Only four american president s have faced impeachment trials, andrew]ohnson two british women are among the in 1868, Richard Nixon in 1970 1974, injured. About 30 have serious bill clinton in 1998 and now in burns. Greenland is losing ice, seven times faster than during the 2019, the us house of representatives has introduced two articles of impeachment, two charges they say that amount of the 19905 seven times faster than during the 1990s and will expose many more constitutional requirement of high people to coastal flooding in if it crimes and misdemeanours. Two potential grounds for removal from continues. A team of polar office. All against donald trump. Scientists reviewed satellite here is the official document with the charges levelled by democrats. Observations over a 26 year period. Mrtrump the charges levelled by democrats. Mr trump abused his power as president. He obstructed the with just two days until a general investigation against him. If, as election, the leaders of the expected, these charges are approved scottish conservatives, scottish next week, donald trump will have labour, liberal democrats and the been impeached. The process will National Party face questions from a then go to the us senate for a trial to determine whether he should be live studio audience. Let us my colleague in glasgow. Removed from office. That is unlikely to happen because its a political process and the senate is there are less than 36 hours until held by the republicans. But voting begins in a general election whatever happens next, both that could settle two big questions. Democrats and republicans stressed that this was an historic day in one, whether brexit happens or not. Washington. We do not take this and two, when there might be another action lightly, but we have taken an referendum on scottish independence. The stakes could not be higher in oath to defend the constitution. And scotlands votes could help decide unlike President Trump, we the outcome. Tonight our political understand that our duty, first and leaders face the voters. Foremost, is to protect the constitution and to protect the interests of the american people. Alexander hamilton warned us that this day would come. That a majority would use their political powerjust for politics. Ijust hope no congress, for politics. Ijust hope no congress, regardless who is in the majority, will ever take us down this path again. Our north america editor, ]on sobel, is with us. What happened today and what happens next . As you rightly say, this was an historic moment. Although we have been reporting on it every day for the last two and a half months since the last two and a half months since the impeachment investigation began. I was anticipating everything that happened, because we got word of it la st happened, because we got word of it last night. Just hearing congressmen nadler standing up there and saying this passes the threshold of high crimes and misdemeanours, the first article for an abuse of power and the second for interfering with congress, i thought, the second for interfering with congress, ithought, wow, this is quite something. It is serious. It isa quite something. It is serious. It is a matter of constitution and law, but its also impossible to separate it from the politics in america where again, everyone is falling a long political and party lines and the democrats believe he should be impeached. The republicans are saying not enough evidence to go there. This is all a witch hunt, as donald trump has proclaimed. And the senate now takes it up. What happens and what is the time frame . Literally, if Congress Votes to the house of representatives votes to impeach, the articles of impeachment are carried to the senate. Then it becomes a trial in the senate, where the senators, these 100 men and women, will become the jury to decide donald trump as my fate, whether he will be removed from office. The expectation is that donald trump will not be found guilty. Because it requires a two thirds majority. Im fascinated in how the process unfolds. Is this going to be a quick, get it done and dusted as fast as possible, which i suspect Senate Leaders would like on the republican side, because they worry it would damage some of the republican senators for a long drawn out business . Or does donald trump get a show . There are indications he might want one. It was fascinating, a statement came out from his spokesman that the president will address these false charges in the senate. And expects to be fully exonerated. He is going to address them in the senate . what does that mean . I wonder whether they will be a process where they will try to pull in the whistle blower, they will try to get someone else to testify and Donald Trumps calculation will be if this goes on, that will be more damaging to the democrats than it will be to me. Fascinating. The democrats today we re fascinating. The democrats today were stressing the National Security implications of their charges against the president and what they believe he might want one. It was fascinating, a statement came out from his spokesman that the president will address these false charges in the senate. And expects to be fully exonerated. Hes going to be fully exonerated. Hes going to address them in the senate . what does that mean . I wonder whether there will be a process where they will try to pull in the whistle blower, they will try to get someone whistle blower, they will try to get someone else to testify and Donald Trumps calculation will be if this goes on, that will be more damaging to the democrats than it will be to me. Fascinating. The democrats s today were stressing the National Security implications of their charges against the president and what they believe he from this, that he believes there is a narrative that your argument would seem to suggest the president isnt, at this stage, looking as if hes going to run away from this, that he believes there is a he can put through in that helps would be. Play it any other way than to be sober and the democrats would be. Play it any other way than to be sober and and talk about the Constitutional Responsibilities they have in the house as the oversight body on they got to play it. But there is a split between the republicans, i suspect, but whether you do this quietly and quickly or whether you go out all guns blazing. I should say, with donald trump, we had him over the Robert Mueller report suggesting that maybe, just maybe, i will go and testify before mueller and he never did of course thats the way they got to play it. But there is a split between the republicans, i suspect, but whether you do this quietly and quickly or whether you go out all guns blazing. I should