for the parliament to vote for a new president. but this is clearly not what the outgoing president from joe wanted, and he's been fighting tooth and nail to interfere at every step of the way, either to block the elections or to make sure that they're so systematically rigged . that he is certain to come back for another term about why is it that the electoral process works in this way? i mean, in most other countries, you will get people voting for their president. that's not quite the case here. is it? no. well, 1st of all, somalia doesn't actually have sort of normal government in the sense that the country doesn't yet have a complete constitution. so there are no rules, hard and fast rules governing how elections take place or how the government should be formed. we're still in a kind of provisional, an interim phase. so, what the model that is being used is essentially a model that was used over the last decade for other transitional government. where parliamentarians, who represent their respective clans and regions, and chosen by their clans and regions, i supposed to elect the president. now ideally we would move beyond that. that's where the one person one vote model is, is supposed to achieve when and if it's eventually introduced into somalia. but what's happened now is that the, the model that was used for previous elections has been changed because president for module felt that it didn't give him the advantages that he wanted. so there's been a real tug of war about adjusting this model to make it as beneficial to the incumbent as possible. that's one of the reasons it's taken. so long and wyatt. it's a very, it's an almost incoherent electoral model that's been put together bits and pieces . over the last few months through negotiation. politicians trying to to gather blocks of seats to get themselves elected. and so there is still a very real chance that term somalia will be out without a new government when the i m. f deadline is reached in may. we have to hope the process actually proceeds fast enough to have a new government in place by that time. not what is the bigger picture here? why does somalia need things thought had, why does it need a president in power? well, it, it needs a president, it needs a new government because somali is building or it is in a transition from having been a failed state to what most we call a fragile state. and we hope in the near future and becoming a more normal and stable country. the problem is it for the last 4 years under president pharma, joe, the countries been back sliding.
