Figure for 5 years, with people under the age of 25 worst affected. As the country prepares to start emerging from lockdown, theres a new focus on the use of so called Vaccine Passports in england. The senior cabinet minister michael gove has been tasked with leading a review into the proposal which could investigate the issues that arise around ethics, equalities and privacy, as well as operational and legal hurdles. Borisjohnson said the idea of people having to carry a certificate to go about certain activities was a novelty for our country. He said so called Vaccine Passports would involve Deep And Complex issues, around whether people should have to prove theyve been vaccinated against coronavirus if they want to take part in social activities such as going to the pub. The pms comments come as a Government Adviser and modeller, dr mike tildesley, told bbc news there was a danger a divide will open up between those taking up the jab and people who havent been vaccinated. And this afternoon, scotlands First Minister Nicola Sturgeon will announce her own plans for Easing Lockdown when she makes a statement this afternoon. Mrjohnson is urging the nation to be prudent by continuing to follow the rules and hes warned nothing can be guaranteed. Some of his mps still want the pm to relax restrictions faster. Jonathan blake reports. A return to Something Like life as normal could come by the summer, under the road map announced by the Prime Minister yesterday. As more and more people are vaccinated, the idea of proving you have had the jab to do certain things is under review. Visiting a school in south london this morning, the Prime Minister suggested it was being seriously considered. This is an area where we are looking at a novelty for our country. We havent had stuff like this before. Weve never thought in terms of having something that you have to show to go to a pub or a theatre, and so there are Deep And Complex issues with that we need to explore, ethical issues. There is no doubt Vaccine Passports, or covid status certificates, as the government is calling them, are a sensitive issue. I am for it. Whether you want to travel, go to the pub, like you said, people need to be vaccinated. Idont think the government has a great record of It Implementations, and managing the technology very well, so i think it would very much depend on how the passport was managed. And how it was going to be used. We are all doing it for each other, you know . Were just trying to keep each other well, so i dont have a problem with it whatsoever. I dont think it should be a passport to say you can and cant do that with and without a vaccine. That is not my decision but is for each individual to make. Venues hardest hit by the pandemic may be keen to draw people back however they can but as the government reviews the use of covid certificates there is caution, and no consensus. As someone who believes in freedom it is a little bit of an uncomfortable thought thinking you might need a piece of paper to go to the pub or whatever it might be, but i think the government is right to conduct a really wide scale review into this and i am pleased it is going on at the moment. I dont think implementing such a system would be i simple but we already, l clearly, have a situation where a number of employers are really confused. They dont know what the situation is going to be moving forward, so a review is sensible but please i make sure its a really inclusive i review, one that really drawsi on all the evidence available. In the nearer future, the road map out of lockdown starts on march the 8th, when all children can go Back To School. Two people are allowed to socialise outdoors and care home residents can have one regular visitor. Then on the 29th of march, six people or two households can meet outdoors. And Outdoor Sports facilities can open. From the 12th of april, Nonessential Retail, hairdressers and other personal care businesses can open, along with gems and outdoor hospitality. On the 17th of may, most Social Contact Rules will be lifted outdoors. Six people or people from two households can meet outdoors and indoor hospitality and hotels can open. From the 21st ofjune, all remaining restrictions should come to an end. But, with the way out of lockdown in england, there comes new questions about living with coronavirus in the longer term. Jonathan blake, bbc news. Lets talk to professor sir jonathan montgomery. He led an Evidence Review on Vaccine Passports with the ada lovelace institute. Hes also a professor of Healthcare Law at ucl. Very good afternoon to you. The main criticism seems to be that they are discriminatory. But of course they are. , discriminatory. I think the main criticism are. Thats the point of them. I think the main criticism at are. Thats the point of them. I think the main criticism at the l think the main criticism at the moment is that much it makes sense to implement them now. It would make sense of people who were who were vaccinated were less likely to pass on the virus to other people. What we know at the moment is that if you are vaccinated you are not likely to become seriously ill yourself, but we dont know if that affects Transmission Risk to others. So our main recommendation is that as the government is proposing it should be looked at carefully for the future. From the science, if you have had a job and beyond three weeks after that, or youve had a previous test in the last 48 hours, that is what people really want to know, isnt it . I people really want to know, isnt it . 4 people really want to know, isnt it . ~. , people really want to know, isnt it . 4. ,. ,. , it . I think those two things are different it . The negative test indicates that they are properly not infectious at the moment, but the longer you go the from the test the larger the possibility you will be infectious later. The science may change. It is not likely to change significantly by the end ofjune where we hope to see things opening up. It is not likely the Vaccine Passports will really help us open the economy this summer. , summer. They might in the future. Reall . Summer. They might in the future. Really . There summer. They might in the future. Really . There are summer. They might in the future. Really . There are concerns summer. They might in the future. Really . There are concerns of summer. They might in the future. Really . There are concerns of the l really . There are concerns of the so called divide that will be created with the haves and have nots, and that raises other issues in terms of those that have very good reason to have the jab. And there is also the issue of those who are disadvantaged, who are seemingly suffering more during the pandemic than others. That seemingly suffering more during the pandemic than others. Pandemic than others. That is exactly right pandemic than others. That is exactly right. If pandemic than others. That is exactly right. If we pandemic than others. That is exactly right. If we were pandemic than others. That is exactly right. If we were to i exactly right. If we were to implement passports now, it would disproportionately benefit older people, because quite like quite rightly they have been prioritised to get the vaccine. It will be longer before people get back to the sorts of things that they want to be doing. We also know there are sorts of people that are less convinced about the safety of the vaccine, and although work is being done and is encouraging them to take it up and it seems to be having inroads, it seems at the moment that a disproportionate number of people from ethnic minority groups, and it would seem particularly unfair and cruel impact to say they have been hardest hit by the pandemic. They have the most reasonable reason for making sure that they are safe, and now it would exclude them from the recovery. So it does not seem good social policy. The key is to get vaccinated and then those questions will open up. But even then, there will open up. But even then, there will be groups of people who have reasons not to be vaccinated, so we are currently suggesting. People with severe allergies are still advised to be a bit cautious. You would need to make sure that they are not penalised for doing what is safe. , ,. , are not penalised for doing what is safe. ,. ,. , are not penalised for doing what is safe. ,. , safe. We are going to have to pull away their because Nicola Sturgeon is talking about restrictions in scotland. The total number of cases that make hundred and 76 people in hospital, and 93 people in intensive care, six fewer than less yesterday. I regret to report that in the last 24 hours a further 56 deaths were registered, and the number of debt is now registered a 7006. The General Assembly has just reminded us, behind every one of the statistics is a life under the name. I want to send my condolences to all those who have lost a loved one. Let me also quickly update on vaccinations. As of this morning, 1,000,460 people have received the first dose of the vaccine. That is an increase since yesterday, and it means almost a third of the Adult Population in scotland has now received the first dose, which is quite extraordinary progress. The Headline Number includes virtually everyone in the top four clinical Priority Groups identified by the joint committee for vaccination and immunisation, a milestone that is already saving lives. We are managing to reach people in group five. 82 of people age 62 to 69 have had the first jag. And vaccines are being offered to people in group six. This includes carers and people with Underlying Health conditions. This makes it more than a fifth of the Adult Population. As we anticipated, the daily rate of the vaccination has slowed in the past week due to a temporary dip in supply. Also the need to reserve stocks at the second doses can be given to people who receive the first dose in december. The rate at which we are offering first doses will accelerate after that has passed. We are now able to reach key vaccination targets earlier than previously planned. 0ur Vaccination targets earlier than previously planned. Our intention is to have offered first doses to everyone on Thejc Va Priority List ljy everyone on Thejc Va Priority List by mid april. That includes everyone over the age of 50 and all adults with Underlying Health conditions, and accounts for more than half of the scottish population. Beyond that, again, assuming we should receive adequate supply, we will need to have offered first doses to the entire Adult Population by the end ofjuly, rather than september as we previously anticipated. 0ur Confidence in our ability to achieve this is an because of how we are we have proceeded so far. I want to thank everyone involved. I also want to say a few words directly to people on the shielding less. All of you have officially been offered a first dose and the vast majority have had one. I know some are uncertain about whether being and been vaccinated changes the advice for you. Been vaccinated changes the advice foryou. It been vaccinated changes the advice for you. It does not yet do that. At the moment we are advising all on the moment we are advising all on the Shielding List whether you or not you have had your first doses to keep shielding. Theres letters and other information are available at the Shielding Section of the website. If you are on the Shielding List and live in parts of scotland in level four, that includes the whole of may 90 scotland, you should not go into work, even if you have had one or even both doses of the vaccine. We will update you as the advice changes. We believe the vaccination is beginning to reduce the number of people dying in our care homes. Last week, early evidence was provided for that view, and yesterday the University Of Edinburgh reported the results of hospitalisations. At after the fourth week of the first dose being administered, the pfizer and astrazeneca vaccines reduce the risk of hospitalisations by covid 19 dramatically. That is extremely welcoming and encouraging news. The impact of vaccination and transmission of the virus, including those published by Public Health england yesterday is also encouraging. While i watchwords at this stage can turn you to be caution and patience, there is little doubt that we now have much firmer grounds for optimism that vaccination and the other tools at our disposal to offer us a route back to greater normality. It is by being careful, cautious and prudent that we will make it as safe as possible. Put our progress are out of luck down into reverse. I appreciate this is a frustrating message, but it is an essential one. The point is underlined when we consider the current state of the pandemic. 