The 39 people found dead in a refrigerated lorry in essex were chinese. Forensic teams have begun moving the bodies from the container. For the first time, Cystic Fibrosis patients in england will have access to a life extending drug on the nhs after a deal with the Pharmaceutical Company. And at half past eleven, well be taking another in depth look at the papers with our reviewers Rachel Cunliffe and george eaton. Stay with us for that. The Prime Minister has called on mps to agree to an early general election in december, effectively conceding for the first time that he cant take the uk out of the eu by the end of this month as promised. Borisjohnson said if mps approved an election, he would allow parliament more time to scrutinise his brexit deal. Tomorrow, the European Union will announce its decision on the Prime Ministers request for a further extension, beyond october 31st, which was forced on him by parliament. On monday, mps will vote on mrjohnsons call for a general election but he needs the backing of two thirds of mps for it to go ahead, but labour arent saying for now whether theyll support it. If mps do agree to an election, it will take place on thursday 12 december, the first december election for almost a century. Heres our political editor, laura kuenssberg. Is there any clear way out of the storm . Downing street wants a route to a general election. After weeks of negotiation with brussels, number ten did strike a deal but mps rejected the Prime Ministers plan to force it through at top speed, so now he wants to force them to go to the country. The way to get brexit done is, i think, to be reasonable with parliament and say, if they genuinely want more time to study this excellent deal, they can have it but they have to agree to a general election on december 12th. Its time, frankly, that the opposition summoned up the nerve to submit themselves to the judgment of our collective boss, which is the people of the uk. Youre essentially trying to blackmail parliament with the threat of an election in order to ram through your bill. No, come on, weve had three and a half years. Not looking at this bill. Well, most of this bill is, of course, very familiar to parliamentarians. What makes you think that the opposition will give you your way this time . I mean, they could just keep you hostage. They could. But i think it would be absolutely morally incredible if they were to do so. After all, this is a party, the labour party underjeremy corbyn has called repeatedly, endlessly for a general election. If mps do not agree to your demand for an election, what will you do . To be absolutely clear with you, we would campaign day after day after day for the people of this country to be released from subjection to a parliament that has outlived its usefulness, that has fulfilled its function, that is refusing to get brexit done. Is everyone in the cabinet backing an election, ms truss . Even some of his cabinet, though, are not convinced this is a good idea. We should make sure we try to get everybody on board. And its simply not in the governments control. Prime minister, are we heading for a general election . The Prime Minister needs two thirds of mps to back him to get his election. Theres so many of us and theres. Labour might be ready to take the stage, ready for a fight. Crowds of their members might want an election but plenty of mps do not. The leadership wont say yes or no until the eu answers the governments request for a delay. Take no deal off the table and we absolutely support the election. Ive been calling for an election ever since the last one because this country needs one in order to deal with all the social injustice issues. But no deal must be taken off the table. But the smaller parties are tempted if brussels agrees a delay. The liberal democrats are going to keep fighting to remain in the European Union and were not going to get involved in Boris Johnsons tantrums. Borisjohnson is playing games and we should make sure that we dont dance to his tune. The opposition parties need to show leadership and make sure that we determine when and how an election is going to be called. Boris johnson, though, may find himself trapped in downing street. This is the third time number ten has tried to call an election. Lucky for who, this time . Police say the 39 people found dead in a refrigerated lorry in essex were all chinese. The container had arrived in essex from belgium overnight and was collected by a lorry driver from Northern Ireland. He is being questioned by detectives on suspicion of murder. Forensic teams have begun the task of removing the bodies of 31 men and eight women from the container. Essex police say the case is now the largest Murder Investigation in its history. Flowers for men and women theyve never met. Not far from where all 39 chinese nationals were found, a message from people here in grays, remembering the lives so cruelly taken. Their desperation shows this society we live in is not right somewhere. Just think of the people who were in that van, that lorry, trying to find a new life, and not succeeding, unfortunately. The lorry was taken away yesterday. This evening, police are preparing to remove the bodies of the 31 men and eight women from the trailer. The start of trying to find out who they are and how they died. There is now a Major International investigation. We know that belgian Authorities Say the container