Good afternoon and welcome to the bbc news at one. The recriminations are already under way and were still in the depths of the covid pandemic. With the uk passing 100,000 people dead and a suggestion that up to 50,000 more could also perish, the Prime Minister said the time would come to work out what has gone wrong, but he told the commons the priority was to deal with the pandemic. Sir keir starmer told him he had repeatedly been slow to act and he owes the country an explanation. 0ur Political Correspondent nick eardley reports. The last ten months has changed so much. Why has the United Kingdom the highest number of deaths in europe . Why have the United Kingdom a death rate that is higher than almost anywhere in the world . The Prime Minister is going to have to answer that question one day. The Prime Minister said there would be a time to learn lessons but that moment wasnt now. The Prime Minister is hoping in the next few weeks to set out the criteria for lifting lockdown in england, focused on things like a successful vaccine roll out. Knowing that Lifting Restrictions wont overwhelm the nhs or lead to a massive spike in cases. 0ne overwhelm the nhs or lead to a massive spike in cases. One of the first questions is around schools. We know that the government does not priority is to get schools back. The government has promised a two week notice period for when that will happen. We are about two weeks away from half term at the moment but with the number of cases and the number of people in hospital as it is, it doesnt point towards any immediate full reopening of schools. There is also the broader question of how you get the economy moving again, how you start opening up hospitality. About how you get more people back into offices. I have to say, that also feels like quite a long way away at the moment, given the pressure that the government is under. Given the pressure the nhs is undead to try and keep the virus under control. The row over access to vaccines in the European Union seems to be deepening. The boss of the Pharmaceutical Company saying it was the eus late decision to sign contracts which had meant they had limited time to sort out supply issues. 0ur europe correspondent nick beake reports. Europes Vaccination Programme is not going well. Its much lower than uks. The latest blow is that the makers of the Oxford Astrazeneca jab say they will be delivering millions fewer doses to European Countries in the coming weeks. The eu is furious and has accused the company of breaking its word. But in an interview with the italian newspaper la repubblica, astrazenecas boss said the eus late decision to sign contracts was part of the problem. Pascal soriot said, weve also had teething issues like this in the uk supply chain but the uk contract was signed three months before the european vaccine deal, so with the uk we have had an extra three months to fix all the glitches we experienced. But germany says europe must get its fair share of vaccines. And suggests blocking european made jabs including those manufactured here at the main pfizer factory in belgium, from going to countries outside the eu, which of course now includes the uk. Some say richer countries fighting over covid vaccines is not a good look. In low and middle Income Countries which is where 6 billion people in the world live, 25 doses of the vaccine have been delivered. Not 25 million, not 20 5000, 25 doses. So this squabble between the uk and the eu looks rather tone deaf when you consider the global picture. When you consider the global icture. ,. , picture. And this row between the eu and the british picture. And this row between the eu and the british swedish picture. And this row between the eu and the british swedish maker and the british swedish Maker Astrazeneca seems to be getting worse. The eu were suggesting the company had abruptly pulled out of an important meeting tonight. Astrazeneca says that simply isnt true. At the same time, the eu is reported to be demanding that the contract the two sides signed to lazio be published, so that everyone can see exactly what was agreed. It is not clear what action the eu will actually take and so difficult to assess how the vaccines destined for britain may be affected. Boris johnson says hes confident in the uk Plasma Supply Chain but is urging countries to Work Together. There was some hope today when frances main Pharmaceutical Company announced it would be making millions of the pfizerjab but they wont be ready until the summer. There seems to be no quick fix to europes vaccine problems. Nick beake, bbc news. This afternoon, the Home Secretary is expected to announce that people arriving in england from Covid Hotspots will have to quarantine in hotels. The Travel Industry says that more restrictions are piled up and applied, the longer it will take to remove them and get back to normal. Forthe to remove them and get back to normal. For the industry to get back on its feet again. Airlines uk has said it will support the government but knows we already have very strong restrictions in place as it stands. They want to know how we are going to get out of this. In the meantime, they want more support for the sector. They are still worried that the government could go further and apply this to all countries later down the path. Interestingly, we have just heard from nicola sturgeon, the first minister of scotland. She said she is worried the proposals dont go far enough in scotland is urging the government to go much further. She also said that while scotlands preferences to have the same policy across the uk, that scotland will consider going further if the uk, if the government and restrictions in england dont. We are waiting to hear about what the announcement will be for those restrictions in england early this afternoon. ,. ,. ,. , afternoon. Caroline, thank you very much. Not everyone who needs it is getting the financial help they need during the pandemic. Millions of taxpayers are unable to access Assistance Schemes and the Institute For Fiscal Studies, working with the bbc, has concluded there is Clear Unfairness in some of the exclusions. Andy verity reports. To kim kingston, a make up artist and mum of two from southsea, near portsmouth, the chancellors words ten months ago now have a hollow ring. You have not been forgotten. We