Hell is going on . Hes best known for his role as the Sergeant Major in the bbc comedy it aint half hot mum. And with problems of corruption, protests, recession and crime. We ask what happened to brazil . thats in half an hour here on bbc news. Good afternoon. The former Prime Minister, sirjohn major says the house of commons should be given a vote on all brexit options. Sirjohn told the bbc, allowing mps to indicate their preferred alternative to theresa mays deal, which mps rejected this week, might help break the deadlock. The shadow brexit secretary, sir keir starmer, has called on mrs may to negotiate a deal with the eu that keeps the uk close to it. He also warned that labour had to be ready to campaign for a fresh referendum. Our political correspondent, nick eardley, reports. Things here are stuck. Mps dont agree on what brexit should look like. They dont like the pms deal but its not easy out what they do like. So could a series of indicative votes testing different proposals be the way out of the logjam . The Prime Minister still needs a deal. If she cant deliver one that parliament accepts then she needs to become a facilitator, a mediator, to find out what parliament will accept, and i personally would hope that she would put down a series of motions so that members of parliament can indicate their preference. Thats a view shared by many in parliament. Allow mps to walk through these lobbies to decide what happens next. And one mp is going to try and make that happen. The majority of mps want a orderly brexit or they want another vote, or theyjust want to extend article 50 so they can think a bit more. The key thing is to bring into play what has not being brought into play up to now, and that is, does the house of commons have a view on the direction the government should now take . Cross party talks are the solution the Prime Minister is proposing but with labour refusing to take part, chance of success is limited. There are only two solutions left. The first keeping eu tariffs. To allow free trade as part of the Customs Union. The second option isjust as our conference motion sets out, the option of a public vote. I know the significant support for this in our membership, in many trade unions, among a number of labourmps. The Prime Minister. Thank you. The pm says a second referendum would be a betrayal and isnt keen on a Customs Union either. In part, because dozens to win votes in parliament, we would be doing a disservice to millions of people in this country who have faith in politics and you have faith in democracy, and frankly, there would be no point in ever voting again because your vote would be meaningless. Finding a way forward is not going to be easy. Two and a half years on from the referendum, politicians are still bitterly divided on brexit. Westminster still has a lot of work to do. The bbc has found a Postcode Lottery in gp care, with doctors in some parts of england struggling with three times as many patients as their equivalents elsewhere. The Royal College of gps says, its the result of years of under investment. Our health correspondent, nick triggle reports. There are 3a,000 gps in england about one for every 1,700 patients but these doctors are not evenly spread around the country. Nhs england figures show that gps in some areas have to deal with three times as many patients as those in others. In rushcliffe in nottinghamshire there are nearly 1200 patients for every gp, but in swale in kent there are over 3300 patients for every gp. Some variation is to be expected. An area with a high number of older patients and lots of Young Children is likely to need more doctors, but the Royal College of gps said some areas were struggling with shortages, describing the differences as shocking, and a risk to patient care. For the areas that are really struggling the most, we need extra effort right now. We cant wait for the doctors in training to come through the many years that it takes to train to be a gp. Weve had targeted enhanced training schemes, which are great and which are helping, but we also need to look much more widely at the problem. In the short term, are there other Health Care Professionals who can support and help out the gps . Nhs england says 5,300 other Health Care Professionals working alongside gps in primary care, and an extra £45 billion is being invested as part of the nhss Long Term Plan. Similar data is not available for scotland, wales and northern ireland, but gp recruitment is known to be problematic across the uk. Im joined now via webcam by lucy watson, chair of the patients association. What is your reaction to what we are hearing . I would agree with the president of the Royal College of gps. It is shocking with the difference in size of patient lists with gps across the country, and the impact for patients is enormous. Those patients in those areas where there are 2000 doctors per gp will be struggling to get appointments when they need to, sometimes waiting longer their weeks to get an appointment, and that is a worry to people if they might be ill or if they have a long term condition they need to manage on a regular basis. He talked about the long waiting time, in time of the impact on the patient to these shortages actually mean . What are you hearing from patients . What we hear from patients is the time it takes to get an appointment and having to wait to getan appointment and having to wait to get an appointment, waiting to get a nswered get an appointment, waiting to get answered on the phone because the reception staff are so busy dealing with calls, so not always been able to get through and struggling to get same day appointments or patients who need an emergency appointment. What is current Patient Satisfaction like with their gps . We know there isa like with their gps . We know there is a problem with recruitment. The numbers are there but it appears recruiting in the rate areas is the main problem. Yes, i think patients on the whole are satisfied with the individual gps when they are able to be seen. Their