Right to apologise. The green party will promise to invest £100 billion a year for a decade to rid the uk of fossil fuels, as it launches its campaign. We have to make this investment if we are going to tackle the Climate Emergency and we have to make it now rather than in ten years time. Well bring you the latest election developments live from downing street throught the programme. Im anita mcveigh. The other stories this morning. The trial of the man accused of murdering british backpacker Grace Millane begins in new zealand. A bbc investigation finds that prosecutors used evidence provided by so called paedophile hunters in more than 250 cases against suspected abusers last year. Marks spencer says it is rapidly pushing ahead with its turnaround plan after news of a half year sales slump. Eight goals, two red cards, two penalties, and two own goals. And an amazing second half comeback. Chelsea hold ajax to a dramatic 4 1; draw. Well have the full report in the sport later this hour. Good morning and welcome to downing street. Campaigning in the general election officially will get underway this morning after the Prime Minister, Boris Johnson, travels to Buckingham Palace for an audience with the queen to tell her parliament has been dissolved. Later he will launch the conservative party campaign. But the tories are facing a tricky start with questions over Jacob Rees Moggs comments on grenfell, a doctored social media video, and fresh controversy with mrjohnson comparing his rivalJeremy Corbyn to the soviet dictator, joseph stalin. In an article for the Daily Telegraph, mrjohnson said the labour leader had a shared hatred of Wealth Creators a claim dismissed by mr corbyn as nonsense. So lets take a look at what the start to the general Election Campaign involves. Parliament was dissolved at one minute past midnight, at which point mps reverted to being members of the public. Mps lost their title, and stopped representing constituents. But government ministers remain in theirjob. They continue to run their departments and are only replaced when the new government is formed. Boris johnson will formally mark the dissolution of parliament when he has an audience with the queen at Buckingham Palace this morning. We are expecting him to travel there shortly. It marks the start of a five week Election Campaign before polling day on 12th december, when candidates will be canvassing to be your next local mp. During this period, the house of commons does not sit, no new bills are passed, and all brexit negotiations stop. Its also the start of the purdah period, when Civil Servants and other Government Agencies have to be careful about using Public Resources in a way that might help candidates or parties. 0ur assitant Political Editor norman smithjoins me now. The process begins today officially. Asi the process begins today officially. As i was saying, there is lots to chew over. It strikes me, today has not been a great day for team johnson and it is only a few hours old but that there had been a succession of apologies for missteps and gaffes over the last 2a hours by this on the day that borisjohnson wa nts to this on the day that borisjohnson wants to get left off, the day when he launches his campaign. What he wa nts to he launches his campaign. What he wants to focus attention on is brexit, because he thinks labour is scared to have an Election Campaign dominated by brexit. What we will hear from dominated by brexit. What we will hearfrom mrjohnson dominated by brexit. What we will hear from mrjohnson today is only hear from mrjohnson today is only he will get brexit sorted. Jeremy corbyn will pave the way for two more referendums, one on the eu and the other possibly on scottish independence, and we will get some familiar policies, like more cash for hospitals, 20,000 more Police Officers and an uplift in school spending. But it has been a fairly scratchy, ragged start for the tory campaign. Listed some of the gas this morning, perhaps none more so really tha n this morning, perhaps none more so really than those comments by Jacob Rees Mogg, which the Party Chairman found himself on the back that over this morning in a succession of interviews, again and again challenged about what jacob rees months comments said about the tory party plasma attitudes to ordinary people. Tory partys attitudes. None of us could put ourselves in a situation of someone trapped in a fire. To try and do so was wrong. I thinkjacob recognises that. It is not a situation where any of us could really think through the circumstances oi could really think through the circumstances or decisions that we would make. He recognises what he said was wrong and he has apologised. That was not helped by the fact that Boris Johnson himself, ina the fact that Boris Johnson himself, in a newspaper this morning, suggested thatJeremy Corbyn was like josef stalin, suggested thatJeremy Corbyn was likejosef stalin, soviet dictator, and suggested the attitudes of mr corbyn towards wealthy people was a bit like mr starlins towards the peasants, millions of whom were killed or starved to