will not let you behind. I felt a massive sense of relief that because i couldnt work, that my business would be looked after, which clearly it hasnt been, as i have been excluded from any government help. Kim lost her husband david to cancer at the end of 2018 and used his Pension Money to redevelop her Beauty Business based in her back garden. Work flowed in until the pandemic stopped it, but because davids Pension Money was more than half her income that year, she was told shed get nothing under the Self Employed income support scheme. I was absolutely blown away. I still cannot get my head around the fact that a dead persons income, money, is then seen as an income. There are Clear Unfairnesses here. Just over half your income if youre Self Employed and you get nothing, under and you get the maximum amount. Thats clearly not fair. If youre income goes down from £55,000 to nothing, through no fault of your own, you are in big trouble. And ijust cant look its killing me. In sheffield, dave moran says his Wedding Music Business has bookings worth £250,000 and because hes still working to save the business, he cant access the furlough scheme. Standard Life Foundation Research Shows among those ineligible for support, 1. 8 million have lost a third or more of their total income and more than a million are struggling to pay for essentials like food. But itsjust a price i pay. Stress levels have been through the roof and obviously seeing the disparity between ourselves and other peers and people in similar businesses that have received some support, furlough or the Self Employed income support scheme, its been very difficult to be the one on the sidelines thats still waiting. Research by the Institute For Fiscal Studies for the bbc shows you could include those who earn less than half their income from Self Employment at a cost of less than £800 million over three months. And you could include those who earn more than £50,000 at a cost of 1. 3 billion or less if you reduce support for high earners. Thats £2. 1 billion at the most, compared to the amount the governments already planning to spend on furlough and Self Employed schemes of £90 billion. The Prime Minister was challenged in Parliament Today on why so many were excluded from support. Excluded from support. There are some people excluded from support. There are some people in excluded from support. There are some people in the excluded from support. There are some people in the self excluded from support. Its Holocaust Memorial day and people are being asked to light a candle in their window at 8pm this evening to remember the millions of victims. Purple lights will also being shone on National Landmarks across britain. A Special Ceremony will be streamed online to mark the Genocide Ofjews and other minorities at the hands of the nazis. Our correspondent fergal keane has been speaking to survivors about their experiences. For Holocaust Memorial day, a special visit. So for me, this is a very personal mission because both my grandparents were holocaust survivors. Sarah Jane Burstein brings Memorial Candles To A Survivor Living In Accommodation Run by thejewish care group. How are you . So, so. Nice to see your face in person. This is a day of great absences. It took me 50 years, 5 0. I kept on and on, i want to see a photograph of my mother. I didnt ask about my father. It was always my mother. Stenka husselovas mother was murdered by the nazis. She survived and was just six when she was brought to britain as an orphan in 1945. I looked at this photo. Um, and then i said, who is this woman . Imagine you didnt know what your mother looked like. It was sad. But i couldnt cry. I was just choked up. Thousands ofjewish orphans were rescued from the Concentration Camps at the end of the war. Some were brought to britain. Like harry 0lmer, who was 12 years old when germany invaded his native poland. The trains arrived and the Railway Lines were nearby by the field and they herded everybody. My grandmother was there, my mother, my sisters, all herded into the trains. But nobody knew, theyjust disappeared completely, absolutely completely. We didnt know where they went to. Not only on Holocaust Memorial day, but every day, survivors live with the weight of terrible memories. One man standing next to me, an older man than i was, and they took him out as well. And he knew what was going to happen to him, and he started pleading with the germans. Look. He spoke a beautiful german. He really did. Im strong, he said. They took the gun out and shot him there and then. There are no public ceremonies because of the pandemic, but survivors regularly gather online. This Yiddish Class revives thejewish language of harrys childhood. The teacher is the descendant of holocaust victims. I think it has been such an amazing opportunity to be able to see them again and to talk to them again and to see that they are doing fine and they are coping. Its of course, not simple. Its quite difficult. But nevertheless, i think that it has been a lovely space. Holocaust memorial day remembers the attempt to exterminate an entire people, but also the devastation of individual lives. If you say no, its no different to any other day, i think it is. You know, im always glad when its over. I dont know what emotions i have, really. Sad. And especially on days like Holocaust Memorial day, when families are together and i sit there alone. Amazon is preparing to remove some products for sale to customers in Northern Ireland. It could lead to some goods like Food Supplements and some Over The Counter medicines being unavailable. It would take effect when the post brexit grace period for parcels going between Great Britain and Northern Ireland ends at the start of april. 