She handled the alex salmond harrassment allegations. They left it late against wolves but the unbeaten run continues. Manchester city have 21 consecutive wins in all competitions, just five short of ajaxs european record of 26 set in the early 19705. Vaccine, vaccine, vaccine, vaccine im begging of you, please dont hesitate. Dolly parton gets a dose of her own medicine, as she receives the Coronavirus Vaccine she helped to fund. Good morning. Today, like yesterday, will be another day with a lot of low cloud, some mist and fog. There will be some brightness in parts of the west and also showers coming in across southern areas. I will have the lot in ten minutes. Its wednesday 3rd march. Our top story. The chancellor Rishi Sunak Will deliver his budget later today, with a promise to continue to support businesses through what hes described as the challenging months ahead. The measures include extending the Furlough Scheme until the end of september and more support for the Self Employed. But hell also warn that once the Coronavirus Crisis is over, action will be needed to fix the public finances. Heres our Political Correspondent helen catt. This is the budget. It will certainly be a budget like no other. So much has changed beyond recognition since this time last year, even if the red book looks the same. Hi, everybody, im david, head chef. The pandemic forced david to swap the Restaurant Kitchen in nottinghamshire where he is head chef for his own, where he has been teaching families to cook cheaply. He is one of the millions who have been furloughed. Its been tough. Id say, without it, people wouldnt, i definitely wouldnt have been able to pay my bills. And then there is potential for losing your house and getting in a lot of trouble, and mentally, as well, it would be very, very tough. In todays budget, the Furlough Scheme will be extended until the end of september. Grants for the Self Employed will be extended as well and 600,000 more people may be eligible to claim them. And its expected the £20 increase in universal credit will stay for six months. That will all add many billions to the almost 300 billion the government has already spent on the pandemic. And as this Treasury Video suggests, it wont stop there. With many Entertainment Venues set to stay shut until at least may, the budget will allocate £408 million to museums, theatres and galleries, and 300 million to help sport recover. There will be £25 million for grassroots football, and nearly Three Million for a bid to host the 2030 world cup. There will also be a £150 million fund to help communities take over struggling local pubs. To fund its schemes to keep the economy afloat, and pay for the pandemic, the government has borrowed a lot, more than ever outside of wartime. Rishi sunak has promised he will be honest about plans to fix the public finances. The chancellor has also been considering increasing the tax that Companies Pay on their profits, Corporation Tax, and levying a one off windfall tax on firms like supermarkets that have done particularly well. For now, the focus is on recovery. But there will be a bill to be paid eventually. We will find out later how far this budget will go towards telling us how. Helen catt, bbc news, westminster. Scotlands First Minister, Nicola Sturgeon, is preparing to give evidence to a Holyrood Inquiry this morning. Its investigating the Scottish Governments mishandling of complaints against her predecessor, alex salmond. Last night, the scottish conservatives said they plan to submit a vote of no confidence in the First Minister. 0ur scotland correspondent, lorna gordon, has the story. Nicola sturgeon isjust weeks from a holyrood election. Her party is riding high in the polls and wants to hold another referendum on independence. But could her governments handling of Harassment Complaints against her once close ally alex salmond threatened to upset those plans . Last week, he gave evidence to the Holyrood Committee looking into the governments actions. I swear by almighty god that i will tell the truth, the whole truth, and nothing but the truth. Mr salmond convinced ms sturgeon broke the Rules Ministers have to follow. Ive got no doubt that nicola has broken the ministerial code. Its not for me to suggest what the consequences should be, its for the people who are judging that, including this committee. Now its the First Ministers turn to appear. Nicola sturgeon is likely to face questions on what she knew and when about Harassment Complaints against her predecessor, and whether she and those around her have been telling the truth about the botched investigation into mr salmond. Ms sturgeon has denied all the allegations and has accused mr salmond of creating an alternative reality. This, though, is a crisis for the First Minister, and the government she leads. While the Holyrood Committees remit is primarily about failings in government procedures, there is also a second inquiry into whether or not ms sturgeon misled parliament and so broke the ministerial code. There is now clear corroboration that Nicola Sturgeon has lied to parliament. And we have lost First Ministers in scotland for far less. She is accused and there is a huge amount of evidence now that she has misled parliament and misled the people of scotland. That is naked opportunism from the scottish tories. I they havent heard, of course, the First Ministers evidence and theyve decided i that she has misled parliament. They havent waited for the independent investigation into the ministerial code, and decided already that she has breached it. So they arent interested in listening to the facts. I the nationalist movements two most prominent figures trading public blows, fighting for their reputations and legacy. Lorna gordon, bbc news. The isle of man has gone back into lockdown today because of a sharp rise in coronavirus cases, after a ferry crew member tested positive for coronavirus. The Circuit Breaker restrictions will last for at least three weeks, with people required to stay at home, nonessential businesses ordered to close and schools shut to most pupils. The move comes after more than 60 new cases of covid i9 were recorded in a fortnight. The organisers of this years Eurovision Song Contest have said they are planning to make it the most normal event they can. Its due to take place in rotterdam in may, after being postponed last year because of the pandemic. Officials say they expect all contestants to appear live and coming to the city to perform will be considered essential travel. They have yet to make a decision on whether there will be an audience in the arena. Country singer dolly parton is the latest celebrity to encourage people to be vaccinated by sharing the moment on socal media. She got the moderna jab, which she partly funded, and of course, celebrated how she knows best. I think you will now be singing this all day 0ur los angeles correspondent david willis has the story. Well, hey, its me. Im finally going to get my vaccine, im so excited ive been waiting a while, im old enough to get it. And im smart enough to get it. For the nine to five star, it was to be literally a dose of her own medicine. A shot of the moderna vaccine, Whose Development she helped fund, by way of a Million Dollar donation to a Research Centre in her native tennessee. Vaccine, vaccine, vaccine, vaccine im begging of you, please dont hesitate vaccine, vaccine, vaccine, vaccine because once youre dead, then thats a bit too late. I know im trying to be funny now, but im dead serious about the vaccine. As well as the moderna and pfizer vaccines, regulators who have also approved the use of one made byjohnson johnson, a single shot vaccine thats easier to handle, and which the president says will advance the timetable for getting things back to normal. This country will have enough vaccine supply, ill say it again, for every adult in america, by the end of may. By the end of may. Thats progress, important progress. Thats two months earlier than previously expected. President biden said priority would be given to teachers in an attempt to get schools reopened as quickly as possible. Despite a steady decline in new cases of the virus, he is urging people to continue Wearing Masks and social distancing but that call has been ignored by officials in one of the countrys largest states, texas, who announced plans to reopen everything next week and left a mandate on mask wearing. Everything next week and lift a mandate on mask wearing. Here i go, all right. Dolly parton got her shot from a doctor she met eight years ago following a car crash. It was their friendship that led to her decision to donate to vaccine research. Addressing the countrys covid deniers, she said she hoped her actions would inspire anyone who is eligible to get a jab. Think you got it . I got it. 0k that didnt hurt, just stung a little bit but that was from the alcohol pad, i think. David willis, bbc news, los angeles. You have already been singing it all morning. It was one of my happiest days good morning. On. It was one of my happiest days good morning, carol. Good morning, both of you. Good morning. What we had yesterday is what we will have today, some mist and fog, dense fog in the south east, wiltshire and gloucestershire. We also have a Weather Front coming from the south west, a few showers from that heavy and thundery, they will be continuing today. A lot of low cloud, mist and fog embedded in this. Here come the showers, out towards the west, we will see the brighter