0n the one hand, we can and should take heart from the fact that the lockdown measures adopted after christmas have had an impact. In the first week of january, after christmas have had an impact. In the first week ofjanuary, an average of. That has fallen by almost two thirds. The figure is now just above 100. We are also now seeing lower Test Positivity Rates and fewer coded patients in hospital and fewer coded patients in hospital and in intensive care. 0n the other hand, there are some signs that the declining numbers are slowing down. Last week recorded hardly any reduction at all. That is likely due to the fact that the most trans visible variant of the virus accounted for new cases. It is harder to suppress. Although our rate is currently below right one it may not be far below it and it may not take much easing at the moment to push it back above one. We are increasingly hopeful that vaccination will have a Significant Impact on the our number but that will take a bit more time. So the bottom line, and this is the claymation message from clinical advisers, at this stage we are not meant to ease restrictions. Yesterday the people returned to childcare in primary settings. Children are going Back To School for essential practical work. It is important we see what impact that has an transmission before we commit to further relaxation. In short, our current position i would summarise is extremely positive and promising, and we should all take heart from that, but still quite precarious and if we are to sustain our progress, we need to exercise care and caution. If we are to minimise the impacts of covid to impact our lives, we need to get the virus to as low as we can and try to keep it there. That is not some kind of ideological goal. We know from experience that it is when the virus is allowed to simmer at relatively high levels in the community, the risk of it accelerating out of control is most acute. That is also when the virus will mutate and may undermine our vaccines the threat of it undermining of vaccines is greatest. That is the context in which we are today publishing the updated strategic framework. The framework has been discussed with business organisations, trade unions and other sectors. There will be further discussions over the next couple of weeks as we put further flesh on the plans that we are setting out today. We intend to publish a further document in mid march giving more detail beyond that i am able to Set Out Today on the sequencing of reopening the economy from late april onwards. However, today we have set out the overall approach to and indicative time scale for Easing Restrictions over the next few weeks, with a view to more substantial reopening, particularly over the economy from late april. In considering the framework, i think it is helpful to bear this in framework, i think it is helpful to bearthis in mind. Framework, i think it is helpful to bear this in mind. At the moment, and a bit longer we need to rely very heavily on Restrictions Tips suppress the virus. That is essential when it is transmissible in case numbers are quite high. In time, once the majority of the Adult Population has received at least one dose of the vaccination, we hope the vaccination will become our main tool of suppression. There may be something of a transition as we gradually rely less and less on restrictions and more and more vaccination. In order to manage that transition successfully and so we can start Easing Restrictions before the full impact of the vaccination kicks in, we need to use a range of other mothers measures to. We are supporting more people to self isolate when they need to, and we are eggs tending Testing Capacity so we can test more people at work, especially in key services and infrastructure roles to use targeted Community Testing more particularly in areas where there seems to be a higher presence of the virus. Travel restrictions are also essential and likely to remain sober more time yet. In the summer, new cases were reported in scotland after the virus had almost been eliminated here, and we dont want to have that happen again if we can avoid it. In particular, we want to guard against importation of new variants of the virus that could be more resistant to the vaccines we are currently using. The strategic framework rightly emphasises the importance of Travel Restrictions and test and protect. They will both health us to ease restrictions. And indicative time frame for Easing Restrictions. As i have already emphasised, the strategic framework is deliberately cautious at this stage. I want to be clear in the coming weeks if the data allows positive trains continue, we will continue to set about Easing Restrictions. As of now, we expect our next changes to be, if goes up according to plan, we will move back to a level system from the last week in april. At that stage, we hope that all parts of the country currently on level four will be able to move out of level four and back, initially, to level three with some revision to the content of the levels, and afterwards to levels according to the prevalence at that time. The advantage of the level system will allow us to let some parts of the country move faster than others if data supports that. Moving back to the level system at that time, will lead to vaccination, we hope to have vaccinated all five Priority Groups by mid april. These groups will be more protected, and vaccinating around half of the population we hope will have an effect on reducing transmission across society as a whole. We dont know how big an effect that will be, but we hope and believe it will give us the headroom to carefully ease restrictions. It is therefore from the last week of april that we would expect to see phased but significant reopening of the economy, including Nonessential Retail, and services such as gyms and hairdressers. The more we have vaccinated and the more we stick by the rules now, the faster that pace is likely to be. If well stay in this together, our progress will be greater. As i said earlier, we will set out detail on mid march on the indicators that will guide us, and will take account of our experience and sectoral views and the order in which we expect those parts of the economy which have been restricted to start reopening from the 1st of april. I want to set out the journey from here to the end of april. We envisage a progressive easing of the current level for restrictions that apply across most of the country and intervals of at least three weeks along with changes nationally on education and care Home Visiting. The immediate priority will continue to be the returning of schools. All of these will depend on an assessment that is safe to proceed. The first easing started yesterday with the partial return of schools. In addition, universities and colleges are able to bring back a small number of students, no more than 5 of the total numbers teaching is critical. We will ease restrictions on care home visitors and according to restrictions we set out at the weekend. Indicative lead from march the 15th, we hope that this will include the next phase of School Return which will start with the rest of Primary School years, four to seven, and also getting more senior phased secondary School Pupils back in the classroom for at least part of the learning. We also hopein least part of the learning. We also hope in this phase to restart outdoors known Contact Sports and we will also aim to increase the limit on outdoor mixing from for people to a maximum of two households compared to a maximum of two from two households just now. From the 5th of april, it is our hope and expectation at this stage that the Stay Restriction will be lifted. We would aim for any final phase of School Return to take place on this date. Communalworship School Return to take place on this date. Communal worship we hope was restart around the 5th of april, albeit with restricted numbers to begin with. In deciding the exact date for this, we will take account of the timing of religious festivals, for Example Easter and passover, so it may be a few days earlier when Communal Worship can restart. We will seek to ease the restrictions on Household Galleries early gatherings earlier. In this phase, we will also reopen retail, and removal of restrictions on click and removal of restrictions on click and collect. Three weeks after that, from 26th Of April, assuming the data allows it, we will move back to levels with hopefully all of scotland that is currently in level for moving to level three, albeit with some possible modifications. At that stage we will begin to open the economy and society in a more substantial way that we are all longing for. It is of course important to me to stress that all of this can depend some continuing to suppress the virus now and continuing to accept some trade offs for a period, for Example International travel i am very optimistic that we can make Good Progress for returning to normality. It is essential to protect health. The Scottish Government is can admitted to continuing support for businesses, continue to receive confirmation for the march budget the Strategic Framework Business Fund until at least the end ofjune, we will also ensure that when local Authority Areas move out of level for common Business Areas are allowed to reopen and continue to receive payments from the fund for at least the next four weeks of the transition next to trading normally. We are also considering some form of tapered support from businesses, to reduce restrictions, and will set out further details shortly. We will work with business and organisations on these. In addition to the concerns of business, i know that people across the country are anxious for as much clarity as possible. I want to give as much as possible. I want to give as much as possible today while avoiding giving false assurance of giving arbitrary dates that have no grounding at this stage in any objective assessment. I am as confident as they can be that the indicative Stage Timetable that i have Set Out Today from now until late april when the economy will start to substantially reopen as in a reasonable one, and in march when we have made further progress in vaccines and have greater understanding of the impact of the initial phase of School Return, i hope we can set out in more detail the further reopening that will take place over april and may and into the summer, when we really hope to be living with much greater freedoms that we are today. For now, however, the most important priority we still haveis the most important priority we still have is to continue to suppress the virus. Of course, for a bit longer, that means sticking to the current lockdown rules. Please continue to stick to both the letter and the spirit of them. Please stay at home except for essential purposes. For now, dont meet people from other households indoors. When you are out and about, please continue to work from home wherever possible, and employees employers continue to support your employees to work from home. We will make it easier for children to get Back To School more quickly, and start to suppress the virus on this path out of lockdown. We will start to protect the nhs were giving the Vaccine Programme its time to do its work. I know that all this continues to be hired after 11 long months of this pandemic, but the restrictions are working. The Vaccination Programme is motoring and we can now see a firm way out of this. If we all stick together and stick with it, we do now, we are now able to say with confidence that we are looking at much brighter times ahead, so please for now stay at home to protect the nhs and save lives. Nhs and save lives. Thank you very much. Nhs and save lives. Thank you very much the nhs and save lives. Thank you very much. The first nhs and save lives. Thank you very much. The First Minister nhs and save lives. Thank you very much. The First Minister will nhs and save lives. Thank you very much. The First Minister will now i much. The First Minister will now take questions on the issues. We will tend take questions on the issues. We will tend to allow 40 minutes for questions will tend to allow 40 minutes for questions and move on to any the business questions and move on to any the business if questions and move on to any the business. If members were to assess their questions, press your request to speak their questions, press your request to speak buttons now. Sifter their questions, press your request to speak buttons now. To speak buttons now. After a year where all our to speak buttons now. After a year where all our lives to speak buttons now. After a year where all our lives have to speak buttons now. After a year where all our lives have been to speak buttons now. After a year where all our lives have been put l to speak buttons now. After a year. Where all our lives have been put on pause, there is a growing sense that this might be over soon. While it is too soon to declare victory, we are seeing the roll out of the Vaccine Programme. We are grateful to all for delivering it. The university of Edinburgh Fund this week that the jab could. The results were better than could have been hoped. It is now possible to start to have those important conversations with friends and family about reconnecting about making plans, and about getting all of our lives back on track. We welcome the information that is contained within the statement today, particularly the details in School Return and visits. There is much that is not in the statements. There is nothing for the thousands of scots that have had medical treatment or operations cancelled and about how and when they will get back up to speed. Huge life events like weddings for a year, about when they can watch down the aisle in front of friends, and there is nothing about when social distancing will end and we can do something as basic as give a loved one a hug. The statement in the accompanying documents relate almost exclusively to the time between 26th Of April the time when the pheasants step tries to move the country to level three. This would stop people leaving the council area. There is nothing about what happens after the 26th Of April. This isnt a boot out of covert 19. It is a Holding Document in the next two weeks. Everyone understands we might not be able to give everyone certainty, but they were expecting the First Minister ticked give them some kind of hope. Many chewed in today because they were expecting to see that. They did not tune in today expecting to be told to tune in again in three weeks time and they have a right to be disappointed. First minister, why wont you let the people of scotland know the plan to get them fully out of lockdown and back to their lives. I will ask for a further update on that as i will ask for a further update on that as soon as i am able to, and on weddings. That as soon as i am able to, and on weddings. I that as soon as i am able to, and on weddings, i hope that when we go into the weddings, i hope that when we go into the period after april we will be able into the period after april we will be able to into the period after april we will be able to see weddings with greater numbers be able to see weddings with greater numbers of people although possibly in likelihood still restricted, taking in likelihood still restricted, taking place, and as i have always done, taking place, and as i have always done, irn taking place, and as i have always done, im trying to be frank with people. Done, im trying to be frank with people, and i think we can be much more people, and i think we can be much more hopeful today than we have been able to more hopeful today than we have been able to beat throughout this entire pandemic able to beat throughout this entire pandemic. Notjust because we have evidence pandemic. Notjust because we have evidence that lockdown is suppressing the virus but that we have suppressing the virus but that we have growing evidence that we have an alternative to Lockdown Restrictions that will suppress the virus restrictions that will suppress the virus instead of Lockdown Restrictions over the longer term and that restrictions over the longer term and that of course is vaccination. That and that of course is vaccination. That does and that of course is vaccination. That does allow us to say that we think that does allow us to say that we think by that does allow us to say that we think by the time we get to april we can start think by the time we get to april we can start to think by the time we get to april we can start to open up the economy and between can start to open up the economy and