but will a re, bran tackle the social network problems? ah, he was president joe biden doesn't appear to have the full support of his democratic party for his 1.75 trillion dollar spending program. a key democratic group is saying that they won't vote on the infrastructure bill without the build back, better act biden has taken the rest steps of meeting with senate is at the capital to urge them to back the spending package. his revised bill has also lost some top priorities as the president tries to get the bill through a narrowly divided congress was crossed out to phil laval, who joins us from washington. d. c. a. phil, why is this particular bill so important to joe gordon? oh it's, it's so important for a number of reasons. first of all, we all host lean towards the mid terms and there's still a year away, but that's nothing in politics. so what this does is if you can get this past now that means the by the time we get to the midterms, next year, people have a tangible something they can, they can point towards. they can say this actually made my life better, my balance better effective my life in a positive way in that way they may be more inclined to lend their support. secondly, this bill also has a huge number of provisions for going green for tackling climate change. and remember, joe biden is going to be at the cops summit in glasgow, scotland in a few days where he's going to stand about well, states. and he wants to be able to say we in the united states, we are leading the way. look, this is what we're doing, so that bill falls down. he can't be in that position and that could potentially be quite embarrassing for him. now this is a huge bill, is billed back, better plan it. you know, it was 3 and a half trillion dollars a huge amount. it's still pretty big. i mean, it's still 1.75 trillion, but they've got to make a number of concessions. they've had to lose some things to do with, for example, expanding medical care to those in low income families who perhaps were looking to get dental or vision treatment. they've had to make concessions to parental leave, where the u. s. already really likes behind and they've still got some hold out some who still say they want more to be done or they want things put back in there around 2 or 3. and the problem that they've got is that they need all of the democratic support that they can get because 2 or 3 people doesn't sound like a huge amount, but the majority margin is res. offended. so it could all come crashing down if they don't get full support, which is why nancy pelosi has been cracking, metaphorical wit. today she's been trying to get people on board. joe biden delayed his flight to head for the vatican to meet the pope by a few hours so that he could try and go and make the case personally. but now as he comes into land, he's finding that perhaps things are not as so not as he thought they were felt we're also hearing about an infrastructure bill voice, which has been delayed as well. now, how does that play into all of this? yes, this is a separate bill, could be separate, but at the same time it's kind of linked to the 2 of them live in poverty. i'll see the infrastructure bill is a bipartisan bill. so this is joe biden doing what he said he would do during the presidential campaign. reaching out to republican saying, let's work together. let's make stuff happen together. and he's got the buy in of republican, so it looked like it was going to be a slam dunk. but now the remembers of the democrats, he was saying, well, hang on a 2nd, we're going to hold off passing this bill because we want this bill to be voted on at the same time as the build build back better plan. now the reason they're doing this is this is an issue of trust. they think that they might vote this infrastructure bill in and then those who are holding out on the build back that's upon might say actually thanks for that. but you know what? we're not going to put this through. so essentially again, the trust they want to make sure that both votes happens together so that it all goes through. and you know, that could be a terrible position for joe biden to be and because he's got this infrastructure bell, $1.00 trillion dollars, it's a big bill. he's got the opposite side on board, and now it could be brought down by his own party. so we've had nancy pelosi, the speak up all day as a se, cracking, metaphorical metaphorical wet because what she really wanted to do was to have the infrastructure bill health, the vote health tonight, that has not happened. we've had from progressives who say they will vote both boats happen together. she won't be happy and asked for jo via coming into la. this is all starting to come. come apart quite a bit. so lavelle that in washington dc. now let's bring christina police in san francisco. she's a member of the democratic national committee. thank you very much for joining us. you're also a democratic strategist. you think biden has played the right strategy here? well, yes i do it. i think then both bills are going to pass the bill back better agenda that all the democrats from the most progressive to the most conservative agreed on and ran on last year from top to bottom is reflected in both pieces of legislation . what happened was, at the beginning of the year, the republican said, well, we're going to give you a few votes on the american rescue plan to help people come out of coven, and we will give you some. and we will give you some support for physical infrastructure, but we don't want to pay for the care infrastructure that goes behind that. and so that the president got what he could get in the bipartisan infrastructure framework . but he still very much wants to deliver on his bill back that are bill and they just released