Media at its worst. Mps will debate the Cladding Crisis tomorrow as campaigners say residents of flats covered in the flammable material are being financially crippled by rising Insurance Costs. A global paper shortage due to Online Shopping during the pandemic. Industry leaders say theres a temporary lack of cardboard packaging. New figures reveal about one in six adults in the uk have now received the first dose of their Coronavirus Vaccine after a Record Number of people were vaccinated in the past 2a hours. 8. 98 Million People have had theirfirstjab, according to the government. Despite the rapid progress of the inoculation campaign, Health Officials say Englands Covid lockdown will need to be eased very slowly and very cautiously with the focus on preventing another wave of infections. Thats according to dr Susan Hopkins from Public Health england, who said the uk should start seeing the impact of the Vaccination Programme within a fortnight. Meanwhile, a happy and free Great British summer is being predicted by the health secretary, matt hancock, but he warns of a tough few months before then. It comes as the irish Prime Minister, michael martin, said lessons had to be learnt after the eu was blindsided by its row with astrazeneca before backtracking on its threat to put checks on the irish border to tackle european vaccine shortages. The British Government has reassured people therell be no interuption in supplies of vaccines from the eu in the wake of the row. Heres our political correspondent, jessica parker. Years of painstaking work to keep this border free and flowing between Northern Ireland and the republic. But on friday night, the eu decided to temporarily override part of the brexit deal as it imposed controls on Vaccine Supplies. The backlash was immediate, the decision quickly reversed. So what went wrong . My observation is that the terrible row, its an acrimonious row, between astrazeneca and the commission over the contractual obligations of the company in respect of supplying vaccines to european Member States, took centre stage here. Of supplying vaccines to european Member States, and people were blindsided by the decision that was taken and its implications for the protocol. So questions for senior figures in brussels about whats widely seen as a major misjudgment. The vaccine roll out continues in the uk. Confident about the programme, assured on supplies, ministers are even talking about possibly Sharing Vaccines with other countries in future. I hope that, once we do have those most vulnerable in britain vaccinated, when we are on track with our vaccine programme, we will be able to look at helping the developing world and, of course, our friends and neighbours, because we need everybody to be protected, thats the way we are going to grip this disease. Even some suggestions surplus stocks could be shared later this year while the roll out continues in the uk. But warnings from Health Officials that any resulting relaxation of the rules will be slow. I hope that this summer will be similar to last summer. I hope we will be down to those sort | of case numbers and that will allow| i us to be able to do things that feel. More normal but i think that we need to be very cautious on that. We do not want to have another wave, as we have had this winter. All those empty streets, the country in lockdown. Its hoped the vaccine can be a key part of the way out but clearly, the fight against covid has some way to run. Jessica parker, bbc news. Lets take a look at the latest Government Figures. A further 587 people have died within 28 days of a positive Coronavirus Test in the uk. Just over 21,000 new infections were recorded in the last 2a hours, according to the latest data, and a Record Number of people were vaccinated in the uk yesterday with close to 600,000 receiving their first dose. Well, the latest Coronavirus Regulations in england, which came into force at 5pm on friday, include fines of £800 for people caught at House Parties with groups of more than 15 people, and we are getting news of Police Reports across the country now beginning to issue these fines. Essex police say 18 Reckless Revellers were fined almost £15,000 after officers interrupted a house party on saturday. Merseyside police discovered around 200 people partying in a hotel in the early hours of Sunday Morning and broke up a gathering of 20 people in a gym on saturday night. In west london, more than 70 people are facing fines after they breached Coronavirus Regulations by attending a boat party. Police were called to north acton shortly after iipm yesterday to reports of a large gathering on a moored boat. The group was dispersed and a total of 72 people were reported for the consideration of fixed penalty notices of £800 each. The organiser of the event has also been identified and could face a £10,000 fixed penalty notice. Joining me now to talk about the change in strategy is professor peter 0penshaw, immunologist at Imperial College london and a member of the uk vaccine network. Looking at those figures, people across the uk will be very hopeful, across the uk will be very hopeful, a Record Number, 600,000 vaccinated within the last 2a hours, what are your thoughts . Within a year of this virus to spread Around The World, we have already got five proven vaccines in the good news keeps coming. It has to be recognised that this is really an amazing feat, both by scientists but also by Industry Working Together