Well look back on the history of the tyne bridge. Welcome to bbc newsroom live. A family run bakery which refused to make a cake with a slogan supporting same sex marriage because it was at odds with their religious beliefs have won their appeal against a discrimination ruling. The Supreme Court overturned a previous ruling that Ashers Baking Company based in belfast had discriminated against the customer and said the firm should not have been obliged to supply a cake iced with a message with which they profoundly disagreed. Speaking outside the court, Daniel Mcarthur from ashers said they were pleased with thejudgement. I want to start by thanking god. He has been with us for these challenges. Through the bible and the support of christians he has comforted us and sustained us. He is oui comforted us and sustained us. He is our rock. One of his ways are just. We are delighted and relieved. We a lwa ys we are delighted and relieved. We always knew we had not done anything wrong in turning down this order. After more than four years, the Supreme Court has now recognised that we are very grateful. We are grateful to thejudges. That we are very grateful. We are grateful to the judges. We are grateful to the judges. We are grateful to the judges. We are grateful to god. We are particularly pleased the Supreme Court accepted what we have said all along. We did not stand on this order because of the person who made it. We turned it down because of the message itself. Thejudges give a down because of the message itself. The judges give a clear signal today, it could not be clearer. Family businesses like ours are free to focus on giving all of their customers the best service they can. Without being forced to promote other peoples campaigns. I know a lot of people will be very glad of this ruling today. This ruling protects freedom of speech, and freedom of conscience for everyone. On behalf of my family, i could convey thank you to anyone who has helped us. I do want also to thank the whole legal team for all of the work they have put in. Also to thank the entire Christian Institute staff for the health and support. We want is to move on from this. I am sure eve ryo ne is to move on from this. I am sure Everyone Wants to. He will all ways be welcome to any of our shots. The customer who bought the cake, gay rights activist gareth lee, said the ruling made him feel like a second class citizen. To me, this was never about conscience or a statement. All i wanted was to order a cake in a shop that sold cakes to order. I paid my money. My money was taken and then a few days later it was refused, based upon the beliefs of the business owners. That made me feel like a second class citizen and the judgment today tells me that thats ok. Im concerned not just for the implications for myself or other gay people, but for every single one of us, because do we have to guess when we go into a shop whether were going to be served or not . Thank you. Thank you very much forjoining us. We have had his perspective and also the perspective of the owners of the bakery. They say it protects freedom of speech and freedom of conscience. What would you say . We are disappointed in the judgment. What would you say . We are disappointed in thejudgment. We what would you say . We are disappointed in the judgment. We are disappointed in the judgment. We are disappointed because we had to court in Northern Ireland that said if there was discrimination. This cream court has overturned that decision. That causes of concern into areas. We believe to be settled law around discriminatory practice is now challenged. Its lead and uncertainty. You heard that the uncertainty. You heard that the uncertainty is when we walk into a shop, are we going to to a service provider, we are going to have to try and understand does that provider of the service, have a particular belief, religious or otherwise that means they do not like the belief system i have, and therefore i do not get the . Until this, companies and enterprises did not have beliefs. Individuals do. Individual customers now have to second guess the belief of the company in which they go and ask for a service. We believe that the leaves the law and claire. If it had gone the other way. Would it have obliged other companies too, ice or print whatever message somebody wa nts, print whatever message somebody wants, whether it is the family tree, racist, anything elses no. This is where the confusion is. You do not have to print something that is against the law or unlawful. That would be racist comments. What this touches on is the a0 years of our history in Northern Ireland, which is when this domination went on. The legislation came in to say this is no longer acceptable. You cannot disseminate on the gap grounds of a number of things. Including political and religious opinion. The law sets from this judgment that the belief of the company, has actually president s over the belief of the person who wants the service. It does not seem to us that the that is the right balance. If we had to do this on a case by case basis, nobody has assured that they are going to get a service that they have asked for. You feel there is a very important principle at stake care, will it go on to the next stage . Gareth is considering his options at the moment. Until he decides what hes going to do i would have to leave that hanging. Has he got any initial thoughts . He leave that hanging. Has he got any initialthoughts . He had been engaging with his barrister to see what options were available. Thank you. You can tweet us your thoughts. You can also send us a text. Just this morning, floridas governor said to residents that this was their last chance to get out, otherwise they will have to shelter in place. Just a few moments ago we had a comp formation of a sixth victim. A confirmation of a sixth victim. A confirmation of a sixth victim. A british couple is confirmed they were reportedly travelling who were travelling in a taxi at the time that. We do not have a official confirmation of that. The british authorities are trying to get more information about a particular case. Another nine people are believed to be missing at the moment. The spanish authorities are working hard to try and clear up some of the chaos that was caused by the flood. We are looking at pictures, it looks chaotic as you say. Tell us more about the impact. It was completely unexpected. The authorities had been expecting some kind of in full but nothing like this. Around 200 people had to spend the night in local sports centres. They were evacuated from their homes. Other people were unable to get out of their homes because the water was too high. They were stranded eventually. Especially near this town of sant llorenc. This was the epicentre of the flood. Some of the epicentre of the flood. Some of the victims were there. We heard this morning that rafael nadal had opened up his Sports Academy in nearby tip for people who need to spend the night tonight. The military, the fire services, they are working extremely hard this morning. As we look at the pictures, we can see the harbour and we can see how high the water levels are. Previously we were seeing that the aftermath of the flooding, it looks at the flood waters receded pretty quickly. Yes. We had eight inches of rainfall fell in four hours. It is a very sudden flood. It was completely unexpected. The rain has receded this morning. There is still rain, there has been rainfall this morning in majorca. It was much less intense than last night. There are weather warnings across the islands today. Very heavy rainfall is expected. Heavy rainfall is expected in other parts of spain as well. Several parts of spain as well. He is looking to win his first title. In the doubles,. Looking to win his first title. In the doubles,. The looking to win his first title. In the doubles,. The england womens manager criticised the standard of refereeing in the international game. Several decisions went against his side in the draw with australia. Despite the scoring. England were denied to penalties. Australia equalised later on. Therell be no technology at the womens world cup next year. There will have to improve on third place finish from last year. It is easy saying we cannot criticise people within the womens game. The standards are not right. They accepted it. I think the womens game get better, we need to be having conversations like this and be brave enough to come out and sadist this does is temporary. It was being displayed at the cycle show in birmingham, along with the the other two grand tour trophies having been lent by team sky to their bike supplier pinarelo. Police are now trying to recover it. Thomas said he hopes whoever took it will have the good grace to return it. That is all the sport for now. Theresa may faces mps today for the First Time Since the eu rejected her brexit plan. It comes amid mounting pressure from some tory mps for her to change course. Thank you very much. It is interesting to see the mood against tory mps. Following a pretty bruising day for the Prime Minister yesterday. We sought penny refusing to come out and rev backchat us. She was no one never going to get her deal through parliament. We had a letter written to tory mps saying that the party faced dire consequences if it carried on with the chequers deal. I am joined by the chequers deal. I am joined by the former brexit taylor. Mrs may seems absolutely determined to stick with her chequers approach. Seems absolutely determined to stick with her chequers approachm seems absolutely determined to stick with her chequers approach. It looks like that is the case. We now have a chorus of opposition coming from all parts of the party. Even former remainers such as mark harper who we re remainers such as mark harper who were saying quite clearly that it is not going to fly. She needs to listen to these people. What do you do . We have had resignations, Boris Johnson at the Party Conference, pressure yesterday and yet clearly she is not in the move to budge. The point is there is another party to this process. That is the European Union itself. We have heard from the eu, that chequers is not acceptable. They have also said many times that a canada style deal is available. We know that the bulk of the conservative party party here in parliament agrees. They have to start analysing canada. Is it not clear that she has pretty much locked herself into her chequers strategy. She has decided shes going to face down the likes of you, and hardline brexiteers . Not necessarily hardline brexiteers. Number 10 