Complaints. The video assistant referee is being used tonight as chelsea host arsenal in the first leg of the league cup semifinal. Good evening and welcome to bbc news. At least 15 people have been killed by mudslides and flash floods in southern california. Rescue workers are now mounting a desperate search for survivors, fearing that dozens of people might still be trapped. Many of those affected now are the very same people who last month fled from wild fires. The extreme weather has hit carpinteria, Santa Barbara and montecito from where our correspondent james cook reports. On californias Pacific Coast, ordeal by the elements continues. First, they endured the largest fire in the states history. Next came torrential rain, more intense than anyone here could remember. Then, within minutes, destruction, caused by an unstoppable wall of mud and debris. This 14 year old survived. Even she does not know how. Firefighters using rescue dogs heard her screams and worked for hours to pull her from the wreckage of her home. Her familys fate is unknown. Everyone here, it seems, has their own incredible story of a struggle to survive. Once the boulders and trees came through our house we climbed up onto the roof and waited till the creek went down a bit and then we climbed off the roof and got to our neighbours. We just got pulled out of there by the firefighters. Hes been out rescuing neighbours. We heard a little baby crying. We dug down and found a little baby. I dont know where it came from. We got it out, got the mud out of its mouth. Im hoping its ok. They took it right to the hospital. But it wasjust a baby, four feet down in the mud, under the rocks. Im glad we got him. These coastguard pictures show the rescue of a family of five. A mother and her newborn baby are winched to safety. The little girl makes it onto the roof her seven year old brother is saved as well. Terrifying moments but they are the lucky ones. How do you describe it . It is devastating. The fire created a situation where the dirt was able to wash down. Had we still had all the vegetation on the hills it would not have been as much of an issue. We just feel very sorry for the people who lost their homes and their lives. Why did it happen . The downpour soaked an area which had been affected with wildfires. Burning grass and shrubs which hold the soil in place and baking the earth, leaving it slick and hard. The water had nowhere to go but down, fast, into the town of montecito with deadly, devastating effect. This is one of the most exclusive communities in the United States, home to stars including actor rob lowe and tv presenter ellen degeneres. But no amount of money can stop a mudslide. Oprah winfrey posted this video from her garden. See how deep the mud is. The destruction was not confined to the coast. Further inland, in burbank, a suburb of los angeles, the cameras captured another mudslide in action. The mud roared down here with terrifying speed, sweeping everything in its path. Firefighters will not let us go up there any further. They say the situation could change in the blink of an eye. As you can see, this is how dangerous it is. The Pacific Coast was hardest hit. The financial cost will be immense. The human toll, even higher. James cook, bbc news, montecito. Lets get the perspective from the American Red Cross, working hard in the area. Jessica joins us, she is from at organisation. You are at one of the shelters where some of those who have been dragged out of the mud have been ta ken . Who have been dragged out of the mud have been taken . Thats right, i am at the Santa Barbara city college where the American Red Cross is here providing safe lodging, hot meals, Health Services and more for these families that have literally been pulled out of the mud and rescued and got to us. We are doing everything we can to make sure they are safe and comfortable. The stories you are hearing of survival . Absolutely. The stories are heartbreaking and heart warming. These people have been through so much with the thomas fire which burned this area just last month and now this disaster. This community has really come together to support each other and it is incredible to see the families reuniting and the hoax and the tears, and for those families who do not have a happy ending, the red cross will be there for them as well. The hugs and the tears. What sort of support are you providing on the ground . M addition to the shelter which is meeting the immediate needs like lodging and meals, we are supporting afamily lodging and meals, we are supporting a family assistance centre, which is where families are going for information about missing loved ones. Crisis counsellors, Mental Health professionals, they are comforting the families. The Emergency Response vehicles are also in the field, working side by side with the first responders. As those people come out of the mud flow and are rescued, we provide them with a warm blanket and drinking water. Have you ever had to deal with an emergency like this following so quickly off the back of the wildfires that was so devastating in recent days and months . Every disaster is devastating and unique in its own way, this one is different because we did just have the thomas fire and those recovery effo rts the thomas fire and those Recovery Efforts are still under way, we are still helping the families that lost their homes to the fire and this devastating landslide has taken so many lives. The red cross volunteers have worked around the clock to make sure these people are safe and co mforta ble. Sure these people are safe and comfortable. The