between now and april we can open up in a gradual between now and april we can open up in a gradualand between now and april we can open up in a gradual and phased way some aspects in a gradual and phased way some aspects of in a gradual and phased way some aspects of the current restrictions in place. Aspects of the current restrictions in place, but we have got to balance this with in place, but we have got to balance this with the reality, not a reality i this with the reality, not a reality i enjoy this with the reality, not a reality i enjoy or this with the reality, not a reality i enjoy or anybody enjoys, but there is still i enjoy or anybody enjoys, but there is still uncertainty. Still uncertainty about the impact of the Vaccination Uncertainty about the impact of the vaccination on transmission although all of the vaccination on transmission although all of the evidence that is now emerging on that is positive, and we need to emerging on that is positive, and we need to make sure that we are not opening need to make sure that we are not opening up need to make sure that we are not opening up while the virus is still hovering opening up while the virus is still hovering and simmering at levels that are hovering and simmering at levels that are too high for us safely to do that that are too high for us safely to do that. The further into the future we go. Do that. The further into the future we go. The do that. The further into the future we go, the reality is, any dates we ive we go, the reality is, any dates we give at we go, the reality is, any dates we give at this we go, the reality is, any dates we give at this stage are more arbitrary. Give at this stage are more arbitrary, it is like putting your finger arbitrary, it is like putting your finger in arbitrary, it is like putting your finger in the wind and coming up witha finger in the wind and coming up with a date that is not firmly based in the with a date that is not firmly based in the evidence, and that is the balance in the evidence, and that is the balance we are seeking to strike. By the middle balance we are seeking to strike. By the middle of march we will have evidence the middle of march we will have evidence of the impact of the early return evidence of the impact of the early return of evidence of the impact of the early return of schools and we will have more return of schools and we will have more evidence, i hope, on the impact of vaccinations, so we will be able to go of vaccinations, so we will be able to go forward a bit more, and give more to go forward a bit more, and give more detail to go forward a bit more, and give more detail in that april into may period. More detail in that april into may period, this is all going in the right period, this is all going in the right direction but this is the moment right direction but this is the moment where we have to be optimistic and positive but also patient optimistic and positive but also patient and sensible as well. Document Strategy Intention is to publish the new strategic objectives for testing as we come out of lockdown, and the point about vaccine, that is still, and there is more than one unanswered question about the impact of vaccination but the biggest unanswered question although less unanswered than it was although less unanswered than it was a week ago is exactly what impact does the vaccine have on stopping people getting and transmitting the virus. The evidence that was published yesterday and the evidence emerging from the Pharmaceutical Companies is really positive but we still need more data to be certain about that. The fact it reduces hospitalisation and deaths is clearly good, that is the principal objective of the first phase of the Vaccination Programme but if it is still transmitting the risk of lung covid and people becoming ill is still there so we need to have more data long covid. No company will become, the more confident we can be that the vaccine will do the job that the vaccine will do the job that the vaccine will do the job that the rest of us have been doing for the last year you are confident will become. The point of elimination versus suppression, you have got to try for as close to elimination it is possible to keep the virus as low as possible, so evenif the virus as low as possible, so even if you dont achieve very low covid, you have got to be as safe as you can before you open up, and a problem with the flu analogy, and i know what people mean, we have got to the flu every year, but the problem is, covid as we know at the moment, especially the shape of long covid, it can be more severe, so being complacent about it is a really dangerous thing to do. Having a conversation with the Chief Medical Officer this morning and he has heard other people use this, that maybe do a better analogy is with measles, measles is kept firmly under control but they are outbreaks time to time which we have got to suppress. We deal with outbreaks, and vaccination does the main job of keeping it under control, and i dont think that is a perfect analogy any more than flow but maybe it is more accurate any more than the flu analogy. 0ur it is more accurate any more than the flu analogy. Our goal is to get back to life and to be able to go about our business the role will want to do. We are much closer to that because largely of the Vaccination Programme than we have been at any point in the last year but we need to make sure that we are doing these sensible things and with an appropriate degree of caution so that before the vaccination is doing all of the work we think it may ultimately do, we are not sending ourselves backwards. Ultimately do, we are not sending ourselves backwards. There is broad consensus across ourselves backwards. There is broad consensus across the ourselves backwards. Finally, im concerned that Vaccine Passports are slowly concerned that Vaccine Passports are slowly gaining traction. This is despite slowly gaining traction. This is despite the First Ministers scepticism when i asked about it last year~ scepticism when i asked about it last year. Can we have an assurance from last year. I would not support the access of Public Services this country . I would not supportl the access of Public Services being based on anything like that. I do think it is important that we dont get caught in any preconceived idea of what people. Some people mean Different Things when they talk about a Vaccine Passport or Vaccine Certificates and we should not close our minds to it. Yellow fever certificates exist for travel to some countries so there might be scope for vaccination giving you the ability to do certain things that without vaccination you might not be able to do, and i agree that there are a lot of things and im not sure there is a huge amount of disagreement between the different governments in the uk on this, a lot of things we need to think through and we need to firstly understand as i have talked about exactly what vaccination gives you in terms of protection against getting or passing on the virus and then we do need to think about these ethical issues about what is it reasonable to say can be accessed with a Vaccine Certificate if you had that and what couldnt . There are some people for some reasons beyond their own control cant get vaccinated and there are other ethical issues which arise, so it is not simple and straightforward and there is a tendency to oversimplify but we should guard against that. I dont close my mind to this but like everybody else we want to think through this carefully. If some kind of mechanism like this can give us some greater normality back at some stage, which we would not otherwise get, lets think about that, but lets think about it properly. 0n the other main point raised, nobody wants is to be a false dawn in care homes and one other thing things we have said clearly and this applies to care homes and schools because we dont want the children who went Back To School yesterday to be out again in a few weeks or a few months, that is why we have got to do this in a steady but Sustainable Way so the things we are seeing are opening up now we get to keep going in that direction and that definitely includes care homes. Lawyers for alex salmond, the former First Minister of scotland, have demanded an urgent explanation after evidence he submitted to an inquiry was taken down from the Scottish Parliaments website. Mr salmond had handed over the written evidence to the inquiry investigating the botched handling of harassment claims against him. Scotlands Prosecution Service had raised grave concerns over the documents. Our scotland editor sarah smith told me more. Yes, the story is getting more complicated. Let me run you through whats happened. Alex salmond has submitted two lengthy statements to the Holyrood Committee investigating the Scottish Governments handling of Sexual Harassment allegations against him and they were laying out his version of events. There was legal wrangling over the last few weeks about whether or not they could be published and last night they were put up on the Scottish Parliaments website and in so doing, they were paving the way for him to appear in front of the committee tomorrow and give evidence in person. Mr salmond had said he wouldnt do that unless his evidence was published. No sooner were the documents put up there then the prosecuting authorities, the crown office, said they had very grave concerns about some legal issues about some of the things said in these statements, so this morning the Scottish Parliament has taken one of those statements down again. They are hoping they will be able to publish a revised version of it later today and that we will be able to look at that, but what is not clear at the moment is whether enough of what mr salmond had to say will be in that revised version to allow him to give evidence. Hes really concerned about this because, unless these statements are published, the committee cant refer to them in their findings, make them part of their report he wants his version of events on the record and he may not appear if the committee is not able to publish what he has had to say. Travel firms say there has been a surge in people booking overseas holidays since the Prime Ministers announcement yesterday. Foreign holidays are banned at the moment, and ministers say they wont lift the restrictions until mid may at the earliest. But Travel Agencies and airlines say bookings have soared as families bet the restrictions will be lifted by the summer. Caroline davies reports. Yesterdays announcement has meant the Travel Industry has their fingers crossed for brighter days. No earlier than the 12th of april, self catered accommodation will open within households, and a Global Travel taskforce will report to the Prime Minister, presenting an idea of how International Travel can restart. The government will then decide and no earlier than the 17th of may, hotels can re open and International Travel might be able to return. It was enough to encourage natalie to book a family trip to yorkshire. We had been keeping our eye on a few places over the last few weeks in anticipation of lockdown being eased. Yeah, just decided to go for it and book it in the hope that things would be back to relative normality come august. And International Travel has also seen a surge in bookings. The response from the customers to the announcement yesterday was quite fantastic to see. Weve been up with some 630 of bookings at easyjet holidays, and this continues now throughout the morning. It just shows what we have said all along, that there is an enormous increase in pent up demand. But travel may not look the same. The industry, the government, and other countries are considering how we can get back to the skies. Proof that passengers have been vaccinated might be key. There is clearly an Important Role for certification for International Travel and we are working with colleagues around the world on that. The question of how much more broadly we can use that certification is one that we have put into a review, because there are so many considerations. While this might look tempting, there is no guarantee that International Travel will start again in mid may. Over the last few months, the Travel Industry has seen Restriction Put on top of restriction, including bans for entire continents and the introduction of quarantine hotels. Removing those measures will take some careful unpicking. Some are cautiously optimistic but have questions. Will testing be a requirement . If so, how will the government guarantee affordable testing for any member of the public that want to travel . And i think that is really important. Also hotel quarantine, that is going to be a significant deterrent, if those measures are still in place. What would the plans be there . Also lots of discussion and talk around vaccination certificates. How International Travel could work will still take some deliberation. Going on holiday is still illegal, so dont pack your suitcases quite yet. Caroline davies, bbc news. Unemployment in the uk has risen to its highest rate in five years with young people the worst affected. Hardly a i surprise and in many respects not as bad as many would have imagined would be the case because there are 726,000 fewer people in employment now than there were before the crisis began, but hidden in all those figures is what, nearly 6. 5 Million People who are currently having theirjob and their wage supported by the governments Furlough Scheme and they are not officially classed as unemployed and they still remain on their Company Books and therefore many suggest that hides a looming problem that is coming down the line. What happens to 6. 5 Million People, some can go back to work you would assume that when the economy reopens and they can begin work again but there are fears for a swathe of society whose job will no longer exist or will not exist in the shape or form it did before the crisis. That is important because at 6. 