is presenting brexit as a binary choice. Between one deal and on the other hand chequers. It is quite rightly written in the letter thatis quite rightly written in the letter that is not the case. We know that canada is available. I think therefore, the government does need to start considering canada as the sensible option to get a coordinated position on conservative benches. We had the spokesman last night describing canada as a short cut to no deal because it would not resolve theissue no deal because it would not resolve the issue of Northern Ireland. That is only if you accept there is a genuine irish problem that needs to be resolved. There is no doubt that the audit board is in an issue. It is not an issue that the government has betrayed. And articles were severely telegraph yesterday pointing out that there was already a border of sorts in ireland. It is invisible. There is no need well with technology we cannot maintain that invisible border. How significant is the issue, the emerging approach to the backstop. It might be indefinite, there might not be a time limit on it, that seems to be the eu s demand . Not be a time limit on it, that seems to be the eu s demand . That is the case. If it is a backstop it needs to be something indefinite. What is absolutely clear is that the eu s proposed backstop is not acceptable. The premise has said that herself. It is not something the British Government could entertain. I think she should try to get the time limit, a small time limit. Iam get the time limit, a small time limit. I am not optimistic the eu will agree that. Therefore we need to acknowledge that the option may either be a no deal or something more like canada. With more flexible as the about the border. Thank you very much. The pressure is going to keep growing. The moment, there is no sign of mrs may blinking. Saudi arabia agreed to let turkish authorities search its istanbul consulate as part of the investigation into the disappearance of journalist Jamal Khashoggi. Mr khashoggi was last seen visiting the saudi consulate in istanbul last week, and turkey says he may have been murdered there. Saudi arabia denies the suggestion. Mark lowen is in istanbul. What is going to happen with this visit . A turkish team investigated the consulate yesterday. That is not pa rt the consulate yesterday. That is not part of the investigation focusing on what happened to Jamal Khashoggi yet last week. To obtain documents for his upcoming marriage. He was never seen for his upcoming marriage. He was never seen leaving. Now the satish allegation is that he was killed in allegation is that he was killed in a premeditated murder inside the consulate involving a saudi hit squad. Today, a pro government newspaper published photos of those 15 men including one who is said to bea 15 men including one who is said to be a forensics expert from saudi arabia. Cctv footage shows the 15 men arriving in istanbul, checking into hotels close to the saudi consulate. The vehicle activity outside of the consulate. After he entered, could it have contained his body . Also two jets leaving istanbul, one that night. One went via dubai and the other went via cairo. The saudis have claimed have denied. Not providing any video footage to back up their claims. Tell us more about him and why anybody would want him dead. He was for a long time close to the governments, he acted as a press adviser to the saudi ambassador in london. When a new crown prince of saudi arabia came to power the last year. Mr khashoggi became critical of the prince, on saudi arabia s involvement in the war in yemen. He moved to the us where he wrote a column to the Washington Post and he has long been a thorn in the side of the new saudi government. As the government has been cosying up to donald trump and the crown prince made a visit to london. The red carpet was laid out for him. But mr kushig carpet was laid out for him. But mr kushi g has been. He could never return to side arabia. How ruthlessly saudi government has been towards him. Is america intervening at all in this . Is it likely to . That is the big question given donald trump smack closeness to saudi arabia. An open letter was written to donald trump in the Washington Post that she could not live with herself, and could not continue if she thought he had been abducted or killed. She is asking him to put pressure. He says he has not spoken to saudi authorities directly at the state department has through diplomatic channels. The foreign secretary said he has spoken to the ambassador in london. Wanting adun to the ambassador in london. Wanting arjun answers, saying if the media reports are correct, britain would respond very seriously. Given this proximity between the us and saudi arabia, one would wonder at this stage how much pressure would come from washington. If the media reports are proven correct, when the investigation wraps up, that would put a lot of pressure on western governments. Jersey now has some of the fastest broadband speeds in the world after the installation of a full fibre connection to a0 thousand homes and businesses. Many properties on the island are now directly connected to the network meaning they have guaranteed high speeds. Our Technology Correspondent Rory Cellan Jones is injersey for us this morning. Theyve all got it, from a castle where it arrives down a causeway which is under water at high tide. Come on in, ladies, laptops out. To a girls school where all the students and teachers rely on it in lessons. To the farm where all these jersey cows are arriving at a high tech milking parlour. Yes, theyve all got fast fibre broadband, now available everywhere on the island. That is becausejersey has gone down a different route from the uk, taking fibre right into the home, rather than relying on a copper cable for the last stretch. In the uk the fibre is typically connected to a green cabinet in your street close to your home. Its as if a motorway is built to the bottom of your road. Injersey the motorway is being built all the way into your home. The hope is that having a future proofed broadband connection will help all kinds of businesses, like lodge farm with its 200 dairy cattle. This may look like an Old Fashioned kind of business, but it is benefiting from the fast fibre. Each of these cows is effectively online, sending data to the cloud. This afternoon she has given just over eight litres of milk. The cows are sending data notjust to the farms commuters but to a company in the uk, monitoring the performance of the milking equipment. It has improved our profitability and productivity. As problems arise we can sort them out within seconds. At this school every pupil has a small laptop connected to the fast wi fi network. As you can see on your google classroom, you are going to be working in groups, ok, small groups. All the lessons are stored online, accessible at home as well is at school. On the whole system is now cheaper to run. It makes a huge difference. Compared to schools i have been in in the past, the amount of time that is saved not only for myself in planning and printing time, but the access that the students have is just so quick and so instant you can put something on there, google classroom, they have it straightaway and they can start engaging immediately. Which is fantastic. It hasnt been cheap to dig up the roads and put fibreoptic cables everywhere, but with the main Telecoms Company owned by the islands they have been able to take a long time view. Nowjersey thinks it can teach the rest of us a few lessons about the fast fibre future. We got lots of weather going on at the moment. We have Hurricane Michael moving in and we have stormed calum which is going to move its way in to the uk towards friday. Todayit its way in to the uk towards friday. Today it is the straightforward forecast with lots of sunshine out there and it is pretty warm. Temperatures are much higher with this time of year, much of sunshine across the uk. We have lost much of the rain across western scotland, temperatures highest in orange area. Highs of 23 to 2a celsius but even in central belt of scotlands those temperatures will get up to about 21 celsius. Through tonight though be moving into parts of england, drifting away further north and east, a fairly mild night really, temperatures staying up to ten of 15 degrees. There will be some showers and rains across eastern parts at but still quite warm across eastern areas on thursday, as quite showery and chillier in the west. Goodbye. Hello this is bbc news. It is one of three series b team will play for the world cup next summer. Kaunda had split from her coach at after less than a year that iraq konta. Kyle edmund is into the last 16 of the shanghai masters after a straight sets when. That is all for now we will have more later on. A big couple of weeks ahead for the brexit talks with intense negotiations taking place in brussels to try to reach an agreement by november. Every day well be checking in with our reporter adam fleming who is tracking the talks. What is the latest today adam . Eu negotiators say they are in a tunnel and that is light at the end of the tonne but that is not a lot of light now, we are being kept in the moment. We do know that michel barnier, the chief negotiator, within the building this morning updating european on progress of our. His message was there has to be decisive process in the negotiations over the Withdrawal Agreement, the divorce treaty, ahead of summit with the leaders next wednesday. As of the leaders next wednesday. As of the leaders next wednesday. As of the leaders feel confident enough to approve another eu summit in november where they will rubber stamp and approve the final break that deal. There is a lot of speculation. There is a backstop for Northern Ireland, a back up plan for preventing green production of border checks after breaks that if the featured trade deals negotiation doesnt go through and sob a problem. It has been a difficult issue and there is a lot of room and conjecture about how those tots are going and possible solutions. It is too early to say and the big reveal might come on monday next week. The Prime Minister s buys is all come to brussels to lead the groundwork for the summit which is happening next wednesday. This is the moment of truth. You say the irish border issueis of truth. You say the irish border issue is the trickiest . It is the bit that has been the most focused on, what are the other areas . We bandy around this figure of the Withdrawal Agreement which is about the divorce related issues, not the future. We see it