Good morning and welcome to bbc news live from chippenham in wiltshire. It is still a blizzard by the motorway in wiltshire. It has been snowing heavily throughout the morning in many parts of the southern United Kingdom today. That has caused major travel disruption overnight. You can see the motorway behind me, there are cars and lorries travelling on it but snowploughs have been in constant action. We have been watching them over the last few minutes trying to keep this motorway open. 0n the smaller roads around here, real problems, on the railways there has been disruption in many parts of the country and at airports as well, including heathrow. We will bring you the details on that in the next few minutes. Hundreds of schools around the country are close this morning, some of the worst snow has beenin morning, some of the worst snow has been in cornwall in the south west. At one stage about 100 motorists who got stranded overnight had to abandon their cars and were put up ina pub abandon their cars and were put up in a pub in bodmin. Lets bring you the details as we have them at the moment. There are now yellow warnings in place for snow and ice in parts of the United Kingdom, lasting through until this afternoon. Hundreds of schools have been closed in england and some 500 schools have been closed in wales, thats about a quarter of the total number of schools in wales. And in london there has been disruption and cancellations of some short haul flights at Heathrow Airport and reduced services on south eastern ra i lwa ys reduced services on south eastern railways and Great Western railway as well. And that cali with college in bodmin and the snow forced students to make it their home for the night because the roads were too treacherous. In the end we had about 300 students staying at the college. Everybody is fine and they have been fed and watered and had a good nights sleep, for a teenager i imagine two 01 sleep, for a teenager i imagine two or three hours. We were grateful for a donation of £800 for bedding to support the students and provide as cosy a n support the students and provide as cosy an environment as we could provide for them. More snow this morning means the college will be closed today along with hundreds of schools across southern england and wales. Earlier, an amber weather warning was in place from oxford down to basingstoke but there is expected to be snow flurries across much of the country throughout the day. In bristol where the council has launched its emergency Severe Weather programme, they have been handing out hot food and drinks. I couldnt even sleep last night, i was that cold. I had a sleeping bag and im not being funny, i had to sleep in all of these clothes to keep one, a pair of gloves, scarf and a hat, do you know what i mean . Thats how it is, mate. But i think we kind of get used to it, its a case of having to. And the Winter Weather is set to continue well into the weekend with temperatures not expected to rise significantly until tuesday. It is brutally cold here where we are in wiltshire and the snow is driving almost horizontally across us driving almost horizontally across us right now and it has been snowing for hours now. The coldest spot in the country so far this winter was braemar in aberdeenshire, 15 celsius overnight. Most snowfall was in cornwall, some 12 centimetres of snow falling there. And as we got higher up on the road up to bodmin the snow started coming down and it started settling and it just absolutely dumped. And within about half an hour we were completely stuck and traffic queues for miles. Yeah, and it was very, very icy and lots of snow. Very pretty but not very convenient. So, were you are effectively stranded, then . Yeah, i was there from about 3pm, i guess, until about 11 30pm at night. And then we managed to. A snowplough came through, which we followed, and i managed to drive back to exeter and then went back up over the link road over exmoor, which was also quite exciting. So it was a bit of an epicjourney. I got home at about 2 30am this morning. Wow, thats a lot of hours and did you manage to keep warm in all that time . I must have had a premonition yesterday because before i left home i put a sleeping bag, a shovel, a load of food, some water in my car. I didnt really think id need it but it was brilliant, i was wrapped up in my sleeping bag on bodmin moor in a big traffic queue. So, yeah, it was a good thing to do, i reckon. So, you were remarkably well prepared. You obviously listen to all that advice we hearfrom the motoring organisations. Yeah. Last year we had the beast from the east, we had a lot of snow in north devon and i took the kids out to play in some snow and kind of wished id taken the shovel with me so i learned my lesson. I think ill always throw one in now. Matt argyle talking to me earlier about getting stuck on the 830. The smaller roads around where we are here off the mfor are treacherous, our own car got stuck when we parked it, it is quite hard to get it out again. The m4. The advice is not to go out in many parts of the country unless you have to, and if you have to, make sure you have those provisions with you in your vehicle, as matt argyle did. Disruption on the road, as we have been hearing, some disruption on the railways is welcome and at airports as well. In the last half an hour there has been some fresh snow falling, however, that has now turned to rain but it is bitterly cold here at Heathrow Airport. Some of the snow below us has turned now to slush, but it is forecast for more snow to fall in the next hour or 0 more snow to fall in the next hour or so here at Heathrow Airport. The good news is that the airport is open, its operational, we know that the airport has invested millions of pounds in preparing for eventualities, bad weather like this, so that the runways, we are told by Heathrow Airport, they are clear. A lot of the planes are taking off and landing here. Visibility, though, looks pretty poor at the moment, but there have been some cancellations. So British Airways is offering passengers to postpone their journey if they want to. But at the moment the airport is running as normal. We were talking about the situation across many parts of southern england but wales has been very hard hit as well and with hundreds of School Closures, Something Like 500 schools closed across wales. You were talking about School Closures there. The Primary School in this village is certainly close, they have a snow day today. However, the head teacher did tell us it was a very close call. They were watching the weather very closely here. A lot of the schoolchildren come on the school buses, so they did decide to close. The airport has reopened and things are getting back to normal and many of those welsh rugby fans on their way to the big game in paris tonight, hoping that their flights arent going to be delayed. There is still an ice warning, yellow ice warning here in south wales. Thats due to last until 1pm today. 