You have to go all the way back to 2012, when the eurozone crisis was in full swing, to find a weak economic performance. Weve got record employment. Weve got unemployment at its lowest level for 44 years. Wages are growing at their fastest rate for a decade. Weve got National Debt falling as a proportion of gdp. In fact, the imf is forecasting that we will grow faster this year than germany, than italy, than japan, as fast as france. And so the fundamentals of the uk economy remain resilient and strong. Manufacturing activity shrank in the Second Quarter. Its now shrunk over the past year. And output from industrial production, heavy industries such as oil and gas, also dropped as a global slowdown took hold. Most people can see for themselves the lack of business confidence, of investment, thats taking place. People not knowing whats going to happen from one week to the next. Will we be in europe . Will we be outside of it . I think that is corrosive. Its undermining peoples confidence in the economy, and i think these figures reflect that. Business investment is essential to improving the amount each worker can produce so employers can afford inflation beating pay rises, but that also dropped. I think its a bit about a global slowdown, and we can see that in the weak manufacturing numbers, the weak export numbers. But there are some Political Uncertainty factors here as well, so Business Investment falling, exports falling, particularly to the eu, and that weakness in the Service Sector as well, all adds up to a sense that Political Uncertainty is weighing on the economy. The Services Sector that makes up most of the economyjust about grew, by 0. 1 . Because the figures hark back tojune, we dont yet know whats been happening to the economy since then. The hope is the Second Quarter will be the only time the economy shrinks this year. The fear is it wont be. Andy verity, bbc news. With me is our Business Correspondent katy austin. The chancellor is saying that this was entirely predicted, but that is not entirely true, a contraction being predicted. It is not entirely true, growth had been expected to stagnate, be about zero. Negative contraction is definitely worse than that, but there were unusual factors in the past year that have made the economy quite volatile. The impact of brexit and contingency plans around that, and the shifting date, have of course made it very difficult for businesses to plan, and there were some specific factors that might have contributed towards manufacturing shrinking, such as car factories bringing forward their summer factories bringing forward their summer shutdown is around the original brexit date as a kind of contingency plan. So there were sometime specific factors, but some a nalysts sometime specific factors, but some analysts will see this contraction isa sign analysts will see this contraction is a sign there are underlying weaknesses, especially when you see the Services Sector really not performing as well as it had been doing. So some of those things that have contributed to this will only have contributed to this will only have happened once, and we shouldnt see anything like that happen again. So what does that mean for the rest of the year because . Are we heading for a recession . If you ask sajid javid, he will say no, these things wont happen again, and he will say the government is making it so certain that brexit will happen on october the 31st, he will say that will provide valuable certainty that means businesses can start to invest again, to plan more for the future. And are we in a recession . Technically know at the moment, because that is normally defined as two consecutive quarters of contraction, and most of the conditions we have seen recently are pointing to the uk avoiding that, evenif pointing to the uk avoiding that, even if not by much. So it is very difficult to predict what will happen in the future, but nobody is at the moment looking at this as a kind of long term recession in the pipeline. Of course a lot of finalists will say that very much depends on what does happen with brexit and whether a new deal does affect the picture somewhat. Katy austin, thank you very much. The labour leader is concerned that an election might be called this autumn, just as britain is due to leave the eu and take place after brexit has happened. That could leave mps powerless to intervene, because parliament wouldnt be sitting. Jeremy corbyn says that brexit in those circumstances would be an abuse of power. If Boris Johnson lost that, under new government wasnt formed a couple of weeks, then a general election would follow. If that happened, the date of the election would be in the hands of Boris Johnson, of the election would be in the hands of borisjohnson, and his advisers are said to believe he could choose to set a date in november, forcing a no deal brexit by default. If Boris Johnson cant hold the confidence of parliament, i am convinced there is nobody else who could and we could go for a general election, and it is up to the Prime Minister, borisjohnson, to set the date. And i think setting the ist of november is a political masterstroke. With just 83 days to go until the end of october, and brexit talks still stuck in a stalemate, politicians are gearing up stalemate, politicians are gearing upfora stalemate, politicians are gearing up for a stormy autumn. Parliament sits again on the 3rd september if a no confidence vote is called and the government loses, mps will have 14 days to find an alternative government. If no alternative is found, a general election must be called within seven weeks. If there isnt a no confidence vote the house will sit until 13th september when they break up for Party Conference season. After that, mps return to westminster on the 9th october. Eu leaders will meet for a summit on the 17th and 18th of october. And currently the uk will leave the European Union on the 31st of october. Our Political Correspondent mark lobel is in westminster. Borisjohnson could well face and could well lose a no confidence vote when the mps return in september. If a general election was under way, it is strongly believed from what Boris Johnson is saying that he would still push ahead with leaving the eu by the end of october. That has propertyJeremy Corbyn to write this letter to sir mark sedwill, the head of the civil service, saying that if no deal brexit fell during that period, it would be unconstitutional and must be stopped. So the issue there is whether a no deal brexit would be considered a new policy, if you like, that would bind the hands of the incoming government, because that wouldnt be allowed, and this is what vernon bogdanor, professor of government at kings college, had to say about that. Brexit, and even a no deal brexit, is not a new policy for this reason. In 2017, parliament voted by a majority of nearly 400 of the notification of withdrawal act, to leave the European Union. Three times, parliament has rejected the deal that has been negotiated. The European Union says no other deal as possible. Therefore, logically, if you want to leave the European Union, you have to leave without a deal. Now, parliament has had two years to alter its mind from 2017. It hasnt yet done so. So you cant say that leaving without a deal is a new policy. It is implementing a decision of parliament two years ago. So the professor saying it is not something that mark sedwill would stop. He is a constitutional expert. Another expert, if you like, joe moore, the former director of legislative affairs at downing street, the person inside downing street, the person inside downing street until recently he would advise on these things, has come out and agreed with him, saying it is not the wrong thing if a no deal brexit was to fall within that general election period. That could continue. He says person he thinks it would be unconstitutional, but it would be stopped. He was asked, what would be stopped. He was asked, what would stop at . He said one word, legislation. New legislation would have to be introduced in parliament probably by mps taking control of the order book, and they would have to rush it through very quickly in order to mandate the government to not leave the eu at all or to extend article 50.