say, with donald trump, we had him over the Robert Mueller report suggesting that maybe, just maybe, i will go and testify before mueller and he neverdid. Will go and testify before mueller and he never did. Wise counsel will prevail and say there is not enough to be gained for this to create show. It may be this senate trial, far from being show. It may be this senate trial, farfrom being a show. It may be this senate trial, far from being a damp squib, might be the hottest ticket on broadway. Both sides are weighing up how this benefits more and who this hurts more. We all know that donald trump, from the time he has been in office, he loves a show. It may be the senate trial, far from he loves a show. It may be the senate trial, farfrom being a damp squib, might be the hottest ticket on broadway. Both sides are weighing up on broadway. Both sides are weighing up to this benefits more and who thisjohn sobel, up to this benefits more and who this john sobel, thank up to this benefits more and who thisjohn sobel, thank you for what are your thoughts today . This isa what are your thoughts today . This is a solemn day because we have we have impeachment. Relativity President Trumps misconduct. Articles of impeachment. Relativity President Trumpsupported by the the articles are well founded and are supported by president threatens the Constitutional Order in this way. You were a staffer on capitol hill during the nixon impeachment process , during the nixon impeachment process, how is this different . Each situation is different. President nixon engaged in this conduct, but it wasnt really its not a time for iy it wasnt really its not a time for joy when the president threatens the Constitutional Order in this way. You were a staff on capitol hill during the nixon impeachment process , during the nixon impeachment process, how is this different . Each situation is different. President nixon engaged in this conduct, but it wasnt really. As far as i know, it wasnt really. As far as i know, it is unprecedented that a president would solicit the assistance of a to interfere in an american election, thatisitis interfere in an american election, that is it is not really consistent office. Increasingly, it does look like, and im thinking as well of the clinton impeachment hearings, when you are a member of the committee that worked on that process , committee that worked on that process, that impeachment is becoming a political tool. Are president soath of office. Increasingly, it does look like, and im thinking as well of the clinton impeachment hearings, when you were a member of the committee that worked on that process, that impeachment is becoming a political tool. Are that accelerated use of impeachment and the way it is being split on very partisan lines, particularly in, not what americas Founding Fathers intended it is not what americas Founding Fathers intended it an ongoing threat to the constitution and the Constitutional Order which is present in this case. The sad thing is theres a headline in the Washington Post today that says if it talks like a duck, walks like a duck, quacks like a duck, the republicans are calling it an avocado. I still hope that the republicans will look at the facts and reach a conclusion to defend our country. Is there a problem here in the sense that the term high crimes and misdemeanours, which is the bar for impeaching an american president is not a clear legal term . Therefore, it can become basically a political term and impeachment almost means nothing. Itjust becomes political . Well, it does mean something. As a matter of fact, there are meanings behind the words high crimes and misdemeanours. We had a hole here in Thejudiciary Committee about the origins of that phrase with the Founding Fathers we had a whole hearing. It goes back to great britain. It started in the time of oliver cromwell. It is not just whatever we say, it is conduct thatis just whatever we say, it is conduct that is inconsistent with the oath of office to protect and defend the constitution. Unfortunately, President Trump has engaged in that activity. Today, we had two articles of impeachment against President Trump, abuse of power and obstruction of congress. Do you think there could have been more articles levelled against him that included some of the evidence from the Mueller Report . Do you wish this would have been a broader process . think we got itjust right. Certainly, his pattern of misbehaviour is reflected in the discussion, but we have focused on the evidence, the direct evidence that we have that was transmitted to us that we have that was transmitted to us primarily from the Intelligence Committee. Some of your democratic colleagues, who are in districts that are more republican leaning, may have problems in this vote. What do you say to them, when their own constituents are saying, we dont wa nt constituents are saying, we dont want any of this impeachment business, if you vote for these articles of impeachment, we will not re elect you . Articles of impeachment, we will not reelect you . This is a time when every person who serves in the house needs to reflect on their own oath of office and decide what their obligation is. To protect the constitution and to defend the National Interest of the United States. Its not something that anyone can lobby you about. That leadership can tell you what to do. You have to reach into your own heart and do the right thing. Thank you very much forjoining us. Thank you. Interesting, because it is a serious and sober day in washington. This happens very rarely and yet, as john was suggesting earlier, it is intensely political. It really is. John intensely political. It really is. John you cant help but wonder the democrats, they are the interesting one, the democrats in congress who are in marginal seats, what are they going to be thinking about how they vote . That is already some polling, we have to be worried about falling, but there is polling that suggests both for democrats in congress and senators as well, they are in Battle Ground states and they will be a bit nervous about the sort of way they vote on this because it is not popular to be voting in favour of impeachment in republican circles. One thing we can say fairly surely is that this is going to be a very partisan process in the house. Backin very partisan process in the house. Back in 1998, 31 democrats split from their party in order to vote to impeach bill clinton. I would be very surprised if we had any braking in the ranks on that scale this time just because the country is so clearly divided on this. As you say, it will put some people in a difficult position. At the moment, the spotlight is on the democrats but when it gets to