In the case of 2019 what you have is a lot of banks around the world cutting Interest Rates. 0ther Central Banks have cut Interest Rates more aggressively, but also especially for the us, the dollar is the dominant currency in the International Payment system. What we have is a lot of people demanding dollars, just because it is used, for instance, for overseas loans. A lot of people in overseas countries.
