Good evening and welcome to the bbc news at six. The Prime Minister has called on mps to allow an early general election on thursday 12th december. To allow an early general election Boris Johnson says if they agree to an election, he will give mps more time to debate his brexit bill. But opposition parties will have to agree to an election if it is to go ahead. The Prime Minister does not have the power to call one. It comes as the eu now looks likely to grant a brexit extension until the end of january. Heres our political editor, laura kuenssberg. Is there any clear way out of the storm . After weeks of negotiation with brussels, number ten have struck a deal but mps have rejected the Prime Ministers plan to force it through a top speed so now he wants to force them to go to the country. The way to get brexit done is, i think, to be reasonable with parliament and say, if they genuinely want more time to study this excellent deal, they can have it, but they have to agree to a general election on december 12th, and thats the way forward. Because this parliament has been going on for a long time without a majority. Its refusing to deliver brexit. Its refusing to deliver brexit. Its impossible to deliver legislation. Its time, frankly, that the opposition summoned up the nerve to submit themselves to the judgment of our collective boss, which is the people of the uk. Youre essentially trying to blackmail parliament with the threat of an election to ram through your bill. This is the biggest thing, and im sure you would say this, that this country has done for decades and decades and decades. You could just say, lets have as long as it takes to get through this line by line in parliament. Wouldnt that be the responsible thing to do . Weve had three and a half years. Not looking at this bill. Most of this bill is very familiar to parliamentarians. Ina very familiar to parliamentarians. In a letter toJeremy Corbyn the Prime Minister says if the eu grants an extension to the end of november he would try to pass the brexit bill through parliament again, but if there is a delay to the end of january, there will be a vote next week to try to force a december 12 election. If labour commits to that election, the Prime Minister says he will try to get the bill through before hand. If mps do not agree to your demand for an election, what will you do . To be absolutely clear, we would campaign after day for the people of this country to be released from subjection to a parliament that is how to lift its usefulness, that has fulfilled its root function, that is refusing to get brexit done. What makes you think the opposition will give you your way this time, they could just keep you hostage. They could, but i think it would be morally incredible if they were to do so. After all, this labour party and Jeremy Corbyn have called repeatedly and endlessly for a general election. Does everybody in cabinet and election . Even some of his cabinet dont believe this is a good idea. We get this bill over the line. Obviously there are different views but we should make sure we tried to get everyone on board and get it done. And its not down to borisjohnson. Its for labour and opposition parties to decide if they want to agree to an election, and if not he doesnt have a majority. They could even down him. Of course we would support a general election but i would be quite sad, honestly, if having been offered a compromise, a pragmatic compromise, that it would be viewed quite unreasonably for the Prime Minister to not put his bill through parliament. But the smaller parties are tempted if brussels agrees a delay. The key thing for us, is that if we are in an election moment, that election day comes before any exit day that is scheduled for brexit. We want to haveit scheduled for brexit. We want to have it and we are ready for a general election. The country needs a general election and Parliament Needs a reshuffle in order to progress with brexit. And by trying to entice mps to back his call for an election, and if he gives them just a few extra days to look at the brexit bill, its not some enormously generous offer. Its certainly not the oodles of time borisjohnson is trying to present it as. As such i think its not at all it as. As such i think its not at a ll clear it as. As such i think its not at all clear whether or not the labour party will say, ok, fair enough, lets go ahead here. They have, just like frankly a lot of mps within the tory party, real reservations about doing this now and going to the country. And its not in Boris Johnsons control. He has already tried to do this twice and parliament has said no to him, not yet. As things stand there is likely to bea yet. As things stand there is likely to be a vote on this on monday in which borisjohnson would need a two thirds majority of mps in order to get what he wants, a general election on december 12, and we dont know exactly at this stage what the labour position will be. Its also clear, if he fails, as he said in that interview there, number ten will keep on trying to get a way general election. Essentially he is threatening the government might go on strike, they wouldnt do anything else, they wouldnt put any more business into the house of commons. Laura kuenssberg in westminster, thank you. Police say the 39 people eight of them women who were found dead in a refrigerated lorry in essex were all chinese. The container had arrived from belgium at the port of purfleet overnight and was collected by a lorry driver from Northern Ireland. He is being questioned by detectives on suspicion of murder. Officers in Northern Ireland have raided three houses and the National Crime agency says it is trying to identify whether organised Crime Networks were involved. Essex police say the case is the largest Murder Investigation in its history. Ed thomas is in essex for us now. Sophie, tonight there is an intense search for answers. This is now an international investigation, from china, to bulgaria, from Northern Ireland to write here in essex. What we do know is 39 people from china we re we do know is 39 people from china were put inside that container, which was picked up from this port in purfleet. What we dont know is who they are, how long they were inside that container, who put them there and why. Flowers for men and women they have never met. Not far from where all 39 chinese nationals were found, a message from people here in grays remembering the lives so cruelly taken. Their desperation