a call for action from residents of one of the world's most polluted capitals. i'm going to go with your sports the asian champions league is the latest competition to be affected by coronavirus with all matches involving chinese clubs perspire and until april. i. follow the world health organization says the corona virus that's killed hundreds of people and infected thousands of showing no signs of mutation and has not caused a pandemic so the global death toll stands at 427 all but 2 of those have been recorded in mainland china and more than 20000 people have been infected and there are now examples of 2 people contracting the virus without being in china one got sick in thailand the other in singapore a cruise ship is under quarantine at a port right there in japan a passenger who got off that ship in hong kong was later confirmed with the virus let's bring in scott heiler he's joining us from beijing where the leaders have been speaking and they're calling this epidemic is a major test of china's system what are we to read into those comments. they are they've said that there are short comings and difficulties in the way that they've dealt with this so far you know that that kind of goes from the low levels of government all the way up to the 7 most powerful leaders here in china know 2 times since this crisis has really surfaced over the last 10 days the pope or a standing committee has met that's the 7 most powerful leaders in this nation led by xi jinping the president and they met just within the last 32 hours 24 hours and they said that there were shortcomings and problems with the way that this was handled so obviously that's a big admission now later in the day we heard from the health commission the national health commission and they said that they do not yet see what they called a turning point a century when the numbers of those infected and deaths related to corona virus they haven't plateaued or they haven't gone down so right now it's still on that upward trajectory so there hasn't been a turning point just yet they say that they you know they're expanding their resources every hour you know they built a new hospital on monday specific to the coronavirus patients they're building another what they've been building another one that should open in a day or 2 probably the next 24 hours so they'll have about 2500 hospital beds new hospital beds to deal with the crisis so they're saying it's very challenging but they're trying to really step up to the challenge right now and obviously they're catching up as well they say that they need more medical supplies particularly the masks and the garments that the health workers have to wear when they treat those infected they say they're turning up the manufacture of that in country but they've also asked for help to emergency procurement of those types of materials outside the country as well yeah and significantly scott lee we also heard from the world health organization a few hours ago who is warning against the spread of misinformation when it comes to the coronavirus. yet when you look at and this is interesting when the world health organization lead for this kind of talk through you know there have been cases of this and other epidemics around the world so it's something that it's characteristic of a situation like this but i think it's been maybe amplified a little bit more because you have social media and you have so many people on social media here in china and this is what this is how they said it's such a dismissive dissin from asia misinformation is such a dangerous thing when you do is if you did make. that in addition to the if you did make of diseases we often have a new piece of information and this is what we call intra day mick and it's really an if you did make of this of information that you securely as a same time and every i'll break as to make to we have realized over time that. we could be really not sticklers for a good response and humper effective implementation of countermeasures and to counter that they said it's very important to get clear correct information out through the media the same channels the same online chat rooms the same different apps that the people here in china use regularly so they say that's the way to do it and also to have the government and continue with what they're doing and that is the public service announcements and campaigns to tell people exactly what they do need to do ok scott hyla thank you for that update from beijing. now hong kong's chief executive has defended her government's handling of the coronavirus but health workers don't think she's doing enough they're on strike demanding that kerry line close all the territories borders with mainland china adrian brown reports. as hong kong confirmed its 1st death from the virus a quarter of its doctors and nurses went on strike seriously affecting emergency services several 100 demonstrated outside the offices of their employer hong kong's health authority they say the complete closure of hong kong's border with the mainland would help prevent the disease spreading then members of the new union born out of the protest movement politics have now entered this growing public health emergency hotline thing i hope the government quickly listens to our demands quickly closes all the borders and brings this epidemic under control by choose day 10 of the 13 border crossing points with the mainland were closed but the bridge to china remains open now one of the few ways into or out of hong kong when this bridge opened almost 3 years ago it stood as a symbol of the deepening links between hong kong and china today it stands as a symbol of the few border links that now remain between the 2. hong kong leader kerry lamb is resisting calls for a total shut down of the front here saying it would go against the guidelines of the world health organization and rejects accusations that her administration is the one playing politics i certainly would not agree with the allegation that we saw for not addressing this public health concern adequately and suddenly i don't agree with the allegation that we are putting politics of public health the economic fallout from this emergency has spread to the nearby gambling hub of macau popular with mainland tour is. it's all casinos will be closed for 2 weeks in new han a new hospital built in just 9 days has begun treating patients another 3 mobile hospitals are being assembled in a