The European Union and we now have in Parliament One more np who will fight to make that happen. Two holiday firms super break and late rooms collapse, affecting tens of thousands of travellers. A maiden test century for rory burns as england fight back on the second day of the ashes. In the last few minutes, Emergency Services have said that theres still a substantial danger to life if the water levels in the dam at Whaley Bridge in derbyshire, cannot be reduced. Raf helicopter crews have been dropping sand, gravel and stones to try to stabilise a damaged wall of the toddbrook reservoir amid fears it could burst and engulf the nearby town. Around 1500 residents were moved out of their homes yesterday, as a precaution. The environment secretary, Theresa Villiers says the situation is not yet stable. Several flood alerts including a severe Flood Warning are still in place for these areas shown here in red. Judith reports. This is the front line, a new defence belt back buy back tonnes of sand and gravel brought in to hold back 300 million gallons of water. Raf helicopter is working flat out to shore up the top broken reservoir dam. Its a difficult task, we are getting asked to put a position to drop and go as low as possible you see behind as they are taking their time to get in there because we have to make sure its done not too high and put my trust stress on the damn. Its done not too high and put my trust stress on the damn. With the risk of a collapsing, the situation is critical. The Environment Agency says there is still a danger to life and there has been a national response. Crews are coming from across the uk. A meeting of the governments emergency committee. Its not stabilised as of yet and a lot of work is going into to ensure we do everything we can to protect the communities and their homes. This is the centre of the village this morning. Super quiet. Thisjogger went for a dawn village this morning. Super quiet. This jogger went for a dawn run village this morning. Super quiet. Thisjogger went for a dawn run on accidentally find yourself behind police lines. She found that Whaley Bridge, and the invulnerable. Homes we re bridge, and the invulnerable. Homes were evacuated, roads cordoned off. This is as far as you can go into Whaley Bridge. Everything beyond this court is classed as a red zone, and im told its also the first point in the town thatll be hit by a wider if the dam bursts. Police officers here say if it happens, theyll hear a siren on the radios and move everyone from this point to higher ground. Those on the edge of the court and now they may have to move quickly, like magnets, lives at 50 yards from the danger zone and ventured inside it last night. 50 yards from the danger zone and ventured inside it last nightlj walked through that town on my way to my daughters and a police car approached me asking why i was on the street and the police that you should not be in town and walking about. If you do not get up the street you will be arrested. Have you thought about what would happen if they burst and do you expect hell have to go . , yeah, goes i will be the hail. The band has protected the town beneath it for nearly 200 yea rs. The town beneath it for nearly 200 years. A whole community is holding its breath. The rest level is slowly dropping, with pumps working and water being diverted. But the danger has not yet passed and the stakes could not be higher. This will end with either a return to normality, oi with either a return to normality, or disaster for with either a return to normality, or disasterfor an entire with either a return to normality, or disaster for an entire town. Earlier i spoke to Whaley Bridge resident duncan fife about what the situation was like in the for residents in the area. This is a difficult decision we had made, that we have made collectively, we need to consider the situation at the residence and will be putting plans in place for residents to return to their addresses for a very short time, very controlled, not to pick up really vital things that they need along with Animal Welfare that they can tend to. But this is very controlled i must stress that because this is very critical and if youre still life at risk. The Prime Minister has been in the area this evening meeting evacuated residents, lets have a little listen to what they had to say. I had animals at home. They must be very worried. Yet, very worried. Will you be able to go back and get them . We did not know yet. We spencer residence. Its not really wipe our lives. Earlier i spoke to Whaley Bridge resident duncan fife about what the situation was like in the for residents in the area. They are certainly improving, but a factor last night. When you say improving is that they weather or in terms of knowing whats going on. The weather has been helpful, the levels are certainly starting to go down now, i think its about a foot down probably. Now from levels, it certainly feeling a bit more optimistic. You live and above the reservoir, how much has impacted you . We are sort of right on the limit, we arejust you . We are sort of right on the limit, we are just about two feet above the level of the reservoir, but we had the overflow channel running down the side of our house, so running down the side of our house, so its like six feet below our wall, but it runs around the side of the house which is where they are trying to put some of the wider to ta ke trying to put some of the wider