And as the Yellow Vest Protest Movement continues in france, the countrys finance minister speaks to hardtalk about the situation there and brexit. Thats in half an hour here on bbc news. Sirjohn told the bbc, allowing mps 5. . §y sis;irn 1 m alternative to theresa mays deag might help break the deadlock. The shadow brexit secretary, sir keir starmer, has called on mrs may to negotiate a deal with the eu that keeps the uk close to it. He also warned that labour had to be ready to campaign for a fresh referendum. Our political correspondent, nick eardley, reports. Things here are stuck. Mps dont agree on what brexit should look like. They dont like the pms deal but its not easy to figure out what they do like. So could a series of indicative votes testing different proposals be the way out of the logjam . The Prime Minister still needs a deal. If she cant deliver one that parliament accepts then she needs to become a facilitator, a mediator, to find out what parliament will accept, and i personally would hope that she would put down a series of motions so that members of parliament can indicate their preference. Thats a view shared by many in parliament. Allow mps to walk through these lobbies to decide what happens next. And one mp is going to try and make that happen. The majority of mps want a orderly brexit or they want another vote, or theyjust want to extend article 50 so they can think a bit more. The key thing is to bring into play what has not being brought into play up to now, and that is, does the house of commons have a view on the direction the government should now take . Cross party talks are the solution the Prime Minister is proposing but with labour refusing to take part, chance of success is limited. Now the partys brexit Spokesman Says there are only two solutions left. The first keeping eu tariffs to allow free trade as part of the Customs Union. The second option isjust as our conference motion sets out, the option of a public vote. I know the significant support for this in our membership, in many trade unions, among a number of labourmps. The Prime Minister. Thank you. The pm says a second referendum would be a betrayal and isnt keen on a Customs Union either. In part, because dozens of her own mps are furious about the idea. If we were to depart from those aspects in the name of trying to win votes in parliament, we would be doing a disservice to millions of people in this country who have faith in politics and you have faith in democracy, and frankly, there would be no point in ever voting again because your vote would be meaningless. Finding a way forward is not going to be easy. Two and a half years on from the referendum, our politicians are still bitterly divided on brexit. Westminster still has a lot of work to do. Thank you. The bbc has found a Postcode Lottery in gp care, with doctors in some parts of england, struggling with three times as many patients as their equivalents elsewhere. The Royal College of gps says, its the result of years of under investment. Our health correspondent, nick triggle reports. There are 3a,000 gps in england about one for every 1,700 patients but these doctors are not evenly spread around the country. Nhs england figures show that gps in some areas have to deal with three times as many patients as those in others. In rushcliffe in nottinghamshire there are nearly 1200 patients for every gp, but in swale in kent there are over 3300 patients for every gp. Some variation is to be expected. An area with a high number of older patients and lots of Young Children is likely to need more doctors, but the Royal College of gps said some areas were struggling with shortages, describing the differences as shocking, and a risk to patient care. For the areas that are really struggling the most, we need extra effort right now. We cant wait for the doctors in training to come through the many years that it takes to train to be a gp. Weve had targeted enhanced training schemes, which are great and which are helping, but we also need to look much more widely at the problem. In the short term, are there other Health Care Professionals who can support and help out the gps . Nhs england says 5,300 other Health Care Professionals working alongside gps in primary care, and an extra £45 billion is being invested as part of the nhss Long Term Plan. Similar data is not available for scotland, wales and northern ireland, but gp recruitment is known to be problematic across the uk. Im joined now via webcam by richard vautrey, chair of the bma gp committee. Then you are speaking to us. The jobs are there, what is the problem with recruitment of gps . As you heard in that piece we have had a problem with recruitment of gps for a number of years. As we expanded the workforce across the nhs and a number of doctors in hospitals, we have not comparably increased the number of gps within the community and that is because a decade of underinvestment, we do need to address that so we can provide good quality care for all our patients wherever they are in the uk. Uc underinvestment, where would that the investment be used and how . We need significant and sustained investment into general practice. Not all the recruitment to find new gps but also to find and recruit an expanded workforce, so other nurses, pharmacists, videos, others that can work alongside gps do help their the workload burden that is increasing in many general practices. We see more Patients Living longer with conflicts problems so we need bigger teams of Health Care Professionals to be able to share that workload and deliver the best care that we can. Tell us more about the real effects that this shortage and pressure is having an gps with those really long patient list . It often means patients waiting longer to get an appointment and we know that many patients find it frustrating to ring their surgery on a