death. Stalin. Some of their number 10 think that was not a great analogy to make. It has been a rocky start and today mrjohnson has to get a grip of his campaign and strike a new tone. I think Nicola Sturgeon has raised the barfor team new tone. I think Nicola Sturgeon has raised the bar for team Jeremy Corbyn by saying she would want to press for a second independence referendum this year, to hold it next year, when we know team jamie corbyn has said it is open to it but not in the formative years of a labour government. Jeremy. This is what she said. I dont want to play with words here. It is my intention to have a referendum next year. I said we will seek that transfer of power, to put the legality of it beyond doubt before the end of this year and, on this question of, will westminster allow it or not . We are at the start of an Election Campaign. This is an opportunity for people in scotland to have their say and make their views known. If the snp wins this election, we have a mandate from previous elections for this. If we win this election, i think that demand becomes irresistible. And it is also blastoff day for the green party who, for the centre of their pitch, they would spend £100 billion over the next ten years, trying to get rid of fossil fuels and turn us into a much greener economy and be fossil free by 2030. They say lots of parties talk about it but they do not deliver. This is their co leader. We have to make this investment if we are going to tackle the Climate Emergency and we have to make it now rather than in ten years time because we know the change has to come and be completed in ten years. It will save us a helluva lot of money in long run. The Climate Emergency, if it comes to fruition, does not bear thinking about in terms of the cost of trillions to the economy, but it will pay for itself in the long run. If youre going to make that kind of investment, which will benefit people forten, 20, 30, 40, 50 years, you want to spread that cost. You dont want to pay all now. You want to borrow, so you can pay that off over time as people get the benefit. Norman, as this Campaign Kicks off, all the parties are trying to make the three parties are talking about a remain alliance. Apart from that they are trying to pull back and basically say, vote for us. There is talk about a hung parliament, coalitions and groupings. We are nowhere near them at the moment. Each party is trying to perturb it and an sake make the protest, we are different but we are distinctive. Jo swinson was saying, we are the red oak party. Boris johnson swinson was saying, we are the red oak party. Borisjohnson would say, iam the oak party. Borisjohnson would say, i am the person who would deliver on brexit and Jeremy Corbyn said he would bring about real change in society but that Nicola Sturgeon saying scotland must have the freedom to choose its own future and the greens with a huge spending commitment to get rid of fossil fuels. Thank you. Boris johnson is going to be going to the palace later to see the queen. Parliament dissolved at one minute past midnight but it is all part of the protocol to see the queen as parliament dissolves an Election Campaign launches. Lets speak to our royal correspondent nicholas witchell, whos at Buckingham Palace. What is the point of a conversation . Essentially it is a courtesy call. Time was when a Prime Minister and head of government would come and see the monarch to ask the monarchy to exercise his or her unique power and what used to be known as the Royal Prerogative to dissolve parliament. It was something that only mnemonic could do. That is no longer the case since the passage of the fixed term parliaments act. The fixed term parliaments act. The monarch. The government could not gaina the monarch. The government could not gain a two thirds majority required under the fixed term parliaments act and it passed it with a simple, straightforward majority. Parliament has in effect dissolved itself without the action of the monarch. Nevertheless, 105 days after the queen asked him to form a government, borisjohnson will come to the palace later this morning and he will tell the clean up parliament has dissolved itself. I imagine it would be a fairly short audience. He has things to do and so does the queen. She has an engagement in kent later today. That is what will happen. The queen will still sign a royal proclamation, the mechanism by which for many concerning the dissolution of parliament and that, as we say, is the formal, as it were, the symbolic moment when the general Election Campaign begins. Symbolic moment when the general Election Campaign beginsm symbolic moment when the general Election Campaign begins. It is a lwa ys Election Campaign begins. It is always said a week is a long time in politics. It is incredible to think there are only 19 days since the state 0pening there are only 19 days since the state opening of parliament. It was only. It has happened in a bit ofa was only. It has happened in a bit of a blur. So many things have unfolded. The queen will be mindful thatjuly the 24th was the day