Coming up, the hidden condition affecting thousands of women across the uk. Mps launch an inquiry into the devastating impact of endometriosis. I really wish it was a painful period and i only had to cope with it once a month, but we live with pain every single day. And champions Manchester City suffer a shock home defeat against wolves, leaving them eight points behind liverpool in the title race. Good morning, and welcome to the bbc news at 9 00am. The american businesswoman at the centre of a storm over her association with borisjohnson, has refused to say whether she had a relationship with him while he was mayor of london. Jennifer arcuri is at the centre of a row over whether the now Prime Minister failed to declare a conflict of interest. Hes been accused of including her on trade missions and helping her company to receive grants because of their relationship, accusations which he has denied. Speaking on itvs good morning britain, ms arcuri refused to say whether they had an affair but insisted that he never ever gave me any favouritism. The nature of your relationship is actually a matter of public interest. But its not. Its not. Categorically, boris had nothing to do with all my other achievements. Literally someone has written down every single thing ive done in london and found a way to drive it back to boris. Its absolute crap. Thats why im not answering this question. Jennifer, we are going to. We are going to take a short break and, listen, i respect your right, you can answer every question anywhere you see fit. But just for the record, youre not it . I am not answering. Thats my record. 0k, well take a short. You wont miss use my words like everyone else . No. Thank you. We will use your words coming out of your own mouth. Live on television. Thats the benefit. There can be no distorting them. Everyone can hear what they can hear. And obviously you can shut down all that speculation by saying simply, its not true. I never had any intimate relationship with borisjohnson. You could do that. Youve chosen not to. I respect that. It is also alleged that Jennifer Arcuris Company Received several thousand dollars in sponsorship grants due to herfriendship with mrjohnson something which they both deny. Heres ms arcuris response to those allegations. Its really categorically no ones business what private life we had or didnt have. And categorically, more important, boris never, ever gave me favouritism. Never once did i ask him for a favour. Never once did he write a letter of recommendation for me. He didnt know about my asking to go to trips. He only knew me as an extremely passionate entrepreneur on the tech scene. Jennifer, he did write a letter of recommendation for you when you applied to run tech city, didnt he . You have already talked about that. No he didnt, no he didnt. What was it that he did . Not at all, fake news. But just for the record, youre not denying it . Im not answering. Thats my record. 0k, well take a short. Do not misuse my words like everyone else. Tom copley is a labour member of the Greater London assembly, and sits on the assemblys Oversight Committee. That currently hoping to talk to borisjohnson that currently hoping to talk to Boris Johnson about these issues. That currently hoping to talk to borisjohnson about these issues. I know you watched the interview with Jennifer Cory this morning. Do you feel any clear at this point . dont think we learned very much at all from the interview. She was asked repeatedly whether or not she had an affair with borisjohnson and refused to answer. Its worth reminding ourselves why this is an important. Whether they had an affair, its not a matterfor us. Frankly i would rather know us little about borisjohnsons private life as possible. The issue is whether he used his position to benefit a close personalfriend. As far as we benefit a close personalfriend. As faras we are benefit a close personalfriend. As far as we are aware its alleged he overruled city hall officers who said she did not meet the threshold to come and trade delegations she went on. Thats a question that needs to be answered. She attempted to deal with those questions by saying that even though she didnt meet the letter of those rules, because her work was that she was delivering very timely work of growing public importance, i dont remember the exact language, we could find it, but she implied she met the spirit of the rules if not the letter. So why did Boris Johnson then overruled city hall officials. They clearly felt she did not meet the threshold to go on these trips. One thing we have learned from that, she also mentioned some other delegations she meant on without borisjohnson delegations she meant on without Boris Johnson and we delegations she meant on without borisjohnson and we need to find out whether or not these were also paid for by city hall and some of the propriety around that as well. Lets look at what happens next. You are the Oversight Committee for the Greater London authority that has given borisjohnson 14 days to come back with written answers. I understand that expires on wednesday of this week. Have you had those a nswe is of this week. Have you had those a nswe rs yet . Of this week. Have you had those answers yet . No, we have not yet had answers yet . No, we have not yet had a response from borisjohnson. I believe he has indicated he will respond but the issue is, what is the content of that response. If we are not satisfied with his answers oi are not satisfied with his answers or if he fails to respond we have the power to formally summon him because he is the former mayor of london for stop it would be a criminal offence if we were to summon him and he didnt appear before us. To press you on that, conservative party chairmanjames cleverly says he doesnt feel it is unlawful of the Prime Minister should he choose not to appear. Im afraid james is wrong about that. I had that interview. James and i served on the assembly together for four and served on the assembly together for fourand a served on the