of this is the news hour live from london coming up. saudi arabia says it intercepted a ballistic missile targeting riyadh. claim responsibility. u.s. republicans celebrate the passing of a controversial new tax bill in the house of representatives but the vote will be closer in the senate. rescuer theory it is almost impossible to find survivors here now. philippines typhoon the search latest sports well one hundred meter world champion justin gatlin gets tracked into yet another doping scandal. authorities in saudi arabia say they've intercepted a ballistic missile targeting the capital riyadh is the third such attack since november yemen's hooty fighters have claimed responsibility saying they were taunting the royal palace which is the official residence of king saul. on its back was launched to mark one thousand days since the beginning of the war on yemen for as an early attack on november the fourth when a missile was also launched from yemen towards an area near riyadh's king khalid international airport and another missile targeted the city of hermes machine eight before it was intercepted on december the first interest i have has more. this is the moment he who he fired ballistic missile was apparently shot down by saudi forces yemen base who they were targeting the royal palace which is west of the capital a large group of saudi leaders were meeting there at the time including king some nun and crown prince mohammed bin some i think there were these wanted to make a statement that they're still up and running and that they're still fighting this fight the fact that you know in recent days and weeks there's been allegations that there were these all we can base this. would not be able to shoot. territory but they proved otherwise. the missile attack happened just hours before saudi arabia was jus to announce its annual budget as well as members of the world family senior ministers were also expected to attend a social media post from a government agency confirmed the missile had been intercepted but that no casualties were reported the saudi led coalition which has been conducting air strikes against the fighters in yemen for nearly three years retaliated with more strikes in the southern part of the capital sanaa speaking on the group's t.v. channel who the leader of the molecule who said that missile attacks marks one thousand days since the start of the war in yemen. today and to missile was launched a. palace in the heart city of saudi arabia this is our answer to them and the whole world the more crimes you perpetrate the more to renig. you will meet nothing but more missiles. this isn't the first missile attack on saudi arabia in november the international airport in riyadh was narrowly missed in a strike the saudi government has accused regional rival your run of smuggling missiles and technology to the who these and allegation the nine s. . the war in yemen has created what the u.n. describes as the world's worst humanitarian crisis since the start of the conflict at least ten thousand civilians have been killed and millions are on the brink of famine and as the fighting continues many fear the situation on the ground could get worse if your style of al-jazeera. the u.s. ambassador to the u.n. has told the u.n. security council that the latest missile fired by hooty rebels in yemen has the same hallmarks as previous attempted attacks while we don't yet have sufficient insight into this particular attack it bears all the hallmarks of previous attacks using a rainy and provided weapons it is only a matter of time before one of these missiles hits the target and iran has condemned the u.s. for making the allegations the government summoned the swiss ambassador who represents u.s. interests in iran to pass on the message it called the allegation which was made by as we heard the u.s. ambassador's the u.n. nikki haley both irresponsible and provocative mike hanna joins us live from the u.n. in new york so that your inscrutable affairs chief has been briefing the security council what's he been saying. indeed years he's been there giving the security council the full report of the secretary general which was written earlier this month basically he looked at it in two ways the actual joint commission plan of action that's the agreement that governs iran's nuclear development he was adamant that iran has been in full compliance with this there's been no sign of any new collectivity this has been a very fired by the international atomic energy organization he says full compliance in that particular level however he's also expressed concern about other aspects not directly related to the j c p a way in particular the secretary general's expressed concern about the movement of small arms across borders the movement of weapons systems that is the possibility or real probability says the secretary general that iran has been arming groups within the region on that issue of missiles that is a better that is still being investigated by the secretary general he says that there is a possibility that the saudi claim that these missiles were made with raney and manufactured materials there is a possibility that that is correct however the secretariat is continuing its investigation and will report back to the security council when it's completed its full investigation on this matter and what we hear from the u.s. . well we heard there a part of the nikki haley's response earlier saying that there's absolutely