Here is the result the lib dem candidate jane dodds overturned a conservative majority of over 8,000 to beat the incumbent mp chris davies byjust over 1,400 votes. The brexit party pushed labour into fourth place. 0ther pro remain parties had stood aside to allow the lib dems a better chance to reclaim the seat they lost in the 2015 general election. 0ur political correspondent, Jonathan Blake spent the night at the count and sent this report. The votes had been cast and the counting could begin. Conservatives fighting to hold on, liberal democrats sensing a chance. Both sides knew it would be close. Interestingly this constituency resides with in the county of powys, where the brexit party came out on top in the European Parliament elections. Is a hugely divisive issue here. As tomos morgan said, many candidates predicted a much larger victory for the lib dems, they expected the brexit party to do better to further spread the pro brexit vote, and the remain parties coalesce together but on the leave side the tories and the brexit party we re side the tories and the brexit party were pretty much split. I think there is some grants for optimism for borisjohnson there is some grants for optimism for Boris Johnson and there is some grants for optimism for borisjohnson and the conservatives, polls have suggested a little bit of a boost in support for the tories since borisjohnson got the keys to number ten downing street. Of course we know that by elections are not the same as general elections, but what do you think we have learned from this general election result . Three things we suspected were true from the recent opinion polls are largely by by election result. Conservatives are indeed enjoying something of a bounce under Boris Johnson, are indeed enjoying something of a bounce under borisjohnson, but it is very specific, it is squeeze on the Brexit Party Vote, it got far less tha n the Brexit Party Vote, it got far less than its 30 in the constituency back in may, and what the brexit party achieved in peterborough, where they only narrowly lost out on a by election and defeated the conservatives quite substantially. The conservatives clearly emerged way ahead of the brexit party here, but not well enough to win the seat, and the Brexit Party Vote needs squeezing further by the conservatives. The second thing we have had confirmed, with the labour party recording its worst ever performance in this constituency, just saving its deposit, is the labour party is in actual trouble, many labour voter was switching in order to defeat the conservatives, however. Ability revival in Westminster Voting intentions, which has so far only really been confirmed by the polls, is now very clearly evidenced in the by election result. It is not a by election result. It is not a by election we would expect them to win as much as a couple of months ago, but here in a place where they previously had local strength and Still Holding some bit seat and a lwa ys Still Holding some bit seat and always have had, and have had the constituency for much of the time between 1985 and 2015, they had demonstrated that in those circumstances they can do well enough to be able to defeat the conservatives. This is a warning sign to the conservatives who i think Aaron Driscoll getting rather overexcited by noticeable but not very large leads over labour in many of the opinion polls, that one of the things they have to worry about is losing seats to the liberal democrats, and on this kind of performance, 40 or 50 liberal democrat mps is not inconceivable in any general election, and i could make the difference between Boris Johnson having a majority and not. Jo swinson said it shows that the lib dems are winning again and could provide a real alternative to what was on offer, notjust from Boris Johnson but also jeremy was on offer, notjust from Boris Johnson but alsojeremy corbyn. Clearly they were helped here by the fa ct clearly they were helped here by the fact that other parties on the remain side of the argument decided not to put up candidates, but it looks as though they could be picking up, as we saw in the european elections, votes from the conservatives but perhaps also votes from labour supporters . They are picking up some votes from the conservatives, nine or 10 of those who voted conservative in 2017 had voted for the liberal democrats. At the end of the day, but is not the conservatives principal problem, that has been the loss of votes to the brexit party. The lib dems are gaining more from labour than the conservatives, because there are far more remain voters who have previously voted for the labour party and it is to remain as that the lib dems are primarily appealing. But notice the use of the language by jane dodds, appealing. But notice the use of the language byjane dodds, the new mp of brecon, of the lib dems being the rural voice. If they are going to turn the previous local strength in places like brecon, montgomery next door, ceredigion and much of the south west of england. Places which to leap in the eu election, they will have to link that stop brexit argument with the more traditional lib dems appeal that we are the party of the celtic fringe that defends your interests against london. The interesting thing is to what extent in this constituency they at least managed to put in some of the leave vote on the basis of that appeal. They have to be more than a one trick pony, the lib dems. If they are really going to reca ptu re if they are really going to recapture the losses they had in 2015. But this is certainly some encouragement about their ability to do so. We heard jane dodds say she was hoping this would burst Boris Johnsons bubble, it is a very swift setback for Boris Johnson and johnsons bubble, it is a very swift setback for borisjohnson and these things do have an effect on mood and on momentum . Borisjohnsons