contributing to one of the largest annual increases in greenhouse gas levels in 60 years. 10 newborn babies die in one south african hospital in just 2 months the mothers want aunts. and. the australian open. champion only your father has been out of there trying to meant by a 10 year old american. china has closed part of the great wall and put restrictions on the travel of around 40000000 people as it tries to stop the spread of a new virus the central government has now taken control of the fight the corona virus has killed at least $26.00 people across china but infected close to $850.00 doctors fear the infection rate could saw during what is normally the busiest time for travel as hundreds of millions celebrate the lunar new year. well the outbreak 1st emerged in who bay's provincial capital will han the virus is spreading the 1st 2 deaths outside who bay of now been confirmed one person has died in hubei which borders beijing of the other in long jang cases of the coronavirus are now confirmed in nearly every province of china new year celebrations have been cancelled in the capital beijing and shanghai disneyland will be shut down from saturday which china says it will take stricter and more targeted measures to curb the spread of the virus scott heiler reports from beijing. parts of the great wall have been close now to tourists and visitors because of concerns of passing along this virus from people that that really aren't showing symptoms but might be carrying the virus other news coming out of the capital here beijing today the government has now put the cabinet the government's cabinet in charge of dealing with this crisis they've also appointed the head a sars expert who led the reaction and the organisation for the combating the sars back in 2003 he is now in charge of a new group that they're putting for here again that will be controlled by the cabinet here we know that you know there are more than then a dozen cities who are in complete lockdown we know that we're getting word that reports that that even mcdonald's restaurants in 3 of these cities are on lockdown and have closed also what's very interesting is a hospital is being built in this is the epicenter of the virus now that's going to be built officials say within 6 days they broke ground late thursday night and they say that will be done early next week now this is something they did during the sars crisis as well just outside here beijing they built a hospital just to deal with cases this hospital is going to have about a 1000 beds they say but many things going on across china as are many developments on the day and this is how it unfolded. rushing to catch the last trains before the lunar new year many of these passengers at the beijing west railway station i thinking of the coronavirus you will judge of i don't think this has been properly controlled i just came back to china i read a lot of news i'm too mad i'm not very satisfied with how the government prevented the disease they're afraid of getting infected i am really afraid of those people were relieved and left but i do hope to see to wish you to be proved. and those inside the city of han are becoming more frustrated because medical supplies are run. short and hospitals are short staffed many festivals for the lunar new year holiday have been canceled across china and not just in the central who bay province the epicenter of the virus in a rare move the government has closed the forbidden city here in beijing over health concerns related to the coronavirus something they didn't do some 17 years ago during the sars crisis. the chinese government was criticized for the way it handled the sars virus back in 2003 mainly for its lack of transparency the world health organization has decided not to declare the current outbreak a global health emergency but there's growing concern over the coming week when the millions of people who have traveled for the holiday return again raising the risk the virus may be spread further by people who are contaminated but have yet to show symptoms scott hodler al-jazeera beijing doctors in hong kong have treated more than 200 patients who are suspected of having the virus with thousands going to hospital emergency departments. yesterday we have more than 5000. and 10 this. 97 percent and she is quite full but not for the peak of the window so right now it's likely that the but we are we perceive that. the long holiday usually there will be for this. not just from the isolation that but from the other things like the flu symptoms. which is there as adrian brown is in hong kong where many have chosen to stay home. i am at a flower market in causeway bay in central hong kong this is an annual lunar new year event but as you can see far fewer people here this year various reasons is that the virus of course and also the ongoing political protests here in hong kong now we do have more than 200 suspected virus cases here in hong kong we have 2 people confirmed with the virus and we've been hearing today from the hospital authority of hong kong outlining the challenges they face in trying to ensure they have enough beds to cope with demand if indeed this virus spreads and continues to spread here they have been speaking to a doctor who represents 6000 doctors working in the public sector here in hong kong and she says you know in a good month occupancy rate in hospitals is about 9899 percent so she questions actually whether hong kong is capable of actually handling a major outbreak we have to remember that you know the hong kong china border is one of the busiest in the world hundreds of thousands cross backwards and forwards every day and in fact we learned tonight that more than 2002 groups from hong kong