Boris Johnson came him and she asked him to become her latest Prime Minister and things have moved so quickly since then. I would think, as i was saying, it will be a fairly short conversation. She sees her Prime Ministers in the private audience room in her private apartments normally every wednesday evening. She would have had a number of meetings with Prime Ministerjohnson over the past two, three months but this will be a fairly formal meeting. I dont think she will wish to get into the ins and outs of the campaign and she will be very much aware that he has other pressing commitments that he will wish to move on to. Thank you. We will of course had coverage when Boris Johnson leaves here in downing street to go to the palace for that meeting with the queen. For more information, you can go online, because throughout the Election Campaign, the bbc will be looking at the key issues, explaining the policies that are being talked about and the subjects that arent. A mans gone on trial in new zealand accused of murdering of a british backpacker after they met on a dating website. 22 year old Grace Millane from essex was found dead in woodland near auckland last december. She was visiting the country as part of a round the world trip. 0ur correspondent phil mercer reports. Grace millane came to new zealand for the adventure of a lifetime. 0n the eve of her 22nd birthday, she disappeared. On wednesday, graces parents arrived at the high court in auckland, to find out what happened to her. In the dock, accused of murder, a 27 year old man who, for legal reasons, we cant identify. The jury heard the couple met through an Online Dating app and went drinking. Grace millane went back with the defendant to his apartment. She died there. Prosecutors say she was strangled in this city centre building. A week later, her contorted body was found stuffed in a suitcase in a shallow grave. Only two people know what happened in that room. One of them cant tell us, and the other one hasnt told the truth about what happened. Prosecutors allege the next day the defendant went on a date with another woman, while the body of Grace Millane was still in his apartment. Lawyers say this has shown his utter disregard for the life of the young english woman. The defence however has a different story. It believes miss millanes death was accidental. Defence lawyers argue it was a sex game that went wrong. Miss millane died as a result of what they consensually engaged in during their time together. So, while his actions may have caused her death, he is also not to blame, although he may blame himself. And he is certainly not criminally responsible. Grace millanes death last year shocked new zealand. The judge has warned the jury to ignore the publicity surrounding the case. Today the court had a poignant statement from graces father, david. He said, she was a gregarious young woman, who chose her friends carefully. The trial is expected to run for at least a month. Marks and spencer says its profits dropped by nearly a fifth in the first half of its financial year. The retailer was hit by a sharp fall in demand for its clothes and home goods and overall sales were down by two point one percent but it reported that its food business had grown. Our Business Correspondent rob young is here to tell us more. First of all, more detail on what the half year sales figures are like, please. Profits fell by a large amount in the six month period to the end of september. The main reason for that is not a new one, it isa reason for that is not a new one, it is a problem the company has been trying to grapple with for a number of years, falling sales of many clothes in its clothes and how my division. Like for like sales were down by 5. 5 compared to the same period last year. In a statement today, the company has blamed the availability of some products and difficulties with the supply chain. This kind of poor performance is not new. Customers sometimes say the lines of clothes they find a m s im a bit too Old Fashioned for them although the company has been trying to address that in recent years and shoppers who do like m s close grumbled they cannot find the sizes they want. That is something the chief executive has been trying to deal with over the last few years. They had known about this for quite some time. Why havent they been able to address that . They are in the middle of a turnaround plan. How is that progressing . They reckon they are behind schedule perhaps by a year and a half. Also, a few senior people at the company have left as the chief executive tries to get a left as the chief executive tries to geta grip left as the chief executive tries to get a grip of what is going on in the business. M s is not the only high street retailer that is having a tough time of it at the moment. Mothercare went into administration earlier this week and other big names are facing difficulties as well. Consumers are cost conscious. We are shopping around much more than we have been before and we are more willing to buy clothes online. 