to take it out. As you watch it unfold, did you ever think that Something Like this would happen around the reservoir, had there ever been theories of this sort of thing happening . Now, i mean, we had sort of been living here for quite a while, occasionally youll see had very little trickle of water coming over the main spillway, the one thats overflowing is that one that collapsed occasionally youll see it in the winter when wind was bad and he isa in the winter when wind was bad and he is a little bit trickling but nothing really bad, and obviously the reservoir fills up and goes over normal all the time during the winter, its normal for normal all the time during the winter, its normalfor that, normal all the time during the winter, its normalforthat, but not that mainline. Its rare and we never thought it would happen. Not that mainline. Its rare and we never thought it would happenlj dont know if you manage to listen to that at the gate at the news conference, yeah, does not reassure you in terms of whats being done . To be honest, i didnt hear too much. There possibly in a slightly better position where we have a chat with people who are standing by silly sort of, we can say and that we can see the chinook coming in and out, and we can see the pumps are obviously, we can see all of those, and theyre pumping it out and you can see the effects of that as he gets water out, its got a long way to go, dont get me wrong, but its starting to show a market difference. That was duncan, a resident of Whaley Bridge. Joining me now isjohn france, a Civil Engineer based in denver, colorado who is an expert on dam design and evaluation. In 2017 he was in charge of an investigation into damage to the us tallest dam, the 0roville dam in california, which led to around 190,000 people being evacuated. Thank you for speaking to les on the phone this evening. As you have been watching events take place in derbyshire, what are your thoughts and what have you thought about whats going on . I want to preface my comments with the fact that i am working with information from several thousand miles away, and i and what i see on the internet and here on your coverage. But i certainly distress when i had seen and some of that information, at the residents do need to take warnings seriously, its your situation. People are working diligently to improve it and get it to us a situation where people can return to homes, but in the meantime, its important for residents to heed that warning and stay out of the way. Conditions do seem to be improving, but from what ive seen and what appears to have occurred is that when the spillway was operating and the structure, some of the concrete slabs were removed by the flowing water. And that exposed the embankment band, display materials underneath, which are relatively readily eroded by that water, so it was really important to get the water back down and no water flowing over that area, which has been dying and continuing to leverage it further evaluating when they think ita further evaluating when they think it a low batch is love allah enough that they can return home. Earlier the president of the british can society mention two interesting points, that being that the position, top of the dam and movement of those concrete blocks that youve mentioned as well, are these known weaknesses and dam construction . And our technology, we learn as time passes and we see performance of their instructors, its really been within the last 20 yea rs its really been within the last 20 years or 0, its really been within the last 20 years or so, but the damage and the profession has recognised this problem with spillways, concrete slab spillway is like not constructed on a road above material, that there is potential that slabs could be uplifted and exposing the underlying erodible material. And that was really reinforced and brought to the national us and International Attention with the 0rval incident i investigated years ago, and it really became widely known and the damage in our profession and since that time in the us, and i think in the uk also, engineers have been going back and be looking at the spillways to see whether they are susceptible to that problem with the slabs are uplifting and developing methods to improve them and repaired them so it doesnt happen. So its really been the last two years, this has been heightened and i dont know to what degree it was looked at, but it is something the profession is continuing to do and trying to improve the situation. You think the bands had exceeded the limits of their design with the increasing influence of Climate Change, because i understand Climate Change was raised in the final report regarding the dam crisis at 0rville. Raised in the final report regarding the dam crisis at orville. Actually, at 0rville, i dont believe Climate Change had a lot to do it that because the inflow and the storm they had their was a large storm, but not unprecedentedly large storm, it wasnt the kind of storm that we are now believing are being caused by Climate Change. So the orbital incident i did not believe Climate Change was significant issue there andi change was significant issue there and i dont know about Whaley Bridge, i dont know how large it was relatively, but certainly began engineering and safety profession is recognising that Climate Change is something we do need to address and what we had been looking for is the science beginning to develop