and china have now been canceled because of that as well as a number of carnivals and lunar new year festivals here in hong kong joining us now on the line from the epicenter of the virus has got oh yes seen who is a doctor thanks for being with us dr what or how medical service is in coping right now. meeting and why. you know why. because a lot. and i don't know. if . ok and how people dealing with this. effectively lockdown that they've got with public transport being shot. are people choosing to stay at home are people worried. that you're. just. outside. all of them up close and if you're close could ready. completely empty. tonight 'd. but. this ok could you talk to many thanks indeed got to us in the doctor in. well a 2nd course of the case of the corona virus has been confirmed in south korea which is also saying a large influx of chinese tourists from lunar new year holiday mcbride is in seoul with more on the precautions being taken that. south korea is one of the most popular destinations in asia for chinese tourists and in this coming holiday period the country is expecting to play host 213-0000 visitors from china now while direct flights from hand have been suspended this influx is a cause for concern here and south korea is putting in place the usual precautions such as health checks at points of entry and so on the country is no stranger to outbreaks like this one back in 2015 it was badly impacted by another type of coronavirus the mers virus from the middle east that made nearly 200 people sick 38 of whom actually died so south korea is well aware of the dangers and has in place the kind of precautions a nice to take the same cannot be said of north korea a lack of resources then means it is far more vulnerable to a public health emergency such as this one and it has done in the past for example with the a bolo virus put in place far more drastic measures stopping all visitors now while this might guarantee that it will get no cases of the coronavirus it is very bad for its economy because a tourism especially from china is one of the few areas that are not covered by u.n. sanctions and that has been developing as a much needed source of foreign revenue and that is a stream of revenue that will now stop as long as they seem urgency continues. jeanette system binocular biologist at northumbria university joins us now from newcastle in the united kingdom good to have you with us you're involved in a project to develop ways in which to prevent the spread of the a bowl of virus how does this latest public health emergency with a very different virus corona virus compare to that if at all. yes so i think it's it's a safe statement to make there's absolutely no comparison between the bowl outbreak and the coronavirus outbreak we have now or we have had in the past the a bolo break has a fairly long incubation time 3 weeks people who get symptoms can get quite a disease the mortality rate is very high up to 50 percent sometimes higher. the current virus outbreak on the other hand has a shelter incubation time yes it transmits through the which is actually a disadvantage but on the other hand the mortality rate compared to both cases much much lower we're talking about 4 percent 3 percent which may sound like a lot you don't want to be one of those 300 people that dies however we know very well over id that these are individuals who have existing severe health problems the aged the extremely young these are the people who are likely to have. lethal risk from contracting this virus most of us will just get fever usual risperidone symptoms or how do you go about working with the community to control the spread of a virus such as this. is the chinese government doing the right thing but by effectively shutting down all of these cities. i think the chinese are being very efficient about this and you know it has to be given to them that they are dealing with this in the best possible way to control the transmission of the virus it's a respiratory virus so it transmits more effectively than other viruses and but is the best thing to do stop people from moving on there for moving the virus within the country of china not cite china is the best thing that they can do now is this the most effective way of communicating with the people the risk you know the communication elements 'd of always been learned again and again of the last 10 years they're all centered to understanding the people that you're dealing with the chinese government is implemented implementing the best possible measures the people however very very scared on if you just go on twitter and have a look at you know just but we as a keyword and see what videos come up it is very evident that the slightest form of my laser sending hundreds of people to hospitals the hospitals are overwhelmed and what's happening now is that the people are putting themselves at risk if a room full of people this one person with the virus they're more likely to get it now than they were by staying at home and just keeping themselves with some paracetamol trying to wear it out and make sure that they're safe so from that perspective there is a communication element that needs to be improved but yes china doing the right thing right now so effectively by by quarantining people you know hoping to stamp the virus out so that it effectively no longer circulates in the general population and dies out what might be right. yes perfectly so perfectly show and in fact closing down the cities what people are doing instinctively staying at home is the best thing you can do that situation said saying now if somebody came here at newcastle and said to me do i need to stay home do i need to take my kid out of you know primary care child