With both the chair and vice chair now consigned to a virtual waiting room, Jackie Weaver asks whether they should be let back in, but the other members arent in forgiving mood. Im afraid that i would be loath for that to happen, because weve got work to get through, and i can only see everything being. Even more disrupted. Hundreds of thousands of views of the lively scenes have awakened what would normally be a sleepy Parish Council meeting into an internet sensation, with one Presenter Tweeting out loud, but what happens next . mark lobel, bbc news. In a moment well get the snowy weather forecast, but before we do, lets take you to somewhere in the uk thats had plenty snow over the last month. In the village of tomatin in the scottish highlands, the pearson family have been getting comfortable in the cold. They made this igloo and even managed to spend a night in it. Well, when youre locked down with arctic conditions, there are ways to make the most of it. Time for a look at the weather. Heres sarah keith lucas. So more of us might get to practice our skills building an igloo or a snowman over the next couple of days because we have got some wintry weather on the cards, through this week and things are turning colder wherever you are, in some places will be seeing some heavy snowfall. We have already had lots of cloud across parts of scotland. We will see low pressure become established to the south east of the uk and what that will do is open doors with these really cold easterly winds to come in and will bring not only snow but some really cold weather. It will feel as cold as that, at minus six minus seven when you add on the wind chill. Forthe six minus seven when you add on the wind chill. For the here and now it is across parts of scotland that we have an Amber Warning in force. Disruptive weather continuing down to very reasonable for the next 2a hours or so across parts of scotland. Slow moving Weather Front bringing the hills now and quite heavy rain across parts of Eastern Scotland and North East England as well. Towards the south, ii, feeling quite springlike with some sunshine, but the london regions into the afternoon. This evening we will continue to see showers rattling around the area of low pressure through parts of finland, wales, Northern Ireland and also the south east of scotland, some fairly heavy rain. They will continue to see the hill snow across parts of scotland through to night and into saturday as well. There could be some icy stretches for parts of wales, south west england, frost likely here as well. And some fog patches first thing saturday. Through the day tomorrow, we have still got the hill snow across scotland and through the day increasingly to low levels, that snow will be falling, some snow also over the high ground of northern england, so some fairly heavy snow for the pennines, but to the south of that still really mild on saturday. Rain showers for parts of east anglia and the south east, dry is probably parts of wales and south west england. As we move through saturday night into sunday, thatis through saturday night into sunday, that is when the really cold air arrives from the north east and you can see the blue colours moving away, the white colours moving on, this is heavy snowfall, particularly heavy for east anglia and South East Of England but elsewhere across Eastern England and later scotland there could be some snow flurries. Temperature is only a couple of degrees above freezing but feeling magical driven that in the wind chill and there is an Amber Weather Warning from the met office for that heavy snow, it could cause significant disruption. Io significant disruption. 10 centimetres and maybe even a bit more than that across parts of east anglia and the south east as well. Betting on into monday, pretty similar. A cold easterly wind, more snow showers into eastern areas, but drier towards the west, but temperatures only a degree or so either side of raising when you are on the wind chill, it is going to feel much colder than that. Some disruptive weather, do keep an eye on a forecast over the next few days. Thats all from the bbc news at one, so its goodbye from me, good afternoon, everyone, its 1. 30pm and heres your latest sports news. An impressive day forjoe root. The england captain has scored a century on the first day of the first test against india in chennai. Root is the third englishman to score a hundred in his 100th test. Former Indian Cricketer Abishethunjhunwala was watching the match as part of the Cricket Social Team on 5 live, i spoke to him earlier and he began by telling me that root continues to prove his talent. He has always been one of the best players in world cricket. So i will always dummy i always love watching him anyway, but recently, hes been under a lot of pressure as well because it is a big series for england and the 100th test, to get one hundred in the 100th test is not an easy very often from players but if youre playing your hundreds, this is absolutely would be amazing to be there first place, so expect Something Like that from joe root, but. Something like that from joe root, but. ,. , Something Like that from joe root, but. . ,. ,. , but. And so what does india need to do then. But. And so what does india need to do then. To but. And so what does india need to do then, to get but. And so what does india need to do then, to get root but. And so what does india need to do then, to