skies particularly if you live somewhere with a bit of height. And we will see some sunshine. Even in the south in between the showers we will see some sunshine as well. It very much depends on the cloud cover whether or not we get to 14 degrees. It should get to between ten or 12 in the south west. Like yesterday, if you are stuck under the low cloud, temperatures might not get higher than 4 degrees. Through this evening and overnight, showers continue across the midlands, east anglia and kent, once again return to extensive cloud, mist and fog, but a new Weather Front coming in across the north of the country would introduce some snow flurries across 0rkney and shetland but rain at lower levels. I will have a longer broadcast and more details in about half an hour. Thank you very much, carol. The chancellor has confirmed he will extend the Furlough Scheme after pleas from businesses not to cut off their support too soon. Rishi sunak will also annouce more help for Self Employed people, when he delivers todays budget. Nina is in gateshead for us this morning. It isa it is a busy day ahead, good morning. Good morning to you, i am at the Baltic Arts Centre in gateshead, have a look across the river behind me to the magnificent city of newcastle. I love this place, and it has been so eerie over the past couple of days seeing just how quiet this city centre is. Of course there is relief that furlough has been extended, about the grants, the investment in the high street and in hospitality, but the economy of the north east is reliant on a much wider spectrum of things. Manufacturing, construction, tourism, education. Ispent things. Manufacturing, construction, tourism, education. I spent the night talking to people here about the questions they have about today, after what has been, lets face it, an extraordinary year. The darkness fell for every family. Losing a loved one, missing familiar touch, worrying about the world that will be left. Towns and cities had their spirits sucked, much of the economy is now hibernating and hoping Government Support will be enough. Through furlough, more than £50 billion has been spent on workers wages. That has helped 0liver retain 100 jobs over 15 hospitality venues, and with the right support, he says the industry will bounce back. Weve got an outdoor venue in the middle of town, and thats got a nice terrace outside that holds about 100 people. We have 2,500 bookings for the first week. The Phonejust Rang and rang and rang. Thats the North East Of England in april, that tells me theres a hunger. Yeah, literally are you excited to get into one of your pubs and have a drink . Do you know, i have this vision, i want to see a table of people i dont know laughing about something i dont know what they are laughing about. Thats what i miss, that energy of a crowd. I miss that as well. But not alljobs will make it. At the last count, the number of people unemployed was creeping closer to 2 million. The number of people claiming benefits in some form, thats more than doubled since last march, and its the under 25s who have been hardest hit. And many, like gemma, want to work. A single mum of two who has also been fostering her cousin, shes good at looking after people. And wants to turn those skills into a job. Its just a job that ive wanted to do from being young. Is it . Yeah. Ive always wanted to work, i dont know why, ive always wanted to work in the nhs. I think its a nice job to do and i respect people who work for the nhs as well. When you think about what comes next, trying to get a job, as we come out of this crisis, how do you feel about that . Theres going to be a lot of competition. So many people out there who have got degrees, who have got experience in certainjob positions. Everyones going to be fighting for the same job and its going to be very tough. So now universal credit is just about seeing the family through. The government has been topping it up with an extra £20 a week. Since last april, the government has borrowed more than £270 billion. That number on its own doesnt mean a lot, does it . But it takes the total amount of Government Debt close to the same size as the uk economy. Is now the time those who have succeeded to share the wealth and pay more tax . Luke and rebeccas Vegan Food Business has soared because they shadowed the shift to home working with meal kit deliveries. Now theyre turning a profit and taking on staff. So, heres a question. Would your business be doing as well had covid not happened . Its a really interesting question and i guess well never know the answer. Wed certainly be doing something very different. Wed still be going down the workplace route. I think everything to do with peoples health, the fact that so many people are trying to eat healthier, has definitely been a good thing for the business. And as a business thats notjust survived but possibly thrived, alongside covid, should you pay more . Theres a huge disparity between ourselves and the likes of amazon who have been very successful during this time period. If anything like that can be put off for as long as possible, we also wouldnt be complaining. So its doable but not preferable . Yes the vaccine roll out welcomes a new dawn but today will be a reminder that this crisis is not over yet. Decisions taken by the chancellor will shape the new day. In fact, infact, in in fact, in many ways, the economic crisis has onlyjust begun, i am afraid to say. We look forward to hearing from the chancellor. There is still work to be done, we have a lot of work to support artists. The pandemic has impacted on all sorts of Different Industries in different ways and equally in some extent so some of the work is protecting organisations like this to go ahead and engage in the communities, but also ensure we are protecting the freelancers and artists which are part of our ecology. find freelancers and artists which are part of our ecology. Lets take a look at todays papers. The Daily Telegraph leads on todays Budget Announcement and the extension of the Furlough Scheme. For the first time in almost a year, care home residents in scotland have been able to hug their loved ones, as restrictions on indoor visiting are relaxed. In england, hand holding, but not hugging, will be allowed inside from monday. Not all homes in scotland have been able to relax the rules, but for those who did, there were emotional reunions. As Emma Clifford bell reports. Gosh, its ages since ive been on a swing you are my sunshine, my only sunshine you make me happyj when skies are grey. Over the past year, care home staff have been doing their best to bring joy to the residents. Please dont take my sunshine away. But these are extra special times, with some families now allowed to visit their loved ones indoors. Trevor hasnt been in the same room as his 91 year old dad adie for months. Up until this week, i was allowed to do what we call window visits. So there is a marquee area set up and then they will bring dad to the window and i can sit and chat to him. How much are you looking forward to seeing your dad today . Yeah, it will be emotional, i would imagine. He loves company. Even if its just sitting there enjoying the company, he absolutely loves it. So it will be brilliant. Good morning. How are you doing . Good to see you. Good to see you, as well. Ive got to wear all this stuff. Yeah, i know. Until we get the all clear. And youve had the vaccines, havent you . Yeah. Aye, the nurse came in and stabbed me. I stabbed you not had one case of covid but the consequences of that has meant that the home has been locked down. But you understand that. Id rather be in a position that i can spend more time with my father later on, than lose him altogether. We did an Easter Egg Hunt on sunday with the twins. For frances and her mum sue, video calls have been a lifeline. And after 12 months. Hello. This reunion has been a long time coming. Lovely to see you. Honestly, it was so nice, just being able to sit down and chat. A bit more of a normal situation, because, recently, ive been sitting outside and shes been sitting inside and weve had the window open a couple of inches and ive been sort of leaning down to speak to her. Just even being able to give her a hug and hold her hand just was really good. I really enjoy my life. Good. Its been very difficult, because i think she fully doesnt understand why i need to wear the mask, or why i have not been able to go inside. So its made a really big difference. Im just hoping that things will start to get more back to normal as quickly as possible. But its looking good. The anxiety around this is that we need to make sure that we are still being cautious. We need to remember that its families, its people we are supporting and caring for and its been a long time since anything like this has been happening. So we are hoping for the future, we are hoping for a better future. How has it been for you, dad, not being able to see me every day . Terrible. Really . Yeah. I didnt think youd miss me that much. Dont be cheeky. But not quite the same. Oh, no. We are flesh and blood. An emotional time for families. They say they will never take a hug for granted again. Emma clifford bell, bbc news. Many in the Theatre Industry Have welcomed £400 million of support from the government. However, as many of them gear up to return to the stage, there are still big concerns about how theyll be able to survive without continued support until they can fully reopen again with full capacity. Even with Thejob Retention Scheme in the past month, it still costs us £120,000 a month to run this theatre. So were losing money. These productions are hugely costly to put on and investors in productions need to have the support in the short term from the government with insurance in the same way as the Film Industry has had it. As for the night time economy, that has all ceased for the time being. Those who run it are also hoping theyll be thrown a lifeline today. Over 200 businesses and events were surveyed by the Night Time Industries association. 