shows this society we live in is not right somewhere. Just think of the people who were in that fan, that laurie, trying to find a new life, and not succeeding unfortunately. The lorry was taken away yesterday. This Evening Police are preparing to remove the bodies of the 31 men and eight women from the trailer. We know that belgian Authorities Say the container arrived into the port of zeebrugge at around 2 30pm on tuesday afternoon, leaving their later that afternoon, coming across the channel arriving at purfleet in essex. Everyone is terrified that they will find someone in their vehicles. Or worse. In 2016, the National Crime agency warned that smuggling gangs were moving from major hubs like dover to smaller ports like purfleet. They know they will be caught if they get out of the trailer is. The National Crime agency and the border force have been warning that criminal networks are targeting smaller ports on the south and east coast of the uk like purfleet in essex. And they are increasingly using belgium as a way in with zeebrugge identified as a key port used to smuggle people across the channel. Our europe correspondent Damian Grammaticas reports from zeebrugge. Apm today in zeebrugge, heading for purfleet. A8 hours ago, hidden amongst the cargo on the same sailing, its believed was the refrigerated trailer carrying chinese migrants. Every day, a000 containers are moved on this route between europe and the uk. Some are canvas sided and relatively easy to search, but most are sealed containers. Over here you can see the guy who is going into it. They are much harderfor the port authorities to check. If there is somebody inside the container, that is extremely difficult to identify. If it is a boxed container. Its difficult. The only way is to open the container or to scan it by x ray. The security measures have been getting tighter and tighter because of fears this route is being used more and more. Every truck is now photographed when it arrives in the port. Cameras probe underneath, door seals checked for signs of tampering. Its all done in seconds the aim of keeping cargoes moving day and night. Uk Border Police are stationed here to help. In the dark, the migrants appear. When the port authorities sped past, we saw this group hide. Then reappear. So this is exactly what the authorities are trying to prevent, to stop the migrants coming down here, using this as a route to try to find ways into the port in order to reach the uk, and thats why theyve been cooperating with british authorities. But the tougher security at all channel ports means some are turning to smugglers to find a way through. They are helped on to trucks, sometimes far from the coast. Sealed containers are risky, but the smugglers know they are rarely opened and searched. Our port is very safe but in this case, what i think is that these persons are entering this trailer many kilometres from zeebrugge. They are entered there and brought to the port of zeebrugge. We saw this truck scanner in zeebrugge sitting idle. It is used for identifying cargoes, not people hiding inside a container. The authorities here believe this smuggling operation was probably highly organised, and identifying those who profited from it is now their priority. Damian grammaticas, bbc news, zeebrugge. A life extending drug for Cystic Fibrosis will now be available on the nhs in england after a deal was reached with the Pharmaceutical Company that makes it. The drug improves lung function, reduces breathing difficulties and can be given to children as young as two. It should be available within a month, as our health editor, hugh pym, now reports. For liz and shane, this was a day they feared would never come, the day when the nhs in england agreed to fund a drug for their daughter annabels Cystic Fibrosis. Thank you. Its not completely sunk in. Its just such a relief. Its just amazing. Just, yeah, been dreaming about this day for four years. Cystic fibrosis is a debilitating condition affecting the lungs, which can fill up with fluid. The drug 0rkambi is said to improve lung function by a0 , but it can cost up to £100,000 a year per patient. What do we want . 0rkambi liz and other families protested at westminster, calling for access to the drug, but talks between the manufacturer and nhs leaders and ministers stalled. The Scottish Government reached a deal last month. Now an agreement for 0rkambi and two other Cystic Fibrosis drugs to be funded in england has been reached. This is a great deal, firstly because it means the nhs has access to these life changing drugs at a fair price for the taxpayer and secondly because the manufacturer, vertex, is now fully engaged with the processes to assess these drugs and future drugs they have in development, but most importantly because, for patients with Cystic Fibrosis, theirfamilies, their carers, who have been waiting patiently for too long for access to these drugs, they will now be made available within the next 30 days. These are just some of the daily treatments which annabel needs right now. Liz says the new drug will make a big difference. For us, having that more certainty, that safer future, thats just what its about. As parents, we just want our daughter to have the best chance to her life. Annabel is just one of around 5,000 Cystic Fibrosis patients who are thought likely to benefit from these potentially life changing medicines. Hugh pym, bbc news. Our top story this evening. The National Farmers union says more than 1100 tonnes have been left unpicked across england so far this season, 16 million apples, a small proportion of overall, but enough to give an apple a day to aa,000 pupils for a year. So whats the problem . There is a short window to pick Fresh Produce like this. Its Seasonal Work and, decades, farmers have relied on eu workers, mostly eastern europeans, to come over and do the vast majority of the picking. Things were getting harder even before brexit, but the full in the pound and all the Political Uncertainty is making things even worse. These are the workers he has left, a far cry from the a0 he wanted. The eu pickers who did come have already left. Ive been picking for 13 years on this farm and ive noticed for the last year or two the quality of the people is not turning up quality of the people is not turning up or, if they are turning up, they are going home earlier. And there are going home earlier. And there are not enough brits willing or able to do this short term work. Down the road, the