dissatisfaction lies more with the issues around access i have been talking about. The challenge around gp vacancies, it has been well reported, so patients are in the picture around the shortage of gps, and as the royal couege shortage of gps, and as the Royal College has that even though there are college has that even though there a re targets college has that even though there are targets and investment now, it is coming too late because it takes a good ten years to train a new gp. From your experience has the role of agp from your experience has the role of a gp worked in tandem and caught up with the very diversified and changing aspect of patient care, im thinking of social care reform and social care within the community . Thinking of social care reform and social care within the community7m is patchy across the countrys. In priory care enters the areas they are doing fabulous work, integrated with other professionals and services and social prescribing, looking at Different Things they can do to help patients stay well and healthy. In ella areas that there be a more traditional model of general practice and certainly the nhs Long Term Plan that was published the week for last was very much about trying to develop that consistency, so that is a good thing but again in investment, the money is there but the workforce is not there at the moment to enable that to happen. Thank you. An 18 year old man has been arrested on suspicion of the murder ofjaden moodie. Jaiden, who was 14, was knocked off a moped and stabbed to death in east london earlier this month. Uncertainty over brexit is one of the factors being blamed for more expensive Car Insurance. The aa says its gone up for the first time in two years. Andy moore reports. The aa says the price of Car Insurance has been generally falling for the last few years, but figures for the last quarter show an increase for the First Time Since 2017. An annual comprehensive Car Insurance for someone who shops around stands at £610 thats a 2. 7 increase on the previous quarter but its still 5. 9 less than a year ago. Younger drivers face an average premium of £1317. There are several reasons premiums are reported to have risen, they include a delay in a new law on claims for whiplash and a higher price of imported car parts, which push up the cost of any repair. The aa also blames a general concern about brexit, saying the market has had to battle with a fall in the value of sterling. The association of british insurers say Car Insurance remains extremely competitive, insisting the cost of most premiums is falling. Andy moore, bbc news. The actor windsor davies, who starred as the Sergeant Major in the bbc comedy it aint half hot mum, has died at the age of 88. Are you enjoying your tea . Windsor davies said he modelled battery Sergeant Major williams on men he knew during his National Service days. The character shouted and cajoled members of an army Concert Party in war time india with catch phrases like come on, lovely boy. Davies topped the music charts in character whispering grass with a co star from the series. Earlier, my colleague shaun ley spoke to windsor daviess co star tn t a. , in t half flint mum. Melvyn hayes, about his friend and colleague. He was one of the good guys. I considered him, really, my best friend, even though we hadnt been in communication for many years. To work with him was a pleasure. He was so generous. He was generous in his work. He was generous in. In every way. You couldnt actually ever buy him a drink, because youd go into a public house and theyd say, oh, windsor has put some money behind the counter for everybody. Presumably he was not very like the character he played. Nothing like him. He was a charming, quietly spoken, gentle human being. He was a lovely, lovely man. He said that when he started tv he did not know one end of a camera from the other, yet by the time he started it aint half hot mum, his comedy timing was brilliant. When he auditioned for the part, he went in and did it in a cockney accent and they said, why are you doing that . And he said, Sergeant Majors just talk like that, dont they . And they said to him, no, youre welsh we want you to play it as you are. He terrified me, working with him. It was just a joy and a pleasure, and the more success he had, the less it affected him. He never changed. He never changed in any way. He was always winds, the mate. He was a lovely man and i shall miss him. The series doesnt get shown anymore, although it is available on dvd. A lot of people think it is outdated, particularly because a white actor was blacked up to play an indian character. Do you think we are missing something in not being able to see it . It is so sad that this generation cannot see a Television Series that was based on truth, reality, history, and it wasnt a cheap, nasty. Jimmy perry and david croft, before they both died, said that their one wish was for it to be repeated on the television. It sold across the world. I get repeat fees from dubai, new zealand, australia, etc, but we cant show it in our own country, which is rather a shame when you think of some of the other stuff that they do show nowadays. The time is quarter past two. The headlines on bbc news. Former Prime Minister sirjohn major says the house of commons should be given a vote on all brexit options. Doctors leaders say shortages of gps put care at risk, as analysis reveals large differences in the numbers of doctors in different parts of england. An 18 year old man is arrested on suspicion of murder by Police Investigating the death of 14 year old jaden moodie. The nhs has told the high street chemist superdrug it could do more to protect the Mental Health of customers who want botox and dermal fillers. The high street chain started offering the procedures last year, but the nhs said the injections risked fuelling Mental Health disorders about appearance, and it was being left to pick up the pieces. Superdrug said it was now enhancing checks for customers. Dr amita jassi is a Consultant Clinical