Secondary schools in england will be asked to consider delivering face to face Summer Schools as part of efforts to help pupils catch up with lessons lost as a result of the coronavirus pandemic. An extra £420 million in funding has been announced on top of the £300 million outlined in january. The package also includes funding for a National Tutoring programme for primary and secondary pupils. The average Primary School will receive an additional payment of about £6,000. The typical Secondary School will get approximately £22,000. Borisjohnson said the money would help to ensure no child is left behind due to covid. But teachers have questioned whether the money will go far enough. Our education Correspondent Danjohnson has more details. When children get back into class, teachers have the delicate task of working out whos missed what and where extra support is needed. Many are wary of the Pressure Pupils will be under and the risk that some could be discouraged by talk of catching up, lost learning and being left behind. But there is widespread recognition that Home Schooling could never fully replace classroom teaching, so now, theres more money to help everyone get back on track and make sure every child can reach their potential. The Department For Education has announced another £400 million across england, meaning £1. 7 billion has been allocated since the start of the pandemic. Theres £200 million for Secondary Schools to deliver face to face Summer School activities, potentially focused on children moving up from Primary School this year, and £18 million will support Language Development for the youngest children. Schools have flexibility in how they spend some of the rest. The majority of it will go on one to one and small group tuition, targeted at the children who need it most. Some Teaching Unions say much more is required, and its teachers who know best what their pupils need. Exactly how this help is delivered and whether it reaches the right children will be the key to determining the Lasting Impact on the lives of those whove come through the most Difficult School year. Dan johnson, bbc news. Heres what geoff barton, whos from the association of school and college leaders, says. We dont know from the guidance that has come out whether that money is being spent evenly across all secondary and Primary Schools, or whether it is being targeted to those with more children from deprived communities the way the pupil premium money used to. Take two schools in, say, wigan. One school where all of the year 11 pupils lost four weeks of learning because they had to self isolate and the School Next Door where that didnt happen. It will be a difficult issue to decide whether you simply spread the money around or target it, because those pupils who missed four weeks will need something more than those who missed not any time at all. Labour say if you compare this to eat out to help out, the chancellor was more generous to people in restaurants than the Education Secretary is being to children who need to catch up in school but im sure the government would debate that and they point out this is just the start of a pretty long term thing and they will be tackling this problem for quite some time, which probably means more money further down the line. If you disentangle what all the money is being spent on, it is quite useful. A big chunk of this is stuff the government was already pursuing, the extra tuition, either one to one or in groups. A new chunk is something called the recovery premium, given to primary and Secondary Schools in england and teachers can spend it on what they want as long as it is targeted at the most disadvantaged pupils and the ones who have fallen the furthest behind. There is a separate chunk which is aimed at this provision of stuff during the Summer Holidays and Gavin Williamson, the Education Secretary, spelt out what some of that could be. It is there to be able to support them in terms of academic catch up but also some of the softer sides and the Enrichment Activities that we know all children have missed out on as well. But it is part of a long term plan. It is part of a Long Term Strategy to help children, help schools to be able to recover, and be able to really bounce back incredibly quickly. But the most important part of that is seeing children coming back on the 8th of march. So what the government is doing is giving schools in england extra money and flexibility to do what they want over the next few months. What they are not doing, the government, is making a Blanket Policy of all schools either having to have longer school days to catch up or longer terms and shorter holidays to catch up, which some people had been calling for. The Education Secretary made the point that the big thing that is about to happen is all schools are going back on the 8th of march. However, Secondary Schools will have to offer their pupils three tests over the first two weeks that they are back and so i think a lot of schools will have to stagger the return of pupils of pupils to get them safely through the sports hall or whatever they are doing for the testing so it might be a bit more complicated, returning, than just saying, everyone back to the classroom on the 8th of march. But a few weeks ago, a group of us wrote to the government under the banner of Play First Uk to ask that while these decisions are being made, they really take into account childrens social and emotional developer. We know that children and adolescent Mental Health is really struggling now. This year has been really difficult for them. And if we now put them back into school and immediately put lots of pressure on them and theres lots of talk about