In formula is World Championship good evening. Polls have closed in the spanish region of catalonia after a day of voting that descended into chaos and violence. The catalan authorities went ahead with an independence referendum declared illegal by the spanish courts, only to see the Central Government in madrid send in riot police. They managed to close down some polling stations, with more than 800 people said to have needed medical assistance. The levels of Police Violence we have seen today have eclipsed the actual referendum itself. We are still waiting to see exactly how many people have been able to vote in this most controversial of polls. The Spanish Government always maintained its the spanish courts ordering the Spanish Police to act. But i think their tactic today of violently preventing people from voting seems to have backfired. I also think the idea of catalonias government declaring independence from spain without madrids consent is still very much on the cards. Thats what these people want and many other people across catalonia do not want that. It would be a volatile moment. Tom burridge, in barcelona, thank you. At the conservative Party Conference in manchester, the Prime Minister has insisted that her cabinet is united on brexit, and unveiled plans designed to appeal to younger voters. Therell be changes to the University Tuition fee system in england, and more help forfirst time home buyers. And more help forfirst but as our Political Editor Laura Kuennsberg reports, theresa may is having to face more open dissent from within her government. Open dissent from tory, tory, tory. Open dissent from scum, scum, scum open dissent from the Prime Minister might find it hard to listen to that, let alone agree. Hard to listen to that, let the tory conference, a magnet for discontent and fury in some quarters. For discontent and fury in most of the protests peaceful, all noisy at least. But theresa may does think she needs to Pay Attention to the national mood. Think she needs to after labour courted votes promising to scrap University Fees in england, they will be frozen and there is a confirmation of a rethink too. Frozen and there is when we set that policy what we expected was going to happen was there would be a range, diversity in the system, that wed see universities perhaps offering shorter courses, that wed see universities offering courses at fees under the maximum fee. That hasnt happened. At fees under the maximum fee. Weve got to look at it again. At fees under the maximum fee. But ambitions to change policy wont matter much. Foreign secretary, do you accept youre causing trouble for the Prime Minister . Youre causing trouble for the prime no, he certainly doesnt. Youre causing trouble for the prime if the man most tory mps see as stirrer in chief and the prime if the man most tory mps see cant pull together. Should the foreign secretary be sacked . All of them would deny, of course, theyre trying to cause trouble. Of course, theyre but the danger for the tories is they look like theyre attacking each other rather than trying to deal with the publics concerns. Rather than trying to deal and in the next few days they all need to do more than just hope for the best. They all need to do more i think this is a big opportunity for theresa may, perhaps a last opportunity for her to reset the way that people think and feel about her post that disastrous election. So, its a big moment. Post that disastrous election. If she doesnt deliver it then i think of course she will be vulnerable. Then i think of course i dont know why everyone pretends you can just carry on after such a disastrous election result as if nothing has happened. Election result as if nothing there isnt any unity. Election result as if nothing thats the problem. Election result as if nothing i mean, everybody keeps saying we are all united and we are all going to have a bigger and better future. Thats what politicians have got to say. It is indeed what she feels she has to say, whatever the antics of the foreign secretary. Is he unsackable . Of the foreign secretary. Look. Of the foreign secretary. Look, lets be very clear about what we have here in this government. About what we have here we have a government that is determined to build a country that works for everyone. Whether this conference works for her, well, thats a different question. For her, well, thats a theresa may knows she needs to win her authority back. But parties arguing amongst themselves dont inspire devotion and strong leaders. Themselves dont inspire devotion know they ought to be able to close down internal fights. Political parties can never completely stage manage these conferences. Completely stage manage these as the Prime Ministers deputy found out this afternoon. But theresa may has been put on notice by her party. Been put on notice and to keep going, this week the Prime Minister needs to do more than put on a brave face. The Prime Minister needs to do Laura Kuenssberg, bbc news, manchester. As laura mentioned theresa may has promised that the whole system of University Funding in england is to be reviewed, with a freeze in tuition fees and a rise in the thresholds at which repayments