Of the United States forces and then constant contact with one another. All we are doing at the moment is helping the United States in the security arrangement. And i think we have, we are unfairly being blamed for what is, is not a problem that has been caused by our people. As the town of buttons co founder arrives in camp, all the organisation tells Al Jazeera at once and inclusive government, but there is no deadline. While our bill, connie bought a da, led to groups, negotiations in dough harm. At least 26. 00 palestinians have been injured during protest of the gaza israeli border since may palestinians have been protesting against attacks and the ox, a mosque under forced the eviction of 6 palestinian families in shakes. That have been desperate things in haiti is asked quite victims fight for aid. The government is facing growing for the system as it struggles to get supplies to thousands who were injured or left homeless and last saturdays, earthquake. More than 2000 people are unknown to have died. Catholic centurylink, putting up black flags to demand justice for the victims of the 2019 eastern bombings. Many are angry over what they call the government incomplete and non transparent investigation into the attacks that killed more than 260 people. Or the 20000 charges were filed against 25 suspects. Last week. Protesters in france are rallying for a 6. We can against a Health Pass aimed at covering the spread of coven 19, upon say, a limits of freedom. The past is now compulsory venues, including restaurants, sports arenas. And thats all for now. The news is going to continue here on all to 0 after inside story to buy news news, news, news hit by earthquake storms and cove is haiti limb from crisis to crisis. But on natural events alone to blame for the tough life facing haitian. And this international intervention really healthy. This is inside story. Ah hello and welcome to the show i am, sam is a dan. Its a nation thats long suffered from natural disasters in political turmoil. Hated once again devastated by a powerful earthquake. The tragedy has been accelerated by a trouble storm. On top of a panoramic. At least 2000 people have been killed. Many more displaced. Hospitals are overwhelmed. Thats while the countries yet to elect a new president after the assassination of Jovan Envoys last month, laid is trickling in slowly and agencies are struggling to get food and urgent medical care to those in need. Well discuss whats behind that shortly. But 1st, John Holman reports haitian prime minister, laundry, or riding of his 1st Press Conference since in Earthquake Rip through the country, south west, leaving more than 130000 families homeless. We had a lot of questions about his governments handling of the disaster, especially why a week later, a still not getting to the many destroyed villages close to the epicenter. One of the regions has been completely flat and this lies in we went to last year and they said they havent had anyone from the government coming up for them made when they took he told them to wait for that. Why are they not getting a sooner since 98 percent of the houses are destroyed . But the prime minister chose not to answer the question. Passing the mike to his head of civil protection, we are formulating a Response Or Mechanism is in action. Evidently, we have some issues related to security, but we are doing our best to accelerate the process. But its not just the villages lacking aid. Its the cities too. And we also went to like a, an in the cave as a camp full of people just not even just sticks with top pulling above them. That area, presumably you can get to, but they also said they havent seen anyone from the government. Why havent they received any help either . Like i said, our response is ongoing. I know there was distribution in Lake Guy using our methodology. It may happen that you didnt go to where we were distributing. But theres a huge problem with distribution that the prime minister had so far, only vaguely alluded to something that were all talking about. Theres a stretch of the road from here to like tie, which is really difficult to get a down because its controlled by gangs. What is your government doing to try and figure out that road and also to try and stop those gangs. Theyve also kidnapped an orthopedic surgeon over the last couple of days. What is your government doing about the 1st thing to say is that the southern route is better now. Were working hard to make it permanently safe, so people can circulate without any risk. Also the Press Conference, the Deputy Secretary General of the united nations. What a journalist asked could be done to stop the mistakes made off the monstrous 2010 of quake when the Rebuilding Process was flawed. At best, perhaps what we have to do different different things to take the leadership to build the institutions capacity. I would also say that there are no gaps. There are gas. This is a different situation, requires a different response. Seeing will be believing for the many watching on and those desperate homeless and still waiting for help your home and ill just put the Prince Country to what you might think haiti is not the country most hit by natural disasters. According to a 2020 report japan, the netherlands in greece, all was exposed to extreme weather events, both in terms of numbers and severity. But haiti lags behind in its ability to deal with them and have a closer look at some of that now. Then haitis, emergency services and hospitals dont have enough capacity. For example, its small airports struggle to receive aid, Gang Violence and road insecurity. Pose logistical challenges for aid groups. Corruption is also a problem. 92000000000. 