Psychologist who runs the only clinic for young people with body dysmorphic disorder in the country. We will refer to it as pdd henceforth. The services that superdrug are offering is a honey pot for people who are living with bdd. I agree, bdd is prevalent, about 2 of the population suffer from it. As Mental Health practitioners we know that people with bdd are going elsewhere with treatment. Be perceived flaws in their appearance and they spent hours engaging in behaviour is to try and fix that including cosmetic surgery, try and fix that including cosmetic surgery, getting cosmetic procedures so surgery, getting cosmetic procedures so it is quite concerning it is readily available. Bdd is essentially a person thinks the wrong with their appearance, how extreme can at the . It can be extremely extreme. We work with young people under 18, about a third of them are housebound and cause they think they are ugly or grotesque and the engaging behaviour to fix their flaws. There is grotesque and the engaging behaviour to fix theirflaws. There is high rates of suicides, about a third of people with bdd will make an attempt of their lives over it is an extremist whose illness. You are qualified to recognise this. One of the nurses that superdrug users will now fail the nurses that superdrug users will nowfail in the nurses that superdrug users will now fail in fill in a questionnaire. Will they be qualified to recognise it . It is ha rd to qualified to recognise it . It is hard to say because i do not know their qualifications. I can commend superdrug taking their qualifications. I can commend superd rug taking steps their qualifications. I can commend superdrug taking steps to screen for this disorder and would encourage other practitioners to do the same. Ideally any world you would have qualified people to do the assessments but people with bdd really co m e assessments but people with bdd really come forward for help. It ta kes really come forward for help. It takes experience to reckon i is that. Youre not going to tell the truth if you want a treatment in one of these questionnaires . No, they are desperate and they want these procedures because in their mind this does fix a problem. Less than 10 of people who get procedures with bdd are satisfied with the outcomes and just get more. On the flip side there is an effective treatment if it is recognised as a Mental Health problem. There is psychological treatments, behaviour therapy. It can be quite extreme, in extreme cases people will want a limb taken off. Is that right . Yes. Slightly different to. Can you really curate . Yes. The reason i say this is because there appears to be a blurred line. This is a medical intervention that he would be carrying out and some people, young people in particular, will be using it with a cosmetic. In terms it is available on the high street at superdrug, a available on the high street at superd rug, a well recognised available on the high street at superdrug, a well recognised brand name. They will not realise the full implications of what they are doing. That is a really common story we here in our clinic. People go as far as do self surgery to try and fix this perceived flaw, that is the hallmark of the condition. A lack of insight, not knowing these besiegers are not going to help. As professionals, either in Mental Health services or elsewhere, it is responsible date to be screening and picking up these cases. You have a questionnaire, i know the bdd took pa rt questionnaire, i know the bdd took part in video this question together bdd part in video this question together bdd foundation. Part in video this question together bdd foundation. Ithink part in video this question together bdd foundation. I think superdrug is moving forward to see if anyone screens positively on this questionnaire to refer them to their gp and take it from there. Every gp can organise this is a Mental Health condition permitting a referral to a Mental Health service would be the next step. Thank you. President trump has said hell make what hes called a major announcement about the current Us Government shutdown during an address to the nation this afternoon. The president is expected to make concessions to the democrats in an attempt to end the deadlock. Hundreds of thousands of government workers have been on unpaid leave, or working without pay, since he refused to agree a funding deal with Congress Unless it included five billion dollars for his Controversial Border wall with mexico. In a tweet the president said i will be making a major announcement concerning the humanitarian crisis on our southern border, and the shutdown, tomorrow afternoon at 3 p. M. , live from the whitehouse. A leaking oil pipeline has exploded in mexico, killing 66 people and injuring more than 70. The state governor says residents were scrambling to steal some of the leaking oil when they were engulfed by flames. He said 5a people had been taken to hospitals with burns. The cause of the leak is unclear. In poland, the funeral for pawel adamowicz, the mayor of gdansk, is being held. He was stabbed on stage while speaking to a crowd last week. Thousands of polish citizens carrying flags and candles have been paying their respects to a man known as a critic of the governments anti immigration policies. The bbcs adam easton is in gdansk has been following the service, and explained what the late mayor meant to the city and to poland. People queued for up to hours to attend the funeral service. Many more people, an estimated 115,000 people have actually thronged in the streets around the church where i am to actually watch the mass on large screens which were put up by the city. The city is also providing some psychiatrist for any mourners who need them because this is a city thatis who need them because this is a city that is still in shock about this murder. This is a man, who for many people, we do not remember any other mayor. He had been the mayorfor over 20 years and when you talk to people about him, whether they liked him or not, they all say that under him or not, they all say that under him to dance as transformed. Gdansk has transformed from a rather great town rather old town that was struggling under communism to aydin am a european city, one that reflected pawel adamowiczs believes. 