no doubt whatsoever in the u.s. point of view that the missiles that have been fired by the rebels at saudi targets that do in fact originate in iran or at least are of iranian manufacture she went on to say what is very important though is that the security council must come to some kind of united position that in the days ahead there must be discussion among members to find ways in which to address what she sees as this massive threat to stability within the region perhaps further sanctions perhaps increasing the embers of the joint plan of action to include elements like non-nuclear materials non-nuclear missiles so that is the line she is going some of the other members we've heard also arguing along those lines that there is no concern about iran's nuclear development that has been notified that they are fully compliant but there is deep concern about other actions by the iran not necessary connected to the joint plan of action that are a massive threat to the region mike hanna thank you very much indeed meanwhile the saudi led military coalition fighting in yemen has been accused of killing at least one hundred thirty six civilians and not incompetence in just ten days you know how they should says they were killed by saudi airstrikes between december the sixth and december sixteenth these are the incidents the u.n. was able to verify so the number of civilians killed could be hire one attack involved seven s. strikes on a prison in sana'a last week by forty five detainees were killed and the u.n. says yemen is facing the world's worst humanitarian crisis and is calling for the saudi blockade of the country to be lifted. yemen is the the largest food insecurity crisis in the world no recent humanitarian needs overview identified almost eighteen million people who are in need of support food wise the prognosis is not goods if. the blockade is not fully completely lifted the interference no work is nor reduce the taken away then the results and pushing back on call and pushing back on famine over the last six months will be lost. now being who is the nonresident senior fellow at the atlantic council's rafik hariri center for the middle east and is a former u.s. diplomat based in yemen he joins us live from washington d.c. thank you very much for your time this evening i just want to go back to the latest missile attack targeting riyadh the saudis have called it an iranian who themis allen and the u.s. seems to be saying it has the hallmarks of previous missiles which they said apparently had the iranian provided elements to them what's your take on this this latest attack. nikki haley's standing in front of parts of a rocket is a bit reminiscent of colin powell was moment with a test tube in front of the united nations security council back in two thousand and three which was followed by a war on iraq. it doesn't make any sense to be sending a message to iran i don't see why we don't talk to the who's the like john kerry the bit late in the game in twenty sixteen to host these are certainly willing to talk they also have the right to retaliate against the hundreds of rockets that rain over the sun are every day. it's still a bit foolish of them to do it thirty gigli these rockets don't make any difference they don't have enough for them and air superiority belongs to saudi not to them so they shouldn't be doing it it's a bit like provoking or poking into a hornet's nest it makes you feel good for a moment but then they come flying at you so they have the right but thirty gigli it's not a good idea and it is in india that the united arab emirates or her close ally of saudi arabia have already said with every iranian missile fired by his english against syrian targets the necessity of operation decisive storm becomes clear that was a from the. minister of state for foreign affairs he put on twitter so it almost does give them another reason to be carrying out asteroids. yes it gives them the excuse to continue what they're doing and it also i'm afraid might give the incentive to the u.s. all these warnings to iran justifiable or not it makes them think that perhaps the place to draw a line against iran would be in yemen it's much easier certainly than trying to do it in lebanon syria or iraq in the end of the day i think saudi arabia is the big state with lots of money and superiority and equipment and all that the onus is on them to initiate a diplomatic move to resolve this crisis and it's certainly resolvable there's no sense in making the who he is out to be the devil they're a big part of yemen and in the end of the day you have to have peace talks and you have to have an agreement with them which they can live with and on that border what are the prospects of them getting back on the table given the kind of escalation that we've seen seen on both sides i'm afraid it doesn't look very good right now normally a wise american administration here would be advising them properly and maybe arm twisting a little bit. to end this war and offering diplomatic assistance but unfortunately we do not have anybody that's wise in the white house these days they don't have a single middle eastern expert or a strategic expert and they're full of bluster and i'm afraid donald trump doesn't know what he's doing and i feel korea has strong views on the subject thank you very much indeed for joining us thank you. still to come on al-jazeera news hour. the want to try a cyber attack which affected dozens of countries is