is about 80 done, then 85, then 90. The outstanding issues are the backstop or Northern Ireland and the irish border, something called governance which is how you oversee the functioning of the treaty after it has been signed and what you do if there is any disputes arising. That is a tricky one because it involves the European Court ofjustice which is really controversial to some people. They are still wondering what to do about an issue called geographical indications which is a system that the eu has for protecting regional products such as champagne, parma ham and feta cheese. It is tricky because the eu once the uk to say they were cut and paste the entire system and put into british law. Uk isnt too sure. I know it sounds a bit bizarre were talking a cheese and wine but it is an important issue for the eu and it has been a problem in trade deals in the past. There is another basket of issues called other separation issues which is incredibly technical and i will bore you with it. Case, thank you. With new measures to try to reduce suicide rates in england , including the appointment of the first minister for Suicide Prevention. While suicide rates are falling, four and a half thousand people take their own lives every year. Im joined now by nina clarke deputy chief executive of the National Charity papyrus prevention of young suicide. Thank you becoming an. Do think it is going to make a difference having a ministers that is the question, we are really pleased about the appointment of a minister as it shows a level of awareness about the issue and a level of engagement and a willingness to want to change. Whether the appointment of a minister makes a difference is a different matter and remains to be seen. Different matter and remains to be seen. The statistics are shocking. So many families are affected by these tragedies that it is the leading cause of death in young people between ten and 3a. Kids as young as ten taking a own lives is terrible. Tell us more about what the statistics are indicating . We have to be aware that br a lot of header numbers there are a lot of header numbers there are a lot of header numbers. We know their suicides below the age of ten that we dont record them by law and there are issues around hidden and numbers around. They are expected to apply a criminal level of proof so to apply a criminal level of proof so there are dark numbers. What we do know is that 200 schoolchildren s die by suicide every year, for every week. We are dedicated to helping reduce that number and we genuinely believe that the vast majority of suicides are preve nta ble. Majority of suicides are preventable. The fact that the minister has appointed means that the government of the things that. Preve nta ble the government of the things that. Preventable how . There are a lot of things that can be done, both systemic at the government level where their systemic stigma in the way that we process things but their savings we can do in raising awareness such savings we can do in raising awareness such as savings we can do in raising awareness such as how common suicide is. The people who experience such bots dont want to die, theyjust wa nt bots dont want to die, theyjust want the pain to end. Bearing anguish and emotional turmoil. We need to be able to have a conversation about it and as individuals we can me to change by opening up the conversation in a safe and respect the manner. We need to be aware that there is help, we have a helpline. If you are worried about someone, how do you open up that conversation because people a lwa ys that conversation because people always wa nt that conversation because people always want to hear that someone is 0k always want to hear that someone is ok because we dont know how to deal with it if they are not. We are all afraid of that conversation because we are afraid of what we are going to do. We are afraid it we ask and they say yes, it stops us from having a conversation but we have to note that if the thought so there we can make it worse by asking. We can but the idea and somebodys heads and is not it is much safer to ask. Our help line ask teachers, councillors and people who struggle to have those conversations and give them advice on how to have that conversation safely and how to take it for it to keep that britains eight. Thank you. If you would like information on help and support you can call the bbc action line on 0800 066 066 or go online lets get more on the flash floods on the Spanish Island of majorca. The Foreign Office says its investigating reports that a british couple are among at least six people whove died. Lets speak to wendy urquhart, shes a reporter at Radio Station spectrum fm and joins me from palma in majorca. Is there any confirmation yet that a british couple have died in the sporting . Know we have no confirmation yet about the british couple, we know that they were in a taxi that was swept up to see and we know that the military or in the area and looking for missing people. Their 15 people messing and theyre hoping to find them so we just have to wait and see. The flooding has been really bad, one town got the worst of it. Their damages the many town. As you conceive in the picture of their torrents of water leading through the towns and hundreds of people were evacuated. They spent the night in makeshift recovery centres and there is an emergency meeting going on right now to decide what action to take and whether they will need to wring more people from the mainland to help of the clean up operation in the area. What is the scale of the clean up operation that is needed . Scale of the clean up operation that is needed . We scale of the clean up operation that is needed . We see pictures of the water in the harbour where it is running very fast as the levels go up running very fast as the levels go up but also elsewhere, as the water receded. Cars all over the place. There are dozens of cars in the ocean, they got swept up in that dirty water and taken away. Houses will be horrible just now, those that were affected, the floodwater was very deep and every house in the area will be affected to some extent. Some will be unlovable or months from now. Thank you. An iconic landmark in the north east of england, the tyne bridge, which spans newcastle and gateshead, is 90 years old today. It was officially opened in 1928 by king george the fifth, and has since become a defining symbol of tyneside. Fiona trott has been looking back on its history. Over 7000 tonnes of teesside steel, and if you think the bridge looks tough, just watch the Shipyard Workers who built it. For the royal opening, thousands flocked to the quayside. King george vs carriage was the first to cross it. Now, 90 years later, over 57,000 vehicles cross it everyday. And the red arrows fly over it, a celebrated moment. It is no surprise that visitors from all over the world photograph this tyneside landmark and that it has now become a grade two star listed structure. It is really a very special bridge. They had to build out from each side and meet in the middle. There are some historic photos of them actually building the bridge and there is no scaffolding, there is barely a rope, and it looks quite terrifying, to be honest. But i think it is really a reflection of that geordie steel attitude that they were able to build in a very clever way at that time. Meet the residents of the tyne bridge. Over 1000 kittiwakes arrive here every year. They are not welcomed by everybody, but conservationists say they are significant. I think they have really become a part of this iconic landscape with the bridges and the rivers, part of the heritage of gateshead. You could compare them to the tower of london having its ravens. People do come from overseas and across the country to see them, and this was a rare listed declining sea bird, so tyne bridge is also part of the overall conservation effort for this species. This is a rare glimpse inside the north tower, and you can hear the four lanes of traffic above us. In its 90 year history, people have wanted to build apartments in here, a restaurant with a glass bottomed pool, and a couple of years ago, over 100 people broke in and used it for an illegal rave. This bridge is a defining symbol of newcastle and gateshead, and College Students on both sides of the river told us what it means to them. I think it isjust a great symbol of not just newcastle and gateshead itself, but all of the north east. When i come home, i know this is home, i know i am nearly there. I think the design and engineering are really fascinating to me when i come here. It gives me goose bumps when i look at it, especially when you see the red arrows going over the top of it as well. It is absolutely fantastic. In the 1920s, this bridge represented strength, innovation, and a geordie pride that continues today. Fiona trott, bbc news. The economy stalled in august, but if you take the quarterly figure ,looking at the last three months as a whole, the picture is slightly brighter. In the 3 months to august, the uk economy grew by 0. 7 , buoyed by retail, food and drink during the hot summer. This was the the fastest pace of growth since february 2017. It comes as the International Monetary fund downgraded uk growth forecasts for this year, from 1. 3 to 1. 