00 given to haiti by venezuela since the 2010 earthquake is reported to have been wasted or embezzled by former government officials. Inflation is high, Food And Fuel is scarce. Almost 60 percent of the population has to survive on less than 2. 00 a day. That spring on guess into the show. Now i have joining us from washington, d. C. U genie, a charles, executive director of fund dusty on the pool. An organization delivering aid in haiti. She also hosts a Radio Show focused on social and political issues there in florida. Joseph, our old pierre academic and political consultant on haiti and latin. Hes also a political, grassroots Leader And Founder of napster. Thats an organization promoting Development And Democracy in haiti, and in washington, d. C. J. Johnston, senior Research Associate at the center for economic and policy research, is also the Lead Author of their report. Haiti, Relief And Reconstruction watch blog. A warm welcome to will. Lets start with eugene, so ive got a comparison, eugene here, its done by the Development Help Alliance and geo ranks haiti and the Dominican Republic as equal in their exposure to extreme natural weather events. They of course, share the same sort of geography and the same island. In fact, yet haiti is ranked as way more vulnerable than the Dominican Republic. Clearly, this is not the suffering the haitian face is not just about natural disasters, right . There are other issues that play here in terms of haiti. We are definitely in problem to natural disaster as you know, we are in the past of how it came anytime. And we are in the midst of the Hurricane Season of use in with also experience to major a critical the we have had a quick call before except that the, and dispute us time you seeing them back to back within a period of 11 years doing the hurricane time, as we suffer as much devastations when it cross the path of the Dominican Republic as well. But i think the difference is that in the day a government has utilized the resources available to provide services or at least build the proper infrastructure to be able to better handle those disaster one day occurred in my homeland. Unfortunately, the resources has not been utilized in that capacity to build the proper infrastructure as ought to have the resources available to provide the necessary services doing those type of natural disaster. Okay, so right now as we at the victim, its from this quick which impacts we geographical departments, the south which most people know as i go my dance, most people know as me and denise department, which is where im from and my area is for bad. Yeah. It is the county which is the new Department And Idea is devastated all of the houses ive been collapse. We only had one health care center. It is not functioning at the moment. A lot of people who suffered injuries doing the earthquake, some of them are not dying as a result of lack of medical care, so we need to do better. All right, so let me bring in jake into the discussion off the question of why have haitian authorities been less able to deal to, to rally the resources as eugenio is pointing out there to deal with these kinds of challenges. The event may be natural, but the disaster is just as much human made, right. And when were talking about the lack of adequate response, we have to talk about root causes here. And you know, we could go back century is really to, to haitis founding. And the in debt the extorted from france after its successful successful Slave Revolt in 18 o 4. And even in more recent decades, the intervention of the international community, which is overthrown, governments overturned electro results and cause the political instability that has been blamed for many of the problems with relief efforts. And i think we can also go to the 2010 earthquake and look at the legacy of that which again, 13000000000. 00 after that Earthquake Pledge to help haiti build back better. Right. And as we see today, you know, so much of that money has been squandered, wasted, and really then were looking at what are the problems with the foreign Aid System itself and, and why havent those resources actually gone to the needs and benefit of the haitian people and you know, thats a much different story. Lets break some of that down. Lots one pack. Then let me take this question to joseph joseph. Also got another fact here. If youre born in haiti instead of the Dominican Republic, which as i mentioned, she has the same ireland. You will almost 3 times more likely to be poor. Youre almost twice as likely to be unemployed and likely to live 10 years less according to World Bank data. Can the differences between the 2 or to what extent can they be put down to the different colonial experiences of haiti versus the Dominican Republic . But, you know, the to just started out from a very different starting point. Oh, i think its true. Got to be for the, the, the different kind of colonization of each of these 2 countries are, has experience on of you, awfully him park on the history of the, on the colonization of the to make it up public walls. But the goal is settlement correlation. Why do you want to 80, was it an explanation of colonization . But ah, for me, from history go, israel is important view. Bit man is sure is not really ah, the colonization. I think its, its the explained by the political actors that we have in have the, i think, to understand the difference between hate in the rain republic. We have to focus on all but equal actors from one side and on the other side to help the for goes on to some extent of what i call all control institution. In haiti we dont have the political actors that we need to make the drive. The change that they made public have experienced in haiti, we have a 5th centered prolong system where