the senate, the spotlight is on the those who are in republican leaning states. Lets move to new zealand as six people are known to have died after yesterdays volcanic eruption. More than 30 are being treated in hospital. Among them are two british women. Almost all of them have severe burns. Eight others are missing. They are presumed dead. Dozens of people were exploring white island, which is new zealands most active volcano, when it erupted. It looks like the surface of another planet. This is white island hours after its devastating eruption. Its dangerous for this rescue helicopter and for those looking for survivors. Officials have said there is a 50 chance of another volcanic blast in the next 24 hours. Eight bodies remain buried on this ash covered rock. One of the paramedics originally helped move the injured to safety described the scene. It was quite an experience. Like, ive seen the chernobyl mini series, there was just. Everything was just blanketed in ash. It was quite um. Quite an. An overwhelming feeling. There was a helicopter on the island that had obviously been there at the time. Mary scully lives close to the whakatane harbour. Shes been on a trip to the volcano on white island with a local guide who is also a family friend. Hayden Marshall Inman was on the island when the volcano erupted. He died of his injuries. Hes a lovely guy, hayden. Ive known hayden since he was Primary School age, going through the swimming club, and all the things, soccer, all the things the kids do. He was the same age as our son. Mary says her community did not see the island as a threat. Youve got masks, you know, you wear your helmets, your glasses, youre all kitted out, theres a lot of safety things beforehand. And i suppose the fact that it hasnt erupted before, weve got a bit. We just take it for granted. Health Officials Say those who are being treated in hospitals across the country have suffered severe burns. Two british women are among the wounded. Today, new zealands Prime Minister, jacinda ardern, visited some of the injured in hospital and thanked those members of the Emergency Services who were first to respond. For years, thousands of tourists have been coming here, getting on these boats, to reach the scenic white island. But after this disaster, there are already questions about weather warnings of volcanic activity are being taken seriously and whether peoples safety is being compromised. New Zealand Police have launched an investigation to look into the circumstances of the deaths and injuries on white island. An active volcano that has long been a tourist attraction has now turned into a site of utter devastation. Shaimaa khalil, bbc news, whakatane. A lot of questions about those early alerts and whether people should have been on that island. She was once an icon of peace but today Aung San Suu Kyi was in court facing to defend her country against charges of genocide. Its a dramatic change of fortunes for the winner of the Nobel Peace Prize and the leader of myanmar. The case has been brought by the gambia. It alleges that myanmar s ethnic Minority Muslim Rohingya population was systematically targeted. 0n the charge sheet rape, murder, the destruction of rohingya communities. Human rights reports estimate that since 2016 around three quesrters of a million muslims have been forcibly displaced to neighbouring bangladesh as a result of ethnic cleansing. Ms suu kyi was questioned by reporters as she went into court this morning. Good morning, are you defending the indefensible . Any comments . For more we can speak to Philippe Sands qc Legal Council for the gambia. Hejoins us now from the hague. Firstly, why is it the gambia bringing this case against myanmar . Actually, it is a coordinated effort, the organisation of the islamic conference, a large number of islamic states, are concerned about what is happening to the rohingya group, a Muslim Community in myanmar. And gambia volunteered, effectively, to its attorney general, he used to be a prosecutor at the rwanda tribunal at the hague and ran with the case. It is supported by a large number of countries and indeed, just today, the netherlands and canada have stated publicly they will be supporting the case also. What is the content of your case against myanmar . In 1948, after the horrors of the second world war, the International Community came together and negotiated a convention on the prevention and punishment of genocide, which emits all parties to do precisely that. Myanmar is a party, the gambia is a party at the gambia alleges, along with many other countries, and un bodies, that myanmar is engaged in genocidal acts against the rohingya community. The convention provides that if there is a dispute about this, it goes to the International Court of]ustice here in the hague. Its the third case the court has had. It had a case between bosnia and serbia, and croatia and serbia. The court has some experience already in dealing with interstate genocide cases. What are you hoping to achieve with it . This is an early phase of the case. The case was filed on the 11th of november. Once a case is filed, you can apply for what is called provisional measures, interim relief, a sort of injunction. You go to court and without looking at the merits of the case, who is a right or wrong, in order to protect the rights of the gambia and of the rohingya community, who are at real risk. The court heard today absolutely graphic and horrific evidence gathered by the United Nations of what is going on. If the court thinks there is a plausible case that more genocidal acts are going to happen, it can order provisional measures, which is basically to tell me and ma up and stop the rape and torture and disappearances tell me and ma. wonder how effective you honestly think that can be. I think back to 1993, the court then faced a sort of similar case. Against yugoslavia, then serbia, and montenegro in which they were told dont continue genocidal actions in bosnia herzegovina. A couple of yea rs bosnia herzegovina. A couple of years later, srebrenica happened, the worst atrocity of that war. Yes, absolutely. In fact, that was one of the very arguments i made in court today. That the court needed to go further and be more precise today. That the court needed to go furtherand be more precise in today. That the court needed to go further and be more precise in the order that it gave. Specific acts, we said they should address, rape in particular, killing. Rape has been a particular issue on a very large scale and give reporting requirements and other types of measures. The context. It is a legal court but it operates in a political context. The idea is that an order from the International Court of]ustice, which