We want to leave with a good deal, something that abolishes the undemocratic backstop, but if we dont get that good deal, we will be leaving with no deal, and since i arrived at the treasury, i have turbo charged our preparations, both at the treasury and helping across government to prepare for no deal, not because we wanted, but because we have to be prepared because we will be leaving on october the 31st. The chancellor has announced £2. 1 billion to go specifically on no deal planning, on top of the £42 billion of brexit preparation money already allocated when theresa may was in charge. From the money announced today, £3; million will be spent on upgrading border and transport infrastructure. More border officers, 500 of them, will be recruited. Another £434 million will be spent on making sure vital medicines are available, and £138 million will go on a Public Information campaign. Exactly how much of the 2 billion announced today is new on top the previous chancellor has already committed £4 billion to brexit, but it was a deal or not. I think the current counter is buying an insurance policy. If we do it with no deal at the end of october, we do need to have made preparations. In the end, if we do need it, we will be glad to have spent it. How much we can actually achieve in three months has to be open to serious question. The money announced today comes despite borisjohnsons suggestion that the chances of a no deal exit from the eu are vanishingly small. The shadow chancellorjohn mcdonnell says preparing for a no deal scenario is an appalling waste of taxpayers money. And the watchdog which looks into Parliament Spending says it will look into whether todays cash announcement is value for money. Weve got to call it out for what it is, it is bluster, megaphone diplomacy to brussels, spending taxpayers money like water to do so and we will be looking very closely to see what the taxpayer gets from this, if it is just money, you have to prepare for no deal, if that is still on the table. In a country where we have always been proud of the fact that if you need medicines, if you have a life threatening condition, they are three at the point of delivery. We all have friends and family who have life threatening conditions who are now seriously concerned that they cant get to the medicines that they need to because of the actions of this government. Its not good enough. The fact that they are having to do it at all shows that they have at it so badly wrong. The real message is to the eu saying that they are serious about it, it isa that they are serious about it, it is a strong hand . No, its not. Why would a responsible politician and government play poker with the welfare of the people, which is what they are doing. I have no time for they are doing. I have no time for the labour party either, they are doing exactly the same. They are all playing poker with the welfare of the people of this country and all of us, saying, if you dont go for a deal, then we go for no deal. To me, thatis deal, then we go for no deal. To me, that is just reckless. You do what is best for the country, you put the countries interest and the welfare of the people first. Police in madagascar say a british woman who fell to her death from a plane in mid air opened the door herself. 19 year old Alana Cutland a student at Cambridge University was on an internship on the island. The police this morning have confirmed to me that, yes, alana did definitely open the door of this small cessna style plane herself between five and ten minutes after it had taken off from a fairly remote airstrip in the north of the country. Theyre investigating multiple theories as to why she may have done that. There were at least two other people on the plane, including the pilot. Theres speculation, of course, that this might have been some sort of suicide act. There is also speculation. And, of course, her body is currently still missing, and so its hard for police to do much in terms of forensic investigations. But the other theories theyre working on was that this was some sort of mental crisis and also that this crisis could have been triggered by, its thought, anti malarial drugs that she may have been taking. She is on the lookout for acute Kidney Injury most often found in older patients. Warning signs from blood tests can take hours to come back, but mary will get an alert on her phone within15 minutes or so, if there is any cause for concern. Health care is mobile and real time. And this is the first device thats enabled me to see results in a mobile, real time way. Consultants involved in the project, which is being independently assessed, say it saves money on treatment, as well as helping patients. Potentially, it is life saving. We need to gather a lot more information about this technology and we need to look at it over a longer timeframe. But it is certainly the case that some patients are very unwell, information comes to the correct team very quickly and then we can put measures in place to try to make that patient safe and to reverse the impact on their kidney function. The royal frees collaboration with deep mind was criticised by the Information Commission over the use of patient data. The Commission Said the hospital had now completed all the required actions. Health analysts say there are exciting possibilities, but the nhs must take care in moving ahead with private sector partnerships. The agency says evacuation plans are under way, and the dam flood could cause water levels to rise rapidly. The police are saying that Whaley Bridge is being evacuated, if you have been asked to leave your home, at end of the chapel on the fifth where further direction will be given. Residents are being asked to make alternative arrangements to stay with friends and family, and also to ensure that any children and pets are taking with them, as well as medication for a number of days. They say if you are unable to leave your own home, contact the number 101 and ask for the police. But as you can see, the boulders have come through, the horsebox, the bales, literally the trees have been picked up and taken through this farm. Its taken out all the walls. Whats it like, doug . Whats it like . Just utter devastation, i have never seen anything like it ever, you know, and i hope we never will again. Its been unbelievable. Give us an idea of how much youve lost. In the background, i can see people retrieving the hay bales. Weve lost 250, 300 bales, and at least 80 sheep, many miles of walling and much debris across the fields, so theres a huge amount of work, and its going to take many months and years to get it back to what it should be like. The money will go towards extra Border Patrol officers and upgrading infrastructure at the uks biggest ports. The funding is on top of the £4. 2 billion allocated by the treasury since 2016. Part of the £2. 1 billion set aside to prepare for no deal is just over 100 million to ensure businesses are prepared for brexit. With me to discuss this is sonali parekh, head of policy at the federation of Small Businesses. Thank you for coming in. As smaller businesses prepared . We know that the government is doing a lot and spending a lot on preparing itself for a new deal scenario on the 31st october. 