get root out but. And so what does india need to do then, to get root out and but. And so what does india need to do then, to get root out and to l to do then, to get root out and to get back into the test . Do we need to see perhaps a repeat of the performance in australia . Yes. To see perhaps a repeat of the performance in australia . Yes, that is see what performance in australia . Yes, that is see what they performance in australia . Yes, that is see what they did performance in australia . Yes, that is see what they did not performance in australia . Yes, that is see what they did not strain, performance in australia . Yes, that is see what they did not strain, it i is see what they did not strain, it was phenomenal, but it also puts a lot of pressure on england, when their plane, maybe they would then see off the people who would expect a lot of big things from them. Especially indian crowds and indian media. I think there is still not too much to worry about for the result, at the end of the day, this is to pick up the wicked john sibley Likejohn Sibley paid one at the end, it was wonderful, and joe root took the liberty to back the way he did. But getting that one wicket at the end will give them a lot of encouragement, going into day two, and tomorrow it all depends on the first hour, to be honest, the way i see it, and they can pick up a couple of wickets, getting joe root and her vest comes in to bat out, those two wickets early, in the first wicket. That is going to put the pressure back on england. Thank ou, the pressure back on england. Thank you. Abhishek the pressure back on england. Thank you, abhishethunjhunwala. More than 500 players, support staff and officials, who were told to self isolate ahead of the Australian Open have all tested negative for coronavirus. 160 players were among those asked to isolate after a hotel worker tested positive. Really good news then ahead of the start of the tournament on monday. The draw for the first round has also been made this morning, the only two british men in the singles draw dan evans and Cameron Norrie play each other. I say that my i would say the little bit frustrating that we have to play each other, for both of us, but it is what it is now so i will prepare properly, once in a statement, and hopefully when hopefully when. The former England Rugby league captain sam burgess has been found guilty of an Intimidation Charge in australia. A court in sydney has ruled that Burgess Intimindated his former Father In Law mitchell hooke, with the intention of causing physical or mental harm. Hes been given a conviction and placed on a two year good behaviour bond. Burgess says hell appeal the decision. Her royal highness, the princess royal, says she hopes the tokyo olympics, can still go ahead in some way, shape or form. Organisers insist the re scheduled games will take place, despite the Continuing Coronavirus pandemic. Princess anne has been talking to the bbc as president of the riding for the disabled association. I think for those who debate about whether, you know, if it is not done and has no spectators, why bother . I think the Olympic Games structure and ethos was about the athletes themselves, so the opportunity for athletes to come together from All Over The World and that will be manageable. Then, from the olympic charter s perspective, that is what you ought to try and do. The six nations returns this weekend, and theres a boost for wales with the news that captain Alun Wynnjones has been passed fit to lead his side against ireland on sunday. All the build up to the tournament on the bbc sport website and app. Thank you, see later on, jane. A very good afternoon to you. Youre watching bbc news. I amjane hill. To take you through the next hours of coronavirus of elements and the rest of the days news. We just start with the brand new figures that just come start with the brand new figures thatjust come through in the last few moments regarding the r number, the reproduction number, of coronavirus. The uk wide figure now stands at between 0. 7 and one. The r estimate for england is between, england alone commits between. 7 and very small reduction i think on it last week. Just reading through the details that we have been sent through from the government, it says, we are now confident that the epidemic is shrinking across england, but it remains important that everyone continues to stay at home, to keep the r value down. And also to protect the nhs. So between. 7 and one is the overall uk picture, as ever. Our between. 7 and one is the overall uk picture, as ever. 0ur Correspondence are going to be looking through the breakdown, geographically, and all the latest details coming up later with a little bit of all the details and context later. That is the figure that has just come through in the last few moments. Debt charities and Poverty Campaigners have criticised the decision to raise the cap on Energy Prices at a time when many households are struggling to get through the pandemic. Average annual bills for people on standard tariffs will go up by nearly £100 from april. The Regulator Ofgem said the increase was needed because of rising wholesale costs and millions of people being behind on payments. The founder of Money Saving Expert martin lewis says the increase is not unexpected. It is not a surprise at all, we know how the price cap is calculated, it is based on wholesale prices between august and