and by governments being prepared to fund all of this up being prepared to fund all of this up front, at risk, and ijust think its remarkable that we have got to where we are, but we mustnt be complacent and we must not take our foot off the brakes. Im just looking at the governments covid dashboard, in terms of the second dose its just below 500,000, we do know that the uk is the only place Around The World that is vaccine stretching, how wise is this . ,. ,. , this . Mr navalny was jailed on his return to russia after recovering from an attempt to kill him with a nerve agent. He is accused of not complying with a suspended sentence. With the latest, heres our correspondent, andy moore. In St Petersburg, the Security Forces cracked down hard on the demonstrators. Dozens were arrested here. Thousands across the country. In vladivostok, the city square was closed off by the Security Forces, so the protesters went out onto the frozen sea ice to continue their demonstration, there were arrests here, as across russia, but still people turned out to protest, knowing the risk they faced. Translation i was here last week, | i came again today because i want i navalny to be released, i want the country to be free, i want it be pleasant to live here. Either i have to come out now or be afraid the rest of my life. In my opinion, its impossible to tolerate this. I do not know how people can bear this situation. Its the second weekend running that protesters had turned out to support the Opposition Leader alexei navalny, jailed on his return to russia after surviving an attempt to kill him with a nerve agent. Before his freedom was taken away, he posted a video of a £1 billion palace said to have been built for President Putin with illicit money. The kremlin has denied that claim, but the video was watched by more than 100 Million People in a week. In cities across russia, they linked hands to protest, not just young firebrands, but older women with their Shopping Bags and handbags. The crowds had been chanting Down With The Tsar, the man they are referring to, President Putin, will be watching these images but what will he make of them . And how will he try to stop further protests . Andy moore, bbc news. The footballer Marcus Rashford has revealed hes been the target of racist abuse online. On twitter, the Manchester United forward said he was subjected to humanity and social media at its worst yesterday after his sides goalless draw with arsenal. Former england player ian wright says social Media Companies need to do more to tackle racist abuse online. I think, as long as the Powers That Be will continue to let people like that feel like its something they can do, because it seems to be a fad now, black player plays poorly or they think they played poorly, and they come with all the emojis and whatever it is. Theres ways of being able to catch people. I dont think theyre vigilant enough, nowhere near. The former professional footballer Anton Ferdinand has shared his experiences of racism in the documentary Anton Ferdinand football, racism and me. He spoke to us earlier about the impact the abuse can have on players. It sad for me that is becoming the norm that, after every game, there is some type of incident where theres racial abuse on social media platforms, and i think we need to look at the fact that, yes, we are having good conversations at the moment, but the social Media Companies and the secretary of state, who i had a conversation with, with a few other players a week or so ago, cant hide behind the fact that we are actually having these conversations. These conversations need to turn into action, and they need to turn into action soon. If they dont, they could be at risk, some day, of footballers, who are on these social media platforms, if they walked off these platforms, what with the platforms do . Do they want it to get to this point . Because, if they dont sort it out soon, thats what could possibly happen. For me, abuse is abuse. I can only go off my own experiences. It might not affect some of the guys now because they are concentrating on playing football, and that was the same with me. I didnt think it had affected me at the time but, when i started to talk about it later on in life, as ive been on my documentary, i realised the implications that it did have on me, the ripple effects that it did happen me, but notjust me, my family members, and it wasnt until later on in life that i understood and realised that. Lets talk to sanjay bhandari, who is the Executive Chair at kick it out, the organisation that campaigns against racism in football. Listening to what Anton Ferdinand had to say that, its very sad when he said this is becoming the norm. It is sad and its depressing but its also true. It is becoming the norm. And its depressingly familiar. Ifind when im watching norm. And its depressingly familiar. I find when im watching a game now im half thinking, i really hope that the black players do not have a bad game because i know that, if a black player has an under par performance, they are likely to get abused online by trolls after the game, and thats how predictable it is. As anton said in the piece, preceding this, we have been working with them, we had working groups a couple of weeks ago and we know they are all doing some things, but we needed them to go faster, and thats the reality. The most important thing is getting some verification about identity of account owners and then being