Hello to you. The United States has issued a stern warning to myanmar� s military leaders of more sanctions if troops carry on killing unarmed protesters and attacking journalists and activists. The deposed civilian leader, Aung San Suu Kyi, has appeared via videolink in court in myanmar. She now faces fresh charges. Its the first time her lawyers have seen her since the military seized power on february 1st detaining many government leaders. Since then thereve been widespread protests, Security Forces responding with increasing force. This weekend they killed at least 18 protesters. Heres what the Us State Department had to say. We condemn burmese Security Forces� brutal killing of unarmed people, its attacks on journalists and activists, and ongoing unjust detentions. The United States, in close Co Ordination with our partners and allies, we have made clear to the Burmese Military that violence against the people of burma is abhorrent. The recent escalation and tactics by Security Forces is reprehensible. The United States stands in solidarity with the Tens Of Thousands of people in burma who once again came out, peacefully across the country, with courage and determination, to reject this Military Coup and to voice their aspirations for a return to democratic governance, peace and the rule of law. Back on the streets, despite the deadly risk, protesters here try to prepare to face the military as the violence from the Security Forces increases. He lost his life while demanding a return to democracy. He was not alone. In mandalay, this is where 32 year old ma daisy was killed. Witnesses say ma daisy was a bystander, shot in the head near a protest. Translation she was shotj in her temple, from the left. I was told the attacker was riding a motorbike. It happened as the soldiers came and fired. People were shouting, go inside, so we went inside and shut the doors. We couldnt pick up her body, we couldnt even see it because of the gunfire. At this court today, Aung San Suu Kyi appeared via video link, the first time she has been seen since the coup. But her lawyers are struggling against the system. We cannot have any access to the court, to look at the screen on the side of the court, to look at herface, Aung San Suu Kyis face. Because the judge said we are not permitted. Security forces here say they are on the streets to enforce the rule of law, and accused the protesters of rioting, arresting hundreds. Its clear the military are not backing down. The un secretary general, Antonio Guterres, has described the amount of humanitarian aid pledged to yemen this year as disappointing, warning that cutting aid was a death sentence. The un wanted almost 4 billion for yemen, to help prevent a famine. But only 1. 7 billion has been promised. Ive been speaking to fatima abo alasrar, whos yemeni and a non resident scholar at the middle east institute, and previously Programme Officer for the department for International Development in yemen. I asked her thoughts on the lesser amount of aid pledged to yemen. 4 billion to achieve 4 billion, it is a substantial amount of money. The United Nations and the United States appealed to all nations, especially the ones in the region, to give generously, realising that it is really crucial to act quickly because of the economic crisis and also the Global Covid I9 pandemic. And these were making the humanitarian crisis even worse. So the 4 billion is substantial, achieving 1. 7 billion only was kind of expected, given the fact that other nations are really struggling with the covid 19 crisis at the moment. As you say, it is substantial, is it anything like enough to address the problems and do you think theres any chance of getting more . I mean, i think it might be overly ambitious. Just to put things in context, when i was with the department for International Development, about a decade ago, the entire budget for the government of yemen was 6 billion. So, 4 billion is very substantial. There are resources in yemen, that if are targeted and directed efficiently, could be of benefit. But its perhaps important to realize now, more than ever, that given the inability to meet constant pledges last year the pledge also fell short that yemen is in need of a sustainable strategy at the moment that would create necessary economic incentives for the country to function, instead ofjust relying on handouts, otherwise we risk running into the situation again and again, orjust indefinitely, really. And given the fact that its in conflict at the moment, maybe these might be ambitious terms, but a push for a peaceful solution, and for the warring parties to deliver and abide by responsibilities to deliver to the people under their control. There is an argument, isnt there, that the aid that has gone to yemen already and the way its been directed or not directed has in some ways made the situation worse . And thats the paradox of humanitarian assistance, i guess, because despite the appeal of the humanitarian assistance, because it helps the people who are affected by the conflict, there is also an awareness that there are unintended consequences of the assistance, and reason to believe that untargeted or unmonitored assistance can inadvertently fall into the wrong hands. We have seen with this. We have seen this when there was a video circulated last year, with World Food Programme resources donated to the yemeni people but it was in the hands of houthi insurgents and fighters on the frontlines. Many examples like this, like acquiring ambulances or vehicles this is not sustainable in the long run and the international community, the United Nations, need to have a serious conversation about these types of violations in order to help everybody in yemen. But at the moment there is really not no rigorous mechanisms to implement or to monitor where these funds and assistance are going, and food theft, i mean, Assistance Theft is very prevalent in yemen these days. Today is shaping up to be a pretty similar day to how yesterday was, with many places starting chilly, grey, foggy with some low cloud, that will slowly burn back to the east coast, allowing for some sunshine to develop for many of us. So a largely dry day today, a chilly start with that low cloud and fog. Many places though will turn brighter into the afternoon. Now, its all driven by this area of High Pressure, which is keeping things fine and settled. Most places will see light winds which is why we will start off rather grey with this fog around for many places. The exception, the west of scotland, parts of northern ireland, the far west of england and wales, which will start cold, frosty and sunny. But eventually the sun will get going on this cloud, thinning and breaking it. But it could linger again like on monday, through parts of eastern wales, the midlands, Eastern England and also eastern scotland, where we will continue to see some threatened haar lapping against the coast. Sunshine though will develop across southern areas. And winds generally light but still quite fresh to the channel and for the southwest of england. In the sunniest spots we could see temperatures reaching 10 to maybe 14 or 15 degrees, but really chilly where we hold onto the grey, foggy weather only 3 5 celsius. As we head into tuesday night, it looks like that low cloud and fog will tend to return across much of the country. A few clearer spells out west. A few showers starting to push into the Channel Islands and the southwest. So here a bit more cloud, so not quite as cold, but chillier further north, particularly where we have any cloud breaks. So into wednesday then weve got this little Weather Front which is going to bring some wetter weather to southern and southwestern areas. Mainly the form of showery rains some of the showers could be quite heavy for the Channel Islands southwest england, then into south wales, and then spreading into parts of the midlands, southern and southEastern England into the afternoon. Elsewhere its generally cloudy particularly towards the east. Best of the sunshine further west. But despite any sunshine, its actually turning colder across the north. Further south given some sunshine, and again quite mild 10 to 15 degrees. The reason for it turning cold in the north is this new area of High Pressure moving down from iceland. Its got some very cold air mixed in with it, and that is going to affect much of the country as we move through thursday and indeed friday. So a much colder feel to our weather to end the week. It will return to a more settled note though. Thursday looks pretty cloudy across the board. Friday, perhaps seeing a little bit of sunshine in places.