care salute me not we don't have it here let's not panic when a world wild scale about something of the moment is fairly small really good to talk to many thanks indeed for being with us. this is the news hour for mountain syrup still to come teenaged climate activist critic tom book slams the inaction of leaders at the world economic forum's pound. thousands made homeless on government orders bulldozers demolish a subtle but bit by every coast busiest. on the bron james puts it a milestone performance with one very special fan in attendance find out who that was later in the schools. now to iraq where tens of thousands of people have been rallying in the capital against the united states' military presence that people responded to a call by shia cleric. who controls the largest bloc of the lower house of parliament earlier this month m.p.'s passed a bill on asking foreign forces to leave was in reaction to the killing of the top iranian general custom solar money at a u.s. drone strike near baghdad's airport the shia cleric behind the protest issued a statement as the march began saying that it was an attempt to exhaust all peaceful political and political means to create a shared tool to physically remove the occupying forces from iraq he also called on the government to close all american military bases present on iraqi soil to close the iraq rockier space to occupying warplanes and cancel all security agreements with the occupier i was 00 on khan in baghdad says the protests to swell to one of the largest recently. whether there are a 1000000 people hey all know it almost doesn't matter but ted also to has managed to get his message across that he wants all u.s. presidents out of iraq and he's got these people behind him now they've come from all over the south of the country many people have been bussed in to show support to the very influential shia cleric now this is a rally that's likely have been planned for a while now total set up a meeting with key cme militia leaders over the last few weeks to join discuss what they would need to do to put pressure on the government to get rid of u.s. troops and u.s. presence in iraq now they decided that something like this would be the best way of sending a message. the message is very clear like i say it's about getting rid of u.s. troops however this is a government that's in turmoil there have been on going on see government protests since october this is quite separate from those protests and there is a caretaker prime minister prime minister abdul mahdi now he hasn't been able to put any pressure on the u.s. indeed what the u.s. has said is that way at the invitation of the rockies we're going to start. i am bori is a political analyst in fact after the protests are also being used as a demonstration of how this influence. he is the only political leader in iraq for the last few years who was able to move mobilize people and calling for demonstrations and bringing thousands and thousands of iraqis into the streets he is trying to send a message to 3 important sides 1st to the national cause to the united states especially that i am the strongest leader and i would like all the american troops to be out of the country and the 2nd message i believe is to the political power in iraq stating that there is no prime minister to be chosen without my approval without me having the final say of who is going to be the next prime minister and who's going to be in the government and i think the 3rd messages to the iraqi protesters who have been demonstrating in their iraqi streets and but that and more than other tent cities all over the country is that we are the ones who love the country we are the ones who would like to get the american troops out of the country while you are probably not as much as in love with this country are not real. loyalists to iraq and to probably you are allied with the united states more than anything else. friday's anti-american protest is separate to 4 months of anti-government demonstrations high unemployment corruption and lack of government services provoked protests nationwide at least $600.00 iraqis have been killed during the arrest understands national says that government security personnel have repeatedly used excessive force to silence activists or to also has supported the anti-government rallies but many activists and backed out stuffy a square the hub of the protest movement to distance themselves from friday's march calling for americans to leave i was there as a solid and job that is out on the streets of baghdad he's actually in tahrir square and has been talking to protestors asama. yes adrian as you mentioned amnesty international coming out a few hours ago saying that 600 protesters have been killed that is something that activists have been telling us here as well in tahrir square saying that they got the numbers saying less than 500 people have been killed are very little more people have been killed 25000 people have been wounded since october and people have been coming here for months with this are a mother and daughter who have been coming to the protest for the last few months and fought them i thank you very much for joining us and now tell us what is the point in you coming here you've seen a lot of death and destruction does that not scare you and what is the point in your presence in the square i honestly i am scared like i'm there and i'm not thinking that maybe i won't return home maybe very soon home without a night without legs no one knows when they come here to help out the farms that sometimes going to help again but seeing everybody here expression leave a young boy helping us and fighting employing their life for them all for us for a better country for a better