1 . , as brexit uncertainty weighs on trade and investment. Albury sectors and services are seen ramping up. Albury sectors and services are seen positive results over the three months which is very positive and it is a shame that august deadline but we do know that because of consumer spending, it is starting to decline after the summer months, but it is a possibility and we will see a fall going forward. Yes i get to your point. From my perspective we do a lot of Scenario Analysis around a baseline numbers and it does make it extremely difficult to be able to predict what is happening with interest rates, they may go up, they may go down depending on the outcome of brexit and we are all hoping for more certainty by the end of november in the terms of where we might end up, march seven and 19. Joining me now to talk more about the film is Sarah Goodfellow from 1a 18 now, a major Cultural Programme which is taking place across the United Kingdom to mark the centenary of the First World War and was a Co Commissioner of the film. It is quite mesmerising to watch those pictures being transformed like that. It is amazing the impact of that scene that cinnamon colour has. It is extraordinary, peter wa nts to has. It is extraordinary, peter wants to make it connect with a new generation of young people and scrape away the 100 years from the film and bring it back to life again. Give life to those people who have given their lives. Mustve been something to get peterjackson involved, how do that come about . Something to get peterjackson involved, how do that come abounm was not as difficult as you might think. And well be going live to Prime Ministers questions, where theresa may faces mps for the First Time Since the eu rejected her brexit plan. Good morning. Welcome to bbc newsroom live. Im joanna gosling. Prime ministers questions is about to get under way. First, lets speak to our assistant political editor, norman smith, whos in central lobby. What are you expecting . Im guessing Jeremy Corbyn may well go on austerity. You remember theresa may at Party Conference made that pledged to end austerity after brexit. A lot of labour people picking up on that, saying the benefit freeze will still carry on, many of the welfare curb have still to be implemented. In other words, austerity will continue. He may well go to the choose to go on that as an alternative to brexit, a frequent subject for mr corbyn in recent weeks. It has been such an obvious target given the turmoil and difficulties mrs may has faced in recent weeks. Actually, more interesting on the brexit front, maybe the question is, the mood of tory backbenchers if we get questions from brexiteers trying to discomfort mrs may, to find out whether she is going to persist with this chequers deal. Given all the pressure on her, which we saw yesterday with that sudden onslaught ready from different wings of the party to try to get her to reset her negotiating strategy. Here we go. We are into pmqs. Thank you, mr speaker. Immediately after Prime Ministers questions i e. , along with other members of this house, will watch a parade of british army into parliament. They are representing the regular and reserve army personnel. This is an opportunity for us to thank them for their tireless work to keep our country their tireless work to keep our cou ntry safe. Their tireless work to keep our country safe. This afternoon i will be hosting a reception for World Mental Health day. Im delighted this week the uk host of the First Ever Global ministerial summit on Mental Health, with a landmark agreement to achieve equity from Mental Health. This morning i had meetings with ministerial colleagues and others. I shall have further such meetings later today. Mr speaker, the polish community have long made a valuable contribution to scottish society. My polish constituent is a young man who has lived in scotland since he was six, yet when he applied forjob seekers allowance last month he failed the habitual residency test. Even the dwp cannot understand the kafkaesque b has been sent. Like the windrush scandal, is this the shape of things to come for eu citizens in the United Kingdom . As she knows, first of all as part of the negotiations with the European Union, we have come to agreements about the rights available to those eu citizens living here in the United Kingdom already. We have set out very clearly what will be the situation for those who come to the United Kingdom during the fermentation period. I also was able to update people a few weeks ago to make clear that in a no deal arrangement as well we will also ensure that we look after those eu citizens who have come here and make their home here. As for the individual case, im sure the department for work and pensions will look into this in some detail. What steps is the government taking to encourage more tourists to enjoy performing arts outside london . Can i first of performing arts outside london . Can ifirst of all performing arts outside london . Can i first of all thank my honourable friend for highlighting the issue of performing arts. Indeed there are some great performing arts to be seen some great performing arts to be seen around the country. She is also performing arts ambassador. I congratulate her on her work. We are committed to supporting the uk Tourism Industry and spreading the wealth producers across the country which we set out in our tourism action plan. We are providing funding for the performing arts throughout the country, including investing £78 billion in a new theatre and arts complex. The factory in manchester will encourage international collaboration, investment and visitors. In the redevelopment of colston hall, the southwests major venue, making it fit for the 21st century. Jeremy corbyn. Thank you, mr speaker. I am sure the whole house willjoin me in expressing our deepest sympathies to the people of sulawesi in indonesia following the earthquake. We wish them well in rebuilding their communities. Can we also take this opportunity to thank all those officers of the royal navy had it so much to help during the emergency at that time. Mr speaker, todayis emergency at that time. Mr speaker, today is World Mental Health day. And today there are 5000 fewer Mental Health nurses than there were in 2010. The Prime Minister said last week that austerity is over. When will austerity be over for the Mental Health services . First of all cani Mental Health services . First of all can ijoin the right honourable gentleman in expressing our condolences to those affected and our thoughts are with those affected by what happened in indonesia. The department for International Development was able to respond to that. I understand the appeal is now up that. I understand the appeal is now up to £10 million. We were able to put support in kind in through the support available from our armed forces and indeed from others. I commend all those who have been working so hard in that area. He raises the issue of Mental Health. Im pleased he has. This is a government that is actually ensuring that Mental Health is given the attention that it needs. It is this government that has ensured that there will be parity of esteem for Mental Health and physical health in the National Health service. And it is this government putting record levels of funding into Mental Health. I say to the right honourable gentleman, if he is saying to me, do we still need to do more on Mental Health . I say, yes, we do. We are setting out further steps today particularly to improve the Mental Health of children and young people. But also, im very pleased that the honourable member for thurrock is taking on responsibility for the minister for Suicide Prevention, the first time a government has had a minister appointed to such a post. This government takes Mental Health seriously. That is why we are putting record levels of funding into Mental Health. It was a Labour Amendment that would parity of esteem on the face of the legislation. It was opposed by her government. And if she thinks that Mental Health spending is going well, maybe she should have told the Health Secretary this. This morning he said its still way of where we need to be. The royal of psychiatrists has found that income of Mental Health trusts in england was lower than it was six years ago. And children are being sent as much as 300 miles away for urgent treatment. It need urgent action now. Mr speaker, people treatment. It need urgent action now. Mrspeaker, people in treatment. It need urgent action now. Mr speaker, people in every village, town and city know that Violent Crime is rising. 21,000 Police Officers have been cut. 7000 Police Officers have been cut. 7000 police and Community Support officers have gone. When will austerity be over for the police . Officers have gone. When will austerity be over for the police7m relation to the Mental Health issue, ive just relation to the Mental Health issue, ivejust said i think relation to the Mental Health issue, ive just said i think there is relation to the Mental Health issue, ivejust said i think there is more to do on Mental Health. And as part of our. As part of our long term for the National Health service we will be doing more for Mental Health. And i might remind the right honourable gentleman that our plans for the National Health service will see £39a million more a week going into our National Health service. Then he asked me about the issue of policing. And of course what we have seen policing. And of course what we have seen is this government has made, including the precept on council tax, a60 million more pounds available for policing in this current year. And if he is so concerned about funding for policing, why did the labour party oppose that extra money . Mr speaker, if austerity is over for the police thenit if austerity is over for the police then it doesnt seem she has told then it doesnt seem she has told the Police Federation about this. They are currently taking the government to court for failing to implement the decision of the independent pay review body. Our dedicated Police Officers and pc sos deserve better than they get from this government. In the last year. In the last year. Thank you, mr speaker. In the last year the education secretary has been rebuked four times by the statistics watchdog for making false claims about educational funding. I watchdog for making false claims about educationalfunding. I know the Prime Minister is a stickler for accuracy. So given her commitment to ending austerity, can she confirm that austerity is now over for all teachers, who will receive the independently recommended 3. 5 pay rise . Cani rise . Can i say to the right honourable gentleman that as regards the issue of policing, and he talked about the police pay award, this award does represent the highest consolidated pay award since 2010. He then goes on to talk about. He then goes on to talk about funding for schools and what is happening in relation to schools. He knows the announcement that has been made in relation to the teachers pay award. School funding this year is at a record high, with an extra 1. 3 billion. With the extra 1. 3 billion we have put in this year and next, per pupil funding is being protected in real terms. I recognise the pressures that schools are under. But i also recognise that we now see 1. 