A catholic cathedral in washington. Last night he remembered victims of the pandemic and spoke of healing. To heal you must remember. It to healyou must remember. It is hard sometimes to healyou must remember. It is hard sometimes to to heal you must remember. It 3 hard sometimes to remember. But to heal you must remember. It 2 hard sometimes to remember. But that is how we heal. It is important to do that as a nation. So, have a good life, we will see you soon. Thank you very much. Thank you soon. Thank you very much. Thank you very much. He is among those arriving at the capitol to witness the swearing in. And im gary 0donoghue on the National Mall, where the hundreds of thousands of people who would typically be here are instead represented by a field of flags. And im larry madowo. Iama i am a mile east of the capitol where a Strong Security presence is here to keep the armed protesters as far away from the capitol as possible. Hello and welcome to washington, where injust over an hour, joe biden will take his Oath Of Office and be sworn in as the 46th president of the United States. In so doing, mr biden will become the oldest us president in history and his Vice President , Kamala Harris, will be the first female, black and south Asian American Vice President. This is the scene live at capitol hill. You can see the dignitaries are starting to arrive. The Marine Corps Band which has played since the days of Thomas Jefferson corps band which has played since the days of thomasjefferson at inaugurations is also there to welcome the dignitaries. It is a smaller crowd than normal. There would usually be thousands of people seated on the inaugural platform, but because of covid 19 there are Distancing Protocols in place. You can hear the music piping up as the dignitaries start to arrive. They have come from a church where they have come from a church where they have been in a Church Service with joe biden and in a break with the politics of the last four years, the president Electjoe Biden reached out to several members of the Republican Party and invited them to come to the mass with them. They will be arriving on the platform soon for the inaugural swearing in. It is a new beginning, but the administration faces unprecedented challenges with the country in the grip of the coronavirus pandemic and deeply divided. Theres perhaps no starker illustration of that division than the absence of the outgoing president , donald trump, who is breaking with tradition and protocol, as he did throughout his presidency, and not attending this inauguration, still refusing to concede defeat. Two weeks ago, right here, his supporters stormed the capitol, angry at what they believe was a stolen election, spurred on by mr trumps unfounded allegations of vote rigging. That day left five people dead and led to his impeachment for a second time. It also led to an unprecedented Security Operation 25,000 troops have been brought in to safeguard a very scaled back ceremony. We can talk to our correspondent nick bryant who is there on the riser, the Press Position outside the capitol and he can talk us through this. Some of the dignitaries are arriving. Give us some sense of how it is today, compared with how it would normally be. ,. ,. , be. Normally the mall would be acked be. Normally the mall would be packed with be. Normally the mall would be packed with crowds. Be. Normally the mall would be packed with crowds. Of be. Normally the mall would be packed with crowds. Of course i be. Normally the mall would be i packed with crowds. Of course this packed with crowds. Of course this time it is planted with a carpet of american flags to signify the people who will not be able to attend this inauguration in person. Normally that platform behind me would be shoulder to shoulder with congressmen, senators, Family Members and friends. Of course, now they are observing the protocols of they are observing the protocols of the coronavirus and social distancing at this inauguration. We have not only had to come through massive security to get here, these past few days in washington has looked like baghdad, but we have also had to take coronavirus tests so we can prove we are healthy enough to attend this inauguration. It will unfold of course on the very platform that became a staging post just two weeks ago for what looked like that american insurrection, when that pro donald trump mob stormed the us capitol. We when that pro donald trump mob stormed the us capitol. When that pro donald trump mob stormed the us capitol. We saw the rioters are literally stormed the us capitol. We saw the rioters are literally scaling stormed the us capitol. We saw the rioters are literally scaling the rioters are literally scaling the walls where now, two weeks later, joe biden will be sworn in as president. Donald trump is not there, another break with tradition, nick. How important is it to the peaceful transfer of power that we did not have the traditional right between the outgoing president and the incoming president from the white house to the Capitol Building, donald trump will not be there, sitting there, watching joe biden take the Oath Of Office. It is symbolic, but it is also important as a show of unity, isnt it . The tradition is as a show of unity, isnt it . The tradition is for as a show of unity, isnt it . The tradition is for the as a show of unity, isnt it . Tue tradition is for the president as a show of unity, isnt it . Tte tradition is for the president to greet the incoming president at the front door of the white house and of course donald trump left by the back door. He got on marine one and we saw this extraordinary sight of marine one actually flying over the inaugural stand on the way to Andrews Air Force base, where he had that rally, farewell ceremony, before heading off to florida. There was an extraordinary moment when the helicopter flew over us and it turned round and started heading back towards the white house, it was almost as if he had forgotten his wallet and he wanted to go back to get it but then he headed back to andrews and he did a lap around washington, dc and we saw that extraordinary ceremony unfold, so like trump, this Reality Tv Star Staging his own season finale. And the music, we had ymca, Frank Sinatras my way, as he headed towards florida. But he is the first president in more than 150 years not to attend the inauguration of his successor. And this event has prided itself on its bipartisan character, the fact that when republican transfers to a democrat or a democrat transfers to a republican, it happens peacefully and respectfully. That has not happened time around. Tqm. Respectfully. That has not happened time around respectfully. That has not happened time around. 0k, nick bryant there. One American Time around. 0k, nick bryant there. One american member time around. Ok, nick bryant there. One american member of time around. Ok, nick bryant there. One american member of congress | time around. Ok, nick bryant there. I one american member of congress are said to me there is something in seeing people who we know do not get on with each other share a car right from the white house to the capitol. It projects to the country that they are on the same team, the same side, that they are wanting unity and a best for this transfer of power. We did not get that today. Donald trump has already left for washington after those four tumultuous years that saw him become the only president to be impeached twice. He is keeping this inauguration and he has held a ceremony of his own at an army base outside the capitol where he and milani ea made a speech highlighting the achievements of his administration, and he promised he would be back. This administration, and he promised he would be back. Would be back. This is a great, treat would be back. This is a great, great country would be back. This is a great, great country. It would be back. This is a great, great country. It is would be back. This is a great, great country. It is my would be back. This is a great, | great country. It is my greatest honour and privilege to have been your president. I will always fight for you. Your president. I will always fight foryou. I your president. I will always fight for you. I will be watching, i will be listening and i will tell you that the future of this country has never been better. I wish the new Administration Great luck and great success. I think they will have great success. They have the foundation to do something really spectacular. So, have a good life, we will see you soon. Thank you, thank you very much. We will see you soon. That was Melania Trump and they will be beautiful nation. That was Melania Trump and they will be touching i beautiful nation. That was Melania I Trump and they will be touching down on West Palm Beach in florida in about half an hours time and making their way to mar a lago. Jon sopel joins me now. Truman and eisenhower had a terrible relationship and they shared a car right from the white house to the capitol. Eisenhower and jfk house to the capitol. Eisenhower and jfk had a bad relationship, they shared a car right from the white house to the capitol. What isjoe biden losing out on by not having donald trump attend this inauguration in the traditional way . I am not sure that it isjoe biden necessarily that is losing out, it is american democracy that is losing out. Joe biden, in one of his comments that he gave since he was elected, if donald trump does not want to come along, that is his lookout. The other metaphor is it is like a relay race. You are passing the battle on to the person in front of you who must take the battle on and take it to the next stage and at some Pointjoe Biden will be presumably passing it on. Donald trump has deliberately decided not to do that today. He has decided he does not want to have any part of it. Although we heard the words saying i wish the new administration well, he still has not said joe bidens name out loud, he still has not conceded he lost the election. Although he has condemned the violence that took place here two weeks ago, where we will watch the inauguration unfold in the next hour and a half, he has not said that maybe his words had contributed to it. There is a sense in which there is a breach in the normal democratic patterns. But i suspect what we are going to see now is a return to some kind of normality. But there are millions and millions of disaffected donald Trump Supporters who probably do believe the election was stolen from their man. And bringing those people on board, lowering the temperature, a quieter, calmer america, is Whatjoe Biden will talk about, but delivering it is much more difficult. About, but delivering it is much more difficult. ,. ~. More difficult. They may be taking a messaue more difficult. They may be taking a message from more difficult. They may be taking a message from the more difficult. They may be taking a message from the fact more difficult. They may be taking a message from the fact that more difficult. They may be taking a message from the fact that donald i message from the fact that donald trump chose not to turn up to this inauguration, the people who believe election was stolen. The Vice President and his wife will be there, standing in donald trump effectively. Mike pence has perhaps redeemed himself in the eyes of some of his staunchest critics on the democratic side by in the last couple of weeks standing up for the democratic process, hasnt he . The fascinatin democratic process, hasnt he . Tte fascinating thing