Raf helicopter crews are trying to save a dam in derbyshire amid fears it could burst and engulf much of the town of Whaley Bridge. The chinooks are dropping bags of sand, gravel and stone to shore up the dam wall. Experts say the situation is critical. Around 1500 residents were moved out of their homes yesterday. The Prime Minister has said his thoughts are with them and the governments Emergency Committee cobra is meeting this afternoon. From Whaley Bridge our correspondent laura foster reports. The rain has gone, but the hard work goes on. Chinook helicopters have been flying in every 10 minutes since 5. 30 this morning, each armed with tonnes of sand, and gravel. They have moved 200 tonnes so far, but engineers say they need to move at least double that to shore up the dam wall. All of the gravel coming from local quarries. Its a really difficult task for crews, we are being asked to get a real precision drop. Weve got to get as low as we can, you can see behind us that the guys and girls are taking a bit of time to get in there. Also we have got to make sure its done not too high, so we dont put more stress on to the dam itself. But also we have got to get them into sort of centimetre square areas, so its a bit like a big lego block were building. We have got a foundation in there and were carrying on building each on top of each other. The problem is this spillway, damaged after a months worth of rain here fell in a single week. Its putting the hundreds of homes that lie below it in jeopardy. The plan really for the fire service is to stop water coming into the reservoir. We are using the chinook and the raf co ordinated to dam up these inlets and at the same time get as much water out of reservoir as we can to take pressure off the dam wall. Because theres still a real risk that it could collapse . Yes, the Structural Engineeron site, hes very concerned about that and basically the information we have had is we have to do something here, because its not going to go away on its own. Meetings like this have been happening throughout the night and all through this morning. Its a really joined up operation here. Right now the engineers are trying to clear land so they can put more water pumps in. The idea is if you can reduce the amount of water in the reservoir, it reduces the pressure on the dam. After the dam spillway partially collapsed yesterday afternoon, People Living in Whaley Bridge were told to evacuate as the town could be flooded. Most stayed with friends and family. Some were put up in hotels. 0thers used camper vans. Our house is about 30 feet from the river, so its pretty risky really. So, i dont know if the dam went, i dont think wed have a house, to be honest. The Prime Minister has called an emergency cobra meeting this afternoon to discuss the situation. Engineers are still assessing what exactly caused the dam to partially collapse, but all the people who live here care about is that the warm sunny weather continues and if and when they may be able to go back home. What are your thoughts when you see these pictures from derbyshire . The initial focus needs to be to ensure that all of the resources the Emergency Services need are being provided to the rescue effort to make sure the dam can be saved and there is no potential breach of the dam. We need to look at the adaptations that we need to cope with Climate Change because we know we will get more extreme weather in the future, which means more water at certain times of the year, less water at other times, and that means we will need to look at all of our infrastructure, to look at whether we have a truly resilient water system, because at the moment, we are not ready for Climate Change, not ready for the 2 degrees rise thatis not ready for the 2 degrees rise that is predicted by some now, let alone the four degree rise in Global Temperatures that the committee on Climate Change is suggesting that the uk needs to brace itself for. We have known about the risks from Climate Change for decades, so why are we not better prepared . I think the country has been far too slow to adapt, but we are starting to take those steps. Parliament agreed a few months ago to a labour motion declaring a Climate Emergency. That motion said we are on the cusp of an emergency, and if we dont act quickly, we wont be able to stop irreversible Climate Change. That means we need to see a different type of activity from the government. The Environment Agency have said that they need £1 billion a year to avert catastrophic flooding not only in coastal areas but around our rivers as well. They are not funded anywhere near that level at the moment. I think we need to be more honest and say we need transformative to be more honest and say we need tra nsformative change in to be more honest and say we need transformative change in our economy and how we run it, to cope with Climate Change. More extreme weather, as we have seen in derbyshire and around the country, is going to be the norm in the future, so we need a much more resilient infrastructure both for water, transport, housing and Everything Else as well, and we are going to have to find new ways of paying for that. That is why labour has said we want to bring the water industry back into Public Ownership and use the dividend is currently leaking out of the system to pay for private shareholders to invest in that Climate Change