Hello and welcome to bbc news. Police in the uk have arrested a fourth person following the discovery of 39 bodies in a lorry east of london on wednesday. A bbc investigation has discovered several of those who died could be vietnamese. One Family Member has described receiving distressing Text Messages apparently sent from the back of the truck. Andy moore reports. The bbc has been contacted by six vietnamese families who believe their loved ones may have been on their loved ones may have been on the lorry. They include this woman who is 26, at the time the content is crossing to the uk she sent a series of Text Messages saying, im really, over the uk she sent a series of Text Messages saying, im billy, with a sorry, a trip to a foreign land has failed. I am dying, i cant breathe. I love you very much. Im sorry. The bbc has also be contacted much. Im sorry. The bbc has also be co nta cted by much. Im sorry. The bbc has also be contacted by the family this matter was 20. And also missing. On thursday as police as the victims we re thursday as police as the victims were believed to be chinese, they now say it is a developing picture and they have made this appeal to anyone who thinks the relatives may have died. I know you maybe worried about speak to the police, and i would like to reassure you that we just want to be able to give the victims families answers about what has happened. The work of removing the bodies, transporting them to hospital, postmortem examinations continues. Is it police said they would not comment on what they called speculation about the nationalities of those who are tragically lost lives. Natalia banulescu bogdan, associate director of the International Program at the Migration Policy Institute gave her reaction to the deaths of the 39 people found in the back of the lorry. Its really tragic. Its very distressing. Unfortunately, its not that surprising. Human smuggling is a big game in every part of the world these days. We are still working out the nationalities of those people, or rather the authorities are, some speculation they are chinese or vietnamese. What do we know about the groups of people from those countries that would be seeking to leave . Who are they, typically . Sure. So generally people dont think that migrants smuggled into the eu would be from so far away as southeast asia, east asia, but, as it happens, there are established smuggling routes from china, from vietnam. The profiles of people engaging the services of smugglers can be quite different. So from china we tend to see relatively well off male migrants moving to seek better economic opportunities. From vietnam, you know, you may see some lower skilled individuals probably going through china first and then making the trip over to europe. But in most cases, whatever their background, they are paying a lot of money in order to be moved. Thats right. Reports ive seen suggest it can cost maybe even 50,000 to arrange for a journey from china to the united kingdom. Thats quite a lot of money. And so that again suggests that its not the poorest of the poor who tend to be able to make these moves. What do we know about the routes out of china and vietnam for those heading west . Well, its all speculation. There isnt great data on this. But what ive seen from the un office on drugs and crime is that it is possible that people use genuine documents to make the first leg out of china, so maybe flying from hong kong airport to a place that doesnt require visas for chinese nationals, then perhaps switching to fraudulent documents and making the rest of the journey by land. And youre looking at people who might be switching smugglers many times over. There are many people likely involved in a journey of this length. Its been a day of violent Anti Government protests across iraq. At least a0 people are thought to have been killed, after Security Forces used live rounds and tear gas against demonstrators. Eight died in the capital, baghdad, the rest in clashes in the south of the country. In the city of nasiriyah the authorities have imposed a curfew. Anti government demonstrators took to the streets of baghdad in their thousands. Surging towards the green zone. But as they did, they were met by tear gas and clashes with the police. The violence marked exactly one year of the current government. Another year filled with Economic Hardship for iraqis, spiralling unemployment, and poor provision of basic services. Already this month, nearly 200 protesters have been killed across the country in a brutal response by the state to the demonstrations. He was standing next to me when he was attacked by the Security Forces, says this man. And they attacked him. These are the most violent days in iraq since the country declared victory over the Islamic State Group Two Years ago. But the frustration has built up through years of broken promises of a better future. Many were killed and vast numbers injured in these latest clashes. But they vowed to keep taking to the streets until they see change. Aleem maqbool, bbc news, northern irag. The governor of california has declared a state of emergency in sonoma and los angeles counties because of two rapidly spreading wildfires. Around 40,000 people have been forced to leave their homes as a result of the fires. The bbcs sophie long reports. High temperatures and dry winds feed flames and fear as california burns. With gusts of up to 70 miles an hour, new blazes are sparked before others can be contained. The fire causing most concern is burning through kincade, about 70 miles north of san francisco. You can actually hear the winds coming down the canyon over my neighbours from here. It sounds like a rocket. Another is the tick fire about 30 miles north of los angeles. Currently were estimating the fire to be at 3,950 acres plus with zero containment. And we have over 500 firefighters on the incident right now. We had approximately 10,000 structures that were impacted by the incident. As tens