democratic process, hasnt he . Tte fascinating thing about democratic process, hasnt he . Tt;a fascinating thing about mike pence is that for nearly the whole of the president s term he has been this silent man who has just nodded his head in agreement in public and when head in agreement in public and when he has spoken he has spoken about what a great man donald trump is. Over Christmas Mike pence was given 0ver Christmas Mike pence was given a choice by donald trump. You choose between me or you choose between the constitution. Because every legal and constitutional i have been dotted and tea crossed in the challenge to the Election Result and it had been found to be free and fair. Mike pence shows the constitution. Itjust goes to underline the better way in which this presidency is ending, that you see the Vice President again making that choice today. He could have gone to joint that choice today. He could have gone tojoint base andrews for this staged Military Farewell that donald trump has awarded himself, or he could be on capitol hill. He has chosen to give donald trump a mess, and instead fulfil his role as the Vice President and handed on to his successor, harris, and to be there is a sign that at least a part of this administration is going along with tradition. For this administration is going along with tradition. With tradition. For the moment, thank you with tradition. For the moment, thank you. Lets with tradition. For the moment, thank you. Lets go with tradition. For the moment, thank you. Lets go to with tradition. For the moment, thank you. Lets go to capitol i with tradition. For the moment, l thank you. Lets go to capitol hill and listen to the music. This is the Marine Corps Band. There will be three president s in attendance, three president s in attendance, three former president s. Barack 0bama will be there, bill clinton will be there, and George W Bush will be there, and George W Bush will be there, and George W Bush will be there. No donald trump, but three former president s will be coming. That is dan quayle. Each president or a dignitary or Vice President or a dignitary or Vice President gets introduced with their own specific piece of music from the Marine Corps Band. It is a celebration today. We will be hearing from lady gaga, who will be singing the National Anthem. The Poet Laureate will be delivering a poem. It is notjust a Sombre Moment Wherejoe Biden will put his hand on the bible and take the Oath Of Office, there is music, there is poetry, it is meant to be a celebration of the peaceful transfer of power. This year, the peaceful transfer of power is being secured by an absolutely massive Security Operation. The city is on high alert after the riot at the capitol earlier this month. There are 25,000 National Guard troops on hand for the ceremony. That is more than the trips America Currently has in afghanistan, iraq and syria combined. There is high fencing, barbed wire is around the Capitol Building, shops have been boarded up. Larry madowo is out on the streets looking at the security. Where are you . How close are you to the capitol . What are you seeing . T the capitol . What are you seeing . I am about a mile from the east end of the capitol, and about half an hour ago a motorcade, believed to be that of Vice President mike pence, drove past. Instead Ofjubilant Americans welcome with the administration, he saw armed men at a Checkpoint Set Up ljy saw armed men at a Checkpoint Set Up by the secret service, manned with the National Guard and us customs and border control. This massive operation to secure this inauguration is unlike any in modern history, because of the fear that, after the attempted insurrection, in the Capitol On January the after the attempted insurrection, in the capitol onjanuary the sick, there might be armed forces coming back into dc and trying to disrupt the inauguration. The fbi have warned law agency that members of Militia Groups might try and disguise themselves as member of the National Guard, there might be lone rangers or some believers in the far right Conspiracy Theory called qanon, right Conspiracy Theory called q anon, who might want, because they are unhappy with the inauguration of joe biden, they might want to disrupt it. Joe biden, they might want to disrut it. , joe biden, they might want to disrut it. ,. disrupt it. Larry, we have bill clinton and disrupt it. Larry, we have bill clinton and hillary disrupt it. Larry, we have bill clinton and Hillary Clinton disrupt it. Larry, we have Billl Clinton and Hillary Clinton who disrupt it. Larry, we have bill clinton and Hillary Clinton who are arriving now. They come in order of when they were president , so bill clinton arrives first, then we will get the bushes and then the 0bamas, but here is bill clinton and Hillary Clinton, the former president and the former secretary of state, the woman who wanted to be americas first female president , arriving to watch their friend, first female president , arriving to watch theirfriend, fair first female president , arriving to watch their friend, fair to say, joe biden. Hillary clinton and joe biden served in the senate together, so they have known each other for a very long time, big families in American Politics, these two, and they are coming to watch the inauguration celebrations. I have lived in washington for 20 years. I was in Washington On The Night of 9 11, when the pentagon was attacked. I have never seen this city locked down with Security Forces as it is at the moment. There are armed humvees everywhere, soldiers with weapons on every corner, they really are the weapons of war being used to secure the process of peace and democracy. I dont know about you, larry, you are newer to washington than me, but i walk around the city at the moment and i dont recognise the city i live in, and its sad to see this. This is something i keep hearing in the past week for the everybody has told me, this feels like a war i cant imagine this many armed soldiers with Military Fatigues and guns, here to protect us from other americans. They keep saying that. When people are watching on tv, they should understand that that platform to see at the capitol, there is nobody with direct line of sight to it, because the military, the National Guard, the Us Secret Service have blocked every garage, every balcony, anybody who might have a direct line of sight access to it, because of the fear that there might be an attack of some kind. They had to postpone the rehearsal on sunday to monday, again because of the fear. Joe biden was supposed to come into the city on the amtrak, like he did when he was a senator. They had to cancel that. These are all the fears, there has never been this level of alert before. ,. Before. No, and we have Laurent Georae before. No, and we have Laurent George w before. No, and we have laurent George W Bush. Before. No, and we have laurent George W Bush, also before. No, and we have laurent George W Bush, also arriving before. No, and we have laurent George W Bush, also arriving for| before. No, and we have laurent. George w bush, also arriving for George W Bush, also arriving for laura and George W Bush. Bill clinton handed over power to George W Bush, invited the couple and their girls to the white house to tour the residency, and left a client note. That tour of the again that has not happened. The trumps did not reach out to the bidens to invite them to the white house to take a tour of the white house to take a tour of the residents, although i am sure thatjoe biden seen it, he was Vice President under barack 0bama, he knows the building well, but its another symbol of democracy, symbols of a functioning, mature, peaceful transfer of power, that the person who has lost, even after one term, is prepared to hand over power in a way which is gracious and shows unity for the country. Here is barack 0bama and Michelle 0bama, arriving, and it was barack 0bama who had to be the person who handed over power to donald trump four years ago in the inauguration of donald trump back in 2017. He has beenin donald trump back in 2017. He has been in this position not very long ago, on the other side. Now it is his Vice President and friend, eric 0bama joe biden really did become good friends when they were serving together in the white house. Barack 0bama and joe biden really did become good friends. Not here for this inauguration is Jimmy Carterand his not here for this inauguration is jimmy carter and his wife. He is in his 90s and is in weak health. I am sure he would have loved to have been here. Joe biden was a senate aide Whenjimmy Carter was serving his term in office, and they had been friends, they have worked together before, but Health Reasons keep jimmy together before, but Health Reasons Keeinmmy Carter and his wife done in atlanta, georgia, so they will not attend this inauguration first up not attend this inauguration first up i imagine the former president carter will be watching on television, however, and wishing his democratic compatriot well, as joe biden takes over. We have had now the 0bamas, arriving in a second, and then the chiefjustice and the Supreme Courtjustices, and the chiefjustice will administer the Oath Chief Justice will administer the oath of chiefjustice will administer the Oath Of Office tojoe biden and Sonia Sotomayor will administer the Oath Of Office to Kamala Harris. They will be arriving any minute, following on from the 0bamas, who are about to arrive on the podium. Lets take a listen while we watch the 0bamas arrive. Lets take a listen while we watch the obamas arrive. The obamas arrive. Ladies and gentlemen. The obamas arrive. Ladies and gentlemen, the the obamas arrive. Ladies and gentlemen, the 44th president of the united gentlemen, the 44th president of the United States, the honourable barack 0bama United States, the honourable barack 0bama and mrs Michelle 0bama. Applause still the democratic partys most popular leader, and he gets a huge amount of applause wherever he goes, including onto the Inauguration Platform outside the Capitol Building for his former Vice President. So, traditionally, hundreds of thousands of people would be out on the National Mall for these president ial inaugurations, but this time there are no crowds. Instead, billy 200,000 american flags are waving in the wind. They represent the number of Ticket Holders normally allowed to access mall on these occasions. These are pictures from President Trumps in operation, with thousands of americans there to witness and celebrate it, 500,000, although you may remember a controversy that followed when his administration claimed more people were there than attended president 0bamas first in operation in 2009. That was not true, a million attended president 0bamas first inauguration for on the left, Donald Trumps in operation stop it is the comparison. You can work it out for yourselves. Today, our correspondence, gary 0donoghue, is out on the National Mall. Normally, you would be jostling for position with millions of people down there potentially. Now you are surrounded ljy potentially. Now you are surrounded by flags. Potentially. Now you are surrounded b flats. , i i i potentially. Now you are surrounded b flats. , i i i i i . ,. , by flags. Yeah, 200,000 of them, as ou sa , by flags. Yeah, 200,000 of them, as you say. All by flags. Yeah, 200,000 of them, as you say. All planted by flags. Yeah, 200,000 of them, as you say, all planted by by flags. Yeah, 200,000 of them, as you say, all planted by armies by flags. Yeah, 200,000 of