a section by section analysis of it for people to read. so within the next few days, he will get successful votes on both. what you're seeing now is what we call in washington, the making of the, of the sausage. it's, it's, it's very unpleasant to watch. but ultimately, the american people can trust that the democratic party knows it's time to deliver . we cannot wait, and we simply can't wait past the new year because you only get to do a budget bill once a year. so everybody knows that and why you might see some parlaying for time. now . it's really just a matter of days before both of them will get passed, but it's the way in which they're going to get past, and it's the shape of the bill itself. this isn't what joe wagner is really looking for. this is a huge compromise. there she said himself, look, i am the compromised candidate. we real role by concession. is this a concession to fall? well, i think every single person, as you mentioned before, they're razor than majority. so if republicans are refusing to come to the table and it's only democrats talking to each other than every single person can be a king maker or queen maker, that's the way that works. and you and everybody has an opportunity to read the bill and to advocate for what they want. and if they don't get it in this bill than they want assurances that'll come in the next bill that has to be passed by the end of the year. so you have, for example, i'm a very strong advocate for paid leave. i've been fighting for that for many, many years in my career. and a lot of the moms groups that i work with are very sad that he leave isn't in this bill, but we're not giving up. we still think that there's a possibility to get it done this year. and we fully intend to lay out the vision and the plan for that. so some of this is coming to terms with the fact that we really only have 50 votes and the senate and every senator is important. but now the senate has to come to terms with the fact that in the house they can only afford to lose 3 or 4 votes on the democratic side. so again, what you're seeing as people digesting the bill, figuring out what concessions were made and what plan they have to deliver. because the majority of what is in here is many trillions of dollars that will go to help save lives and jobs and livelihoods for people. and. and every democrat agrees that on about 98 percent of the bill. so it's the last 2 percent. but my 2 percent could be different from yours, and that's why we have to compromise. christina's. very interesting word that you, you said, digesting the bill. there was a lot of complaints that this bill was being pushed through without people really knowing what was in it. is that a fair criticism? no, everybody knows what was in it, but we don't know is when you get cut. we don't know exactly how long it might take . for example, i could say you still have your television show, we're just reducing it. well, what? so you're saying, well, what do you mean? does it mean i have my show, but for half, for, for half an hour, instead of an hour, does my shower one half a year instead of the whole year? those are budgetary implications. that mean a lot to you. so guess you still have your show, but the format and the timing make a difference. so for example, we still have the bible child tax credit at its current rate for a year, but we have the trump rate that exists in perpetuity. so again, that was a compromise that needed to be digested. everybody knew the child tax credit was going to be in the bill. the question was, for how long at what price and on and under what agency would it be? right. so that's what we mean when we say digesting, we know the policy, but we wanna, we want to see all the words on the page to know exactly what government agencies are going to be doing the work and how we can explain that to our constituents, to show them how they can access these dollars or apply for these jobs. that's why the angel is in the details. kristin pelosi, they're live from san francisco. thank you so much for your help. my pleasure. thank you. we will build back better. it's coming. and now the u. k. a, some in the french ambassador off to the seizure of a british fishing vessel over a dispute involving fishing licenses. the disputes talk the language of force, and unfortunately, i feared that is the only thing that miss british government understands. but no, the threats go beyond banning british trawlers from offloading their catches at french ports because this only amounts to a small proportion of exports without a settlement to the dispute before next tuesday, there'll be rigorous french customs checks on incoming cargo, and they won't be restricted to seafood, but britain isn't offering any concessions. the measures being fretted, did not appear to be compatible with the trade in co operation agreement or wider international law. and if carried through will be met with an appropriate and calibrated response. this isn't the 1st time the fishing rights issue has fled up in may french trawlers blockaded the main port in jersey. the british and french deployed a naval presence during the protests. this time, france seems unwilling to back down on demands. if i get stuck on that, it is not war, it's a fight. the french fishermen have some riots. an agreement has been signed. we must have this agreement implemented. we have fishing, right? we must defend them and we will defend them with hostile her after the security council called for the restoration of a civilian lead government president joe biden says his nation stood with the demonstrators. thousands of people have been protesting in recent days to reject the return of military rule. chris in salome reports from the united nations. it's a fairly short