85 said the budget was fundamental to retaining their workforce. The premier League Leaders beat wolves 4 1 at the etihad last night. That was their 21st win in a row in all competitions. City took the lead in the first half, but wolves gave them something to worry about when their captain connor coady equalised after the break. That kicked city into life as they scored three goals in the final ten minutes. Gabrieljesus put city ahead before riyad mahrez scored their third. And thenjesus got his second of the night to take city 15 points clear at the top of the league. Manager Pep Guardiola says his side have worked hard to get through a difficult period. November, december, january, february in england is the hell. Its the hell, Everybody Knows it. And in that period we did something incredible, so its more than remarkable. I am so proud. They have all my compliments. But, at the same time, liverpool is the champion so they defend the crown. To win the Premier League, we need, still, points. And we are going to do it. From his pedigree on the pitch to his punditry off it, the world of football has come together to remember ian stjohn, who died yesterday at the age of 82. He was part of bill shankly s transformation of liverpool into a footballing superpower scoring the goal that won them their first fa cup in 1965. And after his Playing Career came to an end, stjohn became a respected Broadcaster Essential Viewing for Football Fans on a saturday lunchtime withjimmy greaves on saint and greavsie. Another liverpool legend, sir kenny dalglish, remembers how stjohn lifted the spirits of those around him. He was a funny guy. Loved a chuckle. And, most of the time, he was chuckling anyway, even when he was on the telly. With greavsie he used to wind greavsie up and get a chuckle out of him. He made a fantastic contribution, notjust in the footballing parlance, but, obviously, in the media, as well, the broadcasting. And that show went on for years and years and everybody loved it. Horseracings image crisis continues after a video emerged of Amateur Jockey Robjames Climbing on to a horse that had died of a heart attack whilst training yesterday. That photograph surfaced just a day after trainer Gordon Elliott was pictured sitting on top of a dead horse. With the cheltenham and aintree meetings just around the corner, the british horseracing authoritys director of Equine Health and welfare, james given, says the sports image has been tarnished. I havent seen people this angry in the sport. They are just furious that they have been let down by a couple of very selfish, thoughtless individuals, who have just put the sport into a bad light, which just is not what ive ever seen and does not reflect the values everyone else in the sport shows. Everyone else in the sport shares. The womens Rugby World Cup is the latest major Sporting Event to be rescheduled because of the pandemic. The tournament was due to begin in september in new zealand, but its been delayed by a year. Its because of a number of positive coronavirus cases in auckland and the problems of teams having to quarantine before the tournament starts. Englands Women Cricketers won the first of their three t20 matches against new zealand earlier this morning. They bowled the hosts out for 96 and reached their target with four overs to spare. This time tomorrow morning, englands men will be trying to win the fourth and final test against india in ahmedabad to attempt to level the series 2 all. Theres definitely a way back, you know. We have already won one game. We won the first test match. It is going to require us to get a good first innings lead, i think, and that is going to require us to bat really well. You know, our bowlers have been doing nicely to bowl them out for 145. If we can replicate that and get a nice lead in the first innings, that will put them under a lot of pressure. Seven time World Snooker champion Stephen Hendry has made his long awaited return to the sport, but it wasnt the fairy tale that he might have wanted. The 52 year old scot did score a century break in the second frame, but he was eventually beaten 4 1 by matthew selt in the first round of the gibraltar 0pen. It was hendry s first tournament since retiring from the professional game nine years ago. Getting ready, getting my suit on, i felt quite nervous. Which is a good sign, because, without nerves, you cant perform. But it needs to be more nerves of excitement and expectation, rather than nerves of not knowing whats going to happen. 52 years old. Heres carol with a look at this mornings weather. Good morning. Good morning. 0nce good morning. Once again good morning. Once again today good morning. Once again today it good morning. Once again today it once again toda will good morning. Once again today it will be cloudy. We have mist and fog, particularly dense in parts of south east england at the moment, but some will see sunshine, more especially in parts of the west. A cold start. Look at these. Braemar, minus eight degrees. What is happening is High Pressure is in charge. Not much else is going on. We have the Weather Front across the south west that is introducing showers. And also low cloud, mist and fog, notjust in england and wales, but in scotland and northern ireland. We will see breaks in western scotland, North West England and potentially North West Wales and also in northern ireland. Showers continue to push in from the south west towards the midlands and south east. Some could be heavy and thundery. We might reach 14 degrees in the south east, it depends on how long the cloud cover breaks. If you are stuck like yesterday in the low cloud, temperatures will struggle above four. 0vernight we continue with showers drifting eastwards. Returning to low cloud. And a new Weather Front coming in from the north west will introduce colder air and snow in 0rkney and shetland. Most of the snow as it comes across the mainland will be on Higher Ground. This is the offending front. Introducing colder air and a north easterly breeze. For the rest, business as usual. Starting with cloud, showers in the south east. Here comes the Weather Front slipping southwards. Getting across southern scotland into northern england. Most at lower levels will be rain but we could see snow on the tops of the pennines and also across the tops of the Lake District hills. This is a new area of High Pressure developed across iceland. Sinking south, and we have a north easterly flow coming our way, hence the colder air. Flow coming our way, hence the colderair. But flow coming our way, hence the colder air. But you can see yellow coming in from the west because of the atlantic influence that starts to try to take hold. It will not be successful until later into the weekend and next week. On friday, is still dry weather around and still some cloud with bright spells. 0n some cloud with bright spells. On saturday, look at the temperatures. As the atlantic fronts come into western areas, bumping into cold air, there is a chance some will see some snow. You have mentioned it again. Thank you. Around 200,000 bags of litter containing anything from coffee cups to apple cores are removed from englands roads every year, according to highways england. Now, a pilot scheme using cctv and Artificial Intelligence to identify and fine litter bugs has been launched. 0ur Chief Environment Correspondent Justin Rowlatt has been finding out how it will work. Litter isntjust ugly, its also expensive. It costs around £1 billion to clean up the 30 Million Tonnes of rubbish that befouls our streets in an average year. We all feel the same way about litter louts. People are stupid. I dont understand why theyre so stupid. So now local authorities are Recruiting Cctv Cameras in the battle against litterers. So this is how it works. Youve had your takeaway, but you dont want the rubbish in your car, so you well, some of you, anyway just throw it out the window. I tell you what, this feels absolutely awful. The new litter Cam Technology uses Artificial Intelligence to spot the tell tale evidence of littering. It can even spot a Cigarette Butt being thrown from a car window. It then captures your number plate and issues you with an automatic fine of up to £120. Maidstone in kent is the first town to introduce it. I mean, if we can land a rover on mars now, we can actually pick up a Cigarette Butt being thrown out of the car. And thats what its all about. We are trying to protect the planet we live in and the town we live in. Maidstones teams of Volunteer Litter Pickers say the amount of rubbish has increased by as much as 250 since the pandemic began. According to keep britain tidy, 42 of main roads in the country now have Fast Food Litter on them. I think it is a very useful tool. It will identify the people who are putting the rubbish out. Thats whats new about it. As it is, we drive around and we walk around and we see all this rubbish on the streets and we dont know whos put it