0ur evidence suggests that many smaller businesses across the whole of the uk are simply not prepared for aint no deal cliff edge brexit on the 31st october with no transition period. So for example, 66 of our smaller businesses that are currently exporting to the eu believe that a no deal scenario with no transition period would have a negative impact upon their short term Business Continuity and their growth. Ifi growth. If i was a business owner, i would be asking you, so on 31st october, if you leave without a deal, what will happen . Why do i need to do that i didnt have to do the day before . For example, if you are a Small Business right now that is exclusively cleaning it back trading with the eu, you do not need an economic registration number, however in the event of a no deal scenario, you would need a number to be able to continue with the eu and to be able to access some of the easements that we think the government would put in place for Small Business in parties such as transitional simplified procedures. What we are calling on the government to do is to automatically issue these numbers to vat registered Small Business traders that exclusively trade with the eu to ensure that they can continue to trade most any no deal brexit scenario. And not all vat registered presumably . There is a challenge and how to reach those businesses knows and working to work with the government to see how we can reach there smaller traders. In terms of a deal, in presumably there has been no further Small Businesses to get ready. Ideally we would want to see a deal with a standstill transition period to give Small Businesses the time they need to be able to prepare for whatever the eventual outcome will be in terms of the future of trading relationships with the eu. However at the moment given the uncertainty around how the Brexit Process is going to play out, we think it is with the important that the government provides more funding to support smaller businesses to be able to prepare for a no deal brexit scenario. The 108 million is a welcome first out, but it is unlikely to be anywhere near enough to be able to cope with the challenges that many smaller businesses will face because the average Small Business will not have in house legal departments or hr departments that they can rely upon for the advice and support that they need. Now we have mentioned uncertainty and we have heard about that word foran and we have heard about that word for an awfully long time. If there isa no for an awfully long time. If there is a no deal exit, there is no more uncertainty, we know what were going to be dealing with. Is there an element of that is at least some sort of positive or not . Certainly a form of certainty, but it could lead to a shock for many smaller businesses that are currently trading with the eu. The sudden introduction of Customs Declarations could pose a challenge, they recognise there are easements in place, what we call upon the government to do gusty no scenario remains a possibility, we call upon them to introduce brexit support vouchers to help smaller businesses that could be impacted by such a scenario to prepare and be able to access these specialist advice and support they need. We also call upon the government to think about export vouchers to support the smaller businesses that are currently exporting to a particular Country Market and might want to think about expand their export into another market. And we would also call upon the government to think about the overall cost of doing business with many smaller businesses that theyre contending with and struggling with, whether in relation to Business Rates are other things, they can do to ease the pressure is on smaller businesses so that they can divert resources and provide the bandwidth that they really need to be able to plan for a potential no deal scenario. Government figures suggest that the seven biggest retailers including asda, sainsburys, and waitrose sold 90 fewer plastic bags than in 2015. John mcmanus reports. Theyre the scourge of our streets and often of our oceans. Trillions of plastic bags used globally every year. Now new data for england shows that single plastic bag use has dropped significantly since 2015. The information relates to englands seven major retailers asda, marks spencer, morrisons, sainsburys, the co op, tesco and waitrose. Theyve recorded a staggering reduction of 90 since the 5p charge was introduced. And in the last year alone, theres been a 47 decrease in single bag use. That means the average person now buysjust ten single use plastic bags a year, compared to 140 five years ago. Plastic bag use has also dropped in scotland and the holyrood government is now pushing ahead with a Deposit Return Scheme for some plastic and glass bottles and cans. Some critics say ditching single use plastic bags means shifting to heavy duty bags for life, which can often contain more plastic. A painting believed for more than a 150 years to have been by the minor italian artist alessandro varotari, has been revealed to, in fact, have been created by the workshop of the renaissance painter titian. English heritage say conservation work on the 16th century painting 0rpheus enchanting the animals, revealed it could have come from the workshop, and was possibly even partly painted by, titian himself. Josephine 0xley, art historian and the curator of the wellington collection, studied the newly cleaned work and is with me now to share herfindings. First of all, this is incredibly exciting, defined, if he has any involvement. Absolutely. Four of us, just for it to even to be titians workshop is fantastic, for it to not be a minor artist is great. It has great provenance, it comes from the Spanish Royal collections. One of the things that has really convinced us, one of the many things is being able to see what is under the pigment, so by using the right kind of technology, our conservatives are able to see the sketched out i outline, what is underneath. We know it is not a copy and that later titians dated to around 1560 to 1565, that was often what they did was that there are very fluid lines underneath. We have seen pediment a in there,. We have seen no changes in there,. We have seen no changes in the finish composition, so often see them through the pain. And that is what someone has spotted has made people go, hang on a minute . That is one of the things. Also because it had a good pedigree and end until the late 19th century it was classed as a titian and then it was classed as a titian and then it was downgraded, probably a lot to do with the condition it was in, it was in bed bad condition. It is not a startling before and after in no way, you will see it has a dull sky and that is because they used this pigment that doesnt last, it degrades. If it was a high quality titian, the sky would still be blue, it would be ultramarine. We do not think it is an important commission for titian but we feel it is his workshop. The problem with the workshop. The problem with the workshop is that titian tart these people and his workshop so well it is difficult to tell the difference. If he even touched this painting with a brush, what does that due to the value of it . We never talk about values. To us it is always priceless. But it is important for the study of titian, in by the history of the collection at apsley house, so for us, even if it comes from his workshop, we will be delighted. Emergency services are working to secure the dam, and members of the public are being warned to stay out of the area around the Environment Agency says there is a danger to life. Flood warnings remain in place across parts of Northern England. Simon perry lives in Whaley Bridge and is currently on his way home from work in manchester. Hes on the line now. What have you been told . The information i got today from friends and neighbours was that there was an advisory thing this morning for the businesses and houses in the village to start preparing for an evacuation, i believe that has now happened. I am at the banks of the reservoir now, it country at the farm where i live it comes to the farm where i live it comes to the farm were out live, it really is right up to the limit. They seem to be patching the dam with sandbags at the moment. At the moment, there is clearly damage . Yes, yes. U nfortu nately, clearly damage . Yes, yes. Unfortunately, i currently do that side of things because there is a recording around there so i cannot see the extent but i do believe it has got worse since last night. How long have you lived in at Whaley Bridge . About six years now. This dam looks to be a prominent part of this area, have you ever looked at it and wondered, what if . Usually during the wondered, ive seen it spilling over. But i have never seen it anything like last night. We had about two or three hour torrential downpour in the afternoon, all the roads were flooded, homes nearby that like it really came down thick and fast last night, about tea time. What action are the police taken throughout the village . They have just established a recording around the dam, obviously, if