The World Health Organization has warned the death toll in the 2nd wave of the corona virus pandemic could be 5 times the level of the 1st outbreak in the spring unless urgent action is taken across europe coronavirus cases are rising dramatically and governments are tightening restrictions to stop the spread from saturday more than half of englands 56. 1000000 population will be subjected to high or very high restrictions impacting their movement and who they can meet the German Hospital Federation says the number of people in hospital with covert 19 has doubled in the past week with intensive care patients expected the past 2000 by next months Record Numbers of infections have been recorded in germany the netherlands italy poland the Czech Republic slovakia croatia and portugal where a state of calamity came into effect on thursday meanwhile in france a Public Health state of emergency has been the clarity 46 percent of hospital beds in paris are occupied by coronavirus patients and 12000 police will be deployed across 9 major cities including the capital to enforce curfews Charlie Angela has over point. This city of 9000000 is moving into high gear to have a 3 tier system meaning no one can meet indoors with anyone outside their household is the governments latest attempt to rein in a runaway infection rate which is doubling every 10 days we must act now delayed action means more deaths from it means more. Deaths and it means more economic pain later because the virus comes down slower than it goes up but there are questions over whether this goes far enough with the opposition and many scientists instead advocating a short sharp nationwide lockdown not just regional restrictions here in london the new measures will impact 3000 pounds and 7000 restaurants the city will we were viewed every 2 weeks but most of these businesses have already made their orders for the months ahead and this stopping and starting to cripple them but many in europe find theyre in a similar situation france has declared a Public Health state of emergency and impose an 8 pm curfew in paris and 8 other cities hospital admissions are at their highest level since june. The curve has nearly taking a vertical shape and thats why we knew we needed to arc because this reality would have an impact on hospitals. Very strong impact on intensive care unit. Infection rates are also rising in spain the region of catalonia is closing or bars and restaurants for 15 days and limiting the number of people allowed in shops in its attempt to curb the surge germany Czech Republic italy and poland are all looking at a Record Number of daily cases since the pandemic began and from the World Health Organization a bleak warning that governments mustnt shy away from nationwide lockdowns projections from reliable. Or optimistic. These models indicate that launched relaxing policies. But generally 2021 daily mortality at levels 4 to 5 times higher than what we recorded in april. 1000 is now killing a 1000 people a day in europe with winter fast approaching this exponential increase is everyones concern aljazeera london. Italy recorded its highest single day tally of new infections of the pandemic the country saw in nearly 9000 new cases on thursday infections there are surging again particularly in northern italy where the pandemic 1st a cold back in february and march italy was the 1st country in europe to be hit by the virus and has recorded more than 36000 deaths well dr miller researcher kone is the head of intensive Care Medicine at milans humana tass hospital he joins us now dr going to thank you so much for being with us and that youre speaking to us from italy of experience across europe but of course italy was the country that the whole world looked that back in march and that also has been a bit of a Success Story in the past few months because they managed to keep contagions down that doesnt seem to be the case anymore whats going wrong there or was it just inevitable across europe that infections would rise as the societies opened up. Well hello everyone and yes the numbers are going up fast in the last few days it really did like the song if you remember the. Day you know and there were a lot of public and measures put in place we were watching very closely the other countries this time because that one we were the 1st on the 1st wave we were watching very closely for instance what was happening in the United Kingdom and in france i would say it was probably very difficult to expect that there would have not seen a rise in cases when we opened a society we knew and a case it would have gone up and theyre going up to problems that theyre going up a bit faster now so we were happy that a couple of days ago the government i have restrictions in place theyre not nice to have but we believe that in the communities where you windies but dont bite already slowing down the transmission of the virus because if you see whats happening there is across europe now in countries where there were the numbers of cases are going up significantly over the last few weeks ospital really start to suffer and i was speaking with colleagues from france and from the United Kingdom today and they were telling me that even some places in france up to 40 percent of the intensive care beds are acute by mccovey 19 patients and to screen this situation that look at a lot of strain on the systems and becomes difficult to care for everything that is in the care not just of it and i you mentioned you were speaking to your colleagues across europe we should mention that youre also the president elect of the European Society of intensive Care Medicine youve Just Launched a program about the training of Healthcare Professionals to work in the i. C. U. I was reading the press release and you said we cannot be unprepared twice do you think the European Countries or some of them are unprepared again. We are better prepared but they feel we can be better prepared and there was a lot of focus if you remember the beginning. Of kara bad spente later with drugs matthew sings and song but one