we are optimistic we will get, will really mmp optimistic we will get, will really ramp up the pressure on me myanmar. And the combination of a clear legal ruling at this stage and the politics of it will because, if you like, myanmar, to take the foot of the gas on the genocidal type acts and that they will stop. Thank you very much forjoining us from the hague. Back in 2012, Aung San Suu Kyi said every human being is expected to have a value and dignity of her kind or his kind. And Philippe Sands brought up those same words in court today. France is experiencing another day of disruption of the major changes to the Pension System planned by the government. Today, unions called for more mass demonstrations. Its the sixth straight day of action and the government says it will set out full details of the Pension Changes tomorrow. It is that time of year. Everyone has a favourite christmas film. Christians is probably the grinch, matthew tells me his is its a wonderful life and mine, no surprise, is love actually. So, i have mixed feelings when politicians mess with my holiday romance. Whatever you think of borisjohnson as a christmas caroler, you have to admit his latest political ad is memorable. Thats exactly what its meant to be, of course. Entitled brexit, actually, the ad, mimicking a scene from the 2003 film has had well over two million views so far. And with just two days to go before the british election, every view and every vote counts. So what do you make of it . 0h, hi. Oh, hi. Who is 0h, hi. Who is it . Oh, hi. Who is it . Its carol singers. Tell them to hugger off yeah. 0k. Now, in the comments under the post someones written, hugh grants not going to be happy about this. And he wasnt. The actor who played the role of the Prime Minister in love actually was on bbc radio this morning and was asked his take on the video. Idid i did notice that one of the cards from the originalfilm i did notice that one of the cards from the original film that he didnt hold up was the one where Andrew Lincoln held up a card saying, because at christmas, you tell the truth. I just wonder saying, because at christmas, you tell the truth. Ijust wonder if saying, because at christmas, you tell the truth. I just wonder if the spin doctors in the tory party thought that was a card that wouldnt look too great in Boris Johnsons oz. Borisjohnsons hands. Boris johnsons borisjohnsons opponents moved incredibly quickly. Have you seen this . Watch this, letsjust incredibly quickly. Have you seen this . Watch this, lets just show you what they did. Yeah. So good. This is brilliant this is when people on the internet are so creative and they move so fast. Heres the best bit. Look, the spelling tactically we havent even mentioned that the original. Is that better than the original . The original one was done by a labour parliamentary candidate in the uka labour parliamentary candidate in the uk a few weeks ago. Everybody has been in on the act. I actually think this is. This is another clever approach, isnt it . Think this is. This is another cleverapproach, isnt it . But think this is. This is another clever approach, isnt it . But the question is, did the conservative party steel labours ideas . Its the big question as we go into the final end of this Election Campaign. The big question is, who did the better ad and big question is, who did the better ad and i think the trump boris one is good. It was so fast. It was good, it was funny. It made us all laugh. This is beyond 100 days from the bbc. Coming up for viewers on the bbc news channel and bbc world news, against the backdrop of democrats unveiling articles of impeachment for the president , donald trump receives Russian Foreign minister Sergei Lavrov at the white house. As Election Campaigns are fought more online, we hearfrom the Group Calling for Fact Checking for political advertising to become a legal requirement after dozens of exa m ples of legal requirement after dozens of examples of material claiming to be untruthful is found from all parties. Very wet and windy for some today and it is tied in with a deep area of low pressure giving exceptional conditions across ice and snow, the strength of the winter. In the uk, that a swathe of rain moving its way east and the wind still hitting severe gales in exposed areas and nasty conditions with the wind and the rain combined. Lots of spray and standing water. Towards the small hours of the morning, tomorrow morning that will be clearing away from eastern parts of england. Behind it, the skies are clearing at the temperature is falling away below freezing. We are in for a cold night and the winds will east, getting tempered behind. Very gusty near the showers. Even though it is not as windy as tomorrow, it is still a windy period. These showers will fall as sleet and snow over the hills. It is colder air coming in, temperatures wilful to within two or three degrees of freezing in the towns and cities and a frost in the country sides. When these showers keep washing off salt, ice is a big concern over night. Tomorrow morning through the rush hour. Showers keep rattling in on that strong wind, once again, Gathering Force in the south west and moving east and developing more widely through the day, hail and thunder start with squally winds, they escalate near the showers. Temperatures wont be as high as today, it will feel colder. There will be some sunshine in between and the showers will fade a bit in the evening and first part of the night. But only because we have the next area of rain knocking on the door of the south and west by morning. Ahead of that, cold again and frost in central and eastern areas by the time we get to thursday morning. That rain will be with us at the southern and western counties of england and wales. As it progresses north and east, we think it will be quite slow. There will be a temporary covering of snow over the hills and Higher Ground but only temporary and it will clear in the south and west at the far north of scotla nd south and west at the far north of scotland may stay in the cold air will showers but another spell of wet weather bus topic increasingly windy come the evening and overnight near the base of that area of low pressure which will have blown away from most parts by friday. Looking a bit more like sunshine and showers again but still strong and blustery winds. Warnings are on the website. This is beyond 100 days with me, katty kay, in washington. Matthew price is in london. Us democrats have announced two articles of impeachment the House Committee on the judiciary is introducing two articles of impeachment charging the president of the United States, donald] trump, with committing high crimes and misdemeanours. Us