The foreign secretary, jeremy hunt, says the uk will form a european led Maritime Mission to counter irans piracy, after their seizure of a british registered tanker. Get your suncream ready, this week is set to be the hottest weather of the summer so far. Temperatures rising into the mid 30s in some parts of the country. And motsi mabuse has been confirmed as the newjudge Dame Darcy Bussell on strictly come dancing. Good evening and welcome to bbc news. He accused some of the uks highest ranking public figures of child abuse, torture, even murder. But today carl beech was found guilty of making it all up. A convicted paedophile himself, beech had said he was sexually abused in the 70s and 80s and pointed the finger at, amongst others, the former Prime Minister edward heath, the ex chief of the Defence Staff lord bramall, his allegations led to a £2 Million Police investigation that resulted in not a single arrest. Today the police insisted they acted in good faith. June kelly reports. And hours of Police Interviews he played a part of a victim. Carl breach claimed he had claimed sexual abuse and physical torture at the hand of a vip paedophile ring. He said three of the victims had been murdered, one of them hit by a but the stories were false. The tea rs, but the stories were false. The tears, fate. He alleged that in london and beyond in the 70s and 80s a paedophile network was operating made up of establishment figures. Among those accused by carl beech was lord bramall, former chief of the Defence Staff, and at the age of 91 he found himself in a Police Station answering questions. You are saying that a man with an impeccable record was engaged in the torture of children . Also implicated was his friend and fellow normandy veteran, sir hugh beech. He gave evidence to the which has convicted carl beech. Here, a man has done enormous damage to innocent people who have done no harm at all. An evil man. Carl beech claimed the former tory mp harry potter has murdered two does. He also accused the former home secretary lord britain who died during a Police Investigation, the late conservative Prime Minister sir edward heath, and lord janner. Allegations that senior figures in public life sexually abuse children more than 30 years ago. In 2014 bbc news made a Police Investigation of the story. At this moment carl beech was anonymous and known by the pseudonym, nick, and a senior detective spoke for him and his colleagues. What he said i believed to be credible and true. The Police Investigation went on for 18 months and ended without any arrests or charges. It was another force, northumbria, which was given the job of investigating carl beech. 0fficers discovered that the hospital last night that he was paedophile himself. As he was claiming to be a victim he was downloading hundreds of sexual images of young boys. He also secretly filmed a indecently. This photograph he took of himself undermined his claim that he had been physically tortured. There were no scars on his body. And so the big question, why did he fabricate his abuse story . One of those falsely accused, Harvey Proctor, lost his own and his job while under suspicion. My livelihood was being torn apart, aided by the police. He is now levelling his own accusations against a senior labour politician. Tom watson, the Current Deputy leader of the labour party gave oxygen leader of the labour party gave oxyg e n to leader of the labour party gave oxygen to these incredible claims. But tom watson limit carl beech rejects Harvey Proctor was my call foran rejects Harvey Proctor was my call for an apology. I can understand why hes angry and upset but i dont have anything to apologise to him for. There is absolutely no way that i applied pressure on theresa may and Bernard Hogan howe and properly and Bernard Hogan howe and properly and certainly no way that they would have responded if i had attempted to do that. Harvey proctor has criticised the bbcs journalism. Do that. Harvey proctor has criticised the bbcsjournalism. In a statement the corporation said. Meanwhile, the Police Watchdog announced that no Scotland Yard officers should face a disciplinary process. It remains true that investigating allegations of Sexual Offences is a complex and challenging area of police work. Those complexities are compounded although delegations stretched back many decades as was the case with 0peration midland. Many decades as was the case with operation midland. All of the key officers involved in the carl beech case have now left the police. He deliberately set out to learn other peoples lives and reputations, but it was carl beech himself who now stands convicted of being a paedophile, a fraud and a liar. And well find out how this story and many others are covered in tomorrows front pages at 10 40 and 11 30 this evening in the papers, and our guests joining me tonight are political commentator lance price and katy balls, the deputy Political Editor at the spectator. The Foreign Office minister sir alan duncan has resigned from the government, ahead of an expected borisjohnson victory in the race to be conservative leader and Prime Minister. The ballot of Party Members closed at five oclock this evening, and the winner will be unveiled tomorrow morning. From westminster, heres our Political Editor laura kuenssberg. Ijust voted for borisjohnson to be the next Prime Minister. The envelopes should all have arrived. This is it, i am about to post my vote. For borisjohnson. Crosses in the box put by tory members. I felt it would only be right to vote forjeremy hunt. That would decide who the Prime Minister is for all of us. Eitherjeremy hunt, who has struggled to keep pace, or