them, as you say, all planted by armies of i you say, all planted by armies of people in the last few days. Lots of us flags, as you would expect, but also flags from the individual states, 50 states, and v6 territories, stretching right back from the capitol, right down the National Mall. Its a very airy place to be when you think about the situation and what would normally be going on on a day like this, just to be here with us and the flags and the wind coursing through the National Mall. In a sense, i think its an inspired idea. This could just have been an empty place, and emptiness that would have spoken volumes, but i think they have done something very simple but very effective to say, look, we recognise this is not normal, but in a sense the people will be back. This is not normal, but in a sense the people will be back. And, gary, once the inauguration the people will be back. And, gary, once the inauguration takes the people will be back. And, gary, once the inauguration takes place, | once the inauguration takes place, they will then go to Arlington Cemetery, the whole team, the Vice President , and the president , they will go off to the Arlington Cemetery to stop thats not normally something that happened on Inauguration Day, they would normally take a huge parade from the capitol to the white house, another thing that has been scaled down and we will not get much of. We will not get much of. Yeah, the arade is we will not get much of. Yeah, the parade is always we will not get much of. Yeah, the parade is always essential we will not get much of. Yeah, the parade is always essential part. In| parade is always essential part. In a sense, i think the trip to arlington, it often happens at other times, maybejust before arlington, it often happens at other times, maybe just before or after inauguration, but going to the tomb of the unknown soldier, that sort of symbol of americas fallen, is a very powerful thing, i think, particularly with the other president s present, because america has been through a number of wars in recent years. It has lost a number of service people, thousands of service people, since you mentioned 9 11. A lot of americans have fallen in battle. That will be, i think, a very powerful image and a sign, i think, of the respect that the leader, the new president , joe biden, and those of the former president s hold for the military in this country, which is, as you know, a real badge of honour, isnt it . You have to demonstrate your respect for the Armed Services in america. Its incredibly important. {lilla for the Armed Services in america. Its incredibly important. Its incredibly important. Ok, Gary Odonoghue its incredibly important. Ok, Gary Odonoghue on its incredibly important. Ok, Gary Odonoghue on the its incredibly important. Ok, Gary Odonoghue on the national i its incredibly important. Ok, Gary Odonoghue on the National Mall, j its incredibly important. Ok, Gary Odonoghue on the National Mall, and i think we can see in Florida Live Pictures from West Palm Beach, where donald trump has just arrived. Perhaps as important today as the Inauguration Ofjoe Biden and significant to america and American Politics is the fact that donald trump is leaving, and that donald trump is leaving, and that donald trump has, i think the way to put it, he has slung out of town as a defeated president who did not win a second term in office, and that is also highly significant for this country. There are a lot of people in the country, and i have spoken to supporters of President Trump, who have also said they are exhausted, that this has been a dramatic, chaotic, unprecedented presidency with an enormous amount of news, an enormous amount of turmoil during the course of the last four years, on top of the coronavirus pandemic, and there is a sense that the country is tired and is looking for perhaps a little restoration of normalcy. So there is air force one. He is still president for one hour and three minutes, donald trump. He is still the 45th president of the United States. His plane touching down at West Palm Beach. Lets bring on 0livia troye, who worked for the Trump Administration as a Homeland Security and counterterrorism adviser and also a Coronavirus Adviser and also a Coronavirus Adviser for vice adviser and also a Coronavirus Adviserfor Vice President adviser and also a Coronavirus Adviser for Vice President mike pence. To make clear to our audience, you left the Trump Administration because you did not like what was happening. You had a falling out with the administration. When you watch these scenes, we have a split screen with joe when you watch these scenes, we have a split screen Withjoe Biden about to be inaugurated as the next president , donald trump touching down in West Palm Beach, defeated as a one term president , what do you think got us here . Why is donald trump on his way to mar a lago and joe biden is about to be sworn in and on his way to the white house . T and on his way to the white house . I think this is representative of what this country has endured these past four years. This country has endured these past fouryears. I this country has endured these past four years. I think donald trump has exhibited the same characteristics his entire tenure in office, and i am not surprised to see that he is still not cooperating, and im not sure any of us wanted him to be their foot sure any of us wanted him to be theirfoot up sure any of us wanted him to be their foot up its a new beginning, time for our country to move forward. We had to hold him accountable still today for the i think we have to hold those that enabled this moment, who allowed this to happen in this moment, accountable still, but for today this symbolises a breakaway from this symbolises a breakaway from this president and this horribly dark and sad phase. Ladle this president and this horribly dark and sad phase. This president and this horribly dark and sad phase. We are Ust Seeinu In Dark and sad phase. We are ust seeing in the i dark and sad phase. We are ust seeing in the Capitoli Dark and sad phase. We are ust seeing in the capitol mike i dark and sad phase. We are just. Seeing in the capitol mike pence, the Vice President , arriving. He is the Vice President , arriving. He is the representative today of the white house and the Trump Administration at the swearing in of joe biden. Has mike pence changed his position in history with his actions over the last few weeks, and his falling out with President Trump on how to fight the Election Result . I certainly think he has. This on how to fight the Election Result . I certainly think he has. I certainly think he has. This is a man who i certainly think he has. This is a man who has i certainly think he has. This is a man who has endured i certainly think he has. This is a man who has endured every i i certainly think he has. This is a | man who has endured every day, i certainly think he has. This is a i man who has endured every day, being only a few feet from this man, he has seen it first hand. But he was also the calming voice in the room at the time. He is leaving the office with the decorum he knows it deserves and he knows this country is in a very dark place right now. I think it is right for him to be there today to show support, knowing everything that went on. Everything that went on. Olivia, usured everything that went on. Olivia, usurped with everything that went on. Olivia, usurped with vice everything that went on. Olivia, usurped with Vice President i everything that went on. Olivia, l usurped with Vice President mike pence on the Coronavirus Task force. The number one thing thatjoe biden needs to do from today, when he becomes president , is handled the coronavirus here in america, improve the roll out of vaccines, improve test and tracing across the country, bring down the number of people who are dying in america because of the coronavirus. What do you think the incoming president can do differently, compared to what mike pence was doing when he was leading the Coronavirus Task force in the donald Trump Administration . Ltruleiiii donald Trump Administration . Well the first thing donald Trump Administration . Well the first thing is donald Trump Administration . Tt the first thing is to speak with a unified voice, to tell people the situation, to get everyone united and behind them. A simple issue like that has created so Much Division in this country. And also to support the states, support the governors who have basically been played against each other and used as a pawn for President Trump along the way who actually did not enable them. He did not support them, he played politics with the virus and the important thing is to put the politics aside at the moment to get the vaccine distributed, get ppe out to the people who need it and really to the people who need it and really to start to come together as a country to fight this virus together first hand. , country to fight this virus together first hand. ~ i. First hand. Olivia troy, thank you very much first hand. Olivia troy, thank you very much for first hand. Olivia troy, thank you very much forjoining first hand. Olivia troy, thank you very much forjoining us. First hand. Olivia troy, thank you very much forjoining us. We i first hand. Olivia troy, thank you very much forjoining us. We are | very much forjoining us. We are keeping an eye on both of these images for you. On the side you are seeing the door of air force one, which is where President Trump will come down those steps to begin his life as former president , as citizen trump in florida. He will be moving into mar a lago, he has a private apartment there, he and his wife will be moving in there. On the right hand side we see the Capitol Building in washington, dc, where dignitaries are gathered. There is mike pence, still Vice President of the United States under donald trump. He did not go to Andrews Air Force base to say goodbye to donald trump, he did not go to the white house this morning to say goodbye to donald trump. He has been a loyal foot soldierfor this president , defending his many controversial policies, the separation of families at the border, the ban on people from majority muslim countries entering the United States early on. Mike pence stood by donald trump throughout his presidency, but he broke with him on the issue of whether the election was free and fair and Mike Pencejust would not go as far as donald trump wanted him to go in fighting the Election Results. Here he is. He is the representative of the Trump Administration on that platform. He will be standing in effectively for donald trump to pass the baton from the 45th president to the 46th president. We are expecting the running order that we have been given by the white house and we will have the Vice President elect, Kamala Harris and doug imhoff, who will be the next to come out. There is bill clinton and george bush behind him. It is an extraordinary scene as we watch power in washington, power in america is shifting. It is shifting from the left hand side of your screen to the right hand side of your screen. It is shifting from donald trump who is leaving office, defeated as a one time president , tojoe biden who has, on his third attempt for the us presidency, who will finally be taking the Oath Of Office as the oldest president ever in American History. And he will have a Vice President who is also making history as the first woman and the first person of colour also as a Vice President. Stephanie rawlings blake, former mayor of