19 eighties nineties to thousands there was usually some kind of rough start whether it was tiananmen square whether it was the e.p. 3 episode under george w. bush bill clinton's comments about so-called butchers of beijing in response to tiananmen a few years later so it's not unusual for there to be some rather you know rough sledding but i think everybody was hoping that with president trunk gone and president biden in the white house things would feel smoother if nothing else and here i think the timing of recent developments probably just put people in a bad mood it's hard to think that sometimes human emotion actually can be responsible for some of the atmosphere or x. or the results of a summit but in this case i believe that may have been exactly what happened the chinese do seem to have been somewhat taken off guard and maybe even a little personally insulted that sanctions were applied just before the summit began i think they may be expected that there would be elements of top american policy but perhaps with a more collegial kind of overall approach a more you know a more businesslike kind of timing now that secretary blinken is a very mild mannered and and yet forceful individual but he's very controlled and disciplined however the timing of the sanctions announcements and other recent u.s. pushback against china may have just created a little bit of a tense mood again i don't take it too seriously because sometimes we see this as almost necessary in the 1st few months of a new american president and that was true even when relations were easier but it still is a little striking i didn't really expect the tone to be quite as acrimonious critics of the biden administration had previously said that they were concerned the administration was going to be softer on russia and softer on china than the trunk administration had to being do you think that this might be an attempt by the biden administration to demonstrate that that is not the case. yeah i think that's part of it with china i'm not sure i agree with your point about russia i think that of course trump is the one who is seen as being too friendly to vladimir putin and that there will be issues where we're competitive and of the issues where we're even tougher than just being competitive where we're closer to being adversarial so yes i think you're right to the way that they were treated here clearly we don't know what's going on behind closed doors there are so many important issues when you get the 2 most powerful countries on earth in the same room at council they have the ability to vote themselves in so many issues climate change for example a global issue but important regional issues as well the u.s. looking for peace talks in afghanistan china only going to find out by the end how they are of god and even then we're going to get. a chinese response and the u.s. response no joint statement will have to work out i think from the 2 sides in about both sides essentially just setting out their stalls publicly. well it's a good question and i think we should bear in mind that even when u.s. china relations were much better let's say in the 19 eighties nineties to thousands there was usually some kind of rough start whether it was tiananmen square whether it was the e.p. 3 episode under george w. bush bill clinton's comments about so-called butchers of beijing in response to tiananmen a few years later so it's not unusual for there to be some rather you know rough sledding but i think everybody was hoping that with president trunk gone and president biden in the white house things would feel smoother if nothing else and here i think the timing of recent developments probably just put people in a bad mood it's hard to think that sometimes human emotion actually can be responsible for some of the atmosphere or x. or the results of a summit but in this case i believe that may have been exactly what happened the chinese do seem to have been somewhat taken off guard and maybe even a little personally insulted that sanctions were applied just before the summit began i think they may be expected that there would be elements of top american policy but perhaps with a more collegial kind of overall approach a more you know a more businesslike kind of timing now that secretary blinken is a very mild mannered and and yet forceful individual but he's very controlled and disciplined however the timing of the sanctions announcements and other recent u.s. pushback against china may have just created a little bit of a tense mood again i don't take it too seriously because sometimes we see this as almost necessary in the 1st few months of a new american president and that was true even when relations were easier but it still is a little striking i didn't really expect the tone to be quite as acrimonious critics of the biden administration had previously said that they were concerned the administration was going to be softer on russia and softer on china than the trunk administration had to being do you think that this might be an attempt by the biden administration to demonstrate that that is not the case. yeah i think that's part of it with china i'm not sure i agree with your point about russia i think that of course trump is the one who is seen as being too friendly to vladimir putin and president biden has just used some very tough language in depicting the character of a lot of your putin and the nature of his regime but in regard to china i do think that there was perhaps you know and tony blinken made this clear in his confirmation hearings i desire to be emphatic that this is ministration also will be reasonably firm and that there's no going back to the china policy that we had under obama or for that matter either bush or clinton that we're in a new era and it's going to require some tougher medicine and i think the the framing that we are partly competitors partly rivals or even adversarial in some ways and then partly you need a cooperation so that framing we've heard a lot from the biden team and i think they're trying to show the world that they mean it and that there will be issues where we're competitive and of the issues where we're even tougher than just being competitive where we're closer to being adversarial so yes i think you're right to interpret the symbolism and the initial message of the comment in those terms it's interesting though isn't it because the dynamic between china and the u.s. now i was very different in many ways to it certainly economically compared to the way that the circumstances in which meetings have been held in the pasta china regards in self as not stronger with far greater influence in the world do you think therefore that the emphasis is actually all the pressure is actually on the biden ministration on the u.s. to be more accommodating rather than china. no i don't see it that way i think both sides have so much at stake that either one would be foolish to put the primary responsibility on the other shoulders and it is interesting that president biden even though he doesn't really like all of the terrorists that president trump lied to economic interaction with china that he has not taken those off just yet that i think some of the economic restrictions will remain the limits on chinese acquisitions of american high tech companies for example put on even on tariffs where i don't expect the terrorists remain biden has felt no particular need to try to immediately say to china that