arrived into the port of zeebrugge at about 2 30pm on tuesday afternoon. It left there later that afternoon, heading across the channel, arriving at purfleet in essex. At 1 05am yesterday morning the trailer was collected by a lorry. Around half an hour later and a couple of miles away, ambulance staff discovered the bodies of 39 adults inside the container. Vic makes the same journey to the port of purfleet. These are the checks he does every day. Obviously if anything was in there, you would see it straightaway. Ive seen peoplejumping out of trailers, jumping out of containers, running around. What are the feelings among drivers . Everyones terrified that theyre going to find someone in their vehicles. Or worse. In 2016, the National Crime agency warned that smuggling gangs were moving from major hubs like dover to smaller ports like purfleet. They know theyll only be caught if they get out of the trailers. This man worked at the port at the time of the nca report. He didnt want to show his face. It happened daily. What was the largest number of people . The largest one i saw was a group of vietnamese, about 30, 32 of them, crammed into a little 10x12 room. You become used it, as horrible as that sounds. And the security at purfleet . Probably four people there overnight. Two in the car parks, two in the actual port. There might have been more but i never saw them. Nowhere near enough. Nearly 20 years ago, 58 chinese immigrants were found suffocated in a lorry in dover. Sam moved to grays from china a0 years ago. He lives close to where the bodies were found this week. When i heard the news this morning that all the 39 people, the nationalities were chinese, isay, why, how, this has happened again. 19 years ago, and it happened again. Police are still questioning the lorry driver on suspicion of murder. Named locally in Northern Ireland as 25 year old mo robinson. Police say it will take them to the weekend to remove all the bodies, to preserve their dignity and find the answers they need. Ed thomas, bbc news, purfleet. The trailer arrived in zeebrugge on tuesday night where investigations into the tragedy are continuing. Our europe correspondent Damian Grammaticas sent this update from there. Today the belgian federal prosecutor has said that they are looking into this to try to determine both where these chinese migrants were put into this trailer, and also who might have organised it. What the port authorities here are saying to us is that they do not believe it happened here at the port. They believe it could have happened some distance away possibly even outside belgium. And the reason for that is that they believe that the refrigerated trailer arrived here at this quayside already closed and already with the seal on it and that is important because the standard procedure then is that that trailer gets a minimal check outside, and then is waived through. It is only if there are signs that the seal is broken that it would be inspected and very few of those containers are scanned with x rays which is the only way to find people inside. It is the soft sided trucks that migrants tend to hide in that get checked with sniffer dogs and probes for Carbon Dioxide to look for stowaways. But what the authorities here say to us is that they do believe they will have a wealth of information because every truck that arrives here is photographed, the cab would have been identified, the drivers identity would have been taken, the documents for the shipment would also have been checked. And all of that gives investigators information to work on as they try to identify those who might have organised this and tried to profit from it. That was damian grammaticus, our europe correspondent. People Smuggling Networks are operating routinely across northern france, using lorries to smuggle migrants from the camps in calais and dunkerque across the channel. Our paris correspondent Lucy Williamson has been to talk to people at one of the camps there about their experiences, and their reaction to the news from essex. We took camp in the woods near dunkirk where you queue for everything while waiting for only one thing. The chance to hide inside a lorry bound for the uk. As you know, yesterday tom it was 39 people at victim and everybody was scared to go ina at victim and everybody was scared to go in a lorry or anything to. It is very hard to. This man arrived from iraq a week ago with his wife, who is eight months pregnant. With such tight security at the ports, smugglers are their only hope, he says, but you never know what you are signing up to. Whatever they say, you dont have a choice, you have to go, they are capable of doing anything so when you are dealing with them, you have to obey them and whatever they tell you, you have to do. Security around dunkirk and calais is tight and border officials are on high alert for anyone trying to cross the channel illegally. But these ports are still attractive because they are so close to the uk. As one man he told me, if youre going to cross in the back of a lorry, three hours is better than seven. One woman told us she had had trouble breathing while inside a sealed container. The tribe it refused to help, she said, and the group had to call the police the driver refused to. This man tried to cioss driver refused to. This man tried to cross the channel in a refrigerated lorry but was found each time by border guards. We are between two