0k, sian, thank you. There was an amber alert just today. 0k, sian, thank you. There was an amber alertjust east from where we are along the m4 in the Thames Valley area, around 0xfordshire, also hampshire and berkshire and buckinghamshire. That amber alert, which is higher than a yellow alert, basically a warning about life and property could be in danger, that has just expired at 11am this morning. That amber alert has now finished but there are still yellow alerts, a slightly lesser warning about snow and ice. There are those yellow alerts in place for many parts of the United Kingdom, england, wales and scotland through this afternoon and the travel disruption is continuing. You have been hearing about the railways, the airports, the roads, the m4 motorway, as i said, they are needing snowploughs to keep this open at the moment. Just a couple of lanes in each carriageway open, and when we were driving up here earlier this morning from bristol, really treacherous conditions. The advice from motoring organisations is most definitely, dont go out unless you really have to, and if you do go out in your vehicle, make sure you are well prepared. Thats right, yellow warnings are still in force across large parts of southern england and wales, more snow will fall and there are icy conditions. That area between london and bristol on the mit, anybody travelling in the area will see the most significant snow falling in that area. For many of us we have seen the last of the snow. But this area of snowfall will linger for some time and slowly move further south as we go through the rest of the afternoon and into the evening. There will be some areas that will see the end of the snow but it will come back lighter than it has done before. The situation in terms of amassing a huge amount of new snowfall where it really hit last night into this morning, we are not going to see massive amounts more but there will bea massive amounts more but there will be a few more centimetres in places. Clearly from what we have heard from ben there are lots of travel problems. Thankfully in cornwall the situation weather wise is a lot better throughout the day after being hit hard yesterday, people heading out in the morning and forthcoming through some really nasty snow. It always seems strange when cornwall gets snow because its quite rare. Absolutely, rain, sleet and snow. There is some Higher Ground in cornwall as well. But its not every time the snow comes in and hits that part of the uk. In terms of where we are going in the next few days . Slow improvements. We like that. We still have frosty nights to come over the weekend, saturday night looks particularly cold under clear skies, the ridge of High Pressure coming in, so that will give more sunshine on saturday by day allowing the snow to thaw but on sunday the weather fronts will come in and some of us will see wet weather. They will be some snow, especially on the high ground across Northern Britain and look at the temperature trends for our Capital Cities into next week. You can spot a couple of double figures for belfast and london, ten or 11 degrees. Quite if you rain the symbols showing up so it is still u nsettled, symbols showing up so it is still unsettled, some sunnier days and wetter days but more of us will see rain rather than snow, temperatures heading up. He won the comedy award at the Edinburgh Festival in 1988 but will be best remembered for his regular appearances on radio 4 comedy shows. In a statement his publicist said his wife and daughter were with him when he died, and that, he will be enormously missed by so many, who were inspired by him and who laughed with him. We all grew up together, that whole generation, particularly the more political comedians like mark steele and mark thomas, who was like a patron saint, almost, he inspired a whole generation. He was himself so u nfussy whole generation. He was himself so unfussy and unshowy. He is to say people think im self deprecating but i dont think im very good at it. That was there where he was, he was so humble, he cared more for people and causes rather than fame and fortune. He was just the most lovely, lovely man. I cant tell you the affection and admiration we all had for him. Today it is raw, this really hurts today. I know that you we re really hurts today. I know that you were friends going back a long way. Yeah, we started out together, we shared a flat in london, i was rushing around always doing shows, and he said you dont have clothes, you just have a washing because id come home and put it straight in. The first show i did on the bbc was called now Something Else and he was the boom operator pretending to be a bbc staff and saying at bbc youve got to start at the bottom and kiss it. Even then he would drive producers up the wall, sometimes eve ryo ne producers up the wall, sometimes everyone would try and agree on something and jeremy would disagree sometimesjust something and jeremy would disagree sometimes just out of principle. He was very principled. He was an activist with a lot of causes, palestine, against injustice and inequality, and he often put his comedy to the service of his principles. He was a very thoughtful, very caring, such a kind and compassionate man and it is a really big loss. What will you in particular remember him for . There must be so many things over the yea rs. Must be so many things over the years. He was so mischievous on the news quiz, he had his own rhythm and i think he inspired a whole not generation, just in the ideas, but the way he delivered the comedy. Thank goodness we have