agree to a 100 day delay in forming a unity government. i mean our entire none of the top stories from europe including french police dismantle a migrant camp in paris home to thousands of people a day after the government announced tough new immigration rules. out in school some of the biggest stars in athletics to be excluded from the sports premier competition world athletics radically reshaped the diamond league and many high profile events have been dropped. the former national security adviser to the us president donald trump says he's willing to testify in the impeachment inquiry john bolton says that he'll defy the white house appear in federal court and testify he is reportedly going to talk about his alarm at the ukraine pressure campaign if a federal court clears the way for his appearance let's go live to washington now to syria's hadija castro can tell us more if that federal court allows him to work to testify what are the witnesses bulking going to make. well age 3 and he was a no show today on capitol hill in fact there was still some slim hope by democrats that he might come in and be quote unquote their impeachment star in this and that's because of 3 factors in a sense bolton the former national security adviser to trump has it all as a potential impeachment witness he has the standing the credibility and possibly the motivation to really spill the beans on what happened here between trump and his ask of ukraine to help investigate his political opponents all break that down as far as bolton standing well we know he was very close to the president in his job as national security advisor he would be in the room for these private deliberations about exactly what trump was thinking when we he withheld close to $400000000.00 of security that was supposed to be for ukraine as far as credibility will bolton can never be accused of being a quote never a trump or he has no affiliations with democrats in the past and he has stood next to trump on many occasions and was appointed his national security adviser and finally on this motivation aspect well previous witnesses have said that bolton was a very upset that he was being circumvented in what he called this rogue policy in fact he called it a drug deal of of broke foreign policy toward ukraine with that goal of getting a public statement from ukraine that would in essence condemn trump's political opponents and help trump with his reelection campaign and in fact right after he called this whole thing a drug deal a few weeks after church bolton was dismissed from his job at the white house it's unclear still whether he was fired as trump claims or whether he resigned but so there's possibly still some bad blood there so again democrats are hoping bolton will come in at the end of the day despite being a no show now. now perhaps even testify in public in this in these coming weeks as the inquiry moves to that more public element and perhaps he may be the witness who can really sell this story to the american public and still have the credibility to stand up his testimony to scrutiny so we wait and see if john bolton will appear of course what he's going to say meanwhile the closed door testimonies go on today's with this is jennifer williams who she and what can she added to the impeachment case. well compared to william she's really more of a minor witness she is the secure she was a. adviser to the vice president of the u.s. mike pence she is an expert on ukraine and russia she was on this phone call between trump and the president of ukraine and she also was in attendance at a meeting between her boss mike pence and the president of ukraine that was a follow up to this call during that meeting according to previous witness testimonies as olinsky the president of ukraine opened it asking where's the money why isn't ukraine getting this promised money that it needed to fend of russian aggression hence apparently had no answer he said he would bring it up with the president and then immediately after that is when the lower level officials the delegates then made the explicit ask with u.s. ambassador to the e.u. saying that ukraine would not be getting this money without a public statement about investigations into trump's political rivals so williams is behind closed doors now testifying about that meanwhile ringback her boss of the vice president was submitting was working on the president's now upcoming reelection campaign and he said this interim defense. what's going on in washington d.c. today is a disgrace. behind closed doors there's a so-called impeachment inquiry that i think people know is nothing more than a partisan impeachment. and it's the latest effort by democrats to try to overturn the results of the 2016 election and i think the american people see through and for people that have questions again. they can look at the transcript they can see what the president said the president solecki and i know if the facts into new to come out people will see that the president did nothing wrong or the focus of our administration all of my contacts with presence in lansky were in the national interest and in strengthening our relationship with ukraine strengthening ukraine's position against russian aggression and moving forward the reform agenda the president so much good things. and there you heard adrian the vice president referring to the american people over and over again because at the end of the day ultimately it's the public opinion that will decide whether or not trump may be removed from office and that is exactly why democrats are bringing these hearings to americans living room starting next week with televised hearings out there is how did you cast your reporting live from washington heidi many thanks indeed. china's president sebastian pinera has announced several measures to tighten security amid violent protests against economic inequality panetta says that he'll tell some penalties on vandals and. at least 20 people have died over more than 2 weeks of protests in south america. latin america and it's a you see and human is so we see it what exactly did the president say and what's been the reaction to that. here so it's happened just a short while ago this is today is 3 weeks exactly since these protests began and they are and we then they just keep going on and on they've been dozens of protests here in santiago in other parts of the country some of them very violent and they are moving closer and closer to what you could probably reroute to a business center of some