rare move china's government has appealed to the outside world for help saying vital medical equipment is needed including more face masks and protective clothing for medical workers doctors also say there's a shortage of testing kits are in another unusual development china's top leadership has admitted to shortcomings and failures in its response to the crisis the politburo standing committee chaired by president xi jinping warned that officials who failed in their duty would be punished that amounts to a public acknowledgement that they failed the people adrian brown al-jazeera hong kong. well china is saying that it's in need of more medical supplies tries to contain the virus and malaysia is one of the several countries that's helping florence louise in kuala lumpur with details on what's being done. malaysia has joined japan south korea and several other countries in donating medical equipment to china as it struggles to contain an outbreak of corona virus now on monday the chinese government made a no joint appeal for more medical supplies to be delivered to china now in addition to the to base which is the province at the center of the outbreak other cities and provinces have also made it compulsory to when mom went out in public and what you see behind me is the result of a donation drive organized by malaysian non-governmental organization indeed but the. these items were donated by members of the public companies dropped off at various points across the country and then brought here to be loaded onto a commercial plane that flies to shanghai malaysia has recently brought back more than a 100 and the family members who have been stranded in on the capital of the bay and now all that's number 2 have been admitted to hospital for showing signs of throwing a virus infection whereas the rest of the eventual quarantine center where they will be kept on the isolation and observation for 14 days now and the government recently confirmed to use cases of corona virus bringing the total number 10 now unlike other countries in the region malaysia hasn't yet banned visitors he's been to china in the past 14 days but it has restricted entry to people coming from the base of the. plants more head on the al jazeera news hour including. students in baghdad as the protest movement in iraq here's to a friend turned. back to the ballads. ochs celebrations in malawi is the constitutional court and now as the results of last year's presidential election and kobe bryant's death continues to weigh heavily on the bron james we'll hear from him in sports. but 1st the race to decide who will be the democratic candidate in this year's u.s. presidential election has had a stumble on the 1st day results from this election in iowa couldn't be declared on monday night now local party officials blame inconsistences and reporting the council say they need more time president trump has weighed in we'll get more on his reaction from john hendren who's standing by in des moines iowa but 1st this report from allen fessor. was. it was a night of frustration and questions in iowa after people cast their votes in the democratic caucuses the process of adding them up and sending them to headquarters was plagued with technical issues it created a terrible image as the country watched the 1st real contest that the 2020 election tun into a farce. the candidate's decided to claim victory and move on leaving iowa and its problems behind bernie sanders is looking like the eventual winner of the self described democratic socialist finished another 2nd 4 years ago now he believes he's taken a big step to securing the democratic nomination to gain marks the beginning of the end but donald trump was. here mose dangerous president in modern american history the biggest loser of the night is shaping up to be former vice president joe biden for a man who campaigned on electability it's not clear to even finish in the top 3 normally that would kill a campaign he played to continue to work on immigration. was south carolina well beyond the nest of more. elizabeth warren seems to me to solace show it was suggested the massachusetts senator would be competing for the same grind with bernie sanders she says the result sends a message tonight she's already showed that americans have a deep hunger for big structural change it was also a good night for the youngest candidate in the field near people the 2 jets had no problem the clearing victory by all indications we are going on to new hampshire victorious was. for others there's a question on how long they can sustain their campaign though for 2 years apart getting to have their say. on the republican site no technical problems and a clear and predictable when for president donald trump has 2 opponents but even getting 3 percent of the vote. as the campaigns all were demanding to know what went wrong it's not a good look for the democrats as a stamp on the road to the white house it's also not good news for iowa which is keen to retain its flush than the nation status when it comes to help picking the candidates. des moines and now let's get an update from john there he is he is joining us from des moines as well so where are we when it comes to the results don . well it's the democratic party that ran this election and they say it's not a glitch it's not a hack the russians haven't hacked into this system it's just a problem with delivering the information they say there's a system integrity problem they did for the 1st time this year ensure they have a paper ballot to back up everything a presidential preference card that every voter has with the problem seems to be in getting the results from each of these 1600 precincts to a central spot where they can reliably count all that information and by all accounts that system has been a complete failure many of the candidates have gone on to new hampshire any close to judge andrew yang and elizabeth warren all in new hampshire now what it's meant is that on this 1st day when democrats wanted to show that they could replace the trump government. they had trouble doing that and their memories of the obama health care website which crashed on the 1st day famously this was a day when they really wanted the attention to be on their effort to replace donald trump a day when he is giving his state of the union address on a day before he's expected to put it in his impeachment trial by the senate and it's just a mess. so john know what