9 million more children in good and outstanding schools compared to 2010. And part of that is because of the reforms we have put forward into education, including the free schools and academies. Free school tab academies which the labour party would abolish. And academies. Tab academies which the labour party would abolish. And academies. The reality is that over half of teachers are getting another real terms pay cut next year. They have been subject to eight years of pay freezes and pay rises capped below inflation. Its no wonder there is a chronic shortage of teachers and the government is again failing to hit back its recruitment target for new teachers. The conservative leader of northamptonshire said, and i quote, they couldnt cope with the levels of cuts. The conservative leader of somerset says, i feel abandoned. There are no solutions coming. Wildie Prime Minister listen to run Council Leaders and end austerity she promised last week . Wildie Prime Minister. First of all, in relation to teachers in our schools, there are more teachers in our schools now and we see more people applying to be teachers. I recognise the very hard work our teachers put ina day the very hard work our teachers put in a day in, day out, and the good result our children are getting are a result of their hard work and the ha rd a result of their hard work and the hard work of their teachers. He refers to northamptonshire county council. Of course, the independent inspection was clear that voters we re inspection was clear that voters were not due to a lack of funding. We have back councils. We have back councils in england. Between 2015 and 2020, £200 billion are available to deliver the local services that their communities want to see. We are going to see an increase of 1. 3 billion in the money available to councils in the next two years. Available to councils in the next two yea rs. Extra available to councils in the next two years. Extra money was announced at the conference in relation to social care. And councils have access to over £9. 6 billion of dedicated funding in relation to this. There is a 31 million increase rural services. Yes, we have had to make tough decisions. And yes, councils have been asked to make tough decisions. The reason we had tough decisions. The reason we had to do that, the reason we had to do that was because of. The reason we had to do that was because of the state of the public finances and the economy we were left by the Labour Government. People have made sacrifices and they need to know that their hard work has paid off. And yes, better times are ahead. Under a conservative government m might bea under a conservative government m might be a good idea if the Prime Minister took a few minutes out of a very busy day to listen to some teachers and the stress they are going through. And the number of newly qualified teachers that feel they cannot carry on any more and leave the profession they love. The National Audit office has found local government funding has been cut by a9 since 2010. And next year, comment funding for councils will be cut by a further 1. 3 billion. Government. The institute for fiscal studies has said that 75 of the Social Security cuts announced in 2015 have yet to come into effect. 2. 7 billion will be cut from working age benefits next year alone. Can the Prime Minister confirm this swingeing austerity on the lowest paid and the disabled people in our society will now end as she said last week . Cani now end as she said last week . Can i say to the right honourable gentleman that what we see in the changes we are putting forward in relation to welfare reform is encouraging people into work and making sure when they get into work, work pays. And i might also say to him, there are £2. A billion of unclaimed benefits under the legacy system of the labour party. That will be paid to people under universal credit. Several hundred thousand people getting the benefits they are entitled to under universal credit for the future. And he asks me about what this government is doing in relation to the end austerity, and i have been very clear that there are better times ahead for people. We will see debt falling and we will see support for Public Services going up. Austerity is being brought to an end. What is not being brought to an end is fiscal responsibility. Mr speaker, the poorest third of households will lose £7a5 a year if these cuts go ahead. Just this week, and the Prime Minister should listen to them, the equality and Human Rights Commission has reported the situation facing those with disabilities has got worse and their rights are being violated in our society. Eight years of painful austerity. Poverty is up. Homelessness and deaths on our streets is up. Living standards down, Public Services slashed and a million elderly not getting the care they need. Wages are being eroded and all the while, mr speaker, all the while billions were found for tax giveaways for big corporations and the super rich. The Prime Minister, mr speaker, the Prime Minister, mr speaker, the Prime Minister declared she is ending austerity. But unless the budget halts the cuts, increases funding to Public Services, gives our public serva nts Public Services, gives our Public Servants a decent pay rise, then isnt the claim that austerity is over simply a great big conservative con . Cani con . Can i say to the right honourable gentleman, actually wages are going up. We have increased the National Living wage. There are 1 up. We have increased the National Living wage. There are1 million fewer people in absolute poverty because of this government. Under universal credit 1 because of this government. Under universal credit1 million because of this government. Under universal credit 1 million disabled households will get around £110 a month more as a result of being on universal credit. He talks about cuts. I will tell about cuts that have been of benefit. What about the £18. 5 billion of income tax cuts under this government . What about the cuts that those in their Household Bills that 11 million households will see as a result of the energy price cut . And what about the energy price cut . And what about the a6 billion of cuts through freezing fuel duty that has made a real difference to peoples lives. We know what would really hard working people. Labours plans would cost £1 trillion. 1000 billion pounds of peoples money, uncontrolled borrowing, spiralling taxes, working people paying the price of labour. Yet again labour taking us back to square one. As always, im determined to find ple nty of as always, im determined to find plenty of time for backbenchers. Mr stephen hammond. Thank you, mr is bigger. I know my right honourable friend recognises how important is every child has the opportunity of the best start in life. For the past three years i have been campaigning to ensure that children are given that opportunity. The report contains some oddities and progress seems to have stalled. Would my honourable friend meet with me and some parents to discuss this matter . Cani some parents to discuss this matter . Can i say thank you to my honourable friend for raising what is an important issue for many parents. We are concerned that some prematurely born children, whose parents choose to delay their entry into school, maybe missing essential teaching. We are looking at best best of how to make changes. It is important they look at it. I know the minister for the department will be happy to meet with my honourable friend to discuss this. Ian blackford. Thank you, mr speaker. Today is World Mental Health awareness day. I want to congratulate the Prime Minister on the appointment of a minister for Suicide Prevention. In scotland we have our own ministerfor Suicide Prevention. In scotland we have our own minister for Mental Health and look forward to working closely with the new uk minister in this important issue. Does the Prime Minister agree that we must all work to eradicate policies and circumstances that lead to people to believe that suicide is their only option . Can i say to the right honourable gentleman i think this is right that we take this issue of suicide as seriously as we have done, particularly there have been concerns raised about the number of young men who commit suicide. And it is important. People in a range of different circumstances find themselves in a position where they think about committing suicide. We must do everything we can to ensure that people are prevented from committing suicide and support is given to people in those circumstances. Mr speaker, im glad the Prime Minister agrees with me. As reported by the independent, nearly one in every two women taking part in the uk governments Work Capability assessment say they have attempted suicide after or during the process. A series of secret internal enquiries into these revealed that conservative ministers were repeatedly warned of the policys shortcomings. With the Prime Minister commit today to ensuring that her new minister of suicide looks at the impact of her governments on Social Security policies, and at long last, Prime Minister, scrap the appalling Work Capability assessment . Cani capability assessment . Can i say to the right honourable gentleman, first of all, of course, these were assessments that were introduced by the previous government. It is important that we get these assessments right. I mean, it is right that we are encouraging people into the workplace. And what to ensure those people who are able to ensure those people who are able to be in the workplace are given the support to enable them to do that. That is what we want to do. I think it is right that we maintain assessments. Of course, we look at the impact of those assessments, the quality of those assessments. That is what the dwp does on a regular basis. But i think it is important that we are undertaking does assessments. Those assessments. Former Prime Minister gordon brown hasjoined the all party group fair business bankings calls for action against the bankers to cause uk taxpayers billions of pounds during the financial crisis, none of whom have been fined, band or prosecuted, despite clear evidence of guilt and guilt of fraud and malpractice. Will my right honourable friend do all she can to ensure that those responsible are held to account . Well, if i can give my honourable friend the assurance that since the financial crisis, of course, we have been looking at the regulatory system. We have built one of the most robust regulatory systems in the world. It is designed specifically to ensure Financial Stability and protect taxpayers. There are a number of measures we have introduced in relation to the responsibility of those at the top in organisations. In 2016, we brought into force senior managers to hold those of the top responsible for wrongdoing. Legislation was also introduced alongside this regime which ensures bosses whose reckless misconduct causes their institution to fail, face up to seven years in prison. These reforms are very recent and it will take further time before we see the full impact of them, but i can say that last year we saw the fca is