town which is the neighborhood where we are right now the president is clearly under very strong pressure now from his own base especially after the headquarters of the of the party this is a very conservative party that belongs to his coalition was attacked and looted on thursday on wednesday and also the fact that a lot of the banks everyone you see here walking behind me is going home now it's only 3 in the afternoon so what he's doing is offering a whole list of measures to tighten security and tighten penalties for looters for protesters who cover their faces also he's talking about significantly boosting intelligence services in chile so that they can both prevent and take action against what he calls vandals and terrorists as well as drug traffickers and organized crime which according to the government is also involved in a lot of the violence are taking advantage of the violence that we've seen here all over the country the police have been accused of brutality as you say the. yes show no sign of abating can president panetta survive this. and. that is a very very good question and i don't have the answer to that right now that is not the main demand of the citizenship they are so many of them starting from a major overhaul of the political system of the economic system better pensions better salaries better health care education and this goes on and on but if he doesn't deliver something soon that those calls for his resignation could could increase and the fact that he's made these announcement just now and i think are going to be very badly seen by protesters who will probably interpret this as an attempt to keep them off the streets and there also are some criticisms coming out already on the social networks as to why he did not take this opportunity to also announce higher penalties for policemen and members of the military and the security services who commit human rights violations against peaceful protesters adrian and that's america and it's lucy and even that live in santiago many thanks to c.n.n. south sudan's leaders have agreed to delay forming a unity government in a bid to prevent violence sudan and uganda a mediating emergency talks between south sudanese president salva kiir the opposition leader. to decide how they should go as part of the 2018 peace deal they agreed to extend the november 12th deadline by $100.00 days giving both sides more time to resolve outstanding disputes that the world is reports from caught. after hours of meeting between south sudan's president and the opposition leader recommend char facilitated by uganda's president and the head of sudan suffering council of them for a dam would harm the 2 sides agreed to extend the preplan sessional period to $100.00 days after starting from november 12th now this brings the pre transitional period after the peace deal which was signed in 2018 to 17 months before a government of national unity is formed and the 2 sides say that is to try to resolve outstanding issues those issues being the number of states in south sudan let's go back to october 25th and when south sudan's president increased the number of states from $10.00 to $32.00 that is something opposition leader rick machar strongly rejected and he says would destabilize the country and the other outstanding issues and perhaps the most critical is the issue of security arrangements as for the peace deal $83000.00 troops are to be trained unified and then redistributed across the country with half of that being done before the formation of a government of national unity that hasn't happened and opposition leader rick machar had said that he is not going to go back to juba and form a government of national unity and till that happens so that extension 100 day granted by the mediator is uganda and sudan in agreements in agreement from opposition leader rick machar and south sudan's president salva kiir is to try to work out those issues now this comes at a time when south sudanese say that they are frustrated by the delays and frustrated by the by the conflict they want to see real change on the ground they have been waiting for the formation of that transitional government because of not only the political impact the delay is causing but the humanitarian and economic impact more than 4000000 people have been displaced by the conflict out of the 12000000 population of south sudan as well as the economy there has been a rise in inflation and people are saying that and less a transitional government is formed and there will be no political hit aaron and economic stability. the international criminal court has sentenced a former congress rebel leader to 30 years in prison and asylum seekers for more on that let's join lauren taylor in our european descent more. thanks engineers the move comes a day after the french government announced tighter immigration policies it's the latest in a series of camp closures throughout the capital with more still to come and despite assurances from the authorities hundreds of my brits now face an uncertain future and just about their reports. hundreds of migrants an asylum seekers sheltered from the cold and rain this french police evacuated a camp in northern paris before dawn among them families with young children for months nearly 2000 people have been living in desperate conditions in flimsy tents wedged between roads with no sanitation most were from sudan somalia or afghanistan it's a really bad condition for immigration here it's not a good environment it's very cold you know there is to call. well sure so every time mr and i mean this is ground this really is not for good for like in recent years police of evacuated a number of similar camps in the city the mayor of paris said the situation was inhumane and she urged the french government to do more to help check for this and so will put you up through it each time we're told it won't happen again or if we don't want this to happen again we need a proper system that recognizes people's rights and gives them a dignified reception a country should be capable of this as daylight broke people carried their possessions and boarded buses french authorities said they'd be taken to shelters in the paris region to assess whether they have the right to apply for asylum. as workers began cleaning up police said officers would remain on scientists to prevent future camps in the area already remains closed but most of the tents have been cleared away the cleanup operation is continuing but what is happening is that there are some