5 Million People, they account for 20 of the entire workforce, and making sure they can get back to work and contribute to society once again will be the key challenge and that is why there are calls for the chancellor to extend the freddo scheme into the cyber until as we have been hearing the timeline is follow through the Furlough Scheme into the summer. Within those figures, the 726,000 who are not in work, three fifths of those under the age of 25 so it feels as if young people are bearing the brunt of the slowdown the Labour Market and in many respects they have less experience and have been in a job for less time and they might find it harder to get a job and they will also find it more difficult to get back out into the jobs market if and when things start to improve. The Prime Minister said he was not going to pull the rug he was not going to pull the rug beneath businesses and we have a budget coming in the first week of march and it is expected that the Furlough Scheme will be extended and that Business Rates will be looked at. There are reasons for optimism. Absolutely. In many respects a lot of the people who are finding their jobs being furloughed will be able to go back, because they are just jobs that stopped because you we have been told to stay at home and we often talk about travel and tourism and hospitality because they are the most worst badly affected sectors so there is a hope that when things start to open up, if we can get back to some sort of normality by may, june, july, in the economy will pick up again, but i think there is a real concern amongst all of these figures about what sort of jobs are being lost and whether they are recoverable. We have spoken about retailjobs being lost on the high street because the pandemic has sped up our shift online and there is also businesses which have gone under that will not return when things reopen. Those otherjobs that are most at risk and that is why there are more calls more help financial help, to see people through the worst, and it is also worth bearing in mind, and the interesting bit is in the detail of these employment figures, we also get a sense of average earnings and how much we are all owning. On the face of it that has gone up, average earnings have risen so it means we have got a bit of money in our pocket to go out and spend and we have seen that through things like Travel Bookings, there is a lot of pent up demand and we want to get back out and spending again, but at the same time hidden within those figures it tells us that the jobs that are being lost are the lowest paid jobs and there is a concern there that maybe it is retailjobs, hospitality, that have been lost, they are often the lowest paid, and there will be a concern about creating those jobs again because absolutely they are vital to the functioning of our economy. That there is a range ofjobs and a range of skills and a range of income. They rely on cash flow but they have had none of that in the last ten months so they will be glad to get some money back into their system so they can stop throwing things up again but that also illustrates why it takes time to mmp illustrates why it takes time to ramp up the Travel Industry freeing things up again. There is a lot of money which will now be being spent hopefully with the money we have been putting into book these holidays on things like stock and food and staff and people to man the planes and that sort of thing, so there is a lot of money being spent upfront, money they have not had over ten months, so record figures, and bookings were up 500 overnight according to tui an easyjet said over 300 , according to tui an easyjet said over300 , but according to tui an easyjet said over 300 , but the question is, which countries will net us in . We now know when recreational football and golf can resume, when Swimming Pools will reopen, and when crowds could be allowed back into stadiums. For sports fans and players, its been a long wait. Andy swiss has been out to meet people looking forward to a summer of sport. Counting down to the comeback. March 29th is the day when outdoor sport in england can finally get up and running again, the likes of recreational golf, football, cricket and tennis after weeks of lockdown. This tennis club in cheshire has more than 500 members but after being unable to play for so long, the relief is palpable. Weve had six months out, so its been tough. If we get back into it, and this is the start of tennis for the rest of the year, relief. Excited, yeah. To be back doing the thing we love, playing tennis, to get the kids back on court, to do what we need to with the kids, it will be fantastic. So, yes, definitely happy. Then on april 12th, indoor pools can reopen, and after so much disruption to swimming lessons, many believe it cant come too soon. Its obviously such a shame that its still about six weeks out from it. It opens so many doors for you, just even learning to swim, and we cant afford to have this happen. I dont think the damage has happened yet, but once pools open we need to make sure there are steps taken. The sight of facilities like this lying empty has become all too familiar. The hope is that as well as being able to play sport in england you might soon be able to watch it again too. Up to 10,000 fans could be allowed back into major venues by mid may in time for the euros at wembley. For the wimbledon tennis championships, and for crickets new domestic competition the hundred. They will be all sorts of activities going they will be all sorts of activities going on they will be all sorts of activities going on for families. It would be fantastic to have them at the ground. Obviously, we have to be a bit cautious in assuming people will be able to be there and if they are, we will put on a fantastic show. Indeed, Football Fans could be back for the last day of the Premier League season. After liverpool lifted the title to an empty stadium last year, sport fans will be looking to this summer with cautious optimism. Andy swiss, bbc news. With pubs and theatres due to reopen later this year, the Prime Minister tasks michael gove with looking into the use of Vaccine Passports. There are Deep And Complex issues that we need to explore, ethical issues about what the role is for government in mandating all people to have such a thing, or indeed banning people from doing such a thing. Scotlands First Minister says she aims to progressively ease restrictions every three weeks, with a view to reopening the economy from the end of april. This depends on us continuing to suppress the virus now and continuing to accept some trade offs for a period, for Example International travel, but if we do so, i am very optimistic that we can make Good Progress in returning more normality to our lives and to the economy. Travel firms say there has been a surge in people booking overseas holidays since the road map out of lockdown was published. Unemployment hits its highest figure for 5 years, with people under the age of 25 worst affected. The pms comments come as a Government Adviser and modeller, dr mike tildesley, told bbc news there was a danger a divide will open up between those taking up the jab and people who havent been vaccinated and in the last hour scotlands First Minister Nicola Sturgeon has announced her own plans for Easing Lockdown in a statement. Mrjohnson is urging the nation to be prudent by continuing to follow the rules and hes warned nothing can be guaranteed. Some of his mps still want the pm to relax restrictions faster. Jonathan blake reports. A return to Something Like life as normal could come by the summer, under the roadmap announced by the Prime Minister yesterday. Idont think the government has a great record of It Implementations and managing the technology very well, so i think it would very much depend on how the passport was managed. And how it was going to be used. We are all doing it for each other, you know . Were just trying to keep each other well, so i dont have a problem with it whatsoever. I dont think it should be a passport to say you can and cant do that with and without a vaccine. That is not my decision but is for each individual to make. Venues hardest hit by the pandemic may be keen to draw people back however they can, but as the government reviews the use of covid certificates there is caution, and no consensus. They dont know what the situation is going to be moving forward, so a review is sensible but please i make sure its a really inclusive i review, one that really drawsj on all the evidence available. Along with gyms and outdoor hospitality. Our royal correspondent Nick Witchell is here. A short update from Buckingham Palace and the duke of edinburgh remains in the hospital where he is receiving medical technician for an infection at the palace. They go on to say he is comfortable and responding to treatment, and it is expected to remain in hospitalfor several more days. Tonight will be his eighth night. He was admitted last tuesday having felt unwell. His doctors said there would be an abundance of caution and it would be sensible to bring him to hospital. They have given no clue as to what was the cause of him feeling unwell or what was the reason for his hospitalisation, but according to the palace, he has an infection but no clue as to what that is. There is a very measured atmosphere among officials. There continues to be no sign of undue concern or alarm. We must take it at face value when they say he is comfortable and responding to treatment, but it will be several more days before his for his continued stay in hospital. The hos. Ital continued stay in hospital. The hospital is continued stay in hospital. The hospital is not continued stay in hospital. The hospital is not far continued stay in hospital. The hospital is not far from here in hospital is not farfrom here in central london. He is familiar with it. What we know about him as he doesnt like fuss. He wont like all the speculation. And neither did the the speculation. Thats absolutely right. And neither did the family, | right. And neither did the family, particularly about medical matters, but clearly as husband of the queen and husband of the head of state, there is great interest and concern, given his age as we have been reporting every day he is just four months under his 100th birthday. The mention of an Infection Calls to mind that he was treated at that hospital, King Edward Vii Hospital for a Bladder Infection in 2012. He had to break off from the Diamond Jubilee celebrations when he was taken after the hospital there, and also at aberdeen Royal Infirmary in one of his visits up at balmoral. Theres infection seems to have been dealt with but again we dont know what the infection is that is the cause of trouble this time. But there he is. We are looking at pictures of him at a luncheon for members of the order of merit several years ago before his retirement from active royal work in 2017. Its hard to think that it is more than seven years but that he more than seven years but that he more than seven years but that he more than three years that he step down from that. He is very much engage privately with the queen, and they had a brief visit up to bar moral last summer, but they have beenin moral last summer, but they have been in the palace in lockdown for almost a year now. Hate been in the palace in lockdown for almost a year now. Been in the palace in lockdown for almost a year now. We wish him well. Thank ou almost a year now. We wish him well. Thank you very almost a year now. We wish him well. Thank you very much. In the last hour, scotlands First Minister, Nicola Sturgeon, has said she hopes to lift the stay at home restriction in scotland from april the 5th, but was not interested in setting out any Abitrary Dates at the moment for furture stages. Lets take a look at what she announed. The next easing of restrictions will be on the 15th march where its hoped all Primary School children will go Back To School and some secondary School Pupils for part of the week. Theyll also be an easing on limits to outdoor socialising. As weve been hearing, from the 5th april the stay at home order will be lifted, all pupils will be back in school and theyll be easing on Household Gatherings and its hoped from the end of april, all of mainland of scotland will return to the Levels System, starting in level 3, when Nonessential Shops and hospitality can reopen. She made the announcement in holyrood earlier this afternoon. We envisage a progressive easing of the current level for restrictions that apply across most of the country of intervals of at least three weeks, along with changes nationally on education and care Home Visiting, and the immediate priority will continue to be the return of schools. All of these easings will of course depend on an assessment that it is safe to proceed. The first easing started yesterday with the partial return of schools. In addition, universities and colleges are able to bring back a small number of students, no more than 5 of the total where face to face teaching is critical. We will also ease restrictions on care Home Visiting from early march, and guidance was set out at the weekend. The next phase of easing will be a minimum of three weeks so indicatively, from march to 15th. We hope that this will include the next phase of School Return, which will start with the rest of Primary School years, 47, and also getting more senior phased secondary schools back into the classroom for at least part of the learning. We also hope, in this phase, to restart outdoors noncontact group sports for 12 to 17 year olds, and we will also aim to increase the limit on outdoor mixing between households to four people from a maximum of two households, compared to two people from two households just now. And then, a minimum of three weeks after that, so from the 5th of april, it is our hope and expectation at this stage that the stay at home restriction will be lifted. We would aim for any final phase of School Return to take place on this date. Communal worship will also, we hope, restart around the 5th of april, albeit with restricted numbers to begin with. However, in deciding the exact date for this, we will obviously take account of the timing of major religious festivals, for Example Easter and passover, so it may be a few days earlier when Communal Worship can restart. We will seek to ease the restrictions on Household Gatherings further, so it will be at least six people from two households can meet together. In this phase, we will also begin the reopening of retail that will start with the extension of the definition every Essential Retail and the removal of restrictions on click and collect, and then, three weeks after that, as i indicated earlier, so from the 26th Of April, assuming the data allows it, we will move back to levels with hopefully all of scotland that is currently a level four, moving to level three, albeit with some possible modifications. At that stage, we will begin to reopen the economy and society in the more substantial way that we are all longing for. The Conservative Leader at holyrood, Ruth Davidson, said while she welcomed the First Ministers update, it lacked a lot of detail that would give people in scotland hope for when they are able to begin living their lives again. We welcome the information that