borisjohnson, the frontrunner, will become the next tory leader. But even before he has won, some ministers have quit because they would not serve him. Why have you decided to resign . You will see my Resignation Letter in a minute. Even one of them who worked alongside him at the Foreign Office. I have very great concerns that he flies by the seat of his pants and it is all a bit haphazard and ramshackle, but there is no personal animosity of any sort, i just think he will go smack into a crisis of government. Sir alan even wanted the commons to have the chance to block mrjohnson becoming Prime Minister if he wins tomorrow, trying and failing to organise an emergency vote that could stop him becoming Prime Minister. The fundamental principle of our democracy is that the Prime Minister is the person who can command a majority in the house of commons, and that is untested, and it is in doubt and i thought that in order to avoid a constitutional crisis we should test that on the tuesday, tomorrow, before he goes to the palace on wednesday. But to his supporters, they know that you have had grave doubts about him, they believe that you would have been moved out of government anyway, and now it looks like this was a plan for the ultimate sort of revenge, trying to stop him having a chance at taking power. This is a constitutional issue, not a personal one. Despite that, the conservatives appear to be on the verge of knowingly choosing a leader who is loved and loathed. At the start of this race, so at the end, it is borisjohnsons to lose. No one, not even here at conservative headquarters, nor in the candidates camps, can be sure of the final result. We will only know when it is announced round the corner in westminster at 11am. But what we do know is the next Prime Minister will face a wall of resistance, and borisjohnsons backers are sure he is the one with a chance of making it through. Absolute resolve as Prime Minister, as the leader of this country that we will leave by the end of october, i think that has been missing. He will restore cabinet collective responsibility so we have a united team, and above all inject a bit of optimism into this enterprise we are embarked on. When the gazebos are back on westminsters green, that means Something Big is about to happen. Tory members overall verdict will be known before too long. Ill be backing boris to be the next Prime Minister. I voted forjeremy hunt. Im putting my vote behind jeremy hunt because it is the least worst option. Whoever is next wont even please all of their people all of the time. Laura kuenssberg, bbc news, westminster. The member of parliament for dover, charlie elphicke, has been charged with sexual assault. Mr elphicke is accused of assaulting one woman in 2007 and a second in 2016. He has been suspended by the conservative party and is due to appear at Westminster Magistrates Court in september. His lawyers say he denies any wrongoing, and will defend himself vigorously. The shadow cabinet has backed Jeremy Corbyns plans to speed up labours disciplinary processes in the most serious cases of alleged anti semitism. He told a meeting this afternoon that he wanted a new way of dealing with the most extreme cases. Mr corbyn said the processes for dealing with serious cases were not good enough and some had taken too long to resolve. Jo swinson has been elected as the next leader of the liberal democrats. Ms swinson, who beat her rival ed davey, has been the partys deputy leader for two years. It follows the decision of Sir Vince Cable earlier this year to stand down. The party which has has 12 mps in the house of commons came second in the recent european elections. The party wants the uk to remain in the eu and enjoyed a surge of support in the local elections. 0ur deputy Political Editor john pienaar has more. New face, same promise stop brexit or try. Jo swinson was favourite to win and she did, easily. Jo swinson, 47,000. Cheering. Standing against brexit has been the lib dems best game plan, and shes sticking to it. In the face of nationalism, populism, the catastrophe of brexit, the two old parties have failed. 0ur party has been clear on brexit from day one. We believe the uks best future is as members of the european union, and thats why, as your leader, i will do whatever it takes to stop brexit. Shes come a long way. This tax on learning is not acceptable. As a student, jo swinson campaigned against tuition fees. Westminsters youngest mp in 2005, she was a minister in the coalition which introduced the tuition fees that helped wreck the lib dems popularity. She lost her seat in 2015, like all but a handful of lib dems. Back two years later, she was elected deputy leader and also made history by taking her baby into the commons. Now she must nurse a recovery thats brought in one defecting labour mp so far and many remain supporting voters. If there were an election tomorrow, even with the current figures, 40 or 50 liberal democrat mps would certainly seem like a perfectly realistic aspiration. Whether or not they can go further than that, whether or not, for example, they can eat further into the labour vote by winning over the support of disenchanted remain voters, that, i think, is the challenge. And its still a big challenge. Her party has staged something of a comeback, grown stronger as two Party Politics has grown weaker. But if the future depends on brexit, its a future no one can predict, whoever the new leader. John pienaar, bbc news. Im joined now by sean kemp, who was a former liberal democrat special advisor during the coalition government. And before that he served as the partys deputy head of press. Thank you so much for coming