begin. Fees and a rise in the thresholds our education editor branwenjeffereys has been looking into the changes. Branwenjeffereys has been just a mile from the tory conference, a student cafe. Chewing over the changes, liam and grace. I cant imagine it being any more expensive than £9,000. It is expensive enough as it is, really expensive. They dont take into account things like maintenance and stuff like that. Like maintenance and liam says freezing fees doesnt go far enough. They should be encouraging more people to get into university and things like that. So scrapping them is the best idea for me. But im not really sure what thats going to do for the country as a whole. What thats going to do for the but grace is pleased she wont start repaying until she earns more. She wont start repaying itlljust give me more time to earn that money until i actually have to pay back all the tuition fees. Because £21,000 is not very much at all. So i think its better that they are raising it. Everything about student finance is up for review. The measures announced today were quite simple. But thats partly because the system is so congregated. Is so complicated. So, tuition fees are being frozen at £9,250. The earnings threshold for graduates to repay is going up to £25,000 per year. For graduates to repay is but, Interest Rates are staying at 6. 1 . And for living costs, the poorest students are still going to have to rely on loans, not grants. To University Leaders are lobbying behind the scenes at Party Conferences, freezing fees means rising costs will eat away at their budgets. Rising costs will eat away at and they want more changes, too. Rising costs will eat away at it is a good start. Rising costs will eat away at i would like the government to go further. I would suggest that they consider introducing targeted maintenance grants for those students who most need it, to give students cash their pocket while they are at university. Getting a degree leads to better paid jobs. But for middle earners, that still means 30 years of paying back a loan. That still means 30 years one reason why raising the threshold will make a difference. The threshold will make that means, for a middle earning graduate, they will see less of their monthly pay taken in graduate contributions. Its a very expensive option for the government, though. Students just starting this week at uni. By the time they leave, the system could have changed again. Branwen jeffreys, bbc news. The system could have changed again. Lets go back to our Political Editor Laura Kuenssberg at the conservative conference in manchester, what will the next few days be like for her . What days be like for her . Is going on in the cabinet and whether what is going on in the cabinet and whether they are signed up to the same programme will be on the agenda. As she proceeds through this vital week for the tories, there is a question at the back of everybodys mind. In the wake of the election result are they really looking at something that went wrong because they ran a bad campaign, or are they looking at Something Else . Are they trying to understand and grapple with the fact, as many people suggest, that the centre of gravity in this country has really changed . Gravity in this country has really changed . Into that gravity in this country has really changed . Into that debate tomorrow will wade the chancellor phillip hammond, and rather than put forward some big thought about how things are different and how consensus has moved in the last few months, instead he will give a very stout defence of a tory idea that goes back for decades and decades. He will give a defence of the way the economy works and the market. He will say everything is not perfect but in his view the message will be holding your nerve to the party, dont panic and suddenlyjunk decades of ideology in the face of renewed vigour from the labour party. The fact that a tory chancellor has to even take the platform at a tory conference and make his belief plane tells you how much the political circumstances have really changed in the last year. Laura kuenssberg in manchester, thank you. The future of monarch, the uks fifth largest airline, is hanging in the balance as it tries to persuade the Civil Aviation authority tonight to renew the licence it needs to sell package holidays. The licence it needs yesterday, it won a 24 hour extension, but there is uncertainty about its finances. Extension, but there is uncertainty joe lynam is outside the caas offices in london now. What could all this mean for travellers . Well, for the 10,000 or so people that are already on holidays, monarch package holidays, they will be brought home because they have the atol protection which guarantees that also for the 100,000 or so people who have bought holidays and not yet travelled they will get the full refund. The known and unknown is what happens to be bigger wider airline. There is a chance that customers and suppliers may lose confidence in the airline and that could a question over their future but there is still an hour and half for the caa to decide that. The big problem is in the Airline Sector overall, the short haul sector. There are too many