is contained we welcome the information that is contained within this statement today, contained within this statement today, particularly the information on schools today, particularly the information on schools and care home visits. However. On schools and care home visits. However, there is much that is not in the however, there is much that is not in the statement. There is nothing for the in the statement. There is nothing for the thousands of scots that have had medical treatments, tests or operations cancelled about when this will get operations cancelled about when this will get back up to speed. There is nothing will get back up to speed. There is nothing about people who have had to postpone nothing about people who have had to postpone big life events like weddings for a year and when they will be weddings for a year and when they will be able to walk down the aisle in front will be able to walk down the aisle in front of will be able to walk down the aisle in front of family and friends. And nothing in front of family and friends. And nothing about when social distancing will end nothing about when social distancing will end when we can do social something will end when we can do social something so basic as giving a loved one a something so basic as giving a loved one a hug something so basic as giving a loved one a hug. The time between now and the 2tith one a hug. The time between now and the 26th of one a hug. The time between now and the 26th Of April when the Prime Minister the 26th Of April when the Prime Minister intends to move all of the Country Minister intends to move all of the country level three restrictions, pandemic country level three restrictions, pandemic permitting. This would stop people pandemic permitting. This would stop people leaving their council area. There people leaving their council area. There is people leaving their council area. There is nothing about what happens after the there is nothing about what happens after the 26th Of April. This is not after the 26th Of April. This is not a boot after the 26th Of April. This is not a boot out after the 26th Of April. This is not a boot out of covid. It is a Holding Document a boot out of covid. It is a Holding Document for the next eight weeks. Everyone document for the next eight weeks. Everyone understands we might not be able to everyone understands we might not be able to give everyone understands we might not be able to give everyone an absolute certainty, able to give everyone an absolute certainty, but they were expecting the first certainty, but they were expecting the First Minister to give them some kind of the First Minister to give them some kind of hope. Many tuned in today because kind of hope. Many tuned in today because they were expecting to receive because they were expecting to receive that. They did not tune in and expecting to be told to tuning in three and expecting to be told to tuning in three weeks time and they have a iiliit in three weeks time and they have a right to in three weeks time and they have a right to be in three weeks time and they have a right to be disappointed. First minister. Right to be disappointed. First minister, why wont you let the people minister, why wont you let the people of minister, why wont you let the people of scotland know the plan to et people of scotland know the plan to get them people of scotland know the plan to get them fully out of lockdown and back to get them fully out of lockdown and back to their lives . Lets talk to our scotland correspondent james shaw. A relaxation of the restrictions in three blocks. A relaxation of the restrictions in three blocks three blocks. Thats right. I think what is significant three blocks. Thats right. I think what is significant about three blocks. Thats right. I think what is significant about it three blocks. Thats right. I think what is significant about it is three blocks. Thats right. I think what is significant about it is you | what is significant about it is you have on the one hand a shorter timeframe. Nicola sturgeon is really only talking about the way things are going to change up to the end of april, the 26th Of April is the indicative date, the hopeful date when most of scotland will move from level four to level three. Also, not just the shorter timescale, not looking ahead to the summer at all in the way that borisjohnson did, but cautious as well within that timescale up to the end of april. Just taking the example of schools, where all schools in england, we are told will be fully back on the 8th of march, in scotland, that will not happen until about a month later, about four weeks later. In terms of other measures, i think there is also a degree of caution in there as well. Whether it is a case of scotland deciding on its own that this is the best way to work things, or whether it is also looking at what is happening in england, certainly it is the case that it looks as though significantly different decisions are being made here compared to what we heard from borisjohnson here compared to what we heard from Boris Johnson yesterday. Here compared to what we heard from borisjohnson yesterday. Ibshd here compared to what we heard from Boris Johnson yesterday. Boris johnson yesterday. And much more regional Boris Johnson yesterday. And much more regional approach, Boris Johnson yesterday. And much more regional approach, too, Boris Johnson yesterday. And much more regional approach, too, withl more regional approach, too, with the reintroduction of tears. The reintroduction of tears. Thats ve true the reintroduction of tears. Thats very true and the reintroduction of tears. Thats very true and we the reintroduction of tears. Thats very true and we expect the reintroduction of tears. Thats very true and we expect that the reintroduction of tears. Thats very true and we expect that to i the reintroduction of tears. Thats l very true and we expect that to kick in at the end of april on the 26th Of April. The current level for restrictions that we have across Mainland Scotland and many of the islands, that is when they would expect to move to level three, although it could be the case that some areas will not be able to make that move, so you will potentially have that differential where some parts of scotland will be under tighter restrictions, and it could also mean that Travel Restrictions will be significant again. It was the case before christmas that you could not travel outside your council area, and that could be the case again. I think in terms of the criticisms that Ruth Davidson was making, she was saying that people would have tuned in and have a right to be disappointed in that this timeline only goes up to the end of april, Nicola Sturgeon, response to that was that it was time for patients and optimism, and i suppose thatis patients and optimism, and i suppose that is the combination she is hoping will be the right one for the weeks and months ahead. Thank you very much lawyers for alex salmond, the former First Minister of scotland, have demanded an urgent explanation after evidence he submitted to an inquiry was taken down from the Scottish Parliaments webiste. Mr salmond had handed over the written evidence to the inquiry investigating the botched handling of harassment claims against him. Scotlands Prosecution Service had raised grave concerns over the documents. Our scotland editor sarah smith told me more. Yes, its an extremely complicated story but its a very, very important one. Let me run you through whats happened today. Alex salmond had submitted two lengthy statements to the Holyrood Committee investigating the Scottish Governments handling of Sexual Harassment allegations against him, and they were laying out his version of events. The headlines on bbc news. With pubs and theatres due to reopen later this year, the Prime Minister tasks michael gove with looking into the use of Vaccine Passports. Scotlands First Minister says she aims to progressively ease restrictions every three weeks, with a view to reopening the economy from the end of april. Travel firms say there has been a surge in people booking overseas holidays since the roadmap out of lockdown was published. Under the lifting lockdown roadmap, Outdoor Sports and Sports Facilities can reopen from march 29th. But its not until april 12th at the very earliest that gyms and spas can reopen for individuals and households. Lets talk to humphrey cobbold, the boss of puregym. Your reaction when you heard that announcement yesterday. Goad announcement yesterday. Good afternoon announcement yesterday. Good afternoon. Our announcement yesterday. Good afternoon. Our reaction announcement yesterday. Good afternoon. Our reaction was announcement yesterday. Good afternoon. Our reaction was a l announcement yesterday. 13mm afternoon. Our reaction was a little bit bittersweet. We were hoping we might get the chance to open in march, but it if it if it is April The 12th or shortly thereafter we think that is a good thing. We think there government has recognised how important gyms are for people so they have got us opening alongside Nonessential Retail at least, and we will be ready to provide services again for the health and well being of the british people. We again for the health and wellbeing of the british people. Of the british people. We have soken of the british people. We have spoken before. Of the british people. We have spoken before. The of the british people. We have spoken before. The point of the british people. We have spoken before. The point has. Of the british people. We have spoken before. The point has been made regularly that the restrictions indoors, the covid security that has been introduced, youve always felt was sufficient. There must be more than the level of disappointment about this. Riff than the level of disappointment about this. , , than the level of disappointment about this. , , about this. Of course there is but we understand about this. Of course there is but we understand the about this. Of course there is but we understand the government l about this. Of course there is but l we understand the government has about this. Of course there is but we understand the government has got important trade offs to make. They have worked incredibly hard and credit needs to be given where it is due in terms of getting their Vaccination Programme together and getting it up and running. Its been a stunning performance. When you have worked as hard as you have that you dont want to sacrifice the gains that you have made or can make in the future with the rotary opening. So whilst i do believe we would be safe opening sooner and not pose a risk i do understand the government taking a cautious approach. Government taking a cautious ai iroach. ~ , government taking a cautious aiiroach. ~ , approach. The Prime Minister said he would not be approach. The Prime Minister said he would not be pulling the rug from would not be pulling the rug from under business. I guess what he means is that the fellow scheme may be going a bit longer, Business Rates may be looked at. It is exactly to that we need watching quite closely. Absolutely. It is exactly to that we need to it is exactly to that we need to turn our attention now. To put some kind of context on it, the delay in our reopening from now until April The 12th, that is going to because the 12th, that is going to because the business im responsible for about £25 million. We are going through, despite our best efforts, about £5,000 a day at the moment, and operators across the country have reduced costs but are still facing bills for regiment, because the people, renting facilities so it is still very difficult and we need to as the government despite the support they have already asked offered, to consider businesses such as ours, 12 months with zero revenue has been very tough for the sector and we hope the budget when it comes out next week will show some movement on those key areas, an extension of the rates holiday, potentially a reduction in vat and continued support for the failure furlough as we go through a period of recovery. Those will be essential. The problems businesses dont end with reopening. Reopening is a good for a start. There is lots more work that needs to be done and we hope the government will be there to support us. Half we hope the government will be there to sopport us to support us. Half £1 million a da. To support us. Half £1 million a day would to support us. Half £1 million a day would you to support us. Half £1 million a day. Would you be to support us. Half £1 million a day. Would you be able to support us. Half £1 million a day. Would you be able to to support us. Half £1 million a i day. Would you be able to afford to support us. Half £1 million a day. Would you be able to afford to pay that back . There will be a day of reckoning, went there . Pay that back . There will be a day of reckoning, went there . There will indeed. Of reckoning, went there . There will indeed we of reckoning, went there . There will indeed. We have of reckoning, went there . There will indeed. We have worked of reckoning, went there . There will indeed. We have worked hard of reckoning, went there . There will indeed. We have worked hard to of reckoning, went there . There will indeed. We have worked hard to get| indeed. We have worked hard to get our number down to that. We started at £1. 5 million per day. The costs are pretty much fixed in the case of our business and that is true for all of hospitality and other businesses that have been hit so hard as well. We have had to work incredibly hard to get that cost breakdown, and we have had to issue new equity end receive money from our investors. We have had to borrow money but many businesses like us will have run up rent arrears because we cant afford to pay rent while we have got no money coming in, yet landlords are still demanding rent from us. So there is a day of reckoning coming down the tracks. There will have to be some degree of sharing the pain, i think, particularly between tenants such as the cells and landlords. Some have come to the party and been very supportive, but the majority still need to do so. We need to reconcile that before we find ourselves in a very difficult situation, many businesses, many thousands of businesses, many thousands of businesses in many sectors. Your sense yesterday, businesses in many sectors. Your sense yesterday, relief businesses in many sectors. Your sense yesterday, relief probably doesnt sum it up. fist sense yesterday, relief probably doesnt sum it up. Sense yesterday, relief probably doesnt sum it up. I do call i what we are heading for. I do call credit to the government on the way they have turned things around over they have turned things around over the last two or three months. I think we all recognise that. In all honesty, we would like to reopen as soon as possible but only when it is safe. It is absolutely essential and im sure all businesses would join me in saying this, it is essential this is the last luck down and we get some sort of stability going into the summer. I think that is what we have got to be doing and we really need to play out the role in doing that. Really need to play out the role in doing that really need to play out the role in doini that. ,. ,. , doing that. Thank you very much for talkini to doing that. Thank you very much for talking to us unemployment in the uk has risen to its highest rate in 5 years with young people the worst affected. However, the ons said that there were some tentative early signs of the Labour Market stabilising. In the latest three month period, figures from the ons show the uks unemployment rose to 5. 