migrants who are coming back they perhaps live somewhere else last night and they're finding that all their possessions and go on and they don't know what to do. somali man didn't want to be identified but he told me that he had lost all his belongings he said it was the 3rd time he'd been evacuated from a camp in paris an experience that campaigners say is all too common for we don't know yet what solutions are proposed besides temporary housing in a sports hall we have to think about the long term and not only about today that's what's important some people are leaving today but what will happen in 2 weeks in a year can those people stay in this housing and not go back to living on the streets the camp clearance comes one day after the french government announced new measures to tighten its immigration policy has signed for some that the government serious about cracking down but activists say the evacuation is little more than political p.r. because unless there's a better system to humanely manage migrants who arrive in france vulnerable people who continue to end up in the street the sasha butler al-jazeera paris french president to many in iraq or has criticized nato describing it as braindead interview with the economist warned european countries they can no longer rely on the united states to defend their alliance he says the u.s. under donald trump appears to be turning its back on its commitment to nato the german chancellor angela merkel says she disagrees with quote drastic words for war but there's so 20 k. is a former georgian deputy foreign minister he joins me live from paris thanks for being with us so it's a pretty strong language there from the french president what we are currently experiencing is the brain death of nato. you know. even we if we can agree on mccrone so analysis about the problematic issues inside nato such as the american and american presidents the teacher's towards this organization the problems with turkey i think he's. conclusions or the solutions he's proposing are quite radical and they need to still remains the most powerful defense alliance in the world. if we just look at the military budgets and the military capacities of the countries that are involved in this organization organization they are still far far ahead. had their their immediate competitors like china or russia or some other countries so what do you expect it to mean in his terms and he says there needs to start thinking and acting not only as an economic grouping but as a strategic power do you do you expect him do you think that he wants to pull away from nato and have some other kind of defense outfit what was the thinking behind the rhetoric. now it's difficult to know what is behind behind his words but. proposing more political thinking for europe is something positive for europe needs to be geopolitical for 50 years europe was more about economy about soft power and very little belt about geopolitics so this is something that many experts agree with but what's really in mine emanuel micro months it's difficult to know because if he wants to replace nieto with the idea of european defense i think france will be almost alone in this in this project because most of the member states are pretty much pretty much attached to nato and they are membership especially the countries of eastern and central europe also the other proposals for money $1.00 micron of being more close to russia and bring russia closer to europe and far away from china i think it's also a mistake because it's deeply underestimating the. the nature of the russian regime and the fact that russian regime has to sheer sheer is much more with china than with europe so just think about the cooperation yeah now it's because they are not all that revealing to me we've already had meetings of the population is that we've already heard from translate makola sheens thinks his words are drastic which other countries will be most worried by this kind of language on a tip from a french president and taking. the most worried countries would be those who are who are joining nato to protect themselves against eventual russian aggression and i think about eastern and central european countries baltic states poland who did a lot. to attract more nato and more americans presence in their countries because for them emmanuel micron's words directly are in line what their principal enemy or putin says about need or need to so for a leader of a country like france who has a one of the most powerful military capacities in the in the alliance he has to take his responsibilities because it's the it's not helping the reinforcement of of military capacities and or undermining the alliance from within so these countries are very much concerned that these days about this kind of statements tony hagar does say thank you very much indeed to have to take the time to talk to us thank you. on sunday voters in spain go to the polls for the 2nd time this year election was called in september after the socialists failed to gain enough parliamentary support to form a government want to keep issues will be independence for catalonia a divisive issue in spain the recently sparked violent protests in barcelona jenna how is their tennis report. when spain supreme court found 9 cattle and separatist leaders guilty of sedition in the pursuit of independence shock quickly turned to anger on the streets of barcelona were set alight in a series of late night confrontations with police and the question of capital and independence came to dominate yet another election campaign spain's 4th in 4 years . it's a very difficult moment and i can only speak for myself not for others because people have reacted in different ways. husband joachim was catalonia interior minister when the region held its illegal referendum on independence in 2017 he was given a 9 year jail sentence. here. i think this ends any hope of reconciliation and also any confidence that people had to find a political solution there was a time for that but i think it's over now. the clamor for independence that divides the country also divides catalans a greater proportion of whom according to the polls don't support the cause like business owner. societies in order to to grow to develop they need stability stability is the main ground for confidence when this confidence and the companies invest consumers spend money everything it's a whole everything is out this morning in stable so at this moment we are we can say that we are society on whole it looks as if