hours and hours of tape on him on the news quiz and doing sorry i havent a clue and q1 as you just saw. He was unique in the way he delivered. We would do one liners, and his was a lwa ys would do one liners, and his was always thoughtful, always intelligent comedy, and as i say, a lwa ys intelligent comedy, and as i say, always compassionate and principled. But if there was a good joke he wouldnt let a principled stand in the way of that either because he was funny, funny, funnier than a lot of us. How were the last few months . It was brutal, six months since the diagnosis. Yes, he had been ill for a few months cancer again. Very few people, i think, a few months cancer again. Very few people, ithink, knew a few months cancer again. Very few people, i think, knew that, a few months cancer again. Very few people, ithink, knew that, and he wa nted people, ithink, knew that, and he wanted to keep that private and his wife katie, i think they married just before christmas, and she is a film maker and activist and they have a daughter, betty, who was also with him when he died this morning. We are all very sad and thinking of them at the moment and missing a great friend and a unique and wonderful comedian. And obviously you are struggling with your emotions around it inevitably, someone being so close, being able to see his legacy, that comedic material, immediately transforms your face when you think about it. |j would urge people to go on twitter today and look on the tributes and see comedian after comedian after comedian and the warmth of those tributes is the greatest tribute we could give him is you will see how much we thought of him and then start to watch the clips and listen to news quiz and you will be sad but not sad for long because he was a very funny man and a lovely man too. The public spending watchdog, the National Audit office, found the worst problems were with cervical screening with a backlog of nearly 100,000 samples. I am joined from oxford by dr becks fisher who is a gp and policy fellow at the health foundation. Thank you forjoining us. Obviously, the Screening Programmes are great and have targets, obviously, that as many people get tested as possible but its not always getting through. Whats going on . I think what we have seen today is what we have seen for a little while which is that not as many people are getting screening as many people are getting screening as we would like. The reason that is really important is because we know that as a country we are lagging behind others we would like to be compared to in terms of our survival from cancer and a big part of that is because we are not diagnosing enough cancers at an early stage. Screening programmes are really important because they pick up cancers early and they enable us to treat people for those when they are more likely to respond to treatment. We wa nt more likely to respond to treatment. We want to get as many people as possible into these programmes and we need them to be as effective as possible too. And exactly as you are saying, life saving, people will not go for screening for many reasons. Actually, last week on the Victoria Derbyshire programme we had a live smear test because the reason many people dont go for those is because of fear, embarrassment, and that was hoping to bust some of the myths around that. There it is, that was with Chloe Delevigne who volunteered to have the smear test and hopefully things like that will make a difference. When we hear today that of the people who are being tested, they are getting delays in the results because there is a backlog of nearly 100,000 samples, could the system actually cope if everybody we re system actually cope if everybody were to show up for their tests . What this report makes clear is that the system could be better and needs to be better. There is a lot of problems, for example, around it infrastructure. Some of it is very old and some of it, the report itself says, isnt fit for purpose. There is clearly investment that is required there. There is also the importance of making sure that we are identifying particular groups who are not identifying screenings. We know that more socially deprived people attend a screening less so we need to think about how we can encourage people into Screening Programmes. There is a screening review under way at the moment led by sirmike review under way at the moment led by sir mike richards. Some of these issues have been known about and its important we are thinking about how we solve them now. The Screening Programme that has the lowest attendance rate is the bowel Screening Programme and it is one of the less well known ones. Tell us a bit more about that. How long has that Screening Programme been in effect and why do you think it might be that that has the lowest attendance . Well, ithink, understandably, people are sometimes relu cta nt to understandably, people are sometimes reluctant to relate to their bowels, shall we say . Im a gp and i think people can be reluctant to engage in the screening process because at the moment it requires putting samples of your to quite literally and putting it into a pot and sending it back but it saves lives and it is important to do. There are ways of making a better, the test has been improved but there are delays to the roll out. We will ask people to send fewer sa m ples roll out. We will ask people to send fewer samples back and hopefully that makes it easier for people to engage with the programme. Samples of your poo. They have been delays in rolling that out across the country and also for the camera test for bowel screening and thats related to a lack of capacity, particularly in getting the camera people to be able to do the camera testing. Eu have been fine, the Information Commissioners Office is just telling us. A total of £120,000 for serious breaches of electronic marketing laws related to the eu referendum. The Information Commissioners Office has said that customers details from Eldon Insurance were used unlawfully by leave. Eu to send almost 300,000 political marketing m essa g es almost 300,000 political marketing messages and leave. Eu has been fined £15,000 for that breach. This is part of the Information Commissioners Office long running investigation into the use of Data Analytics