1 . The number of redundencies still remains at record levels despite a fall in the latest three month period. And in those last three months, unemployment for those aged between 16 and 24 rose by over 14 . Our business presenter ben thompson is here. The under 25 figure is of particular concern. , concern. In many respects, they may find it more difficult to get work. They may be more flat flexible and have more relevant qualifications but they are less experience and then would find it very difficult to get out into a jobs market that would be very competitive after all this. There are concerns this and also what. The arcadia group, debenhams, that push towards Online Retail away from traditional high streets. That has been sped up by the pandemic. In hospitality and travel and tourism, the three sectors that have been so badly affected. It is worth pointing out as well that even though the jobs numbers seems relatively stable, as you said 5. 1 . It is higher than the government would like and many would like, it could get much higher when we see the true extent of the fellow scheme. There are calls for the chancellor to extend that scheme well into the summer, because as of february six. 4 Million People were still having theirjob subsidised by taxpayers because they were unable to get back to work. There are fears and that to use your words down the line there will be a day of reckoning for people who will be able to get back to jobs people who will be able to get back tojobs or people who will be able to get back to jobs or those that may found that theirjob no longer exists or exists in a very different from the job left before this crisis began. Lots of concern. As you said, some reason for optimism, the number of vacancies in the number of free jobs that people can apply for rising slightly but there is still a long way before the jobs market can get back to the store to stability it saw before crisis began. Thank you very much during lockdown, many Church Services have become virtual, but one vicar from all saints belvedere decided to use his new Live Streaming skills to engage people in a slightly different way. You can build that community and groups around games and streaming, and actually, part of ministry is being where people are. England women have beaten Northern Ireland 6 0 in their first match in a year. It was a friendly at St Georges Park which saw new interim head coach hege riise take charge for the first time. Jill scott was given the captains armband on her 150th cap. It didnt take long for the goals to come, ellen white pouncing on a mistake from the Northern Ireland defender to get englands first. Her second was set up by lucy bronze and for her hat trick, white got on the end of a beautifully weighted ball from jill scott. Englands fifth was set up by bronze who put the ball on a plate for rachel daly and the sixth was a penalty, a debut goal for ella toone. Hege riise was very pleased with the performance. Obviously, six goals, four players getting their first cap, and we pushed over 90 minutes and we wanted more goals. We tried to find the pocket in between, run at them, and we showed character. Scotland women are playing portugal in their last euro qualifier. Scotland cant qualify, but this is stuart mclarens Second Interim game in charge. These are live pictures from cyprus, where the match is taking place because of covid. It is still goalless. The best chance for Claire Emslie but no one could get on the end of her dangerous cross. Scotland cannot qualify for the euros. Attack coming forward for scotland here but again it has just gone wide, unfortunately. And you can watch this game on the bbc sport website and app. Tottenham Managerjose Mourinho says hes determined to turn around the clubs poor run of form, which has seen them fall away from the top four. Spurs have lost five of their last Six Premier League games, and are now nine points away from fourth placed west ham who they lost to on sunday. Iam my i am my emotions. Iam my emotions. Youve been sending in lots of questions about the governments roadmap for Easing Restrictions in england. It is one of the sad things about the epidemic more than anything else, the impact that the epidemic and the restrictions have had on children and students, and hopefully that should not carry on for much longer. Universities are not mentioned in the road map and it depends on your degree. If you are doing a degree that it is essential that you take part in practical teaching and access specialist facilities then you can start again from the 8th of march so that would include medical students, nursing students, and other people with essential practical work. If there isnt essential practical work then, and im not going to mention any because i will probably get e mails from people telling me that there is essential practical work in their degree, but if it isnt, then the government has not set a date yet and they have said they will review that after easter. That after easter. Professor griffiths, that after easter. Professor griffiths, this that after easter. Professor griffiths, this i that after easter. More now on the announcement by scotlands First Minister, Nicola Sturgeon, who this afternoon has said she hopes to lift the stay at home restriction in scotland from april 5th, but was not interested in setting out any Abitrary Dates at the moment for furture stages. Yes, what we are seeing this afternoon is a picture scotland . Yes, what we are seeing this afternoon is a picture in this afternoon is a picture in scotland where we recognise that we cant stay in lockdown indefinitely and we dont want to stay any longer than necessary but we have got to plot our way out of lockdown very cautiously and in a safe way for the population of scotland. The environment is very different now compared to the last time we exited lockdown, a lot has changed, because we are now dealing with a variant which has become the predominant type of virus that we are seeing in scotland, and of course we have got the wonderful encouraging news of the wonderful encouraging news of the Vaccine Programme and the effects that is having at this early stage, as well. Nevertheless, it is important that at this stage we pick our way through these next few weeks very carefully and make sure that we know precisely what is happening and we dont have a rise in cases across scotland again. The we dont have a rise in cases across scotland again scotland again. The priority for the First Minister scotland again. The priority for the First Minister was scotland again. The priority for the First Minister was getting scotland again. The priority for the First Minister was getting schools | First Minister was getting schools back to normality, and a slightly more cautious approach in scotland, but yesterday you expressed concerns about getting schoolchildren back . Caution is the word i would use more than concern, and everyone is keen to prioritise children and make sure they return to face to face education and it goes as smoothly as possible so we dont risk having to reverse back from that at any point in time, and the way we have decided to do this based on the data we have and the modelling we have produced for this is to do this in as cautious away as possible and making sure those children who are known to be leased at risk at least at risk in terms of transmission to go back first, then gradually adding more and more children to face to face learning so we can chart the progress and make sure we are not precipitating any kind of increase in cases. It is not so much the risk of children being back in school that im uneasy about, but the fact that as soon as children go back into the school place, what it does, it frees parents and the people who look after them to go about their business and for them to come together more often, and it is in that environment we are more likely to see the increase in cases beginning to happen. Likely to see the increase in cases beginning to happen. Obviously, be viiilant is beginning to happen. Obviously, be vigilant is the beginning to happen. One of the groups based in the University Of Edinburgh, the work they were able to show at the stage with their group, with both uk vaccines that have been deployed at this point in time, in that period up to four weeks, we saw a rise in the effect of the vaccine and also that it was starting to show a Significant Impact on reducing hospitalisation and that is really encouraging news. What i expect to see over the coming days and weeks is more and more data filtering so which will show the impact it is having on mortality rates but also probably the one everybody is waiting for come up with bated breath, what is the impact on transmission rates . Ill be able to reduce the number of both symptomatic and asymptomatic infections that we are seeing across the system . Are we able. We need a bit more from them for a bit longer while we deploy the Vaccination Programme and we need to make sure that we protect as many people across scotland as possible before we are letting down our guard. Im confident that the scottish people will stick with it for that little bit longer to make sure that we dont get into a situation where we see an increase in the number of cases and that will lead potentially to an increase in the number of hospital cases and then deaths as well. Gregor. Now its time for a look at the weather with helen. Good afternoon. It is a tale of two halves, our weather. We have got areas to the south of our weather front enjoying some warmth, some sunshine, but actually for many we are enveloped in cloud and this cloud is producing a lot of heavy rain and concerns are that rain will top up to around about 100, 120 millimetres in some parts of scotland, southern highlands, Southern Uplands in the next 24 hours. But it is notjust these areas where it is raining. Many parts are seeing some heavy rain, the ground is saturated, the flood warnings are starting to rise. So further rain to come for Northern Ireland, parts of scotland, across Northern England, the north and west of wales and it is windy, gales up through the irish sea so very blustery for the east of Northern Ireland, western scotland, western fringes of england and wales, but wherever you are it is a windier day, even in the sunshine where it is relatively mild at 14, possibly 15 degrees. And it is mild across the board, because yes, we do have all that warmth being pushed northwards on those southerly winds. But the rain does not really move much, as you can see, through this evening and overnight to get further pulses of quite heavy rain, particularly for parts of Northern England, southern scotland, the north and west of wales. With the wind, the cloud, the rain combined, even in the drier weather to the north, it remains mild through the night. But clearly, with that amount of rain onto saturated ground, already high river levels, we are concerned about flood warnings. All warnings, flood warnings and weather warnings, including the amber weather warning, are on our website. So you can see tomorrow that weather front still with us across central parts of the uk. To the south of that we have all this warm air which is actually providing the energy for that moisture, but again, like today, southern and eastern areas, and in fact to the north of that weatherfront, will enjoy some sunshine. It could be that the north east of scotland does not see that much rain during the course of tomorrow, it gets quite warm, but for parts of wales, Northern England, southern scotland, yes, the rain starts to ease a little bit here, but it still continues to rain onto saturated ground. And again it is mild where the sun comes out, because there might be more high cloud in the south tomorrow, we could see 16 or 17 degrees. By thursday, that weather front becomes slow moving across southern and eastern areas, not that much rain left on it but cloudier skies. A little bit fresher elsewhere, one or two showers with the westerly wind replacing the south westerly that we are seeing at the moment. And it does look as if we will see some drier, calmer weather towards the weekend. The website has the warnings. This is bbc news. Im ben brown. The headlines. Scotlands First Minister says she aims to progressively ease restrictions every three weeks, hoping to reopen the economy from the end of april. This depends on us continuing to suppress the virus now and continuing to accept some trade offs for a period, for Example International travel, but if we do so, i am very optimistic that we can make Good Progress in returning more normality to our lives and to the economy. Buckingham place says the duke of edinburgh is receiving medical attention for an infection and is not expected to leave hospital for several days. Unemployment hits its highest figure for 5 years, with people under the age of 25 worst affected. As the country prepares to start emerging from lockdown, theres a new focus on the use of so called Vaccine Passports in england. The senior cabinet minister michael gove will lead a review into the idea, looking at the ethics of such a scheme, as well as potential technical and legal difficulties. Borisjohnson said a Vaccine Certificate scheme would be a a novelty for our country. Vaccine passports, he said, would involve Deep And Complex issues, around whether people should have to prove theyve been vaccinated against coronavirus if they want to take part in social activities such as going to the pub. It comes as a Government Adviser and modeller, dr mike tildesley, told bbc news theres a danger a divide will open up between those taking up the jab and those who havent been vaccinated meanwhile, Nicola Sturgeon has said this afternoon that scotland should be able to move out of lockdown and into a tiered system of restrictions by the end of april she outlined plans to ease rules every three weeks. Well, the day after mrjohnson revealed his road map for england, he urged people to be prudent by continuing to follow the rules and hes warned nothing can be guaranteed. Some of his mps still want him to relax restrictions faster. Jonathan blake reports. A return to Something Like life as normal could come by the summer, under the roadmap announced by the Prime Minister yesterday. Idont think the government has a great record of It Implementations and managing the technology very well, so i think it would very much depend on how the passport was managed i and how it was going to be used. They dont know what the situation is going to be moving forward, so a review is sensible but please i make sure its a really inclusive i review, one that really drawsj on all the evidence available. Along with gyms and outdoor hospitality. We have got the latest figures for uk coronavirus. There have been 548 deaths within 28 days of a code 19 positive tests. In terms of new cases, 8000 249 new cases of coronavirus in the united kingdom. The latest number of vaccinations is almost 18 Million People have received their first dose of the vaccine. 