there. But litter cam should make a connection between the rubbish on the street and the person who put it there. Do you think it will change the psychology of people who litter . Well, since they seem to be the sort of precious, self regarding oafs who take the cleanliness of their car seriously, i imagine they might have some sort of feeling about being fined a massive fine. I dont have a problem with cameras, though. If youve done nothing wrong, you dont want to worry about it. Maidstone is just the start. Other local authorities are already considering using the system, says the company boss. I think in a number of years time it will become really quite extensive. Litter cam, i think, is a tool that can change peoples behaviour in the same way that Speed Cameras have or Traffic Monitoring systems that deter people from going up a one way street or driving in a bus lane. It is similar to that and we very much hope that litter cam will stop People Littering from vehicles. So beware if you are thinking of littering, think again. You may be being watched. Justin rowlatt, bbc news, maidstone. Well. It just looks well. Itjust looks wrong, doesnt it . It does, annoying when you see it. Six years after leaving our tv screens and moving online, bbc three will return as a Broadcast Channel Next year. Since going digital, its been responsible for huge hits like fleabag, normal people and killing eve, Prompting Campaigners to call for its return. Lets take a look at some of the channels highlights. Just act natural. Come here, come here. Act natural. Hello welcome. Welcome to our home, which is, of course, your home, should you choose to make a choice to live, you know. Hiya, stace, come here. Lovely to see you. Hiya. Are you well . You look well. 0h, dont tell her she looks well. Thats like saying she looks fat. Marianne . Yeah . Something outside caught your attention . I suppose so. Eyes forward, 0k . I wasnt aware my eye line fell under the jurisdiction of school rules. Trying to impress your classmates . They dont look to impressed to me. Im pretty sure i wasjust looking out the window. What just happened . Another day, another slay. Joes gone home. I mean, bless him. The lip sync, it was interesting. It seemed like he just threw in the towel halfway through. Sometimes its the way the cookie crumbles, innit . Tv critic scott bryan joins us now. Good morning. What is your reaction bbc three will go back onto tv . I think some people will be confused by it because it goes against our streaming habits, the fact that we always go now to iplayer, netflix first to binge. It is about having more curating. If it is not on the schedules in the evening, it means sometimes we are not necessarily talking about it. The fact you can watch any show ever, if you have something at 7pm, apm, on a slot each night, it keeps it in public conversation. People talk about the show. Bbc three have had so much success with normal people and other shows, the issue is i find there are documentaries and comedy that has been under the radar because it has not been given the traditional tv slot or, if it has, it has been so late night it is after almost all of us have gone to bed. The issue it raises is what happens in a decade if we are all going to be switching to streaming, possibly bbc three will have to close again if they find out the audiences no longer there, they are online instead. Part of this is to there, they are online instead. Part of this is to reach there, they are online instead. Part of this is to reach out to younger audiences. Do you think it will work . What happened to the figures when it went from tv to online . There was a bit of a dip when it went from a normal tv channel to online. I think it was also the fact many people assumed the channel had closed wholeheartedly. The bbc faced an uphill struggle trying to convince everybody it had a new lease of life and had gone the other way. I think possibly the idea about having it online back in 2014 made sense to the corporation then. Mostly because they had to cover up the fact they had to have a big reduction in the budget. That caused a bit of a problem. I think by having the successes now, they get to double the budget and increase the successes they have had, particularly with shows in the us. But the issue is what then happens to other parts of the bbc budget, particularfor to other parts of the bbc budget, particular for older audiences . There has been concern about the future of bbc four. If you go on there, they rely more on archive shows the necessarily new programming and i think older viewers will think that younger viewers will think that younger viewers are being catered to more than ever, what is there for me . There was innovation on bbc three and presumably you hope it will continue. What have been your highlights . I continue. What have been your highlights . Highlights . I always find it is aaivin highlights . I always find it is giving something highlights . I always find it is giving something that highlights . I always find it is giving something that is highlights . I always find it is giving something that is a i highlights . I always find it is giving something that is a comedy to audiences who are not necessarily catered for. Bbc three has done fantastic documentary strands. They did one recently about controlling relationships that i found to be a profound and thought provoking show. It has been a Testing Ground for Programme Makers and celebrities who go on to become successful on other channels. I think you need those shows to be the places where people get to try things out. If you lose that, the big hits on bbc two and bbc one years down the line dont necessarily come through. I think it is the case what bbc three can do differently when disney and netflix have unlimited amounts of money and they can hire and have whoever they want, how can bbc three be distinctive and do it on a limited budget . Distinctive and do it on a limited budaet . ,. ,. ,. , budget . You mentioned one of the stars that it budget . You mentioned one of the stars that it made, budget . You mentioned one of the stars that it made, bbc budget . You mentioned one of the stars that it made, bbc three, budget . Between march last year and this january, there has been a 157 increase in unemployment claims. Amongst other things London Councils are asking for an extension to Business Rates relief. It says the Financial Impact of the virus on london boroughs will be felt well into 2022 and beyond. Many in the Theatre Industry Have welcomed a £400 million of support from the government. However as many of them gear up to return to the stage, like shaftsbury theatre, theres still big concerns about how theyll be able to survive without continued support until they can fully re open again with full capacity. Even with Thejob Retention Scheme in the past month, it still costs us £120,000 a month to run this theatre. So were losing money. These productions are hugely costly to put on and investors in productions need to have the support in the short term from the government with the insurance in the same way as the Film Industry has had it. As for the night time economy, that has ceased for the time being. Those who run it are also hoping theyll be thrown a lifeline today. Over 200 businesses and events were surveyed by the night time industrys association, 85 said the budget was fundamental to retaining their workforce. Lets take a look at the Travel Situation now. 0n the tube, the central line is partially suspended. Planned closure of the Waterloo City Line, due to Engineering Work. Vaccine, vaccine, vaccine, vaccine im begging of you, please dont hesitate. Dolly parton gets a dose of her own medicine, as she receives the Coronavirus Vaccine she helped to fund. Good morning. 0nce good morning. Once again today, we are looking at a cloudy day with a mist and fog, general murky conditions. Best of any brightness in the west, and across southern areas, we are looking at some showers. All the details coming up. That will all add many more billions to the almost 300 billion the government has already spent on the pandemic. 