assembly together for four and a half years. But he is wrong on that, i think its section 61 of the Greater London authority act. It is an offence for him not to appear. He can claim a reasonable excuse. He can, but it has to be reasonable. He cant just excuse. He can, but it has to be reasonable. He cantjust decide he hasnt got time. We are in a brexit crisis. But then it would be tested in the courts. I know borisjohnson has form for being knocked back by the courts but it would become a legal matter. The Prime Minister has said that all of these matters were dealt with entirely properly. Do you not trust his word on that . dealt with entirely properly. Do you not trust his word on that . I dont think anyone will trust Boris Johnson. He has a history of dishonesty. He was sacked twice for lying. He once conspired to have a journalist beaten up. This is not a man whose word i would take on trust anytime. He is obviously not here to a nswer anytime. He is obviously not here to answer those allegations but we can agree that not everyone would take the same view as you on that. On the question of the actual heart of the matter, everybody seems very focused on whether they actually had intimate relations, as in a sexual affair. But in fact the wording of the code of conduct seems to suggest family orfriends. The code of conduct seems to suggest family or friends. They had a friendship, so does that make it already a problem, whether they had already a problem, whether they had a sexual relationship or not . |j would say a politician using their position to influence or benefit a friend would be a very serious matter as well. All of these things should be above board, they should all be declared, which is why we have a register of interests and why we signed a code of conduct. Tom copley, thank you for coming in. Our assistant political editor, norman smith, is in westminsterfor us. Is always at this time of the morning. Im sure you will have watched the Jennifer Arcuri interview. Politically, where does it leave us . I think it still leaves us it leave us . I think it still leaves us with a big question hanging out there. BecauseJennifer Arcuri couldnt and cant really answer it. The question is, did borisjohnson use his influence or seek to intervene in any way to help her secure grants oi intervene in any way to help her secure grants or to go on trade delegations. And although she says she never asked for sponsorship, she didnt intervene on her behalf, she cant really know. What we did learn is that she was most certainly a very close friend. She says they had a close bond, and we learnt mr johnson stopped by her office and flat in shoreditch between five and ten times over a two year period on his way home from city hall to his home in islington, on his own, of an evening. So they clearly had a close friendship. Why that matters is because if there is any suggestion 01 because if there is any suggestion or proof, more importantly, that mr johnson did intervene on her behalf, then he would have had to declare it in the code of conduct, that she was a friend. Thats the missing part of the jigsaw. We dont quite know whether Boris Johnson did the jigsaw. We dont quite know whether borisjohnson did seek to use his office in any way to lean on city officials or to lean on london and partners, the organisation responsible for promoting london, to get her on those trade trips and also get her the grants. We do know that he went to speak at a number of events she organised, three events, i think. And we know borisjohnson was on three of the trade trips she was on three of the trade trips she was on. That raises the question of whether in any case he should have declared that she was a close friend. So i suspect there will be a lot of headlines about her refusal to deny they had a relationship, but in terms of the politics, the big question is still to be answered, i think, which is, did in any way borisjohnson intervene think, which is, did in any way Boris Johnson intervene on think, which is, did in any way borisjohnson intervene on her behalf because of their relationship. Meanwhile, the Prime Minister has other pressing matters. We are in the last week, if you listen to voices in europe, of the possibility of the government securing a deal in order to be out by october 31. Can you run us through how the week ahead looks from these political angles . The week ahead, if things had gone according to plan from number tens point of view, the two sets of negotiators would be and what they call the tunnel, which basically means in negotiating lockdown and going through the nitty gritty of Prime Ministers proposed deal outlined at the tory party conference. That is not happening because the eu do not think its the basis for a deal. The Prime Minister had also hoped to be in direct face to face talks with key figures like Angela Merkel and the french president. That also is not happening because they dont think there is enough there to warrant such meetings. We now know the eu have in effect said, you have until friday to redraw your package, give us friday to redraw your package, give us something to talk about, otherwise it is game over and there is nothing we can put before the eu summit the following thursday and friday. So we really are getting towards a make or break moment in the whole brexit process. All the signs are the British Government is not in the mood to significantly red raft its not in the mood to significantly redraft its proposals. Likewise the eu seems in little mood to shift. So you get the sense we are moving pretty remorselessly to a clash with parliament between borisjohnson and no deal. Norman, thank you as always. Pressure is growing on american authorities to return a diplomats wife who police want to question about a fatal traffic accident. 