all politicians or political actors do not act for the common good. But did they just are full dirt in their most cruel people and youll see for themselves. But in a minute probably it gone through dot. I know very well. Obviously, we can have a level of washington bought all political actors right for the Gallantry And Building fi structures and try to develop be gone, treat. So i think not this explanation is for ok. So you convert that thats more of a of a factor is the governance . Well, i could see that you, gina was kind of shaking her head, i think in disagreement. She wants to come in. So let me bring you in. Then go ahead eugenia. Our thank you from the aspects of a young haitian being more likely to be pool and have to leave the country to seek employment elsewhere. Why are the young dominican Stays Home and may work and, or if they get an education elsewhere, they will come back home and work is that the colonial system is still there. We watch a factor. Our Education System do not educate haitians most need to care for he, we are tram to come to the United States. We are cock train to go to canada. We are trying to go to france. So a change in our educational system in teaching haitians to be loyal to haiti is the 1st biology. When you are using traditional system, what if we reference is based in an outside country, then you are not properly ready to set the country. That is, why do you that we education and in terms of the politicians . Yes, we have some go up by locations in haiti, but also the international community. Have the hands on the neck of 80 when election is taking place. Unless the person whos getting into office is somebody who is willing to lay down and cater to the need of the international community with and they have not allowed isnt visual who are close and attached to the haitian people. Do we met into office . We can huge number try, i think, as an example, you can use your election as another example or you can use, im sure mark judy, its election as im sorry example, Eugenia Wouldnt Tell of the critics of those lead to say that in all their cases, their rule could be questioned in terms of both elections and democratic practice. The ruling can be questioned, and yes, they have been bad wars, but who put them into office when the haitian population go to the polls. These people were at the bottom of the, it was the international community, particularly in the us, have that pushed in people to become the what can let me give a chance. I can see that joseph wants to come back and hes shaking his head in disagreement. Go ahead, joseph, and then well give a chance to jake. Yes, thank you. Ah, 1st of all, i think when, when you are trying to, to come by, what do you all statement of pretty haiti. Why do we, what hes hop, any we to haitian Education System . What, what i have seen a lot not make and down trees in demand. Going to pull the can. All those is even was with respect to we friends from abroad, Dominican Republic. There were friends in the United States or spain. They dont have it so many can. It was and system. And if you got to all a lot now make it down, is there, are we friends . I dot or both the spring or do not the states but the Fact Dot we have for instance fronts as we friends. I dont think it is the model what, what it weiss, latin american dont. Joseph. Also, the factors of the colonial heritage, the debilitating debt imposed by france upon independence. The u. S. And western halts the occupations of haiti, the aggressive over exhausting of land resources by colonial powers. Yes, this could be a very good explanation because are the paid by haiti to friends has met the gantry pour and poorer . I think this, this is highly nig. Got even part on all or have the development or not. It is a hindrance to haiti develop it. However, it is very important to say as well are based on the kind of what he does not always have in the country. Even haiti has plants in white. Now are this iran dirt, the 1000000000. 00 . Ah, dot, they give to the country, give to friends, if possible, that our situation would be was why there is what we call an economy. The dutch, this is when we have we saw, sees what we dont have the capacity to manage them. This good event. Rawlson distortion, this is the case in venice, so it can manage resources. All right, let me take about point to j can say, why have successive haitian or the have been election processes in haiti . Why have successive leaders and administrations failed to deal with corruption with crime, with Gangs Poverty as well as natural disasters . Why the failure is that joseph pointed out that a failure to manage ones resources . Can it be all put down to manipulation by the international community as eugenia was, was perhaps alluding to look, i think there are met married factors, but i think you can ignore that, right. And when you look at the electoral system in the political system in haiti, right, you have to look at the role of the international actors for the last 30 years. Really, you know, there has been a broad Base Nation Building program supported by international actors where theres been tens of billions of dollars to try and develop haiti. And what we often see is this sort of separation of, of a, the development and the political situation. And we cant see those things as, as the link to their intimately involved. And when you look at the last 2 electoral processes, specifically in 2010 and in 2016, these both occurred in the aftermath of natural disasters in humanitarian situations. Right . And in 2010, you had the international community, directly intervene and overturned the results of that election. And so when you have a government who isnt legitimate, who doesnt have the