Now, a Police Officer has been charged with the murder of the former aston villa footballer Dalian Atkinson who died after being tasered. The 48 year old was restrained by officers in telford in shropshire in 2016. Mr atkinsons family said they welcomed the decision to put the officers conduct before a jury. Sian lloyd reports. Dalian atkinsons talents won him some memorable goals. This strike clinched him goal of the season in 1993. His career spanned 15 years, including four seasons with aston villa in the 1990s. But three years ago, police were called to his fathers home, near telford. A taser was discharged and Dalian Atkinson was restrained. He died shortly afterwards, following a cardiac arrest. They were both charged this morning one with the murder of Dalian Atkinson, and the other, a woman Police Officer, is accused of assault, causing actual bodily harm. And up towards the northwest for the far north of england, for Northern Ireland and scotland here, largely clear skies. Back to the Election Campaign and the liberal democrats, the greens and plaid cymru have agreed not to stand against each other in dozens of seats across england and wales at the general election. The three way pact aims to give the strongest candidate the best chance of winning. All three parties want the uk to remain in the eu. Alex forsyth reports from winchester, a constituency that is currently held by the conservatives, and where the greens have now stepped aside in favour of the liberal democrats. The country is poised to make a crucial choice, but in some seats, it will be a limited one. Winchester is one place where some anti brexit parties have agreed not to stand against each other. Its a really good idea. Its the only way we have a chance of staying in the eu. I think anyone trying to hijack for or against brexit is wrong. In this current tory seat, it means the greens wont put up a candidate but the lib dems will, the idea being to avoid splitting the pro eu vote. The lib dem leader, whose party could benefit most, argues that brexit is key in this election. It speaks volumes about how how high the stakes are, how important this is, that these parties, ourselves, the liberal democrats, with the green party and plaid cymru, have been able to put aside those narrow Party Interests that Work Together in the national interest. There are 60 constituencies where agreements have been reached between the lib dems, plaid cymru and the green party. 11 in wales, the rest in england, targeting remain areas like here in winchester. But without labour involved, the effect could be limited. Its hard to know how much difference this might make. It could only have an impact in perhaps a small handful of seats. But this, more than most, is an unpredictable election, and even a handful of seats could be crucial. In this eco hub in the city centre, local businesswomen harriet and laura have their reservations. Theres a lot of logic behind their unifying together, but brexit will be over, however it is over, and then we need to move on as a country and without all the voices being heard, were doing ourselves a disservice. Both wanted to remain in the eu, but have concerns about efforts to stop brexit. The country voted to leave, so i do wonder if we should be following that decision. I would prefer that they all said what they wanted to do and we were given the opportunity to vote for those parties. Whether this limits choice orfocuses minds, the brexit lines are now clearly drawn. As weve been seeing the parties are setting out their plans for our country after the election. But what the politicians think is important is not always top of the list for voters. So, over the coming weeks well be travelling across the uk, hearing about what matters to communities on the ground today bbc news has been in leeds. Whichever party wins power at westminster nationalising the railfranchise system could be part of their agenda. Commuters in the north say they are fed up with transport links. Heres tom burridge, our transport correspondent. Having a poor Train Service is just really stressful. You get up in the morning not knowing what train youre going to get, if theres going to be delays, cancellations. That one just says delayed, with no explanation as to how long catherines consistently challenging commute affects her life. I think when youre living it day in, day out, it has a huge impact. You get to work and youre kind of stressed and frustrated, which doesnt start your day very well. I think the situation with the trains in the north is really poor. It doesnt seem like anything really changes. In fact, Train Company northern is in such trouble that whatever happens in the election, any future government might have to step in and run their services. Everyone agrees the current rail system isnt working. Rail infrastructure in britain today thats the tracks, the signalling a lot of the major stations like leeds are run by a Public Sector body called network rail. And virtually all of our trains are run by private companies, who bid for, and then enter into contracts with the government, called franchises. Network rail also take some of the blame for the poor performance on our railways today. The franchising system today isnt just failing lots of passengers, Train Companies say its not working for them either. Northerns losing lots of money, but other franchises are too, like Greater Anglia and south western. The conservatives have commissioned a rail review. After the election, theyll look at its recommendations and then overhaul the current system. Labour, the snp and the greens would scrap the franchising system. Public companies would start running trains when current contracts end. The lib dems advocate a mix of franchising and a more locally controlled model. The brexit party has yet to announce its rail strategy. Even people in the industry want radical reform. Last year alone, i think only 