lasting for a month after that. the problem is being blamed on the amount of vaccinations coming into the country. the number of first vaccine doses administered each day in the uk had been steadily climbing since december — reaching more than 400,000 a day mid—february.the health secretary says the issue will not affect those who've already been offered a jab. here's our political editor laura terms of vaccine supply only this morning so some has gone very badly wrong in the last couple of hours but i think matt hancock's answers today were sufficiently detailed and convincing about what's actually happening. h0 about what's actually happening. no one with a vaccine books already should lose their chance. but the rapid progress i'm journey to the end of restrictions may at least be into the uk. today the health secretary matt hancock said from the start, supply has been dumpy, inconsistent is an iowa way of describing and attempted to play down at the latest whining from the nhs that would be a significant reduction in supply. it seems that there is a lower than expected amount of doses. 0ne there is a lower than expected amount of doses. one of the particular vaccines available in the uk and that is the reason behind this morning and behind the action taken by the nhs to restrict any further appointments made in april focusing instead on the top nine priority groups. those over 50 and those themes to be clinically extremely vulnerable. the government attempting to play down so by significantly seeing this one had an impact on their tactic of vaccinating vaccine is an not a major one being used in the uk and excitedly produced elsewhere as you suggest. so, the wording of the letter is quite clear that inbound supply of the vaccine is being affected and sell, if you join up the thoughts i don't think it's too much of a leap to suggest that it's the supply of that particular vaccine which is the problem at the moment. from the start, it's been very difficult to establish exactly where and rich and aunts of the vaccine are coming from because the contracts that have been struck by the uk are such that they supply is determined in advance that has been the key, the government insists, in terms of getting ahead of other countries and being able to vaccinate such a large proportion of the population so far. it helps despite what the eu is paying for that to continue to be the case. tt that to continue to be the case. it was striking watching the press conference earlier how matt hancock seems to be treating this as a routine development but their generally discovering it seems to be seeing this as a more significant event that perhaps he was suggesting?— event that perhaps he was suggesting? event that perhaps he was supply of the vaccine from the start. and there have been a slight inconsistency. some areas have had more supply than others at times. it slowed down times and other times there has been something of an access meeting some areas of the uk to get through larger parts of the population than others. this is my significant time that. because, it is having an impact on the roll—out. we are seeing a change in approach without the government is stressing that they want to make sure all the more vulnerable categories of people are vaccinated first and get both of theirjabs before the under 50s who i left at risk. that is a change in approach. and we have been potentially looking at the government hitting its target ahead of schedule before today. i think this whining that there is a significant reduction in supply for potentially the next month or so call back into question. the prospect of fresh us sanctions against russia appear closer to becoming a reality following the reaction of presidentjoe biden to an american intelligence report published on tuesday. the report suggests russian president vladimir putin is likely to have authorised attempts to influence last year's us election in favour of former president donald trump. in an interview with abc, mr biden said that his russian counterpart would pay a price. we had a long talk and i know him for well and the wrongdoing and that's very important because for ordinary russians who watch tv or the news. it's hard. when the standard evidence can be classified and the statement was done at that moment due to political reasons but for ordinary people theyjust leave it that russia has done something wrong and it is not evidence. so it does not help to build a mutual transform between russian people and their western politicians. moreover it helps that putin to reinforce the message he tries to spread internally within russia. he keeps saying that russia is the footrest surrounded by the west and it's the west who is attacking russia and for russian people it's easier to have a message when they hear such allegations and didn't see the evidence. let's turn to the us. police in georgia say it's later. less than an hour later — police were called to a "robbery in progress" at gold spa in north—east atlanta. officers found three women who had been killed. next, police were called to the aromatherapy spa across the street where another woman had been shot dead. this woman heard some of the attack unfold. ijust heard numerous gunshots coming from across the street. they weren't letting us out, so from what we hear, there was, like, five girls shot. the valet is saying that they had a whole bunch of — no offence — but a whole bunch of asian girls kind of standing outside in line, beautiful women, and i'm just like, what exactly is going on here? this is what happened next. police studied cctv footage and then released images of a suspect near one of the spas. within hours they arrested this man — 21—year old — robert aaron long. by this point he was 240 kilometres out of atlanta. we're told he was heading to florida — police say he may have intended to carry out attacks there. here's the sheriff again — this time on how he was stopped. we were able to put that out on our social media and shortly thereafter, we were contacted by members of the family indicating that maybe their son and so we met with them. i was there speaking with the family. they are very distraught and they were very helpful in this apprehension. we were able to track his phone. sheriff reached out to him and anticipating the movements into his county and he was able to co—ordinate with a georgia state patrol and set up a position to intercept our suspect. investigators haven't determined whether the shootings were a hate crime. but we do know attacks against asian—americans are increasing — in part because of them being falsely blamed for the pandemic. this is atlanta's mayor. 