formally blamed on that north korea by the white house. a new era for south africa we get reaction from syria rather pose as home town on his election as a.n.c. leader. and his forte a former wimbledon champion announces she's returning to tennis more on that story coming up with something. is president donald trump has just achieved his first major legislative victory after the house of representatives passed his controversial tax bill it's the first overhaul of the u.s. tax system in more than thirty years and it could be signed into law a soon as wednesday if both chambers of congress approved the legislation critics of the bill say it benefits the super rich but republicans argue the tax cuts will boost economic growth. we said in two thousand and sixteen that it would take real to actually form for families and businesses to get the american economy growing and we were serious and the american people placed their trust in us to do this work for them and today we're making good on their promise we're fulfilling that promise and this promise being kept today is one of the most important things we could do to get the u.s. economy growing faster to help people get bigger paychecks to have a fairer tax system let's get more on this from. donald trump has tweeted his congratulations why is this tax bill such a big deal for him. well it's a big deal for many reasons but we first have to point out it's not quite a done deal yet it still has to be passed by the senate they are expected to take this tuesday night and the vote could happen late into the evening on tuesday night so it's a partial victory so far but all in all all signs point to that the senate most likely will pass this even if it's a very narrow margin it's important for two reasons number one it's the first legislative victory for president donald trump since he's become president up until now his legislative victories the victories that he's had in congress have been zero up until now and that's significant because he not only controls the white house but his republican party also controls both chambers of congress as well so if they were not able to pass this they would have basically gone home during the holiday break and not had anything to talk about in terms of legislative victories now that might change now but beyond that trumpet republicans are saying that this is a historic tax overhaul bill one that they say will mean tax cuts for as much as eighty percent of americans tax cuts that range while lead but on average could be as much as two thousand dollars per family and they also say that this is the biggest tax overhaul in nearly three decades that will reduce taxes on corporations and businesses and they say that as a once in a generation opportunity and that this bill they say will be the engine that propels the u.s. economy for years to come posting to suggest that the majority of americans are actually against the tax why's that. yeah the latest polls show that fifty five percent of americans are against it and for democrats that number is more than eighty percent that are against it for multiple reasons number one it has to be important to point out that this was a bill that was mostly written in secret and it wasn't released to the public for people to really see until last friday it's more than five hundred pages long and so tax experts and analysts are still trying to sift through it all but essentially what this does is democrats are saying and critics and most americans according to polls see this is a giveaway to the rich they see it as a tax breaks mostly for the wealthy the top one percent of income earners corporations that are already very wealthy getting huge tax breaks and the tax breaks for individuals being relatively small in comparison and they point to the fact that in this bill the tax cuts for corporations are permanent the tax cuts for individual families expire they're not permanent and so eventually they will go away and the burden of who's going to pay for these tax breaks will fall on middle class americans and working poor that's key working poor americans and not only that it will also explode the deficit here in the u.s. by more than one point four trillion dollars so add all that up together and the vast majority of americans according to these polls are looking at this tax a tax overhaul with a very skeptical eye and really saying is this really going to benefit working poor and middle americans most people say probably not in the long term given it isn't i thank you very much indeed. anderson in protest as i've been fighting with israeli troops in the occupied west bank is about ongoing protests against u.s. president donald trump's decision to recognize jerusalem as the capital of israel was two weeks ago israel has increased its security measures after the move triggered violent rallies in which several palestinians have been killed and state officials say they will no longer accept the u.s. in a mediator role. the white house has confirmed that u.s. president donald trump will visit the united kingdom early next year accepting an invitation from the u.k. prime minister to resign may the white house says the pair spoke on the phone on tuesday about how they can work towards peace in the middle east and address the crisis in yemen there were protests against the trump is it when invitation was first made earlier this year and earlier this month may criticize trumper retreating video from a far right