them and theres lots of talk about them being behind, that feels so unfair. None of this is their fault. They have missed out on so much this year and we just want to make sure that whilst it is really important that whilst it is really important that we focus on educational attainment, we dont forget the whole child in that. We talk about catching up but when we talk about it, we forget that children have also missed out on so many other aspects of their lives. What they want to do is get back to seeing their friends, to playing, sport, drama, to all of the other things. And i am really pleased to hear Gavin Williamson mention the additional activities but it always feels like they are in second place and we know that children will not learn effectively if their Mental Health and their social and emotional well being is not in a good place. We have to put that first so that children are then in a position to really re engage and to get the most out of their education. Nhs england offers thousands of women do it at home smear tests to boost cervical Cancer Screening numbers. More than 31,000 women in north london are being offered do it at home smear tests as part of an nhs trial which aims to cut down the number Cervical Cancer cases. The kits will be given to women who are 15 months overdue a check up. Our Health Correspondent Sophie Hutchinson reports. Cervical cancer affects just over 3,000 women a year in the uk. Smear tests save lives by spotting the early signs and detecting the human papilloma virus, the biggest cause of the disease. But, many women dont get tested. Grace says she missed her smear because she was just too busy, and only went after a friend begged her to go. She was shocked to discover she had severe abnormal cell changes. It was quite scary, especially because i didnt know that much about it. But im just so thankful that i went when i did. It could have been different, if id left it even six months. To help women get tested, the nhs in england is now trialling Home Smear Kits. They will be offered to more than 31,000 women aged 25 64, who are 15 months overdue for a check. It can be quite an invasive procedure for many women so the idea is women can check themselves in the comfort of their own home at a time which is convenient for them. There are instructions on what to do. There are two options with the kits. You can either do the sample at the gp practice and hand it back in and we send it to the lab, or we can send you the kit in the post and you can do the sample at home and put it in the prepaid envelope into any postbox and it will go back to the lab. The trial is taking place in north london, which has one of the lowest upta kes of cervical screening. But the pandemic has significantly worsened the situation across the country, with 600,000 smear tests failing to go ahead in april and may last year, an increase of more than a third on the annual backlog. There has been uncertainty and confusion among women about whether they can or should attend screening right now. Theres been huge disruption. It is concerning because cervical screening is the best protection against developing Cervical Cancers. But a study such as this one is fantastic, as well, because it is offering, even though it isjust in london, it is offering those people who are overdue a different, easier, potentially, way to access screening right now. Campaigners say the Home Smear Kits should be rolled out across the country as quickly as possible if the trial is found to be safe, so that all women at risk of Cervical Cancer can be protected. We have had a number of messages from women saying what a great idea this is because there is still a huge number of women who feel too embarrassed or have sexual trauma which stops them from going for a smear test. If this means they can do it at home, it will remove the risk of not having one at all and this message thinks it is great. But another message says they wont do this because they have no medical background and that is what the professionals are there four and two minutes of embarrassment is nothing. We also know that in terms of how easy and accurate the test is, we know we have got good data to show that 99 of women can take a self sample correctly and it will be effective. 0k, correctly and it will be effective. We will get reaction from presenter jo whiley, who raised this issue last week, her sister has a moderate Learning Disability and has not yet been invited for her vaccine, whereas jo whiley been invited for her vaccine, Whereasjo Whiley herself had. She thinks that was because she is a carer but she thought it was absolute madness that she was invited for her vaccine before her sister. We will get reaction from her. Just to repeat, Thejoint Committee On Vaccination and immunisation is advising that all of the people on the gp Learning Disability register should be invited for their covid 19 vaccination. Theres a warning that the pandemic has led to more children being referred to Social Services in england, because of poverty, parental ill health and domestic violence. A report by the association of directors of Childrens Services says some families, who had been managing before covid, are now in need of significant help. A court in germany has found a former member of the Syrian Security agency guilty of crimes against humanity. Eyad al gharib has been sentenced to four and a half years in prison. He is one of two syrian defendants in the first ever trial over alleged atrocities committed by the assad regime. He was convicted for having helped to arrest protesters during the demonstrations against the regime, that sparked the decade long civil war. Our correspondent Damian Mcguinness