in the Referendum Campaign. Leave. So there is a fine of £15,000 for sending political messaging to Insurance Companies and fines of £45,000 and £60,000 for sending out1 million e mails to the leave. The information commissioner Elizabeth Denham said it is deeply concerning that sensitive personal information generated for political purposes was later used for insurance purposes and vice versa and it should never have happened. So perhaps, also quite concerning lee for leave. Eu and Eldon Insurance, there will now bea and Eldon Insurance, there will now be a full audit of their data practices, which means the Information Commissioners Office will be able to go into their organisations and pored over the books and interview staff about what was going on and what is going on now and that could generate further problems for both organisations. So, this government should absolutely be doing that, not as a bribe or a bung to get through this shoddy deal, which can actually come in the long term, will make constituencies like mine far worse off. Whats the warning . The services that we all need and enjoy on a daily basis are at risk unless the government prioritises the funding for local councils in the Spending Review. Councils are the most counterfeit of the sector in the last eight years of austerity. Are the most cut of the sector. We are the most cut of the sector. We arejust are the most cut of the sector. I am all in favour of an Investment Plan to improve economies which are struggling, but i worry that isnt going to see the investment go where it is needed. The challenge for all of us is we need proper investment in Public Services in a planned and managed basis to get rid of this funding black hole. Im worried if money is given out willy nilly we are not going to see that. There is are not going to see that. There is a big problem for councils. We have been heavily cut. Unless we get money back in the Spending Review coming up, then the Services People rely on and value are really going to go over the next few years. In terms of making sure the money you haveis terms of making sure the money you have is being spent as effectively as it can be, what we are hearing about is cuts in front line services, are there other ways, mitigating that, having cuts elsewhere . Yes, but councils are the heavily most heavily cut area. How much gets made up with increased Council Tax Bills . Truthfully, very little, because council tax is such a broken system. When you change it it raises you very little money. We are going to do that, but its only are going to do that, but its only a small part of the problem, and we need a fundamental look at local government financing in this country. And part of that is. A you could increase Council Tax Bills exponentially if desired, but it isnt. No, because exponentially if desired, but it isnt. No, because the government limits how much they can be increased by, so thats not an option for the future. Unless the government would like to signal that it is ok with council tax going up more. Universities will be required to publish information on what they are doing to tackle the attainment gap between students from different ethnic backgrounds the government has announced. Official figures show that record numbers of ethnic minorities are attending university, but only 56 of black students achieve top grades compared with 80 of their white peers. As part of a string of measures announced on friday, universities will be required to publish data on admissions and attainment, broken down by ethnicity, gender and Socio Economic background. What we are doing when it comes to these plans which need to be published in 2020 that we place in these clear requirements to increase diversity in intake. If universities are unable to do that the office of stu d e nts are unable to do that the office of students will be looking to take further remedial action to make sure universities recognise this is a priority for the government, a priority for the government, a priority which we want to make sure they take reasonable measures to ensure that universities reflect modern britain. Its not nearly as busy as it would normally be under snow ploughs have been going up and down the m4 all morning trying to keep both carriageways fully open. We can just show you this scene as well from our mast camera on our satellite truck, which is of some of the smaller roads just off the m4, they are still passable but the motoring organisations are warning the conditions here are really treacherous and telling people not to go out unless you really have too. In the last six hours we have probably moved about less than 100 yards or so. The famous jamaica inn opened its doors to those in need of shelter making up beds in the restaurant and bar when all the rooms were taken. And at Callywith College in bodmin the snow forced students to make it their home for the night because the roads were too treacherous. In the end we had about 300 students staying at the college. Everybody is fine and they have been fed and watered and had a good nights sleep, for a teenager i imagine two or three hours. We were grateful to asdas donation of £800 of bedding to support the students and provide as cosy an environment as we could provide for them. More snow this morning means the college will be closed today along with hundreds of schools across southern england and wales. Earlier, an amber weather warning was in place from oxford down to basingstoke but there is expected to be snow flurries across much of the country throughout the day. In bristol where the council has launched its emergency Severe Weather programme, they have been handing out hot food and drinks. I couldnt even sleep last night, i was that cold. But i think we kind of get used to it, its a case of having to. And the Winter Weather is set to continue well into the weekend with temperatures not expected to rise significantly until tuesday. The coldest part of the country overnight was braemar in aberdeenshire where it was 15 celsius. Thats the coldest it has been so far this winter anywhere in the uk. The deepest snow falls were in cornwall, some 12 centimetres falling in parts of cornwall. Thats where people were getting stuck on the a 30 around bodmin. I have spoken to one of those