that his lawyers want an early look at mahler's findings before they're made public . well that in itself is problematic for some members of congress particularly the democratic members who in an earlier statement to absolutely insistent that the white house should not have prior information about the report they should not get to look at it before congress does their absolute insistence is that the report should go to congress in terms off the justice department guidelines that is first to the judiciary committees in the senate and in the house of representatives before it goes to the white house so very very clear the position of. leading democrats on that particular issue regardless of what president trumps lawyers might say and mike there are reports that we obviously don't know what's in the report but it's we're hearing that there have been no further recommendations of any further indictments how significant is that it's. well that's a complicated report because we do know that the butler has already indicted more than thirty into been jewels at least six of them with thing president trumps in a circle at one stage or another now the fact that a senior justice to sparkman to fishel who's the source it would appear off the statement that there will be no further criminal indictments that doesn't address the possibility that while robert mother himself may not bring the indictments there's still may be indictments down the road coming from other sectors now we do know for instance that the mother's team has handed off a number of investigations to federal days and weeks ahead but a senior justice official saying that robert mueller is bringing no further criminal indictments is not a guarantee that there will be no further criminal indictments pertaining to this investigation and obviously it's too soon to say or speculate what all of this means for the president himself but potentially how damaging is all of this considering he's eyeing the next election. well it is damaging in one level but the very fact that this investigation has gone on for more than twenty two months has been damaging in itself it has occupied a great deal of the president's time in fact one statistic indicates that throughout the sin best occasion twenty two months worth of it president trump is treated at least twice on average every day criticizing the investigation so certainly that while it is being ongoing that has posed potential problems for the president now president trump in self has said that he wants the report to be made public because he which have been handed over to other federal prosecutors so it's very difficult to predict what is happening what we do know is one very important point and that the justice department has decided itself that a sitting president cannot face criminal charges while in office in other words justice department and it's a very controversial matter says that its own guidelines say that they cannot be president interdicted while he is in office so that is the position of justice department that is a position that will be argued in the court should it transpire certainly it's an argument that would end up in the supreme court so this is all a very complicated scenario what we will see over the coming days first of all and most importantly is to what degree the report in its entirety is made public and that is why for the next few days all eyes will be on attorney general william buff mike i'm going to keep you with us a little a little while longer because this is obviously developing and breaking story we're when we look at the report itself so the investigation the miller investigation has really centered around two. key points russian interference as well as whether trump himself obstruct justice what part of the report do you think is most important is of greatest interest for congress are they looking at these two points specifically or is there something else. well we just need to step back a little bit to actually understand precisely what robert melissa report contains now we do know that within the guidelines that this report is being delivered the special counsel will recommend to the attorney general whether or not criminal charges ought to be late he has to give reasons for the laying of criminal charges or indeed reasons why criminal charges will not be brought it is in effect a highly neutral report in terms of the guidelines robert muller will not be offering any opinions he will be saying what he believes the law is given what he has found with his investigation now you mentioned various aspects of what it says publicly believe the special counsel has been looking at that is any connections of the trump campaign to russia during the twenty sixteen election as well as those allegations that president trump may have obstructed justice particularly by is firing of the f.b.i. lead to germs komi so those are aspects yes that should be addressed inside the report the key issue is whether or dust fine any of these activities does amount to criminal activity on the part of the president or other individuals who have not at this stage guidelines remain in force that may be one of the . reasons why you've got a senior justice department official saying that the indictments have now ended as being brought by robert so the situation very very precarious as it were at the moment and certainly there is a lot of information swirling around but the key issue remains the decisions that will be taken by the attorney general william barr in consultation with his deputy rod rosenstein and robert miller himself ok mike thank you for the time being mike hanna reporting from washington now we move on to other news and the white house has focused his investigation into russian meddling in the twenty sixteen u.s. election and whether donald trump's campaign colluded with those efforts the report's been handed to the attorney general holder side how much to share with congress has long to write of the investigation as a witch hunt. takes us through the kids of elements. this is the man who has the u.s. president clearly worried robert mueller the special counsel investigating him his family and his campaign president donald trump has complained and tweeted about him and his investigators more than eleven hundred times. by one count calling it a witch hunt a hoax the greatest political scandal of all time but trump can actually blame himself for miller having the job in the first place the f.b.i. had already started a national security investigation into potential collusion between russia and the trump campaign the man who launched it was later fired andy mccabe is making some very serious claims as to why we had information that led us to believe that there might be a threat to national security in this case that the president himself might in fact be a threat to the united states' national security but it was only after the president stepped in to fire his then f.b.i. director james comey the moeller was appointed now looking into collusion and possible obstruction of justice because of coma's claim that the president had asked him to and investigation into the national security advisor michael flynn it's illegal to interfere in a federal investigation trump himself seemed to confirm in an interview with n.b.c. news that komi was fired because of the russian investigation in fact when i decided to just do it i said to myself i said you know. this rush or thing with trump and russia is a made up story it's an excuse by the democrats for having lost an election that they should've won then he later told russian officials in the oval office that firing komi took the pressure off it didn't miller has rounded up those closest to the president his former national security adviser deputy campaign manager for a lawyer and fixer of all pled guilty his campaign manager was found guilty of a litany of crimes and his long time friend roger stone is also facing charges of lying to congress and impede the investigation the president has another phrase he often uses when it comes to the investigation it was no solution with the right there was nothing there has been no collusion they won't find any collusion this is nothing whatsoever they're high expectations that miller's report will detail if that is actually true patty klein al-jazeera washington well donald