community is resilient, they have been through a lot together, we will recover together and be stronger for it. Jessica, thank you for your work and for joining jessica, thank you for your work and forjoining us. On the line is debbie, a resident from Santa Barbara area. She has been caught up in this. Thank you forjoining us. Just tell us thank you forjoining us. Just tell us what you have seen and been experiencing . Well, we live on a creek. And so the mud flow came down the creek at a pretty big clip. It eclipsed anything we had seen before. We were there for the 1995 floods which were described as hundred year floods, and they only came about two thirds up our bank. This one came to the full top of the bank and our property has a cottage on it where the mud jump the bank and totally covered the land and went up to the cottage a significant amount. You have taken some pictures which we can show our viewers. We arejust seeing which we can show our viewers. We are just seeing the devastation, the mud covering such a huge area. Were you caught up in the wildfires before all this happened . You caught up in the wildfires before all this happened . Yes, we we re before all this happened . Yes, we were evacuated for the wildfires that we were voluntary for a period of time and then finally it was a mandatory evacuation. Without the soil being held it came down the creek and totally devastated areas. Tell me how youre feeling at this stage, having been through the wildfires and seen so much destruction around you now . How are feeling inside . I feel very lucky. We have friends with missing Family Members. We are safe, we are in a hotel. Property can be repaired. We are safe. You have a friend who has a Family Member who is still missing . Yes. Yes, and they were on olive mill road, the creekjumped the bank and washed several houses away. 0k. Debbie, thank you for joining us. It looks like a scene of such horrible devastation where you are. Thank you very much indeed for telling us your story and showing some of the pictures as well. Thank you. And well find out how this story and many others are covered in tomorrows front pages at 10 40pm. I suspect they will have a lot to say about these unprecedented mudslides in the United States. Our guestsjoining me tonight are the political commentator Daisy Mcandrew and the telegraphs brexit commissioning editor, asa bennett. Stay with us for that. Theres a boom in goods made in britain. Manufacturing output in the uk has reached its highest level in nearly a decade, after showing growth for seven months in a row thats according to the office for national statistics. The sector has been boosted by a strong Global Economy and the devaluation of the pound since the brexit vote which makes exports relatively cheaper. Our economics editor kamal ahmed reports. The sound of better economic news, and the manufacturers making the goods a faster growing world is demanding. The weakness in the value of the pound makes everything britain sells abroad more competitive, and firms that export are taking advantage. So this machine actually is a high end machine. Like brandauer in birmingham. Among other high tech materials, it makes the switches for 90 of all the kettles in the world, billions of them. Its order books for household goods, the car sector and aerospace are bulging. Weve always exported a huge percentage of what we make. Currently, thats around 70 75 . Global growth of our customers and the manufacturing supply chain means growth for us. Our customers are doing well, and Technology Demands are ever increasing, which means brandauer as a net result will do well. Its been a ten year roller coaster for britains makers. Manufacturing suffered badly in the financial crisis and has only slowly recovered since. But, in the last year, things have taken a turn for the better and output is now at its highest since april 2008. Behind these betterfigures is a big economic trend, global growth. For the First Time Since the financial crisis ten years ago, all the economic centres, the usa, china, japan and the rest of europe, are seeing stronger growth, and that rising tide is lifting britain and confidence is flowing back. Its not all good news. Construction figures are poor and there are still the problems of falling wages and the increase in prices. Many economists warn that britain is not out of the economic woods, including a former adviser to the chancellor. What weve seen in the uk relative to elsewhere is growth relatively stable. That is still better than most predicted at the start of 2017, because the brexit negotiation was expected to have a more dampening impact on growth, but the Global Environment has actually ended up being much stronger, and i think that has supported uk activity. The uk is still the laggard, though. Businesses have been more hesitant about expanding, whereas elsewhere in the world confidence is much stronger and we have seen more business spending. Manufacturing is a bright point, but atjust 10 of the uk economy its not everything. The strength of britain overall will only become clear when the full set of figures are published at the end of the month. Many economists believe they will now be more positive than expected. It isa it is a 10 billion order. Norway also invests about one third of its sovereign wealth funds in american businesses, supporting hundreds of thousands of american jobs. They are very big investors in our stock markets and therefore the Prime Minister thank you very much, because their market. You have done very well with your investments in the United States, right . Thank you. Norways commitment to mutually beneficial, this is a model further nations, and it really is. Its an amazing country. I look forward to forging an Even Stronger economic relationship between the United States and norway, growing this record of success with even more investment and more jobs and more job creation. We also proud of our increasing cooperation on health and Health Security and also on bio defence, very important to both countries. I commend Prime Minister saltos efforts to promote Vaccine Development and disease prevention. Together we can save and improve many, together we can save and improve any together we can save and improve many, many lives. We are working very ha rd many, many lives. We are working very hard and in some cases together on peers to many ailments. Prime minister, i want to thank you again for joining minister, i want to thank you again forjoining us at the white house. For decades, norwegians and americans have stood side by side against common threats to our freedom, security and values. Together we have fought against fascism and communism and terrorism and we face threat always together. We are partners. Our partnership has advanced peace, cooperation and respect Human Dignity all around the world. Today we remain united in our effo rts world. Today we remain united in our efforts to confront challenges, seize new opportunities and to build a bright and beautifulfuture seize new opportunities and to build a bright and beautiful future for our countries, our people, our children. And i think we are doing very well working together, and we have a new found friendship. So i wa nt to have a new found friendship. So i want to thank you and god bless you. Thank you very much. Rublev thank you mr president , thank you for your generous welcome. It is a great honour to be here at the white house. The relationship between our countries is strong and has very deep roots. There are millions of us citizens who proudly call themselves norwegian americans. Our norwegian constitution, the second oldest in the world, it is still in force, it was inspired by american ideals. We have a long and continuous history of serving shoulder to shoulder on battlefields around the world. The us remains our most important ally, a major trade partner and a close friend. Today we have discussed issues of importance for our relationship, how we can keep our countries and citizens save, how we can grow our keep our countries and citizens save, how we can grow our economy save, how we can grow our economy is, how we can further the cooperation in areas of mutual interest. I have assured President Trump that norway remains an ally and a friend that you can count on in future. We are already number two in nato after the us in terms of defence spending per capita and we are making significant investments to further strengthen our defence. This includes, as the president said, some big buys from american industry. Maritime patrol aircraft from boeing, of aircrafts from lockhead martin, our largest single Public Investment ever in norway, we are buying Nuclear Submarines and investments in intelligence capabilities and army assets, which is important also for ourjobs. The American Economy is doing well, and our economic relations are flourishing. That is to the benefit of both countries. As we discussed in our meeting, for a small country like norway it is important for our ability to trade and invest across borders that we have fair trade and multilateral trade systems also. We think it is important for our future. Norwegian investments and Companies Support close to half a millionjobs in the United States, and through our government pension funds, substantial revenues from our oil sectors are being invested in us assets. The us has an impressive Business Community and i have commended the leading role is as plain, also in the transformation to a Green Economy. For example, by the fa ct a Green Economy. For example, by the fact that one of the big areas we are now importing in norway is electrical cars from tesla. Norway is combating climate change, it is an important issue for us, we are committed to the Paris Agreement, but at least two businesses and at least american businesses, it leads to them selling cars in norway. At the same tender Green Economy is an area where we see tremendous economic and Business Opportunities in the future. But at the same time the Green Economy. Finally, it is important to say that we are discussing some of the big, difficult issues, for example the development in afghanistan, where i think and hope we can find a new future. It is important we all Work Together to find solutions and north korea, afghanistan, syria and iraq. Since september the 11th 2001, norway has contributed to a range of missions and operations, including the fight against isis. I have assured the president we remained unwavering in our commitment to the fight against terrorism and all over the world. Mr president , i look forward to future cooperation, and thank you for a very fruitful meeting. Thank you. Some questions, how about sarah . Reporter thank you, mr president. Yesterday in a meeting you said you would be open to signing just about any immigration deal that that Bipartisan Group of lawmakers sent to you. Would you be willing to sign an immigration deal that ultimately does not include funding, or would that be a red line . No, it has to include the wall. We needed for security. We needed for safety, for stopping the drugs from pouring in. I would imagine that the people in the room, democrat and republican, i really believe