who got stuck, matt argyle, who told me he was stranded in his vehicle for many hours on the 830. On the a30. Im based in north devon but i went down to work at st austell at the childrens hospice down there, and i drove down at about, i guess, yesterday morning, no snow, went all the way over the a30. Finished about 2 30pm and started driving home. Once again, no snow in st austell. And as we got higher up on the road up to bodmin the snow started coming down and it started settling and it just absolutely dumped. And within about half an hour we were completely stuck and traffic queues for miles. Yeah, and it was very, very icy and lots of snow. Very pretty but not very convenient. So, were you are effectively stranded, then . Yeah, i was there from about 3pm, i guess, until about 11 30pm at night. And then we managed to. A snowplough came through, which we followed, and i managed to drive back to exeter and then went back up over the link road over exmoor, which was also quite exciting. So it was a bit of an epicjourney. I got home at about 2 30am this morning. Wow, thats a lot of hours and did you manage to keep warm in all that time . I must have had a premonition yesterday because before i left home i put a sleeping bag, a shovel, a load of food, some water in my car. I didnt really think id need it but it was brilliant, i was wrapped up in my sleeping bag on bodmin moor in a big traffic queue. So, yeah, it was a good thing to do, i reckon. So, you were remarkably well prepared. You obviously listen to all that advice we hear from the motoring organisations. Yeah. Last year we had the beast from the east, we had a lot of snow in north devon and i took the kids out to play in some snow and kind of wished id taken the shovel with me so i learned my lesson. But we are 1,000 feet up here and they are used to wintry showers and they are used to when the snow falls a lot of the people i was talking to here this morning and yesterday, saying, actually, we are used to getting cut off. They are not cut off this morning. We saw people getting in their cars and going to work and cycling around and the couple of centimetres of snow we have had here overnight is actually beginning to thaw. We did expect yesterday there to have been heavier snow here but perhaps it has swept around us and certainly the south west of england has been particularly badly affected. Across wales, there are some 500 schools which are closed this morning. Most of the main roads are passable. Obviously, drivers are warned to take care. There is snow on the pavements, a lot of the side roads are particularly treacherous, and again, the warning is, if you are out and about please be careful and make sure you are prepared for this weather. In Cardiff Airport they have had some disruption because the airport was shut for a while while they were making assessments there of the runway. The airport has reopened and things are getting back to normal there and many of those welsh rugby fans on their way to the big game in paris tonight, hoping that their flights arent going to be delayed. There is still an ice warning, yellow ice warning here in south wales. Thats due to last until 1pm sian lloyd reporting. We have been talking about the travel disruption on roads, the railways but also at Bristol Airport and bournemouth airport have seen disruption and Heathrow Airport, most significantly. Our reporter helena lee is there for us. What is the latest picture . The latest is that there is still disruption at Heathrow Airport. The good news is that because the airport has, in the past, invested millions of pounds in preparing for bad weather like we had overnight in this area, they are well prepared, so the runways have been cleared, they have managed to keep Heathrow Airport open. However, there are some airlines that are cancelling flights as a result of the bad weather, in particular British Airways, we know they have had to cancel dozens of short haul flights, and also, they tell us, they have had to merge some short haulflights they have had to merge some short haul flights as well as a result of the snow. What they are also very well aware of, they say, is for some people going on short haulflights is for some people going on short haul flights today, it may be tricky for them to come to the airport. The phrases appeared in new european legislation that would allow british citizens to travel to the eu without a visa after brexit. Our correspondent adam fleming is in brussels. Where has this suddenly come from, adam . The back story to this is that in november the European Commission published some legislation which would allow british people to travel to the eu after brexit for short holidays or business trips without needing a visa. It sounds obvious, eve ryo ne needing a visa. It sounds obvious, everyone was very needing a visa. It sounds obvious, everyone was very much in favour of it but it has to go through the legislative process to make it legitimate and that process has been ongoing. Whats happened today is the eu ambassadors for the Member States agreed their position on the text so it can be negotiated with the European Parliament and the commission. What has happened in the meantime is that the Spanish Government insisted on putting a footnote into the legislation, where it describes gibraltar as a colony of the uk and says that its status is controversial. The uk government found that language quite offensive, and so this morning at a meeting of ambassadors, the british ambassador, sirtim ambassadors, the british ambassador, sir tim barrow, made strenuous objections to that language. However, its words from the uk but it hasnt led to anything, the footnote is still in there and is probably still going to remain in there with the legislation being negotiated by the European Commission and European Parliament. I will point out two things. It shows gibraltar will be raised as an issue by the Spanish Government at every opportunity they get in the Brexit Process and beyond. The main thing for people at home who are watching is the eu is still committed to this idea of you not needing a visa to come to the eu on holiday or for work needing a visa to come to the eu on holiday orfor work for needing a visa to come to the eu on holiday or for work for short stays