19 year old harry dunn died after his motorbike was hit by a car in northamptonshire. The suspect, named as Anne Sacoolas, left the uk despite telling police she did not plan to. Simon jones has more. Harry dunns parents say they have been trapped in a living nightmare since their sons death. He was killed along this road in northamptonshire near the Us Air Force Base that was home to a 42 year old woman being treated as a suspect in the case. The wife of a diplomat, she has left the uk despite telling the police she did not plan to. She is understood to be called Anne Sacoolas, though this has not been confirmed by the police. From mum to mum, knowing or believing that she is a mother, i wouldnt want to think that she put herself on that plane to go home to avoid what shes done, because i couldnt live with myself. The chief constable of northamptonshire police, nick adderley, has now intervened, saying on twitter. My optimism is not high. I said that in the letter that actually i know that is a privilege that can be exercised. I understand the political sensitivity around that in terms of protection for diplomats all around the country, but it wont stop us trying because its the right thing to do. Its an appeal echoed by harry dunns mother. Were not out to get her put behind bars. If thats what the Justice System ends up doing, then we cant stop that but were not out to do that. Were out to try and get some peace for ourselves. The Us State Department says its in close consultation with british officials and any request will be considered carefully but immunity is rarely removed. Its offered its deepest sympathies to harry dunns family. Simon jones, bbc news. The headlines on bbc news. The Prime Minister will call european leaders after a warning by the french president that the eu will decide by the end of the week whether a brexit deal is possible. Champions city suffered a shock 2 0 defeat at home to wolves. Their second defeat of the season and they are already eight points off leaders liverpool. A bad day for Manchester United who we re a bad day for Manchester United who were beaten 1 0 by newcastle united, and they are now 12th in the league, just two points above relegation places. Great britain finished the world athletics championship with their lowest medals total since 2005. The mens team didnt even their four 2005. The mens team didnt even theirfour by 100 metres relay because they failed to pass on the bat on. More on those stories and about 20 minutes. Its often described as a hidden epidemic one that affects 176 Million People across the world. Endometriosis is a condition that can affect women from their teenage years and causes intense pain. More than 13,000 who suffer from it in the uk have shared their experiences with the bbc they say it has badly affected their education, careers, relationships and Mental Health. Following the research, mps are today launching an inquiry into its impact. Broadcaster emma barnett has been speaking about living with the condition. I was in agony. My periods could be very heavy, they could be lighter, but the one constant theme was how much pain i was in. I mean, it was bone grinding. And yet when i went to see doctors with my mum, they would say, this is whatjust some girls have. You are listening to emma barnett on 5live. As someone who often interviews politicians, i get answers for a living, or i try my very best, i had failed to get answers from doctors and i saw all sorts of doctors over the years. I didnt know until the age of 31 i had endometriosis. Id gone 21 years without diagnosis. Endometriosis is a condition in women where cells that represent like the womb lining, that should leave your body during a period, dont, and instead, they stay within your body and attach themselves to different organs, building up lesions and causing really difficult pain for women. In the largest study of its kind, the bbc has spoken to more than 13,000 women with endometriosis. Nearly all said it had affected their career, sexual relationships and Mental Health. Around half said it impacted their ability to have children. And half said it led to suicidal thoughts. Im going off to meet mum and daughter victoria and jessica who both have endometriosis. I think people just think its a painful period. Oh, shut up, its a painful period, get on with it. I really wish it was a painful period and i only had to cope with it once a month, but we live with pain every single day. Depression is a massive part of endometriosis as well. It has been for us. Ive been on antidepressants since i was 17, which is the same time i was diagnosed. At its worst, how bad has endometriosis affected you . It affects everything. Everything. Ive been so poorly recently, ive been at home, not being able to go to college and even at home, i cant do anything and im exhausted every single day. Has it brought you closer, do you think . This sort of pain solidarity . Yes, because we understand each other. I have really good friends and i can speak to them and say im really struggling today but no one really understands like someone who is going through it, just like you can understand how much pain i am in right now but my friends dont. They dont have to live like this. The same number of people have the condition in this country as type 2 diabetes and we know next to nothing and how to treat it. Its seen to be embarrassing to talk about it. I didnt think id ever come on National Television and talk about my bowels, but, hey i did it with you its heartbreaking to have spoken to victoria and jessica about essentially living this joint life in agony but it really reinforces to me how important it is that if you recognise any of these symptoms, that you go to the gp and get a referral to a specialist, that you fight for treatment and for a better existence. Im joined by emma cox, the ceo of the charity endometriosis. Watching the report there, do you feel this is resonant with the experience of a lot of people you are talking to . Absolutely. The bbc research is a wake up call to show the public and government exactly what it is like living with endometriosis. We are hearing exactly the same things. Emma spoke to victoria and jessica who were talking about their symptoms. Run us