you passer byes are quite interested in whats going on. My understanding is that most premises in the village have now been evacuated. Most notably, the ones below the height of the reservoir. Have you seen people with their pets and everything time to get out . I havent. Im on the other side of the reservoir which isnt that populated. I dont have access to the village, the rows are cordoned off. What sort of impact do you think the sort of Evacuation Order has, panic or People Fairly casual about it . The people i have seen have been fairly sanguine. I know people have been offered temporary accommodation at a high school a couple of miles away. But i have not seen any panic, no. Our helicopter has just arrived at the scene, it looks fairly calm from where we are. We can see the engineers on site, just examining the damage. The rest of the village is just the damage. The rest of the village isjust hoping at the damage. The rest of the village is just hoping at this stage, i guess . Yes, its pretty much deserted at the moment. I have seen jones, whether that is a camera or engineers assessing the damage, im not entirely sure. It does look as though that is a bit of debris were at the looking, where part of the dam does seem to have already collapsed. Thats right. Its quite a deep wall and quite a shallow slope, actually. It is kind of capped with huge concrete blocks. About three or four of those have been dislodged, exposing the foundations underneath in one corner. I suppose the concern is that if those caps across the rest of the dam go, there is not a great deal holding all this water back. We are looking at the far end of the reservoir, water is flowing out of there as well. Is that where you are . I am and i shall at the slips we re are . The access water usually takes it away into the river, but of course, the river is filled from all the rain from the last few days. Im not sure how quick it is keeping the levels down, and of the reservoir service. I believe that as more rain forecast for later so we will have to wait and see. Obviously, to do with the heavy rain that this area has experienced over the last couple of days. Just in the last hour and couple of days. Just in the last hourand a couple of days. Just in the last hour and a half, the Environment Agency issued a severe flooding threat to life, that is the most serious situation. In that official release, they see the river levels say the river levels could rise rapidly as a result of the water coming from the toddbrook reservoir. But was then accompanied by the police Evacuation Order. Earlier today, police have been advising local businesses to close but around two oclock this afternoon, they issued an evacuation. The advice they are giving is obviously because of this ongoing situation, they are sent to local people, if you are being asked to leave your home then attend the Chapel High School within the direction will be given. There are 6500 people who live at Whaley Bridge, not an inconsiderable side of town. They say Police Officers and staff will be at the school to provide for their direction. They do not know how long the evacuation will take and residents are being asked to make alternative arrangements to stay with friends and family, and to ensure that any pets and medication are taken with them because they dont know how long it might be. They say it might be needed for a number of days. They say if people do not have anywhere to go then they will be accommodated, however, there is limited capacity to do for. And if you are unable to leave your home and require your assistance, contact 101 and ask what the police so a serious and ongoing situation. We we re serious and ongoing situation. We were just hearing there from simon perry who lives nearby says the town isa perry who lives nearby says the town is a ghost town. That is quite deliberate, police want everybody out. Absolutely, look at the situation there. The town at the bottom of this reservoir, the river between the reservoir and a town itself sort of a huge amount of water comes over, if the dam does break, then clearly a lot of properties will be out severe risk of flooding. This is a preventative measure, they want the people out if there is any danger of it happening at all, which clearly, the Environment Agency believes that is. We have heard from those in charge of the water in the area, they are saying that they will need to work out very quickly how much damage has been done. Yes, lots of social media pictures seem to be showing comparisons of this hole getting bigger. The former conservative mp, Edwina Currie, is a local resident as she spoke to bbc bbc radio derby early today. She said that it would seem that a chunk of the slope has come away during the night, what it is getting in, it looks to be undermining the earthworks. The reservoir is extremely full, normally when you would expect to be at this time of year, the wind has been living water over the top, that has been all that heavy rain happening as well, so all these forces coming together to provide a situation that the Emergency Services are very situation that the Emergency Services are very worried about, clearly. On stories like this people tend to turn on the tellies to find out what is going on, can you update us on out what is going on, can you update us on what the are saying . The evacuation advise that Derbyshire Police have issued is, if you are a resident, then attend Chapel High School and buying Police Officers and staff will be there to provide some further information. At the moment, they do not know how long this evacuation vocational take, prefera ble this evacuation vocational take, preferable for people to make arrangements with their own friends and family, making sure they take pates and medication they might need with them. They take pets and medication with them to stop the police say that if people dont have anywhere to go, they will be accommodated, but you are talking about a town of 6500 people, that isnt limited capacity to do that. But it has been quite worrying, we do have a few staff who live in the local area who have had to go home and get theirfamilies area who have had to go home and get their families and whatnot area who have had to go home and get their families and what not to take them to safe places. That is as much as we really know. The police are stopping any traffic coming in and out of the village, more as a precaution. As i say, we are in the dock at the moment, though more information that night. When did you first hear there were problems . It was roughly around 11 oclock this morning, we heard there were some structural damage. A lot of local people who work here were saying there were issues last night from there were issues last night from the really bad weather. We kind of knew that was an issue, as the hours have come by, it is gradually getting worse. The information we have been hearing is from a local Radio Stations in the area, trying to keep everybody in form. We are just looking at live pictures from the dam right now, there does seem to be quite a lot of structural damage to it but no water coming through at this stage. That is obviously the concern . Yes, i think so. There have been a gathering of police. Where i am, i cant actually see if there is still anything in the area. I am probably seeing the same pictures as you guys, it does look like that is quite structural damage. From what i understand, these shops have been evacuated in these shops have been evacuated in the area because it is in a sort of canal basin so if it is going to go, they will be the properties that will be in direct path. We are just looking at the overflow at the side of the reservoir, they are all full. The water has nowhere to go. And the forecast is great either, is it . No. Around two oclock, we had a good 40 minutes of heavy rain again, obviously, but will not help with the people out there trying to make things better. I dont know how long you have worked in Whaley Bridge but have you ever seen anything like this . Not as bad as this. We get it quite bad in the winter with the snow so we have had struggles with that but never seen anything on this scale. There