after brexit no matter what happens. In terms of going forward, obviously spain will remain part of the eu and we will not be. What does that indicate about the use of language in the future . If you look at the brexit withdrawal agreement, there is quite a lot of stuff in there about gibraltar. There are special provisions for gibraltar, there is going to be a special committee that looks at how the brexit deal effects gibraltar and spain and the uk, and where issues can be discussed and debated. For the Spanish Government, they interpret that as a change to that status of gibraltar that means that the Spanish Government will have more say over what happens there and it has had in the past. The uk says absolutely not. The status, sovereignty and jurisdiction of gibraltar does not change, it is just about the technicalities of how brexit applies there. You speak to some eu diplomats and they say this has been designed in this way so that the Spanish Government cannot get their hands on gibraltar through the Brexit Process, and by doing it this way they have managed to kind of draw a little bit of a line around the issue so that it doesnt affect the whole of the rest of the Brexit Process. But then you speak to other people who say after the uk has gone there will be nobody in the eu arguing for the status quo for gibraltar, that it is a part of the british family of nations, and does that mean that whenever there is a dispute in the future about gibraltar the eu will swing behind spain because they will be the only member state who has a say in the dispute . Who knows where it goes from here but i think we will be talking about gibraltar for many yea rs talking about gibraltar for many years to come, just like we have been for many years in the past. The Democratic Party are refusing to agree to the 5. 7 billion that mr trump wants for the wall, but in an interview with the new york times, the president said he would get it finished on his own. The budget row led to the longest Government Shutdown in us history. I think they will try and cobble together a deal where he can say he gets a wall without actually putting a wall in the budget. What is all this doing to his popularity . So, he seems to have a, you know, solid base, which is with him almost 100 of the time. Most of his base who voted for him are not going to abandon him. That would in effect concede that they were wrong to support him in the first place. It is not in their interests to say trump did a poorjob. But he hasnt shown any evidence of expanding his base, and thats very important for 2020 because presumably the democratic candidate is going to be much stronger than hillary clinton. And if thats the case, then you have a situation where trump just has that 35 of americans and he needs 45 , 50 . So his re election prospects are looking less likely. The public spending watchdog, the National Audit office, found the worst problems were with cervical screening, with a backlog of nearly 100,000 samples. I have been speaking to dr becks fisher who is a gp and policy fellow at the health foundation, she gave her reaction to the report. What weve seen today is what weve known for a little while, that not as many people are getting screening as we would like. The reason thats really important is because we know that as a country we are lagging behind others who we would like to be compared to with regards to our survival from cancer. And a big part of that is because we are not diagnosing enough cancers at an early enough stage. Screening programmes are really important because they pick up cancers early, and they enable us to treat people for those when they are more likely to respond to treatment. We want to get as many people as possible into these programmes and we want them to be as effective as possible, too. Exactly, as you are saying, life saving, people wont go for screening for many different reasons. Last week on the Victoria Derbyshire programme we had a live smear test because of the reason many people dont go for those this for those is because of fear, embarrassment, and that was hoping to bust some of the myths around that. That was with Chloe Delevigne who very bravely volunteered to have the smear test and hopefully things like that will make a difference. When we hear today, of the people who are being tested, they are getting delays in the response because there is a backlog of nearly 100,000 samples. Could the system actually cope if everybody were to show up for their tests . I think what this report makes very clear is that the system could be better and needs to be better. Theres a lot of problems, for example, around it infrastructure, some of its very old, some of its. The report itself says that some of it isnt fit for purpose. There is clearly investment that required there. There is also the importance of making sure we are identifying particular groups who are not attending screening so we know more socially deprived people attend less. So we need to think about how we can encourage people into Screening Programmes. There is a screening review under way at the moment, which is due to report in summer 2019. Some of these issues have been known about. Its really important we are now thinking about how we solve them. The Screening Programme that has the lowest attendance rate is the bowel Screening Programme. Its one of the less known ones. Tell us about that. How long has that Screening Programme been in effect. And why do you think it might be that that has the lowest attendance . Understandably, people are reluctant to relate to their bowels, shall we say. Iamagp. People can be reluctant to engage in the screening process because at the moment it requires putting samples of your poo into a pot and sending it back. But it actually saves lots of lives. Its really important to do. And there are things under way to make it a lot better. So the test itself is being improved. But there have been delays to the roll out of that. So we are going to be asking people to send fewer samples back, hopefully that makes it easier for people to engage with the programme. But there have been delays in bringing that out across the country. There have also been delays in rolling out the camera test for bowel screening, and thats related to a lack of capacity, particularly