0ne bright spot in the statement by m s today, online sales did grow but only by a little. The best area is food, where sales grew by 1 . Next year they will start to sell their food through the 0cado platform and they hope that will turbo charge the overall repair at the work is farfrom done. Far from done. As robert was mentioning, mothercare has confirmed a phased closure of its 79 uk stores putting 2,500 jobs at risk. The baby goods retailer called in administrators this week after saying it was not capable of being sufficiently profitable and it had failed to find a buyer. Dozens of Police Officers have been attacked with fireworks and bricks during a bonfire night disturbance in leeds. Emergency services in other parts of the country were also targetted, on one of the busiest nights of the year. Andy moore reports. Stop come on, everyone out. Everyone off this road now. Bonfire night, and there are riot police on the streets of leeds. Youths were seen hurling bricks and fireworks, bins had been set alight. Dozens of Police Officers moved in to control the disturbance. The road was closed and the general public were moved out of the area. Police said a number of people had been arrested, and cctv was being used to identify others who had been involved in the trouble. A number of Police Vehicles were damaged, but no one was reported injured. West Yorkshire Police said they have been prepared for antisocial behaviour on bonfire night, and were able to respond quickly. There were problems elsewhere in the country. Manchester fire and rescue said they have responded to over 200 incidents, with their staff being attacked by youths with fireworks on a number of occasions. The service said such attacks were not acceptable when firefighters were working hard to keep people safe. Prosecutors used evidence provided by so called paedophile hunters in more than 250 cases against suspected abusers in 2018. Thats according to an investigation by bbc yorkshire, following freedom of information requests to every police force in england, wales, Northern Ireland and jersey. Senior Police Officers say they have serious concerns over the activities of these vigilante groups, and say so called peadophile hunters divert Police Resources away from other offenders. Rosie carter, managing director of safe cic, a not for Profit Organisation dedicated to raising Child Protection and safeguarding standards both in the uk and overseas. Thank you forjoining us today. In 62 of the cases involving someone attempting to meet a child following sexual grooming, in 62 of those cases in 2018, police used evidence gathered by paedophile hunters. Ten forces said all of those types of offences they prosecuted in 2018 involved evidence from paedophile hunters. So, it is a bit strange, isnt it, that in some instances. It is everyones responsibility to keep children safe, we need to be much more aware of the dangers online. It is difficult enough in the real world. On the internet, there are all sorts of reasons, targeting children but notjust child sex abuse. We need to get up to speed as much as possible because it isa to speed as much as possible because it is a concern for everyone. There isa it is a concern for everyone. There is a huge focus on safeguarding in schools and at other venues. It is not enough being done or is the message not getting through . not enough being done or is the message not getting through . If not, why not . It is very difficult. People do not have imagination to think there are horrible people out there. It is opportunistic because it is so easy nowadays, notjust with child sex abuse but fraudulent behaviour. It is difficult to comprehend the scale. That is part of it. What is getting reported is only the tip of the iceberg. We have asked parents and carers to talk to children and young people about what they are accessing. Be observant about signs. I want to get your opinion about what the police chief council is saying about the paedophile hunters groups. To quote them, when the group say now acting in the interest of children, largely they are acting on their own interests and exercising. And so called perpetrators of child abuse. Evidence shows evidence from these groups, in many instances, is being used in prosecutions. Do you think these paedophile hunter group should be out there doing what they are doing . I really think theyre built to bea doing . I really think theyre built to be a lot more conversations, more direct conversations between local authorities and statutory agencies and these people. We know it does go wrong sometimes. I go back really to education and sharing and looking and keeping children and young people say. Thank you for your time today. In the us, its been a bad night for President Trump. With just a year to go until the president ial election, his Republican Party have suffered some significanrt losses in contests held across a number of states. The democrats took control of the legislature in virginia for the first time in 20 years and are claiming victory in the election for governor of kentucky, a state which has traditionally been a republican stronghold. Heres