trump's political rivals the democrats are demanding that details of the report be released immediately now that special counsel moller has submitted his report to the attorney general it's imperative for mr barr to make the full report public and provide its underlying documentation and findings to congress attorney general barr must not give the president trump his lawyers or his staff any sneak preview of special counsel mahler's findings or evidence and the white house must not be allowed to interfere in decisions about what parts of those findings or evidence should be made public mike hanna is joining us from washington so no surprise really that the democrats are asking for this report to be made public in full are we getting a sense of what the eternal attorney general might do next. well we don't what we do know is what has been made so public so far and that is the letter that the attorney general sent to the judiciary committees of house and senate in which he outlines what will happen next he says that he will be meeting with his deputy rosenstein and himself to decide what parts of the report will be made public whether it is redacted or whether it is made public in its entirety now one must remember too that the call for this report to be made public doesn't just come from democrats it was came from a bipartisan resolution in the house of representatives demanding that the report be made public in its entirety the democrats' main preoccupation would be a to would appear to prevent the white house from getting any preview reading of the report before as it is stipulated in justice guidelines the report is perused by the judiciary committees in both the house and senate so the situation now is that it all rests with the attorney general the timing of the release of the report if indeed it's going to be released at all but that decision is going to be taken in consultation with his deputy and with robert mueller himself and for the trumpet ministration in the white house like i know or possibly getting into the realm of speculation here about what might their next steps be. well we've already heard from president trump's lawyers actually welcoming the fact that this report has been concluded and has been handed over to the attorney general now the next step taken by the lawyers will depend very much on the contents off that particular report and the degree to which the contents are made public now a very important point here is that justice to sparkman to itself has decided in the past of the recent past that a sitting president cannot be criminally indicted now this is an argument that president trump's lawyers have been emphasizing very strongly and not in defense of their client all that the president does face indictment but as a general principle that is an issue that many democrats oppose fundamentally that is an issue that may well end up in the supreme court should it ever happen but at this particular stage justice department rules are that a sitting president cannot be criminally indicted he can be impeached but that is a measure taken by congress another very important point to make at this particular stage pertains to a report that a senior justice official says that robert muller is not planning any further criminal indictments now some see this as a signal of the end of the investigation that is very much from what has been under way here a series of investigations some of them into the setting that conducted by robert muller congressional investigations counterintelligence investigations investigations by federal prosecutors in new york and other areas some of which have been handed over by the miller commission so the fact that this report is handed in does not mean an end to the whole saga it could very well represent a new beginning ok i'm mike hanna thank you for that update from washington also joining us from washington right now is bruce fein is a constitutional lawyer is also the former u.s. associate deputy attorney general thanks for speaking to us so all eyes now are on the attorney general and what he does next how do you think he will be deciding on how much of that report to be made public. this is a highly political decision and the president has the authority if he wishes to exercise it to make it all public which is something that he probably would do if he thinks that would exculpate himself was involved in the decision of president reagan when the iran contra matter was before congress and the public and he decided to waive all privileges everything was on the table national security advisor testimony defense department testimony everything was on the table because he wanted to clear the air and thought it would help him politically because he would dispel suspicion the same thing happened when president ford was under suspicion of having made a deal with president nixon to issue a pardon in exchange for the resignation and president ford waived all privileges and he in fact testified for the house judiciary committee i was there at the time and there's no doubt if mr trump believes that there's nothing stigmatizing against him it's all his political interest to say put it all in the sunshine it'll help me and these decisions are political rather than legal but considering other things that are eventually or as a. few moments ago in fighting giuliani is said that they want an early look at mother's findings before they're made public so that how likely do you think trump will actually want to make the report public. it depends upon what's in it they look at it and it's all exculpatory that is a this is delighted you know and they'll make it but it is how things leak out very fast from the executive branch if it's helpful politically to the president if it's not it oftentimes is concealed and that's what's happened in the past here but i don't want to put too much emphasis on the report in the hand of the executive branch there's no doubt that the house judiciary committee can subpoena the support of the house judiciary committee could subpoena the president it could subpoena mr maule or they have really limitless power when they are doing investigations relating to impeachment indeed one of the articles of impeachment against president nixon and which i was involved stated that his refusal to comply with the judiciary committee subpoena was itself an impeachable offense so i think this now puts the ball in the court of the house judiciary committee and then the democrats they will have to step up to the plate take it political accountability for pushing this invasion investigation further it's or it's going to stop and that's how it ought to be they were elected to decide impeachment or not it's a political as much as a legal decision and that's where the ball is now it really isn't so much and the hands of mr barr and mr trump how divided or united is congress on this issue off impeachment because we were speaking to our reporter earlier on political hay who was reporting that democrats in particular are worried about starting the impeachment proceedings because trump remains widely popular with his base. well i think they're democrats are divided nancy pelosi the house speaker has impeachment she did the same in two thousand and six which i think emboldened some of the crimes of george w. bush and richard cheney saying pietschmann is off the table because they're making political judgments rather than the judgment of whether or not the kind of conduct in the oval office is such that it it creates a very great worry about it herons to the rule of law and discharging the administration of justice and writing confidence that the american people are being the first concern of the president rather than private interests so i do think that there's a division but i believe that the reason why you have continuing support for trump is because all the evidence that has been compiled to date has largely been secret you know in so with american people like in watergate need to be brought along you have to have these witnesses on t.v. subject to cross-examination so all we who are really the ultimate sovereign in the united states get to decide if somebody's lying to somebody compromising on the truth and as long as the house stays concealed with regard to the reports being just out a grand jury and on pieces of paper.