baltimore, joins us now. 0ne second, because there is donald trump. We were talking about a split screen. Melania has changed. She left washington in black. She pays close attention to her clothes. She left in a Sombre Outfit and has arrived in florida in a suitably sunny dress. Perhaps no secret that Melania Trump is happy to believe in washington. She was never particularly keen to take up her position in the white house. She liked her life as a private citizen in new york and now she can resume life as a private citizen down in florida. So that is it, donald trump gets into his suv and drives off to mar a lago. And we can say goodbye to the donald trump presidency. It is perhaps as important a moment in this day in American History that the country is saying goodbye to donald trump, who has left without even attending the inauguration of his successor, and that his family is leaving as well. His family also broke president by having members of the family in the office of the president as his advisers. They will be scattered around the country. Many of them had political ambitions. There could be some shakespearean rivalry between the siblings, if Anchor Shakespearean rivalry between the siblings, ifanchortrump, Dan Shakespearean Rivalry between the siblings, if anchor trump, danjr, and siblings, ifanchortrump, danjr, and eric. There are still president ial trappings. The president s seal is on the door of the suv. He has the flags and for another 58 minutes or so donald trump is still president. Whenever the Oath Of Office is taken and there has been some dispute, because under our timetable, there has been some dispute, because under ourtimetable, it there has been some dispute, because under our timetable, it looks like joe biden might take the Oath Of Office before midday here on the east coast of washington, dc, that does not make him president. The clock will make joe does not make him president. The clock will Makejoe Biden president. Donald trump stops being president at noon and his successor takes over after that. And donald trump has gone. We are back to washington, the new power here in washington. Stephanie rawlings blake, former mayor of baltimore, joins us. It is worth as closing the page on donald trump is my presidency and seeing he has left because it is a very important moment in politics in this country that donald trump has slung out of town on this Inauguration Day as a defeated one term president because he has been such a tumultuous figure in American Politics. When you see these pictures of Kamala Harris making her way through the capitol, about to be sworn in as americas first female Vice President and first female Vice President and first Vice President of colour, so many barriers being broken by Kamala Harris at this moment, and so many messages being sent to young girls and to people of colour right around this country, arent there . It fills me with so much emotion to see this because i know there are women notjust in america, but over the world, who are looking at this and seeing entirely new possibilities for their future. For their future. What will she brine to for their future. What will she bring to the for their future. What will she bring to the biden for their future. I think her experience makes her very uniquely qualified to be a real change agent across the country. She qualified to be a real change agent across the country. Across the country. She will not onl be across the country. She will not only be vice across the country. She will not only be Vice President across the country. But with the separation and split of congress the way it is i expect Vice President harris will have a much more active role, something that would be historic. Bend more active role, something that would be historic. More active role, something that would be historic. And there we have the current vice would be historic. And there we have the current Vice President who i the current Vice President who actually did reach out to Kamala Harris, to welcome her, which is as it should be, as is tradition at these inaugurations. There she is saying hello to some kids. She has an extended family. Another thing about her is she is a stepmum and there are millions of stepparents around the country as well who will be seeing this stepmother who is very close to the children of her husband and they are there on the podium with her. After this year in which america has seen so much tumult around the issue of racialjustice, there has been so much focus on the need for Racial Justice throughout america, protests that swept across the world, to have a woman of colour come in to the position of Vice President is a very important, significant moment in American Politics. And joe biden was determined, he made it very clear, he said early on after he got the nomination he was going to choose a woman as his Vice President ial nominee, and he made it clear he wanted to have a woman of colour, and we have Kamala Harris at the moment when america is asking Big Questions about how the racial divides that have been made so clear in the country, racial divides where of course African Americans have been well aware of for decades, but perhaps White Americans have more recently become aware of, those divides have been laid bare. Joe biden has it in his very busy in tray to try to do something to heal those racial divisions. Having Kamala Harris in this position is an important part of that process of trying to hear those divisions. The former mayor of baltimore, thank you very much. I dont think any other candidate that was in the democratic field could have beaten donald trump, and i was reading the barack 0bama book, and there was an interesting line when he was talking about his own run for the presidency first up he said, you dont choose the moment, the moment chooses you. I think this wasjoe bidens moment, at a time of controversy and division, he was a slightly reassuring figure, had been on the political stage for years, a moderate democrat and therefore someone who could perhaps take on donald trump and win. The other thing that struck me as i was watching them coming out, they say that in politics, when you are president or prime minister, you are at the centre of a force field, and all around you is chaos and noise, but at the epicentre it is absolutely still and i just wonder whether, if in the security concerns, given everything, joe biden sensed that calm today or whether he just felt the turmoil. Lets listen to Amy Klobuchar. Abs, lets listen to Amy Klobuchar. A whole bunch of bidens. America, welcome whole bunch of bidens. Applause i should have known when senator klobuchar got involved at least there would be a touch of snow up here this morning. Of all the things wed considered, i dont think snow was on my agenda until i walked out the doorfor a moment ago, but thank you, senator, and thanks to the other members of the joint congressional on the inauguration, as we officially began the 59th inaugural ceremony. I also want to thank thejoint inaugural ceremony. I also want to thank the joint Committee Staff and our partners, particularly our security partners, for the way they have dealt with unprecedented circumstances. When i chaired the inauguration four years ago, i shared president reagans 1981 shared president reagans1981 description of this event as commonplace and miraculous. Commonplace because we have done it every four years since 1789, miraculous because weve done it every four years since 1789. Americans have celebrated this moment during war, during depression and now during pandemic. 0nce moment during war, during depression and now during pandemic. Once again, all three branches of our government come together as the constitution envisions. 0nce come together as the constitution envisions. Once again, we renew our commitment to our determined democracy, forging a more Perfect Union. That theme for this inauguration, our determined democracy, forging a more Perfect Union, was announced by the joint committee before the election, with the belief that the United States can only fulfil its promise and set an example for others if we are always working to be better than we have been. The constitution established that determined democracy, with its first three words, declaring the people as the source of the government. The articles of confederation hadnt done that, the magna carta hadnt done that, the magna carta hadnt done that, the magna carta hadnt done that, only constitution says the government exists because the people are the source of the reason it exists. They immediately followed those first three words with the words to form a more Perfect Union. The founders did not say to form a Perfect Union, they did not claim that in our new country nothing would need to be improved, fortunately, they understood that always working to be better would be the hallmark of a great democracy. The freedoms we have today, the nation we have today is not here just because it happened, and they are not complete. A great democracy working through the successes and failures of our history, striving to be better than it had been and we are more than we have been, and we are more than we have been, and we are less and we hope to be. The assault on our capitol at this very place just two weeks ago reminds us that a government designed to balance and check itself is both fragile and resilient. During the last year, the pandemic challenged our free help and society and called for extremely determination and sacrifice, and still challenges us today. Meeting that challenge head on has been and are health care workers, scientists, first responders, essentialfront workers, scientists, first responders, essential Front Line Workers and so many others we depend on in so many ways. Today, we come to this moment, people all over the world, as we are here, are watching and well watch what we do here. Our government comes together, the congress and the courts, during the transition of executive responsibility, one Political Party are pleased today and, on every inaugural day, more than the other, but this is not a moment of division, its a moment of unification, a new administration begins and brings with it a new beginning, and with that our Great National debate goes forward, and a determined democracy will continue to be essential in pursuit of a more Perfect Union and a Better Future for all americans. What a privilege for all americans. What a privilege for me tojoin for all americans. What a privilege for me to join you today. Thank you. Applause roy blunt, the only republican who will be speaking today, stressing unity, which is the theme of this Inauguration Thatjoe Biden has asked for. It is something that democrats say cant happen until there is accountability for what happened in that Capitol Building two weeks ago. But we, still more with hope and with our eyes raised anew to the vision of a more Perfect Union in our land, a union of all our citizens to promote The General Welfare and secure the blessings of liberty to ourselves and our posterity. We are a people of many races, creeds and colours, national backgrounds, cultures and styles. Now far more numerous and on land much faster than when Archbishopjohn Care will root his prayerfor Archbishopjohn Care will root his prayer for the Archbishopjohn Care will root his prayerfor the inauguration Archbishopjohn Care will root his prayer for the inauguration of washington 230 years ago. He prayed that you, creator of all, will assist with your counsel and fortitude the