democrats have announced two articles of impeachment against President Trump. The white house said President Trump would address what it called the false charges in the senate. Coming up in the next half hour social media is the new frontier of political campaigns but with no regulation, well explore how many voters are feeling misled. Plus well explain why mannequins dressed in Police Uniform have been deployed in bangalore. Here is one of those historical coincidences. Just as the democrats were unveiling articles of impeachment, russias foreign minister was in town today for a meeting with donald trump. Heading into the white house, mr lavrov insisted russia did not interfere in the 2016 election. The last time the pair met in 2017, the president was accused of leaking classified information about the islamic state. Mr lavrov has already met secretary of state mike pompeo with discussions addressing a range of issues including the state of the Us Russia Relationship, conflict in ukraine, arms control issues and of course election security. After their meeting, mr pompeo told reporters he was stern with mr lavrov about election interference. Then, on the question of interference in our domestic affairs, i was clear. It is unacceptable and i meet our expectations of russia clear. The Trump Administration will always work to protect the integrity of our elections, period. Should russia or any foreign actor take steps to undermine our democratic processes, we will take action in response. Joining us now is director of the Wilson CentersKennan Institute and a leading analyst of us relations with russia, matthew rojansky. It is great to have you in the studio i am sort of surprised that Sergei Lavrov turned up in washington on this particular day. This is what happens when you get into re m ote this is what happens when you get into remote we are in no, which is that we do not do regular, normal, Bilateral Dialogue with russia, which has been in place since the russians invaded ukraine. This meeting as actually been hanging at the upper quite some time. Since secretary pompeo went to russia and so not only his counterpart but also Vladimir Putin and so there was a question up until very recently as to whether lover of, if he came to washington, would be received in the white house. I think what is not coincidental about the timing is not at all about impeachment, that is coincidence, it is about the normandy meeting yesterday in paris. That is the meeting between the french and german leaders and russian and ukrainian leaders, which is broadly viewed of having achieved some progress. This is a way for the United States, which is not a party to that normandy format, indirectly supporting that outcome and saintly russians, it is good that you to this and are willing to move on peace in ukraine. A lot of people here in washington will be focused on the coincidence aspect of this. The fbi report and interference in the elections, but there are a whole host of super serious issue that are not looking great between these two key players. This summer, america pulled out of a Key Nuclear Treaty just yesterday, Russian Forces walked into syria, effectively taking over a big area of the middle east that the americans had conceded. This is what happens when Us Russia Relations become out of a single issue, whether initially the single issue ofa whether initially the single issue of a very clear dispute over ukraine, which leads to sanctions, mutual diplomatic isolation. Taking russia out of the g7, shutting down the russia nato council is to we stopped talking. For a while, we deeply disagreed about syria, then election interference. It has become single issue, and now impeachment, and the whole basket of ukraine issues. The reality is russia has become a global actor again. Every place the United States has important interests, and this is reflected in the joint press appearance that the two secretaries did together, they cover the entire globe. The us and russia care about north korea, counter terrorism, nuclear agreements, on and on and on. Yes, they touched on election interference and yes, it was awkward and a real difference of view, but we have to keep talking to these folks because, at the end of the day, they are everywhere we want to be, whether we like it or not. But from everything you havejust be, whether we like it or not. But from everything you have just said, i wonder, which of the two do you believe is the stronger global power at the moment . I dont think there is any ambiguity about that. The United States measured by almost any indicator has the preponderance of power. The question is, what is the strategy behind it and how is that power deployed . The strategy behind it and how is that power deployed . The advantage strategy behind it and how is that power deployed . The advantage russia has had, relatively speaking, over the last more than decade, certainly since Vladimir Putin has begun to really flex russian muscle globally, it acts asymmetrically and does not ta ke it acts asymmetrically and does not take response ability. Syria was mentored, mentioned earlier. Russia has intervened with quite a lot of muscle, so much so that in many ways they are calling the tune when the United States and their allies no longer can do so. But where is the russian plan for the day after . What isa russian plan for the day after . What is a russian plan for the reconstruction of syria . Ironically, it is to send the bill to europe. That has been the russian message so far. If you look at us commitment internationally, generally they are much more costly. We have much more capacity but take on much more responsibility for that is by you that this argument that russia, that putin punches above his weight, and he does. Ok, it is a really interesting time in that relationship. Thank you very much for coming to talk to us. The articles of impeachment have been laid out against President Trump and a vote in the Judiciary Committee could come as early as thursday. From there it goes to the full house floor and then on to the senate where a trial will take place. Among one of the main criticisms is that the process has been rushed and that more time is needed to get the evidence democrats need to build a solid case. Today the Intelligence Committee chairman adam schiff addressed that argument head on. The argument why dont you just wait amounts to this. Why dont you just let him cheat in one more election . Why not let him cheat just one let him cheat in one more election . Why not let him cheatjust one more time . Why not let him have foreign helpjust one more time . That is what that argument amounts to. Constitutional law professor Jonathan Turley testified before