deaths, if we go back to the country it is death, if we try to uk, it is may be death. Like 39 innocent people, they died yesterday. But thousands die in our country. I think it is a good death, better than our situation, i would deaths in our country. People smugglers here charge up to 10,000 euros per person for passage to the uk but thatis person for passage to the uk but that is not the cost that counts. There are deaths at sea, one man told me, and deaths in the lorries. We honestly dont know which way to go. Lucy williamson, bbc news, dunkirk. A british man who fought against the Islamic State group has become the first person in the uk to be convicted of a terrorism offence following a retrial. Aidan james, whos 28, was found guilty of being in a camp where terrorist training was being carried out by a Kurdish Group, the pkk. June kelly reports. Aidan james set off for syria in 2017. While hundreds of uk foreign fighters headed to the middle east to join so called Islamic State forces, he was one of a much smaller band of britons on the other side. He attended Training Camps run by two Kurdish Groups opposed to is. Prosecutors said terrorist training was being carried out at both camps and just by being there, aidanjames was breaking uk law. He eventuallyjoined the front line with the Kurdish Group the ypg, an ally of the west. This man come who uses the pseudonym macer gifford, was one of the other britons involved in the fight against is, and he met aidanjames. I think aidan was caught up in something much bigger than himself, really. He was motivated by compassion, he wanted to go out and put himself between the Islamic State that was butchering the yazidi people and the rest of syria. Last time aidanjames stood trial, the jury could not reach a verdict. In the first trial, the judge, mrjustice edis, instructed thejury to clear aidanjames of the main terrorism charge he was facing. And before the trial, thejudge questioned why he was being prosecuted when there had not been prosecutions in other similar cases. Today, aidanjames wept as the jury convicted him of one charge. In a note, they said they were sympathetic towards his motives. He will be sentenced next month. June kelly, bbc news, at the old bailey. The headlines on bbc news. Boris johnson issues an ultimatum to parliament, saying it can have more time to debate brexit, if it agrees to a general election on december the 12th. Police say they believe the 39 people found dead in a refrigerated lorry in essex were all chinese. Forensic teams are preparing to remove the bodies from the container. For the first time, Cystic Fibrosis patients in england will have access to a life extending drug on the nhs after a deal with the Pharmaceutical Company. More now on bad news. That news. A life extending drug for Cystic Fibrosis will now be available on the nhs in england after a deal was reached with the Pharmaceutical Company that makes it. The drug improves lung function, reduces breathing difficulties and can be given to children as young as two. It should be available within a month, as our Health Editor hugh pym now reports. For liz and shane, this was a day they feared would never come, the day when the nhs in england agreed to fund a drug for their daughter annabels Cystic Fibrosis. Thank you. Its not completely sunk in. Its just such a relief. Its just amazing. Just, yeah, been dreaming about this day for four years. And we finally have it out there now on paper. Cystic fibrosis is a debilitating condition affecting the lungs, which can fill with fluid. The drug orkambi is said to improve lung function by a0 , but it can cost up to £100,000 a year per patient. Though the new deal is understood to be at a lower price. About 5000 patients are likely to benefit. What do we want . Orkambi liz and other families protested at westminster, calling for access to the drug, but talks between the manufacturer and nhs leaders and ministers stalled. The Scottish Government reached a deal last month. Now it has been agreed that orkambi and two other Cystic Fibrosis drugs can be provided in england. This is a great deal, firstly because it means the nhs has access to these life changing drugs at a fair price for the taxpayer and secondly because the manufacturer, vertex, is now fully engaged with the processes to assess these drugs and future drugs they have in development. These are just some of the daily treatments which annabel needs right now. Liz says the new drug will make a big difference. But most importantly because, for patients with Cystic Fibrosis, theirfamilies, their carers, who have been waiting patiently for too long for access to these drugs, they will now be made available within the next 30 days. For us, having more certainty, that safer future, thats just what its about. While annabel and other patients will get access, formal assessment by nice will not happen for two years. They will weigh up the benefits. Hugh pym, bbc news. Earlier i spoke to Rebecca Cosgriff from the Cystic Fibrosis trust and carlie pleasant, a Cystic Fibrosis patient and campaigner. I asked carly what improvements this drug meant for her. I think, personally, it will definitely improve my quality of life. I mean, at the moment im on a lot of tablets each day, im on around 75 tablets a day, plus nebulisers, and that is just the staple, day to day thing. When im ill, i go into hospital for iv, so i imagine it will cut down