president of these United States, that his Administration May be conducted in righteousness and be eminently useful to your people. Today we confess our past failures to live according to our vision of equality, inclusion and freedom for all. Yet we resolutely commit to renewing the vision, to caring for one another in word and deed, especially the least fortunate among us. And so becoming a light for the world. There is a power in each and every one of us that lives by turning to every other one of us, the thrust of the spirit to cherish and care and stand by others and above all those most in need. It is called love and its path is to give evermore of itself. Today it is called american patriotism, more than that of power and privilege, but the care for the common good, with malice towards none and with charity for all. For our new president we beg of you the wisdom, solemn and sort, when he knelt before you and prayed for an understanding heart, so that i can govern your people and know the difference between right and wrong. We trust in the council of the letter of james, we trust in the council of the letter ofjames, if we trust in the council of the letter of james, if any we trust in the council of the letter ofjames, if any of we trust in the council of the letter of james, if any of you lacks wisdom you should ask god who gives generously to all without finding fault, and it will be given to you. Pope francis has reminded us how important it is to dream together. By important it is to dream together. By ourselves, he wrote, we risk seeing mirages, things that are not there. Dreams, on the other hand, are built together. Be with us, holy mystery of love, as we dream together. Help us under our new president to reconcile the people of our land, restore our dream and invest it with peace and justice and the joy that is the overflow of love. So help me god. Congratulations, mr president. Applause well, that was short and sweet. Joe biden has waited his entire political career for that moment. It took less than a minute, and the chiefjustice of the United States declared joe biden president of the United States at 11 48am. Technically, he is not president for another 11 minutes, under the constitution. It is absolutely clear. 0ne constitution. It is absolutely clear. One person is president until midday on to the next person takes over from that, midday on to the next person takes overfrom that, but midday on to the next person takes over from that, but i suspect nobody is quibbling with that right now. Joe biden hasjust been called president of the United States. This is the man who has wanted this for his entire political life. He tried twice and failed. The third time is a charm, joe biden, the 46th president of the United States of america. We seem to be taking a little pause, where they have all been asked to sit. I am not sure if they are being asked to it for ten minutes until he is actually president , but there is kind of a pause and we would expect at this moment, im not quite sure whether we call him the president or President Elect. Cheering speaker pelosi, leader sunni chuck schumer, leader mcconnell, Vice President pence, my distinguished guests and fellow americans, this is americas day. This is democracy s day. A day of history and hope, of renewal and resolve, a crucible for the ages, america has been tested and you, and america has risen to the challenge. Today, we celebrate the challenge. Today, we celebrate the triumph not of a candidate but of a cause, the cause of democracy. The people, the will of the people, has been heard, and the will of the people has been heeded. We have learnt again that democracy is precious, democracy is fragile, and at this hour, my friends, democracy has prevailed. Applause so now, on this hallowed ground, where just a few days ago violence sought to shake capitol s very foundation, we come together as one nation under god, indivisible, to carry out the peaceful transfer of power, as we have for more than two centuries. As we look ahead, in our uniquely american way, restless, bold, optimistic, and set our sights on a nation we know we can be and we must be. I think my predecessors of both parties where the president s are here today to top i thank them from the bottom of my heart, and i know. Applause and i know the resilience of our constitution and the strength of our nation, as does president carter, who i spoke with last night, who cannot be with us today, but whom we salute for his lifetime of service. Applause i havejust applause i have just taken a sacred oath. Each of those patriots took it, the oath first sworn by george washington, but the american story depends not on any one of us, not on some of us, but on all of us, ennui, the people, who seek a more Perfect Union. This is a great nation. We are a good people. And over the centuries, through storm and strife, in peace and in war we have come so far, but we still have far to go. We will press forward with speed and urgency, for we have much to do in this winter of peril and significant possibilities. Much to repair, much to restore, much to heal, much to build, and much to gain. Few people in our nations history have been more challenged or found a time in our nations history have been more challenged orfound a time more challenging or difficult than the time we are in now. A once in a sentry virus that silently stalks the country has taken as many lives in one year as america lost in all of world war ii. A once in a century virus. Millions ofjobs have been lost, hundreds of thousands of businesses closed, a pro for Racial Justice some 400 years in the making moves us. A try for Racial Justice. The Dream Ofjustice for all will be deferred no longer. A cry for survival comes from the planet itself, a cry that cant be any more desperate or any more clear now, the rise of political extremism, white supremacy, domestic terrorism, that we must confront and we will defeat. Applause to overcome these challenges, to restore the soul and secure the future of america requires it much more than words, it requires the most elusive of all things in a democracy, unity. Unity. In another january, new years day 1963, Abraham Lincoln signed the emancipation proclamation. When he put pen to paper, the president said, and i quote, if my name ever goes down into history, it will be for this act, and my whole soul is in it. My whole soul is in it. Today, on this january day, my whole soul is in this, bringing america together, uniting our people, uniting our nation, and i ask every american tojoin me in uniting our nation, and i ask every american to join me in this uniting our nation, and i ask every american tojoin me in this cause. Applause uniting to fight the foes we face, angen uniting to fight the foes we face, anger, resentment and hatred, extremism, lawlessness, violence, disease, joblessness and hopelessness, with unity, we can do great things, important things. We can write wrong. We can put people to work in good jobs. We can teach our children in safe schools. We can overcome the deadly virus. We can reward work and rebuild the middle class and make health care secure for all. We can deliver Racial Justice and make america once again a leading force for good in the world. I note speaking of unity can sound to some like a foolish fantasy these days. I know the forces that divide us are deep and they are real, but i also know they are not new. 0ur real, but i also know they are not new. Our history has been a constant struggle between the american ideal that we are all created equal and the harsh, ugly reality that racism nativism, fear, demonisation have long torn us apart. The battle is perennial, and victory is never assured. Through civil war, the great depression, the world war, 9 11, through struggles, sacrifice and setbacks, our better angels have always prevailed. In each of these moments, enough of us, enough of us have come together to carry all of us forward, and we can do that now. History, faith and reason showed the way, the way of unity. We can see each other not as adversaries but as neighbours. We can treat each other with dignity and respect. We can join forces, stop the shouting and lower the temperature. Without unity, there is no peace, only bitterness and fury, no progress, only exhausting outrage, no nation, only exhausting outrage, no nation, only a state of chaos. This is our historic moment of crisis and challenge, in unity is the path forward. And we must meet this moment as the United States of america. If we do that, i guarantee you we will not fail. We have never, ever, everfailed in america when you we will not fail. We have never, ever, ever failed in america when we have acted together, and so today, at this time, in this place, lets start afresh, all of us. Lets begin to listen to one another again, to hear one another, to see one another, to show respect to one another. Politics doesnt have to be another. Politics doesnt have to be a raging fire destroying everything in its path. Every disagreement doesnt have to be a cause for total war. And we must reject culture in which facts themselves are manipulated and even manufactured. Applause my my fellow americans, we have to be different than this. America has to be better than this, and i believe america is so much better than this. Just look around. Here we stand in the shadow of the capitol dome, as was mentioned earlier, completed amid the civil war when the union itself was literally hanging in the balance, yet we endured, we prevailed. Here we stand, looking out on the great mall where doctor king spoke of his dream. Here we stand where 108 king spoke of his dream. Here we stand where108 years ago at another inaugural thousands of protesters tried to block brave women marching for the right to vote and today we marked the swearing in of the first woman in American History elected to national office, Vice President Kamala Harris. Dont tell me things cant change. Here we stand across from Arlington Cemetery where he rose who gave their last full measure of devotion and rest in eternal peace. And here we stand just days after a riotous mob thought they could use violence to silence the will of the people, to stop the work of our democracy, to drive as from this sacred ground. It did not happen, it will never happen, not today, not tomorrow, not ever, not ever. Cheering for all those who supported our campaign i am humbled by the faith you placed in us. For campaign i am humbled by the faith you placed in us you placed in us. For all those who did not support you placed in us. For all those who did not support us, you placed in us. For all those who did not support us, let you placed in us. For all those who did not support us, let me you placed in us. For all those who did not support us, let me say i you placed in us. For all those who| did not support us, let me say this, hear me out as we move forward. Take a measure of me and my heart. If you still disagree, so be it, that is democracy, that is america. The right to dissent peaceably and the guardrails of our republic is perhaps this nations greatest strength. Yet hear me clearly, this agreement must not lead to disunion and i pledge this to you, i will be your president for all americans, all americans. And i promise you i will fight as hard for those who did not support me as for those who did. Many centuries ago saint augustine, a saint of my church, wrote that people was a multitude defined by the common objects of their love, defined by the common objects of their love. What are