january. On my tv show last night, i was predicting a rise of between £70 £90. It is £96, so we have a new cap which will, from april, be £1,130. It is worth remembering that this isnt really a price cap, it is a rate cap. There is no cap on the amount you pay. Your particular cap depends on how much you use, use more, your cap is higher, use less, your cap is lower. We are sort of going back to where we were before the pandemic, the price cap has been artificially low because of the low energy use on the pandemic. Structurally, i am not a fan of the price cap. But what you have to understand is that it lags what is really happening in the market. So now, from april to october, we are put on this much higher level of price cap and even if wholesale prices come down during that period, which they probably well, most people will be paying more because the price cap is based on what happened six or so months ago, towards the end. The most important thing to say to people though, i mean, i heard the doom and gloom and quite rightly, £90 odd, on peoples bills, it is the last thing anybody needs right now, it is a kick in the teeth, but the real message is that you do not have to pay this. The cheapest tariffs on the market are £100 a year cheaper than todays price cap and once it goes up, £190 per year cheaper, and theyre fixes, which means that you can lock in on that cheaper rate. You access that by going to comparison. Most Comparison Sites have cheap tariffs, most cheap tariffs are only available on Comparison Sites. And also from the big names. Make sure you use a comparison that back in that is whole of market, like the one on Money Saving Expert, many of the big names are not whole of market, they hide tariffs that dont pay, you want to try and avoid that. But to get off your backside today, do not think that price cap is a fair price, it might be a fair price, but is not a good price. It is over the odds, you are paying too much, go into a comparison and switch, but there is one warning about switching that Everyone Needs to understand. We now know the price cap is going up in april. We know all the Big Companies will follow it within £1, £2, but because they havent announced any prices yet, when you go on to the Comparison Sites, including mine, it will give it will give you a saving if you are on a standard tariff, compared to the current price cap. It might say that you save £100 per year, but in reality, but is actually underestimating the saving because it should be compared to that new price cap but the prices it will be around £190 a year. Do your comparison, but if you are on a standard tariff, youre going to save more that is telling you stop that is all we can do. We have the structure of a price cap, it is not the way i would choose to get the market, myself, but that is how it works. The really biggest message out there is that price cap is a fair price and it is not a good price. Ditch and switch. Lots of information there. Im going to ask you the question that always gets asked at these times, which is, if people can buy energy more cheaply, why dont the Energy Companies make that clear them to the first place . Because then they would lose money. As simple as that of course. Imean, look. Energy companies are there to make money from their shareholders, not to look after us. The job of regulators, politicians, and people like me is to try and help people save as much money as they possibly can. If we did not want Energy Companies to operate like that, we should not have privatised them, 20, 30 years ago. One of the problems we have got is. There are two ways you need to deal with energy market. Either you say, actually, the state should set all the prices, that is one philosophy, the other one is that we need to have a market out there where we want people to switch and if you want people to switch, you have to have differential prices. Some people have to be. Some companies have to be cheaper than others. Otherwise, there is no incentive for people to switch. At the moment, frankly, we are as a Halfway House between the two. We have a price cap, but so, that is some form of regulated pricing, that perverts the marketplace, so that the differential is moving, due to a time like that does not really work, but we have to go one way or the other. If i were in charge of energy, i would get rid of the price cap. I would actually say, if we are going to have competitive markets, we need big differentials. It should be that there are legitimate victims of competition, and a legitimate victims. If you choose not to switch, rita, and you are therefore paying too much, frankly, you are an intelligent thats your problem. When the fact is that there are struggling, 90 year old grannies out there who pay more to boil the kettle than i do, because they are on the Price Cap Tariff and im on the cheapest tariff on the market. I would have a price cap that is only for the vulnerable, put at the bottom of the mic of everybody else, bottom of the market, if you want competition, say, if you dont have your backside, youre going to pay more. To get off your backside that we dont. We have a Halfway House that does not quite work and now we get complaints like this on days like this, so i can do is say to people that youre going to have to look after yourself, ditch, switch and compare. Ma rtello martello is theyre talking about energy price increases. Just talking a little bit early at their retre. The headlines on bbc news the number of people testing positive for covid 19 fell to one in 65 in england last week, with a slight drop in the uk r number to between 0. 