0ur ireland correspondent emma vardy is in belfast. Emma, Online Shoppers are already facing fewer choices in Northern Ireland, arent they . They are and that is because since our separation from the eu Northern Ireland is under a new set of arrangements which are different from the rest of the uk so whereas in the past you could have ordered goods of the irish sea which arrived here at belfast port and im pretty much travelled straight on to customers now there are new processes needed for Companies Getting goods over the irish sea. To phase in these changes and make them a bit easier there was a grace period as you say for the first few months of this year Willem Nel Customs Declaration is needed if you ordered parcels or did Online Shopping but that changes in april so amazon has been looking at the things it sells and will remove some products for sale and that way it will not have to take on the added red tape. Some products are a bit more hassle than others to bring over the irish sea committing is likely to be affected by things like some Food Products and some Over The Counter medicines so those are the ones likely to become unavailable to customers in the future but amazon says it will keep the broadest range of products possible available to people here. Emma, thank you. The International Olympic Committee Executive board is meeting virtually to discuss what do about this summers delayed tokyo games. With less than six months to go before the opening ceremony, theyre expected to give more details of the adaptations that may need to be made in order to stage the games covid safe. Another option is to cancel them altogether. Our Sports Correspondent laura scott reports. The Closing Ceremony of the last olympics and a chance for tokyo 2020 organisers to celebrate what they thought was coming. Fast forward four and a half years and the showpiece of the Global Sporting Calendar remains shrouded in uncertainty. With no option of another postponement, those in charge are confident they can pull it off this time. Everybody is really determined to make these Olympic Games in six months from now the light at the end of the tunnel. Today, the Executive Board of the International Olympic committee will discuss preparations and planned covid countermeasures, including vaccinations, which will be encouraged but not mandatory. A so called playbook for the likely rules and restrictions and expected modifications is due to be published early next month. These games are going to be different and the ioc has accepted and cleared its own minds that they would be different. The question is how different . Spectators is of one of them, testing is one of them, control of access, social distancing. Its not going to be easy but it absolutely correct that we make every effort to do it properly. There are no olympics and paralympics with athletes and many are trying to stay positive. Its going as well as it can be in this kind of time. I think everyones very aware of the possibility anything can happen but we are all still training with the thought that the olympics until we have administered enough vaccinations to free ourselves from the virus. I am acutely conscious that this moment, parents are balancing the demands of working from home with supporting the education of their children, Business People are enduring the sight of their shops or restaurants standing empty and idle and sadly, too many are coping with the anxiety of illness or the tragedy of a bereavement. I am sad to say that the number of people who have been taken from us has surpassed 100,000 as the house was discussing only an hour or so ago. I as the house was discussing only an hour orso ago. I know as the house was discussing only an hour or so ago. I know that the house willjoin me in offering condolences to all those who have lost loved ones was the most important thing we can do to honour their memory is to persevere against this virus with ever greater resolve and that is why we have launched the biggest Vaccination Programme in petition history. Three weeks ago i reported that the uk had immunised 1. 3 million people, now that has multiplied fivefold to exceed 6. 8 million people, more than any other country in europe and of a 13 of the entire adult publishing. Over half of those aged between 75 and 79. Three quarters of elderly care home residents. The lid remains an exacting target, we are on track to achieve our goal of offering a first dose to everyone in the top four parity groups by the middle of highbury. I can also assure the house that all evidence shows that both the vaccines we are administering remain effective against the new variant that was identified in london and the south east by means of our leading capability sequencing. The uk has now sequenced over half of all, genomes that have been similar to the global database, ten times more than any other country and yesterday my right honourable friend, the health secretary, announced our new platform through which we will work with the World Health Organization to offer our expertise to help other countries because a new variant, anywhere, poses a potential threat everywhere. To guard against this danger, we must also take additional steps to strengthen our borders to stop those strains from entering the uk. We have already temporarily closed all Travel Corridors and we are already requiring anyone coming into this country to have the proof of a negative covid 19 test taken in the 72 hours before leaving. They must also complete a Passenger Locator Form which must be checked before they board and then quarantine on arrival for ten days. I want to be clear that under the state regulations, it is illegal to leave home to travel abroad for leisure purposes. We will enforce this at ports, and airports by asking people why they are living and instructing them to return home if they do not have a valid reason to travel. We have also banned all travel from 22 countries weather is a risk of known variants including south africa, portugal and american nations. In order to reduce the risk posed by uk nationals and residents returning home from these countries, i can announce that we will require all such rivals who cannot be refused entry to isolate in government provided accommodation such as hotels for ten days without exception. They will be met at the airport and transported directly into quarantine. The Department Of Health and social is working to establish these facilities as quickly as possible. My right honourable friend, the Home Secretary, will set out the details of our plans in her statement shortly. Mr speaker, it was the emergence of new variant after 70 more transmissible that forced england back into lockdown and i know everyone yearns to know how much longer we must endure these restrictions, with all the consequences forjobs, livelihoods and most tragically of all the life chances of our children. We will not