suing total fines of £229 million against individuals and firms who had broken fca rules. Ifi and firms who had broken fca rules. If i can reassure my honourable friend that we will of course continue to remain focused on ensuring that we do built a fair and more balanced banking system, and looking if there is more that needs to be done. Does the Prime Minister agree with her work and pensions secretary that half of lone parents and around two thirds of working age couples with children under universal credit will lose the equivalent of £2a00 a year . And if we are to believe the Prime Ministers promise to end austerity, which he promised today to reverse the £3 billion worth of cuts that are built into the universal credit roll out . Are built into the universal credit rollout . Can i say to the right honourable lady that in relation to those people being moved onto universal credit as part of managed migration, we are, of course, undertaking that. That will start later next year. It will be done on a small scale basis to ensure that we get that right. But we are putting protections in, transitional protections. So people who were moved onto universal credit as part of that process will not see any reduction. They would be protected. Last week Access Community trust, working in conjunction with other lowestoft volu nta ry conjunction with other lowestoft voluntary groups, launched a project which will provide emergency accommodation for the homeless, not just during the period of below zero night time temperatures, but for the whole winter period from the 1st of november to the 28th of february. On world homeless day will the Prime Minister built on the rough sleeping strategy and provide a long term funding system so that charities such as Access Community chat Access Community trust and saint mungo s can put in place the spoken initiatives that prevent homelessness before anybody actually has to sleep rough . My honourable friend is right to raise this issue. We dont want to see anybody sleeping on the streets. That is why we have committed to ensuring that we have committed to ensuring that we end rough sleeping by 2027, harvard by 2022. Its why we are supporting various projects around the country to do that. Have it. I recognise the point he makes about local authorities. They need to build capacity and capability in their teams to ensure they are able to deal with this. And the role the volu nta ry to deal with this. And the role the voluntary sector can play in this. We investing over £3 million a year with the voluntary sector groups to train and advise local authority teams to address these issues. We wa nt to teams to address these issues. We want to ensure that rough sleeping becomes a thing of the past. Members of the Scottish Fishermen s federation and the National Federation and the National Federation of fishermen s organisations are jointly lobbying parliament today. They ask for a very simple undertaking from the Prime Minister. Namely, that in negotiating the brexit deal, she would not trade away the right to fish in uk waters. With the Prime Minister give our fishermen that undertaking . Can i say to the right honourable gentleman i absolutely recognise the importance of the fishing industry across the uk, but particularly in scotland. As we are going through these negotiations we have been very clear that once the eu rules no longer apply to the United Kingdom, we will be an independent coastal state and we will be making those decisions. We will be making those decisions. We will control access to our own waters and we will be seeking to gainafairershare waters and we will be seeking to gain a fairer share of quotas. Mr speaker, in 2005, the then Labour Government closed accident and emergency at crawley hospital. Im delighted that my right honourable friend has committed to Additional Resources for the National Health service, including part of the brexit dividend. Can i get an assurance that the upcoming nhs plan will include a return of local services at its heart . Yes. Can i say to my honourable friend that absolutely i can give that assurance. Obviously the Long Term Plan for the national Health Services being developed by the National Health service in conjunction with clinicians and people at a local level. But its absolutely clear we need to ensure that we recognise the importance of these community services. As my honourable friend says, it is this government not only putting in place a Long Term Plan to support the National Health service, but also the longer term funding for the National Health service which will see the biggest cash boost ever in the national, in the history of the National Health service. Modern slavery is a scourge on our society affecting thousands of victims, includingjan, affecting thousands of victims, including jan, living in an attic in oldham and forced to work with no pay for six years. Will be Prime Ministerjohn mina in congratulating groups to offer paid work placements to help victims rebuild their lives . Can the Prime Minister also explain why it has taken the government five months to get around to recruiting the anti slavery commissioners post . Cani post . Can i say to the honourable gentleman that i think, as he will know, modern slavery is an issue which i have taken a particular interest in and worked on particularly. I am interest in and worked on particularly. Iam proud interest in and worked on particularly. I am proud of the impact the modern slavery act is having. But sadly, we do see people being effectively enslaved in this country. We are seeing more cases where people are being prosecuted, criminals are being prosecuted, but we do need to ensure support is available. I certainly commend the co op he referenced and other businesses working to help people who are the victims of modern slavery. The International Development secretary tells me when she chaired a session in relation to modern slavery, this question of the role of the private sector was one that was particularly given prominence. We will continue to do all we can to ensure we are dealing with the issue of modern slavery. Mr speaker, its obvious that the biggest task facing the Prime Minister this winter to obtain a compromise agreement with the other 27 european states on the terms of our withdrawal, and then to win the approval of this house, a majority in this house for that same agreement, or Something Like it, in agreement, or Something Like it, in a meaningful vote on the terms of our departure. Does she fully accept that the maths makes it obvious that majority can only be obtained if the agreement retains the support of the pro european conservative backbenchers in this house . Row and also wins the support of a significant number of labour backbenchers, pro european backbenchers, pro european backbenchers, on the other side of the house, which would reveal that the house, which would reveal that the hardline eurosceptic views of the hardline eurosceptic views of the ben knights on the labourfront bench and the right wing nationalists in our party are a minority in this parliament. Was he therefore proceed, courageously, from that bases in the formidable task that lies ahead of her . Cani can i simply say what we are working to is to ensure that we get a good agreement for the United Kingdom, an agreement for the United Kingdom, an agreement which delivers on about that the people took in the referendum, to leave the European Union, to bring an end to the jurisdiction of the European Court, to bring an end to free movement, an end to sending vast sums of money every year to the eu, that does it ina way every year to the eu, that does it in a way that protects jobs, ensures no hard border between Northern Ireland and ireland, i would hope that when we. I am working for that when we. I am working for that deal, where we come back with a deal i would hope that everybody across this whole house would put the National Interest first, that everybody across this whole harris will look not only at a good deal for the future of the uk but will also remember that having given the decision as to whether we stay in the eu or not to the british people, the eu or not to the british people, the british people having voted to leave, it is our duty to ensure that we leave. Yesterday we mapped the start of baby loss of Awareness Week. Oliver was 2a weeks old when he died of cancer on Christmas Day 2010. Since then his parents have raised in excess of half £1 million to Fund Research into childhood cancers and provide much needed emotional and practical support for families affected by these terrible and misses. The Prime Minister will know, having met them in 2016, what an amazing couple they are. Well she joined me today thanking them for all they have done continue to do . Cani all they have done continue to do . Can i say, it is very good of him to raise this issue. And also i would like to pay tribute to other members across this harris who have put a clear emphasis on this issue and insured that in baby loss Awareness Week and outside of it we recognise the tragedies that take place and the tragedies that take place and the circumstances for too many families in this country. And i am very happy to pay tribute to his constituents and the amazing work that they have done in raising the funds that he has referred to. This is something we dont want to see anybody having to face and having to deal with, but that out of such a terrible tragedy has come the good of that fundraising which can help others. I hope that his constituents are proud of what they have done. Others. I hope that his constituents are proud of what they have donem somerset we have been working for yea rs somerset we have been working for years to somerset we have been working for yea rs to pay somerset we have been working for years to pay down the huge debts left by the lib dems. Leaving many essential services having funding withdrawn. Will she meet with me and somerset colleagues to discuss this challenge and will she look favourably on our bid to fully retain Business Rates from april 2019 . Obviously, i understand that theissue 2019 . Obviously, i understand that the issue around Business Rates and the issue around Business Rates and the bt has referred to from somerset and others are being looked at and being assessed, and a decision will being assessed, and a decision will be announced alongside the local Government Finance settlement later this year. I am sure the minister in mhc lg will be able to meet with him and others to discuss this further. Ican and others to discuss this