has more from berlin. They were pushing for at least ten years, but four and a half years is still a prison sentence, it still is something that shows that this man who was accused of torture did, in fact, do this. What the actual crime was as you say ten years ago, when the peaceful protests against the assad regime started in syria, this former Intelligence Officer was sent out, he gathered up dozens of peaceful protesters. He then brought them back to a jail, a renowned jail where it was known throughout the city, really, that torture was carried out there. Those people were then tortured in thatjail. The other man who was also on trial, in this year long trial, is the more Senior Officer who is accused of organising that torture. That verdict will come later this year. But as you say, this is the first time that a case has been brought to court over alleged torture and in this case, we now know that it did actually happen nder the assad regime. So it is being seen as a Ground Breaking case and will certainly lay the foundations for other similar cases in the future, not only when it comes to whats happening and what has happened in syria, but also in other conflicts across the world. Alex salmond has pulled out of a hearing at the Scottish Parliament today, where he was due to accuse Nicola Sturgeon of misleading parliament. The move came after the parliament withdrew and then republished a revised version of one of mr salmonds submissions to the inquiry. Scotlands Prosecution Service had raised concerns about its publication. Mr salmond was cleared last year of Sexual Assault, and an investigation by the Scottish Government was found to be unlawful. Here they are, just a few days before scotlands Independence Referendum in 2014. Now, though, a row between them could have significant implications for scotland. Hed already taken so much from us when he had assaulted us, that violation, the ultimate betrayal. For him to then come back and sue us, it wasjust. It was mind blowing. That is twin sisters verity and lucy. They were sued by the man they reported for Sexual Assault. When i woke up, i remembered him raping me. He sexually assaulted me and my way of dealing with that was to leave, but i never ever thought he would do that to lucy. If i had ever have thought that, i wouldnt have left and maybe it wouldnt have happened. Verity and lucys cases were dropped by the police. They then posted their allegations on social media, naming their alleged abuser. We werejust Searching Forjustice and came out like, trying any which way to get out. It was kind of like, what are our options at this point . It felt wrong to put alleged on something you know happened, you relive it every night when you have ptsd nightmares, when you get triggered by a smell like aftershave. Like, you know that happened. But he denies their account. And sued them for making the allegations public. Our reaction at that point was, so much has happened to us, we just laughed. Because it was just like, what else do you do . They wanted us to say wed never talk about it again in any way, that we wouldnt name him. So you did something awful you hurt me and you want me to go sit and in a corner and be quiet. Verity and lucys Social Media Posts landed them in court. So it Wasjust Panic in terms of are we going to find a lawyer on time . Only moved out from home a couple of years before. Like, ijust. Just learning how to do basic things Like Council Tax and and you being like, oh, yeah, ijust filed this. It cost me £200. And i wasjust like, what . Oh, no, now we cant eat for the next week or so. Like, when we got the date for the first hearing and having to go there not knowing if he was going to show up, i was so worried, like, i thought that you were going to have a panic attack or something. What verity and lucy have always wanted is power over if and how they share their experience. They reached a settlement with their alleged abuser that lets them do that so long as he is not identified. Ok, you have the human rights, freedom of speech, but there is like an asterisk next to it, you can see this. When it first happened, i felt a bit of a loss. It was that last hope of getting a day in court sort of, like, died. One way of us being able to sit with that decision and deal with it was that we were campaigning for a law that when each victim speaks out, that they should be counted as a Whistle Blower and offered protections and they shouldnt suffer legal action. It was more about that this was something to that happens to survivors. We have to fight this. Now, with the new checks that are coming in to confirm where you are going to be staying, whether you have booked tests in advance, had a negative covid test before you fly, all of those are done on paper. That all needs to be automated so that we can start to get people travelling at scale in a very seamless way. We have been working on this for a long time. With Companies Like travel pass and common pass to make sure that we are planning ahead to automate this, but we need the government to get involved. I think this is where the uk has a real opportunity to take a lead. International travel only works because we have common standards between countries and yet, with all of these new tests and vaccine checks, there are no common standards between countries. With the uk as one of the first Major Economies coming out of the crisis, we can start to establish what those standards are and we can use our presidency of the g7 at the moment to help to bring other Major Economies on board. That will get International Travel moving which is hugely important for the uk because we are a tiny trading nation. We are more dependent on