Accused of killing her baby we have a special report from el salvador, where there are calls for a change in the nations strict abortion laws. And federer through again. The eight time champion overcomes rafael nadal to reach his 12rh wimbledon final. Hello and welcome to bbc world news. We start in the us state of louisiana, which has declared a state of emergency as Tropical Storm barry approaches hurricane strength and nears landfall. New orleans is bracing itself as the storm approaches shore. The city has already seen severe rain and flooding. New Orleans City Council says its as prepared as it can be and has told residents to say indoors from tonight. Our correspondent sophie long is in new orleans. What we are experiencing at the moment are sudden downpours and gusts of strong winds. Forecasters are predicting that Tropical Storm barry could turn into hurricane strength before it makes landfall over the next few hours. That is wind speeds of over 7a mph. People here have been bracing themselves. The governor declared a state of emergency on wednesday. They have had plenty of time. We have watched people fill sandbags trying to shore up people fill sandbags trying to shore up their homes and businesses. The wind is not the main concern. You can see the mississippi behind me. The levels are really high already and they are expecting an extra 1215, and they are expecting an extra 12 15, even more, range of all over the next 2a hours, combined with a predicted storm surge coming from the gulf of mexico, p mississippi, and they are expecting river levels to crest at about 19 feet. Thatll be the highest they have been since 1950. That is dangerously close to the 20 feet that the levy system, the 20 feet that the levy system, the flood defences system protecting new the flood defences system protecting n ew o rlea ns the flood defences system protecting new orleans can cope with stop now, if it goes over that they are expecting some overspill and the consequences of that can be really catastrophic. Very few people have forgotten the consequences of the aftermath of Hurricane Katrina, where there was a major overwhelming of the levy system. More than 1800 people lost their lives and many other lives were devastated by it. So no one here is taking the warnings that they have had over the past 48 hours lately. Many people are confident that they will come through it. Sophie, what are they doing, as faras through it. Sophie, what are they doing, as far as they can, to shore up doing, as far as they can, to shore up those levies and defences . Well, levies have been shored up since Hurricane Katrina in 2005 and many millions have been spent on shoring up millions have been spent on shoring up the levy systems and the drainage system in new orleans ever since. But we heard from the meram new o rlea ns but we heard from the meram new orleans today, she said that with the amount of rain they are expecting to follow the next 48 hours, in that short period of time, she said there is not a flood system in the world that can be any more prepared for it mare. There is very Little People can do now. Have spoken to people throughout the course of the day. Most people in new course of the day. Most people in n ew o rlea ns course of the day. Most people in new orleans are still smiling. The community has come together, they have been filling sandbags and helping each other shore up their properties. Some people are saying it should not have been left asleep. There is very Little People do now. Have been told by the citys met to stock up supplies, and water and emergency supplies and go home. Mayor. She said they havent been any evacuations, either voluntary or enforced, because they are hoping new enforced, because they are hoping n ew o rlea ns enforced, because they are hoping new orleans will be spared a direct hit. The problem is the huge of rain that Tropical Storm barry will bring with it. Sophie, were looking at some coming into us live. We can see how bad it is getting, we can see you and the camera crew are battling the elements. Just tell us what its like on the streets around where you are. Is it eerily quiet now . It has become much quieter over the past few hours. The deadline they have been given by the city mayor is eight oclock this evening, a few hours away. Throughout the day, we woke up this morning it all seemed quite calm. What we experience throughout the day was major downpours of rain and really high gusts of wind. So people have been taking the opportunity to do what they can. This tree so much quieter now. You can see the waterfront behind me, it is deserted, it has been shut off, no one is allowed on the levies. It is very dangerous. A player are used to hurricanes. People here. They have experienced three Tropical Storms and two hurricanes in the past decade alone. People are very used to big weather events. But even a category1 hurricane, which it may become in the next few hours, they life threatening store. So no one is taking the warnings they have received lately levels of most people are staying at home. Some people are staying at home. Some people may have arranged to go away from the city. But i think most people feel confident that they have seen people feel confident that they have seen much worse than this before and they will come through this one. Sophie long in new orleans for us. The Us Federal Trade Commission is reported to have approved a 5 billion penalty for facebook over its handling of users personal data. Republican members of the regulator are said to have backed the settlement, with democrats voting against. Facebook have not commented on the reports but the tech company did tell investors in april that it had set aside money to pay for a fine. Our north America Technology correspondent dave lee has more. It will be a record breaking summer us regulator to impose on a technology company, dwarfing the 22 million or so that google was fine not so long ago. And that may not be the sum of it in terms of the total punishment. If 1 billion fine may also involve extra measures put on facebook to hold it more accountable, such as privacy, oversight, or even, potentially, or personal responsibility for Mark Zuckerberg five early in dollar. Those are the details we dont yet have about the settlement. It will be the more contentious side of this because some people think that the monetary penalty on its own wont be sufficient to really cause any great harm to facebook. In fact one senator has already described the vine, large as it is, as simply being a mosquito bite for facebook. That is the sense of some of the reaction to the so far. What is it thats facebook as supposed to have done to bring about such a large fine . Well, specifically, in this case, and in terms of the case that the federal trade commission, the regulator he was looking at, in 2011 facebook came to an agreement with the regulator about how it was going to handle personal data people on facebook, and specifically how it was going to get consent for what it was going to get consent for what it was going to do with that data in the future. Now, because of cambridge analytica, where of course data was used to target political advertising without peoples explicit knowledge or consent, and also several other slightly less high profile privacy mishaps that facebook has had, the ftc is saying that facebook went against that promise, that Consent