are an awful lot of houses and offices that you seem to be right below where the dam is. Yes, Whaley Bridge is sort of in a valley a nyway. Like i say, we are ina you can get our. Like i say, we are in a valley so that it is only one way for the water to go so its quite worrying for people time to get in and out of the area. Yesterday, there was an attempt to try and get as much water out of the reservoir as possible. They have now had to stop that process because of this damage . I have heard news from other colleagues who have other hard working in the village that some of the shops have been told to get out with a matter of urgency. That is what has been filtering in the last 20 minutes. It is quite a bad time at the moment. The police are telling everybody that they are evacuating the area due to this ongoing situation. People have been told to go to the Chapel High School. Im just looking at what the police are advising. They are saying to go to the Chapel High School in long line, and for direction will be governed. Nobody will be for the elderly and others who count themselves get out of the area. Our understanding is that police are not going door to door to make sure everybody is safe. I believe so. It is quite a Close Knit Community in the village, i imagine everyone will be helping each other out. Its quite a worrying time for everybody, and obviously, everybody will be making sure that everyone is safe. That is what you have been doing with your staff . Yes, if you people have gone home, if you people have young children. They went home when we first got a brief mid morning. The bank left Interest Rates unchanged at 0. 75 against a backdrop of weaker Global Growth and trade tensions between the us and china. This is what the bank of England Governor Mark carney had to say. In the event of a new deal, its probable that cpi inflation will rise and gdp growth will slow. For example, our agent surveys of businesses find that most companies now report that they are largely ready for no deal. However, just a fifth described themselves as fully ready, while three quarters say they were as ready as they can be, i quote. And despite greater preparedness, businesses still expect their output, employment and investment to fall by about 1 3 next year in the event of no deal. Earlier i spoke to our economics correspondent, Dharshini David who explained more about the banks projections. That man is responsible for setting our Interest Rates so we do need to worry about what they think because it affects our cost of borrowing. They are saying that even with a deal, we are still talking about a one in three chance of the economy shrinking over the next year. Because of the weight of uncertainty. That has hit Business Investment and some forms of spending as well. There have also been concerns about a no deal pushing the value of the pound down, pushing up the cost of living. Even the bank of england says they are thinking of it realistically, looking at all the scenarios, what happens if that is a no deal . They say that their own Research Shows that businesses are more prepared, they know what theyre doing to a greater degree. But there is only so much more you can prepare for. When you hear what mark carney had to say, he said that we will see growth taking a bit of a knock, inflation will be higher in other words. Should we believe the words . Thats the question. Even if we dont and they turn out to be right, it does highlight an issue. What do you do with Interest Rates at all of that happens . If prices go up with inflation, you would want to put them up. 0n the other hand, if activity goes down, you want to reduce them. Like the rest of us, theyjust have to wait and see what happens next. But that man finishes his job in january. It was put to him that at least we will know what we are dealing with . You are right. That is what we are looking at now, the bank of england were saying a few months ago that the outlook is looking a bit rosier than we are talking about now. But more uncertainty has happened in the interim, companies dont know what to invest, they dont know what kind of stockpiling to do, consumers are confused as well. Lets go back to the news that town of Whaley Bridge in derbyshire, after flooding caused the partial collapse of a dam wall at a nearby reservoir. We can speak to Edwina Currie who lives overlooking topic reservoir. What are you seeing right now . We have seen helicopters flying over for a while, the rain has at least cleared. Its a big part of damage. The canal system was built in 1830, it was renovated and out with some yea rs it was renovated and out with some years ago. We thought this was extremely safe. But what happened yesterday was that the rain was torrential, the reservoir south rule, let it out overflowed and not a couple of the concrete plates of cover the main sloping part of the dharma. That has opened up a whole which holy water has been getting into. That is serious, an emergency. About 11 oclock this morning, the Police Closed the main street in Whaley Bridge which is right in the path of the dam, and have now been evacuating local people to the next door village in the chapel and telling them to go to Chapel High School. It is a battle of great concern, it is the area where our local businesses, shops and restau ra nts. Local businesses, shops and restaurants. People coming home from work today have been coming to the station, it still seems to be open, they are going to find it very hard to get home. Looking at these pictures from our helicopter what on earth can they actually do . They damage has been done, the water is still piling up behind that wall, they fear must be that itjust colla pses . They fear must be that itjust collapses . 0r they fear must be that itjust collapses . Or as i say, it has been there a long time. Our victorian a ncestors there a long time. Our victorian ancestors know how to handle the power of water. The obvious thing to do is to try and empty at the dam but given that the river downstream has been flooding areas in bramall and manchester already, you really do have to be a bit concerned if a lot of water was let go. In the meantime, i dont think police have got any choice, i think evacuation is absolutely necessary. People are being advised wisely i think do not ta ke being advised wisely i think do not take any risk. People have been wandering around, trying to take pictures please dont. There are a large number of houses and businesses in the direct path of any water that has come down. It is all pa rt water that has come down. It is all part of the canal system which was developed here 200 years ago, which has been the prosperity behind Whaley Bridge and neighbouring towns for a great deal of time. It is now mostly at leisure. I was walking along the canal this morning, it looks safe, not too high but it wont take an enormous amount of water. They will have to empty the reservoir in order to empty at the dam, but we have to hope that this will happen as the rest of the flesh water goes down elsewhere. There are a lot of businesses affected, its a commuter area for airports around the area as well. We are definitely concerned. Realistically, all you can do at the stage is hope . You realistically, you leave it in the hands of the police, the canal trust, the agencies responsible who know their business, at least we have to hope so. The fishing have to worry about is of course a loss of life. Evacuation is the only answer to that. The second thing is loss of business. You really dont want to be trying to look after your business or home when lives are in danger. I know that sounds pessimistic and a bit alarmist. The dam has not collapsed, it has not happened, it is part of the facing of the dam which has opened up a big hole, therefore, it is a potential beginning of a dam holding many millions of litres of water. If anybody in the area is watching, what is your message to them . anybody in the area is watching, what is your message to them . If you live in the immediate area and you have been told not to go back to your house, house, please be sensible, take your dogs, your medication and head for Chapel High School, the local