0bviously, whatever the motivation was for this guy, we now that many of the victims, the majority of the victims were asian. we also know that this is an issue that's happening across the country. it is unacceptable, it is hateful, and it has to stop. others have echoed that. barack 0bama. tweet "yesterday's shootings are another tragic reminder last week president biden raised the issue too — condemning what he called — quote "vicious hate crimes against asian—americans who have been attacked, harassed, blamed and scapegoated." during the pandemic. and this is vice president, kamala harris. this speaks to a larger issue which is the issue of violence in our country and what we must do to never tolerate it and to always speak out against it. the investigation is ongoing. we don't yet know, we're not yet clear about the motive, but i do want to say to our asian—american community that we stand with you and understand how this has frightened and shocked and outraged all people, but knowing the increasing level of hate crime against our asian—american brothers and sisters, we also want to speak up in solidarity with them. gary 0'donoghue in washington on what else we know. we were told that the white house is keeping joe biden informed of the situation there and they are keeping in touch with the mayor of atlanta as well. the secretary of state and the defence secretary are in korea and can express their condolences because as we understand it from the korean conflict down in atlanta, four of the women who were killed are of korean descent. it comes against the background of a massive rise in crimes against asian people over the last few months. some estimates putting that at around 3800 separate incidents since last march. many people attributing that to face anger that was ripped up by the former president trump as he kept calling covid—i9 virus that chain virus and some fear that has led to some kind of backlash. we will turn our attention to the european union. it's threatening to withhold exploits of covid—i9 vaccine for countries which it says are not supplying other vaccines back into the eu. the polish government announced its introducing a three week pressure lockdown after its assigned increase in covid—i9 infections. from saturday, hotels, shopping centres, sporting and cultural facilities will close throughout the country. classes for the youngest primary school children will go back on nine, pauland's school children will go back on nine, paul and's health minister said that steps were needed to needed to try to slow down the surge in cases which have reached levels not seen for more than four months. the main reason for this search as a rising number of uk variant infections which count far more than half of all new cases in poland. the country's third coronavirus wave is expected to continue throughout the month and into april. it's expected to test the limits of the police health services capabilities minister said. health services capabilities ministersaid. hospitals health services capabilities minister said. hospitals are scrambling to find extra beds and ventilators. i would lead story is that the european union saying it's threatening to withhold covid—i9 export vaccines said outside the country that are not supplying them in a reciprocal way. the president of the european commission says the eu is willing to use whatever tools are necessary to get its share of vaccines. the eu says it's making nine shipments of the astrazeneca vaccine from the uk. tens of millions of delegates from other is some frustration, obviously the eu vaccination programme going slower than they hoped but at the same time the eu is supplying vaccines, tens of millions of doses around the world and they're essentially saying london and washington need to stepping up and washington need to stepping up and helping to do that. we know they have gone out from europe to countries around the world. these are the countries that are subject to an export control that the eu has put in place to get an idea of where the vaccine is going. be know more doses are going to other countries that aren't subject to do i say that? because we have human traffickers on one side — the cartels, the coyotes — who are promising false hopes to migrants who want to come to the united states. 