morning and find it is very difficult to get an appointment, even though they know the practices, the gps, nurses and others are working extremely hard to try and offer appointments to be able to meet patient need. Visibly not enough people with enough hours in the day to be able to do that so that leads the existing workforce working extremely hard and there are now at risk and more row following is part of that pressure morale following. That these more gps leaving the profession makes the problems worse. How do you fix this in the short term . We have to deal with the workload pressure in general practice so we can attract more doctors into general practice and retain older doctors. We also need to expand the workforce around gps and their practice teams, so it is about investment and expanding the work was that we can offer at the work was that we can offer at the comprehensive service we know oui the comprehensive service we know our patients need and expect. The comprehensive service we know our patients need and expectlj the comprehensive service we know our patients need and expect. I gps accounted for in this newly 10 year plan for the nhs . There is a renewed commitment from nhs england to expand the number of gps wi fi thousand. That is a commitment the Previous Health secretary jeremy hunt first made and has been backed again by the Current Health secretary, but they have readily acknowledge that this is proving more difficult than they integrated and ultimately it takes time to train more gps but we must forget there are many orders gps who with there are many orders gps who with the right support would be willing to stay on and provide more care to their patients. But they care and support to able to do that. And social care reform and something that society is not recognising as a big part of the future of health care. big part of the future of health care. Is now recognising as a big part. How much investment is needed for this and how would fit in with the role of gps . One of the concern is what the Long Term Plan is it a silent on social care and the real need to put investment indecision into social care. We know how much pressure oui into social care. We know how much pressure our colleagues in social ca re pressure our colleagues in social care is under and how much we need to be able to support Patients Living in their own homes in the community, because we want to try and avoid patients going i necessarily into hospitals and having prolonged stays, or they can be discharged into safe and secure environment in their home and community. But we need the resources to support that with local government pressures in recent years and the pressures on social services, it has become acute, and that in turn has a big impact on the nhs. Okie, that he very much a. Thank you very much. Uncertainty over brexit is one of the factors being blamed for more expensive Car Insurance. The aa says its gone up for the first time in 2 years. The statement is the first time mr muellers team has responded to a news article about the investigation into alleged russian interference in the 2016 president ial election. 0ur washington correspondent david willis has more. Another roller coaster week for the president ended with claims that he may have sought to obstruct justice an impeachable offence if true, but true it may not be. The allegations centred on attempts the Trump Organization was making to build a trump tower in moscow just before the election. The president s lawyer, michael cohen, told congress that plan was scrapped injanuary 2016, which wasnt true, and, according to a report by buzzfeed the president personally instructed him, cohen, to lie by claiming that negotiations ended months earlier than they actually did, in order to obscure trumps involvement. The white house flatly denied the claim. And later it emerged that the special council who is investigating allegations of collusion between the trump read a statement. Buzzfeed on its part is standing by the story and calling on the Councils Team to identify which parts of that story it disputes. The white house said the summit would take place near the end of february, but not where, though vietnam seems possible. The announcement was made after a series of meetings with the north korean envoy. It began with secretary of state mike pompeo and then it moved on to the white house where how that some it might break the deadlock in Nuclear Negotiations that has persisted since the two is one of the main issues of disagreement. The United States says they should be lifted only after the north koreans have fully dismantled their Nuclear Weapons programme. Kim jong un says they should be lifted in phases, beginning now. It seems he was not getting anywhere with the president s emissaries, so perhaps that is why he wants to speak to the man at the top. As for mr trump, he may welcome the chance to have a made for Television Moment with the north Korean Leader, to distract from his troubles at home. The headlines on bbc news. The pharmacy chain says it plans to use a questionnaire and man be gnuflarina claire murdoch, is nhs englands, director of Mental Health. Thank you for speaking to us here. When we say the nhs is left to pick up when we say the nhs is left to pick up the pieces, what does that mean . Arejohn, especially up the pieces, what does that mean . Are john, especially today but also adults, are being guarded by social media bombarded by social media, idealised bodies and are completely unrealistic image of what it is to be happy. In many cases this can start to result in Poor Mental Health and to drive for Mental Health, anxiety, depression and does becomes more severe, as it does with people with body dysmorphic disorder, it can literally interfere with their lives to such an extent they will not leave the house. We are calling nhs england for other parts of society and industry to play their part to. Our Long Term Plan which was announced recently has earmarked an additional, at least £2. 