transparent really quickly about the identify identity of those owners when they abuse the privilege of having an account. Having an account and being anonymous is a privilege, its not anonymous is a privilege, its not an absolute right, its like freedom of speech, its a qualified right, so if you do something wrong, if you view someone or commit a criminal offence, that information should be shed and shed quickly and that is probably the biggest failing social media, and its the kind of thing ian wright has been talking about last night and today, they are not always fast enough and getting the information out and sometimes they may be dont have the information, and getting the account Verification Information so that people can know there will be consequences, there are other things we need to do with Law Enforcement plugging gaps but they need to be consequences for online behaviour. They need to be consequences for online behaviour. People now. In fact at the online behaviour. People now. In fact at the time online behaviour. People now. In fact at the time when online behaviour. People now. In fact at the time when twitter fact at the time when twitter stepped in and also facebook stepped in when we talked about donald trump, people said it wasnt the role of social Media Companies to be censoring in that way, this is what they said. What do you think in cases like this then . When we talk about racism some people dont even recognise its an issue in the first place. Recognise its an issue in the first lace. ,. ,. ,. , place. But it is the role of social media to support place. But it is the role of social media to support law place. But it is the role of social. Media to support Law Enforcement. Law enforcement agencies request information in relation to a criminal offence, and that is what many of these are. They are not above the criminal law, there is a difference between. You are conflating two different debates here. There might be some debate about free speech, about where people can legitimately have areas of opinion, but where there is particular kinds of speech that has already criminalised, then actually the obligation is to cooperate with Law Enforcement, and im not sure that it has always been done fast enough and justice delayed is justice denied and that is what we are seeing. The uk is applying tojoin a Trade Agreement with 11 countries around the pacific with talks likely to start this year. The comprehensive and progressive agreement for Trans Pacific Partnership Includes countries such as australia, canada, japan and new zealand. The uk already has free trade deals in place with several of the members. Between them, the clubs constituents are home to around 500 Million People and generate more than 13 of the worlds income. The government says joining the bloc would reduce tariffs on uk exports such as whisky, cars and service industries. The United States was originally in talks to be part of the cptpp, but former President Donald Trump pulled out when he took office. Well, earlier today, the Uks International trade secretary explained her motive for applying to the asia pacific free trade pact. This is a group of countries that represents £9 trillion of gdp. The point is, they are fast growing countries. So, countries like mexico and malaysia are shooting up the Global League tables with more demand for fantastic British Goods like Scotch Whisky or cars. What this deal will do is it will reduce tariffs on those key industries. It will mean that they are able to sell more goods into those countries and, ultimately, deliverjobs and growth here in the uk. The uks largest Umbrella Organisation for muslim groups has elected a woman as its head for the first time. Zara mohammed, who has a background in human rights law, said she hoped her election as Secretary General of the Muslim Council of britain would inspire more women and young people to come forward to leadership roles. And we will be speaking live up to miss mohammed about her new appointment. Mps will debate the Cladding Crisis in Parliament Tomorrow as campaigners say, three and a half years on from the Grenfell Fire, people still living in flats with flammable cladding are being financially crippled by increased Insurance Costs. 0ne Development In Cheshire has seen its premiums rise by 1,400 since its Fire Safety Problems were discovered, as sarah corker reports. But since then, fire safety faults have been found in all six blocks, including dangerous cladding. And insurance bills have soared. Rising from £34,000 a year to more than half a Million Pounds in just two years. And for gail, who works in retail, that means finding an extra £2,000. Well, i just cried. Where are we supposed to find that kind of money . And if you cant find that money, what have you been told could happen . Were out. We will forfeit the apartment. Its so hard. For some buildings, Insurance Costs have gone up by more than 1,000 , how on earth can you justify that . The process of getting buildings fixed is far too slow, too many people are going to sleep at night in Dangerous Buildings and thats simply unacceptable. The high cost of insurance is a symptom of those problems. This is clearly a very urgent situation but its a very complex and multifaceted challenge. I think its right that we come up with the most comprehensive and effective solution before we start making those details public. But the longer it takes to get to grips with this safety