Is a fastmoving situation and i understand that Health Officials have presented data to cancel leaders and london mps, showing a sharp rise in virus cases just in the last days also. I am at a college where they have begun Community Testing late last week. What they are doing here is making sure the environment is covid safe by making sure students and staff can be regularly tested. What im asking the government to do is make sure all of our schools can be covid safe, because we know that the age group for which there has been the biggest increase in the virus is those aged between ten and i9. Virus is those aged between ten and 19. We saw figures that saw a 75 increase in that age group. What is happening is these young people having the virus, they dont realise they have got it, they go home and give them virus to mumble dad. These young people are meeting on the relations over the Christmas Period and capacity on. Youre talking about Making Schools Covid Safe, you have said they should shut. You still think that . If schools cannot be made covid safe and the government cannot provide protection for these schools, the government needs to provide urgent clarity and guidance to those schools stop if those schools cannot have the mask testing this week, those schools should close down a a few days early. If it takes a few more days injanuary early. If it takes a few more days in january to get these schools with the testing they need, maybe these schools open if you days later in january. They dont have the time, resource, and they dont have the financial resource that they might have had some time back when we first looked at doing the deal and of course, were still trying to talk about doing the deal and we welcome the extension of these negotiations in the hope that we will get a pro enterprise ambitious Small Business chapter in whatever will be agreed, but we only have three weeks to go, have christmas in between, the capacity basically has been taken up with a pandemic and trying to keep many thousands of businesses going over this period. Without having the normal trading levels, so its very difficult time indeed. We also need to have clarity over what we are supposed to be complying with and thats something weve been asking for for a long time and we wont have that possibly even until midnight on the 31st Of December, midnight eu time of course, 11pm uk time. We also need to have vouchers. This is something else, we have been calling for the government to put in place, to help businesses with training, upgrading of tech and simple advice. So that they can get the support and help where they dont have the resource in house and can make sure that they are able to comply with whatever it is but the rules of origin and things like that, there needs to be leniency on both sides and that will need to be a time during which that leniency applies. And, give us a sense about some of the things that dont work in the favour of Small Businesses. They dont necessarily have us deep pockets or as much resources , have us deep pockets or as much resources, but at the same time we know they are very nimble and able to adapt because they are small. Joanna, back to you. The office for National Statistics has published a report into why the coronavirus pandemic has hit some parts of society harder than others. It found that covid mortality for people of black african or black caribbean ethnicity in the first half of this year was two to two and half times higher than for people of white ethnicity and that black and asian men are more likley to have a job associated with higher covid 19 death rates. With me now is Glenn Everett from the office for National Statistics to discuss some of the findings. Thank you very much forjoining us. Can you talk us through these headlines about why it is that covid mortality for people from black african or black caribbean ethnicity is so much higher than for others . Its a variety of reasons. Its not a simple solution. Most ethnic groups, including white groups, experienced worsening of their Mental Health earlier in the year, associated with the pandemic. What we have done is try to look at different characteristics of these ethnic groups, thinking about whatjobs they work in, their general health, their working conditions and where they live, all could have impacted on this type of various impact on different groups. So, its to do with basically the job they are doing, the way that their domestic setup is, its not to do with Health Factors relating to particular groups . Its not a simple one characteristic. Its a variety of things, it could be their age, where they live, the type of household composition, for example, living in multi generational households. Also thejobs, if multi generational households. Also the jobs, if they are working where they cant work from home, things like security guards are taxi drivers, these type of things will all impact on different groups. And you have also looked at, you spoke about the impact on white groups in particular in terms of Mental Health. Tell us more about that and the impact on different groups in society. Its a range of groups. What we tried to do is look at the whole population and look at the different ethnic groups. So where almost all groups experienced worsening of Mental Health, in particular, the indian ethnic Group Reported differences in sleeping duty worry and other Mental Health conditions than other ethnic groups. Eight of easily very interesting. Are you able to deduce why that might be . Its a multitude of information we have tried to go through. For example, in black british households, they reported it was more difficult to get by financially than some of the other ethnic groups. And that may be that they have less access to some of the assets like savings etc than some of the other ethnic groups we found like white and indian groups. You collate this research and it builds a very interesting and clear picture. What would you think could be the Practical Application of it . Pa rt be the Practical Application of it . Part of it was to try and understand where the impact may be over all this pandemic and understanding some of the different challenges, perhaps, of the various ethnic groups. So its not perhaps one size fits all. To better understand what some of the impact may have been on the different groups and where they work, where they live, type of housing conditions, these type of things, could all be effective, so any changes to policy or anything, they can actually consider how this may affect different groups in different ways. Theres speculation london could be moved to tier 3 possibly as early as today. We can speak now to the professor of Public Health, sian griffiths. Would you like to see london go into tier 3 today . We have been hearing from the public Health Officials in london that the rates are extremely worrying and it does seem that this is going to be a decision that needs to be balanced with obviously the hardships of closing down the leisure centre, the shops and businesses. So the decision will have to be based on a whole lot of factors, which will include the rates, which are going up fast, the pressure on hospitals which is increasing and how we know this is going to play out because at the moment, the rates have been high on secondary School Children and the u nfortu nate secondary School Children and the unfortunate thing about that is that although they themselves dont usually get reflected in the hospital statistics, as they spread the disease to other age groups, particularly the older age groups, then we know the pressures. I think this will be a decision made by the government, it will be a decision about whether its the whole of london, just some parts of london and their arguments for both ways, to ensure that some action needs to be taken because, as you say, the cases are off the scale. Lets look at the charts. We can see the figures there. The rate per 100,000 of the population, at the top is yorkshire and the humber with a161. At the bottom is london, 22a5. That is why its being described as of the charts. Very high levels. You said there are many factors to take into consideration, but when you look at those stats and the number of cases, is there really any option to going into tier 3 and if so, better sooner than later . It depends what part of the population were talking about in the distribution across london and how the figures have been going. The decisions are made on the basis of rates of change up made on the basis of rates of change up or down and in london its up, where as in the north west, weve seen where as in the north west, weve seen them coming down. It depends on how much capacity there is in the Health Care System and it does depend on otherfactors, such as economic factors, when these decisions are made, so that will be taken into account, but i personally think that london probably does need to go into tier 3, because otherwise, we are going to have even more problems coming up to christmas, coming up to the relaxation of the rules for the Christmas Period and then we are looking down the track at problems injanuary and looking down the track at problems in january and february because looking down the track at problems injanuary and february because we will have had more mixing in the community.