in getting the camera, and to get people to do the camera testing. Its being reported that the Prime Minister is preparing to try to win support from labour mps for her brexit deal, by offering them a cash injection for their constituencies. Labour mps in leave constituencies, in the midlands and the north of england, are seeking funding for Infrastructure Projects as part of what is being called a National Renewal fund. Some labour mps have held talks with the pm about the idea, but others are dismissive. Heres what anna turley, the mp for redcar, said on newsnight last night. Im horrified that a government would even think about this cynical bung, and this, kind of, bribery. I think its appalling. We have had nearly a decade now of austerity. Ive seen communities like mine absolutely hammered. £6 billion has come out from public spending in the north by this government. And if a programme of National Renewal, im afraid its too little, too late, and part of the reason by so many constituencies like mine why so many constituencies like mine voted to leave was because they felt they had been left behind for so long. Where people hadnt listened to them, hadnt invested in them. So, this government should absolutely be doing that, not as a bribe or a bung to get through this shoddy deal, which can actually, in the long term, make constituencies like mine far worse off. The former labour now independent mp, frank field, whos already backed the Prime Ministers agreement, thinks any funding should be welcomed. I voted for the proposal to implement the referendum. Ive done that all along. My constituency, on balance, voted like the country on that move. But i have always been concerned about the large amount of people who are apprehensive about that. But because i really support the decision of the referendum, and i have done that in parliament, on the half of my constituents, i was very concerned the government would only allow this to people who had not been voting with them. And i checked yesterday to say, look, birkenhead needs a roads system that it hasnt seen since before the car. We need more policemen. And we need more teachers. And i want to be in on that deal. And you need to shape this deal in a way that begins to transform the north. Because it was in the north that people rightly felt they wanted their freedom from europe, because some of the good things that london and the south had got, they certainly hadnt filtered to the north. Its the beginnings of a new deal. And i hope constituent mps who have got a large leave majorities, if they think this is the right move, should take it. What was the response to you wanting to be in on the deal . I was told i would be. Iwouldnt be in on the deal . I was told i would be. I wouldnt have changed my vote, even if they had said otherwise, because i believe this is the right move for the country. I certainly want to be in any pay out going to northern constituencies. Long overdue, as you just heard from the memberfor long overdue, as you just heard from the member for redcar, long overdue, as you just heard from the memberfor redcar, we need to make sure that this is a very good deal indeed. The ministry of defence has been accused of a woeful response in dealing with a funding shortfall of between seven and fifteen billion pounds. Mps on the Public Accounts Committee say that despite promises, the mod continues to avoid making the difficult decisions over what military equipment it can and cant afford. The ministry of defence insists it is addressing its financial challenges. Universities will be required to publish information on what they are doing to tackle the attainment gap between students from different ethnic backgrounds, the government has announced. Official figures show that record numbers of ethnic minorities are attending university, but only 56 of black students achieve top grades compared with 80 of their white peers. As part of a string of measures announced on friday, universities will be required to publish data on admissions and attainment, broken down by ethnicity, gender and Socio Economic background. What we are doing when it comes to these plans which need to be published in 2020 that we place in these clear requirements to increase diversity in intake. If universities are unable to do that the office for students will be looking to take further remedial action to make sure universities recognise this is a priority for the government, a priority which we want to make sure they take reasonable measures to ensure that universities reflect modern britain. Ive been speaking to rory bremner, who knew him well. There are so many funny people throughout the country who are so sad. Even here at broadcast house a flag should be at half mast. Because all of the shows he did here, all of the wonderful shows he did here, i cant tell you how loved and admired he was by all of the comedians he worked with. We all grew up together, that whole generation, and, particularly the more political comedians like mark steele and mark thomas, i mean, he was, like, a patron saint, almost, he inspired a whole generation. He was, himself, so unfussy, and not showy, and he used to say, people say im self deprecating, but i dont think im very good at that. Chuckles that was the way he did it. He was so humble. He cared so much more for people and causes than fame and fortune. He was just the most lovely, lovely man. I cant tell you the affection and admiration we all had for him. So today its raw. This one really hurts today. I know you were friends going back a long way. We started out together, we shared a flat in london. I was always rushing around doing shows, and he would say, you dont have clothes, rory, you just have washing, because i would just come home, put my stuff in the machine and out. We lived together. The first show i did on the bbc was called now Something Else, and he was the boom operator, pretending to be a bbc staffer, saying at the bbc youve got to start at the bottom, and kiss it. Chuckles even then, he would drive producers up the wall, but sometimes, you know, everyone would try to agree on something, and jeremy would disagreejust on principle. He was very principled. He was an activist for a lot of causes. Palestine, against injustice and inequality, and