the common objects we as americans love that define us as americans . I think we know. 0pportunity, security, liberty, dignity, respect, honour and, yes, the truth. Recent weeks and, yes, the truth. Recent weeks and months have taught as a painful lesson. There is truth and there are lies. Lies told for power and for profit. And each of us has a duty and responsibility as citizens, as americans, and especially as leaders, leaders who have pledged to honour our constitution and protect our nation, to defend the truth and defeat the lies. Look, i understand that many of my fellow americans view the future with fear and trepidation. I understand they worry about theirjobs, i understand that at night they turn to the ceiling wondering, can i keep my health care . Can i pay my mortgage . Thinking about their families, about what comes next. I promise you i get it. But the answer is not to turn inwards, to retreat into competing factions, distrusting those who do not look like you, or worship the way you do, or dont get their news from the same source as you do. We must end this uncivil war that pits red against blue, rural versus urban, conservative versus liberal. We can do this if we open ourselves instead of hardening our hearts, if we show a little tolerance and if we are willing to stand in the other persons shoes, as my mum would say, just for a moment, stand in their shoes. Because here is the thing about life, there is no accounting for what fate can deal you. Some days when you need a hand, there are other days when we are called to lend a hand. That is how it has to be, that is what we do for one another. And if we are this way, our country will be stronger, more prosperous, more ready for the future and we can still disagree. My fellow americans, in the work ahead of us we are going to need each other, we need all our strength to persevere through this dark winter. We are entering what may be the toughest and deadliest period of the virus. We must set aside politics and finally face this pandemic as one nation, one nation. And i promise you this, as the bible says we endure for a night, but durie, is in the morning and we will get through this together, together. All my colleagues i served with in the senate up here, we all understand the world is watching, watching all of us today. So here is my message to those beyond our borders, america has been tested and we have come out stronger for it. We will repair our alliances and engage with the world once again, not to me yesterdays challenges, but todays and tomorrows challenges. And we will lead not merely by the example of our power, but by the power of our example. We will be a strong and trusted partnerfor example. We will be a strong and trusted partner for peace, example. We will be a strong and trusted partnerfor peace, progress and security. Look, you all know we have been through so much in this nation and my first act as president is i would like to ask you to join me in a moment of silent prayer and remember all of those we have lost this past year to the pandemic, those 400,000 fellow americans, mothers, dads, husbands, wives, sons, daughters, neighbours and co workers. We will honour them and become the people and the nation we know we can and should be. I ask you, lets say a silent prayer for those who have lost their lives and those who have lost their lives and those who have been left behind for our country. Amen. Folks, this is a time of testing and facing an attack on democracy and untrue, a virus, growing inequity, the sting of systemic racism, a climate in crisis, americas role in the world. Anyone of these would be enough to challenge as in profound ways, but the fact is we face them all at once, presenting this nation with one of the gravest responsibilities we have had. Now we will be tested. Are we going to step up, all of us . It is time for boldness because there is so much to do. And this is certain, i promise you we will be judged, you and i, by how we resolve these cascading crises of our era. We will rise to the occasion. Will we master this rare and difficult hour . Will we meet our obligations and pass along a new and better world to our children . I believe we must, i am sure you do as well. I believe we will. And when we do we will write the next great chapter in the history of the United States of america, the american story, a story that might sound Something Like a song that means a lot to me. It is called american anthem. There is one verse that stands out, at least for me, and it goes like this. The work and prayers of centuries have brought us to this day, which shall be our legacy, what will our children say . Let me know in my heart when my days are through, america, america, i gave my best to you. Lets us add our own work and prayers to the unfolding story of our great nation. If we do this, then when our days are through our children and our childrens children will say to us and about as they gave their best and they did their duty and they healed broken land. My fellow americans, i closed the day where i began with the sacred oath before god and all of you i give you my word. I will always level with you, i will defend the constitution, i will defend our democracy, i will defend america and i will give all, all of you, keep everything i do in your service, thinking not of power but of possibilities, not of personal interest, but of the public good, and together we shall write an american story of hope, not fear, of unity, not division, of light, not darkness, a story of decency and dignity, love and healing, greatness and goodness. May this be the story that guides us, the story that inspires us, and the story that tells ages yet to come that we answered the call of history, we met the moment, democracy and hope, truth and justice did not die on our watch but thrive. That america secured liberty at home and stood once again as a beacon to the world will stop that is what we owe our forebears, one another, and generations to follow. So, with purpose and resolve, we turn to those tasks of our time, sustained by faith, driven by conviction and devoted to one another and the country we love with all our hearts. May God Bless America and may god protect our troops. Thank you, america. Cheering joseph biden, who is now the 46th president of the United States of america with his inaugural speech in which he sought unity. He talked about unity and notjust which he sought unity. He talked about unity and not just as which he sought unity. He talked about unity and notjust as the end, but as the means to healing the country. He was honest about the challenges that america faces, and particularly about the pandemic. He talked about this as a winter of peril and called for all americans to help each other. There are days when you lend a hand, there are days when you lend a hand, there are days when you lend a hand, there are days when you need a hand. And he asked americans to come together in this moment of peril, of tragedy, as he called it, and laid out the huge things that the country has to face, but that also he has to face, that he as the next president of the United States has to deal with. He became president halfway through his inaugural speech. Became president halfway through his inauguralspeech. He became president halfway through his inaugural speech. He wanted to repudiate donald trump and trumpism, although, of course, he didnt actually mention Donald Trumps name once, but he was reaching out to Donald Trumps supporters, that he would be governing for all americans, that it was time to end this uncivil war, as he called it. And talking about the tough work ahead, and i also thought, you know, we talk about a new dawn and a new era beginning, but you look at Whatjoe Biden has got to deal with, the pandemic, racism, the state of the economy, the state of the environment, all these massive issues in a country thatis these massive issues in a country that is bitterly divided and contesting what is truth and what are lies. Applause amanda gorman, the nations youngest ever Poet Laureate, 22 years old and, as a girl, she had a speech impediment, like somebody else up on that stage, joe biden, who has overcome a stutter to get where he has got to today. Bringing that poem, and we will now have the benediction from dr silvester beaman. G, benediction from dr silvester beaman. . ,. Beaman. A friend of President Biden for 30 years asa as a nation and people of faith, gathered in this historical moment, let us unite in prayer. God, we gather under the duty of your holiness and the holiness of your beauty. We seek your faith, your smile, your warm embrace. We petition you once more in this celebration. We will seek rehabilitation beyond correction. We will extend opportunities to those locked out of opportunity. We will make friends of our enemies. We will make friends of our enemies. We will make friends of our enemies. People, your people shall no longer raise up weapons against one another. We will rather use our resources for the National Good and become a beacon of life and goodwill to the world, and neither shall we learn hatred any more. We will lie down in peace and not make our neighbours afraid. In you, 0 god, we discover our humanity. In our humanity, we discover our commonness. Beyond the difference of colour, creed, origin, Political Party, ideology, geography and personal preferences, we will become greater stewards of your environment, preserving the land, reaping from it a sustainable harvest and securing its wonder and miracle giving powerfor harvest and securing its wonder and miracle giving power for generations to come. This is our benediction that, from these hallowed grounds, where slaves laboured to build this shrine and citadel to liberty and democracy, let us all acknowledge from the indigenous native american to those who recently received their citizenship, from the African American to those whose parents came from europe and every corner of the globe, from the wealthy to those struggling to make it, from every human being regardless of their choices, that this is our country. As such, teach us, 0 god. As such, teach us, 0 god, to live in it to love in it, to be held in it and reconcile to one another in it, lest we miss kingdoms glory. Lets just watch the colours go. Marching music. Foliowing your section in an organised manner. Following the playing of our national march, the Stars Stripes forever forever. National march plays. And there we have the president and the new first lady, joe biden and Doctorjill Biden and behind them Kamala Harris, the new Vice President , and her husband doug emhoff, leaving the stage. Not an inauguration that he necessarily would have wanted, much more socially distanced, many fewer people, not a National Mall with a throng of crowd down below it, but, jon sopel, i think they managed to capture that spirit that we see at every inauguration of the celebration, of taking power. There is that sense of moment that comes from all of those bits of the ceremony. From all of those bits of the ceremony from all of those bits of the ceremon. , i. , ceremony. Katty, when you look at the caitol ceremony. Katty, when you look at the capitol from ceremony. Katty, when you look at the capitol from the ceremony. Katty, when you look at the capitol from the mall ceremony. Katty, when you look at the capitol from the mall and ceremony. Katty, when you look at the capitol from the mall and you | the capitol from the mall and you look up onto the west front it looks like any other inauguration, it