world i think that just gives me empathy and i need a human right i need basic human rights they come they're buying from a human right i've had enough and if they're not by stamping my butt down to the government it's not but that and then you clean why you. thereabout hospital the doctors don't appreciate you young there's just no basic human rights we are have electricity i go home i'm tired i want he there's no here i go home i'm freezing i have to take a break and put myself on to 3 plague it's because there's no electricity due to the government not thinking about us but you've been coming here for the last few months now and nothing seems to have moved and that is the sense that we've been getting a lot of people went from this protest to the protests and just on the call of the others so things don't seem to be moving your way of when how long is this protest going to nuss and what are you going to do if it doesn't go your way on this plane and nothing has changed some things have changed the president is gone and we're going to get a new president and a better president airfield changes so what don't forget to keep protesting and we will never stop protesting until we get the human rights that we deserve and until we get what we need and what we do deserve because our thing iraq has all the money in the world we have all the fuel we have everything but the government doesn't know how to use it we don't even know how to use the basic a car length things like we have amazing things that we can get money for the prime minister has said that this is not part of the peaceful protest to go out in the streets blog the roads disrupt life and this is what protesters are doing that is wrong we are not doing if we're being peaceful we're being peaceful and we're not doing anything we're not destructive anything that the government the government paying money to corpse so many people they're bringing guns 3rd hit people in the middle of the night and honestly that's all because america they're paying $400.00 to each person who is willing to destroy iraq and that's a true fact and all and the whole nation of iraq knows that the prime minister is giving money to people who are willing to destroy iraq and who is willing to destroy the protests and we're not good with that do a do everywhere are what we're going to stay home to stay peaceful and we're going to we're going to prove to people that we are. r.p.s. we're not like that we're not going to hate anybody we're peaceful people that up thank you very much for speaking to us and that's the sentiment here in tahrir square people many people from here went to the other protests saying that they want to be part of that 1000000000 march because this is a protest that started they don't want it to be hijacked by political parties they are going to show their numbers they are going to show support for anyone who tries to go against the system and tells the people in power that they're not just against the united states began against iranian influence as well and that is the message from the how do you square with that we've been hearing over and over again that they will remain peaceful in their continue to protest until the government either kills them or listens to their demands al-jazeera sullivan job reporting live from baghdad stuff a square sum of money thanks dave. right let's get a weather forecast big winter storm bearing down on the northeastern united states here's meteorologist evidence folks thanks a really everything but the kitchen sink going on here wet windy and wintry weather going on here you can see this curl of cloud just around the central plains just pushing over towards the eastern seaboard that's going to bring some very heavy rain it will also bring a fair bit of snow around the midwest and grassy make its way further eastwards in price is the offending area of low pressure every close to kansas city there making its way further east was this is a situation at the moment with a cold is a frosty start ahead of that just by getting up to freezing in d.c. at the moment new york around 2 degrees celsius the clouds and the rain that will make its way further ace was northern flank about you can see that snow just around the lakes pushing down into the central plains we're going to see that making its way further east with actually ahead of this system temperatures in new york and d.c. don't do too badly they get up to around 10 celsius is good for 5 degrees above the average as we go on through the weekend that wetter weather will make its way through say saturday a very wet day into d.c. into new york we could see some localized flooding pushing up through new jersey into new england and then this we go on in sioux sunday that will clear through right as guys come back in behind when she whether they're making its way into eastern parts of canada and also some wintry weather over towards the west adrian. everson yuk many thanks indeed still to come here on the news donald trump set to announce plans on his patronize a in-depth analysis of the day's headlines this is the beginning of a new iraq of the new conscious and aware youth about struggle against an ethnic sectarian kota inside story on al-jazeera. hello again it's great to hear whether it's a reason for to get here in doha with the news from al-jazeera the headlines parts of the great wall of china have been closed to visitors as china's government takes more emergency measures to stop the spread of the coronavirus travel restrictions are affecting 40000000 chinese on the eve of the busiest times of travel the lunar new year holiday. in south korea has confounded 2nd case of the corona virus 2 cases have also been confirmed in hong kong with more