the Judiciary Committeee last week and has come straight from speaking to republican senators who may soon be sitting jurors. Hejoins me now. Great to have you straight out of your lunch with republican senators when you are meeting them, did you get the impression that any of those republican senators might vote to remove donald trump from office when this goes to trial in the senate . Remove donald trump from office when this goes to trial in the senate7m wasnt that type of lunch. It is thrilling for someone who has a law geek to actually have people who wa nt to geek to actually have people who want to hear about constitutional history. My children fake their dates whenever i talk about James Madison currently, that is in vogue, which is amazing and i am invited to lunch is to talk about it. I talked about the history of impeachment and the next stage going into the senate. I think it was commendable for the host to drop bribery, drop extortion, Drop Campaign finance. That was many of the crimes that i addressed in my testimony before the house judiciary it is unattainable and they ultimately did drop them. I think that was a very good move. Going forward , that was a very good move. Going forward, on these two issues, the problem is not the same as the others. These issues are real impeachable offences. You can be impeached for a non crime, particularly abuse of power. The problem is not the theory but the record. This record is then the stoppages the thinnest record ever to go up in an impeachment of a president. It is the fastest investigation of any modern impeachment and the narrowest impeachment and the narrowest impeachment ever to go to the senate. Those are three not so good things to bring a case. I have to disagree with the chairman, i do not get the rush. Why you have to impeach by christmas, because this record is incomplete. The democrats argument is that this is actually about the same number of days as the impeachment of president clinton. You mentioned history, there, lets go back to history. Here is you in 1998 talking about the impeachment of president clinton and suggesting that actually you did believe that president clinton should be impeached you felt that then you said no matter. Here was you last week talking about donald trump and how you believe there is not a case for impeaching donald trump. Impeachment have to be based on proof, not presumptions. That is the problem when you move towards impeachment on this abbreviated schedule that has not been explained to me. Why you want to set the record for the fastest impeachment. Fast is not good for impeachment. Fast is not good for impeachment. Narrow, fast impeachment. Narrow, fast impeachment have failed. So, there are two articles of impeachment, one abuse of power and one obstruction of congress for tablet still with the second of those. Can i address. . The second of those. Can i address. . First of all, what i said during the clinton impeachment is identical in terms of what i said to trump. I used the same basic testimony forced by said you could be impeached for noncriminal offences. I said be impeached for noncriminal offences. Isaid it be impeached for noncriminal offences. I said it again with trump. What people are misstating is that with clinton we were talking about perjury. When i was talking about perjury. When i was talking about the danger of expanding the range of president ial conduct, i was talking about the bike that the democrats were saying a president could commit perjury in office and not be impeached. That is what i was addressing to stop there is no difference between those. Also, this is the fastest. The democrats are taking the date of the passage of impeachment resolutions in the past two and the passage of articles. We are talking about the period of investigation. The period of investigation. The period of investigation for clinton was when ken starr and his predecessor, which went on for years. Even the Monica Lewinsky part of that went on for a very long time. That is the relevant measure and why this is the shortest of any modern impeachment. So, using that in all of the testimony we had from fiona hill, alexander vend min, witness upon witness building up a picture where they were pretty certain, very certain in some cases in their minds, that the president had abused president ial powers for personal advantage, are you saying that you just simply do not believe as a lawyer that that all stacks up . First of all, i thought those witnesses were incredibly compelling marvellous. They were just the type of people i want to see in government. But the problem is that you cannot say that a record is com plete you cannot say that a record is complete because you willjust infer every fight against the president. The president says something different. Every fight. The president says he never did make this a quid pro quo. There are three direct conversations, one in which no quid pro quo is mentioned in the conversation and to where the president expressly denied a quid pro quo. The democrats, i think, scored some real point in saying you can scored some real point in saying you ca n toast scored some real point in saying you can toast those other two statements, because he knew, essentially, the cake was up. He knew the whistle blower was out there. That is fine. But it remains un contradicted by direct evidence. That is the problem with rushing. They could have called john bolton three months ago. They burned three months. They could have been in court, they could have gotten a court, they could have gotten a court order. Nixon, clinton, both we re court order. Nixon, clinton, both were able to go to the courts, they both lost and it made a huge difference in the impeachment. 