what the two candidates had to say about their close race. Tonight, voters in kentucky sent a message loud and clear for everyone to hear. It is a message that says allah elections dont have to be about right versus left, they are still about right versus wrong. Our elections. I will say this, i will be the first one in line wishing well to my opponent because we live here, it affects our lives, our livelihoods. I would we live here, it affects our lives, our livelihoods. Iwould hope everyone here wants kentucky to be the greatest version of itself possible. I really hope so. That result in kentucky is not yet official but the democratic candidate seems to be on course for a victory by. 4 . To put that into context, in 2016, President Trump won the president ial election in kentucky by 30 percentage points. Heres our north america correspondent, peter bowes with his analysis of last nights political events across the us the democrats had made gains. They had taken the democrats had made gains. They had ta ken control of the democrats had made gains. They had taken control of the house and the senate to take control of the state legislature. The biggest prize of the night is in the state of kentucky, where it looks like the sitting governor is about to lose hisjob to a sitting governor is about to lose his job to a democrat. It is a very close race. It has been for a number of weeks i mostly thought on local issues and there are still a few votes to be counted. It looks like the sitting republican is about to lose hisjob, which is significant. A year before the next general election here in the United States, for the republicans to be losing the governorship of a state like kentucky, which is staunchly republican. It is a state that in 2016, President Trump won easily. Must be raising some cause for concern. It is impossible to say whether these results are indicative across the country of what voters are thinking. Perhaps it does give us some are thinking. Perhaps it does give us some indication about the mood of the nation. Time now for the morning briefing, where we bring you up to speed on the stories people are watching, reading and sharing. The starting gun will officially be fired on the five week race for number ten later today, and in a moment well be speaking to our reporterjoe tidy, whos looking at how digital and social media platforms are being used during the campaign. First though, lets take at some other stories that people are discussing today. Many of the newspapers are leading on Jacob Rees Moggs comments and subsequent apology to Grenfell Tower survivors and relatives for saying that it would be common sense to flee a burning building. The guardian focuses on the furious reaction, quoting one man whose uncle died in the fire as saying the remarks reveal the detachment of the government from the grenfell community. The metros front page reports that chart topping rapper stormzy hasjoined calls for the politician to resign. Grime artist stormzy, who has previously spoken in support of grenfell victims, tweeted that he cant believe the cheek and called mr rees mogg an alien. Meanwhile, the i has the headline rees mogg grounded by tories. It says downing street has been uncomfortable with mr rees moggs high media profile in recent months, and hes set to be reined in to limit the potential for further controversies ahead of the election. The story has also been covered by online media websites, including huffpost uk which says that for a downing street thats obsessed about what leads the early evening bulletins, the bad news was that Jacob Rees Mogg became the biggest story in town. Another story thats being shared and discussed by social media audiences, is Boris Johnson comparing Jeremy Corbyn, to soviet dictatorjoseph stalin. Writing in the Daily Telegraph to launch the conservative partys campaign, the Prime Minister said there are those in the labour party who point their fingers at the rich with a relish and a vindictiveness not seen since stalin persecuted the kulaks wealthier peasants during the russian revolution, many of whom were murdered or starved to death. Pro labour accounts on twitter and other commentators have criticised mrjohnsons column. 0wenjones of the guardian writes soviet newspapers splashed this sort of slavish pro government propaganda under stalin. And he adds that those soviet newspapers probably wouldve thought this was too over the top. Meanwhile ian dunt of politics. Co. Uk has pointed out the comparison with a policy which killed millions is distasteful in the extreme. As promised, our reporter joe tidyjoins me now. During the run up to the election, hell be looking in detail at how digital and social media platforms are being used as part of political campaigns. So, lots going in the digital electionjoe that sir keir starmer video is still being discussed at length . Still being discussed, shared and viewed. This is the video that the conservative party put up on its twitter page after sir keir starmer, the shadow brexit secretary did an interview on good morning britain. The main problem