Their support for the w. H. O. A spike in corona virus related deaths in sweden 170. 00 people die in 24 hours sparking criticism of the governments soft approach but south korea it appears to be a mandate for the governments pandemic plan the ruling party is projected to win a general election where people voted Wearing Masks and gloves. And. A soldiers tribute for covert 19 warriors and 99 year old british war veteran raises millions of dollars for the countrys National Health service. The World Health Organization says it regrets the u. S. President s decision to cut funding to the Global Health body donald trump is accusing it of mishandling the covert 19 pandemic but the head of the w. H. O. Says that his organization is vital for handling this crisis and its performance is open to scrutiny. W. Chose performance in tackling this pandemic will be reviewed by w. Just Member States and the independent bodies that are employees to each will try to spot and see an accountability for that might really involving all responders this is part of the usual process put in place by our Member States no doubt areas for improvement will be identified and there will be lessons for all of fires to learn but for now our focus my focus is on stopping this virus and saving lives hours after trumps decision a Us Federal Department the centers for Disease Control which has been leading the fight against the corona virus there praised the w. H. O. Troops move has been widely criticized the European Union says there is no justification for washingtons decision when quote their efforts are needed more than ever while the u. K. s reinforce that it has no plans to cut funding we have 2 correspondents following developments on this story our White House Correspondent kimberly how could a standing by with the u. S. Reaction but 1st lets go live to Charlie Angela for more on the w. H. O. Its reaction to Donald Trumps decision the director general charlie was very diplomatic about it as youd expect what else did he say in his press briefing. 3 to the guy who chose mandate which is to promote Global Health and he did say that the us has been a very long standing friend of the w. H. O. In hopes that they will continue to do so but he did say he regrets the president s decision and he was asked numerous times by just by journalists what this cutting funding will mean for the various programs he did push back against that saying we really need to do an assessment before we can answer that question but we do know that even before trumps announcement the organization was looking into potential cuts to some already underfunded program they remember that goes far beyond just the Coronavirus Crisis theyve been working for years on eradicating diseases like polio measles and bono they also do a lot of research into cancer and Mental Health and we already know tonight that the European Commission is offering to step in to help with some immediate funding gaps and theyre planning an online pledging conference on the 4th of may so well see what kind of amounts come out of that he also said as you played in that sound bite that theyre not you know theyre not saying that theyre not open to criticism and of course their performance in how theyve dealt with this pandemic will be assessed by the various Member States who contribute to their funding at the end of this pandemic now is just not the time and they admit there will be lessons to be learnt and theyll be areas of improvement but right now he said we need to stop the virus we need to save lives and he said it more than once that solidarity is the name of the game we just need to get on with this job and as you said there has been some condemnation from various countries in europe about trip President Trumps decision from germany from france from the u. K. Some particularly strong words from the European Union as well from the burrell Foreign Policy chief but from the w. H. O. Themselves have a dignified response perhaps hoping now. To engage in a war was with President Trump perhaps hoping that we might see a reverse of this decision and really are asking to be left alone to get on with the job look like its pandemic out of there as Charlie Angela reporting live from london charlie many thanks indeed lets bring in our White House Correspondent kelly how could bend is live for us in washington so committee you have one Government Agency appearing to contradict President Trumps view on the World Health Organization yeah its very unusual because well the u. S. President is defending his response to the statement from the white house he says will never hesitate to take any necessary steps to protect the lives health and safety of the American People and hes accusing essentially the World Health Organization of parroting Chinese Government claims that there was no human to human transmission of the virus theyre also saying that it was too slow to declare a Global Health emergency and even that the body is china centric you have on the other hand a member of the president s own Coronavirus Task force saying very publicly here on National Television of the United States essentially praising the body saying that the center for Disease Control has worked very well with the World Health Organization and that there has been this history essentially of this partnership and its effectiveness t. D. C. And jones had a long history of working together in multiple outbreaks or out the world as we continue to do in this one and so weve had a very productive Public Health relationship we continue to have but can really is it even in the president s power to cut funding as the World Health Organization. The short answer is no in the United States its congress that controls budgets the us president puts forward his proposal but its congress ultimately that approves this budget and we should point out that this sort of attempt to cut the budget of the World Health Organization at least in terms of the u. S. Contribution is nothing new in fact the u. S. President had already reduced his request to congress for the World Health Organization and already it was raising eyebrows and there was an attempt to mitigate essentially the effort by the white house to try and cut this budget now there has been a reaction on capitol hill to the president saying that he is withholding funding pending a review of the World Health Organization House Speaker nancy pelosi saying this that the decision by donald trump is dangerous and illegal and will be swiftly challenge so its very clear that the members of congress who oppose this decision are going to use every sort of tool in the tool box if you will from a congressional side its a coequal branch of government with the white house in order to make sure that this money to the World Health Organization is not halted a White House Correspondent kimberly how could reporting live from washington kimberly many thanks indeed lets compare the World Health Organizations response to that of the u. S. Government on december 31st china notified the w. H. O. Of a new type of pneumonia the agency created a crisis group 2 days later china notified the u. S. Of the outbreak on january 8th by january 14th w. H. O. Said that the virus was spreading human to human the next week it was the 1st u. S. Case in Washington State trump said at the time that the situation was under control. By the end of january the w. H. O. Declared a public Health Emergency in the us and sort of a task force the warnings that millions could die trump then placed restrictions on travelers from china the w. H. O. Worried that this would only increase fear and stigma in the weeks that followed trump said repeatedly and falsely that warmer weather would kill the virus by mid march the w. H. O. Declared a pandemic eric hamm as a political analyst he joins us now live from