17,000,900 and dean. The government keeping up their momentum on the back seam bowler. Lets talk a bit more about the idea of Vaccine Passports now. Christopher dye is a professor of epidemiology at the university of oxford. He is one of the lead authors of the Vaccine Passports review for the royal society, which is the oldest Scientific Academy in the world. Thank you for being with us. The government are going to look into this with guy michael gove leading their inquiry as to whether we should have them. Do you think it is a good idea. Should have them. Do you think it is a good idea a good idea. Vaccine passports are certainly going a good idea. Vaccine passports are certainly going to a good idea. Vaccine passports are certainly going to be a good idea. Vaccine passports are certainly going to be helpful a good idea. Vaccine passports are certainly going to be helpful in certainly going to be helpful in releasing the lockdown, but our review concluded that there are some very important considerations that need to be satisfied before we decide to go forward with Vaccine Passports. We need to be sure that people who are vaccinated have their own health protected, and they dont put at risk the health of other people. In other words, they are not capable of transmitting infection to others. We need to ensure that the certification and identity process works well, and that no one Sensitive Information is released to others. We need to be sure also that Vaccine Passports will not be unduly discriminatory. In other words, they should not discriminate against people who have to carry out essential functions in society such as food, medicines, health care and so on. And the fourth issue is who gets to decide. That is clearly going to be an issue in the review that michael gove rolls out. Surely the are that michael gove rolls out. Surely they are discriminatory that michael gove rolls out. Surely they are discriminatory in that michael gove rolls out. Surely they are discriminatory in their they are discriminatory in their very nature. If some people are saying they dont want to vaccine because they dont like the idea of the vaccine, or the some Health Reasons they cant have the vaccine, then they cant share a Vaccine Passports so they will inevitably be discriminated against and feel hard done by. Discriminated against and feel hard done b. , discriminated against and feel hard done b. , ~ discriminated against and feel hard doneb. ,. , discriminated against and feel hard doneb. ,~. ,. , done by. Exactly. We have already seen these done by. Exactly. We have already seen these questions done by. Exactly. We have already seen these questions raised seen these questions raised repeatedly in countries that have decided to go ahead with some form of vaccination passport. In israel, for example has rolled out vaccine to more of its population than anywhere else, and as you say it is in the very nature of these passports that they are discriminatory. But we want to make sure that people who are excluded through the use of such a passport are not people who are excluded unfairly. Earlier in your bulletin, one of your correspondence referred to the opening up of the social divide, and we have seen that exacerbated in the number of streams during the pandemic and we dont want to see Vaccine Passports make it worse for people of lesser means. I suppose one of the worse realities could be that companies, and i suppose some are already starting to do this, say that you can only have a job with us if you have had a jab. So this may become a reality. This is the fourth so this may become a reality. This is the fourth when so this may become a reality. Tt 3 is the fourth when i mentioned earlier which government needs to resolve. Who gets to decide about passports . There are some aspects of past building that are in the government domain, and there are some that would be left to private businesses and rightly so. We are already hearing about the legality of employers saying, for example, no jab, nojob. That will work of employers saying, for example, no jab, no job. That will work itself through. But the situation for employers is not going to solely rely on a legal environment. They will have to consider the employer employee relationship, ethical considerations and so on. This will take a little while to be worked out, but the review taking place is going to be very important, because the government need to set out the parameters under which we are operating soon. Parameters under which we are oieiratin soon. ~ ,. Operating soon. Thank you very much for oinini operating soon. Thank you very much forjoining us we can speak now to the Shadow Health secretary, labours jonathan ashworth. Thank you for being with us. Can i ask you about Vaccine Passports . The government are looking at it very seriously with michael gove leading the inquiry into it. What is labours position on this. We need to look into labours position on this. We need to look into it labours position on this. We need to look into it carefully labours position on this. We need to look into it carefully so labours position on this. We need to look into it carefully so we labours position on this. We need to look into it carefully so we are l to look into it carefully so we are that there will be a review. The Vaccine Passport is probably going to be inevitable for International Travel in the foreseeable future. That should not be too controversial. Many countries across the world insist on yellow fever vaccination. African countries and far eastern countries. Weve seen that principle. Weve never seen it for domestic arrangements in this country are in many countries so we need to understand the implications. I can see the arguments, but if you are going to have a passport for a covert vaccination covid vaccination, why not have one for a measles vaccination for example . Before the crisis, there were localised measles outbreaks amongst children, so will we be asking for mmr vaccination passports . But what would ou mmr vaccination passports . But what would you say mmr vaccination passports . But what would you say to mmr vaccination passports . But what would you say to a mmr vaccination passports . But what would you say to a company mmr vaccination passports . But what would you say to a company that mmr vaccination passports . But what would you say to a company that says| would you say to a company that says you can only come and work for me and my company if you have had the vaccination . In other words, and my company if you have had the vaccination . In otherwords, no jab, nojob. Orto vaccination . In otherwords, no jab, nojob. Or to a vaccination . In otherwords, no jab, nojob. Orto a pub vaccination . In otherwords, no jab, nojob. Or to a pub landlord who says you cannot come into the pub unless you have a vaccination passport. In other words, unless you have a vaccination passport. In otherwords, it unless you have a vaccination passport. In other words, it may not be down to the government in the end. It may be down to these individual governments of companies or businesses. T5 it companies or businesses. Is it leial . I companies or businesses. Is it legal . I dont companies or businesses. Is it legal . I dont think companies or businesses. T3 t legal . I dont think that would be legal . I dont think that would be legal at the moment. I think it is discriminatory. Those pubs and businesses dont ask the flow and mmr vaccinations although that flew in measles are very serious. We have not had outbreaks to the scale of covid 19 obviously, but there are very seriously some people are very seriously some people are very seriously some people are very seriously affected. I think it is important we do debate this because it has to be a decision for society and whether society will be prepared to accept these limitations on Civil Liberties. There are certain workforces that need to have certain workforces that need to have certain vaccinations. Certain health and care workers need to have m vaccinations for hepatitis, for example for example. We have seen some of these practices in employment elsewhere, but it is a question for society as to whether they want to extend that. T question for society as to whether they want to extend that. Buckingham place says the duke of edinburgh is receiving medical attention for an infection and is not expected to leave hospital for several days. Scotlands First Minister, Nicola Sturgeon, has said she hopes to lift the stay at home restriction in scotland from early april, but is not interested in setting out any Abitrary Dates at the moment for furture stages. Lets take a look at what she announed. The next easing of restrictions will be on the 15th march, where its hoped all Primary School children will go Back To School and some secondary School Pupils for part of the week. Therell also be an easing on limits to outdoor socialising. From the 5th april, the stay at home order will be lifted all pupils will be back in school and therell be an easing on the rules on Household Gatherings. And its hoped from the end of april, all of Mainland Scotland will return to the Levels System starting in level 3 when Nonessential Shops and hospitality can reopen. Nicola sturgeon made the announcement in holyrood earlier this afternoon. The next phase of easing will be a minimum of three weeks later, so indicatively, from march to 15th. We hope that this will include the next phase of School Return, which will start with the rest of Primary School years, 4 7, and also getting more senior phased secondary schools back into the classroom for at least part of the learning. Our scotland correspondent james shaw was listening to Nicola Sturgeons statement and said her announcement was quite different to the Prime Ministers. I think what is significant about it is you have on the one hand a shorter timeframe Nicola Sturgeon is really only talking about the way things are going to change up to the end of april, the 26th Of April is the indicative date, the hoped for date when most of scotland will move from level four to level three. Also, notjust the shorter timescale, not looking ahead to the summer at all in the way that borisjohnson did, but cautious as well within that timescale up to the end of april. Just taking the example of schools, whereas all schools in england, we are told, will be fully back on the 8th of march, in scotland, that will not happen until about a month later, about four weeks later. In terms of other measures, i think there is also a degree of caution in there as well. Whether it is a case of scotland deciding on its own that this is the best way to work things, or whether it is also looking at what is happening in england, certainly it is the case that it looks as though significantly different decisions are being made here compared to what we heard from borisjohnson yesterday. Lawyers for alex salmond, the former First Minister of scotland, have demanded an urgent explanation after evidence he submitted to an inquiry was taken down from the Scottish Parliaments webiste. Sarah smith, there. Buckingham palace has said the duke of edinburgh will remain in King Edward Vii Hospital for several days. Its unclear as to what kind of infection the prince has but we understand he has been treated for a Bladder Infection in the past. Unemployment in the uk has risen to its highest rate in 5 years, with young people the worst affected. You are right. In those figures what is so clear is that there are 726,000 people fewer now in employment than there were before this crisis began. What is so interesting is that three fifths of those are people aged under 25. Therefore, it seems the burden of this slowing jobs market is being borne by younger people. There is some concern that younger people with may be less experience will find it more difficult to get back into thejobs market find it more difficult to get back into the jobs market will which will be particularly competitive. After all of this is over. If you look into those numbers it tells you a little bit about where the jobs are being lost, particularly low paying jobs that are disappearing, predominantly done by younger people, but also reinforces the idea that retail and hospitalityjobs, that retail and hospitality jobs, the that retail and hospitalityjobs, the sectors that have been most badly affected that are losing jobs faster than elsewhere. We have also had for example an indication about earnings, average earnings, perversely, have been going up during the pandemic. This may seem strange but its almostjust a statistical quirk because lowjobs are disappearing low paying jobs are disappearing low paying jobs are disappearing low paying jobs are disappearing low paying jobs are disappearing from are disappearing low paying jobs are disappearing from the jobs market so it pays statistically higher. There are 7. 