61 of the trains actually ran on time across the uk. I dont think thats giving the best Customer Satisfaction for passengers. I feel like there isnt enough focus on the customer. Some argue the mix of public and private companies doesnt work. People arent stupid. They know that when youre standing at a train platform, you havent really got a choice. There isnt really a free market. What there is is government trying to get some outcomes and using the private sector to do it. Services between london and edinburgh have been run by this Public Company for the past 18 months. The rail system of today will change voters will help decide how. Well rail is one of the key issues for many voters across the north of england and theres a call today for the next government to transform the lives of millions of People Living there. A number of regional newspapers have all banded together to promote what they call a manifesto for the north. The Manchester Evening News says that the north has been neglected for far too long and that an election has to change that. The huddersfield examiner says that government cuts have led to local services losing 183 Million Pounds and that a general election must stop the neglect of the north. And the hull daily mail says its time to power up the north and with investment needed everywhere from energy to transport and education to trade. Our correspondent robert hall, has been gauging the response from voters in leeds. There is so much focus on specifically london and what the south, there is so much that the north has to offer and there are plenty of businesses that are moving up north. Do you think Northern England can pull together . I believe so, yeah. I believe so. Whether our small differences, people will get behind something as a collective, really. I feel a little bit, like, we have heard this before, perhaps. So, perhaps im a little bit jaded in terms of politics and how they can help. I think the essential thing is infrastructure, developing infrastructure of the north, helping people move around, things like getting to work, making it easier and more affordable and more green. I dont know of any of the small spaces, that are affordable and small enough that the Small Businesses like myself can kind of get on the high street and get well positioned on the high street. So i personally believe that there is a massive demand and need for the high streets in the councils, the owners of all of these, wealthy owners of all of these buildings which a lot of them are derelict and on the actual high street, to be able to come together and create these kinds of spaces. You only have to travel from south to north and you will see immediately how people have the power and the grit to drive that First Industrial revolution are left in an environment which is so much poorer than the south in terms of so much rotting brownfield sites, poor infrastructure takes so much longer to get around. Where you are part of the group that made this open letter . Indeed. So what does the north need for westminster . Ithink indeed. So what does the north need for westminster . I think the north needs to recognise that the north is a part of the solution to the uk for decades to come. There are an enormous investment potential and the decades of investment need to change so that we can be a part of the National Contributor then be dependent upon it. As part of this ma nifesto, dependent upon it. As part of this manifesto, the price that the party that wins the election will receive will be huge. Is not about selling the north, it is the notion. Not too many decades ago that the north was a part of putting Great Britain together with others and we can do that again from the huge asset base that again from the huge asset base that we have. The manifesto brings together all of the voices in the north, both young and old, business, universities, political as well as the voluntary sector in a collective request that people see us as a huge opportunity and not is often portrayed as a problem. Do you think they are listening to you . Because this is not the first time we have heard about focusing on the north and pledges, the northern powerhouse. How committed do you think the parties are to the north . Never mind the election hearing, how are you going to hold them accountable to the pledges . The one way to hold them accountable is not necessarily for them to be in charge of it all but for us to be, to do the devolution, rather than through transport or getting control over our skills agenda across schools in terms of actually making sure that we provide the tools necessary for the potential. And the long term golden thread running through whichever government is in place of the policy prints for decades ahead rather than stops over five years. We heard John Mcdonald mentioned devolution. What does this mean7m about us shaping with others, the agenda and also delivering on the agenda and also delivering on the agenda of what is required to unlock their potential. We talk about our prime capabilities and it is how do we invest to make sure that they are optimised in terms of economic terms. Previously, we said we do not wa nt to terms. Previously, we said we do not want to be a dependent economy, want to bea want to be a dependent economy, want to be a contributing economy we have the means to do that but we have to have the powers and the pounds delivered. How do you make it happen . Give us the three points. Hold meetings away from london, a pa rt hold meetings away from london, a part of the treasury to move north, realistically, how long would that ta ke to realistically, how long would that take to set up and would it really help . It is like all of these things. If you have the right attitude and mindset, you can make these happen very quickly. Your sister broadcaster has not taken too long to make a decision to move up to are part of the world and is already