through for viewers who might be watching, as we are hearing, the subject is often taboo, so even just voicing it is helpful. Run through for people watching the symptoms they should be alert to if they think there is the possibility they may have this. Endometriosis does affect people differently. So if you have one or more of the following symptoms then it is worth checking with a gp. Chronic pelvic pain, painful periods, painful sex, problem is going to the toilet, bladder and bowel problems. Problems with fertility and fatigue, those are the main symptoms. The difficulty with some of the symptoms as they can relate to other conditions. So are you confident now that given a growing awareness, taking it out of the shadows and making it less taboo, that its also helping gps to help women identify and treat endometriosis . Absolutely. We hear from gps and treat endometriosis . Absolutely. We hearfrom gps that and treat endometriosis . Absolutely. We hear from gps that people come to them and dont know what to explain and dont know the terminology, so all the awareness is really helpful with that. We have been working with the Royal College of gps on the menstrual well being toolkit and on e learning with gps to help support them. We are urging people to go to theirgp as them. We are urging people to go to their gp as well and for too long people think its in their head or they are just a bit soft and they dont realise they actually have a problem. What if they do go to their gps, they may feel, whats the point, because the gp willjust send them home with a painkiller. Not necessarily. There are a couple of treatments for endometriosis. The gp will want to do investigations because it doesnt overlap with the conditions was up endometriosis diagnosis is done by surgery and they will rule out other things first. Different treatments include hormone treatment. If you stop the body having periods then it can manage the treatment. You could be put on the contraceptive pill or a medical menopause. There are specialist centres that deal with endometriosis and getting somebody toa endometriosis and getting somebody to a centre so they can check with more detail, they have more time than a more detail, they have more time thana gp, more detail, they have more time than a gp, so they can diagnose to see if you need surgery. What about the actual finding of the reasons why it happens, dealing with the problem at source rather than dealing with symptoms . We heard msa ina dealing with symptoms . We heard msa in a report that as many people suffer as with type two diabetes and yet. And no research compared to it, a drop in the ocean. We dont know what causes endometriosis and until then we cant find a cure and we cant prevent it either. And it will not as simple as not adopt there is likely to be some hereditary impact, as we just saw a mother and daughter. But we need some proper investment in research to study people before they get the disease to find out what causes it. Good luck with your campaign. Thank you. Passengers who had their thomas cook holiday cancelled will be able to apply for a refund from today. The Civil Aviation authority is expecting applications from around 800,000 people. Meanwhile, the final flights to bring home stranded holidaymakers who were abroad when the company went bust will arrive back in the uk this morning. Heres katie prescott. As the last flights land carrying most of the stranded thomas cook passengers home, the airline regulator is turning its mind to helping those whove paid for future holidays. The largest ever travel refund programme is getting under way, dealing with around 360,000 bookings that were cancelled when the travel company went under. This covers trips that are underwritten by the industrys insurance scheme, atol, managed by the Civil Aviation authority. A dedicated website launches this morning to process these claims. And for many, this moment cant come soon enough. When it comes to getting the money back, theres nothing you can do, you can only wait. But at least youre going to get something back. Everything that was paid for as part of a package will be covered, but any extras such as Airport Parking or car hire will have to be claimed for on insurance. The caa says all refunds should be issued within 60 days of a form being correctly submitted. Katie prescott, bbc news. The makers of products including persil, marmite and pg tips says it will halve its use of plastics by 2025. Unilever is responsible for producing 700,000 tonnes of new plastic a year, but says it plans to slash that figure over the next five years by using more recycled plastic and finding other alternative materials. The firm says its trying to stay relevant to younger consumers. The challenge is to make sure that plastic stays in the economy and out of the environment, so we want to create this circular approach where plastic is retained in the economic cycle, the circular economy, and doesnt leach out into the environment and the oceans. We would welcome, and indeed are stimulating, the creation of an infrastructure of recycling companies that are able to take refuse and turn it into high quality material that can be used. We think this commitment we are making is creating an economic incentive for that chain to fall into line, and we work very closely with the recycling companies and with governments at municipal and national level. New figures obtained by the bbc show that knife crime is rising at the fastest rate in areas outside of london, places such as norfolk, surrey and lancashire. Over a five year period between 2014 and 2018, offences involving knives in england and wales increased by more than two thirds. The home office says 20,000 new Police Officers will be recruited to deal with the issue. Heres our home affairs correspondent, sarah corker. Step into the sensationally stylish blackpool town ballroom. In the shadow of its famous tower, blackpool has some of the most deprived neighbourhoods in britain. There is a darker side to this seaside town. If someone started on me, id stab them. A lot of people bring knives, like, when we have fights, like. These boys are 1a and 15 years old. One told me hed been stabbed in the leg. He then showed me a picture of himself holding a machete at home. To protect their identities, their voices have been changed. Is it a normal thing for people to carry knives around here . Yeah, pretty much. Why do you think people are carrying knives . Protection. So if someone comes to you with a knife you pull out a knife as well. Then nothings going to happen. I know people carrying them. People how old . Ourage. 