of thousands of people were told to abandon their homes, memories are evoked of the devastating wildfires of the past two years. They killed more than 100 people. The threat to human life here is real. The last reports were approximately a0 to 50,000 residents have been evacuated. We know numerous homes have been burned, and we cannot get an accurate count during the evenings. Last year, the deadliest fire in california history was sparked by the main energy company, pg es cables. In recent days, it cutoff power to hundreds of thousands of homes to prevent this happening again. But now it says a high voltage tower was reported damaged, close to where the kincade fire started. It is infuriating beyond words to live in a state as innovative and extraordinarily entrepreneurial and capable as the state of california to be living in an environment where we are seeing this kind of disruption and these kind of blackouts. Much of california is under imminent threat of fires due to the hot, dry weather. And the danger is increasing. Weather forecast for the weekend show winds getting stronger with gusts of up to 80 miles an hour. The latest headlines at least six of the 39 people found dead in a truck in the uk may have been from vietnam. Police have announced a fourth arrest in the case. More on this now and as weve heard people are willing to pay thousands of pounds to smuggling gangs in an attempt to get into the uk. Our correspondent, lucy williamson, found other vietnamese people at a camp in northern france, who are trying to get across the channel. And hourss drive inland from the french coast, a dozen vietnamese men wait for a telephone call from the man they call the boss, an afghan, they say, who opens trailers in the lorry park nearby and shuts them inside. This man paid 30,000 euros for a prepaid journey from vietnam to london via russia, poland, germany and france, organised by a vietnamese contact back home. Translation i have some vietnamese friends in the uk who will help me find jobs when i get there. This friends help me get on lorries or container trucks to go across the border. Security is much less tight in the nearby lorry park than around the ports, further north, but few people here have managed to get past the border controls. The men in the camp told us that it was not easy to reach the uk that way and they have been stopped several times by Border Guards but we are told that, for those who paid more for their passage, this is simply a transit camp before they ar taken on their final leg of theirjourney. A local volunteer told us they had seen vietnamese and british men visiting migrants here in a mercedes and that, once migrants arrived in the uk, some went work in cannabis farms, after which all communications stopped. This man tells me he needs a job in the uk to pay back the loan for his journey. Translation we can do anything, he says. Construction work, nail bars, restaurants, or otherjobs. A report by one of frances Biggest Charities found that smugglers were telling vietnamese migrants refrigerated lorries gave them more chance of avoiding detection. No one here had heard about the 39 people found dead this week. This journey is about freedom, one said. Lucy williamson, bbc news lucy williamson, bbc news ajudge in the United States has ordered the Trump Administration to hand over grand jury evidence from the mueller inquiry into Russian Election meddling. Democrats in congress have been demanding the documents as part of a growing impeachment inquiry. I asked our north america correspondent, david willis, how significant this ruling is. It is significant for two reasons. It establishes the legality of the ongoing impeachment investigation in the house of representatives. Mr trump and his allies had argued that that enquiry is illegitimate, all the time the house has not had a full vote on the matter. Well, thejudge disagreed and she also established that members of congress will be allowed to view an unredacted version of special counsel Robert Muellers report. Now, previously only redacted versions had been available to members of congress. To give you some idea, its a nearly 450 page report, Robert Muellers effort there, and the first volume of two contains some 240 redactions. So theres clearly a lot of material in there which House Democrats believe could possibly be of use to them as part of their ongoing impeachment investigation into president trump. What has been fascinating about this all week, david, is this argument about what should be public and what should be private. Earlier on in the week, we had republicans saying that some of the grand jury testimony should be happening out in the open. Now we have the white house saying that some of the mueller testimony should be kept private. It is a really difficult square to circle, isnt it, for the republicans and the administration . It really is. And theyve been given, the Justice Department, just five days to come up with an unredacted version of the Mueller Investigation to provide congress with the documents and evidence that it has been seeking and, of course, the democrats say this is very good news. That material could be critical to their investigation, as one senior democrat put it. The Justice Department said it is reviewing the federal Court Decision or opinion and may well, of course, appeal against it. A monthly arts night in new york has apologised for letting Harvey Weinstein attend. After shock primaries earlier this year, populist Alberto Fernandez is expected to win against president macri, who has been blamed for worsening the countrys economic crisis. From buenos aires, our south america correspondent, katy watson, now reports. There is no clearer sign of crisis, every week at this queue gets longer and longer. Politicians need to do something about it. The Biggest Issue on voters mind is economy. Inflation is around 50 and one in three people here live in poverty. The question is, which candidate is going to pull