than 200 suspected cases. and tens of thousands of people have rallied in iraq's capital against the united states' military presence people responded to a call by the shia cleric worked out a whole saga who controls the largest bloc in all. climate activist group a ton book has slammed what she says is the inaction of world leaders on climate change at the world economic forum speaking at the summit in tab last on book brushed off criticism of mockery from the u.s. treasury secretary steve but saying that his comments have no effect on a 17 year old activist is calling for leaders to take action in the face of scientific evidence showing that temperatures on of a rising. we had a few didn't. for this. and of course those demands have been completely ignored but we expected nothing less and because as i said as long as the science and is being ignored as long as the facts are not being taken into account and as long as this situation is not being a crisis the business leaders can of course continue to. ignore this is that they don't have to do anything because they are not being held accountable weather experts in britain the sounding the alarm about the global effects of bushfire as a strain the u.k.'s met office is forecasting one of the largest annual increases in atmospheric greenhouse gas levels since records began more than 60 years ago but meteorologists say the vast scale of the bush is accelerating the rise in carbon dioxide in the atmosphere c o 2 levels of already well past the 400 parts per 1000000 limit seen by climate scientists as the point of no return. richard betts is the head of climate impact research at the met office hardly center for climate science and services he joins us now live from exeter in the united kingdom good to have you with us richard put this $400.00 parts per 1000000 figure into context for us how how much higher than the average is that. so that is an increase of over $100.00 parts per 1000000 since we started to burn fossil fuels in de forest in earnest over a century ago so so we've increased the natural levels of carbon dioxide in the atmosphere by about a 3rd over the last 100 years and going up year by year because of more burning of fossil fuels and ongoing deforestation all right so we're above $400.00 parts per 1000000 is that it there i mean how how do we get that figure back down again with with these fires in australia adding to the problem by pumping out all of the c o 2 as they burn. yes this is part of the issue this year the rise in sea to every year is driven by human emissions and normally some of it would be soaked up by natural ecosystems but that's weaker this year because of particular weather patterns and part of that is the australian bushfires and the bushfires we estimate that's increased the city wants by about 2 percent than they would have been without so noticeable contribution so ecosystems need to be protected to help reduce c o 2 but the only really y. real way of stopping the rise is to stop burning fossil fuels actually all right so if if the c o 2 that's been released by a study of fires in particular isn't soaked up naturally as you say by by rain forests over the next year does this mean that we could be seeing even more damaging weather for a stroller in particular in other parts of the world this time next year. so this acceleration of the sea to rise this year won't have any immediate effects but what it does show is that the there's potential for feedbacks in the system vicious cycles if you like we rely on natural ecosystems to soak up some of our c o 2 emissions if they get weaker then the rise of c o 2 in the future could be faster and therefore that could accelerate climate change in the future richard is a climate change that has contributed to the the particularly bad bushfire season in australia this year. climate change has contributed to some extent mostly the hot dry conditions in australia were from natural weather patterns but they were made even hotter one might make climate change the world is more than a degree celsius warmer now than it was a 100 years ago because of human impacts of climate and that's contributed to the heart rate within australia so it would have made the bushfires more severe on top of natural weather patterns yes we heard that the activist speaking just a few moments ago accusing world leaders a norinco of facts and i know you're a scientist you work for the the u.k. met office and you're not an activist but but if you if you could speak directly to world leaders about climate change what would you say to them is greater tomba rights in that they can't afford to ignore this. great his message as it was being listened to the science and i couldn't agree more the science is very clear that humans are impacting climate change we are causing global warming because of releasing extra ca to another green offenses to the atmosphere so the only way we'll slow the warming to actually stop it will be to reduce emissions of greenhouse gases richard it's been really good to talk to you many thanks indeed richard betts the head of climate impact research at the met office hadley sense of climate science and services in exeter. president tunnel trump's impeachment trial a saving of another marathon day democrats made their case for the 1st article of impeachment of what they called trump's dangerous abuse of power of zeroes hadija castro reports from washington with cameras banned from showing the full senate chamber a sketch artist captures the scene 100 senators without their phones barred from speaking and some even looking bored with the process the democrats lead impeachment manager opened the 2nd day of arguments in the case against president trump with a moment