people have with the video is the editing. Especially the video is the editing. Especially the last ten seconds. I think we will play it for you now. While the eu give you a good deal if youre going to campaign against it . So the issue there is that that isnt what happened. Keir starmer answered the question straightaway, there wasnt a pause or a moment of being dumb struck. It has been criticised across the political spectrum. The independent Fact Checking site said it was irresponsible for a Political Party to mislead the public. The conservatives describe it as a humorous take on a car crash of an interview. And they have kept the offending video up and now we are looking at probably a million views across twitter. About 820,000 on the official video and it was posted by other conservatives, including johnny merson, his reaction is interesting. Did you see that . Yes, she is he is taking a different role. He said, itweeted she is he is taking a different role. He said, i tweeted this video andi role. He said, i tweeted this video and i now know it is wrong. He said, i will call this out. He has left the video up, the original tweet and now that has gained about 150,000 views on his page as well. Potentially an interesting strategy from the conservatives. This is a bad move on the face of it. But they may look on it as a victory. We have been talking about paid for ads, what is the latest on that . Yes, thatis what is the latest on that . Yes, that is where a lot of parties are spending their money. Now, we have this great resource from facebook which is helping us understand where the ads are being going and the brexit party launched their campaign and what is interesting, the blue lines are the men that are receiving this ad and we can show you other adverts. It is the same ad, but different groups. Each group theyre aiming at targeted towards 45 year old men and older. Which of course shows us 45 year old men and older. Which of course shows us a 45 year old men and older. Which of course shows us a bit about their strategy and they have put up an advert, the only other one is about an election rally in workington and carlisle, which you could see as a dig at the conservatives, because there was talk about the workington man last week. The focus for the election apparently. According to a think tank, the workington man is a representative of the type of voter the conservatives need to target. It is very interesting that one of first brexit Party Adverts is aimed at that individual. 0k. First brexit Party Adverts is aimed at that individual. Ok. We can expect more focus on workington man i think during the campaign. Thank you for that. I know it was fireworks, but if you were watching chelsea you got plenty of spabgle. Sparkle. What a night it was a Stamford Bridge a Champions League thriller that had it all, as chelsea came back from 4 1 down to salvage a draw against ajax. Rhia chohan reports under the lights of Stamford Bridge, chelsea had the chance to go three points clear of ajax in their group. But it started badly. The faintest of touches from Tammy Abraham put his side behind afterjust two minutes. And it looked to be getting much worse. When hakim ziyech hit this beauty they went three up, thanks in most part to kepa arriza balaga. If you thought the first half was frantic, it wasnt a patch on the second. With chelsea 11 2 down, ajax had two men sent off, daley blind and joel veltman, with second yellows. And the momentum turned. Reece james hit back on the bounce to level, sending Stamford Bridge into a frenzy. What could have been an amazing bounce back win for chelsea was not to be, though. Azpilicuetas goal ruled out for a handball from Tammy Abraham. It may only be the group stages, but this tournament delivers, and ajax left Stamford Bridge with a point. Rhia chohan, bbc news. I think they have maybe been unwise with the way some of their investments have been, and maybe should have taken better advice and done things according to the rules. But i think its more of a technicality than cheating the system, and thats what seems to be very unfair with these fines. And in the last hour or so nicola adams has announced her retirement from boxing. She is of course a double 0lympic champion having won gold in london in 2012 and again in rio four years later. Shes 37 now, and says the risk of going blind in one of her eyes in the main reason that shes calling it a day. And on the subject of retirements from boxing, we can say a very good morning to Anthony Crolla who fought for the last time in manchester at the weekend. First of all anthony, a word on nicola adams and what shes done for the sport of boxing in this country . Unbelievable what shes done for womens boxing. The first ever 0lympic female boxing gold medallist and as for decision, it is the right decision, when your eye sights in danger, shes achieved everything and more that she set out to do. And she was a World Champion as a professional. But she will be remembered for the olympic gold medals and the gold post box in her own town. For any boxer you are co nsta ntly