14 year olds carrying knives . 13 at the least, carrying one. Why would a 13 year old boy need to carry a knife . Protection. Protection from what though . From each other. At blackpool football Clubs Community trust, students are taught about the dangers of carrying knives. Lauren is 18, keeley 17. Both have been threatened. Me and my mate were walking home and a guyjust came out and threatened to stab one of my mates. He had a knife pointing to him. Do you feel safe going out . No. Ive got a friend threatened with a machete in the park by a group of lads when they were playing football, because they wanted to play in our half but we said no. Ashley hackett, who runs the trust, says the rise in knife crime is linked to drugs. We have a significant issue with county lines in blackpool and from that were having an awful lot of young people and adults that are now carrying knives. What is the youngest that youve come across . Weve come across eight and nine year olds carrying knives in the town. Serious knife crime here in blackpool has almost tripled over the last five years. County lines drug gangs, cuts to youth services, poverty, unemployment, exclusion rates at schools theyve all been linked to a rise in youth violence. 15 miles away in preston, byron is still living with the trauma of his brothers death. My brother was fatally stabbed in the neck. So ive got his name across my neck. Every time i look in the mirror, i get to see his name. Jon jo was stabbed by a group of men in this street after an ongoing feud. He was just 18 years old. It was a planned attack, wasnt it . Yeah, he was stabbed with a sword, a small axe, and he was beaten with a golf club. The whole country is suffering through knife crime. And little places like preston and these small cities like preston get no mention and were suffering just as much as everyone else in this country. The home office is recruiting 20,000 new Police Officers over the next three years to help tackle what byron describes as a war against knife crime. Sarah corker, bbc news. Senior members of the royal family are spearheading a new campaign aimed at helping people to spot the early signs of poor Mental Health. Princes william and harry, and their wives, catherine and meghan, are narrating a short film which will be broadcast on tv this evening. Katharine da costa reports. I didnt really know what to do. I think ijust kept it in and kept it in until people started noticing that something wasnt right. 27 year old cher struggled with depression and anxiety after suffering a miscarriage two years ago. She finds exercise helps to boost her mood and now shares her worries with friends and family but at the time she says she felt utterly lost. I kind of opened up and for me that was a big thing because its really hard to open up about Mental Health but once you do open up, you feel like part of you is relieved, basically. Cher is not alone. A survey by yougov found eight in ten people have experienced early signs of stress, anxiety or trouble sleeping in the last 12 months. Over a quarter of people waited at least six months before getting help while three quarters of those wished theyd done so sooner. Everyone knows that feeling when life gets on top of us. A number of celebrities and members of the royal family have previously spoken publicly about their own battles with Mental Health. Now theyve joined forces to launch an online toolkit to give simple personalised advice and information, from improved sleep to exercise and meditation as well as details of who to call in an emergency. The Royal College of psychiatrists says its a useful resource but warns it doesnt address the needs of patients with more severe Mental Illnesses and with one in ten psychiatric posts unfilled, it says theres an urgency to meet the needs of the most vulnerable. Katherine da costa, bbc news. Joining me now is dr yvonne doyle from Public Health england. Thank you forjoining us. Is this a useful film and website to help people . This whole package is a useful way of supporting people to look after their own Mental Health, on the basis that your body and mind work together. There is a number of simple steps that people can take. It is helpful. It focuses on things like sleep, anxiety, low mood. It is the sort of stuff that goes on every yearin the sort of stuff that goes on every year in the ups and downs of life. So is the message that we should in a way have a fitness regime for our Mental Health, the same way as we might go to the gym or whatever for oui might go to the gym or whatever for our physical health . It builds on previous campaigns to have a conversation nationally about this, to get awareness up, that your mind and body work together. It is important to look after your Mental Health and it is about the health of your mind. These are the early signs that things are perhaps not as healthy as they could be. That things are perhaps not as healthy as they could hem that things are perhaps not as healthy as they could be. If people watching are feeling a little bit stressed this morning, a bit more grumpy than normal, could they go to the website and watch the film and get concrete advice on how to deal with those mild symptoms, but symptoms nonetheless . It is well worth going to the website. I have had a look at it myself several times. It is actually very useful to all of us. What is the kind of advice it is giving . It gives a range of choices. You