may be a bit more socially distanced. It is when you look the other way down the mall to the Washington Monument and you see just the flags and know people that you realise this is an exceptional inauguration. In the emptiness you see the twin issues thatjoe biden has got to grapple with, the pandemic, one of the reasons why there are no crowds, and the security situation. It was two weeks ago today that donald trump was just finishing off his speech and the crowd moved towards the capitol. Two weeks ago, unbelievably, astonishingly, iwas reporting on a mob taking over the capitol. It was the triumph of the mob. Two weeks later we are back and we are reporting on the triumph of democracy. Maybe it was always destined that would happen, but i have to say two weeks ago it did not seem like that, it seemed like us democracy was in a moment of grave peril and fragility and the fact that today has gone with such normality, and with the speeches in the order that they were laid out in, and with the address thatjoe biden gave, i think there will be a huge number of people across america, republican and democrat, who will maybe be breathing a sigh of relief. They may not sign up to joe biden, they may not agree with what he stands for, they may still be wishing with all their heart that donald trump is the next president , but if you believe in democracy then there has been today a peaceful transfer of power. Bind there has been today a peaceful transfer of power. There has been today a peaceful transfer of power. And for those members of transfer of power. And for those members of congress transfer of power. And for those members of congress who transfer of power. And for those members of congress who were | transfer of power. And for those members of congress who were sitting on that stage today who two weeks ago were cowering under their desks afraid for their lives, and i have spoken to many of them who say they have a sense of ptsd, they were calling their Family Members and they did not know if they were going to make it through the end of the day. And for those members of congress, both republican and democrat, to sit there and watch this transition of power take place and to hear republicans as well as democrats today talk about the need for unity, as you say it restores a sense that american democracy is resilient. It may not be at its strongest moment ever, but it is resilient and this inauguration ceremony helps the country healjust by the fact it took place without incident for the last two hours on the steps of the capitol. That in and of itself has been an important part of the process of rebuilding faith in america around the world and rebuilding confidence in politics and in democracy and leadership in this country for democrat and republican alike. Lets go to the friend of no Vice President Kamala Harris, doctor sheuey president Kamala Harris, doctor shelley tomkins. Thank you very much forjoining us. You know, it reminds me that you cannot take anyone for granted because you never know who you may be entertaining, so i have always seen her as a woman with great fortitude and strength. So i didnt imagine it, but again i am not surprised. I it, but again i am not surprised. Vice president mike pence and karen p will be accompanied out. There is a traditional goodbye, i rememberfour traditional goodbye, i remember four years traditional goodbye, i rememberfour years ago, when barack 0bama and Michelle 0bama were saying goodbye and donald trump and Melania Trump walked down with them. It was all slightly tense. Of course donald trump is not year, he did not take part in that event and he will not be there to say goodbye to. Instead it will be the Vice President Kamala Harris saying goodbye to the former Vice President mike pence who did show up. We will watch that when we come to that. Jon sopel, you were reflecting on this pared down but still powerful ceremony for a pared down yet powerful moment in American History. I wasjust down yet powerful moment in American History. I was just wondering, as you were talking about unity, and the way thatjoe biden framed the need for unity, notjust something that was a lovely idea to aspire to, but as the only way, as the tool that was necessary for america to deal with the problem is that it faces at the moment, this moment of intense crisis on so many fronts. What he seem to be saying was we cannot do it, we cannot fix these problems unless we have unity. I am watching all of these people on capitol hill shaking each other was matt hans, in this moment of happiness for republicans and democrats. Does capitol hill, does washington, does the body politic have that tool in its tool box . Does it have the tool of unity . That have that tool in its tool box . Does it have the tool of unity . It have the tool of unity . That is such a good it have the tool of unity . That is such a good question. It have the tool of unity . That is such a good question. Of it have the tool of unity . That is such a good question. Of course such a good question. Of course there are so many people on capitol hill where the Political Parties do not want to accommodate each other. Mitch mcconnell will become the Senate Minority leader once famously held up his hands and said, you think i give a damn about you . I am doing what is best for my caucus, i am doing the best for the Republican Party. But we cannot overstate the significance of the events of the past two weeks, where american democracy came up to the abyss and look over the edge and saw the chaos, the possibility that a civil war could erupt again, not between the north and south, but between urban and rural, between educated and uneducated. I thinkjoe biden more than at this moment is probably the person best placed to try to turn the volume down, to turn the heat down, to lessen the tension, to try to bring American People together. Whether he succeeds or not, who knows . Who knows whether he will be an effective president . But if you look at everything about his background, he is a consensual figure, he is somebody who worked across the aisle. He is the first president since gerald ford who is really a creature of the senate and therefore maybe he will be able to work across the aisle and bring people together a bit more. Maybe that will permeate down to a different understanding, where americans are not quite as angry with each other, not pitted against each other in such a bitter and uncomprehending way that i think they are at the moment, where one tribe does not understand anything about the other tribe and it is reversed in the same direction. That would be nice reversed in the same direction. That would be nice. Jon reversed in the same direction. That would be nice. Jon sopel, our north would be nice. Jon sopel, our north american editor, thank you very much forjoining us. Just to explain what you are watching, on the west side of the capitol where the inauguration took place we are still seeing the dignitaries are chatting with each other, saying goodbye to each other. On the other side, the east side of the capitol we have no control over the pictures, they come to us when they come to us, but you are getting the Senior Leadership of Congress Getting ready to say goodbye to the outgoing administration. Normally it would be the president of the outgoing administration, he did not show up today, so his Vice President , mike pence, who you can see there, and his wife karen, will walk down those steps accompanied by the new Vice President , Kamala Harris and her husband doug emhoff. If you like this is the moment where they pass the batten will stop this is the moment where he lives. Democracy is made up partly of rules and in america they are written down in the constitution, and it is made up partly of norms and traditions. What we are watching today is one of the most important traditions in american democracy, the peaceful transfer of power on Inauguration Day. This one has been disrupted, it has not happened as it normally does. But this moment of the former Vice President mike pence saying goodbye is the Old Administration peacefully saying goodbye. It was a one term administration, they would have liked to have been a two term administration, but what you are seeing here is an acceptance by the former administration that they were defeated. And that the Incoming Administration one, but that together they are prepared to show the country that power is being handed over from the the country that power is being handed overfrom the Republican Administration that lost to the Democratic Administration that one. It is particularly important, this transfer of power. All of the symbols and these traditions of these moments are even more important when there has been a one term presidency and an incumbent president. It does not happen very often, it has not happen very often in the modern American History, but when it does these moments matter even more so because they show to the country that the departed administration has accepted the result of the election. Donald trump, of course, over the last two months, has not found it easy to accept that, but that moment was the passing of the baton. Bryan lanza, former trump transition adviserfrom lanza, former trump transition adviser from the 2016 election joins me. That is why moments like this, and im sure you are watching it on television, thats why it matters. Thats correct. Its the message we send, its the fibre of who we are, to have these peaceful transitions. They were disrupted a couple of weeks ago with five tragic deaths and a stampede on the capitol, today those people who were confused, those people who were confused, those people who were confused, those people who were lied to, they saw the handover is part of our democracy to the next administration. That is critical. Donald trump wasnt there. I dont know now whether it would have been better if he was there or whether it was better that he wasnt there. With or without him, and there you have the wave goodbye, with or without him, this process that we have just watched in this country for the last two hours, even though it was scaled back and wasnt what joe biden might have wanted it to be, partly because of security and partly because of covid, it starts, doesnt it, perhaps, to rebuild a sense that the Democratic Institutions have survived the attacks of a couple of weeks ago . Democratic. It attacks of a couple of weeks ago . Democratic democratic. It certainly shows that stress tested democratic. It certainly shows that stress tested and democratic. It certainly shows that stress tested and the democratic. It certainly shows that stress tested and the foundations| stress tested and the foundations they were put on our strong and they can withstand four years of trump or two months of trump lying about the Election Results, but the stress test has happened, and we are strong and we will be strong before it. We can appreciate more how fragile it is, and it doesnt take much to get us down this path of insurrection. You and i have spoken many times about the nature of politics in america. Almost the entirety ofjoe bidens inaugural address, the point of that speech seemed to be to say that unity is notjust a nice end, it is notjust something we aspire to because it is warm and fuzzy and feels nice, it is also, in this moment of crisis, the means, it is the tool by which we can address the coronavirus, the economy, racial inequality, the strife we have seen. You think there is any chance that joe biden now, day one, and he