further. I can say to him that i have already received representations from a somerset map of parliament on this issue, and i think. And im sure ministers will be happy to sit down and discuss the details with him. Ministers will be happy to sit down and discuss the details with himm 2010, the National Debt after the crisis of the banks stood at £768 billion. Now that the tories have beenin billion. Now that the tories have been in ten years, albeit five years with the wishy washy liberals. Can the Prime Minister tell the house what the debt is today . He raises theissue what the debt is today . He raises the issue of debt, and it is an important issue to raise. What this government is doing is saying that we will actually. He doesnt lead was never questioned if he has the figure already. We are ensuring that debt is going to fall. And what we crucially have seen is a reduction in our deficit of three quarters. Under this conservative government. But he shouldnt look quite so pleased with himself, when he starts to think about what a Labour Government would do to our debt in the future take us back to ground. The 120 soldiers marching straight after pmq s are representing the 3000 currently deployed in 28 countries around the world. I am delighted that the Prime Minister andi delighted that the Prime Minister and i and others will be there to thank them for what they do. Will they also remember to lots of people, the first the families without whose support the deployment would not be possible, second, those returning from overseas injured, mentally and physically, and thirdly, the comrades who will never return . I say to him that he puts his point extremely well. Of course we are proud of everything that our servicemen and women do and we will be pleased to welcome those servicemen and women and to give that thanks to them in the way that we can hear in this harris. But he is right, we should neverforget the families of those servicemen and women and we should ensure we are supporting those families. We should also recognise the importance of supporting those who do return with injuries, some of those physical and some mental, and ensuring that we recognise both physical and mental injuries is important. And we should never forget those house have laid down their lives for our freedom and security. Im sure the whole harris will have been horrified at the sight of mothers feeding their chicks with plastic to death because of the tonnes of waste that we pump into our oceans every day. We must ta ke into our oceans every day. We must take urgent action on this. But our waste system is broken. With the Prime Minister commit today to working with me to stop this tide . She has raised a very important issue. The question of plastics is one the government is taking its really seriously, as you will know. We have measures in our environment plan in relation to elimination of avoidable plastic waste, micro beads and straws for example. There are shortcomings in the current regulations around Plastic Recycling and how we incentivise better is a sign of packaging and material choices, and we will consult later this year on our proposals will stop and of course we will look at any ideas that come from members of this harris as to how we can ensure that we are dealing with the scourge of plastic. Taunton deane hasjust won an award for her commendable work on speech and language services, so she should be celebrated denizen of the house. Thank you. The question actually isnt about that. This question, as the Prime Minister will know the agriculture bill comes to the chamber today. It is a great opportunity to rethink our land use policy and the way we run everything about our land. Does the pro minister agree with me that it demonstrates that this government is leading the way on supporting sustainable biodiversity environment, supporting farmers and Food Producers and our row communities, especially those in Taunton Deane . I congratulate her and commend her for all the Taunton Deane . I congratulate her and commend herfor all the work Taunton Deane . I congratulate her and commend her for all the work she does on issues relating to the environment. She is absolutely right, it leaving the eu, leaving the Common Agricultural policy enables us to take another look at our support forfarmers enables us to take another look at our support for farmers and their use of the land. And to ensure that as we do that we are looking at issues such as the impact on the environment and that we are able to ensure that we do see notjust that sustainable environment and biodiversity that she refers to but also that we are a generation that leaves the planet in a better state than we found it. We have heard this week that the world is facing ecological and human disaster from climate change. And radical transport reforms are vital for the future. Will she therefore give her personal support to the proposed gb freight move rail scheme which would ta ke freight move rail scheme which would take lorries off our roads each work, cutting co2 and other emissions which are contributing to Global Warming and poisoning the air we breathe . He makes a very important point about the need for us important point about the need for us to ensure that we are getting freight off our roads and onto the railways. The real benefits for doing that art for the environment and also in relation to congestion. And of course we invest more money in the strategic freight network. I will have to look into the specific proposal that he has raised, but i can assure him that the principle of ensuring we are in courage and freight onto our railways arent off the rose is a good one. The hassle of hers the japanese Prime Ministers say that britain would be welcomed into the tdd with open arms. Does she agree that post brexit it would be wonderful if our country could meet japans embrace . Be wonderful if our country could meet japans embrace . |j be wonderful if our country could meet japans embrace . I was obviously i have spoken to the japanese Prime Minister about this issue, as i have spoken to other Prime Ministers of countries involved in the cp tpb. I am pleased they want to welcome us into that trade agreement with open arms and we stand ready to do exactly that. Last week a judge was unable to make a secure accommodation order for a young man involved in gangs with psychiatric problems and at serious risk of harm. The judge said an opportunity to help him and keep him safe was lost. Like many colleagues iam safe was lost. Like many colleagues i am dismayed, frustrated and outraged and deeply worried that we will have blood on our hands. On World Mental Health day were the Prime Minister guarantee that she will investigate this case, make sure action is taken and guaranteed no other Vulnerable Children will be left in such a terrible situation future . Im sure we are all concerned by this case that she raises. The secretary of state herself will be happy to meet her to discuss that case and look at the issuesit discuss that case and look at the issues it raises. We want to ensure support is available in particular vulnerable young people. The secretary of state for health will be happy to meet her. The effect of the recent sudan the earthquake and poker me in indonesia has been devastating and the response includes two raf aircraft and supplies and a team of humanitarian workers out there now. A friend in need is a friend indeed. Would she join me in sending our condolences to the president , our thanks to british citizens and jcb for their help and would she encourage differed to do even more including extending matching the funding from the appeal . I say to him that he has raised again this very important issue which was referred to by the leader of the opposition earlier. And of course our condolences go to all those who have lost loved ones in this terrible disaster that has taken place. And to those who have been affected in whatever way by this disaster. We commend all those who have been working there to bring support, age, help to those affected. And recognise the significant contrary szmidt has been made by british volunteers, British Companies and by our armed forces. And the department for International Development has already made some commitments in relation to matching funding of the money that is being raised but will be continued to look at what support it can be. Will the Prime Minister please update the house on progress made to appoint an independent Panel Members for the enquiry as agreed with among others the Muslim Council of britain on islamophobia in the conservative party . Issues relating to any particular concerns or allegations that have been raised in the conservative party are properly investigated, properly considered, we have done that through our new code of conduct, that we have introduced, every complaint made is being or has been investigated and appropriate has been taken including in some cases suspending and expelling members. But we are also taking further steps, we are working in conjunction with making diversity training more widely available and improving her local associations deal with complaints. There should be no place in this country for discrimination and it is right that asa discrimination and it is right that as a Political Party we are working to ensure that we take action when there are any complaints made about those of our party. In march collea g u es those of our party. In march colleagues and i met with the Prime Minister to discuss sleeping shifts. I thank her for minister to discuss sleeping shifts. I thank herfor her minister to discuss sleeping shifts. I thank her for her focus. I appreciate there is still discussions is the court of appeal have rolled to not uphold the unison case, but in the absence of clarity some local authorities anna lo reverting back to paying a single through the night rate whereas we say people should be paid National Minimum wage. Can i ask her to really tackle this as urgently as possible. Also im not sure hm rcr interpreting the court of appeals ruling either. She is busy race and eight important issue which has been raised a number of occasions across this harris previously. The secretary of state for health and social care is looking at this but there is a case going to the Supreme Court in relation to this matter and of course we will have to consider any outcome that comes out of court proceedings. In a few minutes time 57 members of all Political Parties will be launching an important new report on acquired brain injury. This is a hidden epidemic which affects more than 1. 