3 billion a year for Mental Health treatment. A huge percentage of that will be fought younger people. We are happy to step up and make treatment for Mental Illness and Mental Health more readily available but we dont think we should be taking up the pieces, or more importantly that our patients. Pick up the pieces personally for poor health, Poor Mental Health caused by industry in a society that does not act responsibly. We had a bit of a break on ourline responsibly. We had a bit of a break on our line there but we are going to carry on. What do you think of this service that is being offered on the high street . You think it should be allowed . We dont think that anyone. Should have. Surgical intervention, injecting chemicals into your face. Surgical intervention, injecting chemicals into yourface. We surgical intervention, injecting chemicals into your face. We would really call upon people to find other ways to being healthier to build self confidence, have better education in schools, more responsible advertising, rather than these invasive besiegers. If people feel they really must have these interventions then we are calling the industry, to be nationally regulated to a high standard, such as good clinical governance, training and after care, clear explanations to people about what the risks are. Weve all seen and heard the stories of poor physical side effects and dread. Is of disfigurement which the nhs has to treat. But also for mental effects can really be a result of this co nsta nt can really be a result of this constant bombardment. We now have as many as one in four teenagers who say that body image is one of their top preoccupations say that body image is one of their top preoccu pations and say that body image is one of their top preoccupations and concerns. Really, as a society we have to step up really, as a society we have to step up and challenged this. Thank you for that. Zimbabwe has blocked facebook, whatsapp and twitter. Its part of a government crackdown on violent protests. Human Rights Groups in the country say 12 people have been killed and many more beaten and tortured by Security Forces this week. Protests started on monday over the rise of the price of fuel. The actor Windsor Davies, who starred as the Sergeant Major in the bbc comedy it aint half hot mum has died at the age of 88. You enjoy your tea . Yes. What is going on Windsor Davies said he modelled battery Sergeant Major williams on men he knew during his National Service days. The character shouted and cajoled members of an army Concert Party in war time india with catch phrases like come on, lovely boy. Davies topped the music charts in characterm, whispering grass with a co star from the series. Earlier, my colleague shaun ley spoke to Windsor Daviess co star in it aint half hot mum melvyn hayes about his friend and colleague. It shook me massively. He was one of the good guys. I considered him, really, my best friend, even though we hadnt been in communication for many years. To work with him was a pleasure. It was just a sheer delight. He was so generous. He was generous in his work. He was generous in. In every way. You couldnt actually ever buy him a drink, because youd go into a public house and theyd say, oh, windsor has put some money behind the counter for everybody. Presumably he was not very like the character he played. Nothing like him. He was a charming, quietly spoken, gentle human being. He was a lovely, lovely man. He said that when he started tv he did not know it aint half hot mum, his comedy timing was brilliant. When he auditioned for the part, he went in and did it in a cockney accent and they said, why are you doing that . And he said, Sergeant Majors just talk like that, dont they . And they said to him, no, youre welsh we want you to play it as you are. He did copy his Sergeant Major. He terrified me, working with him. It was just a joy and a pleasure, and the more success he had, the less it affected him. He never changed. He never changed in any way. He was always winds, the mate. He was a lovely man and i shall miss him. The series doesnt get shown anymore, although it is available on dvd. A lot of people think it is outdated, particularly because a white actor was blacked up to play an indian character. Do you think we are missing something in not being able to see it . It is so sad that this generation cannot see a Television Series that was based on truth, reality, history, and it wasnt a cheap, nasty. Jimmy perry and david croft, before they both died, said that their one wish was for it to be repeated on the television. It sold across the world. I get repeat fees from dubai, new zealand, australia, etc, but we cant show it in our own country, which is rather a shame when you think of some of the other stuff that they do show nowadays. Now its time for a look at the weather. It is certainly been a cloudy day. This was a scene captured early in the day showing a stag. As itll do the day showing a stag. As itll do the rest of this evening and overnight we will keep that low cloud around, some breaks the display noticeably across scotland. That is where we will see the lowest temperatures with a frost setting in. It will be cold in the countryside, white a cold start for eastern scotland and parts of east anglia. We had cold front on sunday bringing a mixture of rain and hill snow. That mixture of rain and hill snow. That mixture of rain and hill snow moved southwards through the day with brighter skies following but turning down in Northern England and wales. The more sunshine coming through east anglia and south east england but for many of us, it will be another early chilly day. That is your weather. Hello this is bbc news.
