The coroner at the inquests into the deaths of those who died in the London Bridge attacks two years ago, says he isnt persuaded m15, and the police missed opportunities to prevent what happened. In ruling that the eight victims were unlawfully killed, the chief coroner for england and wales, mark lucraft, said the work of the Security Services was generally thorough and rigorous. He did however criticise the family of one of the attackers, for not reporting his extremist behaviour, and said their testimony at the inuqests, was unconvincing. Our Home Affairs Correspondent Daniel Sandford has more. After eight weeks of compelling, harrowing and often tearful evidence the inquest concluded this evening. They have been particularly harrowing for the bereaved relatives, and some of the french families have come, almost every day. And the coroner ruled that all eight people had been unlawfully killed, but also said there had been failures by both the authorities responsible for the bridge and one killers family. It was a happy summer night on London Bridge that turned to horror in an instant. Christine and her fiance were enjoying a romantic getaway from paris when a van did a u turn and drove deliberately and at speed onto the wide and unprotected pavement. Christine is still recovering from serious injuries but xavier did not survive. Chrissy archibald was also killed. The chief coroner noted that no changes had been made to the bridge after the westminster attack. The bereaved relatives are also bewildered the bereaved relatives are also bewildered by the fact that one of the killers had been identified by m15 two years earlier as someone who might attack the uk. I understood him but i had to get out and i said he could lock the door afterwards. He was able to save someone who had been stabbed 18 times. Killers rampaged through Borough Market for another seven minutes, still attacking people but failing to kill any more. They were in the process of stabbing someone else when armed officers arrived and shot them dead. Although the coroner didnt criticise m15, the Security Service and counterterrorism policing service have made changes in how they work. This is a question of resources. They work. This is a question of resources. If khuram butt had been the only suspect he would have been watched intently, but he was one at 3000 at the time not regarded as the highest priority. Thank you so much for being with us on bbc news this evening. I know youve been following the inquest with considerable interest. What do you make, first of all, the coroners conclusions . The charge laid against m15 and the police was really a very serious charge, that they hadnt carried out their duties. And im not at all surprised that the coroner didnt think that was the case. So i understand his decision they are. I think its also very important to point out that the people who were responsible for this appalling terrorist attack two years ago are the islamist terrorists who carried it out, we think, led by khuram butt, its not m15, or the police, and we should also not forget those brave people, whether they were police, or doctors, we heard who rushed towards the danger that night. Rather than doing what most of us would do and running as fast as we could away from it. All that being said, it does seem to me that there was, in khuram buttgun case, a very serious intelligence failure. I think m15, the very serious intelligence failure. I think mis, the mis very serious intelligence failure. I think m15, the m15 officer who gave evidence to the coroner a fortnight ago accepted that. And they were clear exa m ples ago accepted that. And they were clear examples where it leads, which showed that khuram butt was a highly dangerous man, not least, in my view, the video he had taken of himself slitting a cows throat, which showed that the fullest resources of the counterterrorist police and m15 should have been focused on him. Indeed, m15, at one stage wanted to get the Crown Prosecution Service to book khuram butt on a case of fraud, which he had done, the Crown Prosecution Service didnt want to do that. They wa nted service didnt want to do that. They wanted him out of the way. They were good reasons why he should have been out of the way, and its a tragedy that he was not locked up for earlier. Clearly, you are right, the bottom line is that nobody is responsible for these deaths other than the free people carried them out. But in terms of preventing others doing the same, we are dependent on Security Service and the police, to monitor and review, to consider all the evidence, we had this case where the brother in law said he tried to contact the authorities and nobody came back to him. The coroner criticised the family saying he found their evidence and convincing. When you talk aboutjoining evidence and convincing. When you talk about joining the evidence and convincing. When you talk aboutjoining the dots, clearly, the charts werentjoined up. What is that down to . City resources question or a judgment question . Iithink question . I i think its both those things. There is a tradecraft issue here, how counterterrorist police and m15 officers do theirjob. They were clear doubts here that showed khuram butt, in particular, was a dangerous killer. He needed to be under co nsta nt killer. He needed to be under constant surveillance. But those doubts werentjoined constant surveillance. But those doubts werent joined up, constant surveillance. But those doubts werentjoined up, and thats a tradecraft issue. Its a question ofjudgment by a tradecraft issue. Its a question of judgment by the a tradecraft issue. We heard from m15 officer saying, weve got more m15 officers, wed have to train them, it wouldnt have helped. But thats a political decision. That is the other aspect of this. People like me say, now, we need to double the number of people in mi5, need