0ur chief Political Correspondent adam fleming joins us now from westminster. Thats the big story of the day. Good morning, adam. The hope is from ministers that this budget, combined with the vaccine roll out, will get the economy going. With the vaccine rollout, will get the economy going. With the vaccine rollout, will get the economy going. Yes, and lots of hints at the the economy going. Yes, and lots of hints at the projections the economy going. Yes, and lots of hints at the projections for the economy going. Yes, and lots of hints at the projections for their hints at the projections for their economy for the independent Budget Responsibility which are published alongside the budget might a little bit rosier than they were looking last year. This budget is going to be about protecting people and helping people through what the treasury sees is the last hard bit of coronavirus. That is why there is an extension to the Furlough Scheme, two more rounds of grants to the Self Employed, that £20 increase to universal credit will carry on for another few months, we think. That is on top of all that stuff helen was talking about like £400 million for theatres and Art Galleries and cultural venues that have had to stay closed and several billion more in grants for businesses that have had to stay closed. Labour saying, could you not have an ounce this last week along with the road map for lifting lockdown . Could you not have announced it last week . Innate not have announced it last week . Yes, really good question and subject to quite a l will be paid for. Yes, really good l question and subject to quite a lot of debate at westminster. We will get some hints today from the chancellor about what he thinks the problem with the public finances could be as the result of coronavirus, how big it is, some hints about potential tax rises in future, lots of gossip about increasing Corporation Tax which is the tax on companys profits, but quite a lot of conservatives say, the vaccine roll out is going well, the vaccine roll out is going well, the projections for the economy looks good, maybe we will have Bumper Growth of this year and you dont really need to worry about all that stuff. That could be a big debate over the next few months. And in the history of the budget, if you think back to the George Osborne era, he talked really tough, had lots of targets, he really wanted to deliver them, and he missed most of them and in the end it didnt really matter that much. Them and in the end it didnt really matter that much. Food for thought, Thank Ou Matter that much. Food for thought, thank you so matter that much. For the full picture, carol has are they sheep . No, you have animals behind you yes, good morning you can see from the Weather Watcher picture, you can see it is foggy in shropshire and many other areas this morning. A lot of low cloud, mist and murk, and some dense fog across parts of the south east. This Weather Front is coming in from the south west and already producing some showers across part of the midlands, south wales and south west england, but not much else going on. There is hardly an isobar on the charts are not much of a breeze. A lot of cloud, the best breaks are in the west, especially at elevation. And we have showers in the west and Southern England, heading east, they could be heavy and have the odd rumble of thunder. If you are stuck under the low cloud, temperatures will barely break 4 degrees but it could reach 14 degrees in london, dependent on the Cloud Breaking. If it does not then it will not reach that. Through the evening and overnight, the rain continues in similar areas pushing into east anglia and kent, still this low cloud, mist and anglia and kent, still this low cloud, Mistand Murk Anglia and kent, still this low cloud, mist and murk and fog and a new Weather Front will introduce rain at lower levels and some hill snow. Temperatures nothing to write home about, these are in the towns and cities, lower in rural areas. Where we have any breaks, we are likely to see some of frost. Lots more details in half an hour. Lets return to this mornings top story now and the Budget Announcement. After a year like no other, the chancellors lunchtime speech is a highly anticipated one. But what do the Opposition Party want to hear . Werejoined now by bridget phillipson, the shadow chief secretary to the treasury. Good morning, thank you very much. We will good morning, thank you very much. We will get good morning, thank you very much. We will get full good morning, thank you very much. We will get full details good morning, thank you very much. We will get full details later good morning, thank you very much. We will get full details later on but a lot of what the chancellor is going to say has been released already. We have been talking to your party over the last few months and much of it seems to reflect what you wanted. For example, the £20 increase to universal credit is going to be continued until september, you would welcome that . Of course it is right that we protect finances during this difficult time. The chancellor could have announced much of what he is going to set out later today far sooner and given confidence to families and businesses and avoided this kind of needed anxiety which is pushed so many businesses write to the edge. We need a budget to rebuild the foundations of our economy once more and that means having a focus on jobs and growth and getting our economy moving again. We have had the biggest hit of any major economy, and therefore we need to see concerted action to support businesses and families. Is that what the government is doing . Also in regard to Thejob Retention Scheme, furlough, he will announce it will be extended until september. He should have announced that months ago, it has caused needless anxiety when he could have given confidence to businesses is a very fragile time for our recovery. We will look carefully at the detail of what he says but we think he could have made changes to the Furlough Scheme to make it a Smart Furlough which is better suited to the circumstances we find ourselves in now. Some businesses will struggle for longer because of social distancing requirements, and they have not always had access to the support that they need. Flan always had access to the support that they need. Always had access to the support that they need. Can you explain to me what you that they need. Can you explain to me what you mean that they need. Can you explain to me what you mean by that they need. Can you explain to me what you mean by smart that they need. Can you explain to me what you mean by Smart Furlough . We need to see training alongside it, while people have been away from work, they could have been trained to get new skills to compete better in the future. We also need to see furlough targeted to the areas where it is much needed, not going to firms that need it less. Much of what the chancellor has done has not changed is the circumstances have changed is the circumstances have changed so we need to see a focus of moving those schemes to reflect the new reality. Moving those schemes to reflect the new reali. ~. , new reality. Which sort of firms would you new reality. Which sort of firms would you be new reality. If we dont see that the port, we will see more jobs lost than necessary. I was if we dont see that the port, we will see morejobs if we dont see that the port, we will see more jobs lost than necessary. I was speaking to a Coach Company who saw a lot of reduced demand, they will struggle a lot longer than the road map that the Prime Minister has set out. The chancellor needs to listen to business. It sometimes feels that he does not understand what is happening on the ground. Yousay furlou h happening on the ground. Yousay furlough should happening on the ground. Yousay furlough should be happening on the ground. Yousay furlough should be extended happening on the ground. Yousay| furlough should be extended until the Health Restrictions end, the plan is they extend until onlyjune. We will see reduced demand in other sectors for much longer, in sectors like aviation. Even where hospitality will return, we dont know whether they will face additional pressures which mean they cannot have the capacity in terms of customers they might have had in the past. We need the government to be focused on that. It seems at the moment that the chancellor is focused too much on his narrow political interests, not what is best for the country. Fline political interests, not what is best for the country. Political interests, not what is best for the country. One of the crucial questions best for the country. The uks first lgbt Retirement Community has been given the go ahead in central london. Its been described as a significant milestone and has the backing of the capitals mayor, sadiq khan. Were joined now by geoff pine from the Housing Association behind the project. His terminally ill partnerjamie experienced homophobia from a carer 20 years ago. Good morning, nice to speak to you. Give us an idea of the thinking behind these homes. Mr; give us an idea of the thinking behind these homes. My involvement came as a result behind these homes. My involvement came as a result of behind these homes. My involvement came as a result of the behind these homes. My involvement came as a result of the experience i came as a result of the experience that i had with jamie. We had been togetherfor that i had with jamie. We had been together for over 30 years. He became terminally ill with a degenerative heart condition, and i was still working and we had carers. About a year before he died, he got more depressed than he had normally been and i said to him, whats the matter . He said, well, every morning when my carer comes, she kneels down in front of me and prays for my condemned cell because i am gay. Condemned cell because i am gay. Condemned soul. Clearly this was not something that was acceptable. He did die eventually and i started to thinking about, if he experienced this kind of treatment, other people in similar circumstances were probably getting the same. So we started to research the idea to find out what exactly was happening to the older Lgbt Community. And we discovered that in fact, despite the fact that there are tens and thousands of over 65 Lgbt Community members, there were no Specialist Services for them. I suppose, thinking, this must have been about eight or nine years ago noun so it has taken a while. What we have discovered is that from the survey that we did, which was the building safe choices survey we conducted with others in london, the Largest Survey of older lgbt members, that 79 of those that responded to the survey said that they would favour a service that was lgbtq plus affirming. Service that was lgbtq plus affirming service that was lgbtq plus affirmina. . ,. ,. , affirming. And