0ne reflected pawel adamowiczs believes. One that was open to migrants and minorities and one that was proud of its heritage, in the city the Solidarity Movement started in the 1980s which toppled communism and went on to affect the whole region, and ended up with the fall of the berlin wall. A third of uk travel agents and Tour Operators are in danger of going out of business, according to research for radio 4. It found some high street operators had failed to keep up with technology, and uncertainty over brexit was also a factor. Samantha fenwick from you and yours has more. Quite a few pictures of drinks in here. Yes. There are a lot of drinks. Yeah. It was a lovely holiday, wasnt it . This was a family holiday which went horribly wrong. They paid for an all inclusive break in la nza rote, but while they were away, their Tour Operator, monarch holidays, went bust. The Hotel Operator had not been paid and it was forcing the holiday makers to pay up or leave. There was quite a bit of shouting, raised voices, and. And a lot of upset. The Hotel Manager wouldnt show his face. I thought it was like they were putting the blame on us. Ijust felt belittled. We alldid. But we had already paid for it. We had already paid for it, yeah. If we left without paying, that they would call the police in. I bet you were terrified. Yeah, i was. Many Holiday Companies are struggling. Research for radio 4s you and yours suggests a third of uk travel agents and Tour Operators are in danger of going out of business. The problem for travel companies is that they have almost no financial substance at all. For those who travel, isnt this a little bit alarming . No, its not, because not only has the potential situation of the industry deteriorated markedly in the last two years, now we have the uncertainty of brexit and we need a steady diet of business to generate the income to stay in business. Abta, the largest trade association for uk trade operators and travel agents, does not agree with the research. It says the travel industry is very resilient and the number of insolvencies in recent years is historically low, butjeremy scott, who owns a chain of four travel agents in the south of england, says business can be tough. Those that are struggling would be the traditional high Street Retail travel agent, that have been around for a long while and have not really kept up with the technology and different market trends. We are backing the trend because this is growing. And if you do find yourself in trouble, the law says that if you have booked a package holiday with a uk Tour Operator or travel agent, you are fully covered. If you havent gone on holiday yet, you will get a full refund, and if you are on holiday, it should not be disrupted and you should not have to pay any bills. Unfortunately, the warning came too late for these people. They were forced to pay an £600 each for their holiday in lanzarote. They got the money back, but it ruined their holiday. Samantha fenwick, bbc news. A couple who turned to ivf after years of trying for a baby have told of their surprise at finding out they were expecting triplets 2 of whom had been conceived naturally. Betty and her husband pawel had been trying to have children for 7 years. Fiona lamdin has been to meet the family. With one month old triplets, life for betty has dramatically changed. For years, she and her husband could not have children. After seven years of trying they were given one cycle of ivf on the nhs. They put only one embryo because the doctor said we have 30 people for a pregnancy, and thats a heavy wait. And they went in for a scan a few weeks later, doctors couldnt believe what they saw. The nurse turned to my husband and she asked if you would like to sit down. And she said, its nothing like that, it has never happened in her career. She looked at me and she said, there are three inside. 15,000 babies are born in the uk every year as a result of fertility treatment. But to have this combination of natural conception coupled with ivf, resulting in triplets well, thats very rare. So, explain how the twins were there . Well, you know, youre not allowed to have sex for days before the egg collection, but i dont think we listened to them. And that is how the twins happened. After scans, doctors told betty they could see that matilda and boris were seven days ahead of their sister, amelia. My husband made a little bit of space. Now venturing out is quite some mission. They have even had to trim their fence so that the triple pram can get out. Betty and her husband now sleep in shifts. But she says she has never been happier. Youve gone from no children to three. How is it . Wonderful. Its an amazing thing, to have a baby. That is what we wanted to do for so long and we have even more than we were thinking of. Exhausted just watching that. Now its time for a look at the weather. I dont know about you but that was quickly story. Yes, shes going to be one busy mother. As far as the weather goes were looking at a lot of cloud a rock across the uk. It is quite chilly as well. 46 celsius with not a lot of sunshine around. A few brighter moments. Western areas are relatively mild, temperatures between eight and 10 degrees. 0vernight tonight we have clear skies across eastern areas of england and scotland. Temperatures will go down and we will have a touch of frost, maybe if you celcius touch of frost, maybe if you celcius to watch out. Mac by the west cloud keeping things frost free. We have outbreaks of rain in western scotland, probably turning to hill in the highlands. For that mixture of rain and hill snow works its light self worth and easter is. For northern and Western Areas of england, along with wales, it is cloudy with patchy areas of rain. Another cold one in the east. Highs of around five or six
