We call for an agreement on a Constitutional Foundation and to organize president ial and parliamentary elections we look forward to a Strong International support in this regard and contribution of the United Nations to provide the requirements for a successful election an election that the libyans have awaited the for too long they will end such elections the legitimacy crisis. And the libya a lot of libyas funds have escaped outside the country therefore we call on states to which these funds have escaped to reveal these funds and to assist in reclaiming our resources in this regard we would like to refer to the frozen assets and funds of the libyan sovereign funds since 2011 because of Security Council sanctions we emphasize that the purpose of these sanctions is to preserve libyan assets and funds and not to continue to erode the libyan funds what is effectively taking place is that we are suffering great losses because of their frozen status. Since march 26th and on the losses we have suffered and we have called for an amendment of the sanctions regime but unfortunately there has not been a response for our legitimate request to date mr president my dedication supports the reforms led by the United NationsSecurity Council secretarygeneral and despite the progress achieved of the most important organ in the Security Council remains without reforms its become important to reform the council that no longer reflects the 21st century.