high school in Chapel En Le Frith. We have the severe Flood Warning that its danger to life, as we heard there is an evacuation taking place. There has been lots of rain over the last week. We have had over 100 millimetres of rain in one area of is that it some of the exceptional rainfall we sell 50 millimetres in just an hour in some places yesterday. However what we have is the Peak District. All of that rain falling there is all filtering down through the River Systems and into the reservoirs and because it has been so wet, the ground has saturated so it will run straight off. And unfortunately we have a more showers to come, still a yellow whining in vast for further showers for the local area around manchester in derbyshire, staffordshire as well. I know you will come into detail on that, but lets have a look wider, it is all things, people would say, because we are looking at green land there. Bennett touched on this early in the week, but i think it is in this picture was sent in a few days ago of green and looking one. Injune, we had unprecedented heat in europe and it also spread into greenland. Let me explain why. This is the jet strea m let me explain why. This is the jet stream is that we are looking from above here and what were in our latitudes and that the jet stream has become a bit weak, we have about the same temperature differentials we have been used to because of the warming. But we find is the heat what we have had across europe, the record breaking heat in several countries, not just here record breaking heat in several countries, notjust here in the uk, thatis countries, notjust here in the uk, that is headed up into greenland, it has affected iceland in the last few days, so we will have several days of really intense heat. Asi of really intense heat. As i mentioned earlier injune, in nine days we had temperatures that we will see for the next few days, above 9 degrees average in greenland, which led to millions of tonnes of ice melt. That is 32 million 0lympic sized swimming pools worth. Huge, absolutely incredible offers of this graph shows me sea ice melt across the actor, notjust greenland, but across the arctic. And it is quite worrying in the last 30 years was up we have seen this increased melt and thatis we have seen this increased melt and that is very worrying because it is increasing the sea levels. What happens . Is that because it is winter, the dip in 2012 . The 2012 was the record melt year. What we see at the moment is something close by 2012 when they had their record melt. However the weather conditions where in that year, it meant over the summer in greenland they had exceptional melting, so in the winter it comes back up again, you get the snow forming under it doesnt quite melt in the summerso forming under it doesnt quite melt in the summer so you get the ice compacting and that is how sea ice builds up, so that is how that is a lot slower, that process, for it to clear away, 80 Million Tonnes of ice melt, which has happened injust nine days and we are getting that sort of scenario again at the moment. Even if we didnt melt all thatice moment. Even if we didnt melt all that ice across greenland, if we did it would add six metres to the worlds oceans, but. We dont want to get into and how to go, but six metres for the Greenland Ice sheet. If we didnt melt at all, we would still get thermal expansion which is all about our temperature rises because of climate change, so the temperature is rising in the air and in the sea because they are coupled together, it is an engine that works altogether in the atmosphere and the ocea ns altogether in the atmosphere and the oceans and the thermal action accou nts oceans and the thermal action accounts for 70 of the sea rises. And as there a moment of no return where you dont get that . That is the concern and there is lots of scientific Research Going on about that at the moment. Again that is something that we will be reporting on as we find out a more was about we can say is as we mentioned earlier, the amount of ice thatis mentioned earlier, the amount of ice that is created each winter is a lot slower than we are losing currently with the accelerated melting in the summerand with the accelerated melting in the summer and that is showing you in this graph as it depletes, it shows you the greenland and arctic ice is not stable which means we are losing more than we are gaming. When do we reach the Tipping Point . That is something that we will be looking at. It isa it is a very worrying. Tell us what is on staff r us. We have had exceptional rainfall amounts in the past few days, around the Greater Manchester area across the Greater Manchester area across the Peak District, we have the severe Flood Warning at Whaley Bridge. The weekend but a lot of rainfall in this area and misses slower moving rain in the area. That one being dealt with, evacuation is taking place, there is more rain to come, but i hope that things will be slowly improving. Still warm between the showers, still dry across Northern Ireland, western fringes of the uk and going into the weekend, it is a tale of two tabs. Already, look, we have the next area of low pressure and the attendant where fans waiting to come in later in the weekend. At the moment it looks as though it will be Northern Ireland seen the showery rain, elsewhere will have the dry and fine weather and the art shower popping up weather and the art shower popping up with the fair weather cloud building but it should be fairly light, few and far between and it should feel warm in the sunshine in between. Sunday, a greater risk of that showery rain coming in, so again are not a complete wash out as we have seen in some areas, but still a lot of rain, potentially for any individual shower occurring in northern and western areas, perhaps the south and east are staying largely fine and dry. There is a met Office Warning still in force until this evening for the showers in central and other parts of england and that has resulted in a Severe Weather warning, and more details on our website. A little earlier, i spoke to simon perry who lives in Whaley Bridge he told me more about the situation there. From wwhere i can see, they have just established a cordon around the dam, obviously, a few passerbys are quite interested in whats going on. My understanding is that most premises in the village have now been evacuated, notably, the ones that are below the height of the reservoir. Im just wondering, what sort of impact this Evacuation Order has. Does it spread panic, or are people going to be fairly sanguine about this . The people i have seen have been fairly sanguine. I know some people have been offered temporary accommodation up at Chapel High School a couple of miles away. But i have not seen any panic, no. 0ur helicopter has just arrived at the scene, it looks fairly calm from where we are. We can see the engineers on site, just examining the damage. The rest of the village is just hoping, at this stage, i guess . The rest of the village is a bit like a ghost town, its pretty much deserted at the moment. I have seen drones flying over whether that is a camera or engineers assessing the damage, im not entirely sure. It does look as though there is a bit of debris just below where theyre looking, where part of the dam does seem to have already collapsed . Thats right. The dam is quite a deep wall and quite a shallow slope, actually. Its kind of capped with huge concrete blocks. About three or four of those have been dislodged, exposing the foundations underneath in one corner. I suppose the concern is that if those caps across the rest of the dam go, theres not a great deal holding all this water back. We are looking at the far end of the reservoir, water is overflowing there as well. Is that where you are . Im right by the sluice, which is where toddbrook stream which fills the reservoir, runs parallel to it. The excess water is usually taken away to the river goyt, but of course, the river is full from all the rain from the last few days. Im not sure how quick it is keeping the levels down of the reservoir service. I believe there is more rain forecast for later, so we will have to wait and see. We are looking one of the relief areas there, the water is flowing very fast. Have you ever seen it like this . Occasionally in the winter, but is usually fairlu short, doesnt last very long. Im watching the Derbyshire Police website and lots of people are messaging them and asking for the risk to people downriver. The police have said that the canal trust are working with them, they have blocked a certain feeds into the river so there is a live update on twitter and we will keep an eye on the starry if the situation changes, we will bring you any news was up at the moment the evacuation seems to be going on track and as planned. Police in madagascar say a british woman who fell to her death from a plane in mid air opened the door herself. 