washington d. C. Eric where do you stand on this controversy does the president have the right to do to threaten to cut the funding of the World Health Organization. Well typically based on how the laws are written by congress they typically will write in there where exactly the funds are supposed to go and if the money is actually allocated to the World Health Organization and the president actually signs that legislation into law then its very difficult for the president to actually move that money or decide that he will no longer fund that operation and in fact were seeing Something Like that play out where the president has sought to actually move monies that congress has allocated particularly for other military matters in the president has sought to take those funds and move them to build this or so what the president is doing as it relates to the funding for the World Health Organization is something that we have seen the president attempt to do since coming into office and thats why now youre seeing legislation written by congress particularly as it relates to appropriation funding where theyre actually taking a much stronger stance as to how that money is to be allocated are and so whats the president up to here it cant be to do with with saving money i mean its the blowing a huge hole in. The federal budget is it. No actually what were seeing from the president is just another blow at the multilateral engagement that the United States has so diligently worked at for the last half century or more and the president going after that war d World Health Organization is very similar to what we have seen from the president pulling out of the paris climate accords going after the g. 7 after nato this is a president who has issues multilateral engagement in organizations and quite frankly its something that his base finds to be very popular in this resonates with that base and also given that over the last few days we have seen the president we have seen criticism of the president for his delayed response to adequately addressing the cole in 1000 response in the United States and so this is a welcome opportunity for the president to find a scapegoat that he can latch on to and he can attack so this is political hes throwing shade on his own response to the pandemic absolutely he is going to have to because again if you go back to january this is a president who was very laudatory who was very who shout a lot of praise both on china and the World Health Organization for their response and for their handling of the code 19 al break and now here we are and april the United States is leading the world both in contractions as well as deaths from this pandemic and now the president s Approval Rating is slipping the United States is heading towards a recession and this and now the president is is again trying to reshape the narrative and hes using the World Health Organization as a convenient scapegoat but to be clear the World Health Organization does have some questions to answer in terms of its response to him talk about his his his base and appealing to his base i mean surely that they they must be aware through u. S. Media of the criticism thats been levied against the president for doing this. Well yes i mean if you look at the numbers as of late 1 the overall response by the American Public of the ringback the the federal governments handling of the kobe 1000 response has been dismal in fact that Many Americans do not have confidence in the federal government to adequately address the pandemic outbreak in addition to that the president s Approval Rating which was at an all time high just 3 weeks ago has precipitous lead begun to drop since being in addition to that what were seeing is that the president also is losing a very badly to joe biden and mythical one on one matchups not just nationally but also in key states that the president is going to need to win so the president ever looking forward to the november election and now the president in this attempting to really try to rewrite the page on how this process is playing out erick pretty good start too many thanks indeed for being with us erick and lives in washington this is the news hour from up to 0 still to come in the program fears that the pandemic is spreading undetected through palestinian communities in occupied East Jerusalem well take you there. Plus broken promises of left migrants and cali stranded at the mercy of the coronavirus. Germany will begin to lift some coronavirus restrictions from next week some shops including bookstores will be allowed to reopen and finally have pupils will be going back to school early and may lodge events though remain banned until september germany has one of the lowest covert 19 fatality rates in the world live out of bolin as the rest and when it came can tell us more so even though lockdown restrictions will begin to ease starting next week dominic chancellor merkel says the people will still have to abide by a social distancing measures. Yes and shes really keeping as many people as possible so as a small to protect themselves and of when they go about their business as things start to relax people start to work those people who would. Perhaps to be nonessential workers and so now people who would do you have Office Working working from home those people she says must now when they go back into society must when moss will be clear about the restrictions that are the same in the introduction on not things of next week what will shops stolz and book shops and those sorts of things anywhere that falls into that category which has a surface area less than a 100 meets is will be able to reopen but with those sorts of restrictions in place is the point here is all those he was saying the more some of the rate is amongst the lowest in europe and will vote more than half of all the people whove been infected in germany have recovered by now the government is still very very cautious because it doesnt want to have a flare up of the burning virus again but it also doesnt want to damage the economy any more than is absolutely necessary during these locked. Out zeros to what it came reporting live from berlin dominic many thanks indeed sweden has reported a shop rise in the number of corona virus related deaths a further 170 were confirmed on whether to stay up from 114 on the previous day more than 1200 people have died with the virus in sweden and nearly 12000 have tested positive so it has taken a much more liberal approach to the pandemic resisting the national markdowns of other countries how does the us paul race as a moment reports on questions that surround swedens more relaxed approach. One of the concerns is that the the mortality rate is twice in sweden what it is in denmark the Health Agency says well theyre taking a different approach that they think is sustainable that they think will serve them better in the long term but thats based on 2 pill is really one of them is that 10 years ago here they had a large scale pandemic simulation. Which is largely a policy this time around and the 2nd is based on Actual Experience pandemics have hit sweden before and one of the 8 particular peculiarities of sweden is that although it has population concentrations house a lot of isolated places as well and in previous pandemics those places were extremely isolated because transport wasnt what it is today and they notice thought when the 2nd wave of a pandemic hits those areas were really ravaged because they hadnt had any buildup of immunity in the 1st wave now thats no consolation for the people who had family members friends. And theres more than a 1000 and sweden has recognized its failed to protect people properly in elderly homes a huge number of deaths there and also the Somali Community and the ring could be area of stock i suppose what american viewe