is going to have to hit the ground running. We know he is going to issue up to a dozen executive orders even today. Do you think there is any chance republicans will decide, ok, any chance republicans will decide, 0k, we agree, we have got to tackle the big things in this country so lets try and find a way to Work Together on some of them. Its lets try and find a way to Work Together on some of them. Its a heavy task together on some of them. Its a heavy task ahead together on some of them. Its a heavy task ahead of together on some of them. Its a heavy task ahead of them. Together on some of them. Its a heavy task ahead of them. If together on some of them. It s a. Heavy task ahead of them. If anybody could do it, it would be a creature of washington like joe could do it, it would be a creature of washington likejoe biden is. But, listen, its a heavy task. We have the dnc edified camp, based on partisanship. There is apparatus to keep consensus away. Biden might be the best experience, but the apparatus of dc, the swamp, you know this, unity is a lofty word but we all pedal in division. All pedal in division. Yeah. We havent seen all pedal in division. Yeah. We havent seen very all pedal in division. Yeah. We havent seen very much all pedal in division. Yeah. We havent seen very much of all pedal in division. Yeah. We havent seen very much of it i all pedal in division. Yeah. We| havent seen very much of it in washington but may be, as you say, bringing the temperature down a bit, we spoke, and i know you had been a supporter of the president , but even you told me you have been exhorted by the last four years, and maybe now we can have a bit more calm in the country. I now we can have a bit more calm in the country now we can have a bit more calm in the country. I am looking forward to normal. I the country. I am looking forward to normal i am the country. I am looking forward to normal. I am looking the country. I am looking forward to normal. I am looking forward the country. I am looking forward to normal. I am looking forward to normal. I am looking forward to hopefully never going on twitter again, and the countryjust needs a little bit of normal for the next couple of years, as we go through covid and the heavy challenges ahead, and i think, iwas in california during schwarzenegger, it was exciting six years and then it got boring again withjerry brown. It was exciting for four years with trump and it will get boring again Withjoe Biden and im 0k trump and it will get boring again Withjoe Biden and im ok with that. I think the country is as well. A, i think the country is as well. A little bit of calm. Bryan lanza, thank you forjoining us. There was not very much in President Bidens inaugural address that talked about the rest of the world, that he did not talk about america first, and he did not talk about american carnage, that will make a difference. Lets talk to an admiral who joins me now from jacksonville, florida, former nato supreme allied commander. Thank you forjoining us. Joe biden said that america had been tested but will now engage again with the world. Is the world ready to have america engage again . I world. Is the world ready to have america engage again . World. Is the world ready to have america engage again . I guess thats a auestion america engage again . I guess thats a question for america engage again . I guess thats a question for the world, and i america engage again . I guess thats a question for the world, and i will i a question for the world, and i will say that many, Many Americans hope that the world will give us another chance. And i think it would be a good bet. Iwould chance. And i think it would be a good bet. I would say, the previous guest was saying we were headed towards boring. I dont think so. I dont think the world, for example, is going to provide a boring tapestry Going Forward, because we look at iran and north korea and china, russia, venezuela, there is a lot of challenges out there in the world, and i think donations like your own, like the rest of europe, european union, japan, australia, our network that we share together, allied partners and friends, i would say america remains a pretty good bet, and i thinkjoe biden was trying to convey in his simple, humble way, and thats what i love about him, i searched for him for years when he was Vice President , and now as supreme allied commander, he was saying, give us a chance, we are back. He said in a domestic context, but he said, hear me out. I think thats true for the world, hear us out. I think we remain a good bet. Hear us out. I think we remain a good bet hear us out. I think we remain a aood bet. ~. , ,. , good bet. Whats the biggest change, admiral, that good bet. Whats the biggest change, admiral, that you good bet. I compared to the outgoing Trump Administration . Administration . I will give you three. Administration . I will give you three the administration . I will give you three. The one administration . I will give you three. The one is administration . I will give you three. The one is suddenly administration . I will give you three. The one is suddenly we administration . I will give you three. The one is suddenly we are going to have a very experienced team in place. Every single one of these cabinet appointments that President Biden has made, boy, does it feel good to say that, that President Biden has made, every single one of these is an individual, man or woman, single one of these is an individual, man orwoman, of single one of these is an individual, man or woman, of real depth in experience, who had, if not the currentjob a previous job at that level for four to eight years during the 0bama time, so a lot of experience. Numbertwo, very experience. Number two, very collegial group. Experience. Numbertwo, very collegial group. You know them, as i do, and these are people who want to Work Together. If they were a basketball team, they are not interested in who has got the highest point total, theyjust interested in who has got the highest point total, they just want to win the game and Work Together, so collegiality i think will be significant. Numberthree so collegiality i think will be significant. Number three is what we have been talking about. This is a group that will be predisposed to engage the international community, notjust unilaterally or multilaterally, but also through international organisations. We will be back in the paris climate accord, backin be back in the paris climate accord, back in a real way engaged in the work of the un, we are going to get back to the world health organisation. None of those entities are perfect. I always say they are kind of like old chevys driving round havana harbour, they are old, they were built in the 505, they are still on the road. I think the biden team knows that, and that will be the third big team that our allies, partners friends will notice, a reach towards international organisations. figs reach towards international organisations. Reach towards international organisations. Reach towards international oruanisations. A organisations. As you said, he will hit the ground organisations. As you said, he will hit the ground running. Organisations. As you said, he will hit the ground running. Today, organisations. As you said, he will hit the ground running. Today, he| organisations. As you said, he will i hit the ground running. Today, he is going to sign an executive action saying that america rejoins the paris agreement. He has so much on his plate. Do you thinkjoe biden really has time to deal with International Issues and to lead the world again in times of International Crisis . I world again in times of International Crisis . I do, and lets look International Crisis . I do, and lets look at International Crisis . I do, and lets look at his International Crisis . I do, and lets look at his role International Crisis . I do, and lets look at his role previous| International Crisis . I do, and i lets look at his role previous to being the Vice President. He was chairman of the Senate Foreign relations committee, and i will give you a practical example. And i was supreme allied commander, i set up a dinnerfor all of the supreme allied commander, i set up a dinner for all of the Foreign Ministers and ambassadors from each of the then 28 countries of nato. Vice President Biden came in because he had been the head of the Foreign Relations committee. He literally knew everybody in the room. He walked around the room. He had a kind word, an anecdote, culturally that connected with a romanian and a brit and an estonian. It was really quite a remarkable performance. My point is he resonates to the international world. Point is he resonates to the internationalworld. He point is he resonates to the international world. He knows it well. He certainly knows his real challenges are domestic, but he has an interest and will want to engage that international world, so i think he will be personally part of the america is back part of this. {lilia america is back part of this. 0k, former nato america is back part of this. 0k, former nato supreme allied commander, thank you forjoining us. We arejust going commander, thank you forjoining us. We are just going to give you some of the pictures. You have got bill clinton on capitol hill, filing out. We have had dignitaries filing out. Nowjoe biden will head across the river to Arlington Cemetery, where he will lay a wreath at the tomb of the unknown soldier. Some of this is taking place taking the place of a huge parade that normally happens from the capitol to the white house. That is not happening because of security and Covid Concerns as well. Here is the practicalities of this, the new president cant go into the white house for a few hours, because they are still having to clear out they are still having to clear out the stuff of the old president , clean up the rooms, change the curtains, steam the carpets. All of thatis curtains, steam the carpets. All of that is going on right now, and that is why, partly, we have this Inauguration Day. But we also have it because it is a symbol of the change of power in america. This has been an inauguration unlike any other, but it has still been the shift of power. Donald trump has left washington. He has gone to florida. He will not be president of the United States any more. It is joe biden. Democrats have taken power. The Biden Administration has taken power. And joe biden made it clear in his inaugural address that what he wants from this country as he takes on the presidency is for people to reach out to each other, to Work Together, in order to tackle the huge problems that america faces and that he faces. Lets take a look at some of the most key moments of this day, a day that has huge significance notjust here in washington but around the world. I wish the new Administration Great luck and great success, so have a good life. We will see you soon. Thank you. So help me god. I solemnly swear that i will faithfully so help me god. I solemnly swear that i will faithfully execute so help me god. I solemnly swear that i will faithfully execute the i that i will faithfully execute the office of president of the United States. To restore the soul and to secure the future of america requires so much more than words. It requires the most elusive of all things in a democracy, unity. I understand that many of my fellow americans view the future with fear and trepidation. I promise you, i get it. You must enter this civil war. We can do this. We must end this uncivil war.