mitigation. We are on the cusp of a Climate Emergency and we cant keep going on as we have in the past, so we need swifter action by ministers notjust to look after our Water Infrastructure but to look after those vulnerable areas that will be affected by Climate Change, and that is right around the United Kingdom. What about some of the Planning Decisions that get taken . Some residents are saying they are baffled by the fact that a school was built at the base of this dam. Many properties have been built over the years on flood plains, and then we wonder why they flood. What will change locally in terms of Planning Decisions . We have made bad decisions . We have made bad decisions as a country over the yea rs, decisions as a country over the years, and that means we have to look again at some of those. Steps have been taken in wales, where there is the first town in the United Kingdom with an evacuation plan to cope with Climate Change. We wont be able to protect it from rising sea levels in the future. That is an extreme case of the adaptations that we will need to put in place, but we need to spend more on flood defences. Some of those will be big steel and concrete barricades, and others will be a greater focus on planting, barricades, and others will be a greaterfocus on planting, changing the way that agriculture uses land to hold more water in the event of heavy rainfall, but we need a com plete heavy rainfall, but we need a complete system change. We wont be able to cope with Climate Change are full we wa nt able to cope with Climate Change are full we want to do is continue the way that we currently lead our lives. It was a good win for the lib dems and showed that the message that borisjohnson is taking to the country isnt one that is already popular with voters. I wa nt to is already popular with voters. I want to see a general election, to see the chance to put the labour ma nifesto to see the chance to put the labour manifesto to the people and change the course of the government we have got. There are big challenges for all Political Parties at the moment, but i think the best way of approaching those is not to hide away but to face up to them and say, look, we will need to have those conversations with voters, keep going, and now we move onto another by election the one we have seen in wales. The party overturned a conservative majority of 8,000 to clinch the seat byjust over 1a hundred votes. Labour were beaten into fourth place by the brexit party. It was celebrations all around in brecon this morning. The liberal democrats victory means the party finally has a seat again in wales and it is a first boost for their new leader. This result sends the message that liberal democrats are winning again. And it comes off the back of her local election success, our best ever European Election results, and it is clear that people dont have to settle for either Boris Johnson orJeremy Corbyn. The liberal democrats are providing a positive alternative and here in brecon and radnorshire people have voted for that in their droves. This by election was triggered following conservative chris davies conviction in march of submitting false expenses. The result means the tories have a narrow majority of just one in westminster. It is never easy having a tiny working majority but the broader point is it will not distract us from what we have explicitly promised to do. That is deliver brexit so we can seize the opportunities it provides. This constituency lies within the county of rural powys, where the brexit party came out on top in the european parliamentary elections. It comes as no surprise that the brexit party came third. And brexit was no doubt a hugely contributing factor amongst constituents. We voted to come out and that is the reason we are here. It is driving us up the wall. I have heard too much about brexit, yes. I voted liberal alliance. The narrow victory for the lib dems was helped by the other remain parties, plaid cymru and the greens, choosing not to stand, handing the victory to jane dodds with just over a thousand votes. Labour suffered a significant blow, falling to fourth, prompting further questions about its stance on brexit. Constrtuctive ambiguity has not helped us in the last few years. We have tried to say to brexit voters, we are in favour of brexit, but we are in favour of remain. Without a doubt this is a blow for the new Prime Minister. In a general election, it would be interesting to see where the lib dems would be willing to repay the favour, so to speak. 0verall, leave parties did better than remain parties. The share of the brexit party and the conservatives was bigger than that of the lib dems, but that is an issue for Boris Johnson, just over a week into his premiership. He has not been able to see off the brexit party even if he did not lose quite as many votes to them as some people expected. It is difficult for any party to behave in a different way, and parties in the uk are used to being adversarial. You might consider whether that is actually one of the problems of the politics of the United Kingdom that it is adversarial in Party Interest first in every case. That is the problem we pays for we face for labour and the tories. This was difficult for plaid cymru and we have supporters who were disappointed they couldnt vote for a plaid cymru representative in brecon and radnorshire. We did this for a reason, which was that brexit is the worst threat facing wales. 