own town. For any boxer you are constantly weighing up the next fight. What is your experience of that . Its so hard to let go and so many fighters carry on too long. We see it time and time again and boxing has an effect on your health in later life. You have got to get out at the right time. I believe that that is what ive done. Im probably not the fighter i was a few yea rs probably not the fighter i was a few years ago. You hang around too long, trying to pick up pay days, it comes asa trying to pick up pay days, it comes as a cost. And you see nicola adams, she has made a sensible decision when your eye sights in danger. She can walk away proud and boxing has took very little from her. She ends up took very little from her. She ends up with life lasting injuries that, wouldnt be worth it. Is that a conversation you have had with your own family . Yes. I have had the conversation with my family and people close to me who advise me. That is why i believe it is the right time now. Boxing will always bea right time now. Boxing will always be a huge part of my life and i will have that hunger of bag fighter, but i will try and fill with with coaching. What was it like to finish your career in the way you did in fronts of the home crowd, who love you so much. Describe the night. They gave us an unbelievable send off and the atmosphere was crazy. You feel lucky to box in that arena in your own town and for them to come out time and time and support you, you live the dream. That is what ive done and it is hard to think i will never have that feeling again. You mentioned coaching, what is next for you . I will coach, i have a young professional fighter im managing, before i look at taking ona im managing, before i look at taking on a stable of fighter, i have been involved with my old amateur club and i will do any badges and do them with in social clu b badges and do them with in social club and hopefully train some of the champions of the future that. Could be rewarding when you see the kids, to have the improvement in them. I will be back in me amateur club full time. What has been the highlight of this fantastic career . The highlight has been, it is a toss up the highlight has been, it is a toss up between winning the world title or defending it. A manchester lad introduced into the ring as a World Champion, going out as a World Champion, going out as a World Champion, the atmosphere was unreal. That was the highlight. We wish you well. Good luck with everything that is coming up. That is all the sport for now. The headlines on bbc News Parliament has been dissolved, firing the official start gun for the general Election Campaign. Im very happy to say thatjoining me for this inaugural your questions answered is professor tony travers, who is from the institute of Public Affairs at lse, which is a nonpartisan think tank. Very good to have you with us. Lets get cracking. The election will be our primary focus. Louise asked is the number of mps stepping down at the number of mps stepping down at the election higher than usual . We dont fully know the answer yet. That is not a great answer to begin with. Even now some mps are announcing, Philip Hammond did yesterday that he wont stand again. There will be a number of cases still where people are going to announce shortly whether they will stand down or not. It does look as if the turn over this time is going to be high by recent standards. I think the answer is almost certainly yes. But we cant give a definitive a nswer yet. Yes. But we cant give a definitive answer yet. Andrew says, do mps still get paid during the election period and do they have to do any work. I guess he means constituency work. I guess he means constituency work. I guess he means constituency work. I think any mp will continue to do their constituency work through the campaign. The reason for thatis through the campaign. The reason for that is actually it is in their own interest to continue to provide such a service. The precise cut off date for when they are paid, im not certain about. But the truth is that it isa certain about. But the truth is that it is a five week period between today and the general election, so the difference is modest. But they will go on working for their constituent and indeed their opponents, the new candidates, i think they will also want to give the impression that theyre working with local people to help them with their problems. So i think oddly the coming ofan their problems. So i think oddly the coming of an election gives constituents greater support than even normal. Gavin has the next question, and he asked, when do we find out who our local candidates be and how long does it take to select and how long does it take to select a new candidate . The selection of candidates is a party matter, unless youre standing as an independent. You have to pay a deposit if youre going to stand in an election, so that will put off large numbers of people, other than major party candidates. There is a cut off date set before the general election by way candidates have to be announced. We havent reached that, because this quite a long period in the run up this quite a long period in the run up to the general election, we have got a sort of five or six period, which is determined by legislation, so we will arrive at a date by which candidates have to be determined. But we havent got there yet. The next question is from pete who, says, what restrictions are there on candidates standing for election . 