Decree to look up promise, that Consent Decree to look up the user data more thoroughly, so thatis up the user data more thoroughly, so that is what they are being punished for, a settlement of 5 billion. Fdc. Facebook is a ready set aside much of that money. It told investors back in april it was expecting up to 5 billion to be the amount. It is already prepared for that so this isnt going to have a huge impact on facebooks financials going forward. Whether it could lead to tighter regulation beyond that is going to be the next big question. Dave lee in san francisco. Police in the uk have begun a criminal investigation into the alleged leak of official communications from britains out going ambassador to the United States. The furore over the contents of sir kim darrochs e mails, which were highly critical of the trump administration, caused the white house to refuse to work with the ambassador, and eventually led to his resignation. Dan johnson reports. Who leaked the documents that parted president and ambassador and put the special relationship under strain . How did our man in washingtons frank assessments end up splashed across the mail on sunday . Sir kim darroch privately described the white house as dysfunctional, divided. Donald trump insecure and inept. Within days the ambassador announced hed leave his washington residency, after the president fired back, calling him stupid and pompous, making it clear he wasnt welcome. A whitehall enquiry was started to root out the leaker but this evening the metropolitan police announced they would take over. Assistant commissioner neil basu said there was even a direct appeal. Well, im assuming its a function of how serious its been taken. Clearly there has been damage to Britains National interest here. And i think obviously the police have more investigative powers, more tools at their disposal to find the culprit. And i think it is very important to find whos the perpetrator of this leak. Today the president was trying to be nice, with some warmer words for sir kim. I wish the British Ambassador well. But theyve got to stop their leaking problems there, just like they have to stop them in our country. Stopping more leaks is one challenge, finding the source of this one will be tough enough. Danieljohnson, bbc news. Prosecutors in the case against the billionaire financier Jeffrey Epstein have alleged that, late last year, he tried to pay off two potential witnesses against him. He has pleaded not guilty to charges of trafficking underage girls for sex. The case has forced the resignation of president trumps secretary of labor following renewed scrutiny of his handling of similar charges levelled against epstein a decade ago. In 2008, when he was us attorney for southern florida, alex acosta agreed a plea deal with epstein, granting him immunity from federal prosecution. The president had previously supporter mr acosta but that had changed when the two spoke to reporters earlier. With less than two weeks to go until britains next Prime Minister is chosen, the two men hoping to succeed theresa may have been grilled in bbc interviews. Boris johnson and jeremy hunt spoke to andrew neil for a special programme. With more on what they said, heres our deputy political editor, john pienaar. They came expecting to be tested, and they were. Jeremy hunt first. Hes saying brexit may take a little longer than october the 31st to deliver, but how long . Days, months . Maybe longer, it turned out, than hed like. If its on or around the 31st, it has to be before christmas. I would expect so, yes. Expect so . But you cannot say for sure. Is there any chance we could still go into 2020 and still be a member of eu . I dont believe so, no. Hmm. But you dont rule it out . I dont believe that would be the case because. Well, this is why people dont really trust you on this. What people get with me is a Prime Minister who will get them out of the eu more quickly. Why . Parliament could block brexit with no deal, an election, the only way to break the deadlock. Who is the Prime Minister who is most likely to get us out of the eu quickly . And my worry is that if people vote with their hearts, perhaps, instead of their heads, we will end up with a general election before we get to brexit. Over to the frontrunner. Borisjohnson and his brexit pledge. Out on time, do or die. But what if a deal was within reach . Nobody believes you would walk away in these circumstances. Be honest with the british people. No, i think its very, very important that we get ready to leave on october the 31st, come what may. Mrjohnsons not always been easy to pin down, although that was clearly the plan today. No, no, no. No . You will follow the questions i want to ask, not the ones you want to be asked. All right. And the latest row, had he helped drive out britains Us Ambassador by failing to back him on tv after he fell out with donald trump . He said that what somebody had relayed to him had certainly been a factor. So your lack of support for him was a factor in his resignation . I think that unfortunately what i said on that tv debate was misrepresented to kim. Will you be as craven if you were Prime Minister . Ive been. Neil, towards the United States of america, craven . Towards anybody who is powerful in the world. Dont be ridiculous, if i may say so. Hes still the favourite but in ten days well know whose answers will shape britains future. Boris johnson orjeremy hunt, the Big Questions on when and how to deliver brexit, on which tax and spending promises to keep, and which to quietly set aside. Therell be no dodging those questions once in office. Until then, its fair to say that neither man really knows the answer to some of those Big Questions themselves. Washington has repeatedly voiced its opposition to the deal. The bbcs mark lowen is in istanbul he explains why the stakes are high for turkey. Three big risks for turkey and taking delivery of this s 400 Missile Defence system. It could forfeit participation in the f 35 programme, the programme to deliver turkey f 35 fighter jets programme, the programme to deliver turkey f 35 fighterjets which were meant to be rolled out to turkey over the next decade, because the us is as the s 400 russian system could compromise the safety of the f 35s. A city where catholicism has deep roots, and where the church has had a commanding influence, and helped to ensure the total ban on abortion. A ban that has criminalised women like theodora vazquez. Last year, her 30 year sentence was commuted and she walked free, to be reunited with herfamily, after a decade behind bars. Human Rights Groups says she is one of many women who lost their babies and were jailed for killing them. Theodora was already a devoted mother when she was convicted. Her son, angel gabriel, now 15, was just four years old when they were parted. Do you feel like you missed out on a lot of his life, on a lot of your sons life . Theodora says she was jailed for a crime she did not commit, by a society where men still have the upper hand. Some women and girls here do seek terminations, but the process has been driven underground. This doctor told me many of the women who come to him have actually miscarried, but are too scared to go to hospital in case staff called the police. He says most of his patients have been raped. There is so much Sexual Violence here. It affects almost 60 of my patients. Many are abused by