and brighter better predictions for us, i what starts in the future we need to address, and that science is now beginning to provide us predictions and a response to that, we had been beginning to evaluate the bands we need to address, and that science is now beginning to provide us predictions and a response to that, we had been beginning to evaluate bdm spread going to take will and funding from dam owners and government organisations to put the resources that need to be put to the structure is to bring them up to task for them to handle those hazards posed by Climate Change. Very quickly going back to what took place at the moment, i understand with 0rville, it was a lot to do the spillway, but removal of water taking place now, the pumping and trying to divert that water, is going into the river system, does that not been put a threat on the flood plains . M system, does that not been put a threat on the flood plains . It is going into the river system, the numbers i had seen about the amount of water they are diverting and lowering i believe the number i heard is a low rate about one foot in the last day or so, i dont think its a huge increase in the amount of water going into the river system downstream, it really would be difficult by pubs to pump out at the rate of flow that overwhelms the streams. And even if it does to some degree overwhelm the streams, and its a balance of risk, its the risk add that structure not being able to support the water behind it and perhaps risk of water coming down the streams, thats the risk of judgement government officials advised by engineers who are on site and they need to make that i balance the risk of a white is the best approach to take. Fascinating, thank you very much. The liberal democrats have won the brecon and radnorshire by election gaining the seat from the conservatives. It was the first electoral test for borisjohnson just days after becoming Prime Minister. The result now leaves him with a working majority in parliament ofjust one even with the support of the democratic unionist party. The lib dems, jane dodds, overturned a majority of over 8000, to beat the conservative candidate, chris davies, by 1425 votes. Mr davies stood again, after being unseated by a petition following his conviction for a false expenses claim. Heres our political correspondent, alex forsyth. Cheering. Thats the sound of success. A buoyant lib dem leader and the partys newest mp fresh from a victory that makes life even harder for the government. Here we stand bursting borisjohnsons bubble in the first week of his premiership. Theirs was a campaign focused on the risk of a no deal brexit. 0ther pro eu parties, plaid cymru and the greens, stood aside to give them the best chance of winning. This, the first major test of a remain alliance, and it might not be the last. In most constituencies across the country, it is going to be the liberal democrats that are the Strongest Party of remain, but we recognise the value and cooperating in working with others for that Wider National goal to protect our countrys future. After a long night, the lib dems might have been celebrating, but the tory candidate was quiet after the result was announced. Do you think it was the right decision to run . Hed already been unseated by his constituents over a false expenses claim. For the government, it means their majority in westminster is down to just one, making it harder to get parliament on side but no sign of a new approach. More than 50 of the vote was secured by pro brexit parties. You know, we need to make sure we work hard to deliver a deal, but i think what the people of britain really dont want is any more limbo. Labours leader acknowledged his pa rtys distant fourth place was disappointing. A lot of voters were determined to get rid of the conservative and that is what they voted for. So we were squeezed but it is a place we have not held for a very long time. This constituency voted almost the same way as the country in the referendum three years ago. The result here shows that borisjohnsons do or die brexit policy leaves the conservatives open to attack from remain parties, particularly when they work together, but the fact the tories did far better than the brexit party here is, for some, proof that the new Prime Ministers uncompromising stance on the eu is attracting support. At this childrens farm near the brecon beacons, the owner says no deal must remain an option. Hopefully, he can do a deal based on that strong bargaining position but you cant give all your cards away and hope to come out with fair results for britain for the long term future for britain. You think he has taken the right approach at the moment with that line . 100 . For many here, brexit has become the defining issue in elections. Ill vote for them with borisjohnson but i didnt vote for them before because i didnt like who was there before. Well, to be honest, brexit, especially a no deal brexit, frightens me. I would vote for a party which was trying to prevent us from leaving europe. So, Party Loyalty could be giving way to brexit allegiances, as the issue continues to dominate public votes. Alex forsyth, bbc news, brecon. The headlines on bbc news. The Prime Minister borisjohnson visits crews repairing a damaged reservoir that threatens a derbyshire town. The lib dems win the brecon by election, reducing borisjohnsons working majority tojust one. Two holiday firms with bookings from more than 50 thousand people have ceased trading. July may have been the hottest month the world has ever had. Provisional figures suggest Global Temperatures last month were one point two degrees above pre industrial levels. The uk recently experienced its highest ever recorded temperature 38. 