3 Million People in our country, on average every single Primary School class in this country will have at least one child who has a brain injury in it, sometimes unaware. The good news is that if we get good rehabilitation to everything person we can actually save the nhs a year. So we asked the Prime Minister, will she meet with me and others involved, and i do mean her, because whilst i understand that she often wants other ministers to meet on her behalf and she is very busy, this actually affects our prisons, schools, armed forces, the whole of government will stop we can save lives, we can give People Better quality of life, but we can only do it if wejoin quality of life, but we can only do it if we join the dots up. He speaks with passion about this issue and rightly, this is an important issue. And it is one i will ensure that he is able to bring that information appropriately to ministers. Appropriately to ministers. This is. What i would say is that he makes a point which covers notjust this issue but other issues in government too. Which is where my right honourable friend the chancellor of the duchy of lancaster is working to ensure that grass issues like this we do see that joined up nature between Government Departments to ensure that the right action is being taken. From a sedentary position, meet with you, it seems to be his preferred mantra. Does she share my concern that drugs related deaths in kent have doubled in the last three years and the rise of cou nty in the last three years and the rise of county lines operations mean there are now a8 separate gang operations in kent. Does she agree that it operations in kent. Does she agree thatitis operations in kent. Does she agree that it is important for the home office to put more priority in making sure we win the war on drugs . He raises a very important issue. I understand the new Coordination Centre is being set up to ensure that the work which the National Crime agency has been leading in relation to county lines that we see that proper integration of work between the nca and the forces involved. I am pleased to say we saw very recently a case in birmingham where an individual was sentenced to 14 where an individual was sentenced to 1a Years Imprisonment for having effectively enslaved three children on this to sell drugs for them as pa rt on this to sell drugs for them as part of this county lines approach thatis part of this county lines approach that is being taken. And pleaded guilty to that modern slavery. But we recognise this is a growing problem and the home office is taking action. We are leaving Prime Ministers questions, running for 50 minutes almost a day. No brexit questions from Jeremy Corbyn. He raised the issue of austerity and on World Mental Health day he pointed out that there are 5000 fewer Mental Health nurses today than in 2018 and Health Nurses today than in 2018 and he wondered when austerity would be over. Nasa breaking news because while we we re nasa breaking news because while we were watching premises questions it emerged that a woman who is fighting to keep her in £11 million home in london after becoming the first target for a new uk and corruption power has been named. She is Zamira Hajiyeva, a london based wife of a bankerfrom hajiyeva, a london based wife of a banker from azerbaijan who was convicted of stealing millions from one of his countrys banks. The National Crime agency has targeted mrs hajiyeva who spent £60 million in harrods over a decade, in the first ever use of an Anti Corruption unexplained wealth order. Our Home Affairs Correspondent has more. A luxury home worth more than £11 million in one of the most expensive and exclusive neighbourhoods of london. But it is also property at the heart of a Ground Breaking legal battle to reveal suspected corrupt foreign wealth hidden in the capital. The owner and his wife are the target of the uks first use of a new Anti Corruption power, and unexplained wealth order, demanding they reveal how they became so rich. The court order targets this mans wealth, the former chairman of the International Bank of azerbaijan. Jailed for 15 years for fraud and embezzlement, tens of millions of pounds disappeared from his bank. Where did the money go . Possibly some of it here harrods. The bankers wife, zamira, referred to in court as mrs a, has been one of the Department Stores best customers. Armed with three harrods Loyalty Cards and 35 credit cards, mrs a went on a bit of a spending spree. The High Court Heard that over a decade she blew £16 million inside. She indulged her love of luxury goods throughout the store. One day £150,000 went on jewellery. The next, £1800 topping up the wine cellar. And its notjust her harrods big spending that is under official scrutiny. The National Crime agency also wants to know how a Company Controlled by her could afford to buy this Berkshire Golf Club for more than £10 million. The couples lawyers say mr hajiyeva was, in their words, a fat cat banker but not a crook, he is the victim of a miscarriage ofjustice, and his wife is seeking to overturn the unexplained wealth order. The Anti Corruption campaigners say the power could finally turn off the tap of dirty money that has been poured into the british property market. The police themselves have estimated that Money Laundering through the United Kingdom is in the order of hundreds of billions of pounds a year. These first unexplained wealth orders are incredibly important test cases, but we are going to need many more of them to pursue the proceeds of crime that have come to the United Kingdom. And we are going to need a transformation in our attitude to dirty money from around the world. If the couple cant now prove a legal source for their wealth, the courts could seize the property. Investigators are preparing to target other suspects. The battle to uncover corrupt cash has just begun. And we have a Statement Issued on the of Zamira Hajiyeva. The decision of the high court upholding the ground when i explain wealth order against Zamira Hajiyeva in the statement says does not and should not be taken to imply any wrongdoing whether on her part or that of her husband. The ncas kayes is that the unexplained wealth order is part of investigative process not a cruel procedure and it does not involve the finding of any criminal offence. On mrs hajiyevas behalf an application for permission to appeal the order was filed. Mrs hajiyeva has made clear her intention to engage fully in additional process and will present her case to the court as appropriate through her lawyers. She will therefore make no further comment at this time. That is from her solicitors. Some breaking news about the Royal Wedding of preachers eugenie on friday. We are hearing who the bridesmaids and page boys will be. They will be prince george, Princess Charlotte and Robbie Williams daughter, theodora williams. And a few others as well, savannah phillips, ireland phillips, mia tindall, maud windsor and also the daughter of Lord Frederick Windsor and Lady Frederick windsor. The Foreign Office are investigating videos online showing cars being washed away in muddy floodwater several feet deep. It Emergency Rescue workers from the spanish military have been sent from valencia to help with the relief effort. The childrens commissioner for england, anne longfield, says shes seriously concerned about a rise in the use of segregation in young offender institutions and secure training centres. A report from the commissioner seen by bbc news shows that children in england and wales are also being held in isolation for longer periods, with some being separated from other inmates for three months. Our Home Affairs Correspondent, danny shaw explains. What happens when young people in custody are a danger to others or themselves . Increasingly, theyre held in rooms or cells in isolation for hours, days, or even weeks. A report on segregation found it had been used in young offender institutions 73 times per month. Thats up from 51 times in 201a. The average length of segregation doubled to 16 days, with a total of 709 children kept in isolation in the youth custody estate in the First Six Months of the year. Childrens commissioner anne longfield, who wrote the report, says theres a growing consensus segregation is inherently unsuitable. She says there is evidence that it increases the risk of long term harm to Mental Health and development. Campaigners are also concerned. The psychological experience of being kept from other human beings in such a way, on, what, maybe children as young as 15, is very damning and serious, and potentially very damaging. The ministry ofjustice says there are strict safeguards of segregation and says its only used as a last resort. Danny shaw, bbc news. Ina in a moment it is the one oclock news. First, the weather. Whilst we have some very Stormy Weather elsewhere around the world, here in the uk has been and continues to be dry, bright and warm, unusually warm for this time of year. Through this evening there will be changes, it stays quite warm because of the breeze but we start to pick up some showers. Many areas have a splash of rain through the night and temperatures dip very little, ten to 1a. Already more rain waiting in the wings for thursday. One band of showers clears away and we see a dry speu showers clears away and we see a dry spell for several hours with some sunshine, then there will be a period of two or three hours of heavy rain moving through. Again it brightens and tries behind and ahead the rain takes a while to arrive, for example in the south east it will be quite warm. Also between the two weather systems across parts of scotland. But that is the precursor to what is heading our way. This has now been named as storm column, set to bring us gales and wet weather through friday into saturday. More later. Cracking down on dirty money in britain. The wife of a former banker from azerbijan is told to prove where her wealth came from in the first case of its kind. Zamira hajiyeva spent millions of pounds in harrods, bought an £11 million home nearby as well as a golf course in berkshire. And all kuwait. I caught it that the sheep £16 million inside. Shes been told that if she cant prove where her wealth comes from, she could lose her home. Also this lunchtime. A british couple are among eight people whove been killed in flash flood in mallorca nine others are still missing. The uks highest court has ruled that the refusal of a christian bakery to ice a cake with the slogan support gay marriage did not break discrimination laws