International Trade and travel than almost any other major economy in the world. It is important for us, in protecting jobs here in the uk, that we get flying again in a safe way. And briefly, do you envisage it will be an app that we will download that will have the documentation on . Yes, i think it will be and that will keep the information secure. It will do all of the checks behind the scenes without us having to produce pieces of paper and an app is always more secure than having lots of pieces of paper floating around that you have to show to a physical person. I think it will be much quicker and easier for people to use and it will take into account the different requirements of Different Countries that people might need to visit. We can come together at the end of this lockdown and do the things we wanted to do, we cannot be with them when they were dying, but the hospital staff will have loved them and cared for them, we can come together and remember them and cry and laugh and tell the stories we wanted to tell and celebrate their lives and mourn their loss and that will really help people when they dontjust put it behind them because you never can, but they take part in what they would have taken part in. What do you say to those who might say if there was a god, he would not have allowed the world to be consumed by the pandemic . That is one of the biggest questions. There is a god. What i say is as christians we understand that god came and suffered with us and died on a cross for us, he suffered everything we do in a time of poverty and war, he defeated death and rose from the dead. That is at the heart of this story Ofjesus Christ who historically wandered around in palestine 2000 years ago. For us, that means that god is at our side in suffering. He does not sort everything out but gives us choices to how we live, space to be ourselves but is at our side when we call on him and is with us and loves us and every human being can know that love of god. I have done it, in our own family, as you mention, and many places standing next to a mass grave in south sudan, going through a town with unburied bodies everywhere around us from war and conflict. Ten orangutans have been returned to the wild in indonesia, in a lengthy release operation that was complicated by the coronavirus pandemic. The eight adults and two baby apes were taken by helicopter, truck and canoe to a remote spot on the indonesian side of borneo. The endangered animals were in captivity when they were rescued. Tiffaney sweeney reports. Ten orangutans have been safely airlifted back to their natural habitat on indonesias borneo island. There were a total of five males, a mother with two babies and two other females. They were all released with assistance from indonesian conservation agencies. They were transported by helicopter to avoid journeying on land that could have exposed them to coronavirus. The Bornean Orangutans had all been in captivity before their rescue. This was their First Release into the world for a year. They include menua, a 19 year old female who had been repatriated from thailand. This will include about another 150,000 or so individuals with Learning Disabilities. What do you understand this to mean . The average Primary School will receive an additional payment of about £6,000. The typical Secondary School will get approximately £22,000. But there is widespread recognition that Home Schooling could never fully replace classroom teaching, so now, theres more money to help everyone get back on track and make sure every child can reach their potential. Theres £200 million for Secondary Schools to deliver face to face Summer School activities, potentially focused on children moving up from Primary School this year, and £18 million will support Language Development for the youngest children. Schools have flexibility in how they spend some of the rest. The majority of it will go on one to one and small group tuition, targeted at the children who need it most. Some Teaching Unions say much more is required, and its teachers who know best what their pupils need. Itjust doesnt make any logical sense. Be that as it may, the government decided to ban portugal or stick it on the red list, whatever it is called, so i very much doubt they will change their minds in that respect. And i sort of expect, until they do, or until Something Else takes place, that lends itself to a rethink of the whole system. Plus, it has to be said, there are no direct flights. Ba cancelled them all. The only alternative flights we have encountered thus far rt ap, change in madrid, and then onto heathrow. More than 31,000 women in north london are being offered do it at home smear tests as part of an nhs trial which aims to cut down the number Cervical Cancer cases. The kits will be given to women who are 15 months overdue a check up. Experts hope that it could encourage more women to get screened as many put off going to see their gp due to embarrassment, cultural barriers and worries about the test. Our Health Correspondent Sophie Hutchinson reports. Cervical cancer affects just over 3,000 women a year in the uk. Smear tests save lives by spotting the early signs and detecting the human papilloma virus, the biggest cause of the disease. But many women dont get tested. Grace says she missed her smear because she was just too busy, and only went after a friend begged her to go. She was shocked to discover she had severe abnormal cell changes. It was quite scary, especially because i didnt know that much about it. But im just so thankful that i went when i did. It could have been different if id left it even six months. To help women get tested, the nhs in england is now trialling