7 degrees in cambridge, and this summer has seen weeks of sweltering weather across europe. Heres our science correspondent, pallab ghosh. It is not water theyre walking through, but a heat haze injapan. It has been the same story across many parts of the world. Record temperatures in finland and three week heat wave in china. Now, it is official, july is one of the hottest if not the hottest on record. And july isnt alone. 2019 has been very warm globally. Each month is among the four warmest for the year in question. This time has been very warm, but this is not the main point. Last month was very warm. All months during 2019 were very warm in terms of compared with other years and that trend is not likely to stop unless we do something about curbing Greenhouse Gas emissions. The results are based on billions of measurements across the world. These latest figures are part of a long term trend in rising Global Temperatures and computer models predict more summer temperature records will be broken across the world more often. The separate assessment by the World Weather attribution group shows the fingerprint of temperature change and temperatures are three degrees hotter than they would have been because of Greenhouse Gases. This record shows that the average temperature around the world injuly was about 1. 2 degrees above its preindustrial rate. That is getting very close to the 1. 5 degree threshold that the countries signed up to in the Paris Agreement and will put pressure on governments do they really have to act urgently and set a plan to cut their emissions down to zero by the middle of the century. Individual heat waves cant be pinned to human created global warming, but the increase in extremes of weather that we are seeing is in line with the predictions made by Climate Change experts and they say theyre likely to get worse and more frequent. Joining me now is geertjan van 0ldenborgh senior climate researcher at the royal netherlands meteorological institute. He is one of the authors of the study from the World Weather attribution group out today which says that the intensity of last weeks heatwave was increased by between 1. 5 and 3c by human induced Climate Change. Thank you for speaking to us this evening. A very definite link between whats going on and with Climate Change, and human behaviour. Yes definitely, its obvious, is it not, that globe is warming europe is warming summers are warming heat waves a re warming summers are warming heat waves are getting warmer, the big question is how much are they warming and we try to multiply that. So the trend is unlikely to stop, what were the conclusions then have your report . The first conclusion was this was an extraordinary heat wave. The previous studies we saw that he waived last year and the mediterranean and scandinavia, they we re mediterranean and scandinavia, they were kind of one intent, because every year theres like a temperature in best compass and chance, thats different from the old days. In the current climate is exceptional but this is different. The return time we say about another 50 yea rs, the return time we say about another 50 years, such chance every curry every year, but only one or 2 . So it still is in the current climate, its still a very hot event. This goes up all the time to warming. How much and what degree rather could you forecast what you just described as this extraordinary year . Well, we can only forecast the probability of having a year like this, we cannot say that next summer will be warm again because we can say chances of again because we can say chances of a summer like this are about one or 2 . And even then, actually its fraught with difficulty because we find that in our parts of the world, we observe trends in heat waves, its about two times higher than what climate levels printed. We did not know yet what is the true underlying trend, so what the breast predictions best prediction would be, about one and a half degrees that they are leveling about three degrees with this observation. So how do we sorted out, where the conclusions would then report . Now, we didnt have time for that. This is what we call rapid retribution studies, so we have to work really ha rd studies, so we have to work really hard with a few colleagues from all over europe forjust one week and then we go to basic statistics and observations and analysis and climate analysis and find out how much climate has changed up till now due to the admissions. The next step will be to form a group of people again, european, to study this problem in more details and try to figure out what is the real trend, is it three degrees up to now are the model trend of one and a half degrees coming from something else. At the moment we just did not know. Finally, how worried should we be . Well, i was personally really surprised by this heat wave. So, i think back at the station it was 37 degrees, thats not normal. And then i get degrees, thats not normal. And then igetan degrees, thats not normal. And then i get an e mailfrom a french colleague who said that it was a1. So that was rather worrying stop so also heat waves are killers. 