they will come up with a solution to this problem which has been going on for a long time, and maybe beyond that immigration as a whole. But any solution as to include the wall, because without it hit does not work. You could look at the instances, what happened in israel, they put up the wall, it was a very major problem. We need the wall, we have to have it but security purposes. Security is number one. The answer is, had to have the wall. Thank you. Please . The answer is, had to have the wall. Thank you. Please . Can i call on a representative from the norwegian broadcasting . Reporter mr president , Prime Minister, recently an American General told his marines based in norway there is a war coming, the biggest fight. Mr president , how imminent is that big war . And where will it take place . When you say the big war, you are saying what . It was an American General, robert nella, he visited the American Marines based in norway and said there is a war coming, a big as fight. When will back . Maybe you know something that i dont. I would say this, we have a very powerful military, we are getting more powerful by the month, by the day, we are ordering lots of the equipment that you are ordering, we all drink it but a larger amounts, to put it mildly. We are building our military to a point we have never been before. We were very much weakened over the last long period of time, but not with me. I dont expect that, i think we will have, because of strength, peace through strength. I think we will have a long period of peace, i hope we do. We certainly have problems with north korea, but a lot of good talks are going on, lots of good energy. I see a lot of good energy, i like very much what im seeing. I spoke this morning with the president , president moonjae in of south korea. His representatives had a great, great meeting, he had some really good meetings, i had some very good feedback. I think we will have peace through strength. Our military will be stronger than ever ina very military will be stronger than ever in a very short period of time, that is my opinion. That is not the generals opinion, but i think my opinion counts more right now. Laughter could ijust add that the reason we are so could ijust add that the reason we are so happy that we have us marines training in norway is that is part of the deterrent strategy that make sure we do not have a war in the future. Sarah, do you have a question for the Prime Minister . Reporter i did. The Prime Minister . Reporter idid. Madam the Prime Minister . Reporter i did. Madam Prime Minister, President Trump has said that the investigation into russian collusion makes our country, quote, look very bad, and said this morning back, quote, the world is laughing at our stupidity. My question to you is, are you laughing at the Russian Investigation . I think that it is up to every political system and countries to scrutinise and discuss their own political agenda in their countries, andl political agenda in their countries, and i respect that very much, and that this is an issue for american politics. I would like to say it has impacted also in europe, i think all European Countries who have had elections this year have been looking into will there be any type of tampering . After our election be concluded we could not find any proof that anyone had tried to put an emphasis on that from countries outside norway. Ithink an emphasis on that from countries outside norway. I think it was a very norwegian election with norwegian participants. I will say this, there is collusion, but it is really with the democrats and the russians, far more than it is with the republicans on the russians. The witchhunt continues. John, go ahead . Reporter thank you, mr president. I also have a question for the Prime Minister, but a i could address the president first. Sarah brought up the Russian Investigation, your legal team has said that it believes that in the next few weeks the special counsel Robert Miller will ask for some sort of interview with you, your legal tea m of interview with you, your legal team believes as part of rubbing of this investigation. Are you open to meeting with him, would you be willing to meet with him without condition, or would you demand a strict set of parameters be placed . Again, there has been no collusion between the Trump Campaign and russians, or trump and russians, between the Trump Campaign and russians, ortrump and russians, no collusion. When i watch interviewing all the people leaving their committees, the democrats are for running for office in trying to say this, but the bottom line they all say there is no collusion, and there is not. When you talk about interviews, Hillary Clinton had an interviews, Hillary Clinton had an interview where she was not sworn m, interview where she was not sworn in, she was not given the oath, they did not take notes, they did not record, it was still on the 11th of july weekend. That is perhaps ridiculous, lots of people looked upon that as being a very serious breach, and it really was. But i will speak to attorneys, i can only say this, there was absolutely no collusion, Everybody Knows it. I have been in office for 11 months. For 11 months they have had this phoney clouds over this administration and our governments, it has hurt our government, it hurts our government. It is a democrat hopes that was brought up as an excuse for losing an election that, frankly, the democrats should have won because they have such a tremendous advantage in the electoral college, it was brought up in our reason. It has been determined there was no collusion by