keep on that maybe it was missing was the focus will be people everyone who works in intensive care on these jokes for many hours now will tell you that their most important resource is Human Resources the dean that you were created to expect that youve doubled the number of mice you beds and you find people with the right skills through to some of those best just in a few months are just not possible we cannot train specially seeing such a short period of time but what we can do we can train all the other colleagues that do not work correctly or early in intensive care and theyve come to have and they will hand in case of an experience where we can train them to get some basic skills to work with us with doctors in their cities and i dont care professionals really to try to get the skills to use these that isis properly across europe so we were very happy when the European Commission approached us and we did you have to believe in a training across europe which is going to see 19 space we dont just finishing the preparation of this training where nonruling look on trainers in your European Countries and trainees in the European Countries its an Online Training or so weve got a story on it the n. C. S. The base training and we do believe that this is the right move to create that preparation that we didnt have at the beginning and we hope we have time now to look at least in those places that are not up there where it does seem unlikely that any country is going to impose i mean we dont know but it seems unlikely theyre going to pose the kind of restrictions and lock downs that we saw back in march mention that now we have more Health Care Professionals that are trained for i. C. U. A work we also have different drugs that help in some way dexamethasone rendez appear and mean when you see these the numbers of contagion go up across europe are you as worried as you were back in march of do you think that now we may not have a vaccine or a cure but that doctors such as yourself have learned how to deal with the disease more. So weve learned a lot and you know only enough february member we were all caught by surprise now at least were not going by surprise weve learned what works what does not work unfortunately we still have to remember that we dont have is this is there a p. For this virus and we dont have a boxing so until we dont have that what happens in the community so public a measure still are the most important thing so not catching the virus is really is the best strategy out there but if we have patients coming to the us because we know for instance when to start spirits when patients are knocks engine we may have the option of room this is there we know into some Supportive Care intensive care and all these other things they may seem simple things but we have got a lot of Scientific Evidence of what the last few months and this is and being asked to do the right treatment at the right time for these patients. You know thats part of the European Society of intensive Care Medicine you have been collaborating and sharing knowledge with your colleagues around the world are you a bit disappointed perhaps that that isnt happening quite in the same efficient way at governmental level of around the world that its sort of left a doctor such as yourself but we still dont really have a coordinated global approach when it comes to dealing with coronavirus. Well we were be disappointed to see that at the beginning but thats why we were very happy to see you know an Initiative Like the one from the European Commission about restraining these was the 1st time that we had the kind of liberal frame for training that comes across European Countries so we do things like that i think were on the right route but youre right i think we can do better than that maybe a better doctor sherry across government sonali thanks means going which public and measures are more effective in the song we are marrying from each other and really this is the key because i suspect really until we dont get to boxing i would not be surprised that maybe a little of a 2nd wave we may get another wave to deal with and any information that we get every time we controlled this virus every time we find this virus has to be shared across there across europe across the grow up to marry to to corner ahead of intensive Care Medicine at milans humanity has hospital and the president elect of the European Society of intensive Care Medicine its always good to talk to you thank you for your time thank you barbara. For the current virus pandemic is also the structured in a use summit in brussels the president of the European Commission or so have on their main abruptly left talks on brics it after the scuppering that had been in contact with an infected person the meeting itself was centered around trade including tricky negotiations on fishing rights that other reports a deal but no tests any price the message to present from e. U. Leaders in brussels. On the brits that we are united and determined to reach an agreement but not at any cost any agreement on the ocean sure lucian ship would have to be based on our mandate in particularly when it comes to the level Playing Field fisheries and developments fishing is one of the most divisive issues in the trade negotiations for decades fishermen in the u. K. And you have shared waters but the u. K. Says it now wants to control access to it sees the e. U. Says that would destroy its coastal communities on a gun in those circumstances what are fishermen be sacrificed to practice it its a choice made by the british people so preserving access to british waters for fisherman funny a good compromise for a fisherman and im talking for all of the countries in europe who are concerned including france is an important point in these discussions for us. The e. U. Is breaks it negotiators said compromise was possible on fishing and other issues but more time was needed the u. K. Said it will issue a formal response on friday make new time clear whether it will take up the ease offer of a new round of talks next week the