one so again a divided catalonia will not find comfort in the ballot box it's true that the session is to question is the big issue in this election but that's mainly because the big parties are competing against one another over who takes the hardest line against catalan independence at the learning and it has kept all these have ventured out then last another level because it's. like. silence of the status quo and this that really the of the of this they'd and it's a challenge that nobody seems to have any answer for you know not so far i would say. my impression is that this is going to be enough sort of like us they made situation for a few years the polls predict no majority when a socialist leader pedro sanchez is expected to score highest and will likely try to form a coalition but no scenario offers hope to the separatist cause in catalonia so the scenes that followed the sentencing of its leaders in october may turn out to be among the last desperate throws of a movement with nowhere left to turn jonah hold al-jazeera barcelona. that is 9 people have drowned trying to reach spain's canary islands the authorities say their boat capsized when it hit rocks close to lands a rotty early on wednesday 15 migrants were thought to be on board the dinghy when it set off from a deer in morocco 4 people were rescued another 2 missing spain is one of the main european destinations for migrants and refugees who try to make the dangerous journey from north africa. well for london action now expect to learn many thanks will get a weather update thanks to all that is then we'll tell you how the recent global movement against climate change influenced 29 teens would have to gear. and later in school there's a heavy police presence in rome after 2 visiting fans and stabbed head of a europa league match. hello again welcome back well here across we are looking quite nice down here towards the southwest out here towards the east still quite cool you can see that gray dissipating that is the cold air in the morning getting a little bit warmer as the heating of the day progresses over here towards kabul though on friday we do expect to see a cool day but a clear day for you at 14 degrees in the northern part of afghanistan it is going to be into the single digits overnight though we are getting into the freezing numbers there is going to be quite nice with attempt a few of 30 degrees on the coast well here in doha things are going to change as we go through the weekend into the beginning of next week we're going to start to see some rain coming in as well so on friday 32 degrees is going to be expected high with a few clouds in the forecast a saturday quite nice with sunny conditions but it is on sunday we do expect to see storms coming across the gulf brings some thunderstorms in the mid day with a temperature of $27.00 and this will also be affecting parts of bahrain as well as into saudi arabia and then down here across the southern part of africa we do see some clouds pushing across durban those clouds will stay in the forecast as we go towards friday a little bit cooler a few at 20 but if you go a little north we are going to see a a lot of sun in the forecast for johannesburg 32 degrees as your expected high but for cape town so close to you with a temperature of 22 degrees there. a story of blackmail. and. you'll have to kill i have strangled i have a story of current which a lot of the fear is real. passion. and a very serious just. investigative journalism the world. global experts in discussion 3 times you've got a deal and you disagree with that deal because of the terrible twos it was to let it was brought to us where you want to have stories from other angles. open your eyes to an alternative view of the world today you have to rethink pretty much everything thank you for talking to al-jazeera the great programs to inspire you on al-jazeera. and i get a very unfunny going to here in doha with the news from al-jazeera it's good to have you with us our top stories this hour former u.s. national security adviser john bolton says that he's willing to testify in the impeachment inquiry against president all trump all and says he will talk about his own mom of the ukraine pressure campaign if a federal court clears the way for his appearance before the committee. south sudan's leaders have agreed to delay forming a unity government in order to prevent violence sudan and uganda a mediating emergency talks between south sudanese president salva kiir that opposition leader rick mashad to decide how they should could govern as part of a 2018 peace deal. chile's president has announced new security measures i'm advised of protest against economic inequality but he had a says that he'll toughened penalties on put it vandals and looters at least 20 people die it's over 2 weeks of protests. politicians in lebanon have been negotiating the break up of a new government after weeks of protests that demonstrates as well their necks. government to be elected on merit rather than along sectarian lines many closed door political meetings will only be used to push the politicians interests. to reports from beirut. week 4 and protesters focus now is to paralyze the state they're blocking entrances to government institutions and companies across lebanon and demanding a government independent of political parties they blame for the country's economic crisis but the governing alliance is not budging. purely government one function because everything is like 2 political parties governments in lebanon have always been a reflection of the parliaments composition the biggest block belongs to president . movement and along with its allies hezbollah are the majority in parliament and government but that government collapsed last week when prime minister. resigned he says he bowed to pressure from the street but his action also damaged the governing alliance in particular the iranian backed hezbollah which benefited from had ties with the west. on the u.s. sanctions and they are becoming tougher it's beautiful live in all of his outside power so we avoid the repercussions but if the majority of employees support their presence then hariri will decide if he wants to hit that kind of government. are holding close call for a government but many protesters feel they are pushing their own political agenda and they also feel opposition parties are trying to hijack their movement using the street in the talks to try and change the balance of power that is not why protesters took to the