admissions and things like that. And the point of this drug is that it does extend Life Expectancy . Yes, so access to this drug for over 4000 people across england means longer, healthier lives spent with loved ones as carlie has already mentioned. The drugs orkambi and symkevi have been shown to have a stabilising effect on health, protecting lung function which is something we tend to see deteriorate progressively over time in people with Cystic Fibrosis and also less hospital admissions. Thats what you call it a life saver because, literally, it is going to extend your life, hopefully . Yes. And you met the health secretary, i think, today, for a second time, to be given this news . Yes, i was actually at work this morning and i received a telephone call from matthew hancock. He told me the news himself, which was the best phone call i think i will ever receive in my entire life he invited me into his office to tell me in person and tell me a bit more about the deal they have got. Rebecca, just tell us a bit more about the cost implications because it is about £100,000, is that right . The list price for orkambi was £104,000. We understand that a discount has been given to nhs england but actually the terms of the agreement and the exact cost is confidential so we dont know what that cost is. But what is really important to us is that, after a really hard fought battle that has gone on for four years, people with Cystic Fibrosis can access medicines that can benefit their health and i think it is really vital that for all patients who suffer from rare diseases, that effective cutting edge medicines are made available on the nhs. It is 21 minutes past 11. Humberside police have charged a 25 year old man with the rape and murder of a student from hull university. Libby squire, who was 21, disappeared in february after a night out in the city. Her body was found in the humber estuary seven weeks later. Pawel relovitch will appear before magistrates next week. The family of harry dunn are beginning legal action against the Foreign Office over its handling of his case. The teenager died after his motorbike collided with a car driven by an American Woman who later left the country claiming diplomatic immunity. The family are also refering northamptonshire police, who are investigating the crash, to the independent office for police conduct. And well be taking an in depth look at the papers with our reviewers, Rachel Cunliffe, whos the comment and features editor at cityam, and the assistant editor for the new statesman, george eaton. Thats coming up just after the headlines at 11 30. Dozens of young elephants that have been taken from their families in zimbabwe are thought to have been flown to china today after being bought for zoos and animal parks. Animal welfare groups have condemned the secretive trade, saying these animals were separated from their mothers a year ago and will be traumatised. But officials in zimbabwes wildlife parks have defended the move, claiming the money raised will save other animals after a devastating drought. Our Southern Africa correspondent Andrew Harding has sent this report. Secret footage of several dozen young zimbabwean elephants in an enclosure, waiting to be shipped to china for the rest of their lives. Theyve been in captivity for a year already, separated from theirfamilies. The zimbabwean Authorities Say selling them is the right thing to do, there are simply too many elephants in the country. The money theyll earn from china will help to save other animals now at risk from a terrible drought. In the last two months alone, at least 55 elephants have died of starvation and thirst. Theres no food, theres no water. And this situation is worse than in many years and it is happening, that is why we have been saying to the international community, yes, these are our problems, allow us to trade. Earlier today, its believed this cargo plane flew perhaps 30 of the elephants out of zimbabwe, but the process was highly secretive, prompting fears of corruption and provoking outrage from Animal Welfare groups. Well, sadly, they are in for even more of a miserable life than what theyve already had, after being ripped away from their families and their mothers and. You know, they are going to be living in a hellhole, in captivity. This is the kind of park where the elephants may end up. More than 100 have already been sold to china, but, next month, new International Rules will make this sort of trade much harder. Zimbabwe insists selling a handful of animals serves a greater good, but campaigners say thats not the point, that elephants live in close family groups and their young should not be stolen from them. Andrew harding, bbc news, johannesburg. On friday the climb to the top of uluru, the famous red rock in central australia, will close. Indigenous people have long asked tourists not to scale the ancient sandstone monolith because of its spiritual significance. But the closure of the climb isnt universally popular. Phil mercer reports from uluru. Rising from the desert, uluru is breathtaking. Indigenous australians say it has a power and a spirituality like nowhere else. But these visitors are here to do more than just look. Thousands have poured in for the chance to reach the summit for one last time before the summit for one last time before the climate closes for good. The summit for one last time before the climate closes for goodlj