book its due. Well the u. K. Is a totally sovereign country and we respect this just as the u. K. Must respect. The past i think that between the parties the pay and the e. U. That have autonomy and sovereignty in a respectful fashion we can build a framework of transparency and trade but do you. See this summit talks on breaks it would prefer than usual perhaps because the focus was elsewhere several either countries are battling a 2nd wave of coronavirus reflected unexpectedly by the abrupt departure from the meeting of the e. U. Commission chief i have just been informed that a member of my front office has tested positive to covert 19 this morning i myself have tested negative however as a precaution im immediately leaving the European Council to go into self isolation the pandemic has battered the blokes economy and the Health Crisis is clearly far from over u. Leaders will be all too aware there should they fail to agree on a deal with the u. K. Before the december 31st deadline the economic turmoil will only get worse natasha bottler aljazeera paris. U. S. Democratic Vice President ial candidate camelot harris has canceled all events this week after her Communications Director tested positive for covert 19 the Biden Campaign has also confirmed that an employee of the Aviation Company that charters planes for the democratic candidate has also tested positive joe biden is said to have not come into close contact with the person although they were on 2 of the same flights meanwhile donald trump as a Campaign Rally in the swing state of North Carolina on his way to a town hall meeting to be held in florida biden will be holding a competing pow hall meeting in philadelphia they were due to actually. Take each other on in the 2nd televised the beijing thursday but it was to be held virtually after the president s corona virus infections but then trump refused to participate in the form how to show castro joins us live now from philadelphia so the news that. Canceled the all events what more do we know about the latest positive test and how much this matter. Will barbara certainly refocuses the events of tonight back on coded front and center we know course as you said there are 3 people within the orbit of the Biden Harris Campaign who have recently tested positive the campaign was very adamant that the 2 candidates and not come in close contact with none of these individuals in fact they were sitting in opposite ends of the plane and both harris and biden have tested negative according to their campaigns in within the last 24 hours and so we do expect joe biden to be entering the hall behind me in the coming hours where he will be participating in a town hall event without the president at his side of course thats a divergence from the regional plan this was supposed to be a debate with the 2 of them side by side once again by going at the moment with a sizable lead according to National Polls by 11 Percentage Points and many are saying that this race appears to be bidens to lose we have close 2220000 americans who have died of coded under President Trumps watch biden will surely again highlight that somber fact and just today the Labor Department announcing that an additional 898000 americans applied for Unemployment Benefits this last week with the economys restart seeming to sputter and President Trump very publicly on twitter. Walking out of negotiations with democrats on a still much needed economic stimulus bill to combat coded all of these are weaknesses to President Trumps candidacy shore to be pointed out by biden his campaign saying that his strength is to connect individually with voters he may have a chance to showcase that tonight under this town hall format now biden may not garner as many viewers as the president s competing town hall in florida however many are saying that because this is bidens race to lose hes already the front runner he has less at stake less to prove tonight. How does your caster with the latest from philadelphia thank you. What lets go to miami no speak on the gallagher who is there and also there i understand the is the president whos actually arrived just before that town hall meeting. In florida before that he was speaking at a rally in North Carolina did he mention anything about the positive covert test in the biden camp having of course recovered himself from covert 19. Not that im aware of no no tweets no acknowledgement that this has happened to the Biden Campaign perhaps not unexpected but it is important to point out that when the president himself contrite of covert 19 both july and joe biden wish him a speedy recovery but i think tonight the bigger question is how will the president perform in what is not a Natural Forum for him this is a town hall debate he may well face questions from undecided democratic voters who will ask him very pointed questions in particular about 1000 of course here in florida it was the epicenter for a great deal of time the figures are trending upwards once again the infection rate here is at about 10 percent this is very different from a trump rally in which hes just projecting to his supporters and not getting any questions back from them all it takes here is joining this hour long debate for one person to ask a very pointed difficult question for trump to potentially stumble and of course the other question is what does this do for democracy tens of millions of over 10000000 people have already voted but if youre still undecided and you want to decide between trump and biden both these town Hall Meetings are going on at exactly the same time on 2 Different Networks the network that is hosting trumps come in for a great deal of criticism for doing that so it is a difficult situation if you are an undecided voter to decide which one of these candidates you will watch but i think President Trump given that this is not is natural for him this is not a place that he normally does well people may well be watching his debate here in miami in a couple of hours and definitely will be interesting to watch and you know youll be monitoring