0bviously, candidates standing for election . Obviously, there are restrictions in terms of you know you have got to be resident in the uk, you have got to bea uk resident in the uk, you have got to be a uk national and youve got have apart from that relatively few restrictions on who can stand in uk elections. Certainly, within any area, there is a deposit, you have got to be willing pay that. But in many constituencies you see an array of people coming forward, particularly if you have a famous person like the Prime Minister standing there. The next is from francis, who asks, how much does it cost to stage a general election and how much does a returning officer get paid . The costs of British Elections are not that great. If you look at america, where there are no restrictions on expenditure on elections, theyre very expensive. But the restrictions on what parties can spend, particularly during the campaign, and if you look at the costs of running the election, theyre relatively modest. It would be surprising in a british general election cost more than tens of millions of pounds. Very cheap by International Standard and returning officers are existing officers of the local authority and it will be normally the chief executive of the council. So it is part of theirjob description. Theyre getting paid for their normaljob. There is the cost of tellers on night, who count the votes. This question, can a suspended mp stand for re election ina suspended mp stand for re election in a general election . Well that is an interesting question. I mean, if they have been suspended from parliament, im not not sure there isnt a reason to put themselves forward to the public. There are restrictions if you were subject to. If you were in prison you couldnt stand, in other circumstances i think you probably would. David asked why cant the electoral process have online vote something voting . We do have opportunities for people to vote by post and you can vote by proxy and get somebody to vote on your be. Behalf. We dont have online voting, because it is seen as a tradition in britain of going to the polling station and voting in person. We have not yet found the pressure i think to move to online voting. But it is something that will be considered in future. I think particularly we are going to see this general election coinciding with a postal strike and that will lead to a debate about why dont we allow online voting. There could be concerns about security. A final question, will brexit negotiations continue during the pre election period . You bet. The government remains in office and i think that elements of the negotiations are bound to continue at an official level, although government ministers will be out there fighting on the stumps. So much less. We are out of time. But we got through all the questions. Thank you. Thank you as everfor questions. Thank you. Thank you as ever for accepting questions. Thank you. Thank you as everfor accepting in the questions. Thank you. Thank you as ever for accepting in the questions. Sending in the questions. I hope you will find this is a useful feature as we wind our way through the Election Campaign. It has been a chilly start. We have had some frost in scotland and Northern England. Misty and murky for many. Tonight it is going to feel cold at times. And there is some rain for some of us as well. That rain is moving in across Western Areas of the uk. It is going to be particularly heavy later on this afternoon as the second batch of rain moves into wales, the south west, patchy rain moving east. But in eastern areas, largely dry and bright. Temperatures for many six to nine celsius. Maybe ten or 11 in the far south. A bit of rain through night and some snow over the Higher Ground of scotland. Throughout thursday, there is some uncertainty on the position that this rain will take. It is likely across Northern England and the midlands and lincolnshire that we will see the rain. Sunny spells to the south. Some showers to the north. Hello. Its wednesday, its 10 oclock, im Victoria Derbyshire. Good morning. Any moment now, the Prime Minister will set off for Buckingham Palace to meet the queen ahead of the official start of the 2019 general Election Campaign. Borisjohnson will try Boris Johnson will try to borisjohnson will try to get his campaign back on track, back on to brexit, after a bruising 24 hours that has prompted a spate of apologies. The row continues over conservative Jacob Rees Mogg saying it would have been common sense to get out of Grenfell Tower when it was on fire and fellow tory andrew bridgen defending defending those comments. They have caused a huge amount of hurt and pain for the people involved
