this is al jazeera. hello again i'm peter w. watching the news live from sixty minutes of news and comment today. saudi arabia says it shot down a ballistic missile over its capital riyadh fired from yemen by who see rebels. iran stands accused of supplying that who sees with weapons and tuesday's launch came only hours before the u.n. security council met to discuss iran's nuclear program. they signed a private table. in the u.s. house republicans celebrate a sweeping tax reform bill and barely an hour later the senate tells them try again . also this violent protest failed to prevent the passing of a controversial pension law in argentina. let's begin in saudi arabia where the authorities say they've intercepted a ballistic missile targeting the capital riyadh it's the such attack since november yemen's who's the fighters have claimed responsibility saying they were targeting the royal palace which is the official residence of king solomon they say the attack was launched a mark of thousand days since the beginning of the war in yemen it follows an earlier attack on november the fourth when a missile was launched from yemen towards an area near riyadh's king a social media post from a government agency confirmed the missile had been intercepted but that no casualties were reported the saudi led coalition which has been conducting air strikes against the fighters in yemen for nearly three years retaliated with more strikes in the southern part of the capital sanaa speaking on the group's t.v. channel who the leader of the molecule who said that focus was the twenty fifteen iran nuclear deal but the missile launch from yemen quickly became part of that discussion mike hanna has been following the meeting joining us live now from u.n. headquarters in new york mike just walk us through what they were discussing well the report of the secretary general the joint comprehensive plan of action that nuclear agreement was given to the security council briefing by the under-secretary jeffrey feltman who told the council that iran was found to be fully compliant with its commitments in regard to the j c p o a a bad he said there were questions raised about iran's use and deployment of the conventional weapons that is non-nuclear weapons and this was something of great concern to some of the members the us ambassador insisting that iran has been providing missiles for use against saudi targets while we don't yet have sufficient insight into this particular attack it bears all the hallmarks of previous attacks using arraigning provided weapons it is only a matter of time before one of these missiles hits the target with all of them is the blob wrong it would like to express its particular concern over the information and evidence connected with iran supply of weapons and missiles to militias encouraging them to use those weapons to target neighboring countries. might we've heard this report from us to get terrorists what's he saying about these claims. well the secretary general says that the debris off these missiles that were fired at saudi targets has been examined he says that there will be a full investigation no full determination can be made at present about the security council will be briefed at what he calls the appropriate time but then russia entered the debate it was adamant that the u.n. does not have the right to monitor iran's deployment or use of conventional weapons and it also forcibly rejected the u.s. suggestion that the joint comprehensive plan of action the nuclear deal be rewritten to include conventional weapons so certainly you're going to see some pretty vigorous debate among council members in the days ahead ok mike understood many thanks well earlier on tuesday iran condemned the u.s. for accusing it of supplying that missile fired into saudi arabia from yemen of last last month tehran some of the swiss ambassador who represents u.s. interests in iran to pass on that message called the allegation which was made by the u.s. ambassador to the u.n. nikki haley both irresponsible and provocative meanwhile the saudi led military coalition fighting in yemen is being accused of killing at least one hundred thirty six civilians in just ten days the u.n. says they were killed by strikes between december the sixth and december sixteenth these are the incidents the u.n. was able to verify it so the number of civilians killed could be higher one attack involved seven air strikes on a person and so on our last week when forty five detainees were killed and the u.n. has once again said that yemen is facing the world's worst humanitarian crisis and is calling for the saudi led blockade of the country to be completely lifted. yemen is the largest food insecurity crisis in the world and no recent humanitarian needs overviews identified almost eighteen million people who are in need of support food wise the prognosis is not good if the blockade is not fully completely lifted and the interference no work is nor reduce the taken away then the results and pushing back on call the pushing back on famine over the last six months will be lost for us mike said as the president of the arabia foundation he joins us now from washington for us mike sighed when we see nikki haley the u.s. ambassador to the u.n. standing in front of what looks like an iranian missile and i stress looks like we have to accept that tehran's footprint in yemen is a fact and it's getting deeper. listen i think that the writing is on the wall everybody knows that yemen has been using the. story iran has been using the with these in yemen to gain the leverage to gain pressure card on side arabia yemen being you know on site area of a southern doorstep and therefore that important to saudi national security so yes it might take some time for the u.n. to flush out the evidence but having looked at all the components of that missile displayed by the u.n. and the u.s. ambassador last week i think there is little doubt in the mind of most analysts that those parts are originating in iran back this up a little bit i mean the yemeni conflict is clearly no longer peripherally conflict and as the both these grew stronger it realized that they had something to work with there and so it's successfully transformed yemen from a ten generational issue to a key pressure card that it could use against its primary rival in the region which is saudi arabia ok so the arabia clearly as well wants concerted action here on the part of external players and people who may in a perfect will bring some sort of pressure of diplomacy to be here but there's no appetite for that yet is that. no unfortunately i don't think so and it's much to the detriment of the people of yemen we have to remember that yemen first and foremost is a civil conflict one pitting the many aspects of yemeni civil society and political groups there so there is no easy solution because even if the regional and the international powers that be where in alignment it would be difficult to get to a political resolution to the problem there and given their realities both in the head and into the we don't see positive trend lines we see negative trend lines where saudi arabia increasingly has the play defense to end iranian