that for us for the moment and the gallagher in miami thank you. Well coming up on this news hour from london from prison to Prime Minister to the interim presidency the rise and rise of kurdistans controversial new law. Security out in force across nigeria as protest or anger over at the span that police unit continues unabated. The largest Prisoner Exchange in yemen civil war has been taking place and so now more than 1000 detainees are being swapped between the who the rebels and the Saudi Coalition which backs yemens Government Exchange was brokered by the u. N. In 2018 but never implemented reports. A long awaited moment in yemen prisoners held in captivity for years read in the largest Prisoner Exchange between the warring factions the deal was brokered by the u. N. In 2018 but never implemented but this time who feel rebels and government representatives set aside differences hoping the swap could lead to thousands of detainees being liberated in the future. The implementation of this agreement will build confidence and indeed momentum by demonstrating a simple truth that peaceful dialogue. Gauche regime between the parties and deliver the road back to peace it was a carefully arranged operation saudi so the knees and government detainees boarded a plane that took off from who the hell son an airport their destination at the airport in saudi arabia. Or the same time who thier rebels were transferred from say human airport in southern yemen to santa any delay could have jeopardized the whole agreement there is one very important element in these raids it took place its taking place why the conflict is ongoing most of the time real detainees happen at the end of a calm not during a conflict and i think we should stress this and now be take it as a positive step i think theyve done something really hard. A separate Prisoner Exchange took place on wednesday brokered by oman the deal allowed more than 200 heard these stranded in amman to return home in exchange for the release of 2 u. S. Citizens detained by the whole thiis the rebels also sent back the remains of a 3rd american who died in captivity. Citizen living working in yemen and. Was imprisoned for 899. 00 days 2 years and 6 months in solitary confinement. And it was hell really had. Bad bad experience and i think. His majestys. For his assistance in getting us. The u. N. Held the Prisoner Exchange as a milestone its hope is to convince feuding parties to restart political talks to end the war in yemen. Un envoy Martin Griffiths faces a delicate task to hand encouraging the parties to do just that. But yemen is now more divided than ever the iran backed her thesis control most of the north the saudi backed government is losing ground and secessionists backed by the u. A. E. In the south whitening to declare a state of. The uns special envoy to yemen says progress is being made to reach a deal on ending the conflict diplomatic editor james bays has. Well this is arguably the most important positive development in yemen for almost 2 years the development came as the Un Security Council was having its monthly meeting on yemen and the Un Special EnvoyMartin Griffiths said he hoped that this development would mean more prisoner releases and wider political progress we have some good mirrors in yemen today. And as you probably know since this morning the skies of yemen have seen what i like to refer to as an edge of her. The parties are started releasing prisoners and detainees after the agreement they reached on the 27th of september in switzerland and this process will lead to the release of over a 1000 individuals all returning to their families this will bring immense relief and comfort to all those families who waited so long to be reunited as well as the other families close relations friends and members of their communities after speaking to the Security Council mr griffiths had a virtual briefing with reporters which i attended and he talked about his next steps he said that he wants in the coming weeks to have a meeting in person meeting to try and get more Prisoners Released there are thousands of prisoners still being held in yemen and he also wants progress on the wider political situation hes been working for 7 months with shuttle diplomacy virtual diplomacy to try and get the signatures to a joint declaration on the most important part of that will be a nationwide cease far hes sounding reasonably confident he says hes hopeful he can get that joint declaration signed within weeks and he says he wants to have it signed by the end of the year so positive news politically i have to tell you on the humanitarian front the news is not so good the u. N. Saying that the window for preventing a famine in yemen is closing fast. Lots more still to come in this news hour including some say it could be the solution to the corona virus others claim it would cause even more deaths we look at the debate surrounding her death. Living in peaceful coexistence until now how the conflict is affecting minority groups in azerbaijan. The coal for a herd immunity approach to tackling the corona virus has been dividing opinions lately there have been open letters published on both sides of the debate but what is herd immunity well its the idea that a population can be protected from a virus if enough people in the community develop in unity either through vaccination or exposure the immune members of the herd protect those who have not yet been exposed proponents argue that because most people who are infected by the corona virus suffer no symptoms let alone become ill or die the virus should be allowed to run through the community and checked while Vulnerable People are protected critics and that includes the World Health Organization argued that with the death rate of about 2. 