can look at something around sleep or anxiety. You can say when things are getting out of hand. There is also a nice bit about how you can help others. For example employers, those who may meet people in distress, it give you tips on how to address that and help people. It is really useful. We did here in that report there that people who have got more severe symptoms will need professional help. This is not a treatment. It is much more about prevention. It is really something we can all do. Just google the website automatically go into the nhs website, id look for every mind matters, and up it comes. It also offers a little quiz for where you are on this scale. And yet on the same day we are hearing reports of recruitment problems for co nsulta nt reports of recruitment problems for consultant psychiatrists, so at the professional end of the Mental Health, tackling Mental Health issues, we have a resources problem . Every mind matters as a complement to this. It is endorsed by the royal couege to this. It is endorsed by the Royal College of psychiatrists and Mental Health charities but of course there are issues around recruitment and retention of doctors and there are plans in place for that. Thank you. Now we can get the sport and sally is waiting patiently for us. Good morning. Not a great day to be a fan of Manchester City or Manchester United. They were both beaten in the premier league. Champions city lost 2 0 at home to wolves, whilst uniteds woeful start to the season continued with defeat to newcastle. Joe lynskey reports. In every premier league season, new faces emerge and new challenges take shape. In manchester this morning, the size of the task feels greater than ever. Just two months in, city, the champions, are eight points off the top. They were swept away by wolves, a side who have not won here since the 70s. A 2 0 victory was made in wolverhampton and celebrated in liverpool. City right now have lost their direction. Incredible scenes. Manchester city opened up in one game more perhaps than they were in the last season. Were at our best and teamwork, you can see them contact so fast, it was a bad day. We have teams in the premier league so we lost the game. With Manchester United, the bad days come more often now. At newcastle, their multimillion pound squad was struck another blow, this time by a teenager. Matty longstaff was born in 2000, the year when united had just won the treble, but this defeat leaves them 12th and with patience being tested. We are never happy when we dont win games and we are going through a difficult period. Attitude is very good, its spot on and they are working hard of course. For newcastle, the goalscorer longstaff was making his first league start, doing it alongside his brother sean in midfield and his dad david in the stands. For a family forged on tyneside and a Team Fighting to stay up, this was proof that faith in the locals still matters. Joe lynskey, bbc news. What a great story. That dreadful day for the manchester sides all over the back pages this morning. The guardian go with manchester misery. The mirror has a quiz show from the 1980s with their blankety manc headline. While the times go with haway the lad paying tribute to matty longstaff, after the teenager got that winning goal on his debut against Manchester United. Elsewhere there were premier league wins yesterday for chelsea and arsenal. A shock too in scotland where celtic were beaten 2 0 at livingston. Its their first league defeat of the season and the first time theyve ever lost to livingston. They drop to second in the league, and steve gerrards rangers go top after they thrashed hamilton 5 0. Great britain ended the world atletics championships with five medals, thats their lowest total since 2005. Their champiosnhips ended in bizarre fashion too. The womens 4x400 Metres Relay Team thought theyd claimed bronze after third placed jamaica were disqualified. But that decision was overturned on an appeal, so britain were moved back to fourth. To complete a disappointing final day britains men didnt even finish their 4x400 metres relay, failing to pass on the baton. That was won by the usa, who comfortably topped the medals table. Englands next game at the Rugby World Cup will decide who they play in the quarter finals. Thats after france also secured their place in the last eight by beating tonga by 23 points to 21. They play england in their final group match on saturday, and the winner of that will finish top of pool c, and will play either wales or australia in the first of the knockout matches. No matches at the Rugby World Cup today. Wales play fiji on wednesday and theyve made two changes to the side that beat australia last time out. James davies and Ross Moriarty both start in the back row, in place ofjustin tipuric and aaron wainwright. Scotland also play on wednesday and theyve made 1a changes for the game against russia. Darcy graham the only man remaining from the win over samoa tottenhams new stadium played host to its first nfl match yesterday. The stadium is pretty much unique in that its built specifically for both football and american football, and the transformation has been taking shape this week. Isnt that great . In the match itself the Oakland Raiders beat the Chicago Bears 24 21 in a brilliant match, well worthy of the surroundings. Finally proof that british olympians are always pushing the boundaries, even when theyre away. This is british olympic champion jack laugher and some of his diving friends and colleagues using some creative mobile phone work making themselves into the avengers. Just align a breaking news which is that, as you probably know, that the Climate Change protesters Extinction Rebellion are planning a fortnight of global civil disobedience starting today. Disruption is planned in 60 cities around the world and in london it has begun and the metropolitan police have just confirmed that they have made 21 arrests at this point. We will keep you posted on that and we will have more coverage of the protests throughout the day. Now the headlines. The american businesswoman jennfer arcuri refuses to say whether she had an affair with borisjohnson when with Boris Johnson when he was mayor of london. Pressure increases on the us to return a diplomats wife whos implicated in the death of a teenager in a car crash. The National Housing federation, which represents Housing Associations in england, says that the benefit freeze is pushing low income families to the brink and making more than nine in ten homes for private rent too expensive for those on housing benefit. Research by the federation claims that the local Housing Allowance is inadequate for the 1. 