pushed a trip back that i wanted to do down the track in life but pushed it forward to get up here now. |j know it was closing down so i wanted to be the last one up there. I want to be the last one up there. I want to have a look. Local Community Leaders have long requested that tourists do not climb. Right now, there are hundreds and hundreds of people climbing to the top of uluru. They have been queueing here since the Early Morning pond indigenous elders say they would prefer us not to show any pictures of those tourists climbing on the steep track tourists climbing on the steep track to my right. Is the reason for that is they believe those images would be culturally insensitive. And many of the visitors who ignore pleas from Community Leaders to stay off the rocks are also accused of disregarding indigenous culture. All they do is just come, ignore the tradition and go straight to the client and then go. In 1985, control of the rock was handed back to Aboriginal People by the australian government. Out of respect for indigenous culture, most visitors keep their feet firmly on the red desert floor. Because of the fact that it desert floor. Because of the fact thatitis desert floor. Because of the fact that it is a sacred place and i dont feel like being sacrilegious i would rather walk around. Over many years, the number of people wanting to climb has actually declined and before the climb closure was announced, it was less than 10 who actually climbed uluru. The closure as been divisive. Some believe the choice to climb should remain. I understand it is a sensitive topic, my view is that should be for all australians and ive got no problem with people climbing it. It was a spiritual at the top and incredible and my boyfriend it proposes so it was pretty good experience closing the climb will bring to an end years of distress for aboriginal groups. As one elder said, it is time the rock had a rest. Phil mercer, bbc news, uluru. We have the paper review coming up shortly. Now its time for the weather with chris fawkes. Hello, the weather on friday will feel quite different across the north of the uk. The difference is the arrival of arguably the coldest airso farthis autumn. The arrival of arguably the coldest air so far this autumn. It does state mild in the south, at least for some for another couple of days. The weather picture in more detail, blustery showers after a cold start, some having a wintry tinge in the high ground in scotland put it further south, rain arrived and the winds are strengthening but dry in the south east, mild weather for the most pa rt the south east, mild weather for the most part in england and wales with temperatures of 16 in london and cardiff compared to only eight in glasgow and belfast. The dividing line is this where the front that becomes very slow moving on friday night and saturday, delivering huge ra i nfa lls night and saturday, delivering huge rainfalls up to 120 millimetres over the hills of wales, very wet in the moors of South West England and the pennines. All of this could bring the risk of some localised flooding heading into the first part of the weekend. On saturday, the front itself will begin to push a little bit further south and east woods as the day goes by. Further north, cold and frosty start, some sunshine but plenty of shells moving across scotla nd plenty of shells moving across scotland and Northern Ireland and heading into parts of Northern England as well. For more of us, it will get colder, temperatures are struggling, eight in edinburgh, may be justified in struggling, eight in edinburgh, may bejustified in newcastle, but 1a in london so hanging on some milder air. There is an extra hour in bed as the clocks go back but that might be spent underneath the duvet because the cold air works all the way down to the south, northerly winds bringing the risk of a few shows to the north and east of scotla nd shows to the north and east of scotland and down some north sea coast of england. Temperatures for the most part between nine and 11 degrees so starting to turn cold evenin degrees so starting to turn cold even in the five house reefs. On monday, more of the same, many will have sparkling blue skies after a cold and frosty start but the risk ofa cold and frosty start but the risk of a few more showers blowing in on the prevailing winds in northern scotland, eastern scotland and down the north sea coast of england. Temperatures, as you work foremost in england and wales, 9 11, a bit cold in scotland, only seven in aberdeen and edinburgh. Beyond that, it is chaotic on tuesday and that is referred to as the butterfly effect andi referred to as the butterfly effect and i have a good example. Two different scenarios could evolve for tuesday. One is more of the same, dry and sunny, cold and frosty, a few showers affecting some coasts with a chilly east or north easterly wind. There was a different scenario that sees an area of low pressure on tuesday forming which brings wet and windy conditions and the difference between the scenarios starts off in a small weight because this area of moisture, the orange, some models keep it away from the uk, some bring it closer in but it is a small difference but the significance is that in the first scenario, the moisture stays away from the jet strea m moisture stays away from the jet stream whereas in the second, it interacts with the jet stream and then through a feedback