0ur communities, our culture, our language and our economy, and if we call ourselves the party of wales, then we put wales first, before the party. In this instance, in order to ensure that remain had the best chance of winning, we stood back, took the initiative. We are one of the leading voices of this in the first instance. We took a step back for wales. If we hadnt done that and set that tone, we could be facing another brexit mp back in place, back in westminster doing the damage to our economy and our communities, which well for your. You have put yourselves in an alliance with parties that are anti brexit, not just no alliance with parties that are anti brexit, notjust no deal, and yet, overall, wales voted to leave, so yet, overall, wales voted to leave, so what do you tell those leave voters when you are trying to frustrate that vote in 2016. My party has behaved since the referendum to try to explain to people as best we can have damaging the lies and the falsehood and the fantasies and ideology being presented through brexit will be to wales. It is not a matter of reflecting, it is a matter of doing our best to lead. What we have done is uncomfortable politically, it is not what politicians normally do, but we have gone out on a limb to do what we believe to be the best for wales. 0ne what we believe to be the best for wales. The momentum for every other constituency in wales virtually is for remain also might, because people have been singing that they have been lied to. People have been saying that the economy will be fine but people realise that is just not the case. This is real politics in action, notjust ideologies and the tories playing games with themselves that they have been trying to resolve since the 70s, labour living in this fantasy world where people are talking about austerity over brexit, this is real politics. And real vote rs, brexit, this is real politics. And real voters, when thinking about how best to use their valuable vote, they wont be doing that on a party basis but on base but based on the best effect. Our personal finance correspondent Simon Gompertz reports. Yes, it is the holidays and a terrible time for a holiday provider to go under. Super break has 400 people has 400 people overseas and many bookings, many in the uk. And many customers have but hotels via laterooms. Because the payment go straight to the hotel, they should be ok. The stories have been emerging on social media are people who think their breaks might be ruined, including winter bookings in iceland, for instance. We have researched the company thoroughly before we paid out the money and there was no hint at that time, just a month ago, that there was any Financial Difficulties at all. Super break was drumming up business close to its end, never too late to visit manchester, it said. And in a statement after its failure, it added that hotel only bookings can be cancelled and people might be asked to pay twice. The results are based on billions of measurements across the world. These latest figures are part of a long term trend in rising Global Temperatures and computer models predict more summer temperature records will be broken across the world more often. The separate assessment by the World Weather attribution group shows the fingerprint of temperature change and temperatures are three degrees hotter than they would have been because of Greenhouse Gases. This record shows that the average temperature around the world injuly was about 1. 2 degrees above its preindustrial rate. That is getting very close to the 1. 5 degree threshold that the countries signed up threshold that the countries signed up to in the Paris Agreement and will put pressure on governments do they really have to act urgently and set a plan to cut their emissions down to zero by the middle of the century. Individual heat waves cant be pinned to human created global warming, but the increase in extremes warming, but the increase in extre m es of warming, but the increase in extremes of weather that we are seeing is in line with the predictions made by Climate Change experts and they say theyre likely to get worse and more frequent. The bbc has analysed data from 1,000 cities to measure how temperatures are changing. With me are the journalists who did that research Nassos Stylianou and Clara Guibourg from that team why did you choose to do this analysis . There is a lot of conversation around Climate Change and that one degree rise globally, but what we thought would be an interesting way to help our audience understand it is to actually find the temperature increase for their particular city and this features a thousand cities around looks not at how temperatures have increased so far, but using data from climate models, looks at how they could continue rising. Tell us more about what the data shows. It is striking, it shows thatjuly what the data shows. Water is having to be pumped up and to shore up the damaged reservoir wall, the raf, pa rt damaged reservoir wall, the raf, part of a big team of people, including engineers and people from the local authorities, are dropping in 400 tonnes of aggregate around the wall to try to shore it up. 1,500 people have been evacuated from their homes, because of this risk that the dam could collapse. It isa risk that the dam could collapse. It