0n the other side, we have the washington politicians playing games with those who are here looking to gain some type of legality. a8 hours ago, i was in el paso, texas with many of my colleagues, and we saw it first—hand — the heartless coyotes selling the hope that gaining asylum is easy and that president biden will open the doors for everyone that wants to come in. so, republicans blame joe biden's policy changes. here's migrants. joe biden says he has told migrants — *don't come'. but is the surge in numbers really to do withjoe biden alone? first i want to show you this graph. it's from the pew research institute, and it shows the number of monthly border apprehensions. there was a huge peak in 2019 during donald trump's presidency, and it's also important to note that the surge in cases started in mid 2020, long beforejoe biden won the us election. here's angela korchega, who is covering the border for npr on that. well, this surge actually started last year and has steadily grown, and we do see these kind of cyclical migration patterns tied to presidential election years. their thinking, now *s my chance, i might have a better chance if it's somebody who's more open to migration, but i better get in quick, as in the trump and ministration. they want to try and make it off across the border. this is a very normal powdered. president after president has try to get immigration pass, and it such a polarising device of issues —— normal power. very, very difficult. everyone agrees that something has to be done to reform immigration laws and policies, but there seems to be no agreement about how. let's also look at who is arriving at the border. some people are from mexico itself and say they're fleeing violent drug cartels. the majority, though, are from central american countries such as guatemala, honduras, nicaragua and el salvador. they say they are fleeing persecution, poverty and violence. here's one immigration lawyer who's worked with people at the border. the countries are the marcos, i thank you very much for speaking to us. i know tomorrow marcos has an article on the conversations he had on the bbc website. a story from england. an independent review of historical sexual abuse in football has strongly criticised the sport's governing body, the football association, for failing to protect children the report, which covers the period from 1970 to 2005, says there was no excuse for what it calls the fa's institutional failings. 0ur sports editor dan roan has more. it's english football's were scandal. failures by both the fa and a host of clubs laid bare in a damaging report on child sexual abuse. —— worst scandal. the man who spent four years investigating who knew what and when said it was inexcusable. there was an institutional failing by the fa, they acted far too slowly in developing their child protection arrangements, once they were aware of child protection being a problem in the sport, and they should have done more to keep children safe. sheldon's report said the fa had failed children, delaying protection meshes, but that there was no evidence it knew of a problem before then, nor that there had been a paedophile ring or cover up. this is a dark day but we are referring to non—recent cases, we have to hold our hands up and apologise, make sure we don't repeat mistakes but that is not to say that football is not in a safe environment today, it is. sheldon found the fa failed to ban two of the most notorious football paedophiles, barry bennell and higgins, serving long sentences. both former youth coaches. these were among the survivors present throughout the former coaches' trial and sentencing in 2018. today one of them, gary cliff, abusing by barry bennell when he played for a junior team learned that sheldon found the senior management of the club failed to investigate despite concerns. how does that make you feel? sort of vindicated but i don't think he has gone far enough, - throughout the whole report, i have read, it, there- is a theme of people knew or suspected, but none i of the officials had the gumption to raise it with anyone, - it's disappointing in that respect. it's taken too long, it's been hell. you could say i've waited 35 years for this. - it was emergence four—and—a—half years ago of barry bennell*s crimes when working here at crewe in the *80s and *90s that opened the floodgates. hundreds of former players came forward with their own allegations. and football's dark secret was finally laid bare. the scale of the abuse is stagger, the focus of the inquiry spanned four decades, the reports said there were known to be 2a0 suspects and 692 survivors, with the actual number likely to be far higher. eight clubs were criticised. today came apologies from southampton, newcastle and manchester city, which was found to have shown a wholly inadequate response in his own inquiry. more than two decades ago, another of barry bennell*s victims became the first survivor to speak out. we have no idea how much of this is going on and to what degree, notjust football but other sports, we need to be vigilant and ask the right questions when we place our children in the care of these people. sheldon made recommendation to make safeguarding the challenge to ensure there is no repeat of the terrible abuse suffered by young players in the past and which has shamed the sport. dan roan reporting. we'll look at who'll be eligible for the european union's new digital passport, aimed at getting tourists back on these empty beaches in time for summer. for anyone hoping to get married over the last year the twist and turns of the pandemic have created a logistical nightmare. now thousands of weddings in england that had been booked from april 12 may need to be cancelled or postponed according to the task force representing the industry. emma simpson takes up the story a picture postcard wedding venue in the countryside, like the rest of the industry, it has been in hibernation. the owner is playing those nine weddings from next month, which he thought was an abbott now realises it is against the rules. the last time we turned any kind of meaningful level was october 2019. it's wedding couples who are disappointed, too. hannah and joe will have to postpone a second time. we don't really want to say this but to try to switch a wedding to a new location in a matter of weeks is just not feasible, we just can't do it. we still have to pay the admin fee, if we swap the locations or- swap days, either way, we have to pay extra i for that is one of the notice we have had to pay. - when the road map out of lockdown was revealed, weddings with up to 15 guests in england could go ahead from april the 12th in premises that are allowed to open. it seems many in the industry expected licensed wedding venues would qualify, but the government says weddings can only go ahead in places of worship, public buildings or outdoors, and insists that was always the plan. nothing has changed. and that effectively rules out most weddings in england until may, when numbers gradually increase, another month before this sector starts to get back on its feet. emma simpson, bbc news. this is 0utside source live from the bbc newsroom. 