virtually everybody, we will see what happens. Reporter would you be open to. We will see what happens. When nobody has found any collusion at any level, it seems unlikely that you would even have an interview. Reporter mutton Prime Minister, norway shares a small but strategic border with russia. President trumps decision has been it is better to try to work with vladimir putin, if possible, than against. Where do you come down on that idea . I think russia is an important player in the international world, i dont think you cannot work with than talk to. On the hand it is important to say that we have a line with all the sanctions, as the European Union has done, and as a member connected both with nato and interconnected to that, we have suffered some economic difficulties in some areas based on the sanctions. On the other hand, we have a very Good Relationship with russia over that border area where we do have very much Free Movement of people, especially zone of people moving to and from, we have very large cooperation and Sustainable Fisheries in this area, it is the biggest card area in the world, a sustainable resource, with patrol it and Work Together. It is the biggest first agrarian world. Yes, International Law is firm and clear, there was a break of that to the annexation of crimea and the situation in ukraine, we stand by all of our allies with that. But as all of our allies with that. But as a neighbouring country we do day to day work on things that we have to soul for the people and economic in that area, which is a fragile area. To add to the answer, i think it is most better to work with russia. It is very much better than having to deal with north korea, where we currently have a problem which should never have been my problem, it should have been sold many years ago when it was much less dangerous, but it was given to me, along with a big mess of other things. I will say this, iam big mess of other things. I will say this, i am for massive oil and gas and everything else, and a lot of energy. Peta cant love that. I am for the Strongest Military that the United States ever had. Putin cant love that. But hillary was not for a Strong Military and hillary, my opponent, was for windmills, and for other types of energy that dont have the same capacities at this moment, certainly. Ijust want to say it is a lot better to work with other countries. We are working with china on north korea, various other countries and we are doing very well. We had a great talk, as you know and reported, a great talk this morning with president moonjae in, andi morning with president moonjae in, and i think lots of good things are happening. We will see what happens. Working with other countries, whether russia, china, india or any of the countries that surround this world and encompass this world, it isa world and encompass this world, it is a good thing, not a bad thing. Go ahead. Mr president , Prime Minister, norway strongly supports the Paris Agreement, and has expressed regret you have decided to leave it. What could persuade you to remain and what kind of Common Ground and you find today on this topic . Well, it wasnt a major topic, i must tell you, we talked about other things, including mostly trade. But i will say that the Paris Agreement as drawn and as we signed was very unfairto drawn and as we signed was very unfair to the United States. It put great penalties on last, it made it very difficult for us to deal, in terms of business. It took away a lot of our asset values. We are a country rich in gas and coal and oil and lots of other things, and there was a tremendous penalty for using it. It hurt our businesses. According to some estimates, we would have had to close businesses in order to qualify by 2025, where as an example, china, 2030, they dont kick in until 2030. Russia, someplace in the mid 19 90s, that was their standard, and that was never a good standard, because that was a dirty standard for the environment. It treated the United States very unfairly, and frankly it is an agreement that i have no problem with, but i had a problem with the agreement that they signed, because as usual they made a bad deal. So we could conceivably go back in, but i say this, we are very strong on the environment. I feel very strongly about the environment. Our epa and our epa commissioners are very, very powerful, in the sense that they want to have clean water, clean air, but we also want the businesses that can compete. And the businesses that can compete. And the paris accord really would have taken away our the paris accord really would have ta ken away our competitive the paris accord really would have taken away our competitive edge, and were not going to let that happen. Im not going to let it happen. There are Business Opportunities in this, as we talked about during, because we have strict regulations to reach our paris targets. That means that we have very strong policies for environmentally friendly technologies, and it is a normal part of why United States doesnt have a surplus in the economy compare the norway, so you should never miss a good opportunity. One of the good assets of norway is a thing called water, and they have tremendous hydropower, most of your electricity is produced by hydro. I wish we would do some of that, but hydropower is fantastic and it is a great asset that you have. Thank you very much, a great honour, thank you. So that press conference touring to a close, it lasted maybe about 20, 25 minutes or so between President Trump at the white house and the norwegian Prime Minister. They had talks during the day. A lot of