7 and 1. 0. The government defends its scheme to quarantine travellers arriving in the uk, but says it doesnt yet know how many hotels will take part. As we have been discussing. Gas and electricity bills are to rise for millions of people in april Charities Say its bad timing. In the past few minutes, the welsh Education Minister says wales is not yet in a position to allow all School Pupils to return to the classroom. She confirmed that Foundation Phase pupils those aged 3 7 will be back at school from february 22, along with some older children on Vocational College courses. But there has been no timetable given for a return for other children. Letters us hear a little is what she has been saying. We have been clear that our childrens education is a priority throughout this pandemic. Sadly, we are not yet in a position to be able to see a full return to school for every learner. However, thanks to people following our national guidance, there is sufficient headroom for us to bring some of our learners in a phased and flexible, progressive way back into the classroom. After half term, from the 22nd february, ourFoundation Phase learners will start to return to school during that week. Children of critical workers and vulnerable learners, as well as those taking exams or assessments, and learners in special schools, will continue to be able to attend as they have done throughout the pandemic. We have prioritised our youngest learners because of the favourable evidence on transmission in younger children, and also because we know they find it the most difficult to learn remotely. Small numbers of vocational learners, including apprentices, will also be able to return to colleges. Again, this is because of difficulties with remote learning, as they will need to Access Training or workplace environments in order to undertake their practical qualifications. Following productive discussions with our Union Colleagues and local authorities and further education partners, we are introducing a number of additional measures to provide staff with an added level of assurance for their safe return to face to face teaching. This includes the introduction of twice weekly testing for staff members, as well as increased Financial Support for new face coverings. We are providing an additional £5 million to support schools, colleges and local authorities to invest further in items that they need to keep their premises safe. As we all know, you only get one childhood, which is exactly why we are all working so hard to support young people back into schools so that they can learn alongside their friends. However, i need to be absolutely clear. We are told, time and time again, that our Education Premises are safe, but it is the added movement around them that contributes to the r number, so i must make a plea to all learners, to parents and carers, please continue to follow the guidelines. By following the guidance, restricting contact with others, we are able to ensure that our children and young people are able to do what we all want, which is to be back learning alongside their friends. Cassie williams speaking Just A Little Bit earlier there. Scotlands Deputy First Minister john swinney has announced the test Positivity Rate for Coronavirus In Scotland has fallen below 5 for the second day in a row. Mr swinney made the announcement at the scottish governments daily press briefing. I can confirm that the total number of positive cases reported yesterday was 895. That represents 4. 9 of the total number of tests and takes the total number of confirmed cases in scotland to 184,313. This is the second day in succession in which the Positivity Rate has been below 5 , which is the World Health Organizations definition of a pandemic under control. This is very encouraging news. We also heard the news yesterday that the r number is now between 0. 7 and 0. 9, comfortably indicating the r number is now below 1. 0, representing further the progress that is being made. 1,794 people are currently in hospital, 18 fewer than yesterday. 123 patients are in icu, four fewer than yesterday. I am very sorry to report that 61 additional deaths have been registered in the last 2a hours of a patient who first tested positive over the previous 28 days. That takes the total number of deaths under that measurement to 683. Every death from this virus is a source of grief and heartbreak and i want to send my condolences once again to all of those who have lost a loved one during this pandemic. Im joined today by our National Clinical director, professorjason leitch, who will help me in answering the questions from journalists in a few moments. Before that, there are three issues upon which i would like to provide updates. The first is about the progress of the vaccination programme. I confirm that, as of 8 30am today, 742,512 people have received a first dose of the vaccine. That is an increase of 48,165 from the number that we reported yesterday. That is a further Record Number of vaccinations in one day and is, in fact, double the number of vaccinations that were reported last friday. Scott ands Deputy First Minister the john scott ands Deputy First Minister thejohn swinney. Roma communities are already some of the most marginalised