to double the number of people in m15, increase the number of counterterrorist police, because there are so many people. Khuram butt was one of 3000, we think there are 12,000 more out there. Weve got the largest m15 personnel weve ever had, but they should be doubled, because there is a constant danger at the moment. You know, this isnt at the moment. You know, this isnt a switch, its a dial. When things are a switch, its a dial. When things a re less a switch, its a dial. When things are less severe you turn the dial down. This 12,000 people you refer to, thats the long list of people that code, you know, have extremist views with no evidence of them actually and taking extremist activity or becoming violent. Khuram butt was on the list of people of more concern, is that why youre worried . Its more concern, is that why youre worried . Its not more concern, is that why youre worried . Its not so much that he was the needle in haystack, hed been spotted but they didnt act on it. He had been spotted, they acted to a point, but didnt go that final mile. To put it crudely, m15 had two piles of files, and one is called desirable, the other is called essential, and the judgment comes desirable, the other is called essential, and thejudgment comes in deciding that somebody on the desirable site needs to be put on the essential side. In khuram butt case, in my view, there was evidence in spades that he should have been on the essential side, but its a political decision as to how big m15 should be. And thats not up to m15 itself, thats a decision to be taken by the government. I think more officers, more people, who can look at the evidence, particularly intersected evidence from telecommunications, but there is a risk, you have people, libertarians, mps, saying we dont want to live in a surveillance society. But without surveillance, people like khuram butt will get through. With proper surveillance, and joining the dots, theres a good chance that they can be stopped. But 3000 people is not a huge number, but this isnt very huge number, but this isnt very huge number, but this isnt very huge number indeed. After eight weeks of often powerful, graphic and moving testimony at the London Bridge terror attack inquest, the chief coronerjudge mark lucroft qc has concluded all eight of those who died were unlawfully killed. But his comments, alongside his verdict, have disappointed some of the victims families. Judge lucraft said there should be no criticism of m15 even though theyd been investigating the ringleader khuram butt in the years leading up to the attack. Protective security is a collective responsibility and a continuous work in progress. Counterterrorism policing will continue to work with oui policing will continue to work with our close partners including the home office to improve. With regards to the investigation itself and with the benefit of hindsight, we know certain things could have been done differently, but after careful consideration, the chief coroner has found that the investigation was nonetheless thorough and rigorous. He was not persuaded that investigative opportunities were lost which could realistically have saved the lives of those who so tragically died. Indeed, even after we carried out and invest intensive post attack investigation, which was praised by the coroner, no evidence of long term calculative planning could be found. Even those closest to the attackers, and we have heard from them during the inquest, knew nothing of their murderous plans. Countering the terrorist threat will always be complex and challenging work, extremely difficult decisions have to be made every day by incredible teams of dedicated and highly skilled officers and staff operating up skilled officers and staff operating up and down this country. Together, they foiled 19 murderous plot since march 2017 but despite the heroic efforts, it will never be possible to stop every plot. Nevertheless, that must always be our ambition. The assistant commissioner of the city of London Police said preventing and tackling terrorism is their main priority. All our officers who responded to the awful events of that evening took on critical roles in trying to save life, render first aid, comfort the victims and also deal with the continued threat posed by the terrorist. They acted with professionalism, bravery and compassion. And we are proud of the actions of each and every one of them. I would also particularly like to thank those members of the public who helped our officers, the injured and other Emergency Service responders. Once again, londoners and those visiting london that evening came together to demonstrate a united front against these senseless acts of terrorist violence. Preventing and tackling terrorism remains the highest priority for the city of London Police. We will always look to learn from incidents of this nature to see how we can better, to see how this can be better achieved in the future. We will continue to work in partnership with our colleagues from the Emergency Services and those agencies responsible for physical security measures to address the concerns security measures to address the concerns raised by the coroner and to keep the city safe. It is over now and despite a rigorous investigation i still dont know what happened precisely to my scent during the first attack. It is subject to assumption. We are aware that there were lot of missed opportunities to neutralise at least one of the attackers who was known asa one of the attackers who was known as a very dangerous. If you have the fa ct as a very dangerous. If you have the fact that despite the westminster attack, London Bridge had no barriers, and that despite many warnings from a Police Officer of the city of London Police who claims it was an exposed area, so i think this attack could have been preve nta ble. This attack could have been preventable.