it of course based on defence and corporation, militarily, norway shares a border with russia. President trump says he is increasing defence spending and would be seeking peace through strength. The norwegian Prime Minister talked about the shared military cooperation there is between the two countries. On more domestic matters, as far as the president was concerned, the reiterated yet again there had been no collusion between his campaign tea m no collusion between his Campaign Team and russia during the Election Campaign last year. He did not a nswer directly Campaign Last year. He did not answer directly the question as to whether or not he would be willing to talk to the chief investigator, looking into whether or not russia meddled in that election, but he reiterated yet again there was no collusion as far as he was concerned between his Campaign Team and russia. And also another important domestic issue for the United States, immigration reform, and an immigration bill. The president made it clear that congress can come up with whatever bill it likes, but it must include funds to pay for a border wall, of course that was one of his chief campaign promises. That he would build a wall on the southern border with mexico, and he has made it clear that any immigration bill will have to include funds for that wall. So that press co nfe re nce include funds for that wall. So that press conference just wrapped up between President Trump and the norwegian Prime Minister erna solberg in washington. Thousands of tourists have been left stranded after heavy snow in the alps cut off towns and villages across switzerland, france and italy. Visitors are being airlifted out of zermatt, one of switzerlands most popular ski resorts, where around 13,000 people are trapped. The avalanche risk in the area is the highest its been for almost ten years. In france, a 39 year old british skier is still missing after bad weather hampered rescue efforts in tignes. Tom burridge has the latest. This is the only way out of zermatt this morning. The luggage of tourists stuck here airlifted out. Heavy snow has closed all the roads. So those who can, catch this Shuttle Service to a nearby town. Waiting on that helipad this lunchtime, rebecca smith. These are people waiting for the next helicopter out. The helicopter is about to leave. We spoke as she began the first leg of a long journey back to manchester. A lot of people will say you are stuck in somewhere beautiful, you can go skiing, but that is not the case, you are stuck in a hotel room because of the risk of avalanche. So this morning helicopters were also busy clearing avalanches. Blowing huge quantities of snow off the mountains, which has fallen in recent days. In remote areas, one metre of snow fell in just 2a hours. And although conditions in zermatt have improved this morning, the risk of avalanche in the area remains high. A Swiss Company captured this avalanche just outside the town last week. The deadly force abundantly clear. And this was the scene after a recent avalanche in a french town. Further south in the resort of tignes, cafes hidden by the snow. It was here thatjohn bromell from lincolnshire was snowboarding in poor weather on sunday. He is still missing. In zermatt, the operation to get tourists out on helicopters continues. Looking forward to getting back down the mountain. We live in australia and we will miss the flight from zurich so were happy to leave now. Heavy snow this winter has made many peoples skiing holidays, but with some slopes here now closed, too much is causing problems and treacherous conditions. Tom burridge, bbc news. Back to our top story and rescue crews are trying to reach hundreds of people believed to be trapped after mudslides and flash floods in southern california. At least 15 people have been killed so far. The problems started after the first rain in Santa Barbara county in several months. Francis rengers is a scientist with the Us Geological surveys landslide hazards programme. He joins us from denver via webcam. Hello to you, thank you for being with us. We know that theyre obviously have been rains in the last few days, but there was a long period before that very, very dry weather. In fact there were wildfires, so what is the link between the two that may have resulted these mudslides . There is a fairly well known link between wildfire and these mudslides. But u nfortu nately wildfire and these mudslides. But unfortunately happened was you had one of the largest fires in california in history, and that was followed by a very low probability rainstorm. About a 200 year recurrence of that rainstorm. Silverlink is what, that because of the intense heat from the fires, the earth is so parched that the rain as soon as earth is so parched that the rain as soon as it hits, it can disintegrated . What happens is when fire burns oils, there are two things that make the soil hard to penetrate. Burns soils, some of the waxy material from the vegetation coats soil particles, so it makes the water unable to soak into the soil normally. And also you drive off so much water that it is sort of like a really dry sponge that you just cant quite wet up. So what happens is instead of raindrops hitting the soil and running into the ground, they run. Like putting a raincoat on the soil. So you have massive amounts of water running off, collecting in gullies and channels and then starting to mobilise really large material, mike large trees. They travel down as a rubble wall that ends up being a wall of material that will hit things in its way and it is very powerful. So as soon as there was