what does that look like, what with affirming. And what does that look like, what with the affirming. And what does that look like, what with the setup affirming. And what does that look like, what with the setup be . Affirming. Mat we have got at the moment, as a result of the mayors donation, we are going to be able to buy apartments at an already existing care facility. And then we will be able to sell those on a shared ownership basis, to members of our community. And we will have an environment, we will be creating an environment, we will be creating an environment where those who are in our community will be able to, as our community will be able to, as our strapline says, we would be able to live our lives out in a community thatis to live our lives out in a community that is notjust lgbt for friendly, but lgbt affirmative, where who we are is who we are and we are allowed to be that, we dont have to explain ourselves, we can be the people that we have always been. Because in the past, and still happening in many situations, if you have been a member of our community, you have to go back into the closet because of the kind of experience that people have where the homophobia and so on, and the lack of understanding. For example, im now, fortunately, a very happily married man. And i wear a wedding ring. But generally, in most situations, if i wear a wedding ring, people say, and how is your wife . And i have to say, i dont have a wife, her husband. And sometimes thats fine. I have a husband. And sometimes thats fine, but sometimes people do not welcome that and you dont feel comfortable in that situation. In this community, and i have to say this is the first step, it isnt a big scheme, its a small step. There are many similar homes in america and germany and so on. I was going to ask about that, what has the reaction been to this . Sorry . What has the reaction been, how is it gone down . It has been enormously successful, we have had a lot of support from the various trusts that have enabled us to get to where we are, to pro bono work from lawyers and people in the housing industry, so enormous support for the scheme and what trying to do. As i say, it has taken us a while to get here, but it feels good. And yesterday, when the announcement of the loan arrangement that has been made with the Community Housing fund, when that was made, our twitter account and our instagram account, all of the various social media elements have been inundated with messages of support so it feels good. We are not there yet, theres lots more to do. There is still homophobia out there, transphobia, all of those elements. But it feels good, it feels good that finally after eight or nine years, we are getting to a place where we will be able to do something for our community. The first step, a small one, but an important first step. First step, a small one, but an important first step. Thank you for talkin to important first step. Thank you for talking to us important first step. Thank you for talking to us about important first step. Thank you for talking to us about it important first step. After we showed you that film on cctv cameras catching litter bugs earlier, youve been getting in touch with your thoughts. Clive says a lot of littering from cars originates from fast food drive throughs. If the restaurant added the car Registration Number to the cup or wrapper when handing out, the litter bugs could be easily identified. On twitter stuart says what a brilliant idea, we need that in our village. So many have you got in touch, it is early judy tweeted saying we used to be taught by parents and school to put litter in the bin. Some people dont care about littering and think someone else will pick it up. They dont realise it costs them too if they pay council tax. Finally one viewer in shropshire got in touch to say it would be great if people would stop littering, in the country lanes near me this has become worse, prosecco bottles, beer bottles and can even empty gin bottles. You know and we were allowed to go out last year, that was one of the annoying things, you would get into annoying things, you would get into a big open space, and you would enjoying the outside. She will be giving evidence. Time now to get the news, travel and weather where you are. Good morning from bbc london. Dozens of councils and businesses across london fear falling of a cliff edge if they do not erceive more cash in todays budget. Between march last year and this january, there has been a 157 increase in unemployment claims. Amongst other things, London Councils are asking for an extention to Business Rates relief. It says the Financial Impact of the virus on london boroughs will be felt well into 2022 and beyond. Many in the Theatre Industry Have welcomed £400 million of support from the government. However as many of them gear up to return to the stage, like shaftsbury theatre, theres still big concern about how theyll be able to survive without continued support until they can fully reopen again with full capacity. Those who run it are also hoping theyll be thrown a lifeline today over 200 businesses and events were surveyed by the Night Time Industries association and 85 said the budget was fundamental to retaining there workforce. Its another chilly start this morning, but temperatures widely above zero, thanks to the low cloud and more mist and fog. The met office this morning as a yellow Weather Warning in place for dense fog patches. Visibility for some under 100 metres. Now this fog is going to be stubborn. It will take its time to lift. Should when it does, it is going to stay in the low cloud. We will see outbreaks of rain today. One or two of those could contain the odd rumble of thunder as they move through. The temperature, however, as the rain moves through, could get a little milder. Thats thanks to brighter spells generated. So temperatures potentially getting up to 13 celsius. That front will clear overnight. We will have a little bit left first thing tomorrow morning. It will be misty and murky again. One or two spots of rain first thing, but that will clear. Then we have a cold front that will sink south through the course of the day. We could see brighter spells as it does so, but also the temperature will not feel as mild tomorrow. We are looking at a maximum of 8 celsius. Im back in an hour. Plenty more on our website at the usual address. Now though its back to dan and louise. What i am concerned about is the government seem to suggest that companies will have to step in and pay a greater percentage of the wage costs directly themselves but in many cases we are talking about businesses that have not operated for a considerable period. It is important the government leave support in place as long as because what we are seeking is two things, to stop an unnecessary increase in unemployment and to make sure companies have capacity that they can build back as we come out of the crisis. Government has to make sure it keeps support in place. Crucially as part of that, what is missing are the 3 million who have been left behind without Financial Support. A lot of those are Self Employed. We cannot leave people in the situation where they have no Financial Support through no fault of their own. The government needs to recognise that. We need to recognise those who are struggling. We have seen an increase in Food Bank Use and it is important the £20 uplift of universal credit is maintained notjust for six months but in the future, that it needs to be extended to legacy benefits, as well. That looks really lovely. It is beautiful. Good morning. This is a picture taken earlier this morning. A beautiful sunrise. The sunrises and sunsets recently have been red and sunsets recently have been red and pink in colour. That is the saharan desert in the upper atmosphere. We are looking at mist and fog, dense fog, particularly in the south east. And this Weather Front moving steadily northwards and eastwards, bringing showers, some of which will be heavy and thundery. A cloudy start to the day. Fog with Poor Visibility in the south east. Showers coming in in south west england, wales, the midlands, drifting east. If you are in the west, with height in particular, you are more likely to see sunshine. Temperatures will not get much higher than 5 degrees under the cloud. If it breaks, in london we could hit 14, but that is dependent on the Cloud Breaking for any length of time. 0vernight, we continue with showers. Some getting to the south east. We are looking at cloud, fog, and then a new Weather Front. Sinking southwards across the Northern Isles into northern scotland, depositing snow on the hills. It is more likely to be rain at lower levels. A cold night for most. Whether cloud is broken we will see some frost. The Weather Front drifting south through thursday. High pressure building behind it. Not much in the way of a breeze as we go through thursday. We start with showers in the south east that clear. The Weather Front moving south, eventually getting into southern scotland and northern england. Rain at lower levels from this. On Higher Ground, some snow, may be 1 2 centimetres. The wind is changing direction to a north easterly, and it will start to feel colder. Hanging on to mild conditions in the south west. This is the High Pressure moving across on friday and into the weekend. Look at the blue on the map indicating coldness. A north easterly wind, breeze, that will come our way. These are the temperatures on friday and