oftens ok tread lines how do people like nikki haley how do people like the russians untangle this incredibly complex picture and get beyond where they are at the moment which seems to be apportioning blame on the one hand while still on the other hand certainly for the united states saying look there are all the big issues to do here with iran the nuclear deal iran's regional ambitions iran's military ambitions in the region . so yeah if only you and i had had the answer to that question i don't think that we do here but i think a good starting point would be a deescalation and certainly what we see today with the firing of this missile targeting the saudi capital really the saudi equivalent of the white house the yemen the palace there is not a step in the right direction it's it is an escalade tory move perhaps one that was ordered straight out of the head on so this is again not something that will help to resolving the situation and i think ultimately it will have to start with the regional powers but we also have to be a realistic that conflict containment rather than conflict resolution is what we were good ultimately hope for at least in the short term nobody could ever on so my next question please give it your best shot if you were inside the head of m b s as he's known in the states i mean he is pretty much accepted is driving the saudi part of this when they're finding the remnants of those colleen one missiles the long range iranian missiles allegedly what's the feeling inside the royal palace in riyadh is it consternation is it anger perhaps even frustration because they must feel that they can go so far but they can't go any further. yeah i certainly can't get into the head of m.b.'s at least for not that question but i do think that it would be realistic to expect that there's a great deal of frustration yemen is a plays that has been the graveyard of invading armies just as afghanistan has been for many centuries there's an understanding that you can't really win yemen but there's also an understanding that for saudi arabia at least this is a war of necessity having iran come to dominate in iraq in syria and lebanon the saudi arabia simply cannot allow for its own national security to let iran come to be a power on its southern doorstep and so really you know i think m.b.'s would would understand that this is a war that he must fight through there in washington great to talk to you thank you so much. now it's the states where the procedural era is forcing the u.s. house of representatives to vote again on a contentious one point five trillion dollars tax reform bill paying. the bill easily passed the republican controlled house earlier bringing president donald trump one step closer to his first major legislative victory but soon afterwards senate officials declared that three items in the massive build violate senate rules and the rerun of the house vote is expected to take place on wednesday and one. this is one of the most important pieces of legislation that congress has passed in decades to help the american worker to help grow the american economy this is profound change and this is change that is going to put our country on the right path. well this bill represents the most comprehensive revamping of the u.s. tax code in three decades it will permanently cut the corporate tax rate all the way from thirty five to twenty one percent most individuals and families will also see reductions in the tax they pay but unlike the corporate tax rates those cuts will only be temporary the child tax credit will be increased to an average of about three hundred dollars per child for families earning between twenty five to forty thousand dollars a year but it does virtually nothing for those earning less than twenty five thousand the bill also includes loopholes for getting around estate taxes or so-called death taxes gabriel elizondo is following that story for us out of the west coast gape how could they get this wrong this procedural bump between one house and the senate. yeah this was a big mistake quite frankly by the republicans and quite an embarrassing one at that the night tuesday night they actually the house passed this tax overhaul reform there were cheers by the republicans and then within an hour or so it came to light that there were several provisions in it that did not meet the house budget rules essential e the republicans in their rush to push this bill forward and make no doubt about it they did rush this forward they didn't cross all the t.'s and dot all the i's on this bill so to speak so what's going to happen now is they're going to have to revoke on wednesday the house but let's be very clear there is no indication that the vote will change at all so by all intents and purposes this is just a technicality and that we expect that this will continue to pass as it's voted on a second time in the house on wednesday so where do we go from here. tonight tonight being tuesday night here on the east coast of the u.s. it's expected that the senate will vote it's also expected that on a very narrow margin the senate will also approve this on a very narrow margin barring any unforeseen circumstances that will go on partisan lines with republicans voting for it democrats voting against it this is for a big win for the republicans and president donald trump for two reasons number one is it's the first legislative win for president trump since he's been president he has had zero legislative wins up until now so he needed something that he could say in my first year as president we pushed forward this legislation now he appears to have that beyond that the republicans say that this historic tax overhaul as they call it will be the driving force that will drive the u.s. economy for the next several years if not decades republicans say eighty percent of americans will get some sort of tax break but as you mentioned in the introduction here primarily most. of that the long term tax breaks going to corporations and the very wealthy top one percent nevertheless republicans say this will trickle down so to speak and be a driver for the economy for all americans going forward so people at poll ryan i guess have to do a sales job he is saying it will be popular but not yet but why are they pushing this i mean fifty five percent of americans say it's a bad idea if you earn less than that crucial twenty five percent you will save six zero sixty dollars a year and that will disappear what twenty twenty five anyway. yeah that's right what i just told you there was one side of the story and you're transitioning very correctly into the other side of the story so if the republicans and donald trump say this is such a great tax reform program why are the majority of americans against it and the latest poll as you mentioned fifty five percent of americans are against it a new poll by n.b.c. that came out just within the last hour says only twenty four percent of americans say this is a good idea why primarily because they look at this as a corporate tax break and that is what the bill essentially is they also look at this and say this is a bill that is more than seven hundred pages long it was negotiated behind closed doors