0k, jonathan, thank you very much for joining 0k, jonathan, thank you very much forjoining us and i am glad to say that on this very serious day, professor, you arrive for your lunch and in the senate and your meeting with republicans wearing the appropriate attire, and sporting the appropriate attire, and sporting the appropriate bag, a briefcase in hand with all your documents, unlikely republicans with all your documents, unlikely republica ns lawyer yesterday, with all your documents, unlikely republicans lawyer yesterday, who turned up his briefing in the senate and the congress with a shopping bag for loved documents. Who brings a shopping bag, matty . I dont know, as long as he uses it for life. We are is your sense of moment . It was recyclable. This is beyond 100 days. Still to come in the uk election real news is getting cloudy because of fake because of fake news, we will discuss what it takes to overcome with the truth. A gp from romford in essex has been found guilty of sexually assaulting 23 women. Manish shah preyed on patients as young as 17 and their concerns about cancer to carry out invasive intimate examinations for his own sexual gratification between 2009 and 2013. Hell be sentenced in february. Our Health Editor hugh pym reports. Patients thought their gp was trusting and caring. But dr manish shah was found to have breached that trust. He was found guilty of sexual assaults on six patients, after similar verdicts concerning 17 others at a previous trial, which couldnt be reported at the time. Hed carried out vaginal and breast examinations, which were unnecessary and in breach of medical guidelines. He just duped so many people. He used their weaknesses, fears and just take complete advantage. But not one time did i actually think that he was doing anything untoward. The prosecution said dr shah had exploited the fears of patients about cancer and with a sexual motive. One was aged 17. Hed falsely noted in medical records that patients had requested the examinations. A former patient who was not part of the trial is alleged she had had similar experiences. Before an appointment, i was thinking, you will probably find a reason to do an alternative. He found a reason, and thatis alternative. He found a reason, and that is what i notice. But he is a doctor first attachment to do an internal. You trust him and your cat into stomach instinct tells you something is not right but you cannot put your finger on it for you cannot put your finger on it for you can go accusing a doctor. Dr shah worked at this east london practise. One of his patients reported him to the Practice Management in 2013. The police were called in, and he was suspended an nhs spokesperson said someplace where extended to the victims and anybody concerned was urged to contact their helpline. Sentencing will take place in february. We are in Campaign Season on both sides of the atlantic and in that feverish Environment Campaign tactics are under new scrutiny. With the explosion of the role of the internet in political advertising, there is no body to regulate political advertising. That means some information is misleading the public. Some know it more than a third of voters felt that politicians and Political Parties have been less honest than at previous elections. And 87 of voters thought that it should be a legal requirement that factual claims political adverts must be accurate. Alex tait is co founder of the coalition for reform in political advertising. Hes been reviewing some of the advertising of the uks main Political Parties and joins me now. First of all, does it surprise you that advertising is being called out by the public as dishonest . Not really. This has really been the disinformation election. Without any rules around political advertising, what you can and cannot see in adverts, we have seen a bit of an arms race of techniques that have led to the preparation of misleading claims that we have seen in the electionjudgment claims that we have seen in the election judgment proliferation. What are some examples . It is not a partisan issue for some new ground has been broken by some of the techniques deployed by the conservative party. For example. One example is the keir starmer video, that had a slowdown ending. He is a prominent labour mp. Do you think we should leave or remain . Basically, that was quite misleading and it looked like he did not know the a nswer to looked like he did not know the answer to the question. Another great example, i think, breaking answer to the question. Another great example, ithink, breaking new ground, has been the use during the Leaders Debate of the changing of the conservative putter account to fa ct the conservative putter account to fact check uk. But it is not partisan. The liberal democrats, there has been a lot of examples of misuse of data, use of bar charts that are misleading and giving a sense of contender ship in different seats. Our project has been documenting these misleading claims across the different parties. It just goes to show, really, there is quite a body of evidence to show how critical it is that some rules are put in place around political advertising. The research you mentioned. Alex, how would that actually work . There are thousands and thousands thousands and of ads on both sides of the atlantic, in both of the elections, lots online that are up for a day or two, how would you actually regulate this . We think the solution is not that difficult. It is not Rocket Science to solve this. One of the simple acts, the main barrier to it is political wealth is one of the simple things that needs to be done is to basically put in place a code for political advertising, very similarto for political advertising, very similar to the code that exists for all other advertising it is in the uk, it is only political advertising that does not have any rules. The second step, if you could get Political Parties to agree to that, which is the main barrier, i think some leadership being shunned by the Political Parties on this issue, is to extend the remit of the Advertising Standards Authority that oversees all other advertising and the rules for all advertising, apart from this gap, this loophole we have got with political advertising. Presumably, this would have to have teeth. Great . It would. We do not have to reinvent the wheel. The key mechanics and rules already exist for consumer advertising. There is a very similar process that we are recommending that would work for political ads that would be for consumer ads of the same sort of penalties of ads being withdrawn if an ad is bound to be misleading. Thank you, alex, forjoining us. Your work might be made a lot but easier by the fact that trust in politics is slim generally. And in the campaign here in the uk in the closing days of the Election Campaign its becoming a big issue. Theres been further controversy here today about a picture of a boy sleeping on the floor of leeds general infirmary. The hospital has now issued a full apology, nonethless false claims were made that the whole incident was staged, that it was fake news, and this is how it works. Those claims have gone viral on social media. Our digital election reporterjoe tidy reports. The way the story around this one image has evolved tells us a lot about the election online for it was first brought to prominence by e mail article online and in print on sunday for the story was shared widely in labour social media circles. They claimed the image depicted the nhs in crisis. The labour party used it in three paid for ads on sunday around 15,000 was spent getting into hundreds of thousands of peoples timelines on facebook and Instagram Post but it did not