5 Million People currently furloughed. Their wages and salaries are being supported by the government, and therefore the true extent of the jobs picture is not yet known. There is a suggestion from the chancellor to extend that beyond the april deadline into the summer when the economy is able to openin summer when the economy is able to open in some meaningfulfashion, but there is some concern thatjobs being lost are hidden at the moment from the number of people on furlough. That currently represents about 20 of the entire workforce. Thank you very much indeed for that will have a look at the Weather Forecast now. Good afternoon. England women have beaten Northern Ireland 6 0 in their first match in a year. It was a friendly at St Georges Park which saw new interim head coach hege riise take charge for the first time. Jill scott was given the captains armband on her 150th cap. It didnt take long for the goals to come, ellen white pouncing on a mistake from a Northern Ireland defender to get englands first. Her second was set up by lucy bronze and for her hatrick, white got on the end of a beautifully weighted ball from jill scott. Heige riise was very pleased with the performance. Obviously, six goals, four players getting their first cap, and we pushed over 90 minutes and we wanted more goals. We tried to find the pocket in between, run at them, and we showed character. Thats all the sport for now. People whove been planning to get married over the past year have been met with hurdle after hurdle. The Prime Ministers road map provides a little clarity over what those hoping for a wedding in england can expect over the next few months. From 12th april, wedding receptions will be able to go ahead with up to 15 people. Then, from 17th may at the earliest, numbers for ceremonies and receptions will hopefully increase up to 30 people. Borisjohnsons road map suggests remaining restrictions will be lifted from 21st june. Ashleigh li is founder of pink palms weddings and events. Thanks forjoining us. Im sure it has been a really tough year for you but what are the next few months looking like for you . Are the phones going crazy with people booking . They most certainly are and thank you for having me and putting the spotlight on the wedding industry because it is really important. We have been on hold now over 12 months and weddings are very unique ceremonies, a lot that goes into it, a lot of financial pressure, a lot of emotions, and then you are balancing family wants and pressures and couples have really felt the pressure. When we add covid on top of that, and the unknown and not knowing when they can get married, it has been really difficult for them. It was a huge weight off their shoulders yesterday and they feel very relieved but for those who were may, june, july, that bit earlier, it throws up more questions and answers at the moment and those who have planned wedding sport late in 2021. Some people will choose to move and what i have discussed with my couples if you have got to find out what the right option is for you, and some people find micro weddings are great and the model we had before covid for just big weddings was never right for those people anyway. Finding another avenue through micro weddings for some people has been a great fit but it is not for everybody and hopefully coming out of this we will have a balance of both smaller weddings and larger weddings. This will help everybody. One of the big issues at the moment is, as states are moving around, and as people are trying to figure out their plans, it is not as simple as choosing a new date with your venue, because there is a supply chain that needs to be in order before a couple can confirm there new wedding date, there are many different supplies that work on a wedding date, and losing some of those suppliers and finding other support means that i have been very busy since yesterdays announcement, for certain. Yes, that is one of the i biggest things with the road map and for the wedding industry, and suppliers, the last year is that smaller weddings are not financially viable for a lot of businesses because we are set up to cater for 50, 60, 70 plus, guests, so it has been difficult personally and ive had to pivot my business and create a digital side to my business which did not exist a year ago and im incredibly lucky that i can offer and help and support far more couples than i could have done through a one to one service and i run a Online Membership called a bungalow and we have a lot of engaged couples in there who are enjoying being able to access help with me on a one to one basis and it is much cheaperfor them with me on a one to one basis and it is much cheaper for them to access that help but im incredibly lucky that help but im incredibly lucky that my Business Model allows me to do that. If you look at other businesses in the wedding industry, such as venues or marquee companies, where their revenue is tied up in stock and in a physical building, the rental of that building, it is not as easy to pivot for them, and so hanging on until the end ofjune to get an answer as to whether we will be back to financially viable weddings is quite a long time. No earlier than the 12th of april, self catered accommodation will open within households, and a Global Travel taskforce report to the Prime Minister presenting an idea of how International Travel can restart. The government will then decide and no earlier than the 17th of may hotels can and International Travel might be able to return. We have been up some 630 on bookings at easyjet holidays, and this continues now throughout the morning. It just shows what we have said all along, that there is an enormous increase in pent up demand. But travel may not look the same. The industry, the government, and other countries considering how we can get back to the skies. Proof passengers have been vaccinated might be key. There is clearly an Important Role for certification for International Travel and we are working with colleagues around the world on that. The question of how much more broadly we can use that certification is one that we have put into a review because there are so many considerations. If so, how will government guarantee affordable testing for any member of the public that want to travel, and i think that is really important. And also hotel quarantine, that is going to be a significant deterrent, if those measures are still in place. What would the plans be there . Also lots of discussion and talk around vaccination certificates. How International Travel could work will still take some deliberation. Going on holiday is still illegal, so dont pack your suitcases quite yet. Caroline davies, bbc news. Schools in england now have less than two weeks to prepare for the return of all their pupils and secondary schools have plenty to get ready. Theyll need to oversee mass covid testing with tests carried out at school, and more done by parents at home. Face masks will also be needed in some classrooms. The measures will try to counter the expected rise in transmissions as children return but teachers unions are worried the government is moving too fast. Dan johnson reports. Soon these key worker kids wont have the corridors to themselves. Everyone is due back from the 8th of march with some extra safety measures. I think Wearing Masks in lessons will be better because it will keep us safe, and testing, we get tested at school at the moment if were ill. I think doing that ourselves will be better because then we dont have to take time out of our lessons. So we can do it at home, which will be better. Even though we do have to be in bubbles and all the safety measures, we can see our friends, and its a better learning experience overall. Talking to a screen is really dull. I would rather actually do interactive things, i and in science you would usually do |experiments but you cant really do that cos you are just looking at a screen all day. There was a new boy in class this morning in south london. Even the Prime Minister has been Back To School, to say its safe and the right time to return. Just talking to teachers here, and to pupils here, about how important it is to get back into the classroom. And thats what were going to do, they have done a greatjob in making sure that its covid secure, you can see all the preparations. But there is lots more to do, like expanding this Virus Testing to check every secondary pupil. Its the single most significant challenge ive faced in my career. Were looking at possibly upwards of 4000 tests between nine and 15 days upon the return of the students, which would be difficult enough in itself if that was the sole task, but we are trying to marry that demand with the need to support students academic progress upon return. After the initial challenge of scaling this up so that every secondary pupil can get back in the classroom, the burden will shift, so there will be three tests taken here under supervision, but then children will be given test kits to take home. There is a trade off here with parents being released from the pressure of home schooling, if they take on the responsibility for supervising tests. I understand the requirement to do it. I think its going to be a challenge. With leonie it will be fine and with susie it will be a negotiated process some teachers are concerned a sudden return will set the virus spreading again and could put staff at risk. But Remote Learning has been so tough for so many for so long, its widely hoped its days are now numbered. Danjohnson, bbc news, chelmsford. Facebook and the Australian Government have resolved their dispute which led to the social media giant blocking all news pages for its australian users. Facebook said it would reverse the blackout in the coming days, after the government agreed to amend legislation forcing Tech Companies to pay news providers for content. The governing body for uk athletics says its committed to changing a policy which allows coaches who are found guilty of abuse, to return to work once their ban has elapsed. Almost 2,000 athletes have signed an open letter saying abusers should face lifetime bans. Laura scott reports. If you removed the word coach and replaced it with doctor, these things would not be happening. Athlete welfare has been under the spotlight like never before. But serious concerns have recently been raised about short term suspensions being given to athletics coaches found guilty of abuse. One athlete of a banned coach told us the possibility of the coach returning was a terrifying prospect, so ten days ago, three athletes took the issue to the top. In an open letter to uk athletics, they highlighted the potential risks of coaches found guilty of physical or sexual misconduct, harassment of abuse being eligible for reinstatement after temporary bans, adding anything less than a full and permanent ban is unacceptable. Almost 2,000 people added their names to the letter in a week, including team gb athletes jazmin sawyers, Hannah England and adele tracey, the British Athletes Commission and some top coaches. I think the amount of support we have had has been incredible. It sends a real message, and i dont think it can be ignored now. There has often been this Old Boys Club sort of feel to athletics in the past. You scratch my back and i scratch yours, we all look out for each other. Hopefully coaches putting their name to this is saying this isnt happening any more. Ukaa initially responded by saying it understood the concerns raised, but lifetime bans can be susceptible to strong and robust challenge. The ceo has since met the athletes behind the campaign and told the bbc there will be change. We absolutely are going to set a zero tolerance policy. Without a shadow of a doubt. I would say, if it is sexual misconduct, it is a lifetime ban. We will implement the change. I will not lead an organisation where people do not feel safe. For me, just to know that no other young girl is going to walk onto an athletics track and see the coach that hurt them teaching athletics again. To know that would be incredible. The first step will be a change in policy. Changing the culture might take a little longer, but the voices of athletes and coaches appear to have been heard. Laura scott, bbc news. We now know when recreational football and golf can resume, when Swimming Pools will reopen, and when crowds could be allowed back into stadiums. For sports fans and players, its been a long wait. Andy swiss has been out to meet people looking forward to a summer of sport. Counting down to the comeback. March 29th is the day when Outdoor Sports in england can finally get up and running again, the likes of recreational golf, football, cricket and tennis after weeks of lockdown. This is Lymm Tennis Club in cheshire and has more than 500 members and after being unable to play for so long, the relief is palpable. Weve had six months out, so its been tough. If we are back into it, and this is the start of tennis for the rest of the year, relief. Excited, yeah. To be back doing the thing we love, playing tennis, to get the kids back on court, to do what we need to with the kids, it will be fantastic. So yes, definitely happy. And after so much disruption to swimming lessons, many believe then on April The 12th, indoor pools can reopen, and after so much disruption to swimming lessons, many believe it cannot come too soon. Its obviously such a shame that its still about six weeks out from it. It opens so many doors for you, just even learning to swim, and we cant afford to have this happen. I dont think the damage has happened yet, but once pools open, we need to make sure there are steps taken. There will be all sorts of activities for the families. It would be fantastic to have them at the ground. Obviously, we have to be a bit cautious in assuming people will be able to be there and if they are, we will put on a fantastic show. Indeed, Football Fans could be back for the last day of the Premier League season. After liverpool lifted the title to an empty stadium last year, sport will be looking to this summer with cautious optimism. Andy swiss, bbc news. Could to see those pictures there of liverpool celebrating their Premier League triumph. Nasa has released pictures of the the final moments of its perseverance Rover Landing on mars. The footage covers last weeks dramatic descent, up to the point where the robots wheels make contact with the ground. On the right of the screen, you can see the parachute opening in real time. And on the left, its been digitally slowed down so you can see it better. Perseverance was sent to mars with many cameras, seven of them were dedicated to recording the landing. But it is notjust these areas where its raining. But the rain does not really move much, as you can see, through this evening and overnight. You get further pulses of quite heavy rain, particularly for parts of Northern England, southern scotland, the north and west of wales. And again its mild where the sun comes out, because there might be more high cloud in the south tomorrow, we could see 16 or 17 degrees.