rain forecast after such a long period of try whether, these mudslides could have been predicted . Jess, they were, actually, yeah. The Us Geological survey produces maps of where it might be probable, where it might originate, and then we provide those to the Weather Service that looks at the rainfall forecasts, and they look at our probabilities, and we also give them a rainfall threshold that gives a probability of a de vrij flow, and theyve route those the counties who then make evacuation maps. So people knew that there was a risk coming. Right, and there were evacuation orders in some areas. It is unclear if all the areas that were affected had evacuation orders, and it seems some people just decided they were going to tough it out. Guess, thats right, but that kind of goes down to the county level. What we do at a high level is just provide the science, we use satellite imagery, topography and soil erosion data to provide of ability maps, then we give it the counties, and they make decisions about evacuations from there. Thank you for your perspective, francis, scientist with the us geologist survey hazard programme. We have a bit of news to you. It concerns the ritz in france. It seems as if there has been a bit of a robbery there. Armed robbers a p pa re ntly a robbery there. Armed robbers apparently made off with millions of euros of jewellery after smashing the windows of the ritz hotel in paris. This is according to police. Three suspects have been detained, and two of the suspected thieves are still on the run. That in turn us in the last few minutes, jewels worth billions of euros have been stolen from the ritz hotel in paris in an armed robbery. Two suspected thieves are still on the run, three suspects are still on the run, three suspects are in custody. In the last few years, dozens of british citizens have travelled to syria to volunteer in the fight against so called islamic state. Today, the bodies of two men killed in battle have been brought back to the uk. Jac holmes and oliver hall fought with kurdish forces. The parents of jack holmes say they are proud of him, and were unable to prevent him from going. Theyve been speaking to emma va rdy. The road outside the cargo area of heathrow became the scene of tributes, as the bodies of two men, carried from syria by iraq and jordan, arrived home. Both 2a and both with no previous military training, jac holmes and oliver hall had a desire tojoin the battle against is. Well, for me, it was a personal choice. I wanted to fight against isis and i wanted to help the situation over here in iraq and syria. Jac holmes, a former it workerfrom bournemouth, was just 21 when he first travelled to syria and his parents discovered his plans. As we went to move a bit of furniture, opened a drawer to make sure it was empty and found his flight confirmation. I had to leave the house pretty quickly because i was so angry with him. I had all these messages and missed calls and stuff. When i picked up the messages, it was jac and he said, mum, im up a mountain. Ive crossed the border and im in syria. He spent two years fighting with the Kurdish Armed group the ypg, which has allowed many western volunteers to join its ranks. But fighting abroad with any militia, say british authorities, is against the law. Morally, what was your stance on whatjac was doing . I thinkjac had always has had a sense of helping the underdog, helping people. Morally, i dont have an issue if he has killed any daesh fighters, not at all. I think, if you speak to most people on the street, they would say the same. Just days after the battle for the de facto is capital raqqa was over, jac was killed by a suicide belt left behind. My name is oliver hall and i came here of my own free will, knowing all of the risks and consequences that can follow. Oliver hall from gosport had travelled to syria in august. His mother was told he was checking to make sure an area was safe for civilians when he was killed by an ied. A ceremony forjac holmes and oliver hall was held in syria as they began the journey home. People from the Kurdish Community in the uk have gathered here at heathrow today to pay tribute to two men who took up their cause to fight against so called islamic state. Whatjac holmes and oliver hall did is something the british authorities have tried to deter people from but, for those here today, they will be remembered as heroes. Im immensely proud of my son, really. You know, your average 22 year old is more concerned about who is winning x factor. Ill neverforget him. Of course i wont. Seven british men in total have died with the ypg in syria in the war which has seen so many british men and women drawn to it, with many lives lost. Emma vardy, bbc news. The chancellor, philip hammond, and the brexit secretary, david davis, are making separate visits to germany, to try to build support for a trade deal between the uk and the eu, which includes financial services. Mr hammond is speaking at an economic conference in berlin, while mr davis is visiting siemens and airbus in munich. In a joint article for the german newspaper, the frankfurter allgemeine, the two men said as two of europes biggest economies, it makes no sense to either germany or britain to put in place unnecessary barriers to trade in goods and services that would only damage businesses and Economic Growth on both sides of the channel. Dr ulrish hoppe is director general of the German British Chamber of commerce here in london. It is supported by the German Ministry of economics and its mission is to promote trade and investment between the uk and germany. I