is a critical situation, but the weather has improved and the water levels have reduced by 20 centimetres. But theyre doing everything they can to try to get the water level down, reduce that pressure on the wall and allow the repairs to begin. Raf helicopter crews have spent the day trying to save a dam in derbyshire amid fears it could burst and engulf much of the town of Whaley Bridge. The chinooks are dropping bags of sand, gravel and stone to shore up the dam wall. Experts say the situation is critical. Around 15 hundred residents were moved out of their homes yesterday. The Prime Minister has said his thoughts are with them and the governments Emergency Committee cobra is meeting this afternoon. From Whaley Bridge our correspondent laura foster reports. The rain has gone but the hard work goes on. Chinook helicopters have been flying in every ten minutes since 5 30am, each armed with tonnes of sand and gravel. They have moved 200 tonnes so far, but engineers say they need to move at least double that to shore up the dam wall. All of the gravel coming from local quarries. Its a difficult task. We have to get as low as we can. You can see behind us the guys and gals are taking a bit of time to get in there because we have to make sure it is done not too high to put more stress onto the dam, but we have to get them into centimetre square areas. It is like a lego block we are building, put a foundation in there and carry on building on top of each other. The the problem is this spillway, damaged after a months worth of rain fell in a week. It has put hundreds of homes injeopardy. The plan for the Fire Services to stop what is coming into the reservoir using the chinook and the raf coordinated to dam up those in lights, and at the same time to get as much water out of the reservoir as we can. There is still a risk it could collapse . Yes, the Structural Engineer is very concerned about that. And basically, the information we have had is we have to do something here because it is not going to go away on its own. Meetings like this have been happening throughout the night and all through this morning. It is a joined up operation. Right now the engineers are 21 more water pumped in. The idea is if you can reduce the amount of water in the reservoir, it reduces the pressure on the dam. After the dam spillway partially collapsed yesterday afternoon, People Living in Whaley Bridge were told to evacuate as the town could be flooded. Most stayed with friends and family. Some were put up in hotels. 0thers used camper vans. My house is about 30 feet from the river, so it is pretty risky, really. I dont know, if the dam went, i dont know if we would have a house, to be honest. The Prime Minister has called an emergency cobra meeting this afternoon to discuss the situation. Engineers are still assessing what caused the damage to partially collapse but all the people who live here care about is that the warm, sunny weather continues and if, and when, they may be able to go back home. In the last hour and a half, there has been a big meeting over here at the Football Club of the Emergency Services, the raf, the council, everyone has been involved, and they are having a briefing. They have been coming since around 5am. You will soon see it coming into vision. They have been loading this mixture of sand and gravel down onto the spillway of the dam. They are taking longer to do this than this morning because now every single placement is a little more delicate. They are more targeted, rather than before, when there was a big area and they needed to fill it. We are told that the priority is still this should look. They are lowering down gently, as you can see. Each bag is about one tonne, and they have done about 200, and they have another 200 to go. Things may change, still a big threat that this dam may flood the town. We hope to learn a little more about what is needed to ensure the safety of this town after the briefing has been completed. While the helicopters are here, the firefighters cant do the otherjob they need to do, which is to build water pumps on the south side of the reservoir. The liberal democrats are providing a positive alternative and here in brecon and radnorshire people have voted for that in their droves. This by election was triggered following conservative chris davies conviction in march of submitting false expenses. The result means the tories have a narrow majority of just one in westminster. It is never easy having a tiny working majority but the broader point is it will not distract us from what we have explicitly promised to do. That is deliver brexit so we can seize the opportunities it provides. This constituency lies within the county of rural powys, where the brexit party came out on top in the european parliamentary elections. It comes as no surprise that the brexit party came third. And brexit was no doubt a hugely contributing factor amongst constituents. We voted to come out and that is the reason we are here. It is driving us up the wall. I have heard too much about brexit, yes. I voted liberal alliance. The narrow victory for the lib dems was helped by the other remain parties, plaid cymru and the greens, choosing not to stand, handing the victory to jane dodds with just over a thousand votes. Labour suffered a significant blow, falling to fourth, prompting further questions about its stance on