of where levity remarking on his audience's silence of course it doesn't hurt that the morning starts out every day with the sergeant at arms warning you that if you don't you will be in prison but then it was back to the arguments thursday focused on the allegation that trump abused his power when he asked ukraine for election interference to his own benefit the articles in the evidence conclusively establish the president trump his place is own personal political interests 1st he has placed them above our national security above our free and fair elections and above our system of checks and balances. this conduct is not america 1st it is donald trump 1st republicans have stuck by the president some calling the democrats' arguments repetitive and unconvincing i want the american people to pick the next president not me the president's attorneys will present their case for acquittal in coming days arguing trump did nothing wrong and that the accusations against him are not impeachable offenses just don't have to meet basic fundamental constitutional obligations and they have to expect to hear more arguments from both sides for the next few days than senators will have a chance to ask questions before democrats make their next big move they hope to open this trial to new witnesses only possible with some republican support the question is whether the democrats' arguments will be convincing enough to leave the senate wanting more heidi joe castro al-jazeera washington president trump says that he'll release his peace plan for israel and palestine by tuesday israel's prime minister benjamin netanyahu and his rival benny gantz a jew in washington next week out of stone ians have already rejected trump's so-called deal of the century kristen salumi reports from washington. we know that the trumpet ministration has been working on this deal for 3 years with the president's son in law jared cushion our senior advisor taking the lead on the negotiations we know that president trump would really like to deliver on this campaign promises in the middle of an impeachment. exercise here in the united states it's an election year and he considers himself a deal maker and he has said that peace in the middle east would be the deal of all deal so there's a lot of incentive from the administration to get something done here as far as the details though don't have a lot of information at this point we know that there's an economic component and a political component to the deal the economic component was announced by kushner back over the summer he said $50000000000.00 in economic development package politically though the united states has already made concessions to israel they recognize jerusalem as israel's capital moved the u.s. embassy there over the summer just recently secretary of state my pump aoe said that the united states would no longer consider israeli settlements in the west bank illegal all of this up ending tradition in the u.s. for a long time international agreements international law these were issues that were supposed to be part of final status negotiations in the united states kind of unilaterally moved ahead and took sides with israel now we have prime minister netanyahu talking about and axing part of the west bank and so there's been some speculation some reporting that that could be the next phase of something that the united states is considering it that may be what the palestinians were warning against. the u.s. government plans to limit visas for pregnant women to stop a practice known as birth tourism that's when a foreign nationals enter the u.s. to give birth so their children could become american citizens pregnant women applying for visas could now be required to prove that they have a specific reason for travel such as a medical emergency it's estimated that in 2017 more than 9000 children were born to mothers who lived overseas the state department says that it's difficult to provide exact numbers but u.s. foreign embassies and consulates report the practice is growing sarah pierce is an analyst at the migration policy institute she says the new regulations will be ineffective. people can apply for visas to come to the united states and those visas are granted for up to 10 years so a woman could could apply for visas years before she has even thinking about having a child if they really wanted to go after this industry they would pour more resources into going in after the companies that have built up the birth tourism in this tree these companies coach foreign nationals on how to get through their visa interviews how is them when they're in the united states and hook them up with medical care to to assist with the birth so going after those companies would be a far more effective way to do this i think the administration has put out this regulation and kind of subject all for national women of childbearing years to extra interrogation as a way to really just signal and be symbolic that they are going after this issue it's under $10000.00 women a year are reporting that when they're giving birth in the united states that they reside abroad so these are really small numbers this is likely not a huge threat to us safety and security but i like i said earlier politically this is a huge pet issue for the administration this is the same administration that tore babies from mother's arms at the southern border and now they have signaled that they're specifically going after women of childbearing years i think they just they just don't have the public trust of the political capital capital on immigration to pull off this regulation without significant backlash. police in mexico have prevented hundreds of migrants who forced their way across the country's
