The un says Security Forces have shot dead at least 18 protesters. And the Coronation Street actorjohnny briggs, who played mike baldwin in the itv soap, has died at the age of 85. Good afternoon. The chancellor rishi sunak says people should be reassured by his plans in this weeks budget. Mr sunak said he would continue to support families and businesses hit by coronavirus, but wanted to level with people that more challenging times could lie ahead as we emerge from the pandemic. He also announced a five billion pounds grant scheme, to help pubs, restaurants, shops, and other businesses in england to re open. Heres our political correspondentjonathan blake. Closed for business and struggling to survive, but some comfort for Companies Hit hard by the pandemic as the government offers £5 billion worth of grants part, the chancellor says, of his promise to do whatever it takes to keep the economy going. And ahead of the Budget A Signal that hell keep spending to offer that support for now. My priority is to keep supporting british families, businesses and people through this crisis. I said at the beginning i would do whatever it took to do exactly that and i remain committed to that. Borrow, borrow, borrow . The right thing to do right now is to support the economy, but i also want to level with people about the challenges we face. Coronavirus has been an enormous shock both to our economy and to our public finances and i think it is right to be honest with people about that challenge and be clear about what our plan to address that is. So at some Point Tax Rises seem likely. Company profits could take a hit if Corporation Tax were to go up and it is reported Income Tax Thresholds may be frozen, meaning more people pay a higher rate. Too soon, say labour, who claim the chancellor has got an eye on the next election. When we talk to businesses right across the country, as i have, what they are really concerned about is confidence. They dont want to see a chancellor who is focused on politics, who is focused on getting any changes through right now so he can wash his hands of them before the next general election. Instead they want that focus on jobs and businesses and sadly that is not what we have seen from this chancellor. Mr sunak denied telling tory mps hed rather raise taxes now and be able to cut them later. I dont recognise that and i think given the shock that weve had over the last year and the Economic Uncertainty we face, it would be brave for people to know exactly what was going to happen in three years. The chancellor is clearly uncomfortable with the level of debt built up over the last year, but even talking about tax rises to try to reduce the burden of all that borrowing makes many conservative mps uneasy. So rishi sunak will have to balance their concerns with his desire to maintain a reputation for managing the economy responsibly. With the worst of the pandemic hopefully over, decisions by the chancellor in wednesdays budget will shape its Lasting Impact on the countrys finances and our own. Jonathan blake, bbc news. Miatta fahnbulleh is the Chief Executive of the new economics foundation, a left of centre think tank, and a former adviser to ed miliband when he was leader of the opposition. Rishi sunak says he wants people to be reassured by his plans. Do they reassure you . I be reassured by his plans. Do they reassure you . Reassure you . I think the devil is in the detail. I think the devil is in the detail. I think he is reassure you . I think the devil is in the detail. I think he is right i in the detail. I think he is right the pandemic has been a massive economic shock, i think he is also right that you have got to continue supporting the economy, and so for me the big test is whether, when we see the budget next week, he does do that, and that means extending some of the emergency support, like the fellow scheme well beyond when restriction i was drawn, but it critically means supporting people, people are struggling out there, the very least he needs to maintain that £20 uplift to universal credit, but i think he needs to go further so that people can be supported through the pandemic, and then finally people have got to invest in the economy, big fiscal stimulus, people have got to invest in the economy, big fiscalstimulus, green jobs and services, we think he was about to unlock 48 billion it would create millions ofjobs in the next two years. Thats the kind of thinking we need. But two years. Thats the kind of thinking we need. Two years. Thats the kind of thinking we need. But he has committed thinking we need. But he has committed to thinking we need. But he has committed to some thinking we need. But he has committed to some of thinking we need. But he has committed to some of these | thinking we need. But he has. Committed to some of these big ticket ideas, hasnt he . There is a lot of money he is putting in, he is not going to end the fellow scheme, but isnt he right, also, to say that hes got to level with people, you know, we all know even from our own basic mortgages