brexit. Constrtuctive ambiguity has not helped us in the last few years. We have tried to say to brexit voters, we are in favour of brexit, but we are in favourof remain. Without a doubt this is a blow for the new Prime Minister. He was in wales only on tuesday and came to the constituency to try and gather support for his man, but that just wasnt enough. His first electoral test failed. Boris johnsons task of getting any future brexit vote through parliament has become trickier. And tomos is in brecon for us. To what extent were local issues and influence here . This is a rural constituency with agriculture at its heart. When borisjohnson came to wales on tuesday, he was trying to allay any fears farmers had. Across the United Kingdom, whatever happens, potentially if there was a no deal scenario, dont worry, they would be able to get a better and stronger trade deal in future, even though at the time, farming unions we re though at the time, farming unions were saying that there could be civil unrest if a no deal scenario we re civil unrest if a no deal scenario were to happen. No doubt, potentially that played a part in the voting that happened yesterday. The other factor was something i alluded to in the piece how this by election came around in the first place. Chris davies, found guilty of false expenses back in march, triggering a recall petition here. 20 of the people here signed that petition, leading to the by election, so no doubt there was a feeling of needing a change here. The majority of the lib dems have is still quite small, so if there was a prospect of a general election in the near future across the whole country and there was a full campaignfor country and there was a full campaign for all sides, could they hold own . Their decision not to stand in this by election was clearly a big resounding help to the liberal democrats. As i say, they have a small margin, and that significantly help the margin they got to win the seat. Brexit has been such a divisive issue, notjust in wales or in this constituency, in the county of powys, an area that voted to leave. In mays eu parliamentary election, the brexit party came out on top in those. And i think potentially if there was a general election in the nearfuture, there is a possibility, with how things have gone here, that remain supporting parties may consider doing a similar thing so that another remain supporting party would come out on top. Interestingly, if you look at the numbers from the results last night, you will see that the tory party in the brexit party added together would easily have beaten the lib dems, so potentially, would those sides seek to do something similar to how the lib dems, greens and dam wall acted in this election . But the travel body abta says many should be able to get their money back later. If youve got rail tickets plus a theatre ticket, for example, that is a package holiday, which will be protected by abta. If youve got a package holiday which involves a flight, that will be protected by atol. So, if youve got what we call accommodation only so, for example, a Hotel Booking on its own, that typically wouldnt be protected. If you are in that position, talk to your travel agent if that is who you are booked through, but it is, im afraid, a bit of a mess, and exposes the problem is that there are with protecting travel bookings. What if you are about to take a trip with either of these companies . Yeah, thats the question that thousands of people are facing. Most of them, its actually, i hope, going to be quite straightforward, because the business that super breaks have been infor business that super breaks have been in for the last 36 years, doing very good stuff, is usually putting together train tickets, may be a trip to london, york or edinburgh, and a hotel. The train and a hotel room are still there, and it may be that if you booked through a travel agent, they will be able to get you the same thing. It also applies for overseas trips. As you say, coming right at the start of august, this is the last thing that anybody wants, and it does of course raise questions about the health of other travel providers. These children are here for a recuperative rest. All are in remission, recovering from cancer, likely to be as a result of chernobyl, the worlds Worst Nuclear Accident when, in 1986, a reactor at the Nuclear Power station in the ukraine exploded, sending a radioactive plume across europe. It happened 33 years ago but these children still live in radioactive environments in belarus. When there was the accident at chernobyl, the wind was blowing northwards so a lot of contamination fell onto belarus. Although much of it blew across europe, but belarus was the country that got most of the radiation so there are areas of contamination still all over belarus so even though some of the children may live hundreds of miles from the actual chernobyl reactor, theyre still breathing contaminated air and eating contaminated food every day. Were going to now demonstrate how to toast a marshmallow. And thats why, over the last two decades, a charity based in derbyshire has brought over 5,000 children to the uk to give them some respite. Doctors believe that these children spending time here in the fresh air, eating fresh food without contamination, can boost their immune systems for up to two years. The rain has gone but the hard work goes on. Chinook