in europe. They often live in overcrowded, segregated settlements and face wide spread discrimination. But the pandemic has left many communities ravaged, completely cut off from society, with people unable to get work and many struggling to get access to any government support. Our europe correspondent Jean Mackenzie has spent time in one settlement in bulgaria. Segregated and shunned. Surrounded by squalor. Now devastated by the pandemic. When we talk about our problems, other people think we are over exaggerating things. But, no, we really live in the jungle. This man is taking us deep into the settlement where he has lived all his life. Home to 25,000 people, its severely overcrowded, and warding off a virus is nearly impossible. People cannot keep themselves safe. If you need an ambulance, an ambulance cannot enter here. Roma communities have long been discriminated against. But the pandemic has cut them off from society completely. At one point, the people here were blamed for the outbreak of the virus, meaning no one will hire them any more and without formal contracts, they are struggling to access government support. Surviving is now a slog. This mans wife died last month. His children are grieving and hungry. They used to eat at school, but the schools are shut and with no technology, no internet, they cant learn either. Do you feel let down . How do you plan to get by . The Bulgarian Government says it is working with communities to identify and support to those in need, providing them with food parcels and additional teaching. But here, help is hard to come by and as the rain pours, problems mount. It must be tough getting through pandemic without water. Its. Awful. The state is not considering us like citizens. I believe that the state is like a mother for us. She should think about us, should help us when we are in need. And its not happening. It was difficult to see how life could get much harder here. But this community that is used to being ignored, now feels totally abandoned. Jean mackenzie, bbc news, bulgaria. Much were talking up make much more coming up after tpm, well be talking about aesthetics, the ons, lots of that coming after tpm, lets just have a look at the weather first good afternoon. For some of us, the weather has felt physically spring light, but over parts of scotland as we head through the next few days, that u turn back to something much more wintry is going to affect all of us. Low pressure is down to the south east of the uk, that is going to be drawing in really cold easterly wind, so wind chill has removed with a weekend into next week. Feeling sub zero, for all all of us, and that cold wind is going to bring a snowfall. The heaviest of the snow is across northern scotland, between 20 30 centimetres, perhaps 50 centimetres on higher ground, an Amber Warning in force. We have already seen some disruption, we could see some more later. Further snow across scotland, but some rain at lower levels in south east scotland, and North East England as well. Rain showers also coming across parts of england and wales for the course of the night. Some ice and frost could develop under those clearer skies and some mist and fog patches first thing saturday morning. Saturdays weather will see some rain across parts of england and wales, the snow will continue for scotland, falling to increasingly low levels and some of that snow will work into parts of northern england, particularly across the pennines into saturday afternoon. Colder air, starting to filter its way south on saturday. Mild for southern england, temperatures of 80 degrees, 8 degrees, but then it is going to all change on saturday night into sunday. Bitterly cold air moving into the east or north east, combining that with low pressure in the south east of the uk, we could see significant snowfall for parts of east anglia and the south east through sunday. Scattered snow showers elsewhere, especially Eastern Scotland and Eastern England, and dry and cloudy in the west and is going to feel bitterly cold wherever you are. An Amber Weather Warning for that heavy snowfall on sunday, across parts of east anglia and South East Of England. Do make sure that you check the forecast, the details could change. But the potential is there for some disruptive snow. On monday, it is a similar picture once again, some more heavy snow coming in across south east england, east anglia, and across eastern and england and Eastern Scotland, also seeing some heavy snow showers. Only a or two around freezing, but much colder than that when you add on the winds. All the warnings are on our website. Goodbye. This is bbc news. Im jane hill. The headlines the uk r numberfalls to between 0. 7 and 1, with case numbers also dropping throughout most of the uk, though doctors warn we mustnt be complacent. We would like to see levels at a really safe level before we take our foot off the gas. We dont want to be in this position again. And we want our hospitals in some sort of state that they can cope with what used to be normal if we are going to head back towards that. The government defends its scheme to quarantine travellers arriving in the uk, but says it doesnt yet know how many hotels will take part. Gas and electricity bills are to rise for millions of people in april Charities Say its bad timing. In december we saw that 2. 1 Million People were behind on their bills. Thats 600,000 more than february last year
