively through the day, but when differin continues its progress eastwards giving quite a dollop of rain for a while and it will get colder behind and there will be wintry showers and the Southern Hills and moors. It does knock the temperature is down significantly by a5 degrees. It will feel cherry, but in the sunshine, outside the breeze, pleasant enough. The evening sees that rain clearing the way for southern and eastern areas, but the showers, as you can see, will turn more wintry and much colder night tomorrow, particularly across the north but frost in rural areas further south. A chilly set start on saturday, but a ridge of High Pressure will bring something of dry weather for a pressure will bring something of dry weatherfor a time, but pressure will bring something of dry weather for a time, but this weather system crosses during saturday night and into sunday. Give this a rather unsettled picture. It wont be dry on saturday for all of us, there will be a lot of cloud coming and going, but it looks like a drier day of the weekend and slightly milder. But later in the day, we start to see that cloud and rain piling up in the north west, which brings quite a wet and windy night for some areas and that sinks south and there was a lot of uncertainty in the timing of the Weather Front. Quite a lot to play for in the detail and you can stay up to date on our website. You will have to have extra staff to be checking on the door, you will have to have the cost of Workplace Testing to be borne, 70 of our businesses are smes and simply will not be able to manage this cost of reopening.