privately and it wasn't released to the public until last friday so tax analysts and others are still trying to digest what's in this thing but the bottom line is you don't have to look very far to see that this is primarily tax cuts for corporations businesses and the top one percent of american household earners that limits a lot of it there that and those those cuts for those those individuals are permanent where the tax breaks for working class americans or middle class americans won't last a couple of years and then they go away they're not permanent americans have seen this they've seen enough of this bill to where the majority according to polls are saying they're not comfortable with this they're not comfortable that this is really going to benefit working class americans as the republicans and donald trump says that it will gabriel many thanks. to cover for you in the news hour including these on that for you with william black when black is an associate professor of economics and law at the university of missouri kansas city he joins us now from minneapolis william black i mean promises have been made and modified but for you what's the key one takeaway question that still has to be answered here. what do the republicans expect to do in the they get done and they get this bill adopted given it's spectacular. and favor ability with the american public and with virtually every economist warning that it's going to make things worse ok corporation tax goes from thirty five percent to twenty one percent that brings american companies internationally in line with other international companies around the world that on the face of it would look like good news surely. oh very good news for corporations although the effective rate of that tax is about eighteen percent currently so the thirty five of course is a bit misleading but you're correct there is a dramatic tax cut in for corporations and very substantial one for the richest americans in terms of the states and on the corporations the republicans could have gotten probably fifteen democratic votes if they had been willing to you know seek a bipartisan bill but they did not and so they're going to get zero democratic votes in other words they're going to own this one. why is it come down to policy lines in both houses here given that the last big don't quit so this you for the trumpet ministration health care split the parties individually. again it would have been easy to pick up at least five democratic votes there are very conservative democratic senators in. states in which they cannot afford to be liberal or progressive if they want to get reelected and it would have been on some issues like the corporate income tax knocking it down from thirty five percent simple to get another ten democratic voters the president and the house and senate leadership from the beginning have announced that they want to do this slowly with the republican votes. we're seeing a happy smiley paul ryan at the moment almost certain through stick with the gavel that it falls off the edge of the table when he says you're smiling now but we've we've seen the videotape where he smashes the gavel and it cascades off the side of the podium it's a tough sell for him because his implicit message is wait for the success story aspect of this but is it potentially not a success story for those american politicians when they go back to those traditionally high tax states like say california where local tax is a part of everyone's tax bill but it's capped it's called the salt arrangement agreement so therefore they have to sell to the electorate look your tax is going to get better but not yet but it may not get better when there's a a shelf life expire a date in built into the whole thing come twenty twenty five. well that's why i said i answered the way i did to your first point this bill is going to be extremely unpopular with not just the general electorate but in particular in places like california new york massachusetts and such and a number of republican officeholders have just made it next to impossible for them to get reelected and therefore. the political scientists the united states now think it is more probable than not the democrats will obtain control of the house and even have a shot at regaining control the senate which because of who is up for election is it's very very hard to do. and paul ryan is a big part of this he has presented himself for years as sort of a policy wonk but it turned out that it was all magic that the thing that was supposed to turn this bill what they called revenue neutral in other words that it was going to bring in as much money as it gave up well not so much it's a billion i'm sorry trillion dollars short revenue neutral such that paul ryan people are speculating is probably toast in the next political race maybe even toast in the republican primary when you have an organization like your tax policy center saying look come twenty twenty five the rich get richer the poor get poorer why are they doing it it seems illogical and supplementary point what does this say about the trump doctrine. well it is the paradox that they are so desperate that they have not achieved anything legislatively that they think that each even something very bad. it is essential because otherwise they have to go back to their constituents and say we achieved absolutely nothing legislatively and note we're talking about a tax cut how can you fail to make tax cuts popular with the like it takes real genius and that's what you've seen out of paul ryan and president trump is there a sense in which perhaps the trumpet ministration has got this completely wrong because when it comes to improving or increasing the g.d.p. five or ten years down the line there isn't a model on which this is based on less you look at what say the norwegians and the brits did with oil revenue in the eighty's in the ninety's margaret thatcher spent it on tax cuts the norwegians reinvested it so today that's why norway has a bigger g.d.p. per head of population than any other country in mainland europe. in that there is absolutely no model the treasury secretary claimed there was claim there were over one hundred people working on it it turned out that that was simply not true there is no model we are in the ninth year of continuous expansion of the economy in the united states with a full economy unemployment rate a full employment rate so they're selling it as if it's a stimulus bill in the midst of a great recession but there's no logical basis for that so what it is quite clearly is a payback for the wealthiest donors who have made it clear that unless they got this don't come back to them for funds and second and you know this of course all parties all legislation everywhere in the world when it needs just a few votes. and then you have a lot of leverage as an individual legislator or an individual legislators have done let's make a deal where they've been able to get special concessions that make them personally more popular and that's why all the republicans who are present are going in the senate are expected to vote for this bill the reality of politics when but great still to thank you so much for joining us