the country out of the crisis . Much of the appeal of the frontrunner, Alberto Fernandez is this one, the former president , a divisive figure with a huge following but accused as corrupt and economically irresponsible. Meanwhile, under president macri, a man who claims to be business friendly, the crisis has only gotten worse. This man runs this small business. With rising inflation, it is hard to run a profit. We like a lot of the president macri politics because it is transparent. We believe in those kind of politics. The truth is, when we we re kind of politics. The truth is, when we were with christina before, everything was a little bit more sta ble everything was a little bit more stable but it was fake, maybe. France is bringing in new rules for the use of electric scooters following hundreds of incidents involving the vehicles, including several deaths. From this weekend it will be illegal to ride on the pavements, and all riders must be over 12 years of age. Gail maclellan reports. Whizzing around paris on one of 20,000 rental scooters. At first glance it seems like a good idea, an eco friendly and cheap alternative to existing transport. But not everyone is enthusiastic. Translation just this morning i saw a mother and a three year old child on one scooter, going between a car and a bus. If the child slips, the mother would not be able to catch her and she could end up under the bus. Infuriated pedestrians complain that scooters lay strewn across pavements. Because they do not have docking stations, they are parked where the last person left them, ready to be picked up by the next rider via a mobile app. Dumped scooters have also become a significant problem with many being found in the citys parks and squares and even in the river seines, sparking a new profession scooter fishermen. From this weekend, electric scooters, or trottinettes, may not be ridden on pavements, unless specially designated, and even then at walking pace. Only one person may be on the scooter and the top speed on roads will be capped next year at 25km h. And riders are banned from wearing headphones or speaking on their mobiles. Disappointing news for some. Translation i like to be together with my friends on an electric scooter and have fun but i guess it is better to Pay Attention and not to listen to music. At least six people have been killed in france in electric scooters and the hope is these new regulations will keep everyone safe and, if they do, the trottinettes might help transform urban mobility. The soaking rain affecting wales, parts of england will gradually clear as we go on through saturday, and then the weather we have now, in scotland and Northern Ireland, chilly but clear, will take over across the uk for part two of the weekend on sunday. As this rain bearing weather front eventually pulls away, we look to the north, yes, colder air is pushing southwards, but there will be sunshine on sunday. We may see a shower, most will not. Before that happens, concern about rain totals mounting in parts of england but certainly into wales, especially south wales, where the met office has an amber warning infor60 80mm, more in the hills. Some flooding and some travel disruption likely out of that. Lets see how saturday shapes up. Starting with the temperatures to begin with a big contrast from north to south across the uk. Close to freezing in parts of scotland, 15 degrees in southern england. So either side of this weather front but, notice, it is still raining through parts of southwest england, wales, the midlands and Northern England to start the day. Standing water on the roads. Some pretty horrible travelling conditions but all of this is moving southwards into east anglia and the south east of england. Drying up where it has been so wet. Brightening up for many of us in wales and Northern England by the end of the afternoon. Sunny spells in scotland and Northern Ireland with a few showers. Blustery winds in northern scotland. Still quite windy along the south coast of england, but the winds will slowly be easing as we go deeper into the day. And the colder air is gradually winning out. Just the far southeast in the rain by the end of the afternoon, holding onto temperatures into the mid teens. And that rain, after a wet saturday evening, finally then pulls away here. Still a rash of showers overnight, into sunday, pushing into parts of scotland and Northern Ireland. Wintry on the hills. Clocks go back on saturday night, the end of british summertime. Nothing to do with the weather but actually appropriately enough, as we go into sunday, it is the cold air, the chilly feel that has won out. But that is a big change where it has been so wet for the past few days. So a colder start across the uk on sunday morning. We may well see a touch of frost in places, but this is the big difference to part two of the weekend yes, there are still showers rattling into northern scotland and wintry on the hills, maybe one or two to Northern Ireland, maybe the odd exposed coast in england and wales, but for most places, it is looking, notjust dry, but it is sunny as well. There will be a chilly breeze but you may like this sort of weather compared with what weve had. Good visibility and clean, crisp air as well. Briefly temperatures into double figures, but they will not stay there too long and dropping quickly again on sunday night. But a big change for part two of the weekend where it has been so very, very wet the past couple of days. This is bbc news, the headlines several vietnamese families have told the bbc they fear their relatives could be among the 39 people found dead in a refrigerated lorry injust outside london. Police have now arrested a fourth person in connection with the deaths. The 48 year old man from Northern Ireland was detained at stansted airport. A curfews been imposed in four southern iraqi provinces after a day of violent Anti Government protests which left at least 40 people dead and more than 2000 injured.