3 million families who rely on it to cover the high cost of private rent. They also says it is is contributing to children living in overcrowded and poor quality accommodation. Kate henderson is the ceo of the National Housing federation, and shejoins me now. Before we move on to what you want the government to do about any of this, tell us about how you did your research and more about what it found. We found that the housing benefit freeze is pushing families to the brink when they are living in private rented accommodation. What is the nature of the research . We analysed 75,000 online adverts for rental properties in every postcode in england and found that nine in ten homes were unaffordable for families in receipt of housing benefit. This means that families are having to make really tough choices. They either live in overcrowding or in unsuitable accommodation or they get into debt and poverty and worse still they might end up homeless. Are there better places and workplaces . Is there a kind of league on this . Better places and worse places . The whole country is suffering an affordability crisis but in terms of this research there are particular hotspots were less than 1 of homes available for rent would be affordable if you are in receipt of housing benefit. They were places like ipswich, peterborough, milton keynes, london, where theyre really simply are no Affordable Homes available if you are looking to rent asafamily available if you are looking to rent as a family in receipt housing benefit. Interesting. Maybe not everything you would expect. Kensington and chelsea might be difficult in Central London but ipswich on the face of it it is puzzling why that might be. Ipswich on the face of it it is puzzling why that might hem ipswich on the face of it it is puzzling why that might be. It is to fold, shortage of social rented homes, and the housing benefit freeze. Housing benefit used to cover up freeze. Housing benefit used to cover up to half of private rents. In 2010 it was reduced to 30 . In 2013 it was no longer linked to the market price. It just 2013 it was no longer linked to the market price. Itjust went up by inflation. In 2016 it was frozen altogether. Rental prices have continued to go up that benefits have not kept up with that said the gap is getting bigger and bigger. M you have a message for the government today. What is it . Our message is simple. Increase housing benefit, the local housing allowa nce, benefit, the local Housing Allowance, to cover that i was 30 of rent in the private sector and invest 12. 8 million a year every yearin invest 12. 8 million a year every year in building a new socially rented homes. If we did that, we could build 145,000 social homes each yearfor could build 145,000 social homes each year for the next decade and solve the housing crisis. Are you hopeful in the current climate where the money tap seems to be switched on for some issues and government of that this might be one of the issues where they go we could put my money behind this now . Housing matters to absolutely everybody. It is the foundation of us having a good start in life, it is our stability going to school, it is having a place of stability when we are working. To invest in housing makes good sense socially but also for the economy. Thats of stability when we are working. To invest in housing makes good sense socially but also for the economy. Thats12. 8 billion might sound a lot but we cannot in the 50s and we built 200,000 Council Homes a year, we and we built 200,000 Council Homes a yea r, we invested and we built 200,000 Council Homes a year, we invested an equivalent amount. And if we were to invest it today, we would bring down the housing built in the long term and we would have secure places for people to live and we would boost the economy through construction there we are hopeful that the government will invest. We will follow this with interest. Thank you. The winner of the Royal Institute of british architects most prestigious award, the Riba Stirling prize, will be announced tomorrow night. There are six nominations for britains best new building 2019 which include a railway station, an opera house and a scheme of council housing. Since last monday we have been taking a closer look at each of the nominated buildings. Today its the turn of the cork house, named so because it is constructed entirely from blocks of cork and timber that slot together without any mortar or glue ofany kind. The whole project is carbon negative and has very low whole life carbon. All the components can be reused or recycled, and its been made entirely from by products and waste from forestry and the cork stopper industry. This house is very unusual because it is made nearly entirely of cork blocks placed one on top of the other by hand. There is no glue. What holds them together is an interlocking tongue and groove profile and gravity. Its very interesting from a life cycle point of view. At the end of a buildings life, if its put together in a new way, its completely biodegradable. Six years ago matthew came to me with the idea came to me with the idea of building a house out of cork. We identified it as being able to play all the roles that a building envelope needs to. Thats external walls and roof. It can potentially act structurally, to give enclosure, to give thermal insulation and weather tightness. Its always