Transcripts For BBCNEWS Afternoon Live 20171109

Hello and welcome for the first time. Exactly 20 years ago today the bbc news channel went on air for the first time as it then was, news 24. Hello everyone this is afternoon live im simon mccoy. For the second time in just a week, theresa may is embarking on another cabinet reshuffle. She is carrying out a delicate balancing act as she decides who will replace priti patel as International Development secretary. Ms patel is a prominent brexit supporter who was forced to resign yesterday over her unauthorised meetings with israeli officials. 0ur Political Correspondent Eleanor Garnier reports from westminster. Cleaning up after a chaotic week. Notjust one but two cabinet ministers gone within days. Now pressure on the Prime Minister to get her Government Back on track. How damaging is all this for the government . As the rest of a cabinet like the brexit secretary and fresh faces like the new chief whip try to get on with theirjobs. But in the end priti patel had to go. After admitting she had failed to tell the Prime Minister about all of her secret meetings with israeli politicians. In her Resignation Letter at the now former International Development secretary admitted her actions fell below the standards of transparency and openness that i had promoted and advocated. Theresa may told ms patel the cabinet had been carefully balanced over brexit, some want another leave supporter to fill the post. We have a delicate balance in that we are all for brexit, the whole cabinet is set on the path to leave but she will not want to change the balance for example, iwould be unhappy and imagine others would be unhappy if there were fewer women in the cabinet. With two of her top team gone in the week her deputy in all but name under investigation and her foreign secretary facing calls to be sacked and the battle with brussels and the brexit negotiations, theresa may is in a tricky position and added together it seems things will not necessarily be about to get any easier. And there are still questions over who knew what and when. Its important people know the facts. Because i have a suspicion there is more to this case than meets the eye. Only the detail will allow us to form a proper conclusion. Sympathy from some for the former secretary of state but the focus is firmly on her replacement and whether a change can bring stability back to the cabinet table. Were all awaiting the news of who replaces priti patel. That show you a treat the debited Political Editor of the sun has tweeted, the room is Penny Mordaunts promotion is being held up because she is delayed by the train. According to one source. Vicki young is in downing street right now. Is that where the smart money is . Yeah, it is, ithink. We heard Iain Duncan Smith talking about the balance of the cabinet. He talked about brexit, of course, but also the gender balance in the cabinet, which successive Prime Ministers have been concerned about over the years. Penny mordaunt would be the obvious choice in many ways, a minister of state in the department for work and pensions. Shes got other ministerial experience as well. She was, like priti patel, on the brexit side of the referendum campaign. It would deal with all of those things pretty smoothly. I think it would be quite a popular appointment. Im just going to make this point, that last week when we expected the new defence secretary to walk up downing street, nobody expected it to be gavin williamson. With that caveat in mind, well wait and see who does come through those gates. I think the problem with it being a parliamentary recess, they have a very short recess this time of year. The mps arent in westminster. Normally it could be done quicker. Today there have been a few delays. Were told it might come in the next half hour. Were told it might come in the next halfhour. You can see that id already if it is Penny Mordaunt, she appeared in that itv show, didnt she, splash. Women in westminster told her she was one of the bravest women in westminster to go until a vision in a swimsuit. She said she was doing it for a good cause, giving the money she raised to a local charity in her constituency. She felt it was the right thing to do and she got some positive coverage for it. And for good causes. Shes got ministerial experience as well. This was not a reshuffle. Not a reshuffle theresa may was expecting to do. Shes lost two cabinet ministers. You have to go back to 1998 to see the last time that happened. Some in the party has been calling for a broader reshuffle to use this as an opportunity to carry out a bold change, to bring in lots of younger mps, to change the face of the cabinet. That is looking very unlikely. It will be pretty limited for now. At least. I think shejust limited for now. At least. I think she just wants to try and move on from this episode, yet another u nforced from this episode, yet another unforced error within her party, that theresa may could well do without. We all assume it is Penny Mordaunt but until we know, we dont know. Rory stewart is being named as a possible contender. Possible as well, another minister of state with an awful lot of experience. I think theissue an awful lot of experience. I think the issue whether they have to have campaigned to leave the European Union, you know, it doesnt have to be that hard and fast, be polite Iain Duncan Smith, jacob rees mogg, you know, very strong brexiteers, are making the point it doesnt need to be somebody who necessarily openly campaigned for it, but they have to accept we are leaving the European Union and they have to be enthusiastic about it. They dont wa nt enthusiastic about it. They dont want someone in the cabinet who is seen to be, you know, fighting that all of the time. That is the most pressing issue for this government at the moment. She