streets. there are some political parties like the progress of socialist party and the lebanese forces that use their supporters to block roads in order to impose. the agendas and put political pressure to gain seats in the new government by blackmailing the partners in power politicians from across the divide all claim to support the demands of the people but many protesters say their voices are being ignored and they are demanding the entire political class leave office. let's return now to our top story john bolton willing to testify in the impeachment inquiry into president donald trump and speak with the clyde wilcox in richmond virginia is a professor of government at georgetown university could have you with us once again professor. i was supposed to testify today in the closed door hearings he's a no show and yet he's indicated his willingness to testify if a court allows him to do so what's going on here well so this is a position of several people in the administration and they claim that the court has to clear them from executive privilege claims in order to be able to cast of i think it's pretty clear the courts will clear them to do that and so he will be able to go forward and testify but i think it gives them a little protection against the argument that he's being disloyal ok the washington post says that if you testified bolton is expected to confer. the that the statements. and describe his conversations with trump what sort of witness will he make. we'll leave the high ranking very conservative band he's a little bit of a loose cannon but i think that conservative republicans will have a really hard time attacking his credibility he was apparently very much opposed to this quid pro quo thing with the ukraine he very much favored giving ukraine military support to help them defend themselves against russia has been critical of the relationship with russia all along so i would suspect he would be a powerful witness but i must say he's a pretty uncertain ok we don't know what he will say here it could be argued that the fact that he was a no show today but he signaled his willingness in principle to to appear with what's possibly the most damning testimony against trump to date sounds like a power play here it's both sending a message to the president trump that he's still a player yeah could could well be but he's not the only one who said that the courts have to clear it 1st presidents do have some kind of executive privilege claim to have privileged conversations so they can get the best possible advice doesn't really apply in criminal counsel matters wouldn't apply in this case it wasn't that bolton was offering advice to the president it was what he overheard what he saw but i think it's a reasonable thing to take it to the court ok so could it be that if the court does . signal its approval for him to appear could it be the most damning testimony against the president to date. well it's not really damning testimony already when the m $1000000.00 donor to the trump campaign amended his testimony to say yes in fact it was a quid pro quo that's really damning right what bolton is he brings in he's a very conservative republicans got a lot of support in the right wing of the party neo conservative wing of the party so if he comes out and makes an argument i think he carries credibility with that side of the republican party now whether that's enough to get anyone to be willing to take these charges seriously i don't know republicans have circled the wagons certainly not like they did in the next in case but yeah he would have a very big political import it was could prove to professor many thanks indeed for being with us and they won't be able to say that he's a yeah ok you know can carry out what will go yes so they won't be able to say he's a never trump ok i mean he is a he joined the administration he was he's not a liberal democrat that they want to portray every single person who testifies could point try to coax many thanks ditz. cambodian opposition leaders from a banned political party of being prevented from they want to lead hundreds of supporters on saturday against prime minister hun sen. reports. m.p.'s calling on the public to vote for the conservative party and the upcoming elections more on that let's cross back to london and lauren . thanks adrian yes jeremy corbin bid to become prime minister has been dealt a blow after comments from ex labor m.p.'s in austin and john woodcock urging voters to back current prime minister boris johnson in the december vote often call the labor leader completely unfit to be prime minister with cox says corbin is a disgrace to his party the comments follow the resignation of labor's co-leader tom watson on wednesday watson said he was quitting for personal and not professional reasons. meanwhile around 20 female m.p.'s say they will not stand an election this year citing an increase in threats of violence and intimidation online a recent report has backed up that claim finding that abuse against politicians is now commonplace if parker has more from london. it was a dark moment in british politics joe cog's an opposition labor m.p. was fatally shot and stabbed outside her constituency office she'd campaign to remain in the e.u. a killer had shouted keep britain independent as he carried out the attack police of warn people not to inflame tensions caused by briggs it but politics is rarely been so toxic especially for women caroline spelman was an m.p. for 22 years her stance on breaks that led to months of rape and death threats she carries a panic button at her children's bedrooms have steel doors i asked my male colleagues whether they also get threats of a sexual nature threats to rape or being referred to by their genitalia in their horrified why is it that in our culture that this is been allowed to happen spelman is one of a slew of prominent female m.p.'s standing down at the next election including the former home secretary rod all because of abuse and intimidation. this of course is where many politicians begin their careers knocking on doors meeting supporters and of course opponents really find a single politician that would do this alone these days many citing fear of violence and abuse despite the risks fitzroy is campaigning to become an m.p. in south london she blames an old boys' network of m.p.'s that includes the prime minister of fuelling the song jenny forrest johnson has been really irresponsible in his language you know he's called muslim woman letterboxes and he just