in. Your reaction to the election ofjo swinson . I was always a supporter. She has the ability to cut through in the media, probably the strongest media performer in the party and for a lib dem it is always about getting noticed. They only have 12 mps at the moment, i remember when they had 63 it was still a battle to get noticed. She has the charisma and personality that came through in her speech today. The work on tv and radio, they got to try and reach cut through to people. Many people feel even now that they are not paid much attention to us as a party. You know her, what kind of person she . She is very driven and determined. Shes been involved in politics from a very young age in her 20s. Also very warm. Stands up for what she believes in, equal rights, for example, she has a real campaigning record. And she is not tribal, which is important, the way politics is at the moment. She is very much a lib then, but she is prepared to work with people from other parties across boundaries if they agree around certain principles. That is something that is going to be a real strength going forward. Shes been elected at a good time after the strong showing in the european and local elections but how do the lib dems capitalise on that success . The thing about brexit as it has given them an opportunity to cut through again. They have this one issue, brexit, and a clear message that enables them to campaign. That has worked so far. We have seen su ccesses. Worked so far. We have seen successes. They will look to broaden that. We saw in her speech, she talked brexit and about remain, but liberal values of openness and tolerance. For the lib dems there is an opportunity that people look at the conservatives and labour and see them as being less centrist, certainly more ideological and set in their ways. But they are standing up in their ways. But they are standing upfor in their ways. But they are standing up for liberal values like openness and tolerance. During the cannon and claire years it seemed like everyone stood up for that, now it is not quite the same. So it is reasonable, and an anti tribal message. Quite the same. So it is reasonable, and an antitribal message. That could seem a bit nebulous. If the uk does leave the eu, and borisjohnson and jeremy hunt are saying that we could do, could be the new Prime Minister on october the 31st, but is the message of the lib dems beyond that . If anyone thinks when we leave the eu, that is the end of brexit as a topic of political discussion, i have terrible news, the impact of brexit will go on for decades in this country. The lib dems have got policies coming out of their ears. It has never been there problem, they have no shortage of policies on taxation and climate change, a strong record. Where we have struggled is with the emotional connection. Most people react to politics in an emotional way. That is where the more liberal, tolerant message, it does sound nebulous, you are right but as a party we have lacked that, something that sums up who we are. A usp. So there is an opportunity now on the central ground to do that. Lots on environmental and educational policies, and the party has an opportunity to give a characterisation of themselves that makes them stand out. Thank you for coming in to talk to us. The headlines carl beech, a man who claimed to have been abused as a child by a westminster paedophile ring, is convicted of perverting the course ofjustice and fraud. Voting ends in the conservative leadership race, as a senior minister quits in protest over a possible borisjohnson victory. Jo swinson is named as the first female leader of the liberal democrats, beating sir ed davey. Sport now, and a full round up from the bbc sport centre. Heres lizzie. Lets start with swimming and adam peatys domination continues with his third successive World Championship gold in the 100 metres breaststroke. After breaking his own world record in the semi finals yesterday going sub 57 seconds, he once again blitzed the opposition in the final in south korea this morning in a time of 57. 14 seconds. Significantly for british swimming, silver went to peatys team mate james wilby, who won his first world medal. But he was a long way behind peaty who has now recorded the 15 fastest times in the event in history and says he can go even quicker. My my big achievement was going faster than yesterday, being a better version of myself but i made a tiny mistake trying to force the speed a bit too much, but it is important coming here, im still learning. I have got 56, then im still learning, always trying to improve, and that is important to have that going into the olympics next year. It looks like welsh superstar gareth bale might be moving to the Chinese Super league. The 30 year old has 3 years on his contract with real madrid but he was left out of their pre season match against Bayern Munich and coach Zinedine Zidane claims it would be best for everyone if he leaves. In response, bales agent has fired back that the real coach is a disgrace for the way hes treated bale, whos won four Champions League titles with real and is statistically one of their best players of all time. We understand two chinese clubs are interested and bale could earn £1 million a week. A week after winning the world cup englands cricketers have a major gear change as they prepare for the ashes which start in 10 days time and theyve chosen ireland as their sparring partners. The first time theyve played them in a test match. The four day game begins on wednesday at lords and england will field 8 of their world cup winners among the squad of 16. 0pener rory burns wasnt in the historic one day side but is