saturday. Nothing to write home about. Still cloud, there will be sunshine. It looks like Weather Fronts will come against the High Pressure in the atlantic and if they bump into the cold air, some may see snow and it mightjust be a feature on the hills. Iwill mightjust be a feature on the hills. I will have more on that as we go through the week. I know you are trying to say that nicely. As someone who has to travel across the peaks in the morning to get in, i am not a fan of it. If you could sort that out, that would be great. It will not be like the last time. Thanks. Lets find out what is going on in sport. Good morning. Clinicalfrom Manchester City last night. Another impressive win from Manchester City, although they left it late to beat wolves 4 1 at the etihad last night, it gives them their 21st win in a row in all competitions. City took the lead in the first half but wolves gave them something to worry about when their captain connor coady equalised after the break. That kicked city into life as they scored three goals in the final ten minutes. Gabrieljesus put city ahead before riyad mahrez scored their third. And thenjesus got his second of the night, to take city 15 points clear at the top of the league. Manager Pep Guardiola says trying to beat records is all well and good, but theres only one thing hes focused on. 28 games, 21 victories, 15 in the Premier League in a row is incredible. At the same time, today, analyse this and yes. I said yesterday, the champion are liverpool. They have the crown. So if you want to take it out, we have to win the Premier League. A second image of a horse racing professional, sitting astride a dead horse has emerged, furthering the crisis in the industry. Amateur jockey rob james was filmed climbing on to a horse that had died of a heart attack whilst training. That surfaced just a day after trainer Gordon Elliott was also pictured sitting on top of a dead horse. With the cheltenham and aintree meetings just around the corner, racehorse trainerjamie snowden says elliotts reputation may not ever fully recover. I think it will be very hard to come back from Something Like this. Growing up, all along, i remember my father telling me that reputations take a lifetime to make and a second break. And i think it will be very hard. Seven time World Snooker champion Stephen Hendry has made his long awaited return to the sport, but it wasnt the fairytale that he might have wanted. Englands Women Cricketers won the first of their three t20 matches against new zealand earlier this morning. They bowled the hosts out for 96 and reached their target with four overs to spare. This time tomorrow morning, englands men will be trying to win the fourth and final test against india in ahmedabad in an attempt to level the series 2 all. Theres definitely a way back. You know, were only one game down. Weve won a great test in the first test match. Its going to require us to get a good first innings lead, i think, and thats going to require us to bat really well. 0ur bowlers have been doing nicely, to bowl them out for 145. If we can replicate that, and then get a nice lead in the first innings, that will put them under a lot of pressure, i think. They trail to one in the series and lets hope they cope with the conditions better. That is the key. Mps will examine the links between sport and long term brain injury in an inquiry being launched today. The concussion in sport inquiry comes after calls for more to be done to investigate the relationship between head trauma and dementia and how to mitigate the risks. John stiles is one of those campaigning. His dad was 1966 world cup hero nobby stiles who died in october. Evidence suggests his dementia was brought on by heading the ball during his career. It is lovely to speak to you. These are difficult things to talk about. Tell us about what happened to your dad and the link you can make. Innate dad and the link you can make. Donated my dads brain to be examined by professor stewart. He came back to us and told us my dads brain was riddled with cte which can only be caused by trauma and the only be caused by trauma and the only trauma on my fathers head was heading the ball. For as it is conclusive playing the game he loved killed him and he cannot be on his own. We believe it is widespread. 0bviously, own. We believe it is widespread. Obviously, it is something i am passionate about, that players of my fathers yearat, or my era in the 805, two of my colleagues have neurodegenerative diseases already, so i am delighted there is an enquiry. Absolutely. 19 years ago, jeff astles brain was looked out and it was decided by a coroner, notjust a person who does not know what they are talking about, the coroner 5aid heading the ball had killed him, and industrial disease. 19 years later indu5trial disease. 19 years later nothing has happened since the study in 2019. For me it is a complete disgrace. Families who have suffered with early onset dementia, footballers tend to start in their early 605, have been left to their own devices. For me, i welcome it gladly and iju5t hope it is thorough, because this needs to be addressed. The cost to the nhs of these families suffering with dementia must be enormous. Footballers should be looking after it. My father, heading the ball, in my opinion and willie stewarts opinion, was the cause. You might assume, opinion, was the cause. You might assume. After dad Mervin Lawrence underwent a bone Marrow Transplant and his young son teddy spent most of his early life in hospital with heart failure, mervin wanted to help the charities that supported both of them and came up with an ambitious challenge to travel to the moon and back. But thats quite a long way. The average distance from earth to the moon is 240,000 miles. Meaning a return trip would equal 480,000 miles. So for a more realistic target, the aim is to cover a total of 10,000 miles, with every mile on earth equivalent to 50 space miles. And they need your help to reach their goal. More than 600,000 people are set to be added to the self employment income support scheme. 0verall, job support schemes are likely to cost the taxpayer more than £100 billion. It is basically a big extension of all the support that currently exists and it will extend beyond the end of the governments road map for lifting lockdown in england which takes us to the middle ofjune. This support will continue until september, just in case those road map milestones to slip a bit because of the progress of the pandemic, and so businesses have a bit of time to adapt rather than there being a big cliff edge in the middle of the summer. That is the middle of the summer. That is the big theme but the other thing i will be looking out for is clues about the future. What will the changes to the world of work be, will there be permanent damage to the economy or will it just be a big blip and things will go back to normal, and what will that mean for how much the government spends and raises in taxation . Also speculation that some of the income tax thresholds will be frozen so that if you get a pay rise, maybe you would go up and income tax band, and that could raise quite a lot of money for the treasury. Economists and the labour party and lots of conservative mp5 say because the economy is quite fragile now, this is not the point at which he would introduce those tax rises, you would do them later in the year or maybe next year. Having lived through these debates in the David Cameron and George Osborne era, quite often, chancellors talk about tough things that they plan to do and then they never quite get around to doing it because it is too difficult or not needed. So quite a lot of what rishi sunak said today will be words rather than actions, i suspect. Thank you very much. The scottish conservatives say they have no doubt she lied to the Scottish Parliament, that she broke the ministerial code, they claim she tried to cover up the truth and that she abused the power of her office in the process. It all really comes ahead of that testimony, and after a slew of documents, long asked for documents were released yesterday evening. Documents that showed that external lawyers expressed concerns to the Scottish Government months before it conceded a case, a legal case against alex salmond, which ended up costing the taxpayer more than £600,000. 0ther ended up costing the taxpayer more than £600,000. The move comes after more than 60 new cases of covid 19 were recorded in a fortnight. Country singer dolly parton is the latest celebrity to encourage people to be vaccinated by sharing the moment on socal media. She got the moderna jab, which she partly funded, and of course, celebrated how she knows best. 0ur los angeles correspondent david willis has the story. As well as the moderna and pfizer vaccines, regulators here have also approved the use of one made byjohnson johnson, a single shot vaccine thats easier to handle, and which the president says will advance the timetable for getting things back to normal. This country will have enough vaccine supply, ill say it again, for every adult in america, by the end of may. By the end of may. Thats progress, important progress. Thats two months earlier than previously expected. President biden said priority would be given to teachers in an attempt to get schools reopened as quickly as possible. Despite a steady decline in new cases of the virus, he is urging people to continue Wearing Masks and social distancing but that call has been ignored by officials in one of the countrys largest states, texas, who announced plans to reopen everything next week and lift a mandate on mask wearing. There is a lot of cloud, mist and fog, blankness in the air, and as we go through the day, the west will be seeing some sunshine it is going to be some dampness in the air. Some dense fog across the southeast, london and 0xford5hire, in the direction of wiltshire and gloucestershire. Also some showers coming in across the south west, south wales and the midlands, and we carry on with this cloud as we move northwards into scotland and also across northern ireland. In the west we already have some breaks, that is the temperature has slumped overnight. Low as 7. 