he often put his comedy to the surface of his principles. He was a very thoughtful, very careful, such a kind he was a very thoughtful, very caring, such a kind and compassionate man. A huge loss. A really big loss. What will you, in particular, remember him for . There must be so many things. He was just so mischievous on the news quiz. He had his own rhythm. I think he inspired a whole generation, notjust in the ideas, but also the way that he delivered the comedy. Thank goodness we have hours and hours of tape of him on the news quiz and im sorry i havent a clue, and q1, as you just saw. He was unique injust the way he delivered, we would just do one liners, and his was always thoughtful, always intelligent comedy, as i say, always compassionate and principled. If there was a good joke he wouldnt let his principles stand in the way of that, either, he was funny, funny, funny, funnier than a lot of us. How were the last few months . It was brutal. Six months. Yes, he had been ill for a few months with cancer. Very few people, i think, knew about it, he just wanted to keep that private. His wife, katie, they got married just before christmas, she is a film maker and activist, and they have a daughter, betty, who were with him this morning, i think, when he died. But we are all very sad and thinking about them. And missing a great friend. And a unique and wonderful comedian. You are struggling with your emotions, inevitably, about somebody so close, being able to see his legacy of that comedic material. It immediately transforms your face. It does. I would urge people to go on twitter just to see the tributes. You will see comedian after comedian after comedian, and the warmth of those tributes is the greatest tribute we can give him. Our business presenter Katie Prescott explained more this all started when the bank said it was quite simply moving its customers from its lloyds owner to its new one. They told customers at the time there might be problems over the weekend, but on the sunday night when customers tried to log in to their account after this move they were able to see other peoples accounts, they were singing the wrong balances, this was clearly a major problem for the bank. If it had stopped there that might have been the end of it, but this went on for three weeks and affected 2 million customers. The bank was heavily criticised at the time by mps for not communicating properly with customers, saying things would resolve were resolved when they went. It eventually cost the job of the former chief executive paul pester. We now have a price on it, which includes all of the cost of the other people they had to bring in the call centres to sort out the complaints. But they have said they are going to give a bonus to their staff as a result of this, and things are now resolved. Customers voted with their feet on this. They really did, they said they lost 80,000 customers as a result. There we re 80,000 customers as a result. There were a number of reports going on. The Financial Conduct Authority is looking into this. I would say the report today ends on quite a positive note. It says things have stabilised. Complaints are back to levels of what they were before this Computer System moved, and all of theseissues Computer System moved, and all of these issues happened. They have a new chief executive starting in the spring and it should be a new chapter for spring and it should be a new chapterfor tsb. Spring and it should be a new chapter for tsb. In north yorkshire, a medicines amnesty is underway, to encourage people to return drugs they no longer need. And patients are being encouraged to have an annual review to make sure they are on the right medication. Our Health Correspondent Dominic Hughes has been to harrogate to find out more. Weve probably all got them tucked away in cupboards at home, old medicines and drugs we know longer use. But they can really pile up. So, chris, what have we got here . This is medicines that have been returned to us today from one patient. One patient one patient, its approximately 5 6 months worth of medication that the patient has not been taking routinely. So what are the implications of that . If patients arent taking their medicines as been prescribed then theyre potentially not going t oget the best outcomes from their medication. Pharmancy staff have been busy collecting the treatments handed in at this gp surgery in harrogate during what they are calling a medicines amnesty. These boxes and bags filled with older, unused tablets, creams and gels. The drugs amnesty here in harrogate has only been going a few days and they have already collected all these boxes of used and out of date medicines. Now here, they spend around £25 million each year on drugs thats around three million different items. If they managed to save just 1 , thats £250,000 that can go straight back into local helth services. But this is notjust about saving money. Now, youre taking 14 medications, arent you . Thats right, yes. And i wonder if it would be usefulfor us to do a medication review today . It is also an opportunity forgps, like sarah, to talk to patients, like yvonne, to look at all the medicines she takes every day. It is very important for patients to know that gps or pharmacists can review medications as a whole and ask the patient how they are managing. We can look at whether theyre managing to remember the tablets, sometimes we can change how we prescribe the tablets, change the timings off the tablets, or the type of medication so that the medications get used in the way they are designed. I need to make sure i am on the right thing and anything that can be changed to make my life easier is always a good thing. It is important that my tablets are correct and that im taking the right thing. The medicines amnesty and the chance to review what is being prescribed also presents a big opportunity for the wider nhs. We know that 8 of hospital admissions are medicine related. 30 50 of medicines are not taken the way they are intended. These things are all designed to help you as the patient get the best from your medicine. The nhs spends around £20 billion each year on prescribed medicine so even a small reduction in whats wasted would save a significant amount of cash while also improving care.