Home Smear Kits. They will be offered to more than 31,000 women aged 25 64, who are 15 months overdue for a check. It can be quite an invasive procedure for many women, so the idea is women can check themselves in the comfort of their own home at a time which is convenient for them. There are instructions on what to do. There are two options with the kits. You can either do the sample at the gp practice and hand it back in and we send it to the lab, or we can send you the kit in the post and you can do the sample at home and put it in the prepaid envelope into any postbox and it will go back to the lab. The trial is taking place in north london, which has one of the lowest upta kes of cervical screening. But the pandemic has significantly worsened the situation across the country, with 600,000 smear tests failing to go ahead in april and may last year, an increase of more than a third on the annual backlog. There has been uncertainty and confusion among women about whether they can or should attend screening right now. Theres been huge disruption. It is concerning because cervical screening is the best protection against developing Cervical Cancers. But a study such as this one is fantastic, as well, because it is offering, even though it isjust in london, it is offering those people who are overdue a different, easier, potentially, way to access screening right now. Campaigners say the Home Smear Kits should be rolled out across the country as quickly as possible if the trial is found to be safe, so that all women at risk of Cervical Cancer can be protected. Annette has been very successful, and we have done that across the board, but we know there are some places and particularly some groups of women who find it more difficult to go and have that done and are reluctant to do so. And so this new test, which is essentially to look for the hpv virus which can cause that cancer and some people. So this isnt doing your own smear, this is looking for the virus that might cause cancer. We know their people to have to test that dont have the virus, the chance of them developing that cancer very low. On the other hand, if they do have the virus present, it is important that they do go get a smear. So trying to follow up on this of people who are, for one reason or another, not so good at going and getting their smears to try and give them an extra incentive to do so. That is really important. Would it make sense to roll this out and for this to be the way that things are done Going Forward . I things are done Going Forward . I think we need to know whether this pilot test is going to be successful, and 31,000 people is a big study and we need to make sure that it really is effective and the people are willing to do their own swabs that we can get the answers to them, and if they do have a positive test for hpv, they will come in and have a smear done. But certainly, if we find it unsuccessful, think will rule it out nationally. This is a problem which is only going to be with us for a few more years because as we roll the vaccination scheme for hpv and young women, so we will see gradually lesser based infection in the community. But certainly while it is still around, and for the group that have traditionally been more reluctant to go and see their doctor for the smear, we think this is a really important way of taking the fight to the virus and trying to nip it out before it can cause cancer. Gp surgeries have gone to a huge amount of trouble to make sure that they are safe places for people to go, data people need to go and have test, it can be done with minimal risk of being exposed to anything like the coronavirus. So i think people can be confident about going to the surgeries and getting the test they need, but we do recognise that over the last year a lot has been disrupted and a lot has been changed and a lot of people maybe havent taken up there screening appointments as they would have. At the nhs is working really hard, and again, the important point is that if you do get an invitation to come for a mammogram, if you do get sent a test to look for blood in your crew, please do in your stool, please do so that we can get the programmes back on track. And for instance, was Cervical Cancer, it is very treatable, provided it is caught early. But where it isnt, 3000 women die every year of Cervical Cancer. So wondering. People might try and run alongside me and shout things and then, you know, eventually they will give up. It makes me feel conscious when i go for a run on my own. Some of the things women say about the abuse and harassment they face every week when they go out for a run. Someone jumped out of a side alleyway and started chasing me. Now i do get really paranoid passing people in the street. And this, only in the last week, as sophie has been out running. Horn honks and women say the problem has got much worse during lockdown because they cant run with friends or their local running club. Usually i run in a big group of people so that does make you feel a lot more secure and if anyone, its very rare that people do shout at a big group. Parkruns are cancelled, races are cancelled. You cant go to the track. Youve got no option but to go out on your own. Ive got friends who this has happened to them before i and thats actually prevented them i from going out running on their own, which is really upsetting, to be honest, because at the moment weve not really got the opportunity to exercise anywhere else. According to england athletics, a third of women have experienced some form of Sexual Harassment while running on their own and half fear for their personal safety. There are now calls for this to be taken more seriously and for