helicopters have been flying in every ten minutes since 5 30am, each armed with tonnes of sand and gravel. They have moved 200 tonnes so far, but engineers say they need to move at least double that to shore up the dam wall. All of the gravel coming from local quarries. Its a difficult cry task. We have to get as low as we can. You can see behind us the guys and gals are taking a bit of time to get in there because we have to make sure it is done not too high to put more stress onto the dam, but we have to get them into centimetre square areas. It is like a lego block we are building, put a foundation in there and carry on building on top of each other. The problem is this spillway, damaged after a months worth of rain fell in a week. It has put hundreds of homes injeopardy. The plan for the Fire Services to stop what is coming into the reservoir using the chinook and the raf coordinated to dam up those in lights, and of the same time to get as much water out of the reservoir as we can. There is still a risk it could collapse . Yes, the Structural Engineer is very concerned about that. And basically, the information we have had is we have to do something here because it is not going to go away on its own. Meetings like this have been happening throughout the night and all through this morning. It is a joined up operation. Right now the the engineers are 21 more water pumped in. The idea is if you can reduce the amount of water in the reservoir, it reduces the pressure on the dam. After the dam spillway partially collapsed yesterday afternoon, People Living in Whaley Bridge were told to evacuate is the time could be flooded. Most stayed with friends and family. Some were put up in hotels. Others used camper vans. My house is about 30 feet from the river, so it is pretty risky, really. I dont know, if the dam went, i dont know if we would have a house, to be honest. The Prime Minister is called an emergency cobra meeting this afternoon to discuss the situation. Engineers are still assessing what caused the dam to partially collapse but all the people who live here care about is that the warm, sunny weather continues and if, and when, they may be able to go back home. We are standing here next to the top of the reservoir, and in the last hour or of the reservoir, and in the last hourorso, of the reservoir, and in the last hour or so, the firefighters have been working hard to build a very big jigsaw puzzle. You can see the snake like thing ahead. That is a heavy volume water pump. The idea is to put eight of these in in order to pump more water out of the reservoir, reducing the pressure on this dam wall. The firefighters have stopped because a chinnock helicopter is about to come in and drop offa helicopter is about to come in and drop off a couple of tonnes of aggregate, a mixture of sand and gravel. That has been happening since around 5am, every ten minutes orso, since around 5am, every ten minutes or so, but this afternoon, it takes a little longer because they are fitting pieces in a delicate puzzle to strengthen the dam wall. There will be a big spray of water as the helicopter approaches the wall of the dam, then it will slowly lower in. They have done 200 tonnes so far, and experts reckon there was another 200 to go, at least. There has been a multi Agency Meeting in the last hour. Experts have been meeting to discuss where we are and what needs to happen next. The residents will be told more about the situation in the next half an hour, and the media will be told more about it after that. The priority is to support this wall. As you can see, hovering in place, and will gently lower down the aggregate, the ballast. Putting those tonnes of material into a very specific place. Of course, the teams who are working on the water pumps have to pause while the tune up is here, for safety reasons. Supporting the wall is still the priority but they are working very hard on the water pumps as well. While the chinnock is here. They have been doing this since very early this morning, stopping only to refuel. Hovering exactly where they need to in order to preserve the dam wall as carefully as possible. And all of this is because there is still a critical threat to the town, all the houses below the reservoir. 1500 people were evacuated last night, many choosing to stay with family and friends, others being put up in hotels. Some sleeping in their camper vans. Hotels. Some sleeping in their camper vans. There is still a very serious threat, and there is a worry that this dam may flood the town. Given that everyone has to stop working in orderfor the helicopter to come in, if you look around, all the firefighters, Emergency Services and helpers, are watching in all, because they know how important it is to get this right. All waiting for that to happen. So many Emergency Services have been here all night, and many of them havent eaten, but luckily, we have had people like the manchester sso come down with food. We were directed here, and we have been serving food for the last three or four hours. Amazing. The helicopter hasjust dropped off the next round of aggregate and is now filing away. Tell us what it is about this construction, how this dam is constructed, that has led to this problem. The dam is constructed in order to provide a water supply, to balance the flows in the peak forest canal. The dam holds a certain volume of water, and the inflows are controlled by a mechanism upstream. Normally the water flows on a bypass channel and down into the river, but given the huge amount of water that has fallen in the past week, that is now flowing directly into the reservoir, or was. That because the water level to rise and then to spill over the other side, as we saw. They are trying to reduce the pressure by extracting water further upstream. Where does that water gets stored . Do you mean where are they removing it to . Yes. They will be trying to pump the water out of the reservoir as best they can, and they will be discharging that to the river. 