sort of question as all of this raising about the press. well the 1st question it's raising and it's being raised by the president of the united states whether the democrats are capable of running this country he calls it an unmitigated disaster his campaign secretary put out a statement saying these are the people you want to run the u.s. health care system it's really called into question not just the democrats leadership but the whole caucus system itself most other states primaries and there are voting systems that are electronically tested. and this is sort of a more informal system last night i was at a caucus where they had trouble determining how many voters there were in the arena and the reason for that is that they put them in different sections. and they do a head count based on how many people are occupying the seats but as it turned out people had their children in those seats people who are not eligible voters and they had to do the count over and over and it took them a while you know to decide just how many people there were and then how many people were voting for whom that gives you an idea how this system doesn't always work smoothly and it's certainly going to be called into question they've already tightened up the rules on this having that paper background. system where they can check every vote in the end that may save them because it may mean that in the end they're able to report reliable numbers but the fact that they can't do it within a number of hours really calls into question the democrats' ability to do this and the entire caucus system the republicans are taking advantage of that they're exploding with criticism of the democrats on twitter and elsewhere and the democrats don't really have an answer. as a republican strategist on the president's strategy. joining us now from stanford that's in connecticut thanks for speaking to us on the al-jazeera news hour or so as a reporter john hendren was saying the republicans really wasting little time in hitting out the at the democrats on the problems that they're facing over in iowa but when you see that the president's son eric trump has tweeted this mark my words they are rigging this thing what a mess this is why the people don't want the dems running our country so without evidence he's sowing distrust in the democrats what do you think about that. i think that on the one hand obviously that's not what's going on i don't think that they are rigging the results here they obviously implemented a very poor system and now we're going to have to wait and see whether that system can deliver and how quickly but i also think that it's very shrewd messaging on the tram campaigns part because the reality here is if you look at different candidates and you look at their supporters and how willing those supporters are to back other candidates and suspicions that they have about the process being rigged you have 6 a situation where bernie sanders supporters genuinely do believe that the system was rigged in 2016 with some basis they do believe that it will be rigged again in 2020 and they are the supporters who are the least likely to be willing to support any other democrat in a general election against donald trump so i think that the campaign is handling this in a very shrewd and intelligent fashion even though it's dishonest and i think that it's misleading is there a clear favorite for you how do you see this playing out when we eventually get the results. i mean that's really hard to say without knowing what the results are i do think that this is very likely to increase demands for an and to caucuses in iowa they have been plagued with errors and problems and just a wide array of issues for many many years on both sides of the aisle these seem to be the most severe there are people who are saying these will be the last iowa caucuses that you will see and you will see a shift to primaries going forward that very well may happen although i would never underestimate the willingness of iowans to hold on to their very very very adamant about that but i think that's one potential consequence i think another potential consequence is that when we eventually do find out who is the winner of this of course it will matter when it comes to the delegate count that's how the nomination is decided but at the end of the day whoever actually won the thing may not get any sort of a bump or any sort of a ride out of this this could be very beneficial at the end of the day to a candidate like joe biden even if he did come in for orthe you know if you go back to 2008 and you look on the republican side john mccain came in 4th in the iowa caucuses and he went on to be the nominee and i think that joe biden is probably looking at this situation right now and saying that this could be extremely advantages to him and just look at head for us with new hampshire coming up in line with will all of this out of iowa be forgotten by the time new hampshire rolls around and then how important does then new hampshire become. well i think in general as these as these contests play out very very quickly whatever came before it actually is forgotten and forgotten so regardless of what's going on with this caucus and these errors and these problems i think the reality is that the focus is already shifted to new hampshire it inevitably would have done so you know i think the fact that so many candidates were already out of iowa last night has made it so and so yeah naturally i think that you know iowa will continue to get some attention in so far as it demonstrates real problems that the iowa democratic party obviously has in terms of running a contest but at the end of the day you know it's almost done and forgotten already in some regards all right so we will see what happens later thank you liz mair for a speaking to us from the u.s. now the president is set to deliver his state of the union address on the eve of his expected acquittal in his impeachment trial looks ahead to what the president is likely to say during the senate impeachment trial to decide whether to remove him from office u.s. president donald trump said he'd like to address his accusers directly. and stare in their corrupt faces on tuesday he'll get the chance when he delivers his annual state of the union address to the u.s. congress it will be the 1st time trump speaks to lawmakers as a president who has been impeached it will also come just one day before trunks