0ur lead story... the european union is threatening to withhold covid—19 vaccine exports to countries outside the bloc that aren't supplying them. polls in the dutch general election are due to close in the next hour after three days of voting, rather than just the one. that's because of the pandemic, and the pandemic is the key issue in the campaign. here's prime minister mark rutte casting his vote. he's expecting to win a fourth term. that's despite the fact this election is happening after his government collapsed over a racial profiling scandal in the tax office. he's also been criticised for the speed of the vaccine rollout. that's an issue because the netherlands was the last country in europe to start vaccinating people. it's also under its strictest lockdown to date and has an average of 5000 new infections daily. well, here's what mr rutte had to say after casting his ballot. for all of europe, this is one of the best—performing economies. we are still very hard hit by the corona various. there is so much to do to rebuild the country. —— coronavirus. 0f do to rebuild the country. —— coronavirus. of course, it's up to the voters in full sovereignty to decide that. while the outlook seems positive for mr rutte's party and the centre—right liberal people's party, whoever comes out on top is going to need four or even five other parties to secure a majority — that's normal, by the way. there are 37 different parties in this election. we're going to be looking out for geert wilders. he leads the freedom party and has an anti—islam populist agenda. he's polling in second, but given lots of the big parties won't work with, he's unlikely to be part of a governing coalition. another important figure is sigrid kaag. her centre—left d66 party could end up in a coalition. then we have the leader of the green party, jesse klaver. he says he wants to speed up the vaccine roll—out and improve testing. you would think lots of others agree. previously he's walked away from coalition talks, so we'll see how he plays his hand this time. and finally — thierry baudet and his forum for democracy. this is only party that's held rallies and has promoted coronavirus conspiracy theories. he's also signalled his support for donald trump. the results on the exit poll or do in the next 15 minutes or so, as they come through, you'll hear them. i was mentioning the netherlands, but the eu as a whole and its plans to get people travelling again after the pandemic. the eu is proposing a "digital green certificate" that will allow people who have been vaccinated free movement inside the eu. here's ursula von der leyen. what is the function of the certificate? it shows a space where the person has either been vaccinated or a recent negative test or has recovered from covid, and that's antibodies. secondly, the certificate will make sure that the results of that show the data, mutually recognised and every member state. thirdly, with this digital certificate, we aim to help member states reinstate the freedom of movement in a safe, responsible and trusted manner. lots of people have been talking about "vaccine passports" throughout the pandemic. but as you heard there, ursula von der leyen was careful not to call it that. that's because this proposed "digital green certificate" will include other information too. it will show if a person has been vaccinated, if a person has had a recent negative test, and if a person has had the virus previously and has antibodies. one of hedge co., bbc news. we don't know the full extent of how a vaccine travel pass will affect british tourists, but already, tour operators and cruise companies are making their own plans. here's our transport correspondent caroline davies. sunshine, sea, and spectacularly empty. sophie's travel agency has had a good month. we hit £150,000 in sales which again, pre—covid, i would already be ecstatic about. looking at the booking values, they are spending more money. the average spend per person has definitely increased. international holidays are not allowed from england until the 17th of may at the earliest, and there's no set date for wales, scotland and northern ireland. standing outside the spanish embassy is probably the closest i will come to sunny spain at the moment. how and when we might be able to travel internationally is still uncertain and with scotland and wales sowing doubt on england's suggested date of the 17th of may onwards, well, that could create some difficulties. if all the nations follow different strategies, today, the eu set out ideas for a green digital certificate as a way to eventually reintroduce international travel between its members. so what are the uk's plans? i think it's really important that people can travel safely but i think what we also have to do is be driven by the data. we have got to see how the coronavirus develops and once we've reopened the economy, i'm sure we'll be looking at other measures to make sure that people are safe. but while the uk government is yet to set out exactly how travel might restart, other companies are already making their own decisions. p&0 are the latest cruise company to say all of its passengers must have both of their vaccinations. so we talk to our guests regularly and they are telling us _ overwhelmingly that this is what they want. - for us, this is a decision- for this summer until september. today, the health secretary has said that finding a way to show who has been