6 percent encouraging the virus to spread would lead to an enormous number of deaths well lets get more on this now with dr tom frieden hes president and chief executive of the u. S. Group resolve to save lives and former head of the u. S. Centers for Disease Control and prevention between 20092017 sorry its a real pleasure to have you here on aljazeera thank you so much for joining us to join us live from new york so youve heard i guess my explanation there where do you stand on the role of herd immunity do you think there is a role for it in the various countries approach to dealing with covert 19. First let me make something clear this is not a scientific disagreement there is close to unanimity that the idea of letting the infection run rampant and protecting the vulnerable is a delusion its a dangerous idea it is bizarre it is not scientifically supported and it would result in hundreds of thousands of percent preventable deaths in the United States and millions of preventable deaths lobel e. You know you see this often you saw it with tobacco you see it with climate where you have 99 scientists saying one thing and one scientist saying another one the news its one to one but the fact is that herd immunity can occur with an effective vaccine but trying to get to herd immunity to natural infection would mean getting there through graveyards filled with hundreds of thousands or millions of people who did not have to die. It when you say one to one in fairness what only speaking to you for your view on this is so in light of that why do you think it keeps on being mentioned do you think it is often a genuine misunderstanding because as you say herd immunity works when people are vaccinated and even then i think its around 90 percent of the people they need to be vaccinated for it to be effective and you think its being used as a bit of a political ploy by governments that simply dont want to give unpalatable options. Theres an old saying that for every complicated problem theres a solution that is quick simple and wrong and when it comes to coded this idea of letting it run rampant and protecting the vulnerable is that wrong idea its wrong for a few reasons 1st in order to get the herd immunity no one knows what proportion of people would have to become infected 607080 percent or more no one knows how long immunity lasts in people who are infected or what proportion or are immune but in the us weve already had more than 215000 deaths and thats with about 10 or 15 percent of people infected so multiply that by 4 or 5 or 6 youre talking about hundreds of thousands or 1000000 more deaths to get to herd immunity furthermore the concept that we can protect the vulnerable is just deeply mistaken in the us Nursing Homes have been hard hit but only 3 percent of people over the age of 70 live in Nursing Homes people live in Multigenerational Families were all connected and the more we recognise that were all connected the more we recognise that the only way to protect the vulnerable is to protect all of us to reduce the spread of koga and we can do that with a 2 fold approach reduce the number of infections and then clamp down on infections when they do occur youre induced infections by wearing a mask washing your hands watching your distance and reducing risky indoor exposures and you clamp down on it by a strategic testing approach that rapidly isolates patients so they dont spread it that warns contact so that they dont spread it to others and countries all over the world including many in africa and asia have done this successfully we need to do it in the us europe is struggling as you mentioned earlier with a big resurgence now with of those measures are needed theres no one thing not even a vaccine is going to make this virus magically disappear theres no fairy tale ending here were going to have to learn to control it by working together and recognising that we really are all connected. We have seen as you mentioning the countries right around the world the infections rise even perhaps some European Countries that took to Wearing Masks and distancing relatively easily to other countries like the u. S. Perhaps that were a bit more resistant do you think that a rise in infections was inevitable because society started opening up or do you think that people really still havent got the message about distancing and masks are now crucial that is i dont think its inevitable that will continue to see increases i think were continuously learning more about how we can control the virus the more we learn about masks the more it seems they not only protect other people they may protect ourselves they may even protect you against severe illness if you do get infected the more we understand where its spreading the more we can reduce that in the u. S. We are seeing spread at social events weddings funerals social get togethers in College Campuses fraternities and sororities so the more we can find out where its spreading and control it there the more we can allow other parts of society to open we do want to get social activities back particularly in Person Learning is so important for students particularly lower income students so we agree in Public Health with the need to manage the virus so we can manage our economy we cant ignore the virus and expect to be able to reopen our economy are you worried by the Current Situation i suppose in the u. S. But really around the world. I am we are not in control there are wonderful Success Stories from countries all over Europe Asia Africa where youve seen countries that have been guided by Public Health and have supported Public Health have been able to keep cases low and get their economy back faster and thats the approach we need everywhere whether its iceland or germany in europe where you see very effective programs or senegal uganda rwanda ethiopia in in in africa or taiwan hong kong south korea in asia there are or australia and new zealand there are really good examples all over the world this is doable but it takes all of us working together but staying apart dr tom frieden president and chief executive of the u. S. Group resolve to save lives and former head of the u. S. Centers for Disease Control and prevention sir its been a real pleasure to have you share your views with us here thank you thank you so much and i speaking with you now many cities in the u. S.