available seats and not enough people put in them. Joe lynam, thank you. You dont see nothing, its not good. Just terrible, just terrible, terrible. Well, there are now thousands of us military and Emergency Personnel here working hard to help in puerto rico. The complaint among many puerto ricans, though, is that there was too much of a delay after the hurricane before this operation began and not enough of a sense of urgency to begin with. Of a sense of when a us official called the countrys response here, in what is an american territory, a good news story it an american territory, caused the mayor of sanjuan to bristle with anger. We are dying here and i cannot fathom the thought that the greatest nation in the world cannot figure out the logistics for a small island of 100 miles by 35 miles long. President trump reacted to the criticism by attacking the mayor. To the criticism by such poor leadership ability by the mayor of sanjuan, he said, and others in puerto rico who are not able to get their workers to help. In puerto rico who are not able they want everything to be done for them. The truth is, with no power, mobile communications or television news, few here in puerto rico have any idea about the political wrangling. More now on the polls closing across catalonia after a day of violence and chaos on the streets as the region held an independence vote that the spanish state had declared illegal. Catalan Officials Say more than a50 people have been injured in clashes with riot police whod tried to stop the ballot from taking place. Earlier the Prime Minister manuel rajoy made a statement saying he did not recognise the referendum and he said it was illegal. But those who are pro independent have commented that more than a0 unions and catalan associations have called for a strike across the region on tuesday following that crack down on those injuries in clashes with police. The ugt and cc 00 unions, they have said they want work to stop due to the grave violation of rights and freedoms. Several dozen organisations have also supported the action as well. The head of the regional Catalan Government has said that what happened today opens the doorfor a potential that what happened today opens the door for a potential declaration of independence from spain after a day of tension. Of course this is the cata la n of tension. Of course this is the catalan president saying systems have earned the right to have an independent state in the form of a republic. So when they have got the results from this referendum they will send the results to the Catalan Parliament which is where the sovereignty of our people lies, he said. So it can act in accordance with the law of the referendum. That means that a unilateral declaration of independence could be made by the regional parliament. Earlier, professor paul preston, professor of spanish studies at the London School of economics, explained that to understand whats happening in catalonia today, you have to look back at a long chapter in spains history. It goes back a long time and starts, it goes back even before the spanish civil war. One of the motivations of the military levels in 1936 was to crush catalan autonomy. Catalonia was prosecuted during the near a0 years of the franco dictatorship, the language banned and so on. In 1955 franco died and there was a complex process of negotiation that brought about the creation of democracy in 1977. In that the catalan region, the people were cooperative and in 1979 catalonia was given autonomy. But then, then the dirty tricks. If you like, shortly afterwards the Spanish Government created 17 autonomies. The only ones with real cases for autonomy are catalonia and the basque country. Perhaps also galicia, that is very dependent on madrid, and valencia. But the idea was to dilute catalan autonomy. The catalans went along with it and then in 2005 proposed that the statutes of autonomy be amended. This went to the court of tribunal, the tribunal of constitutional guarantees, which sat on it for five years and it was during that period that independence feelings intensified. Then in 201a there was an unofficial referendum which was allowed. Reluctantly but seen more or less as a canvas opinion poll. The present situation could easily have been avoided. Of course it is true that the spanish constitution does not permit the separation of any of the spanish constituent regions. However of course laws are written on paper and not carved in stone so technically it is possible for that to be changed. If the madrid government had looked at opinion polls and decided that actually probably only about a0 of the population in catalonia was in favour of independence, if they had been remotely intelligent they wouldve said go ahead, it will not be binding because that would be against the law but you can go ahead and if you want it to be the basis of future negotiation you will have to have qualified majorities, say 55, 60 . They did not do that, instead they have used sort of strong arm tactics and there are many people in spain now on both sides of the border between spain and catalonia saying what has happened will have long term, it would have lost catalonia to spain.