here in a matter of months, rather than decades. We are going to be speaking to tom fourth, he is here with us with the head of data for the open Data Institute in leeds, tom, thank you for speaking to us this evening and if you were a part of the team writing the manifesto, what points would you want to include in there . I think the main point that could come through at manifesto is that you have a choice. You can either list ten or 15 policies that give great benefits to the north, or you can list one or two policies in this one or two policies just say, here is some money, here is some power, there is some responsibility you in there is some responsibility you in the north need to get on and deliver it because i believe the north can deliver if it is given those powers and those pounds. Do you think back toa time and those pounds. Do you think back to a time when the north were able to a time when the north were able to make those decisions for themselves . So, in the history of themselves . So, in the history of the uk and england especially, we are not a terribly centralised nation. If you look in leeds, we have one of the most grounded town halls in the world and that was built on the back of leeds wealth and decisions. And it is only in the past 30 or a0 years that we have become the most centralised country, developed country in the world. So i think we have a collective memory in this country of every part of this country really pulling its own weight in the great cities of the north, just as the great cities of the mittens in scotland in the whole of the uk showing the way. So i think we have a way of paying her own way we can get back there. But the moment, we have to understand that the power to improve the north does not exist in the north, it has to be given back to us. So where did the governments need to invest . We have been hearing for members of the public in leeds today, a lot has been said about the Rail Services. |j think transport of all forms is a massive requirement for leeds, leeds is the largest city in europe without a mass transit system. The city has tried to build a tram for about 35 years and it has been cancelled by every type of government. It is not a matter of worrying about what party we are picking on because they have all failed to deliver this transit system. So i think when when the train is cancelled, i want to be able to complain to someone in the north of england. And there is not a tram, want to complain to someone in the north of england and when the bus services are not good enough in which many of them are great, when they are not good enough, i want to be able to complain to somebody in the north of england about it and hold them accountable. So i think the transport absolutely is a top priority and the people in leeds have heard about that and we need to be, the people taking responsibility forfixing be, the people taking responsibility for fixing it. Obviously, what it comes down to is the figures. How do you make the figures add up . How do we pay our own way . The north pays its own way by becoming a modern vibrant economy and we already see the resurgence of that. Because remember, it is not a very long time ago that the north in many ways, many of the places in the north were the envy of the world and in pockets, we still are. Wejust the envy of the world and in pockets, we still are. We just have to ta ke pockets, we still are. We just have to take those pockets and make them more widespread. The way the north pays its own way is by more businesses delivering better products to the world that the world wa nts to products to the world that the world wants to buy. And i think we can do that, but we just need investment, transport is one, you cannot reliably communicate between leeds and bradbury. Regularly going to manchester from leeds, sheffield from leeds, it is simply no where near the quality that you would have in the southeast of england. You may have to stand up on a train, it may bea have to stand up on a train, it may be a bit packed, but you can get there. In the north of england, that is just not the case too often. So we need that transport to deliver businesses right across the north of england, we need to take control of her own skills so we can invest in the skills that businesses need to grow and engagement of other things that we can do, but the way to do them is not to write a 12, 15 point ma nifesto. Them is not to write a 12, 15 point manifesto. The way to do it is to say here the money, here is the power, get on with it. Obviously with the data, you have seen the figures, de evolution has been mentioned before, just thinking about it, why do you think the south wont loosen the reins on the north . Why will they not let the north get on with that . We have that does make big achievements in the evolution in my lifetime. The first was the evolution to wales, scotland, Northern Ireland. I think we see scotla nd Northern Ireland. I think we see scotland and wales have done particularly well and spending their own money. A second wave of the evolution, which was met with metro mayor, we have already seen some signs in Greater Manchester and the mittens, and i think we are seeing some promising signs there. There is a lwa ys some promising signs there. There is always a fear that in westminster, in central government, that they wa nt to in central government, that they want to control things and people in power understandably want to hold onto power. And it is not the right way to achieve Economic Growth and social prosperity. So we know that we need to do it, but it is always tough to give up power and i believe, roger believes, that you speak to most people in leeds and met across the north of england. We believe that we can contribute, but we need the power to be able to do it and we need upfront some investment to catch up the gap that has developed over the last 20, 30, a0 yea rs. If