National Fruit to do this short term work. Down the road, the nationalfruit show, where they say the real price would be the expansion of a permit scheme thats been tried this year, to bring in Seasonal Workers from outside the eu. We have a crisis in labour in the uk. We need 30,000 eu workers by permit next year. The government set a place brexit overhaul of the immigration system would benefit everybody in britain, including farmers, but right now many of them are counted the cost for the harvest thats seen so much home grown produce go to waste. Emma simpson, bbc news, kent. There are hardly any black, asian or other ethnic minority women in the police in england and wales they make up less than 2 of the force. Campaigners say more needs to be done to improve diversity. But the home office says there are more female ethnic minority officers than ever before and a new Recruitment Campaign to take on 20,000 new staff is an opportunity to attract people from all backgrounds. Our Community Affairs correspondent, adina campbell, reports. I hadnt seen any black female Police Officers. It was something that i thought i do want to come and represent a little bit. It feels the females are taking over, we are coming to make our mark. The latest group of new recruits ready to serve. This year alone, essex police have doubled their intake of ethnic minority officers. A member of the public came up to me and actually commended me on the fact i was a female Police Officer and not only a female Police Officer but from a minority group, and it was a great feeling and i was proud. But there are very few women of colour working in Police Forces across the country. Latest figures from the home office in england and wales in the 12 months up to march this year show only 1. 7 of full time officers are women from black, asian and other minority ethnic groups. In scotland and Northern Ireland, just 1 of all staff are from these backgrounds, and looking at the number of promotions over the same period in england and wales, just 1. 3 were given to women of colour. Long serving Police Officers and campaigners say change has been too slow as the numbers have only marginally improved over the last ten years or so. In certain forces, there are no black women and in other forces you have no black women and no asian women. Having someone look at you as being talented and encouraging you to go for that, the likelihood of them leaving is greater. And it has not been easy, even for those working at the highest level of policing. Assistant chief constable kerrin wilson is the only senior woman of colour in england and wales. I only had two 0 levels, certainly didnt have a background in policing and some of my family members were probably more on the other side of the tracks to policing. Memories of policing as a child in the area i grew up were all about white men. The service has moved on massively and you can make the service a brilliant career. Its just not good enough in this day and age really to have so few senior role models. But tia is already a role model for her six year old son. The very first day i went home with that uniform he was proud as punch and he was so happy to stick it on and say, mummy, this is what i want to do. And that is the next generation. The rescue services in scotland have praised a ten year old boy who scrambled down a ravine in argyll to help his mother after she slipped and fell more than 300 feet. The boy managed to ring for help and was able to tell paramedics where she had fallen on the mountain. James shaw reports. In darkness and harsh weather, a rescue is happening on a scottish mountain. Shes been packaged onto the stretcher, and you can see the winchman from the helicopter managing the stretcher, and then the lift as the helicopter starts to winch the stretcher up. There were quite significant risks at this point, because of the helicopter hovering 80 metres above us, and managing the stretcher between the trees and on the steep ground. But the extraordinary thing about this rescue is that at the heart of it was a ten year old boy. After his mother fell, he scrambled down the mountain to find her. He used her mobile phone to call the Emergency Services and then stayed with her for hours, reassuring her and keeping her conscious, which may well have made a big difference to her chances of surviving. He really helped his mother. He probably did save her life by calling the police, interacting with the police and bringing us to her location quickly. The mum is being treated for serious injuries, but it is hoped she will make a full recovery. The family dont want to talk about their ordeal at the moment, but the rescue team will be recommending her son for a Bravery Award for his actions on the night he kept his mother alive. Many parts of the country had some blue skies today, but for awhile early on we had torrential rain in eastern of england. It lifted all that mist and fog though. More rain in the forecast coming from this area of cloud. This gave us the rain in Eastern England earlier on. Its moved away now into the north sea, with clearer skies following. Quite a few showers, particularly in that line, although they become fewer as they head further south. Some wintry ones into north of scotland, where it will be windy. It will be cold in north, with widespread frost, but milder further south, especially in South West England and south wales. A windy start for northern scotland, with some showers. The cloud will increase, you get some rain coming into the south east of england, some heavier rain for wales, heading into Northern England and up towards the borders at Northern Ireland. It really will be quite cold across the northern half of the uk. Milder further south, with not much rain in the south east of england and southern areas becoming windy later. The rain could cause issues, heaviest over the hills in western england and wales, with up to four micro inches of rain in the welsh hills, which could lead to travel disruption. The rain keeps going in the same place on friday night and saturday, slowly moving away from Northern England and wales in the afternoon and heading towards south east england. Showers in western scotland and Northern Ireland. It gets colder in the north, with the last of the mild air in the south east, but wetter weather here in the afternoon. But when the front takes the rain away, and then we all have colder air across the country, but at least most of us will be dry and sunny.