appeal is very much confined to the leave end of the uk, and bearing all those points in mind, it has at least made some progress in getting his party back to electoral health. The Emergency Services have been working through the night to try and divert water away from a Reservoir Dam in derbyshire, which is in danger of bursting after being damaged in recent flooding. The raf is dropping hundreds of tonnes of sand and gravel onto the dam. Yesterday hundreds of residents were told to leave their homes and they gathered at a local school. Simonjones has this report. A race against time. At first light, an raf helicopterjoins the battle to stop the dam collapsing. It will drop hundreds of tons of aggregate to try to prevent more water entering the reservoir, described by police as an unprecedented, fast moving emergency situation, as intense rain took its toll. Access to nearby Whaley Bridge remained blocked overnight, and a large part of the town evacuated. You cant risk it, can you . If something happens to the dam, i think were getting wet. I think people are horrified about what is happening. It is a shock, because this is peoples lives. Its where they live. A torrent of water flowing over the dam damaged its concrete panel. Sandbags have been put along the top of the reservoir. Pumps are being used to reduce the water to a safe level. The warning is the future of the dam wall remains in the balance. Theres about 1. 2 million tons of water in that reservoir. So the Environment Agency has issued a severe Flood Warning, because we dont know the state of the dam, and if there was a catastrophic failure, that volume of water at Whaley Bridge would have a devastating impact. The clean up is continuing in other parts of Northern England hit by flooding. The National Trusts lyme park in cheshire suffered major damage. But, near Whaley Bridge, residents have been told it could be days before they are allowed back home. They are just hoping they have homes to go back to. Our reporter dave guest is at the road block outside Whaley Bridge. The good news is utterly it looks as though at least it is not raining. What can you tell about the effo rts raining. What can you tell about the efforts under way to try to shore up this term and lower the water were cell level . The one good piece of news is that the sun is shining in the sky is blue, but that does not mean that the danger is past. Beyond that hill behind me is the reservoir and then the town of Whaley Bridge, but this and many other roads leading to Whaley Bridge remain blocked today, the main reason they have blocked this road is that it winds around there, just around the corner is a big stack of aggregate which additional helicopter has been lifting up and carrying to the reservoir. It is a two pronged attack, they are trying to block the breach in the reservoir but also trying to use it to divert water which would normally flow into the reservoir into other watercourses. This is a practised method of trying to relieve the pressure of the reservoir and trying to keep the water away. They had 16 high volume pumps provided by Fire Services from right around the country who have converged on Whaley Bridge, those pumps are trying to pump water out again to get the water level down so the pressure can be relieved on the dam wall, then it can be safe enough for engineers to have a closer look to see the extent of the damage, and how they will fix it. In the meantime, hundreds of people had to leave their homes and Whaley Bridge last night, someone to an Emergency Centre in a local school, i have been chatting to a guy who slept the night in his car. That situation will go on for some time, nobody can a nswer will go on for some time, nobody can answer the question of when they can all go home. Thank you very much indeed forjoining us. I think the aggregate is ensuring the integrity of the dam, there are 15 pumps as dave was saying taking Water Reservoir road beside the reservoir, the solicitors were opened yesterday and the operative from British Waterways has been there overnight bravely overseeing what is going on. Strangely enough, i was working on a project about a replacement of the valves which took place in 2011, and technically, without these pumps, it would take five days for the water level to halve within the reservoir, assuming we dont have more rain. So assuming we dont have more rain. So as others have said, this is a long haul operation. The work the ref half turn, i think is making a significant difference to maintain the integrity of the time, and as the integrity of the time, and as the water goes down the risk diminishes. You are saying it will ta ke diminishes. You are saying it will take five days to significantly bring the water level down, will that be the minimum amount of time which those people who have had to leave their homes will have to spend outside the town . That would be five days if there were not all these pumps here, but i cant say is what effect they would have, i do not know the technical capacity, but i just wanted to lower peoples expectations because people may be expecting to return home today and i think that is almost out of the question. There will be others at higher level with better information, but on the ground they are taking the right steps and there isa are taking the right steps and there is a fantastic response from the Emergency Services, is a fantastic response from the Emergency Services, the fire operatives here have been here for several days on call and working very hard. We will do, post referendum we faced a similar situation, not exactly the same situation, post referendum, and we expected that what would happen was that the pound went down, thats inflationary, and we felt it was appropriate to look through that bit of inflation, to make sure the adjustment was not taken in jobs, but was taken in inflation.