women to report incidents to the police. Females in particular shouldnt feel that they have to put up with this. Thats something that you can report. That could be harassment or public fear. If something is making you feel threatened, uncomfortable, that shouldnt be happening. You do have to think if that persons on the road, what are you trying to achieve . Are you just trying to intimidate them . I say that they need to stop and they need to take a good look at themselves. Its not acceptable, really, and i think there needs to be more respect within the communities. Being able to enjoy a walk in the countryside has provided a vital escape for lots of us during the pandemic but the National Trust says its taking its toll on our beauty spots. Nestled on the edge of bristol, clinging to the top of the avon gorge, leigh woods is a popular place to escape the city for an hour or two. Before the lockdown, before corona, hadnt come up here in years so its really been, for me, working from home, a really big thing, really breaks up the day, just nice to get out into this wonderful open space. Try to get out every day and do something, and actually being able to walk from home is really nice, sort of, locally. Its surprising whats on your doorstep. But with popularity comes problems. Itsjust basically turning into mud. You cant blame people, but, yeah, its a huge effect. Visitor numbers here doubled last year due to lockdowns, and after a very wet winter, paths have become mud baths. What should it be normally like, this path . Wed have a sea of colours in a couple of months time, we would have pinks and yellows and blues, anenomes and celandine and common spotted orchids all along the side. So it would be very, very colourful. And then weve got some nice green pasture and as you can see at the moment, it looks very different. So the grassland at leigh woods is priority habitat, because its so special for the different sort of flowers and things that grow in it. The insects that live in it. And then obviously things that feed on the insects, so weve got seven species of bat here that would be feeding on the insects living on the grassland, so without the grass here, we are losing habitat and then were losing species all the way up. And the concern is that if the damage is too severe, the flora and fauna will not recover. In this National Trust video from hatfield forest in essex, you can see the pathway of special matting they have laid to protect the ground. And here in the lake district, £500,000 is spent each year on repairs as part of a scheme called fix the fells. Weve got a stone path that people ideally would stick to, and beside that, you can see where the area has been worn away by people leaving the path and creating what we call pigeonholes. We are asking people to stick to the path, wear the appropriate footwear, and if you have to step off the path, step off to the side and then step back on and carry on on your way. Social distancing doesnt help as people try to stay further apart and as a result, inadvertently wear down the edges of the paths. Well, we are seeing unprecedented numbers of visitors to our green spaces, our countryside sites. Sometimes double if not triple the numbers, the usual visitors. And of course that is fantastic, we want people to come and visit, get some fresh air, its fantastic for everyones health and well being. But of course that comes with the added impact of erosion to the footpath and the footpath is getting wider and getting muddy and compaction on the footpath. This is clear, this encompasses everyone, and all those people who have been feeling very neglected and like they dont matter, like we dont care, now know that we will be protecting them. This is absolutely crucial, and i could not be more delighted. Have you told frances yet . No, i havent. She lived in a house with six. All of them tested positive. Two weeks ago they were all fine, a week ago they werent. Three of them ended up in hospital and one of them sadly died. This is enormous, and thatjust tells you about the how difficult it has been. This is going to prevent other people dying. So that person who died yesterday, their life will not have been in vain. That means the world. It is extraordinary when you look at the stats that everybody with a Learning Disability was not included in a Priority Group to start with, because, as you and others have been pointing out, people with a Learning Disability are dying from covid at six times the rate of anybody else. I know, this is the problem. These are Vulnerable People, often they cannot communicate. They absolutely rely on us to look out for them and fight for them. So it was very easy just to forget and neglect them in the beginning. But it became apparent as the deaths ramped up, as more people were talking about their loved ones. A lot of us are really fighting for our children, siblings, people we care for and look after. The problem was that it is really, really hard to categorise. It is such a complex issue about what defines whether someone is profoundly disabled, moderately disabled. This is the sensible thing to do, to just say that all of you with a disability, let us protect you, let us get you vaccinated. They cant control their environment as well. They are living in homes where there are people going in and out all of the time, and that is how coronavirus has just gone wild in many of the care homes and settings that they are. That is why it is a sensible decision. Thejcvi also recognises that not everyone will be on this register, and so it is up to all of us to Reach Out To Community to make sure that those who are not on the register but have a Learning Disability come forward.