19 year old Alana Cutland a student at Cambridge University was on an internship on the island. Heres our correspondent, Andrew Harding well, theres a lot of speculation. The police this morning have confirmed to me that, yes, alana did definitely open the door of this small cessna style plane herself between five and ten minutes after it had taken off from a fairly remote airstrip in the north of the country. Theyre investigating multiple theories as to why she may have done that. There were at least two other people on the plane, including the pilot. Theres speculation, of course, that this might have been some sort of suicide act. There is also speculation. And, of course, her body is currently still missing, and so its hard for police to do much in terms of forensic investigations. But the other theories theyre working on was that this was some sort of mental crisis and also that this crisis could have been triggered by, its thought, anti malarial drugs that she may have been taking. What is happening right now . Hello, simon. As you said, Whaley Bridge has been evacuated. I think the police started that process around 11 30am this morning. The place is eerily quiet because there is no traffic or trains, either. The canal and river trust to own the reservoir have pulled in forces to try and stabilise the dam and save it. The slipway has lost several segments, though, and the clay underneath has been undermined in some way, such that the water was escaping. From the side of the wall. An engineer was on site and he declared the dam is at risk. That an evacuation process has been in full force. There are lots of police here and volu nteers there are lots of police here and volunteers as well, helping the canal and river trust as well as their own staff. Now we have a helicopter view of whats happened, is this worse or better than you we re is this worse or better than you were afraid of . The situation is an u nfortu nate were afraid of . The situation is an unfortunate combination of circumstances. You have been saying on your weather reports, we have had a lot of wet weather recently, the ground is saturated. The reservoir was already full. Toddbrook goes from an extensive area from macclesfield, so the rain has gathered over a huge area. We had some significant cloud bursts across high peak and poynton. The effect of thatis high peak and poynton. The effect of that is watery still making its way down this valley. There are little la kes down this valley. There are little lakes that have formed every bridge all the way down, so as fast as water comes out im sure its coming in at the far end. Its a big job the canal and river trust have got here. And very worrying for anyone who has a home or business that is in the path of this was to give way . Yes. As you report, Whaley Bridge is a town of 5000 or so but most properties fortunately are above the level of the dam. Even those beneath it are level of the dam. Even those beneath itare on level of the dam. Even those beneath it are on steeply inclined hills that lead away from the valley floor. Nonetheless, there are some communities and a school immediately beneath the dam wall. Unfortunately, circumstances like this creates fear in the minds of the population and. Something weve previously looked at is a as a benign leisure facility becomes a real mortal danger. I know there will be people who have evacuated their homes and be in the nearby school and in other areas. They will probably be watching you right now because it is the only way they are going to find out whats going on. They have seen the pictures we are looking at. You talk of fear and worry, but theres not much you can say to anybody who is looking at a dam which looks as though it is under severe pressure . Yes, im sure thats the case but everybody is very calmly going about their duty. I sincerely hope this will be, this disaster will be averted. This evacuation was a necessary precaution. I think the key word to ta ke right now . I think the key word to take from that interview there was precaution, precautionary. We have two issues. According to the Environment Agency, they have issued their highest level of alert, a severe Flood Warning, meaning a potential risk to life. Why . You have the river goyt that bisects Whaley Bridge. That is already really very full, running very fast and you also have the reservoir above. That has been pouring water into the river goyt itself, so you have the threat of the river rising in the potential instability of the dam itself. As you have seen from the images from helicopters, it is clearly had a major structural breach on the right hand side. That is on the spillway. Spillways are an integral part of the Safety System of the reservoir. Water when it gets too high, spills over. What appears too high, spills over. What appears to have happened here is it has undermined the vital concrete wall at the front of that spillway and thatis at the front of that spillway and that is why we have this image you can see now, of this broken concrete and the earth underneath. Where are we . There is an evacuation ongoing at the moment. Police say everyone has to leave their homes within Whaley Bridge itself. They have to be outside the cord and they can go to Chapel En Le Frith nearby, where they will get more information. The police cant say how long this will last that are advising people to ta ke last that are advising people to take all their medication with them. Not too much on the way of belongings, but an overnight bag at least. This may last several days, they think. They have said it is not a decision they have taken lightly. They appreciate it will have a Significant Impact but they describe this as an unprecedented, fast emergency situation. We have been talking about other areas around here in the last 24 hour is. It is just that intensity of rainfall in the last day that seems to have caused this problem . That is exactly the problem as your previous interview he said, water doesnt instantly arrive in the reservoir. It is coming down from the high peak and slowly percolated into the rivers and streams and into this reservoir. So the maximum moment of danger may not yet be passed. There is more water to come through the system into the reservoir, into the river goyt which is why workers from the agencies, the relevant agencies, are busy in effect trying to bail out the reservoir. There is a relief channel to the side of the reservoir itself which is very full, very fast flowing. That is key to try and relieve the pressure off the reservoir itself. That in itself puts per water in the river goyt. It isa puts per water in the river goyt. It is a very careful balancing act they have to do. The met office said the rainfall total at leek, the closest weather station to Whaley Bridge, shows 112. 4 millimetres. The average rainfall for the month ofjuly is 68. So about 1. 