0nly later people find out, but it kills a number of people and those people who died injust a a number of people and those people who died in just a few weeks, i was tens of thousands of people who died more than normal even in 2006 it was a thousand people in the heat plants and the measures that are taken since that can reduce the number, but the heat really desk a lot of people. Ok, thank you very much for joining us. How much warmer as your city . To find out how where you live might be affected by Climate Change and what can be done about it, go to bbc. Co. Uk news. Hello, thank you and starting the cricket because england are in a strong position going into date three at the opening ashes test, 1967 three at the opening ashes test, 1967 for only 17 runs behind australian first innings total, thanks largely to the opener rory burns to ground out his maiden test century, adam reports. Perhaps not the edge of the sea drama heard nerve jangly excitement that we on opening day, but this sell out cloud has been treated to an absorbing and throbbing day at test match quickly. A date that has belonged for the most pa rt a date that has belonged for the most part to england, and to one england player and particular, rory burns the opener with his maiden test match century. Aided by his captain, who made 57 together, the parapet on more than 100, he eventually fell and caught the ball by peter, but thats exactly the type of ending hes been moved up the order, to provide. Rory burns went on to make that century, he did get lucky a couple times and could have been out much early on and his innings, but he made the cloud way for it. He seemed to be stuck in the 90s for an eternity, but he eventually got there next to the delight of many of the spectators, who are now leaving behind me. The australian bowlers looked weary by the end of the day, with a long hot day in the field, but they leave now to 217, they will be back tomorrow knowing they need crucial early wickets. To be a cricket player in the ashes isa to be a cricket player in the ashes is a wonderful thing in the first place, we had a connection with sam past players. In the night before we connected with 2005 players and i was literally ready to run through a brick wall at that stage and get right in amongst it. So the night before, i brought my first ball and celebrated quite a bit and then did not go over the line today, so yeah, what and awesome experience to have. Two holiday firms super break and late rooms collapse, affecting tens of thousands of travellers. A maiden test century for rory burns as england fight back on the second day of the ashes. More than 50,000 people are facing disruption to their travel plans after the collapse of two package holiday firms. Super break and laterooms. Com are both in administration. The Malvern Group which owns the two companies employs 250 people in york and manchester. 0ur personal finance correspondent Simon Gompertz reports. Yes, its the holidays and a terrible time for a holiday provider to go under. In this group, super break has has a00 people overseas and 53,000 forward bookings, many of those within the uk. Then there are customers who have booked hotels via laterooms. The advice is, because the payment goes straight to the hotel, they should be ok. The stories have been emerging on social media of people who think their breaks may be ruined including winter bookings in iceland, for instance. Weve researched the company thoroughly before we actually sort of paid out the money and there was no hint. No. At that time, just a month ago, that there was any Financial Difficulties at all. Super break was drumming up business close to its end. Never too late to visit manchester, it said. And in a statement after its failure, it added that hotel only bookings could be cancelled and people might be asked to pay twice. This is a massive worry for thousands of people, who might have booked tickets to shows in londons west end, or entries to a theme park, along with the hotel rooms to put the family up for the night. And the concerns are, well, the hassle factor, trying to sort it all out, whether theyll be allowed in and whether theyll lose their money. There is some reassurance. The deep, hulls aquarium, said it would honour entry vouchers from affected families, saying it wasnt their fault. The owners of legoland and alton towers said theyd charge 50 of the gate price. But the travel body abta says many should be able to get their money back later. If youve got rail tickets plus a theatre ticket, for example, that is a package holiday, which will be protected by abta. If youve got a package holiday which involves a flight, that will be protected by atol. So, if youve got what we call accommodation only so, for example, a Hotel Booking on its own, that typically wouldnt be protected. Abta advises that those on a break having to pay again for the hotel should get receipts, and if its a package, theyll be reimbursed after making a claim. Simon gompertz, bbc news. Trade and beef which was long blocked from the eu pocket to make markets due to hormones comes after a day of volatility list stocks following with the decision to provide more tariffs on chinese imports. Lets get more on this with oui imports. Lets get more on this with our reporters. Trade talks really dominating at the moment so tell us what was announced today with regards to europe . Definitely a tale of two different stories on the trade frontier, some progress and a