and everything else, the cost of borrowing, for example, historically love the past few years, but the curve, the trajectory, is suggesting it will go up. I trajectory, is suggesting it will go u. , 4 trajectory, is suggesting it will go up. I dont think thats wholly clear yet up. I dont think thats wholly clear yet it up. It looks like we are j clear yet. It looks like we are going to have low Interest Rates for some time, but the key thing is, the way it works is that two thirds of the debt that has been accumulated, the debt that has been accumulated, the money that has been borrowed, is locked in low Interest Rates, so whenever you borrow that, that is zero to negative Interest Rates, thatis zero to negative Interest Rates, that is the rate it is locked out. So, i think its really but worrying are disingenuous to say that our public finances are unsustainable. There has been a massive ranking of the deficit, of course, 400 billion sounds like a scary number. I think the difference between the financial faced up to. I think the difference between the financial crisis faced up to. I think the difference between the financial crisis and l between the financial crisis and todayis between the financial crisis and today is not only are Interest Rates much lower than they were then, the critically, the Bank Of England has stepped up and is essentially underwriting about half of government borrowing, so it is just not true, and most commentators concede the stomach is that right, is that a good position for the Bank Of England to be in, to own half the government because my guilt . Well, thats the decision if taken, we have seen that with other countries, i think the central bank has recognised that we were and in an unprecedented moment, and there was needed to be Monetary Policy coordinated with fiscal policy. The key thing is, at some point there will be tax rises, it is right that we should raise taxes on corporations, but those tax rises must be done in order to Fund Long Term spending commitments, like, for example, social security. Raising taxes on the pretext of trying to control communal, a deficit that is unsustainable i think is wrong call. Deficit that is unsustainable i think is wrong call. This 0n twitter the Health Secretary said. It comes as nearly two Million People aged 60 to 63 in england are being invited to book a coronavirus vaccine. Nhs england says people in that age bracket will start receiving letters explaining how to book a jab. The government aiming to offer a first dose to all adults by the end ofjuly. Earlier our Health Correspondent jim reed explained more on how the roll out is progressing. These Vaccination Numbers are very strong. Again, 20 Million People, as you say, just about three months since the first dose, youll remember before christmas, Margaret Keenan was the name of the first person to get a dose on december the 8th, she was 90 at the time, just about to turn 91. I think if you had asked us then, would we be in this position three months on . I think people would have said, not in your wildest dreams. The roll out across the nhs has been particularly impressive. You mention those words from matt hancock and nadhim zahawi, its worth talking about across the uk how this is going, because this is notjust about england, if you look at the numbers per 100,000, wales actually has the highest rate. Of people jabbed already . Of people jabbed already. This is first doses per 100,000. Then england, then scotland, then Northern Ireland, but it is roughly similar, and in a way it is hard or harsh to draw too much of a conclusion, because each of the different parts of the uk has a different population, different ages and so on. All the same, though, these numbers are pretty impressive. 0ne slight note of caution i want to say, i was just off the phone with chris hopson from nhs providers, represents all the big trusts in england, and he said its an extraordinary job that his colleagues in the nhs have done, but he says it is not sustainable in the long term. Theyre having to divert resources away from the normaljobs that the nhs does in order to manage this roll out, and he says its fine for the moment, but we have to think about there will be we in a couple of months time, in a years time, if these Vaccination Programmes have to continue to deal with boosters, top ups, new variants, that kind of thing. 