6 times the Monthly Average has fallen in the last week, underlining what angus was saying about the amount of rainfall that has been falling over the last few days. I have been speaking to the former conservative mp, Edwina Currie who lives overlooking toddbrook reservoir. It was built in 1830. It was renovated and dealt with again some yea rs renovated and dealt with again some years ago. Weve always seen this as being extremely safe but what happened yesterday was the rain was so torrential, the reservoir was so full that it overflowed and in overflowing, its knocked a couple of the concrete plates that cover the main sloping part of the dam. Thats opened up a hole and the rain in the water has been going into the hole and presumably doing some damage inside. That is serious, that is an emergency. What has happened is an emergency. What has happened is this morning at about 11 oclock, the Police Closed the main streets in Whaley Bridge, right in the path of the dam and have now been evacuating people, local residents to the next door village in Chapel En Le Frith and telling them to go to Chapel High School. A matter of great concern. That is the area where all our local businesses, shops and restaurants are. Basically people coming home from work today are coming back to the station, because it doesnt look as if Northern Rail has caught up with this, the station still seems to be open, will find it very hard to get home. Just looking at these pictures from our helicopter, you do us, what on earth can they actually do . The damage has been done. The water is still piling up behind that wall. And the fear must be that itjust colla pses . And the fear must be that itjust collapses . Well, as i said, its been there a long, long time. Our victorian and previous ancestors know how to handle the power of water. 0n the other hand, the difficulty, the obvious thing to do is try and empty the dam that given that the river goyt downstream has been flooding areas in bramall and poynton and manchester already, you really have to be a bit concerned if a lot of water was let go. That is the obvious thing that has to happen for that dam to be made safe. In the meantime, i dont think the police have got any choice. I think evacuation is absolutely necessary. People are being, i think they are being advised wisely not to take any risk there. We have had people wandering around trying to take pictures. Please dont it is not really very safe at the moment. We are genuinely worried about it. Im just looking from the helicopter now, there are a large number of houses and businesses in the direct path of any water that does come down . That is absolutely right. Its all part of the canal system which was developed here 200 years ago, which has been the prosperity behind Whaley Bridge and neighbouring towns for a great deal of time to stop now, of course, its mainly leisure. I was walking along the canal this morning, the canal looks safe and is not too high but it wont take an enormous amount of water. They are going to have to empty the dam, the reservoir, in order to fix the dam. But we have to hope that this will happen as the rest of the flood water goes down elsewhere. There are a lot of businesses affected. Its a very prosperous little area, a commuter area for manchester, for the airport, for all the area around there as well. So we are concerned, definitely concerned. Realistically all you can do at this stage is hope . Realistically, you leave it in the hands of the police, the canal and river trust and the agencies that are responsible and. I think know their business, at least we have to hope so. The first thing you worry about, of course, is loss of life. Evacuation, ithink, is the only answer to that. The second thing you worry about is loss of business. But who really dont want to be trying to look after your business or your home, when you put lives in danger. I know that sounds a bit pessimistic and it sounds a bit alarmist. The dam has not collapsed. There are reports on bbc website that the dam has collapsed, that has not happened. This is what the bank of England Governor Mark carney had to say. In the event of no deal, its probable cpr inflation would rise in gdp growth would slow. For example, our agents surveyed for businesses find most companies now report that theyre largely ready for no deal. However, just a fifth described themselves as fully ready whilst three quarters of respondentss say they are as ready as they can be and despite greater preparedness, businesses still expect their output, employment and investment to fall by about 1 3 over the next yearin fall by about 1 3 over the next year in the event of no deal. Mark carney. Earlier i spoke to our economics correspondent, Dharshini David who explained more about the banks projections. That man and the people who work with him are responsible for setting our Interest Rate so we do need to worry about what they think because it affects our cost of borrowing. What they are saying is even with a deal, we are still talking about a one in three chance of the economy shrinking over the next year. Why . Because of the weight of uncertainty and that has hit Business Investment and that has hit Business Investment and spending. At the same time, concerns about a no deal pushing the value of the pound down and pushes up value of the pound down and pushes up the cost of living. But that is with a deal. Even the bank of england says, we think realistically what the scenarios we are looking at right now, what happens if there is ano right now, what happens if there is a no deal . The good news, they say, is their own Research Shows businesses are more prepared. They know what they are doing, to a greater degree. There is only so much you can prepare for. When you hear what mark carney said in that press co nfe re nce , hear what mark carney said in that press conference, he said we will see growth taking a bit of a knock and information being higher than otherwise. Shall we believe him . Thats the question again, but even if we dont, and they do turn out to be right, it does highlight an issue here. What do you do with Interest Rates if you are the bank of england and all that happens . If prices are going up, inflation is rising, you would want to put them up. On the other hand, if activity is slowing down, you want to reduce them. A bit ofa conundrum. Down, you want to reduce them. A bit of a conundrum. Like the rest of us, they are waiting to see what happens next. That man might not care too much, he finishes the job in january. He will still care. It was put to him one of the benefits of a no deal brexit is at least it is the end to the uncertainty and we will know what were dealing with . At least we will know what we are dealing with and we will perhaps have Something Else to deal with. That is when you look at where we are now compared to what the bank was saying. I was sitting on the bank of england a few months ago and they were saying actually the outlook was a bit rosier than we are talking about now. Whats happened in the interim . More uncertainty. Companies dont know what to do, whether to invest, stockpile, they dont how to prepare, consumers confused as well. All that uncertainty does have a cost. Is no deal better than perhaps prolonging this even further . That is one for the politicians to make their minds up the politicians to make their minds up on but everything has a cost right now. Well, the government is setting aside an extra £2. 1 billion to prepare for a no deal brexit. The money will be used to recruit hundreds more border staff, improve infrastructure at ports and carry out a Public Information campaign. Labour has described the plans as an appalling waste of taxpeayers cash. Helena wilkinson reports. As time ticks away towards that 0ctober deadline, the government today ramped up preparations for a no deal scenario. At a port in essex this morning, the chancellor sajid javid said they had to be ready. Look, in 91 days, we will be leaving the eu. We want to leave with a good deal, something that abolishes the undemocratic backstop, but if we dont get that good deal, we will be leaving with no deal, and since i arrived at the treasury, i have turbo charged our preparations, both at the treasury and helping across government, to prepare for no deal not because we wanted, but because we have to be prepared because we will be leaving on october the 31st. The chancellor has announced £2. 1 billion to go specifically on no deal planning, on top of the £4. 