british group. five people have died during violent protests in the semi autonomous kurdish region in northern iraq major companies so the first time washington has blamed for a major cyber attack this committee how could it. when it struck last may the want to cry cyber attack infected more than three hundred via skype from barcelona thank you for being with us so the polls are suggesting it's almost too close to call which groups of voters do you think will make the difference in terms of the result. well and let me start by reminding everyone that there are still four people for cuts and prisoners in spanish jails now your question i think that if we see any we have to look at the trend in every election since going to twelve deep cuts one crowing the bens forces have had more votes and in the last month in october in the referendum there were more than two million people who voted for independence so i think that those people voted for independence in that referendum we can be certain that they are going to vote or print abandons parties again and this will lead in a bit of lead to another outright majority by the point and then sources one thing that people pointed out at the time there was that there was what was described as a silent majority that she didn't want independence do you think that we need more motivated to come out in these elections now that they stakes are so high i don't know and i certainly cannot explain why those people if they are willing to choose remain us pardon spain they did not took part in the referendum democracy means taking part in voting and going out to defend your ideas now everyone had the chance to vote in that draft random and the same in the last cuts one elections in twenty fifteen and the point then those parties won if they are willing to vote now for unionism i think that they will be met with. bigger majority and bigger group of people that are going to vote for in the band and pulling the band thems parties will remain the largest force in the couple of barnum and so that the prayer independent groups didn't get the support of the e.u. when the original date was that went ahead how concerned are you about that and the effect that might have on on voters. certainly from my perspective i think this is not the key issue in these elections we are not voting and we will not stop supporting independence because the e.u. is not backing us this is a problem of e.u. not a problem of the god telling people we are exercising democracy and this elections out about if we want those forces that support that they got on presidency dignity and cannot see this president removed from a tree we cannot have direct control from people corn we have eight point five percent of the votes here in controlling or if you are willing to support those people who think that the cut from president meets assert from madrid that he is someone who has or they another cut people are not major enough to make their own decisions this is the choice in this election and this this and i thank you very much for your point to be there on the cattle elections thanks thank you very much . argentina's congress has finally passed a controversial pension law after the vote was delayed by violent protests in the capital but as al-jazeera south africa dozens of journalists have been killed this year and hundreds more have been thrown in prison but i just annual report from reporters without borders explores their experiences safety and freedom around the world sixty five journalists have been killed this year most while working in their own countries three hundred twenty six are being detained fifty four are being held hostage and to a missing. syria remains the world's deadliest country for journalists twelve being killed this year reporting on the conflict but close behind is mexico with eleven killed many journalists such as having a valdez cut down us were murdered for their coverage of the drugs trade and organized crime most of these murders remain unpunished of the fifty four journalists being held hostage many are being held by armed groups such as i saw in the middle east. ten women journalists were among those killed this year compared to five last year. dufty cohen i got was murdered by a car bomb in malta despite receiving threats she continued to denounced alleged government corruption so if we look at bigger pictures of all the analysts killed this year sixty percent deliberately targeted because of that was journalist the other forty percent were killed while in the field sort of doing their jobs but when we look at the female journalists that were targeted nearly all of them were specifically into liberally targeted of the three hundred twenty six detained journalists more than half are being held in only five countries vietnam iran syria turkey and top of the list china many without any solid charge this is the case for al-jazeera as mahmoud a sane arrested in egypt a year ago while on holiday the detention was one of a string of arrest by the egyptian authorities targeting al jazeera staff in the country reporters without borders findings are alarming but remarkably the number of journalists killed this year is at its lowest in fourteen years better safety training and intensive lobbying by campaign group so helped but in many cases the downward trend is a result of journalists simply leaving the world's most dangerous places and in the absence of korean marines have been taking part in joint