credibility, who doesnt have a mandate and who isnt implementing meeting reforms, you have to look at, why are they there in the 1st place . Right. And i think that is so much of what youre doing is getting to and i think again, thats extremely important today in the aftermath of the recent earthquake, where there is questions around what comes next in terms of the political situation. And its gonna be extremely important that that process is not determined once again by outside actors. But if that haitians who are able to take the lead and able to do that, and i think if youre looking for sustainable development, thats the answer there is that situation that solutions cannot be imposed from abroad. The solution is going to have to come from inside haiti when we look at inside haiti, eugenia is the country now facing a perfect storm of natural disasters, Health Crisis because of covert, of course, political uncertainty because of the assassination of the president. Rising Gang Violence and even now disruption of 8 operations is a country heading towards some kind of collapse. Oh, we are having a lot of issues. Theres no dispute about that collapsing. Im not there yet, and i dont, i think we still have what to do. The thing is, i believe we, as haitians have a responsibility to bring our self and come to get, i asked, can say, doing after our independence. We did not have a moment to sit down and strategize because our founding father was assassinated very early on. You can see in the United States, after you went to all their own shovel, they had time to strategize and decide whats the stephanie was going to put in place . We . Haitians need to pull together, get to the Table And Dialogue to put together a short term plan, a medium and a long Term Planning for haiti. They, we went off with that huge, you know, who can do that. When lot of the politicians are seen as very focused on the one percent interest, if not tied with criminal gangs who is looking for that sort of national Interest Perspective and can sit down and make the sort of plan. Youre all. There are a lot of haitians in the diaspora and within he wants to focus in all eagerly fighting on the street and at the table talking. They are being silent because at the end of the day as much, we may not want to talk about imperialism and handle certain country like the us. They are the major players, whatever political accord is negotiated or talked about. At the end of the day, it has to get the approval of the us. And if hes not showing to the need on the interest of the us, they will not be looked at. So in a sense, we have moved to do a 2nd independence to we the mental liberally from our minds, from our souls and begin look on our haiti and being loyal to haiti and not loyal to the us out of us for the us green card medications may disagree with me and get madam you are in. Yes i am and im a guy was forced to, to this country because the us good. The 1st elected president and haiti. So those of us who are willing and able to go back there, we want to go there. But you, when you have an international community, right . So purpose is tend to start a school in april. The was, what was you to mention power because that benefits them. That process needs to change the population has been for us on the street demonstrating. Let me bring inch. Let me bring in joseph and ask that question. Do you think global interest is rising for some sort of new international intervention in haiti . Ah, i dont think it went now. Global surest all. For intervention, you have the board . I think right now all international intervention is for me necessarily and hate the ah, i think im trying to be realistic for me from our international Relations Point of view necessarily. Can it be, what can it be useful . I mean, the last round of you and, you know, she was just trying to root out left, his supporters after the overthrown buttons. I was steed. It was, it wasnt seen as a very healthy intervention. Was it . I no, no, no, it wasnt. Industrial interventions in hey, did have, are, are already is, are filled. All the interventions are always filled. What do we have to know . Why goes interventions, how filled, and once they get it, ill say white, now its, i would say its necessary. Why . Because the real estate, the 1st Step is security. But the international police then, then the haitian police, the haitian state, do not have the capacity for now to ah, to provide them a minimum of security to the haitian people. And in such circumstances, we need help for the ball. Ok, i think we wipe international very, very good meeting hop. Why didnt follow committee has always fill in haiti. I think the international community has its own interest and in haiti, we need does to negotiate with them and our and to get what weve got relation. We got 30 seconds, i want to quickly give it to jake. Can there be an international intervention that looks out for haitian interest and who had forced that upon global powers . 30 seconds, jake. Yeah. If history is any guide, the answer is clearly no. And we look at the Security Situation and the history here. I mean, the international community, again, has spent billions of dollars to build the haitian police to implant and impose interface with foreign troops. And these have not caused any long term benefits in terms of security, right. So i think again, we see these constant short term solutions that are prioritizing outside interest over those, the patients, the solutions, not an intervention, but empowering asians and standing and solidarity with agents to take charge of their own country. But we are out of time now. So lets thank our gas, eugenia charles, joseph, out of Pierre And Jake johnston. And thank you 214.