statement. i have a copy of it right here, one page long, and it expresses serious concern about the military takeover in the suspension of some transitional government institutions. it also expresses concern about the detention of prime minister of dela hm, doc, and other government officials or the release also does call for the release of those who've been detained, noting that the prime minister has been returned to his home and get calls for respect for human rights, in particular, the rights of protesters to be out on the street. it's important to note that the united nations integrated transition mission in sudan has been working there are to support the transition to elections and democratic institutions. and the statement also reaffirms those efforts. so the council is basically a saying, it's very concerned about the situation there and, and, and calling for respect for these transitional institutions and still had a well deserved u. s. oil and gas executives a grilled over the industries role in climate change misinformation. last the long the social media site will keep the name the parent company is now called meta chief executive mark zuckerberg, maybe announcements as a virtual conference. he says it reflects the met of us at a future world with far more online interaction. the firms found us as it brings together companies, apps, including instagram, am what's up all under one umbrella. let's me to and share in silver spring maryland. he's an editor at sea net, a technology news website in when is a name change? not a name change. i mean, is this a distraction tactic from facebook? let's all look at the matter verse and how exciting that is actually doesn't address facebook toxicity problems. i think that there are 2 things going on. one is that there is unbelievable amount of pressure and scrutiny happening on facebook. and that is something that's very important. it's a good conversation that we're having and hopefully one that's going to lead to good things. the other thing is that marks are covered the founder and the co founder and ceo. facebook has for a very long time, been very interested in the next phase of technology. he really is frustrated that he missed out on being part of the phone revolution. and he's frustrated that his future is tied to apple in google, who control the 2 main operating systems of our phones, i phones and android phones. and so as a result, he wants to be one of the leaders of the next stage of computing, which he sees as being the med reverse, right? this digital world that we all would experience together. and because of that, that is why he's making this named change. now the timing is pretty awful, frank life, but he, it's something that he's been talking about a lot. and so i'm not surprised that he just decided to go forward with it even despite everything going on. but in the technology, this underpinning, all of this virtual reality has been around for very long time. i've seen people of use those goggles myself, they're a bit annoying. um, this isn't a technology that i mean has actually taken off. i mean, reco companies of tried to do this and stamen companies to try to do this. no one's really picked up on that technology in the way. the now facebook is looking at a mess of us is actually talking about something that sounds almost science fiction . well, it does sound science fiction. and i mean, frankly, a lot of what we live in today sounds like science fiction. if you went back to the sixty's in the summer these right. and i think that there is some sort of a future beyond our phones, right? we're not gonna just be using computers and phones and tvs for the rest of the time, you know, in the future, at some point something else is going to take over. i don't know what that is and neither does mark zuckerberg. but he is betting that, that, that the to virtual worlds, this met averse will be a part of that. and you're right that it is something that has been tried many times by many companies who have failed mightily trying to do it. and frankly, virtual reality, the idea of putting these goggles on your face that put a screen so close your eyes, you think you're in the virtual world. that stuff has now taken off. it's doing better under facebook. there hasn't any of the point, but it's still not as large as the phone or even tablets or anything like that. so there is a far way to go before this turns into something. i mean, we're talking about a fall way to go, but if you are a betting man, you wanted to, you know, say will is going to be around and he is home is going to be around in 2 years home . is there a timeline that took a bugs looking out to roll out the midst of us? well, he has a goal of getting a 1000000000 people to experience it. now that's just, you know, that's less than half of the people who use facebook. so he's already got a pretty captive audience to work with. and frankly, the thing that i keep pointing out to people when it comes to facebook and, and virtual reality is that mark zuckerberg controls facebook. he has all the voting shares he needs. he is also a multi billionaire and so essentially he can do whatever he wants and he has essentially monopoly money to work with. so i think the artist going to be around for a long time just because he is decided that that is something he wants to do. and for that reason alone, at some point, he may end up being right. even though it may cost him billions and billions of dollars to get there, well as who happens in the future in chef, thank you very much for your thoughts. thanks for having me. the leaders of for oil and gas joins face tough questioning in the u. s. congress on thursday. the ceo's of exxon mobil, chevron b. p. america and the president of shall, were asked