drills to han's combat readiness have you know about reports. at first glance portions of this training drill appear to be just a lot of grown men playing in the snow the objective of this challenge to steal their opponent's hats rendering the other side even more exposed to the elements than they already were. but there is a very serious side to these games protecting against the increasing threat from north korea even in temperatures that can dip below minus twenty degrees celsius. both the u.s. marines and the rock marines have covered over the often responds angrily when the u.s. and south korea stage any war games there's been speculation the allies may delay the start of major annual military drills usually shuttle for the end of february so they don't coincide with the winter olympics and paralympics that will be taking place here in pyongyang. these exercises have been held since twenty thirteen but this year there are added fears that north korea may aim to disrupt the olympics. i'm new here in the south korean and the u.s. marines hope for the success of the come come winter olympics the marine reconnaissance unit will make its utmost efforts to provide security operations for the olympics. south korea wants the winter games to be an opportunity to promote peace it's invited north korea to participate and some athletes have qualified but so far there's been no confirmation of their attendance as ever on the korean peninsula the message from these drills is that the u.s. and south korea would prefer a peaceful to celebrate the christmas season on choose day it was a place of sadness and solidarity shared by the bereaved from this tragedy and germany's political leaders the emotion of the moment palpable a minute's silence a mark of respect to those who died although i'm good americal stood shoulder to shoulder with victims' relatives they do not think she's done enough since the tragedy in a letter to the german magazine der spiegel they spelt out their grievance saying the attack was not only aimed at the victims directly it was aimed at germany it's a question of respect decency and technically it's self evident that you as head of government should acknowledge to us the loss of our family members caused by an act of terror. the chancellor did hold her first meeting with the families on monday and had this statement after the minute's silence on the site if you can't see. me and i'm speaking on behalf of the entire government we will work to improve what didn't go well and do everything humanly possible not only to ensure safety but also to give doe's whose lives have been destroyed or affected a chance to go back to their lives again as well as they can. the problem for angela merkel and her government is despite such public pronouncements the families of the victims still have grave concerns about germany's current security situation and some analysts believe that parts of the german federal intelligence system really need reform. specifically where it concerns how the government deals with those it believes may be plotting violent attacks a thing that is still lacking certainly and there's also a structural issue is the lack of rethought of the lack of staff and the lack of qualified staff who work on cases actually watching potential terrorists and connecting the dots at the site of last year's atrocity one of the new features is a scar in bronze that's been laid across the ground meant as a permanent reminder of the hurt attacker and his amry cost his victims and society at large tuesday has been a day of strong emotions where those touched by this tragedy gathered to pay their respects in the hope that the ordeal they and their loved ones endured is one no other families will suffer in the future the question for the government is whether it can ensure that. dominic a zero berlin. now his honor. thank you very much lauren a world story earlier i spoke to our sports correspondent lee wellings and this is what he had to say. you have to be really cautious with this story with your reporting on it like whether you're following your own social media have to look behind what's happening here and often with a newspaper investigation you do have to realize that there's going to be a screaming headline and what people want in this instance is the link to justin gatlin he's the spawn and he's the man with the doping past he's not a popular mind to doping by when i actually when you look into it further what we are dealing with here is not a direct accusation against gary it is against the coach dennis mitchell who is. an agent partly works with so you can see why i just got in so quickly distanced himself from this but you can also see why there's so much suspicion around him the credibility of athletics is so low and people should not deny that from the top of that it's it's the sign was cyclic it's the same with winter sports school has a massive issue of credibility and trust and incidents like this investigations like this are important justin gatlin in this instance is a superstar but he might his own bed if you're going to type you're going to have suspicion around you this is of history and the legacy we see now where actually people are looking to connect him with this there will be suspicion around him i think people need to take a reality check whilst also crucially dealing with the facts. former wimbledon champion my own battery has announced she is to return to the women's tennis till four