impeachment trial is expected and that acquittal. meanwhile administration officials insist the president who likes to go on the attack will instead focus on his successes. the speech is titled the great american comeback trump is expected to tout the solid job market low unemployment and health care advances. trump will also continue to promote his wall of the southern border which is caustic the u.s. billions of dollars in spite of his promise that mexico would pay for it foreign policy officials are being deliberately vague on the content but expect the ongoing trade war with china to get at least a mention and the killing of isolator alba baccarat al baghdadi by u.s. forces in october as well but 6 6. last year trump delivered his remarks as the justice department conducted an investigation into allegations trump's campaign worked with the russians if there is going to be peace and legislation there cannot be war and investigation but aside from that brief mention trump steered clear of any vitriol and that's why it's so incumbent on this president to look presidential so this is an opportunity for the president to actually set the stage for what another 4 year term in office will look like with president trump's expected acquittal in the senate both republicans and democrats are now leaving the decision on trump's future to us voters in november election kimberly helped at al jazeera the white house. as former president daniel arap more who led the country for 24 years has storm bring a lot of messy weather 1st of all here across the rocky mountains i wanted to give salt lake city this is what it looked like 24 hours a snow brought about $48.00 centimeters across the city of salt lake of course is a big hub it well as well flights were canceled delayed across the area schools were closed and they saw about $250.00 accidents across the state on the highways because of the very heavy snow there well salt lake city has improved but now it's down towards denver this in a lot of snow as well temperatures have dropped right now to about minus 12 across the region and the rest of the day today is going to pan out with a lot of severe weather here across much of the southeast we're talking severe weather with thunderstorms the possibility of tornadoes as well as damaging winds across much of the southeast all ahead of this weather system that is going to be pushing through as a push through the southeast the northeast tomorrow we're going to be seeing a lot of snow but we're also going to be seeing the potential of a wintry mix and possible icing so that's very dangerous anywhere across much of the northeast as well as into parts of southern canada we're going to be watching that very carefully as well but it's really not until friday that we start to see a break down here towards the south but still dealing with a lot of heavy rain as well as snow up than a year after people voted for a leader the constitutional court has an old last year's disputed presidential vote citing widespread irregularities or which also has more from the capital a long way. the capital is an opposition stronghold and some people will say that they would be filing things didn't go the way. like the constitutional court and now that i may have election is out and frankly the blatancy been out within 150 days obviously supporting the gathering in the. meeting by the way is going to be the mood is that he didn't think in the ruling he had the any design with will. be in the living thinking one thing is going to meet and they're going to dictate for each side what to do with the electoral commission that bloody that's the new kings of the siding. i think all going to be 50 i think to be. put in place to make sure all the issues that sold out in the maze election repeats in south. antigovernment protests counts in iraq appears to be fracturing over the appointment of the prime minister. and. many demonstrators have rejected the nomination but the influential. has backed off and threaten penalties against those who continue disobedience similar reports from baghdad where students have been on the streets. no money no study is just one of many slogans we have heard during this student march today hundreds have turned out to boyce their opposition to the appointment of the allow as the prime minister designate and they're also criticizing shiite clerics for an dorsett and of course this march comes at a critical moment it just comes just days after a split within the protest movement between the followers on one hand and the other protesters who reject allow islamic nation this march to their numbers to show that the protest movement is not over despite mohamed allowing being appointed as prime minister and the students are determined to keep their demands for an independent candidate are met even if that means putting their own future on hold. and meanwhile the government in iraq is trying to get people to switch from imported fuel to gas produced in the country itself all new public transport vehicles must run on liquefied petroleum gas or l.p.g. but despite awareness campaigns and government subsidy users are reluctant to move away from traditional steel some of the reports from back. then. that's the sound of a cleaner start. talks he now runs on iraqi produce the good fight between good guys and. his daily fuel costs is nearly a 3rd of what he used to pay for breaking the petrol. for sure it is more economical and hence more profitable incentives paying $16.00 per day for fuel now a pair run $6.00. it's mandatory for new public transport vehicles to install in p.g. kits although the law was passed in 2016 it was only implemented a year ago the oil ministry subsidizing the installation instead of a $1000.00 it costs around $400.00 to install an l.p.g. kit. any new project faces resistance the oil ministry has tried to tell people that there is no danger as the cylinder doesn't explode because it's a safe and with international standards the gasket is safe and complies with international standards there is propaganda to defame the ministries if it's just need some time so people start to understand the benefits of l.p.g. . there are up to $6000000.00 cars in the iraqi capital more than $500.00 are registered every month with no new roads or bridges the summer of 013000 officers and $600.00 cameras still can't prevent gridlock the traffic department is encouraging the use of alternative fuel to these