0h, thatis discharging that to the river. 0h, that is immensely frustrating, isnt it . The party overturned a conservative majority of 8,000 to clinch the seat by just over 1400 votes. Labour were beaten into fourth place by the brexit party. It was celebrations all around in brecon this morning. The liberal democrats victory means the party finally has a seat again in wales and it is a first boost for their new leader. This result sends the message that liberal democrats are winning again. And it comes off the back of our local election success, our best ever European Election results, and it is clear that people dont have to settle for either borisjohnson orJeremy Corbyn. The liberal democrats are providing a positive alternative and here in brecon and radnorshire people have voted for that in their droves. This by election was triggered following conservative chris davies conviction in march of submitting false expenses. The result means the tories have a narrow majority of just one in westminster. It is never easy having a tiny working majority but the broader point is it will not distract us from what we have explicitly promised to do. That is deliver brexit so we can seize the opportunities it provides. This constituency lies within the county of rural powys, where the brexit party came out on top in the european parliamentary elections. It comes as no surprise that the brexit party came third. And brexit was no doubt a hugely contributing factor amongst constituents. We voted to come out and that is the reason we are here. It is driving us up the wall. I have heard too much about brexit, yes. I voted liberal alliance. The narrow victory for the lib dems was helped by the other remain parties, plaid cymru and the greens, choosing not to stand, handing the victory to jane dodds with just over a thousand votes. Labour suffered a significant blow, falling to fourth, prompting further questions about its stance on brexit. Constrtuctive ambiguity has not helped us in the last few years. We have tried to say to brexit voters, we are in favour of brexit, but we are in favour of remain. Without a doubt this is a blow for the new Prime Minister. He was in wales only on tuesday and came to the constituency to try and gather support for his man, but that just wasnt enough. His first Electoral Task failed. Boris johnsons task of getting any future brexit vote through parliament has become trickier. And tomos is in brecon for us. What were the local issues at play in this election . First, the reason why the by election was triggered, as mentioned, because chris davies, the mp, the tory mp, was found guilty in march of submitting fake expenses. That was one reason. Second, this is a rural constituency, agriculture is at its heart, and the farming unions here have strongly condoned a no deal condemn a no deal scenario. The farmers were concerned about how the negotiations were going and no doubt that has played a part. Of course, brexit was another issue, lingering in the background, as it is across the country. So divisive and people on different sides of the argument, giving their opinion in this vote. That was reflected clearly in the numbers. We can see the lib dems did win with the help of votes that came from plaid cymru and the greens. If you contribute the Brexit Party Vote to the conservative party vote, the conservative party would have clearly won, the two brexit parties would have clearly won. This is a constituency that voted to leave, so no doubt, at the end, brexit was a big issue for many people here, even though agriculture is a more local issue that impacts on peoples lives here. Lets return to the operation to shore up the plaid cymru that has partially collapsed in derbyshire. We were trying to speak to doctor Nicholas Howden, a tell it like an expert in Environmental Engineering at bristol university. Thank you for bearing with us while we reconnected the line. How soon will it be before engineers can properly assess what has happened and what needs to be done to properly repair this wall . Initially, they will concentrate on lowering the water level in the reservoir to such an extent that they can establish that it is safe. That will probably take a number of days to do at the current rate of pumping, soi days to do at the current rate of pumping, so i think they are estimating about three or four days to do that. Then once they have continued to add the bags of aggregate to the front of the dam, that should be balancing the forces and stabilising that side. Then the process of trying to understand what went wrong will begin, and i would have thought that would take a number of months. And the repairs how difficult a job is that . In essence, to make the repairs, they will need to draw down the level in the