sense with your app and definitely a step backwards with china so lets start with europe and this is announced in the last couple of hours or so and donald trump in the white house saying there is going to bea white house saying there is going to be a new agreement opening up eu markets to us beef export and he said this will increase duty free us beef exports to the eu by a6 and he said this will increase duty free us beef exports to the eu by a6 in the first year of this agreement. And so it is really quite significant and it is really quite significant and it comes as both sides are trying to raid the groundwork for a wider ranging trade deal between the two so people will say this toxic has stalled over the issue of agriculture but this could now get it back on track. Good news for the us and eu but what about the us and china . Very different story there and what we have as more tariffs being imposed last night by donald trump and it is really being seen as an escalation in this long running trade dispute between the two sides and as often as the case, tweets we got last night from donald trump and look at what he said, he basically said from the 1st of september they will be imposing 10 of tariffs on 300 billion worth of chinese goods which comes from the top of 25 which comes from the top of 25 which already exists and it will hit a wide range of different goods, consumer goods, smartphones and electronics and that sort of thing and a lot of us business groups were quick to condemn this. Us chambers of commerce saying in a statement that they can then bed and it will lead to more pain for american businesses and they said that us economies otherwise do quite well and this is an unwelcome intervention there. We also had a reaction from china and the Foreign Ministry saying that they are warning for print retaliation. And it leads to the markets being in a tailspin today and asian markets we re tailspin today and asian markets were down overnight follow thread with europe and a sea of red there and us markets also down as well. There were talks last week so why this escalation . It was a surprise last night and it often does which is one of the things that is done with the trade war that is happening. Talks in shanghai between us and china which was seen as quite constructive and that is what both of them said, that the talks were constructive and looking forward to the continuation of the talks which was supposed be taking place in september. People were not expecting this so it seems like donald trump essentially feels there is a difference in what china promised to do compared to what is actually doing so going back to the g20 summit injune and at that time that was the last time we had donald trump and xijinping meet up and they liked it up something of a truce and said lets have an agreement to try to get the talks back on track and part of that, beijing committed to buying more Agricultural Products from the us and donald trump is basically saying that china is breaking their promises here and hence the imposition of new tariffs. As with anything, it is maybe some progress on the european front but a step back for china. That was with news from america and we are staying with news from america. The United States has formally withdrawn from a Nuclear Weapons treaty with russia raising fears of a new arms race. The agreement signed in 1987 by Ronald Reagan and Mikhail Gorbachev banned intermediate range nuclear missiles. The Trump Administration has blamed russia for breaching the terms of the treaty an accusation moscow denies. 0ur Diplomatic Correspondent James Landale reports. It was a crucial moment towards the ending of the cold war the moment, in 1987, when the leaders of the united and soviet union signed the intermediate range Nuclear Forces treaty. Ronald reagan and Mikhail Gorbachev promised to destroy all their missiles with ranges of between 300 miles and 3,a00 miles, eliminating at a stroke an entire class of Nuclear Weapon. The mobile ground launched Nuclear Weapon hard to detect and could strike anywhere in europe within minutes, but in recent years, russia has begun testing and deploying a new cruise missile, which the us says breaches the inf treaty. So theyve withdrawn from the agreement, much to the concern of the international community. The world will lose an invaluable brake on nuclear war and this will likely not reduce the threat caused by ballistic missiles. Regardless of what transpires, the parties should avoid destabilising developments and urgently seek agreement on a new common path for International Arms control. The us had given russia six months to comply with the treaty, but moscow denied its new missile broke the rules and blames the us for ending the agreement. The risk now is that the demise of the treaty sparks a new arms race between russia, china and the us. Nato leaders promised to ensure that the alliances defences remain credible, but said they would not mirror russia and deploy new land based missiles. We dont want a new arms race. Thats the reason why we will respond in a measured and defensive way. And thats also the reason why we continue to work for arms control, nonproliferation and disarmament. Lets now speak to lynn rusten Vice President of the Global Nuclear policy programme at the Nuclear Threat inititaive a us Non Profit Organisation working to prevent Nuclear Threats. Thank you for speaking to us a new arms race, would you go that far .