2 billion of brexit preparation money already allocated when theresa may was in charge. From the money announced today, £344 million will be spent on upgrading border and transport infrastructure. More border officers, 500 of them, will be recruited. Another £434 million will be spent on making sure vital medicines are available, and £138 million will go on a Public Information campaign. The previous chancellor already committed £4 billion to prepare for brexit, whether it was for a deal without. What i think the current chancellor is doing is buying an insurance policy, which is if we do end up with no deal at the end of october, we will need to have made some preparations. In the end, we might not need that insurance policy, in which case a lot of this will have been unnecessary but if we do need it, we will have been glad to spend it. But how much we can achieve in three months has to be open to serious question. The money announced today comes despite Boris Johnsons suggestion the chances of ano johnsons suggestion the chances of a no deal exit from the eu are vanishingly small. The shadow chancellorjohn mcdonnell says preparing for a no deal scenario is an appalling waste of taxpayers money and the watchdog which looks into parliaments spending says it will look into whether todays cash announcement is value for money. We have to call it out for what it is, its bluster, megaphone diplomacy to brussels, spending taxpayers money like water to do so and we will be looking closely to see what the taxpayer gets from this. If it is just money. You have to prepare for no deal but if that is still on the table, thats a Political Choice, so its irresponsible, but its a lot of money and i dont know, im yet to be convinced that this will actually deliver anything long term and meaningful for the british taxpayer. With three months to go until the deadline, the new Prime Minister and his team were once again sending a clear message to brussels, that they are serious about leaving on the 31st of october, with or without a deal. Labour have described the governments announcement as a appalling waste of taxpayers money. Heres the shadow treasury minister, clive lewis. I think most people listening to this news will wonder where that do billion pounds comes from. Wejust had nine years of austerity, cuts to the health service, Mental Health, to elderly social care, to Children Services and all of a sudden weve just found 2 billion to prepare for a no deal brexit that should never be happening. I know that no one voted for a no deal brexit back in 2016 in the referendum, yet thats where this government is now trying, deliberately, to take us and it is com pletely deliberately, to take us and it is completely unacceptable. Voting is taking place in the brecon and radnorshire by election in mid wales, which was triggered by a recall petition. Six candidates are standing. The polls will remain open until 10pm tonight and the result is expected in the early hours of tomorrow morning. Whaley bridge is a ghost town, so quiet here is that my auntie, who has lived in chapel keep saying all they can hear is sirens racing pass, thatis they can hear is sirens racing pass, that is where the high school is where everyone has been evacuated. We have seen rows and rows of ambulance and fire readyjust in case. Its a bit of a waiting game now, its very quiet. Lots of people gathering at a nearby school, waiting for news, as everybody seems to be right now. Where you will wear in the last 24 hours that we were looking at an exceptional circumstance in terms of the weather . I mean, yesterday, i posted some pictures on my twitter yesterday. All the pavements in whaley burst open with the force of the water. Yesterday, the water in Memorial Park was raging down, which we have seen before in the winter but i never expected this. And the last couple of days, what is the rainfall been like . Its been atrocious, much worse than today, which is what almost feels eerie about it. It feels quite dry at the moment. Its all run off from the last couple of days but it had been hammering down, almost hailstones pretty much all day every day the last couple of days. It has been so wet we actually didnt go out with the dogs this morning into the park as we usually do, as its on our doorstep, because we thought parts of it might be flooded. But we had no idea how bad it was. In the past, have there ever been concerns about this particular part of the dam . |j mean, weve never seen anything. Ive lived here 15 years and never seen anything like this. My mother has lived in the area her whole life and she has never seen anything like this around here. We had no idea that this could happen. Were not quite sure. Im not a Structural Engineer but i didnt think this could happen, no. I dont know if you can see the Television Pictures we are looking at now from the helicopter. The damage looks fairly severe. Yes, i have seen the images. I also went down around lunchtime when they said we have a lot of Community Facebook pages, trying to help each other out and offer homes for people with pets. They said they might need some water down there and when i carried some down, the police we re when i carried some down, the police were clearing the way and it looked bad then. Quite worrying. Worrying because all you can do is watch and hope, isnt it . Absolutely. Nothing we can do, it is so quiet. At least we can do, it is so quiet. At least we know some of our friends from the village, the local pub on the canal, the goyt, they evacuated to Chapel High School. Thats all we know, what we can find out online because a lot of the roads are closed. We are looking at pictures, it is a ghost town. It is. The toddbrook reservoir nearby has been damaged, looks like theres a big hole in the dam wall, and the question is, will it hold . After a dry start to the day it is raining again. The reservoir has an overflow but that has already been com pletely overflow but that has already been completely flooded and they are now diverting thousands of gallons from the reservoir to the river goyt being flooded, and that runs through the centre of Whaley Bridge, but the other danger is to the reservoir boards themselves which might give way which will also hit the town badly. The entire town now being evacuated. Residents are being urged to go to the homes of friends and families and for those who it is not an option, the high school in the neighbouring town of chapel le frith is preparing to provide shelter to people. The town being evacuated with a real fear that the walls of the reservoir may not be able to hold. Police in madagascar say a british woman who fell to her death from a plane in mid air opened the door herself. 19 year old Alana Cutland a student at Cambridge University was on an internship on the island. Heres our correspondent, Andrew Harding. Theres lots of speculation. The police have confirmed to me that alana opened the plane door herself after it had taken from a remote airstrip in the north of country. They are investigating multiple theories as to why she may have done that. There were at least two other people on the plane including the pilot. There is speculation that this might have been some sort of suicide act. There speculation, and her body is still missing, so it is ha rd her body is still missing, so it is hard for police to do much in terms of forensic investigation, but the other theories they are working on was that this was some sort of mental crisis, and that this crisis could have been triggered by, its thought, antimalarial drugs that she may have been taking. We know that some of these drugs have been connected to psychotic episodes, and there have been reports in some newspapers that she had in the days running up to this incident last thursday been having some sort of psychotic episodes and Mental Health troubles in that period. A sixth person has died, after eating hospitalfood linked to an outbreak of listeria. The bug was linked to sandwiches and salads supplied to eight hospitals in england. Its understood the latest patient to die was treated at the western sussex trust. Public Health England say there have been no further cases reported and the chances of more people being affected are getting smaller. Tallulah webb runs the independent cassette label sad club records, and also works at Rough Trade Records in brick lane, i spoke to her earlier about why theyre making a comeback.