relate to cover until this video. A4 year old boy suspected of pneumonia, forced to lie on a floor ona pneumonia, forced to lie on a floor on a pile of coats. On twitter alone, this video from an itv reporter has been shared more than 40,000 times, viewed almost 10 million times and, with a potential reach of 92 million. It is a terrible, terrible photo and i apologise, or visit, to the family and all those who had terrible experiences in the nhs. But and all those who had terrible experiences in the nhs. But then this, counterclaims posted on hundreds of accounts saying the picture was staged. Despite the hospital issuing an apology for the childs care, the debate has been derailed by this strange, seemingly coordinated campaign. As reporters and researchers work to find the source, the message has gone viral. Im joined now by Marianna Spring from bbc trending who has been following the campaigns and the role of social media in this election. Thank you forjoining us. Can we start by showing a post that was put out by the Yorkshire Post earlier, editor, an important newspaper in this country . He had received a complaint from a reader and she had said, your story about this boy is fake. He had said no, this is how we are doing journalism. It goes on and on, you can quit with it, but this is how we do journalism, on, you can quit with it, but this is how we dojournalism, this is how we check our fights, this is is how we dojournalism, this is how we check ourfights, this is how is how we dojournalism, this is how we check our fights, this is how we make sure that stories are true, this is how we know this story about this is how we know this story about this story about this boy in leeds infirmary as truth stopped at mike this is how we check our facts. Which wins in terms of going viral question mark that on howjournalism is done and done correctly or all of the big news on the fact that this story never existed . U nfortu nately, story never existed . Unfortunately, i think the latter. Mainly because of the places it has been shared and because of the nature of the rebuttal. His rebuttal is brilliant, its really detailed, really thorough, but on social media that kind of thing does not really cut through the people like something quick and easy that they can pick up on. When this initially spread, it was shared on loads of facebook groups and reposted by normal people, who particularly within these kind of hyper partisan facebook pages and groups that we are looking at, where everybody is of the same opinion, this catches on that wildfire. In a bottle for evilly recent expansion of the story thatis evilly recent expansion of the story that is shared on twitter, which does not necessarily have as an audience, will not appointment will not snowball in the same way for i have been looking at the facebook groups to see whether that letter has done the rounds and it has occasionally been mentioned in Facebook Comments but not the same way that the post was initially shared in pro brexit groups particularly. What can users do. What is the user friendly guide for people that are reading the paper, looking at the internet, to make sure what they are getting is real and not fake . I think it is a question of really interrogating information. When it is shared, particularly this post was shared, it was on lots of facebook groups, it was the same formula, you are seeing the same kind of post over and over again, with these vague sources, you did not quite know parade had come from. It would be worth looking back at the Yorkshire Post article, where it had been shared and who had been quoted. It is a question of individuals just quoted. It is a question of individualsjust taking responsibility for chasing a story backin responsibility for chasing a story back in the same way that we would as journalists. That sounds like quite a laborious process , that sounds like quite a laborious process, i dont think people are going to do that on their phones. U nfortu nately going to do that on their phones. Unfortunately not. It is all a question of speed, as well to be quicker this story was debunked and shot down, the quicker then people might listen to the response, but u nfortu nately, might listen to the response, but unfortunately, it often might listen to the response, but u nfortu nately, it often ta kes might listen to the response, but unfortunately, it often takes a while for the clarification to reach eve ryo ne while for the clarification to reach everyone and it depends on what platforms that clarification is being shared. In the facebook groups where this really took off, it doesnt feel as though the correction has cut through in the same way. That is thoroughly depressing. But thank you for monitoring at all i suggest that we are probably going to be dealing with this sort of thing in the states of the next year as well. 0h, as well. Oh, yes. Do you ever get that feeling when sometimes you see the police and you check yourself . Youre driving along see an officer and suddenly its have i done anything wrong . Well, it seems the authorities in india have cottoned on to this. We are going to move swiftly along from matthews guilty conscience mannequins dressed up as traffic cops have been placed on roads in bangalore. Dressed in police caps, white shirts and brown trousers the mannequins are now on duty at congested junctions. The hope is that drivers will mistake them for real police and think twice about breaking the rules of the road. I cant believe people really stop now Everybody Knows about it because it is on social media but some people think it is working. Fun fa ct, people think it is working. Fun fact, christian fraser, the speed limit in bangalore is only 11 mph. No wonder are speeding come on how are they going to look at these dummies and then might crash themselves. That was a little bit of entertainment for the end of the programme post thank you so much for joining me today. Good evening. Wet and windy weather again today and we are still seeing that moving its wasters across scotla nd that moving its wasters across scotland and england, starting to clear its way away from the west. As it clears to the evening, they whence have not dipped much. The showers have rushed in behind. Still some squally winds associated with that ranger clear to the early hours and then showers that follow on behind will turn wintry over the hills and, of course, temperatures plummeting the colder overnight again tonight for troubles to frost levels, particularly in the north. It isa levels, particularly in the north. It is a concern for ice, particularly for scotland, but even other rural areas. If roskam morning. A bright, crisp start before the showers get going.
