Baguio City police top evaluation rating for third straight

BAGUIO CITY – The Baguio City Police Office under the leadership of Col. Francisco Bulwayan Jr. topped the Police Regional Office-Cordillera’s Unit Performance Evaluation Rating (UPER) for the third consecutive month.
The BCPO, which topped the UPER stating last November, obtained a 93.94 percent