baghdad's public transport spews fewer emissions. we have installed gaskets on different types of vehicles there have been no accidents or explosions through word of mouth other drivers are also beginning to see the benefits. that's the case among many drivers who started using gas powered taxis. yes of course i encourage all drivers to install it it's safe and nothing wrong will happen. people say it's not safe to use the gasket i have witnessed 2 incidents with friends cars who did not have the kit their fuel tank caught fire because of loose wires in the fuel pump. is the 2nd largest producer of oil producing opec nations and is trying to reduce its gas flare at defining much over all its liquefied petroleum is a readily available byproduct the pilot. if transport is meant to reduce the carbon footprint and expensive refined imports the government plans to expand it to hospitals restaurants and even homes but it still needs to convince iraqis that it is a safer cheaper and cleaner alternative some of the garbage out of there but. libya's rival leaders are meeting in geneva for talks aimed at ending years of conflicts speaking at a news the few days the security council will come to its 1st is illusion that reaffirms this and i also hope that those who are exporting these understand that that is already more than 20000000 pieces of bulletins in the country the united nations says more than half a 1000000 syrians have been displaced in the northwest in the past 2 months damascus backed by russia is trying to take the last rebel held area which is mostly made up of the province but the u.n. says many people are in urgent need of food and shelter in just 2 months more than 520000 people have been displaced from their homes the vast majority of them being women and children. many of the displaced had left with nothing but the clothes on their back and what they could pile onto ramshackle the cold and the need shelter food water and sanitation to poor health support emergency education and not least protection. and an additional $280000.00 people from urban centers on the him for him to find a highway axis that runs through the area are at imminent risk of displacement if ongoing military operations continue while the head of sudan solvent council has agreed to start normalizing ties with israel but sudan's government says it was not informed the israeli prime minister benjamin netanyahu announced the decision after traveling to uganda for a meeting with president 70 been thought to what han but the sudanese cabinet says that was the 1st it had heard of any efforts to create bilateral ties between the countries or the strain in relations can be traced back to when sudan hosted in 1967 post arab war summit in a cartoon where leaders of several arab nations issued a formal position not so recognized negotiate or peace with israel and israel for years considered sudan a security threat because under the deposed leader ahmed bashir it supported hardline armed groups israel also believes iran use its on as a conduit for smuggling munitions into gaza. accused israel of being behind the 2012 explosion at a munitions factory in hearts and an attack on an arms convoy in 2009. 3 members of an iranian separatist group have been arrested in denmark they're charged with spying on behalf of saudi arabia they've been under investigation for more than a year they were accused of collecting information on individuals in denmark and abroad and passing it on to saudi intelligence officers they missed with already say they've also charged in absentia a member of the iranian intelligence service who's accused of a murder attempt on one of the activists is the director of the gulf affairs institute in washington and he says denmark looks dimly it being used as an era for the long simmering conflict between saudi arabia and iran. essentially the tensions of the gulf and the confrontation between saudi arabia particularly and iran apparently has spread beyond their borders as a matter of fact beyond the region in this case immigrants that happen to be welcomed in scandinavian countries that have brought the conflict it together we know with them together and their new countries of refuge and therefore this frustration that we sense today. denmark and other scandinavian government and they're upset never meant that both actually saudi arabia and iran for allowing this conflict to spread over across borders and and come to own security wise in this case the dentist government and this is the prostration we heard from the head of the intelligence system system and then denmark mr anderson the foreign minister also kofod he has also voiced essentially the same complaint against both countries saying that these types of spying operations are serious and unacceptable as far as the dentist government is concerned. cancer is the world's 2nd biggest killer your only thing that causes more deaths is heart disease but the world health organization says millions of lives could be saved if the gap between rich and poor nations can be bridged in the fight against the disease around one in 6 deaths are caused by cancer last year nearly 10000000 around the world and the number of cancer cases has grown sharply in the last decade and it's expected to nearly double over the next 2 decades lung cancer is the deadliest type followed by colon stomach stomach cancers. more than $2000000.00 people die every year from cancer caused by tobacco products air pollution is also leading to an increase in cases and accounts for 29 percent of deaths and diseases from lung cancer the doctor and he is a cancer control technical officer at the world health organization he says investing in cancer care in poor countries can save money in the long run. we know that the cancer burden in poor countries is increasing quickly if we focus on prevention now we can avoid the cancer cases that we know will come in the next $23.00 decades at the same time we have to also invest in treatment capacity because many cancer patients who live in poor countries are unable to access even the most essential or basic cancer services so if you're going to tackle this major cancer and public health challenge we have to do both prevention and control because in fact there are many lifestyle changes that we can make that will reduce our cancer risk for colon cancer as an example we know that diet makes a big difference both the foods that we eat and the risk that