crisis, the more money drains away from flat owners like leigh. Sarah corker, bbc news. Some environmental groups are calling on the government to review the Hs2 Rail Project in the light of the pandemic. The high speed line was signed off by borisjohnson almost a year ago before travel ground to a halt as covid hit the uk. Construction is underway, and the first phase between london and birmingham is due to open between 2029 and 2033. From today, the uk is introducing a visa system that will give millions of people from hong kong greater opportunities to live and work in the uk. The visa, which is open to holders of a British National 0verseas passport and their immediate dependents, will also offer a fast track to uk citizenship, but the Chinese Foreign Ministry Said it would no longer recognise the bno passport as a travel document. The uk government says its special status scheme is a response to beijings imposition of a security law on hong kong last year. If your Recycling Bin is full of cardboard, its no surprise. Lockdowns mean that Online Shopping now accounts for a third of all retail sales. This change in the way we shop, coupled with disruption to Global Shipping and problems with staffing and maintenance at paper mills, has created a perfect storm for the packaging industry. This increase in demand for packaging has led to a global shortage of paper with supplies for packaging across Europe Falling by 20 at the end of last year. A little earlier, i spoke to our business correspondent, katie prescott, who explained the shortage. The change in the way we shop, as you just said. Many more people buying things online. Here in the uk, a third of all our retail sales are now done online, which is a huge shift. We just need more cardboard. So weve seen demand skyrocket, which has led to a shortage of paper 20 down at the end of last year. And then theres this perfect storm of Everything Else thats going on in the pandemic, too. So theres a bit of a crisis going on in Global Shipping. Its very difficult to get the Raw Materials that you need to make the cardboard. And then, on top of that, theres been problems in the paper mills, too. So, with people self isolating, its been impossible to maintain them in the way they would. And all this means retailers and brands are finding it far harder than they have done before to get the cardboard that they need, to get the goods that we want to us. Now, a lot of cardboard is actually manufactured from recycling, isnt it . And i know that, early last year, when we first went into lockdown, collections were cut down, and that did cause a problem. Has that now been rectified . No, this is actually part of the problem. One of the biggest manufacturers of cardboard in the uk told me earlier that its the way they get the Raw Materials to make their cardboard has changed. Whereas before, it might have come from commercial businesses, now theyre having to take recycling from our doorstep. And that is just a change that they are adjusting to. But it has made things more difficult. And people might have noticed, for example, in the supermarkets they are now buying eggs in plastic rather than in cardboard, and that is just a small sign, really, of this shortage taking place. Hello, weve had a real mix of Weather Types. Today, we have an area of cloud that has been moving in from the south west, bringing some rain, some snow as well. This is the picture taken in ceredigion by one of our weather watchers a little bit earlier. And well see further snow accumulating, perhaps a few more centimetres, as we head into the evening hours across parts of wales. The odd wintry flurry into the midlands as well. But most of the rain, sleet and snow will be easing away towards the south, but it remains quite cloudy in the south over night. Clear skies further north, and this is where the temperatures will fall lowest. 4 celsius or so in glasgow, for instance. But colder than that in more rural parts of scotland. And there will be some icy conditions with further snow showers packing in across the north and east of scotland overnight. Heading on into monday, and that area of low pressure clears away towards the south. But it leaves a legacy of a lot of cloud across the southern half of england, into wales Northern Ireland fairly cloudy as well. More snow showers across the Northern Isles and northern and eastern parts of scotland. We will see some rain that is moving its way into Northern Ireland later on in the afternoon. But most other places looking dry. Temperatures are still a little bit below average for this time of year on monday, but it is going to turn milder as we head into the middle part of the week. And that is as this Weather Front moves its way in from the atlantic. Monday night into tuesday, its going to be initially bringing some heavy rain to the south west of england and wales, but then as it bumps into the colder air over the Higher Ground there could be some significant snow for the pennines, and across scotland as well. So, heading into tuesday, much milder air working its way in from the south west, but weve still got that cold air in the north and north east. And where those two air masses meet, this Weather Front is going to be bringing some heavy snow over the Higher Ground, the pennines, up towards the Southern Uplands and the grampians as well. Elsewhere, mild with some sunny spells and heavy showers rattling through, and quite a brisk breeze. But very