interesting as an architect when you design your own house the materials you choose and the way they are put together. Youre actually designing your experience of that house. If you dont want to use any form work and you just want the cork to take the load itself, then the cork Board Structure is the natural result of that. Each of the pyramids is assigned its own function. There is an outdoor entrance pyramid, cleaning and washing pyramid. There is a cooking and eating pyramid. Sitting and relaxing pyramid. And then a sleeping pyramid. That was one of the objectives, a very rich sensory experience. Thats why we combined the cork with metal, often a little bit of shimmer, so copper pipes in the roof or brass works in the bathroom and in the kitchen, just to give a little lift. Even if i do say so myself, it surprised me myself, it surprised me how nice it is to be in here actually. It has a really lovely acoustic and the smell and the quality of the atmosphere and the darkness in here and the light. Its very 21st Century Technology and it also has these references back to ancient forms of architecture at the same time. Lets cross now to eton in berkshire and speak to dido milne. We saw her in that report. I want to be there. It looks lovely. But can it be anything more than a precious one off . Can you replicate your house for other people . Good morning. We very much hope so. This was a one off house in as much as it is the first of its kind and a lot of innovation and research has gone into it. But we have been talking to House Builders about the possibility of maybe some type of system so we can roll it out for market use. That there are lots of barriers to entry. It is quite a conservative market, the British Housing market, for good reason. And there is a lot of money involved. So to bring a new construction system to market is very difficult, a lengthy thing to do. We would probably need an industry partner to collaborate with in that respect. We heard that about the sustainability of cork as a Construction Material and this idea of whole life carbon, where you take into account how much it costs to get the material is organised to build the home and also their sustainability and position. Until those costs are built into the cost benefit analysis of construction generally, i suppose it becomes difficult for a project like yours to be economical. Yes, thats an extremely important point that you have just raised. It is something i feel very strongly needs to be regulated by government. Because as you say, why is a petrochemical piece of ventilation cheap at the moment a banner cork insulation board, for example, when environmental cost of one is just not factored in . We cannot compare between typical construction and the cork house. In terms of whole life cost, it is different to capital up front cost. Capital up front cost has a lot of short term thinking in it. Buildings do have an end of life, most buildings. At that point if you put it together in a certain way, you design it for ease of assembly and disassembly, at the end of life you have got a very valuable set of products that you can actually sell on. That is never factored into the cost of the house in the beginning and as a society we really need to start thinking about these questions. It is interesting when you start to thinkjoining up the dots. You probably didnt hear our previous guest from the National Housing federation talking about the need for the government to invest in social housing on a very significant scale at this point. Do you get frustrated or do you get hopeful that you could convince the industry to really take on board these ideas about using Sustainable Materials for large scale social investment . Well, i think there is momentum at the moment in terms of the Climate Crisis really coming to the top of the agenda, but things have got to move much faster and further really to address this. And at the moment there has been a huge emphasis on operational carbon, which is getting down our heating bills, which is very important for council housing, the running costs for people, so that insulated glass, more renewables, better airtightness. That is important but on the flip side, embodied carbon, so what we are building our houses from and how they are put together, that had a huge environmental cost to it also. Ido huge environmental cost to it also. I do apologise that we have got to leave it there to get to the weather. Good luck with the result tonight and if you when the price you will get a lot more prominence for the house. Enjoy the cork house. I have got to get to the weather very fast. Here is simon. Thank you. We had an incredible sunrise this morning. Many of our weather watches sent us in lovely picture and you have heard that red sky at night is shattereddelight but red sky in the morning at shepherds warning, so while looks fabulous in london, it is problematic in nottinghamshire. Rain is moving in west to east. Many of us had the rain. That low pressure is sliding in towards iceland. It is moving into eastern areas. It is not raining across east anglia and the south east. John rain is pushing on. Strong winds associated with this low pressure especially in the west of scotland with gusts of up to 60 mph. Patchy rain continues this afternoon across england and wales that for scotland and Northern Ireland, showers moving in which will be heavy at times. You can see that rain as it moves into the south east. Maximum temperatures of 13 to 16 celsius. Through the evening and overnight, the rain continues to spread and clear away from the south east. Showers get going across scotland and Northern Ireland and again they can be heavy throughout the night. Elsewhere some clear spells and as we go through tuesday, more weather fronts links to this area of low pressure moving from the north west into the south east. There will be sunshine in between the showers, that the showers will be heavy and thundery in scotland and Northern Ireland. Goodbye for now. Hello. Its monday, its ten oclock.