0k, a big date coming up, a week tomorrow, the return of kids to school, a blitz from the government with lateral flow tests, as well, presumably because there are fears that the r number, which we all have been following for a year now, could potentially increase with kids go back to school. Thats right, the data on children in school has never been certain, its always been mixed, its a really hard thing to measure, the impact of children going back to school, how it affects the virus rates in the overall society. What Scientists Say is that there is not much evidence that children are getting this in school, picking it up and spreading it, but theres quite a lot of evidence that it is reflecting what is going on in the community, so perhaps children are getting infected, not getting particularly ill, coming back home, then managing to spread to other people they live with, for example. That is the concern, and that is why what the government has done today is try to roll out this lateral testing programme, notjust to those pupils in Secondary School and college, but to the families of all pupils in the uk, so youll be able to go online, get hold of a bunch of these fast tests that you do at home, if you have children of that age, and be able to do them at home to see if you have picked up the infection, even if it is asymptomatically, if you havent actually got symptoms themselves. That will start to roll out from tomorrow, you will be able to go online to get hold of these tests, pick them up from Testing Centres across england and then you will be able to use them at home and see, like i say, if you have picked this up, if you have been infected. Since we have been listening tojim reid, the uk has recorded hundred and 44 deaths within 24 days of a positive test, over 21 million. Britain reporting 6035 new covid i9 cases on sunday. Police in myanmar have opened fire on protesters in the deadliest day of demonstrations since the february the first coup. The Un Human Rights Office says at least 18 people have been killed. Security forces used Rubber Bullets and live ammunition against demonstrators in at least three cities yangon, bago and dawei. The Foreign Office has condemned the violence as abhorrent. Nyein chan aye reports from yangon the countrys largest city. This is what is happening after deadly protests in several places in yangon today. People remain defiant in the ongoing fight for democracy. As you see, here in the central city. People continue to protest and block the main road to prevent the Security Forces from coming. Today the Security Forces were actually out early taking position at many protest sites across the city. They tried to contain the protest in small streets and townships, even before anti coup protesters were being gathered all together. There were reports of shooting in several places, including near the university, the major gathering points. The circumstances of the shootings in several places, however, are not clear. But we have seen a number of photos of people appear to be fatally wounded. Some reports said that a number of protesters were killed in yangon, as well as some other cities across the country. Police appear to be using Stun Grenades, tear gas and live rounds. Several bloodied people were seen in images from other regions as well, which were circulated on social media pages. It was not clear if they were hit by Rubber Bullets or live fire. So far we can confirm that a teacher who was protesting in yangon died of a heart attack after police used a sound boom. The witnesses and Rescue Workers said reportedly two men were also killed in a suburb of yangon. We are still trying to confirm the number of deaths and injured people. Despite the crackdowns, thousands of protesters remain on the streets in the afternoon. In many places, people are setting up barricades and Carrying Shields to protect themselves. This weekend crackdown is potentially one of the most deadliest since the coup has taken place four weeks ago. It is expected to raise numbers of casualties as well as those who got arrested. These activists took part in an unofficial primary election, where more than half a million voted to pre select democracy candidates for the citys Legislative Council elections, elections that never took place. The Authorities Say this was an attempt to use mass candidates to paralyse the government, and have charged them with subversion. The 47 could face life in prison. Activists say hong kongs Political Freedoms are being eroded. They say the law is being used as a political weapon. Translation we hong kong people are the light of hong kong. The government can take away all our rights, but the eyes of the people all over the world are sharp. A fine, dry and Sunny Afternoon for much of the country. Certainly for england and wales, after a chilly start, those temperatures climbing to the low teens celsius. Bit more in the way of cloud, though, for parts of scotland and Northern Ireland through today. High pressure is dominating the scene which is giving us all this fine and settled weather, but as we head into the overnight period we could see more in the way of low cloud and fog rolling in across parts of england and wales, and could even seen some fogginess for the central belt of scotland, parts of Northern Ireland, too. Where skies are clear, then temperatures will be sub zero, so, some frost will greet us for monday morning, but it will also be quite grey and misty, foggy and murky for many places, certainly for england and wales. I think the low cloud will tend to break up as we move through the day. Some good sunshine across the far south and across northern and western areas, could stay quite grey and chilly crossed some eastern