think they are trying to get the best dealfor britain. I think they are trying to get the best deal for britain. Whether they will succeed remains to be seen, because from the point of view of the German Government and the eu, it is thought individual deals may help individual businesses but for germany and the eu it is also important that the Single Market stays intact, and therefore it will be difficult to negotiate bespoke deals. As we recall a few months ago, everyone was talking about now beale is better than a bad deal no deal is better than a bad deal, but they will try to convince the german politicians and in the business father that might be an option, but it remains to be seen whether they will succeed. The president of south korea says donald trump deserves credit for helping to foster their first talks with the north in two years. Moonjae in said pressure from america and sanctions may well have made the meeting possible. The talks took place yesterday in the demilitarised zone which has divided the two koreas since 1953. Sophie long reports from the south korean capital, seoul. Communication between the north and south korean governments has now been re established. A north korean delegation will be present at the Winter Olympics being hosted by the south. And a direct military hotline connecting the two koreas has been reactivated. But there was barely a mention, and certainly no movement, on the fundamental issue of north Koreas Nuclear and missile programme. Today, the south korean president said resolving that was the only pathway to peace. Translation the denuclearisation of the Korean Peninsula is the fundamental pathway we need to follow. This cannot be compromised. This is the only way for us to achieve full peace in the Korean Peninsula. Not everyone was in favour of the talks. Some believe that the north korean leaders sudden willingness to engage with its neighbour is motivated by the desire to drive a wedge between those allied against him, as the latest round of un sanctions imposed on his regime really start to bite. But moonjae in was adamant today that he would not allow that to happen. Translation in terms of security and defence, south korea and the United States are the closest of allies. We also share the same view of the significance of the threat from north korea. So south korea and the United States have been working closely together against north Koreas Nuclear threat. Moonjae in vowed to make 2018 the turning point in inter korean relations. He hopes the Pyeongchang Games could mark the beginning of a process that would create a life for people here free from concerns about war. But given the year started with the north korean and us leaders exchanging threats and boasts about whose Nuclear Button was biggest, he has much ground to cover. Sophie long, bbc news, seoul. Scotlands justice secretary has insisted he did not exceed his authority when he asked Police Watchdogs to reconsider their decision to allow the countrys chief constable to return to work while misconduct allegations against him were being investigated. Michael matheson has been accused of unlawfully blocking the move but he told msps today it was legitimate for him to challenge the decision which he said had clear deficiencies. Heres our scotland political correspondent, glenn campbell. What chief comes to the full gormley has been hit with since last summer is no laughing matter. A strong string of gross misconduct allegations, which he denies a stop in fact, allegations, which he denies a stop infact, mr allegations, which he denies a stop in fact, mr gormleys lawyers described the complaint as vexatious and opportunistic, and they are accusing the justice and opportunistic, and they are accusing thejustice secretary of blocking the chief comes tos return to work while the allegations are investigated. According to mr gormleys lawyers, on tuesday seventh november, the Scottish Police authority unanimously agreed the chief constable could return to work. The following day, mr gormley was informed of this decision in writing. On the thursday, as he drove back to scotland, the Scottish Police of 30s former chair, andrew flanagan, told him not to return after what they described as an unlawful intervention by the justice secretary. On the friday, the day mr gormley was due back at his desk, it emerged that a fifth misconduct complaint had been made against him. At holyrood, thejustice secretarys political opponents accused him of meddling in police business. The issue here is the cabinet secretarys interference, and it is difficult not to suggest hypocrisy. Now, it seems, the test for whether Michael Matheson gets involved is not whether or not it is an operational matter, but whether it is in the political interest of Michael Matheson. Policing in scotland is in crisis and the actions of the cabinet secretary have turned that crisis into nothing short of a shambles. But the minister said he would be rightly criticised the had not challenged the Scottish Police authoritys failure to consult on its decision. Not to consider the applications it has two a live investigation, not to consider the implications it has got for the welfare and staff and office rs for the welfare and staff and officers are not even engage with the Senior Command Team within Police Scotland less than 24 hours before they were meant to implement the decision is simply, in my view, unacceptable. Phil gormleys request to resume command will be reviewed against was the end of this month, and by then, one in five of his days at Police Scotland will have been served on special leave.