has to be quite careful about all of that, theresa may. Those on the brexit side of the argument feel at the moment the cabinet is balanced, and what they wa nt gets cabinet is balanced, and what they want gets a fair hearing. Anything is possible. I think rory stewart might be in the congo so im not sure hell be on downing street any time soon. Will have a look is coming out of downing street, anybody there . Probably him. He is, rory stewart doing the congo. There isa rory stewart doing the congo. There is a bit of activity, but there has been activity, weve been told for the last two and a half hours, they will come through the door. Well bring it to you the second we know. I have a screen dedicated to you on my desk and if i see you waving, youll appeared very shortly. Thank youll appeared very shortly. Thank you very much. While westminster is gripped by the events of the last 2a hours, the latest round of brexit negotiations get underway in brussels. Six pints uk and eu officials have come together to try to make progress. As ever it is the financial settlement proving to be one of the main sticking points. The eu has warned that the talks cant move to the next phase without an agreement on money. The brexit secretary, david davis, and the eus chief negotiator, Michel Barnier, willjoin the negotiations tomorrow. Damian grammaticas is in brussels. Just for a change, they might be quite interested in what is going on in british politics right now. You have a screen dedicated to whats happening there, im sure many screens here are dedicated that well. Because many diplomats, people in the european institutions, will be watching whats happening in the uk and wondering, are their implications for what goes on here . Nothing directly at the minute, but the real important thing is negotiations here, although we are in round six now, are basically stuck. And the eu side say they are stuck. And the eu side say they are stuck because the uk is at the minute unable to move forward on the issues they really care about and need to see saddam. Those issues, we all know, money is the primary one. But also issues around citizens rights. So what happens in the uk does have an implication here, today we are not expecting any breakthrough. Know, but there is clearly a time issue. There isnt long if they dont sort out this money issue before it knocks into next year. Then we are in real trouble. Not just you next year. Then we are in real trouble. Notjust you thinking that, Michel Barnier the chief negotiator tweeting, its high time to clarify the essential principles of an exits deal. Hes not been here. A sign things are not so important today. Hes been in rome giving a speech there. He did say in that speech time is pressing, the moment for real clarity from the uk is fast approaching. That is because, as you say, the timetable the eu has is its needs movement on those key points that it needs to see progress made on. Really by the end of november. Because that needs to happen so the eu leaders who will gather in this city in december can make a decision on whether to push talks forward all those things the uk cares about, the transition from the outlines of a future relationship. But december, if they are to make that decision in december, progress has to start happening in these talks in the next 23 happening in these talks in the next 2 3 weeks. David davis needs to write a check that they can read and agree on. Not a cheque. The actual checks, the actual amounts. You know exactly what i mean. Yes, the issue here, what i mean. Yes, the issue here, what they say, it is the principals. Interestingly, eu sources talking today saying were not even negotiating about money yet. Those negotiations are not negotiations about money because there is a fundamental difference of opinion. That is that the uk side view this issue of money is something that should unlock feature talks. The eu side say, no, the issue about money is about all of those financial commitments that have been signed up to in recent years, and into the next couple of years, all of the budget is laid out. And the uk honouring those because the eu countries do not want to have to pick up the tab in the coming two, three, four years for things they say the uk has promised to pay for. They want that issue clarified. Not the sums, but the issues, before they will move forwards. You are stuck with those two different positions, which is why things arent moving. Damian grammaticas in brussels. Iranian state television said Boris Johnsons remarks confirm and Iranians National was spying in the country. The foreign secretary had been criticised for saying the british citizen, jailed in iran, had been training journalists. She was british citizen, jailed in iran, had been training journalists. Heres our entertainment correspondent lizo mzimba. A powerful true story with a cast including almost unrecognisable double oscar winner kevin spacey asjohn paul getty. How much would you pay to release your grandson . Nothing. But recent allegations made against kevin spacey looked set to kill off the box office and Academy Awards hopes of the story of the famous 1973 kidnapping of billionaire john paul gettys grandson. Its led to an unprecedented decision to reshoot all of Kevin Spaceys scenes with a new actor, christopher plummer. Actress Valentina Violo who appears in the movie says it must have been a complex, difficult decision. I think everything is going a little bit crazy right now, so probably, if they took this decision, it is good for the movie. It underlines the studios determination not to let accusations aimed at one man damage a film with more than 800 performers, writers and crew have worked on for many months. The films Award Winning director sir ridley scott now has a Monumental Task to reshoot the scenes in question and