reservoir. They will have to do a full investigation and then decide what they are going to do in order to modify that structure. Looking at the dam structure itself, it has been the subject of repairs in the past, and these sorts of things have happened before. Once an investigation has established the cause, the engineers will be able to put forward the solution and repair the dam. How many other third nights in the country are constructed in a similar way in the country are constructed in a similarway and might in the country are constructed in a similar way and might be similarly at risk . I dont know off the top of my head, but a large number of dams in the uk are regularly inspected, and they are being looked after by qualified engineers who will be aware of where maintenance is required, and they will be actively looking at those and making sure that they are safe. Sometimes there are certain that they are safe. Sometimes there a re certain events that they are safe. Sometimes there are certain events that we cannot necessarily foresee but because some kind of failure. In this group, super break has has 400 people overseas and 53,000 forward bookings, many of those within the uk. Then there are customers who have booked hotels via laterooms. The advice is, because the payment goes straight to the hotel, they should be ok. The stories have been emerging on social media of people who think their breaks may be ruined including winter bookings in iceland, for instance. Weve researched the company thoroughly before we actually sort of paid out the money and there was no hint. No. At that time, just a month ago, that there was any Financial Difficulties at all. Super break was drumming up business close to its end. Never too late to visit manchester, it said. And in a statement after its failure, it added that hotel only bookings could be cancelled and people might be asked to pay twice. This is a massive worry for thousands of people, who might have booked tickets to shows in londons west end, or entries to a theme park, along with the hotel rooms to put the family up for the night. And the concerns are, well, the hassle factor, trying to sort it all out, whether theyll be allowed in and whether theyll lose their money. There is some reassurance. The deep, hulls aquarium, said it would honour entry vouchers from affected families, saying it wasnt their fault. The owners of legoland and alton towers said theyd charge 50 of the gate price. But the travel body abta says many should be able to get their money back later. If youve got rail tickets plus a theatre ticket, for example, that is a package holiday, which will be protected by abta. If youve got a package holiday which involves a flight, that will be protected by atol. So, if youve got what we call accommodation only so, for example, a Hotel Booking on its own, that typically wouldnt be protected. Abta advises that those on a break having to pay again for the hotel should get receipts, and if its a package, theyll be reimbursed after making a claim. Simon gompertz, bbc news. Well, lets speak to abta spokesman sean tipton hes in our westminster newsroom. Just tell us how abta responds in a situation like this. When we get confirmation from a company that they are insolvent, we say thank you, put up notice to our members and pointed out to the press, and we ask them to give them a full list of customers affected for whom they are responsible. We have been going out to hotels saying, dont charge them again, we will pay you, because we know people havent budgeted for that. That is usually successful because hotels no who we are. There isa because hotels no who we are. There is a split responsibility between abta and the Civil Aviation authority, who are on the atoll scheme. The caa are responsible for packages involving flights, and there will be people who have gone overseas who will be doing the same, contacting their hotels. Then it is a question of dealing with people who are due to depart imminently. We tell them what to do and send them a claim form digitally so they can start processing the refund. It is not the best news. We are talking about tens of thousands of people affected, but as long as they get the process going for a refund for packages, and if they have paid for accommodation only, get that going with their Credit Card Company or bank, then Contact Hotels to say if you still want to come. They will cancel bookings pretty quickly if they think you are not going to come. Very disappointing for people who have saved up all year and were looking forward to their trips. In terms of the speed with which people can get refunds, and i hope they can rebook, how quickly does it happen . We try to do this as quickly as possible. You have to stop the claims process going, so have a look on our website if you have a package involving a railjourney, and for flights, go to atols caa website. I spoke to one woman who had had a payment already. It can happen quickly. This is not a particularly big travel company, which hopefully will mean we can get them done quickly. Sometimes the documentation required slows things down because people dont provide the right information to process. Is the coverage provided getting greater or fewer . Lots of people plan their own trips and dont necessarily enjoy this kind of detection. The number of people protected with packages is going up.