5 in some areas. But we will see some brightness especially with the elevations. We have some showers continuing to Southern England and wales through the day, some could be heavy and thundery, and these are the temperatures. Four under the cloud, maybe 14 if the cloud cover breaks and we see some sunshine for any lengthy period in the south east. This evening and overnight, we continue with showers across southern counties of england and wales, a return to this low cloud, mist and fog. They could be a few patches of frost, and some showers in the north of scotland could deposit some snow on Higher Ground but rain at lower levels. A cold night once again and more details on half an hour. We look forward to it, thank you. The chancellor has confirmed he will extend the Furlough Scheme after pleas from businesses not to cut off their support too soon. Rishi sunak will also annouce more help for Self Employed people, when he delivers todays budget. Nina is in gateshead for us this morning. Looking ahead, we know some details already, and you have been getting reaction. ,. , reaction. Yes, good morning. Enormous reaction. Yes, good morning. Enormous relief, reaction. Yes, good morning. Enormous relief, i reaction. Yes, good morning. Enormous relief, i think, reaction. Yes, good morning. I enormous relief, ithink, across reaction. Yes, good morning. Enormous relief, i think, across the uk about the extension of the Furlough Scheme which will now go on until the end of september, beyond the point at which it is hoped the entire uk economy will open up. Behind me, we are on the gateshead side of the river tyne, over there is the city of newcastle. The night time economy there is worth half £1 billion every year. That has been frozen for now. I spent the night speaking with people who live in the north east and they are still really worried. Yes, there is an extension of furlough and grants giving out but lots of Unanswered Questions and what will come next after this extraordinary year. Weve got an outdoor venue in the middle of town, and thats got a nice terrace outside that holds about 150 people. The number of people claiming benefits in some form, thats more than doubled since last march, and its the under 255 who have been hardest hit. Is now the time for those who have succeeded to share the wealth and pay more tax . And we are not over yet, are we . I think what was really striking last night being out and about is just how quiet things are. This is rush hour, and this city is usually so vibrant and energetic and that has been sapped by the crisis, hopefully temporarily and hopefully that extension of furlough will be a big part of recovery. We are optimistic about the future and optimistic about the future and optimistic about the future and optimistic about the leisure industry, but we have a lot of catching up to do. We have a lot of catching up to do. We have missed half term, weve miss easter, we have a finite number of holidays we can sell, we are full for the summer anyway and we cannot sell already what we have already sold. Last year was devastating for the whole Hospitality Industry and park dean result included results included. We gave lots of fun holidays to people in the summer but that season was only 3. 5 months. Catherine is right, the hospitality and leisure, theres a limit to how much they can make. And lots of pubs we have spoken to are completely booked up until the late summer. 0ne booked up until the late summer. A5 Emma Clifford bell reports. Lovely hugs there. It makes a big difference time now to get the news, travel and weather where you are. We are chatting to staceyjulie later as well. Good morning from bbc london. However as many of them gear up to return to the stage, like shaftesbury theatre, theres still big concerns about how theyll be able to survive without continued support until they can fully reopen again with full capacity. Even with Thejob Retention Scheme in the past month, it still costs us £120,000 a month to run this theatre. So were losing money. These productions are hugely costly to put on and investors in productions need to have the support in the short term from the government with the insurance in the same way as the Film Industry has had it. The met office this morning as a yellow Weather Warning in place for dense fog patches. Visibility for some under 100 metres. Now this fog is going to be stubborn. It will take its time to lift. When it does, it is going to stay in the low cloud. We will see outbreaks of rain today. One or two of those could contain the odd rumble of thunder as they move through. The temperature, however, as the rain moves through, could get a little milder. As the rain moves through, thats thanks to brighter spells generated. D the search to find a person infected with a new coronavirus variant from brazil has been narrowed to just under 400 households in the south east of england. Its one of six cases found in the uk and early data suggests it could be more contagious. Lets speak now to epidemiologist, professor sian griffiths. Lovely to talk to you. This is quite a search. How have they narrowed it down to 379 households . Thei;t a search. How have they narrowed it down to 379 households . They would have had information down to 379 households . They would have had information about down to 379 households . They would have had information about the have had information about the postcode where the swab was sent, because they know it was sent to a home. What this demonstrates is the importance of when you return your sample of ensuring all the details requested of you are included as you put the swab back in the box and post it. It is important to have the details because if you do not put your name and address, this is what results, if on the random testing the genetic coding shows perhaps you have a variant. This is what happened here. There will be intends house to house testing. We have seen the surge testing for variants in other parts of the country and everybody in that postcode will get a test in the person who showed they had the brazil variant can be found, and also to make sure there has been no spread in the community. That and also to make sure there has been no spread in the community. No spread in the community. That is the most important no spread in the community. That is the most important thing. No spread in the community. That is the most important thing. There no spread in the community. That isj the most important thing. There are so many extraordinary things about this. The person who had the brazil variant, may not know they have had coronavirus because they have not had their test result. Thei;t coronavirus because they have not had their test result. Coronavirus because they have not had their test result. They have not had their test result. They have not had their test result. They have not had their result had their test result. Yes some of us might see snow at the weekend, more likely on Higher Ground but there is still a chance. Today we have a lot of cloud. It will be rather cold, cold for some already. And over the next days it will turn colder. We have this High Pressure building across and watch how the blue sinks across and watch how the blue sinks across the uk. And as we go into the weekend. Something from the atlantic tries to come in with something milder when it bumps into cold air we might see a little bit of snow. Today a Weather Front is producing showers. Hardly a breeze. A lot of cloud. Dens fog particularly from the south east through 0xford5hire, berkshire, towards wiltshire and gloucestershire. That should break up gloucestershire. That should break up through the morning. The brightest breaks will be in the western parts of the south, if you dodge showers. Some showers could be heavy and thundery. We are relying on a lot of clear skies to get the temperature of 14 degrees. If you are in an area hanging on to cloud, you are more likely to have 4 5 as the maximum. 0vernight we have showers in the south. Drifting to the south east. We will see a return to cloud, mist and fog. And then across the north of scotland, rain to lower levels and snow on Higher Ground. If you have clear sky, it will be cold enough for frost. These are overnight temperatures, another cold night. Tomorrow we say goodbye to the Weather Front with the showers in the south east. We have this Weather Front moving southwards, getting into southern scotland and northern england. It will produce rain at lower levels, snow on Higher Ground, but still a lot of cloud. And as we have a north easterly wind, it will feel colder through the course of the day with temperatures ranging from four in the door, 11 in the south west. Thanks. Enjoy the rest of wednesday. A big reaction to that. Thanks for getting in touch about that.