mild. Temperatures 13 celsius in london. Contrast that to just four in aberdeen. Looking towards the middle of the week now. This is heading on into wednesday. Another area of low pressure developing close to the south of the uk. That could bring a persistent, heavy spell of rain across parts of Southern England in particular. Now, this Weather Front will be lingering across scotland, so particular to the north of the central belt there will be several more centimetres of snow set to accumulate on wednesday. Dry weather in between these two systems with a bit of sunshine coming through. Mild in the south, chilly in the north, and then it does look like things turn colder for all of us as we look towards the end of the week and into next weekend. Goodbye for now. The irish Prime Minister says the European Union was blindsided by its row with astrazeneca over Vaccine Supplies when it triggered a provision in the brexit deal which could have seen checks at the border with Northern Ireland. The president of the european commission, ursula von der leyen, has been meeting pharmaceutical bosses to discuss issues with the Vaccine Rollout across the eu. Heres our political correspondent, nick eardley. Keeping the border between Northern Ireland and the Republic Open was a priority in brexit talks, so the eu faced intense criticism after drawing up plans to introduce controls on vaccine imports. Ministers in london and dublin intervened to tell brussels it had made a big mistake. An acrimonious row between astrazeneca and the commission over the contractual obligations of the company in respect of supplying vaccines to european Member States took centre stage here, and people were blindsided by the decision that was taken and its implications for the protocol. The vaccine roll out in the eu has been slow, with tension over supply delays. The under pressure Commission President held talks with pharmaceutical companies this afternoon. But in the uk, Hundreds Of Thousands are being jabbed daily, and ministers have even suggested that eventually, spare doses could be given to other countries. I hope that once we do have those most vulnerable in britain vaccinated, when were on track with our vaccine programme, we will be able to look at helping the developing world and of course our friends and neighbours, because we need everybody to be protected. Thats the way were going to grip this disease. For all the criticisms of government policy, the vaccine roll out here has been one of the speediest in the world. The situation in europe shows that that wasnt guaranteed. And despite those tensions with brussels, the fact that ministers here are even prepared to talk about the idea of Sharing Vaccines is a sign of confidence. Vaccines are a key tool in the governments plans to lift lockdown, and for now, the roll out remains on track. Nick eardley, bbc news. Many people still living in flats covered in Flammable Cladding Three and a half years after the Grenfell Fire say theyre suffering Financial Hardship due to sky high insurance bills. Either theyre unwilling to bear the risk, which doesnt make sense because they have presumably borne the risk successfully in the past, either that, or theyre just using this to profit dramatically. For some buildings, Insurance Costs have gone up by more than 1000 , how on earth can you justify that . The process of getting buildings fixed is far too slow, too many people are going to sleep at night in Dangerous Buildings and thats simply unacceptable. The high cost of insurance is a symptom of those problems. What started as a Cladding Scandal has now become a much wider safety crisis. Inspections of high rises in the wake of the Grenfell Tower fire have exposed many other faults flammable balconies, defective insulation, missing firebreaks, and flat owners feel trapped. This is clearly a very urgent situation, but its a very complex and multifaceted challenge. I think its right that we come up with the most comprehensive and effective solution before we start making those details public. But the longer it takes to get to grips with this safety crisis, the more money drains away from flat owners like leigh. Sarah corker, bbc news. Time for a look at the weather with sarah keith lucas. Hello, weve had a real mix of Weather Types out there through the course of the weekend. Today, weve got an area of cloud that has been moving in from the south west, bringing some rain, some snow as well. This is the picture in ceredigion by one of our weather watchers a little bit earlier. And well see further snow accumulating, perhaps a few more centimetres, as we head into the evening hours across parts of wales. The odd wintry flurry into the midlands as well. But most of the rain, sleet and snow will be easing away towards the south, but it remains quite cloudy in the south over night. Clearer skies further north, and this is where the temperatures will fall lowest. Well see some rain that is moving its way into Northern Ireland later on in the afternoon. Now, this Weather Front will be lingering across scotland, so particularly to the north of the central belt therell be several more centimetres of snow set to accumulate on wednesday. Drier weather in between these two systems with a bit of sunshine coming through. Mild in the south, chilly in the north, and then it does look like things turn colder for all of us as we look towards the end of the week and into next weekend. Goodbye for now. This is bbc news.
